Following several challenging years due to COVID-19, it is pleasing to have completed full seasons across all competitions for the first time in three years. The relief in both finishing the season and completion of Junior and Senior finals series was shared by everyone across the Outer East community.
2022 saw the completion of the five-year Strategic Plan, a period of significant change for the region and growth both in participation and commercially. There were many highlights this year, but the key moments that stood out included:
• Financial stability of League and Clubs post COVID-19.
• Participation numbers growing to over 9000.
• Introduction of the Under 9 Friday night competition.
• Increase in Junior participation numbers, with the second highest number of junior participants in the league’s history.
• Introduction of the Gender Equity and Inclusion plan for the league.
• Growth in umpiring numbers by 80 umpires.
• Drought breaking premierships for Powelltown, Gembrook Cockatoo and Warburton Millgrove.
• High level attendances across the season and in particular the final’s series.
• Facility investment continues and supports a more inclusive league and club environment which is growing participation.
• Introduction of Premier Data stats and editing across all senior divisions
• Media coverage of female sport and competitions
• Growth and development of the Outer East development programs, including the Under 18 girls winning their respective carnival
• Junior Grand Final days at Wandin and Monbulk
With two years lost to football, focus was placed on the key transition age groups in football and netball. The Under 9 Friday competition and school and kindergarten programs embedded across the region were both successful and provide strong impetus into the 2023 season. Reengaging players moving from junior to senior football in under 19 football will be a key area for 2023.
Female participation is a key strategic priority focus, with Outer East introducing a Gender Equity and Inclusion plan that will drive female and LBGTQ participation across of ages in both our sports.
Local councils continue to assist with the growth of football and netball in the region through the ongoing development and improvement of sporting facilities. Many clubs have benefitted from lighting, drainage, and resurfacing upgrades as well as new pavilions.
Financially the league is in the best position it has beenstrong, stable, and sustainable. Club debtors are once again at its lowest levels. Thank you to Major Community Partner Bendigo Bank and Major Sponsors Karcher, Rochford, Yarra Valley Water, Box Hill Institute, Pedders Breaks and Suspension and Premier Data. Along with our other valued support sponsors and community partners listed at the front of the Annual Report, the support of our commercial partners has been crucial in navigating the past three years. The engagement of quality and well regard commercial partners has been a key improvement of the league over the past five years. Our sponsors have all committed for 2023 and beyond, and we look forward to these relationships continuing for many years to come.
Umpiring is critical to the league and has been an area of significant focus and investment in via facilities, coaching and support staff. In 2022 we saw a significant increase in umpire numbers, bucking the trend that was occurring across the state. Thank you to John Howarth for his work in building the foundations of our umpiring program and development. Thank you also to Peter Dixon and the Yarra Ranges Umpire Association for their tireless efforts to support umpiring and their members. The development of our umpires has been highlighted in a number of our field, boundary and goal umpires being promoted to the VFL, the largest influx in our umpire associations history.
The Board has been a fantastic support for both the Outer East staff and I and continue to provide our administration with guidance and support particularly in relation to policy formulation, decision making, fiscal management and governance practices. The league is fortunate to have a strong and diverse board who are passionate about Outer East Football and Netball. Special mention to Tony Mitchell whose passion and knowledge drives the region is second to none and unwavering support have been crucial.

Thank you to the hard-working Outer East team who have continued to deliver outstanding support to our clubs, volunteers and participants and have shown significant resilience through Covid 19. Thank you to Greg Heinrich, John Howarth, Lachlan Shaw, and Sebastian Mueller-Schmuki for their service to the League and I wish them all the best in their future endeavours.
Thank you to Greg and his team at Inspire Netball who have played a major role in growing Netball over the past five years. The administration team, led wonderfully by Cameron Hutchison are committed to keeping Outer East football and netball accessible and affordable for all participants whilst maintaining service levels. Andy Gibbons and Sheryn Harbert continue to provide outstanding support to clubs in their roles and Matt Blanchard and Georgia Chisholm have been terrific inclusions to the operations team. Matt, in particular, has provided Netball teams, volunteers and players with a level of support that matches what football has received for a number of years.
Thank you to our Club Presidents, Committees, Coaches, Team Officials and volunteers for your efforts in getting your teams back onto the field. The resilience and commitment shown through the most challenging period since the world wars cannot be undersold. I have been immensely grateful for the opportunity to work with the Outer East community over the past six years. It has been a privilege and I look forward to seeing the league grow from strength to strength over the coming years.

After two seasons without both Football & Netball and it was pleasing to finish off our season 2022 with a great final’s series post COVID 19. The past two years has placed a massive social strain on all levels of society, and it was great to witness everyone enjoying themselves at our weekly games and finals series. The board has always placed our weekend games as a priority for our all of community’s health and wellbeing, community sport and events play such a critical role of our members communities.
During these tough times, we choose to waiver the player registration and refund clubs for the amounts received prior to winding up season 2020. These funds were either credited to club accounts or clubs handed the money back to their players. Our competition was the only competition within AFL Victoria not to charge any fees for the 2020 season. We were extremely concise of the financial strain on all clubs during these once in a lifetime tough time, and hopefully beyond 2022 we will not experience things such as COVID again. Our sports are vital to all our close communities and townships, and we are committed in ensuring all our clubs prosper from 2022 and beyond, however, we need to continue to work together as member partners within both our football / netball communities. We might be in battle on the field / court, but we are one unit moving together and help each other prosper and survive.
Outer East Football Netball Competitions Limited will continue to strive to grow as a competition with the encouragement of club development through increased junior teams and netball juniors and senior football/ netball teams. We are focused on ensuring continued improvement of both football and netball competitions and give each club the opportunity in finding its own level, within our proven divisional structure.
I wish to again acknowledge and thank the magnificent work being undertaken by our office staff during these tough times under the management of Aaron Bailey our former CEO, General Manager Operations Cameron Hutchison, Junior Football Operations Andrew Gibbons, Accounts Administrator Sheryn Harbert, Director of Umpiring John Howorth, Matt Blanchard Netball Operations and Greg Heinrich Netball Development & Coaching.
Our staff are committed in servicing all clubs needs and they have proven their value during these tough times with each league employee continued support for our member clubs with all facets of football and netball, inclusive of business models and committee and club development programs. Good luck for season 2023 and beyond.
We also wish to welcome Hallam Football Netball Club Inc to our family and wish them all the best of luck for the coming season.
I would like to pass on my special thanks to my fellow board members through their support, many sound ideas, strong debates and most importantly their continued commitment and focus they have given our clubs to ensure our football and netball competitions continues to be sustainable, grow and develop.
Many thanks our Deputy Chair Graeme Tuplin, Mark Sargent, Leo Groenewegen, Ryan Ford, Lauren Bourke, and Josette O’Donnell, all board members are committed to the direction the competition is heading and I am incredibly grateful with their continued support.
Our members continue to focus on participation, retention, growth and provide a safe family environment. We as a competition are here to provide opportunities for our youth and most importantly, provide a safe environment for our children and families in enjoying our great games.
Some real positives during COVID are the re-development of some of our grounds. Gembrook’s new pavilion being completed, new ground being developed at Seville, Officer having a new function area being built, Mount Evelyn’s pavilion well under construction, Powelltown receiving a new function and change rooms in the initial stages of redevelopment.
I just ask we work together, stay strong and abide by the future COVID 19 plans as we direct you, AFL Victoria, Netball Victoria and local councils do, we need to work together stay focused and strong to ensure we all prosper in 2023 and get back on track for our players, committees, parents and supporters wellbeing and mental health.

The official opening to season 2022 (November 2022, when registrations usually open) was delayed once again with Covid-19 Lockdowns just ceasing in late October and work from home orders still in place. Public gathering restrictions would also see our competitions AGM held online once again.
The AFL would also introduce a new database competition system called PlayHQ for season 2022. Which aimed to streamline and simplify these systems for our club users. It did seem to achieve this but was lacking in quite a few areas of administration usages which was frustrating for our staff and made a number of our tasks and some club admin tasks more time consuming. This is possibly expected in a new system and the PlayHQ representatives we dealt with understood our concerns and a lot of improvements were made throughout the year, with hopefully more to come. I must thank Danielle from PlayHQ especially for all her assistance in this area for myself, our staff and clubs combined.
Netball Victoria also changed their competition and registration database system for season 2022. After our initial introductions to it we felt it wasn’t suitable for our needs or requirements, so the decision was made to also utilise the PlayHQ system for all our Netball competitions as well. A decision which was appreciated by our clubs as they now had just one new match day system to become familiar with instead of two.
To start the year, I was tasked as a Superuser for the Outer East FN competitions which was a great experience and allowed me to be a key driver of the PlayHQ introduction for both our staff and club users alike.
Two new staff members joined us for the 2022 season, Matt Blanchard (Netball Operations Coordinator) and John Howarth (Umpire Director), both came with a wealth of experience in their respective departments and were able to hit the ground running, which ensured we got the season off to a great start.
With all of these factors combined, there was an unusual mixture of excitement, relief and trepidation towards the first Home and Away rounds for season 2022.
Everything was seeming much more positive that we would be able to complete our first Football and Netball competition season in three years, but Covid-19 wasn’t fully past us, so nothing was guaranteed.
Season 2022 started as early as we could to allow for playing as many games as possible (given the years missed) and we would also play some competitions longer than usual with 21 H&A games scheduled for Division one and two. Special Covid interrupted competition By Laws would also be in place this season, these gladly weren’t called upon as I initially expected. One interesting change in all our Football and Netball competitions for season 2022 was the “No Percentage”. In the 2022 season we utilised the Head-toHead results to determine which team would be placed higher on the ladder, should two or more teams finish on the same Premiership points (Wins) or Match Ratio.
With the return to competitions in 2022, most clubs saw a reduction in playing participant numbers. An area which also saw a drop off, was unfortunately in club volunteer numbers. Some clubs were affected more than others, but our biggest initial issue arose a week or two into the season and as a result the Division Two fixture would have to be redrawn with the Broadford and Yea club’s football players having to be combined so at least two teams could be put on the field. This situation isn’t new to our competitions but hasn’t taken place for our Senior clubs since 1974 - 1977, were the Second and Third Divisions consisted of a mixture of senior and reserve grade teams and 1956 – 1959 where Wandin, Woori Yallock and Seville merged to play as Valley United.
Another area where these numbers caused some competition alterations was in our Senior Women’s football. We combated this by combining both our divisions fixtures with teams allocated to one of two conferences. Each team would play their own conference opponents twice and teams from the other conference at least once, with all match results counting toward ladder positions and then each conference would split for their own finals series and premiership.

This system was also used in our Veterans football competition which had three new clubs join for the 2022 season in, Devon Meadows, Neerim Neerim South and Phillip Island. This brought our Veterans teams for 2022 up to eight, the largest it’s been in quite some time.
Our U19 boys’ football would also see the teams from Premier and Division One combine into just one competition but pleasingly we were able to facilitate an U18 boys’ competition as well, mainly consisting of Division two club, teams.
Some great Theme rounds and matches took place in 2022 including: Anzac Round, Indigenous round (Warburton Millgrove Vs Powelltown and Yarra Glen Vs Healesville held special Indigenous games). The Pride Cup played between Yarra Glen and Belgrave in 2022, was the precursor for our first competition wide Pride Round which I look forward to expanding on for season 2023. Through this I organised our first Pride Round, staff education session facilitated by the Pride Cup team and it was a great education experience for us all.
During the 2022 season we had a couple of staffing changes, firstly with Sebastian making his way to the Melbourne FC and then Lachlan departed to MSAC. I’d like to thank them both for their time with us and I wish them both the very best for their future working endeavours. Both gentlemen contributed greatly to our organisation during their time with us. On the back of both of them leaving, we were able to welcome Georgia Chisholm and Aaron Gillard to the team with both of them fitting in magnificently to our organisation. Unfortunately, we also said farewell to John Howarth at season’s end as the rigors of AFL Umpiring and the requirements at community level were not compatible. I will always appreciate the time and conversations with John on umpiring, as I learnt so much from them, especially that there are only 34 people in the country that truly really know what the rules are. Some work to be done on correcting that is required from the top level, I’m sure.
The 2022 Finals series ran well, given it had been a few years between them happening and it was so pleasing to be attending finals matches with good crowd numbers for both football and netball again. The weather on multiple occasions made for some eventful , challenging, and stressful times, but our staff and clubs responded well on all occasions to ensure all matches could be facilitated. I thank all of our host clubs for their assistance this season in getting the finals back up and running again, with a special mention to Rob Thompson and Woori Yallock who were able to assist with their venue on multiple occasions when the weather and facility availability played havoc with our plans.

Other highlights for me in season 2022 were:
• Completing the season!!!!
• The U18 boys Grand Final and Women’s Preliminary’s at Yarra Junction (Our first GF in 3 years).
• The U17 boys Night Grand Final.
• Berwick Springs first finals appearance.
• Powelltown’s first Senior premiership since 1989.
• The effort and celebration that Warburton Millgrove and Powelltown put into their First nations round matches.
• The overtime spectacular, which was the Premier Division A Grade Netball Grand Final. As well as the reward for Warby winning their first ever netball A grade Premiership.
Now to my Thank you’s starting with our club presidents and committees, it’s been a tough couple of years for us all and it’s great to see some reward for effort able to take place in 2022. To Leo, Lachlan, Liam, Jordan and Aiden for all their time and commitment to our match day and other media offerings throughout the 2022 season, it’s much appreciated. My fellow staff members, Sheryn, Matt, Georgia, Sebastian, Aaron G and Andy. All your support and comradery has been magnificent. I’m especially proud of the level Andy is taking the Junior interleague program too and how he stepped up and took on more of the Tribunal organisation this season. Greg and the Inspire Netball Group have assisted us greatly in enhancing our Netball competitions for the past 6 years and I wish them all the very best for their future Netball endeavours.
A special thankyou to Tegan, Marshall and Charlotte for giving me more than just footy and netball to think about and care for. Your support is always amazing and appreciated.
Finally, to Aaron Bailey, it’s been a great six years working together. So much has happened and challenged us over this time, and you have led our organisation with pride and gusto throughout. The growth of the Girls and Women’s footy was a key initiative of your tenure and has been a great success. Despite all the knockers, your decision making always had the best interests of the competition’s future in the forefront of your thinking. I’ve really appreciated your support of me throughout our time together and I sincerely wish you all the best with the new role at the Yarra Junior FL.

The 2022 season saw the introduction of our independent appeals board and I’d like to thank Greg Back and Craig West for their assistance in this process. This process was utilized twice during the year. With the addition to John Howarth and his expertise to our video review panel we saw an increase in video review reports in season 2022, with an emphasis on these being the Non-football, Striking or Rough Conduct type incidents.

“We did it” was the end result for season 2022. After 3 years of interrupted seasons, we finally were able to play a full season and complete our final series.
As I stated above, We did it, I have highlighted the We because without the help and commitment from all our club committees, parents and players our season would not have been a success.
Yes, there were challenges during the season, but by working together we sorted them out.
Prior to the 2022 season I held numerous meetings with the clubs and through this consultation we decided to realign our female program by changing them to the even age groups and introducing an Under 12 girl’s competition.
The Under 12 girls competition started off slowly, but gained momentum and finished off very strong, with our playing numbers increasing two-fold.
The only real downturn was our Under 18 girls, but after some discussion with our neighbouring league the EFNL we were able to include them in their competition.
By all accounts both our teams (Emerald/Monbulk & Mt Evelyn) enjoyed the experience, and both had successful seasons, with Mt Evelyn winning the Under 18 Premier division Premiership. Our other girls competitions stayed constant with our Under 14 & Under 16 Girls both having a 7 team competition.
Our mixed and boys age groups returned with good numbers and we able to have 1 division of 11’s (which was split for the finals) consisting of 13 teams. Our Under 13 competition consisted of 19 teams which we split into 3 divisions. Our Under 15 competition was made up of 15 teams which included Alexandra & Yea. Our Under 17 competition consisted of 9 teams with Wandin and Yarra Glen merging for the season. We did lose both Wesburn & Seville to our Under 18 Saturday competition, but as long as the boys are playing footy in our league, I am happy.
Our non-competitive age groups Under 9 Wayalaks & Under 10’s was once again supported well by all clubs with the Under 9 Wayalaks having 16 teams and our Under 10’s consisting of 7 teams.
Our Junior Lightning carnivals were again a success, with thanks to Wesburn JFC for hosting the Under 10 Carnival, and a further congratulations to Olinda Ferny Creek who won the carnival.
We started the Under 9 Wayalaks carnival on a reasonably fine day, but due to lightning and inclement weather, we had to finish up early. Thanks to Woori Yallock JFC for hosting the event, unfortunately we will have to wait until next year to crown a carnival winner.
During the season, our fundamental aim was participation, which I feel we achieved. Junior sport has to always be about giving children a place to flourish and enjoy themselves. Thanks to our outgoing CEO Aaron Bailey whose knowledge and guidance shared with me over 6 years, has helped shape our junior competition.
Good luck Aaron on your future endeavours. Though we have had a few changes in the office this year, we always find quality people who are always there to help out in any way during the season “Thank you to all the Outer East staff”. Our Outer East board once again gave great support to me and the Junior Competition “Thank you”. After 2 years without completing our final series, it was fantastic to see the players back out there. Thanks to all our clubs that hosted a finals day and a special big thanks to Wandin JFC, Monbulk JFC & Woori Yallock JFC for hosting electrifying Grand Final days. Our Grand Finals didn’t let us down with close contests in most age groups.
Thank you and well done to our Junior umpires, who performed exceptionally throughout the season under the guidance of our head of umpiring John Howorth.
Thank you John for the invaluable knowledge you passed on to our Junior umpires. Each round we need at least 70 umpires appointed, which is a mammoth task.
The task of appointing the junior umpires was managed beautifully by Emily Jose “Thank you” Emily for all your hard work over the last 4 years.
Summarising the season, I am extremely proud the way all our clubs embraced our new PlayHQ data base and how we all pushed through and came out of the other side after Covid. Well done everyone.

OUTER EAST JUNIOR INTERLEAGUE REPORT
After a disjointed 2021 Junior Interleague due to Covid, we decided to review and change our junior interleague program.
We wanted to give more players the opportunity to be a part of our representative program, we also needed to streamline our program to give every player a chance to flourish in a more professional structure. Firstly, we employed a Junior Interleague High-Performance Coordinator, Sebastian. Sebastian and I interviewed and selected the coach’s that we felt represented the professionalism we wanted for the program.

As we are a small league compared to others, we decided to merge our 14’s and 15’s into one Under 15 side and our 16’s and 17’s into one Under 17 side, this gave us a broader base to select from. We retained our 14,16 & 18 girls whilst also introducing an Under 13 Boys side. We started Phase 1 Interleague trials at the end of February and played trial games against MPJFL late March, after the trial games we progressed into Phase 2 Training selecting up to 50 players.
During the Phase 2 Training stage, we partnered with Project Gap and introduced a testing day similar to an AFL draft combine. Project Gap are a company that specialise in athletic development and the testing day was a huge success thanks to them.
After the Phase 2 testing day we trained for a couple of more weeks and then chose the 26 players to enter Phase 3 Interleague squad. About this time my right-hand man Sebastian was offered a position he could not refuse with the Melbourne football club. I would like to thank Sebastian for his effort and commitment to our Interleague program, he was surely missed during the concluding stages of the program.
The carnival began on a cold winters evening out at Langwarrin, where we played the MPJFL. Though the weather was cold our hearts were warmed by the effort of all our teams. Under 14 Girl’s had a narrow loss, under 15 Boy’s started their carnival with a brilliant win, under 16 Girl’s toughed it out for a great win, under 17 Boy’s played out a gutsy come from behind win and our Under 18 Girl’s stuck to their structure and came away with the win.
Our next game was on Saturday up against SEJ, this was our first game for our Under 13 Boy’s and even though they were out sized and out played, they gave their all. The Under 14 Girl’s had a stirring win kicking 3 goals to none in the last quarter, the Under 15 Boy’s continued to play great footy and had another win, the Under 16 Girl’s played well, but had a narrow loss, the Under 17 Boy’s couldn’t back up from their win on Wednesday night and had a competitive loss and our Under 18 Girl’s didn’t kick too well but dominated and had a great win.
Our last games were played on Monday against FDJFL, weather was good, and the girl’s games were even better. The Under 14 Girl’s gave their all and had a narrow win, after a fast start kicking 7 goals straight the Under 16 Girl’s just hung on to record a nail-biting draw and our Under 18 Girl’s proved they are one of the best teams in the southeast after hanging on to a win by 3 points. With 3 wins our Under 18 Girls have gone back-to-back and won the carnival once again.
Our boy’s teams did not have such a great day with our Under 13 Boy’s losing to a very disciplined FDJFL side, our Under 15 Boy’s had their first loss, but had a very successful carnival and our Under 17 Boys went down again, but showed we have some marvelous talent in our region. Overall, I was extremely proud of all our teams and hope all the players enjoyed their time in our interleague program. Thank you to all our parents and support staff, without your input our program would not be so successful. Also, a special mention and Thank you to our talent managers, Joseph Molluso (Head Talent Manager), Dan Holt (Male Talent Manager) & Glen Burton (Female Talent Manager).

2022 Premiers:
The first finals series since 2019 provided some outstanding matches and results across all grades and just underpinned what a strong netball competition we have across all three divisions of Outer East. Ten grand finals were decided by a margin of four goals or less. Both A Grade games in Premier Division and Division One were decided by a single goal, you couldn’t ask for better finales for the season.

Netball Victoria Association Championships: In 2022, we had four representative sides compete in the Association Championships. The Central East division qualifiers were held at Springvale DNA in Dingley (15&U/17&U) on May 22nd and Caulfield DNA in Murrumbeena (13&U) on June 5th . The state finals were held at the State Netball Centre in Parkville on July 24th.
Our results were:
13&U – Finished eighth in the Central East Division
15&U – Semi Finalist in the Central East Division
17&U – Won the Central East Division advancing to State Finals. Finished seventh at State Finals.
Open – Advanced straight thru to State Finals and finished seventh.
Overall, the results were something that all athletes should be proud of. Thank you to the representing players for their commitment to the program and proudly representing Outer East FN.

Looking forward to 2023:
Participation Growth
One of the most pleasing aspects of 2022 was the growth of our 17&U competitions and clubs, some fielding teams in the age group for the first time and reaping the benefits of having a feeder team for their open teams. 2023 will see many players from that age group graduate into Open netball which is very exciting for the clubs involved. In the lead up to the 2023 season, we will be working with clubs on strategies to increase participation numbers in both junior and open competitions. The aspiration will be for all clubs to field a 17&U team in 2023. This is seen as a vital step in the ongoing sustainability of clubs and them having the ability of fielding four open grade teams well into the future.
Umpire Development
2022 was a challenging time across the state for both Football Netball Leagues and Netball Associations in the umpiring department. Umpiring numbers had diminished from 2019 levels. A huge thank you goes out to our panel umpires for their commitment to their Outer East along with the many club umpires that stood up in the place of panel umpires when we had shortages throughout the season.
Umpiring has been identified as one of our key challenges in 2023. The need to attract more umpires into our ranks and provide them with the training, education and opportunity to continue along on their umpiring pathway.
We also will be looking at providing opportunities for clubs to have their umpires badged or progress their accreditation thru the Netball Victoria umpiring pathway. Like players and coaches, the better equipped our umpires are, the better our competition will be.
Coaching Development
Like umpiring, coaching is another area that needs increased attention in 2023. In our competition and across numerous other competitions there are currently more coaching positions on offer than there are coaching applicants looking. This would indicate that there is a strong need to assist clubs in nurturing and developing their own coaches from within. We recently hosted a Netball Victoria Face to Face Development Level coaching course, and we will be looking to host another in February of 2023 along with a Level 3 Intermediate course to assist clubs in providing more opportunities to advance their coaches thru the pathway.
Association Championships
Outer East FN is committed to being part of the 2023 Netball Victoria Association Championships and will compete in 13&U, 15&U, 17&U and Open competitions. For our athletes the Association Championships plays an important part of the Netball Victoria Talent Identification program. In closing, in my first year in the job, I would like to take the opportunity to thank my colleagues at Outer East FN for their support. I would also like to thank all the affiliate clubs, committees, players, parents and officials for making our competition what it is and I looking forward to continue building even stronger relationships in to 2023 to make our competition even better.

The Outer East Football Umpiring team enjoyed a successful season on and off the field in 2022. The season began officially with my appointment as the new Head of Umpiring commencing on November 1st, 2021. By Christmas, the group had trained across four Sundays at four different venues to suit the geographical challenges of the group, held 8 online weekly coaching sessions called the ‘weekly whistle’ at 7pm on Wednesday evenings and the coaching panel had all been appointed. In addition to this, planning for the inaugural Darwin Development Camp was all complete, ready to go in early January.
Throughout early January, 6 developing umpires attended the inaugural Darwin Development Camp officiating games in the Northern Territory Football League season, participating in specific umpire skills sessions, physical training sessions, goal setting for 2022, life development experiences and visiting the various tourist attractions. One of the umpires mentioned “The past 8 days I have learnt more about umpiring and myself than I have in my past 5 years as an umpire”. The group was complimented by current AFL Field Umpire Nick Brown, AFLUA life member Don Cooke, former NTFL umpiring manager Sam Cunningham and the 4 various NTFL coaches who provided specialist coaching and mentoring throughout. This camp also attracted national social media attention on the AFL and UmpireAFL Facebook and Instagram pages.
In the first week of February the group started training on Monday nights at Mt Lilydale Mercy College in blistering heat with around 50 people attending. The vibe was great, and the application and dedication could be clearly seen, full of enthusiasm with a new coaching team. The new Officials HQ platform education session and accreditation day wrapped the month up along with many umpires participating in Eastern Ranges Football Club practice matches across the month and OEFN club practice matches.
Throughout March, further refinement of Officials HQ become a hurdle however this didn’t stop the three clear focuses for our group being educated throughout. The goal umpires were to focus on movement and positioning under flight and signally scores at the closest point on the score line to prevent holding play up for quick kick ins. Boundary umpires focused on the speed in which they can throw the ball in and aiming for 18m in length with plenty of height. The field umpires to focus on dangerous play incidents such as dangerous tackles and holding the whistle for ball ups to allow play to flow and penalising players who dive or drag the ball in and do not knock the ball clear in an attempt to shorten quarters with less stoppages and promote a more free flowing game. All of these key points would be educated via an online learning platform on the YRUA website in which vision from the OEFN would be edited to highlight these examples. For field umpires, this was a weekly occurrence, and the platform also provided the opportunity for umpires to ask questions about specific examples shown and for the group to see the questions.
In addition to this, our recruitment was booming and our target of 20 new umpires was exceeded before the start of the season after we held a recruitment day in conjunction with the OEFN junior interleague trial day which attracted 14 young umpires in addition their parents who also became valued members of the group.
In April the season was to begin and so too was our training schedule with juniors and seniors training on Monday nights at Mt Evelyn and on Wednesday nights, the umpires had the choice of an Officer training group or Emerald training group.

The first Wednesday of each month we enjoyed a meal supplied by the Emerald Football Club and a group training session which included special guest speakers throughout year such as current AFL Umpires Ian Burrows and Michael Craig, Victorian Umpiring development manager Andrew Talbot, State Umpiring academy manager Craig Herman and also our past OEFN umpires who are now current VFL development squad umpires who all came to run training and discuss their experiences across the season.
The start of the season kicked off quickly and more umpires started coming in after the AFL releasing the country is 6,000 umpires short, we experienced more umpires joining and the word spread of the quality training we where providing and umpires from neighbouring leagues started joining. By round 1, we had more umpires available than what clubs had requested and therefore, many of the clubs agreed to pay extra for umpires they had not requested if we could fill those appointments. All appointments for field, boundary and goal umpires were appointed in round 1. A great achievement for the league.
The new ISC uniforms had then arrived, and the roll out had begun, by seasons end, every umpire was wearing the new tops and socks with stocks to be replenished in late September 2022, ready for the 2023 season which will see all umpires fully attired with both on field and off field attire.
In May, umpires Alex Tomada, Sophie Mastaing, Daniel Molino, Dylan Priestley, Georgia Priestley, Francis Nickell, Harrison Pinney, Jack Kennedy and Connor Ahmed all attended the U15 state championships in Shepparton which really showed how the reinstatement of our pathway system in the Eastern ranges Umpire academy was already a huge success with many members having valued experiences.
From the carnival, goal umpires Alex Tomada and Jack Kennedy were identified as umpires under consideration for the 2023 VFL development squad in which Alex Tomada has been offered a contract for 2023, the first graduate from OEFN to the VFL development list in a number of years. There have been 7 other umpires identified for 2024. May 21st also marked the first full female umpiring panel in the OEFN in the Emerald v Belgrave match. To mark the occasion, Head of Umpiring for the AFL Dan Richardson attended to greet all umpires and watch the game along with Dr Mandy Ruddock Hudson (former professional swimmer) and Brad McEwan who spoke at a post-game function to the large 100+ crowd about the importance of female sport and the experiences they have had within that field. The following week they conducted a mental health seminar for the junior umpires and worked on strategies to deal with difficult situations around crowds, parents and coaches along with developing skills in how to deal with emotions after a confrontation on field or off-field. In May we also had 6 umpires officiate at Half Time of an AFL game and enjoy a match day experience with the AFL umpiring team including walking onto the field and warming up with the AFL umpires. In May we were also met with the challenge of allocating umpires to the South division of the Vets competition. Luckily umpires from the Gippsland Umpire Association and South Gippsland Umpires Association assisted us in filling these appointments, often as a 1 umpire system.
In June Umpire availability began to thin out and some outstanding contributions from select individuals who officiated 2 games in a row to fill appointments. Some making their senior football debuts. AFL Umpire Nick Brown officiated a junior match with Harrison Siddall at Upwey and AFL boundary umpire Ian Burrows had been out to Monbulk to observe our 3 most aspiring boundary umpires.

It also marked the debut of 14-year-old Max Worthy officiating a Premier Reserves grade match. He would go on to umpire the U17 Grand Final and be the emergency for the U19 Grand Final.
In July we raised awareness for MND with the amazing story of new Goal Umpire Matt Stickland and this was also recognised with all goal umpires wearing MND beanies in the ‘sockit2MND’ round. Recruits continued to flow in and in this month, we attracted another 6 junior umpires who started umpiring u9 and u10 football with mentors.
August started our finals campaigns in women’s, vets and junior competitions. Our focus again aligned to dangerous play incidents, promoting a free-flowing game and for our group to act with integrity and professionalism. This flowed throughout September when we were awarded our umpires of the year awards to field umpire – Leigh Walters, Boundary Umpire – Dylan Priestley and Goal Umpire - Alex Tomada.
At seasons end we have had nearly 170 umpires officiate 3 games and 152 umpires complete the season, 68 of those are new to the OEFN and nearly 50 of those are brand new to umpiring including 11 females which we now have 18 females officiating in our group compared to 7 in 2021. 54 umpires are below the age of 18 and 113 of the 152 total umpires that completed the season are 24 years old or younger. This is a great resemblance of the youth and next generation of our group coming through and our ability to recruit within this age demographic throughout 2022. On percentages of group size, we have recruited the most on record of any umpiring group on AFL Victoria records and the challenge ahead is to retain these umpires and continue to replenish our numbers with new talent young and old.
In summary I would like to acknowledge the OEFN umpiring coaching panel and staff. Don Cooper, Nelson Tucker, Graham Bergroth, Ken Taylor, Sophie Mastaing, Warwick Marsh and our Junior appointments manager Emily Jose and the valued contribution of Aaron Gillard in administration support. Their support is critical in providing an engaging and motivating experience for all umpires.
I would also like to acknowledge the Outer East Football Netball Staff who were wonderful to work with and provided great support. Special acknowledgement to CEO, Aaron Bailey; who led the team brilliantly through adversity and rewarding times. I would like to thank the OEFN board members and their continuous support for the umpiring program and positive feedback.
Umpiring is a key stakeholder in servicing the league and the clubs. I have thoroughly enjoyed contributing in a positive manner to this service and football in the region and I am excited for the future of umpiring in OEFN with 74% of the total umpires 24 years old and younger and the reestablishment of the pathway system.

Report on the audit of the financial report.
Unqualified Opinion
We have audited the accompanying financial report of the Outer East Football Netball Competition Limited, which comprises the statement of financial position as of 31 October 2022, the statement of comprehensive income, statement of changes in equity and statement of cash flows for the year then ended, and notes to the financial statements including a summary of significant accounting policies, other explanatory information, and Board of Management declaration.
In our opinion the accompanying financial report of the Outer East Football Netball Competition Limited (League) is in accordance with the Associations Incorporation Reform Act 2012, including:
a) giving a true and fair view of the league’s financial position as of 31 October 2022 and of its financial performance for the year then ended; and
b) complying with Australian Accounting Standards and Associations Incorporation Regulations.
Basis for opinion
We conducted our audit in accordance with Australian Auditing Standards. Our responsibilities under those standards are further described in the Auditor’s Responsibilities for the Audit of the Financial Report section of our report. We are independent of the League in accordance with the auditor independence requirements of the Corporations Act 2001 and the ethical requirements of the Accounting Professional and Ethical Standards Board’s APES 110 Code of Ethics for Professional Accountants (the Code) that are relevant to our audit of the financial report in Australia. We have also fulfilled our other ethical responsibilities in accordance with the Code.
We confirm that the independence declaration required by the Corporations Act 2001, which has been given to the directors of the Company, would be in the same terms if given to the directors as at the time of this auditor’s report.
We believe that the audit evidence we have obtained is sufficient and appropriate to provide a basis for our opinion. The directors are responsible for the other information. The other information comprises the information included in the League’s annual report for the year ended 31 October 2020 but does not include the financial report and our auditor’s report thereon.
Our opinion on the financial report does not cover the other information and accordingly we do not express any form of assurance conclusion thereon.

1. Basis of preparation and accounting policies
These financial statements have been prepared on the historical cost basis in accordance with the Australian Accounting Standards – Reduced Disclosure Requirements and the Corporations Act 2001. They are presented in the currency units of Australia
Income Tax
The company is exempt from income tax in accordance with the provisions of the Income Tax Assessment Act 1997
Revenue recognition
Revenue is measured at the fair value of the consideration received or receivable and represents the amounts receivable for goods and services provided in the normal course of business, net of discounts, returns, rebates and sales-related taxes.
Property, plant and equipment
Items of property, plant and equipment are measured at cost less accumulated depreciation and any accumulated impairment losses. Depreciation is charged so as to allocate the cost of assets less their residual values over their estimated useful lives, using the straight-line method Land and buildings are not depreciated The following rates are used for the depreciation of other property, plant and equipment:
If there is an indication that there has been a significant change in the depreciation rate, useful life or residual value of an asset, the depreciation of that asset is revised accordingly to reflect the new expectations
Inventories
Inventories are stated at the lower of cost and selling price less costs to complete and sell Cost is calculated using the first-in, first-out (FIFO) method
Trade and other receivables
Most sales are made on the basis of normal credit terms and the receivables do not bear interest. Where credit is extended beyond normal credit terms, receivables are measured at amortised cost using the effective interest method At the end of each reporting period, the carrying amounts of trade and other receivables are reviewed to determine whether there is any objective evidence that the amounts are not recoverable. If so, an impairment loss is recognised immediately in profit or loss.
Trade payables
Trade payables are obligations on the basis of normal credit terms and do not bear interest.
Provisions and contingencies
Provisions are recognised when the company has an obligation at the reporting date as a result of a past event; it is probable that the company will be required to transfer economic benefits in settlement; and the amount of the obligation can be estimated reliably Provisions are not recognised for future operating losses Contingent assets and contingent liabilities are not recognised.
