Hurricane Andrew’s Lasting Legacy
On a warm Sunday evening in the summer of 1992, homeowners across South Florida were preparing for a tropical storm in the usual ways. Hardware stores were selling out of plywood, neighbors were helping each other put up storm shutters, and, grocery stores were running out of toilet paper and bottled water. Many were anxious about the storm’s power and size. No one could have envisioned its lasting impact on the lives of so many people.
Hurricane Andrew made landfall just south of Miami at about 5:00 am on Monday, August 24, 1992. The Category 5 hurricane’s intensity and compact size focused its destructive power on a relatively small area, causing catastrophic damage. The storm directly resulted in 65 deaths and left many more injured. It caused more than $27 billion in damage, making it the costliest storm in Florida history. 25,000 homes were destroyed with more than 100,000 more suffering damage.
The hurricane also had a lasting impact on the insurance industry. Many insurers went bankrupt or pulled out of Florida, leading to reforms in how insurance is regulated and provided in hurricane-prone areas. 2022’s Hurricane Ian is having a similar impact on the already fragile Florida insurance market.
Andrew exposed significant weaknesses in building codes, disaster preparedness, and response strategies. In response, Florida significantly overhauled building codes and developed stricter construction standards.
Hurricane Andrew remains a pivotal event in the history of disaster management and preparedness in the United States. The lessons learned from the hurricane led to improved hurricane forecasting, better building practices, and a greater emphasis on emergency preparedness both in Florida and nationwide.

Mother’s Day
Mother's Day is a celebration honoring mothers and motherhood, maternal bonds, and the influence of mothers in society. The official Mother's Day holiday arose in the 1900s as a result of the efforts of Anna Jarvis. After her mother's death in 1905, Jarvis conceived Mother's Day as a way of honoring the sacrifices mothers made for their children. The first official Mother's Day celebration took place in 1908 at a Methodist church in Grafton, West Virginia, with a larger ceremony in Philadelphia. Through her efforts, President Woodrow Wilson officially designated the second Sunday in May as Mother's Day in 1914.

This day is a federal holiday dedicated to honoring and mourning the military personnel who died in the line of duty. Memorial Day, originally known as Decoration Day, was first observed on May 30, 1868. This day was designated to decorate the graves of American Civil War soldiers with flowers. Rails and Roots Exploring Local History and Model Railroads at the Plantation Historical Museum
The Plantation Historical Museum, located at 511 North Fig Tree Lane in Plantation, offers a dive into local history with its various exhibits. Key attractions include permanent displays on the Tequesta and Seminole Indians, fire and police department memorabilia, and an Everglades diorama. The museum also showcases information about the town's founding families and hosts temporary exhibits. Originally started in a back room of city hall, the museum opened in 1985 and is now situated near the Helen B. Hoffman Plantation Library, within the Botanical Gardens Park.
The museum is currently hosting a Model Train exhibit that is sure to excite all family members.
The Florida Citrus Model Train Society's display showcases an impressive range of model train layouts, featuring different scales such as G, O, HO, and N. This exhibit is a popular destination for model train enthusiasts and provides a dynamic view of model railroading, with detailed and varied train setups. The displays are designed to highlight different aspects of train systems and the intricacies of railroading, contributing significantly to the museum's offerings.
The society's model train display will be on exhibition through the end of September, providing ample opportunity for visitors to explore the detailed and meticulously crafted train setups.
Each day, a different member of the club will run a different train, such as a Thomas the Tank Engine, a Tri-Rail passenger train, a Hogwarts Express, or the classic Santa Fe Grey Goose. The museum is open Wednesdays through Saturdays from 10:00 a.m. to 4:00 p.m.
The museum is managed by th Plantation Historical Society, a nonprofit organization established in 1974 to support the Plantation Historical Museum. The society is committed to preserving and presenting the historical, educational, and cultural resources of Plantation and South Florida. It focuses on community outreach, especially targeting the area's youth and multicultural residents.
The society organizes various events and fundraisers throughout the year, including the Broward County Plant Affair and an annual flea market, to support the museum's programs and upkeep. Additionally, they run a gift shop at the museum entrance, selling items like jewelry, art prints, and pottery from local artists, which also helps fund the museum's activities.

Hundreds of runners, spectators, and friends converged at the Amerant Bank Arena for a special event dedicated to celebrating the life of Aden Perry, raising funds for a noble cause, and engaging in healthy physical activity. This gathering was orchestrated by Sarah Perry, Aden's mother, who transformed her grief into a mission of community service following her son's tragic death.
Aden Perry passed away in high school while heroically attempting to save another teen from a car accident in a local lake. In the wake of this tragedy, Sarah Perry initiated a community program to provide lifesaving flotation devices near public lakes, continuing her son's legacy of helping others.
The event kicked off with a yoga and stretching class, setting a mindful tone for the 5K run that followed. Participants enjoyed a scenic route around the stadium grounds, energized by a live DJ. Broward Schools Swears in Dr. Howard Hepburn Following Surprise Resignation of Peter Licata
Dr. Peter Licata shocked the Broward Schools community last month by announcing his retirement at a regularly schedule School Board meeting last month. He told the board that he regretted informing them that he was retiring.
"It is with great sadness that I write this letter informing you of my anticipated retirement on December 31, 2024. I communicated to the board on December 17, which is protected from the public record, regarding the status of a medical condition that I have been receiving treatments for. After conferring recently with my doctors, my wife, and my four adult children, it is best that I retire from this incredible role as an educator after 30-plus years here in South Florida," he said.
Licata continued, "I am certainly not being forced out, there is no question about that. I think by everyone's belief that they were surprised by this. This is something that happened over the weekend. Friday I spoke to one of my doctors and just indicated that you've got some choices to make. When I talked to my kids they were very happy. Having grandkids and not seeing them much
is not what it's about. I lost my father at 59, my grandfather at 62, and an older brother at 57. So, I'm 59 and I want to out live my dad and make sure to out live everybody else too," he said.
Licata gave the board almost eight months' notice so that they could search for his replacement. The board took less than a day. In an unprecedented move, they appointed Howard Hepburn, the district's Chief Academic Officer, as the new superintendent effective immediately. Hepburn is from Belle Glade in Palm Beach County and has been one of Licata's key lieutenants since joining the school system in July.
“I thank the School Board for their trust and support as I proudly serve the District in this new capacity,” said Hepburn, “As Superintendent, my focus remains on moving our District to an ‘A’ grade and ensuring all students receive a world-class education. We will continue to prioritize closing achievement gaps, increasing student access to accelerated courses and implementing strategies to support continuous student achievement.”

Science Education and a Master of Education in Educational Leadership from the University of Central Florida, and a Doctor of Education in Educational Leadership from Florida Southern College.

STORM SURGE NAVIGATING THE POTENTIAL FOR A HISTORIC HURRICANE SEASON
The Atlantic is bracing for an exceptionally active hurricane season this year, potentially setting records for the number of storms. In fact, forecasters from AccuWeather are concerned they might exhaust the list of storm names due to an anticipated surge in tropical activity. Last year saw 19 named storms, yet only four directly impacted the U.S. Among these, Hurricane Idalia stood out as the most significant, hitting Florida with Category 3 force in late August. Tropical Storm Harold brought heavy rains to southern Texas, while Tropical Storm Ophelia affected North Carolina. Lee, transitioning into a tropical rainstorm, brushed the New England coast before making landfall in Nova Scotia, Canada. Predictions for the current season suggest it could surpass the last, potentially making it one of the busiest on record.
"The 2024 Atlantic hurricane season is forecast to feature well above the historical average number of tropical storms, hurricanes, major hurricanes and direct U.S. impacts," AccuWeather Lead Hurricane Forecaster Alex DaSilva said.
Several key factors are contributing to the forecast of a highly active season. The abundance of warm ocean waters serves as a catalyst for the development
and strengthening of tropical storms. This condition facilitates more frequent storm formation and increases the likelihood of rapid intensification, a trend observed in some of the most devastating hurricanes in recent history. Additionally, the potential for late-season activity is heightened by the unusually warm waters extending into November.
"Sea-surface temperatures are well above historical average across much of the Atlantic basin, especially across the Gulf of Mexico, Caribbean and the Main Development Region [for hurricanes]," DaSilva explained. The Atlantic water temperatures observed last month were around or even warmer than they were ahead of the blockbuster 2005 and 2020 hurricane seasons.
A significant influence on this year's hurricane outlook is linked to changes in the Pacific Ocean. The rapid shift from El Niño conditions, characterized by warmer-than-average sea temperatures, to La Niña, marked by cooler temperatures, is expected to have a profound impact on Atlantic hurricane activity. La Niña typically reduces wind shear over the Atlantic, favoring more active hurricane seasons. This pattern was observed during the notably busy seasons of 2020, 2021, and 2022, with the
2020 season tying the record for the most named storms.
“It can be helpful to visualize a stack of pancakes," DaSilva explained. When there is a high amount of wind shear, the top of a tropical system can be pushed and tilted away from its base, causing it to become lopsided. If a mature hurricane is in place, it may weaken but will not necessarily dissipate. "A tall, neat stack is what a tropical system wants to be, but wind shear can cause some pancakes to be displaced and the stack could fall over," said DaSilva.
AccuWeather's forecast for 2024 anticipates 20-25 named storms in the Atlantic, including 8-12 hurricanes, of which four to seven could be major hurricanes. This exceeds the 30-year average and suggests a significant increase in the risk of U.S. landfalls.
Meteorologists are using historical weather patterns, or analog years, to refine their forecasts. The 2016 season, featuring Hurricane Matthew's destructive path through Hispaniola, eastern Cuba, and near Florida's coast, serves as a reference for this year. Like 2016, the upcoming season is expected to occur under La Niña conditions, underscoring the heightened risk and the need for preparedness.

STATE OF THE CITY
I issued my first-ever State of the City address, first to employees and then to the general public in April. Our permitting process has improved, with more accountability and some time-consuming and unnecessary steps being eliminated. We are partway through adding 14 pickleball courts across the city and we are undergoing a complete code rewrite. CORPORATE RUN
More than 50 city employees competed in the Lexus Corporate Run March 20 in downtown Fort Lauderdale. The 5K walk/run, an evening event to give organizations a night to promote team spirit and wellness, drew about 4,300 participants. Councilmember Erik Anderson was the fastest of our group, with a time of just over 24 minutes.
29.9 YEARS OF SERVICE
Deputy Police Chief James Dourvetakis was lauded at the March 27 City Council meeting. He is retiring after 29.9 years of service. He said he’d have loved to do a rounded-up full 30 years but he entered the DROP retirement portal a while back and that committed him to a specific date. He wasn’t idle for long. He started as a School Resource Officer immediately, rotating among Plantation’s schools.

In movies and television shows, there is often a dramatic scene where family members gather in a lawyer's office for the reading of the will, eagerly waiting to find out who gets what.
In reality, there is no gathering, and the process is more private. Some families may have realistic expectations about the terms of the will based on prior family conversations and will not be blindsided. Other families may find out the details of the will after it is filed with the probate court and may be angered, hurt, or bewildered when they learn what is in it (or not in it) for them.
The Truth About Writing a Will
People think that it is easy to write or change a will. Some movies or television shows imply that all you have to do is write something down and put it into an envelope for safekeeping. In the real world, a will that is not created properly may be considered invalid.
Immediate Access to your Inheritance
In movies and on television, beneficiaries often receive their inheritances immediately after the death of a loved one, allowing family members to access their newfound wealth right away.
The distribution of money and property according to a will is a legal process that involves probate, unless a trust controls the distribution of the inheritance. Probate is the court-supervised process of validating the will, paying off debts, and distributing money and property. This process can be lengthy, especially if there are disputes or complications. It could be months or even years before Junior buys his new fancy car.
