irstly, I would like to reflect on our performance over the past three years, in particular the continued growth and expansion the League has undergone over this period of time.
Financially, the League has gone from strength to strength. In 1999, we had a bottom line profit of $ 22,000, 2000 in excess of $ 42,000, 2001 $41,998, 2002 $49,856, 2003 $27,211 and this season a pleasing result again of $26,934. The continued growth and development of our financial position is very pleasing and gives us the opportunity to continue to expand our club structure and it assists our continued efforts to recruit other clubs. This season, we will be handing back to our clubs our bottom line profit, via computer purchases and cash dividends. The message is simple: you support the League and our sponsors, and your club will gain rewards.
This year has been a very positive one for the Yarra Valley & Mountain District Football League Inc and I can say, without fear of contradiction, that this year will reflect our best results both on and off the field. I am extremely proud of our efforts as we continue to grow, and these results don’t just happen; they happen because we have an extremely committed, hard working League Board.
I wish to personally thank each of our Board Members: Deputy President Shane Smith, Directors Leo Groenewegen, Alan Webb, Bill Heppell, Graeme Tuplin and Bob Moore . Thank you all for your support and friendship we have developed over the past year. I truly appreciate your commitment and efforts, and let’s continue to strive to better this year’s great result.
As we are all aware, last year we appointed Lori Woodcock as our Administration Officer. Lori has undertaken many improvements and changes to our Football Record over the last two seasons, and in 2004 our League won the award for the best major league Record within the VCFL. This is a fantastic achievement and one goal we have been aiming to achieve during our brief time as a major league.
The overall improvement and development of our in-house computer system has also been an area we have concentrated on over the past two seasons; Lori’s efforts in formulating and collating information for the Record, the website and the general records of the League have been first class. I wish to personally thank Lori for her support of the Board and the continued energy she has shown us all in the development of our publications.
The website will continue to expand, as we gradually link all of our clubs and sponsors to other pertinent League information to ensure we “value add” as much as possible. The high standards created by Lori will continue to be improved upon over the coming seasons.
Our most exciting on-field result for this season was our interleague performance, played on the Bellarine Peninsula against three other leagues. Both our sides finished runnersup in their respective competitions, which was a fantastic result in just our third season. The efforts and time-commitment put into this day was nothing short of first class. Thanks to the hard work and efforts of Board Members Shane Smith, Graeme Tuplin, Bob Moore & Leo Groenwegen, our Football Manager Ben O’Brien and our Senior Coach Steve Goodie, assistants Mark Sandilands, Jim Martin, Damian Monkhorst and Under 18’s Coach Geoff Shipp and his assistant Robbie Charles. Thanks also to our trainers for their valued efforts: Ray, Karen, Naomi and Anna.
By the time you read this report our joint venture with Eastern Ranges Under 18 TAC club has commenced. As we have stated over the past couple of years, the re-development of the old Kilsyth ground has finally come to fruition. We have entered into a 9 year agreement with both Eastern and the Shire of Yarra Ranges, and we hope to have the ground available for usage during August 2005 and then have the ability to play 8 or 9 games in following seasons.
Our Veterans competition this season again grew, with a fantastic Finals Series. Despite some early communication problems, all Veterans Clubs and the League Board are striving to ensure that this competition remains a valued part of the League.
We have also taken some huge steps to getting both the Senior and Junior competition working closer together. Both DRJFL President,
Doug Evans, and I will be working towards a stronger relationship.
Our Umpires this season are now wellestablished as an independent body, totally in control of their appointments and financial affairs. In addition, 2004 saw the merger of the YVMDUA and DRJFL umpires into the Yarra Ranges Umpires Association. From all reports, this system appears to be working well and, under the guidance of both the Umpires’ President Leigh Walters and Director of Umpiring Steve Edwards, they have a professional group working under them. Thank you to all the Umpires for their efforts this season and I hope to see you all back next season. I also wish to congratulate John Edwards on receiving the VCFL Umpires Award for services to umpires - well done John, for an honor you truly deserve.
Our presentation night was a great success, with approximately 300 people in attendance. The work and efforts put into our Power Point presentation was first class. Thank you to our first year host, Shaun Cosgrove - he created a great impression for this major event. Special thanks also to Bob Moore, Lori Woodcock, Geoff Ward and Tony Foo for the preparation of this night.
To our Presidents, club officials, players and supporters, thank you for your involvement in our league this year and the support you continue to give clubs within our league.

This season we also undertook a re-structure of our media area by changing our local radio broadcast from Yarra Valley FM to 3MDR in Emerald. Another thank you to Tony Foo, who continues to develop his broadcasting skills and the special comments from Leo Groenewegen really added to the broadcast. I think everyone would agree that the professionalism of 3MDR and their support lifted our broadcasts to a higher level, well done to all involved.
One final thank you, to our Football Manager Ben O’Brien. His efforts and development of our League with in-house systems and ideas have been nothing short of first class. Ben has already secured many sponsors for season 2005 and has fantastic ideas to continue to expand our League. The support and commitment Ben has shown me over the past 2 seasons has been excellent, he is committed to the progress of our League.
Finally, to all the Women involved with our football, thank you for your support. Without the support and efforts you all contribute within our clubs and League, our game would not survive. To my wife Kath and my three daughters, thank you for letting me be involved with a sport I enjoy being involved with dearly.

After playing for Nth Melbourne in the 1970s, Leo returned to his YVMDFL club in GembrookCockatoo where he carved out a long career spanning 250+ games. Leo now operates his own successful chiropractic business in Boronia, as well as providing special comments on the YVMDFL match of the day, broadcast by 3MDR 97.1FM and managing the League’s senior interleague squad. Leo has been with the YVMDFL for the past 4 years.

Bob Moore has an extensive background in football administration, having been general manager of Hawthorn FC in the 1970s. Through his involvement in the game over the last 30 years, he has built up an extensive network of contacts in both football and commercial circles. Bob’s expertise is in the area of football tribunals, with practical experience at AFL, VFL and VCFL levels.

Bill played junior football for Dandenong in the VFA before taking up professional foot running, where he spent 28 years competing, training and commentating. He joined GembrookCockatoo’s committee in 1985, where he served 8 years before joining the YVMDFL Board in 1995. He has broadcast YVMDFL matches on community radio, and continues to host a weekly sports show on Yarra Valley FM, in between running his market gardens in Nangana.

Graeme Tuplin racked up 175 games for Upwey-Tecoma, playing his last match for the club in 1987, before playing in Tasmania and Wangaratta. Football Manager’s Report
BEN O’BRIEN Football Manager, YVMDFL
While some neighbouring country leagues have ended the 2004 season in a state of flux, it was a case of “steady as she goes” for the YVMDFL this year. The League staff learnt several lessons over the course of the 2003 season, and went into the 2004 season with the following aims:
1. To work smarter, not necessarily harder.
2. To keep the increases in club costs to a minimum (if any)
3. To increase the education of club volunteers
4. To physically commence work on Colchester Road re-development
5. To continue to promote the YVMDFL brand in the wider football community
At the risk of sounding complacent, these five goals have been met and, in some cases, surpassed, on completion of the 2004 football year.
The League greatly appreciates the support of sponsors such as the Compass Group, Commodore Press, Taverner York on Lilydale, Sticks Yarra Valley and those who advertise in the weekly League Record. While the never-ending battle for sponsorship and marketing revenue remains for both clubs and the League, the cost of running the League was cut by $23,000 in 2004. The practical effect of this reduction was that, while sponsorship and marketing income was down on 2003 levels, the overall League profit and dividend returns to clubs were on a par with those 2003, and there was no increase in League costs to clubs. It is worth pointing out that, courtesy of sponsorship/advertising and a fiscally responsible League Board, the costs to operate a club in the YVMDFL are among the lowest of the WorkSafe VCFL major leagues. It is the current Board’s intention to see this continue, and I don’t think too many clubs would argue otherwise.
The improvements to the WorkSafe VCFL database system meant that player and match results could be processed more efficiently, and with a higher degree of accuracy, than last year. While there will always be teething problems with any new system (especially those of the electronic variety), the YVMDFL is
confident that the continuing refinements being made to the system can only improve both League and club access to player records and the like. The next step for the League is to ensure that all clubs are made fully aware of what a powerful administrative tool the WorkSafe VCFL database system can be.
The WorkSafe VCFL is keen to see clubs embrace the information technology that is now available, and since 2003 has provided subsides to clubs and Leagues wishing to develop this side of their organisations. In support of this scheme, and in the interests of furthering volunteer education, the League made the decision early in 2004 to supply each club with a computer, including internet and email access. Courtesy of the League, the WorkSafe VCFL, Harvey Norman Chirnside Park and Earthlink Internet Services, each club received such a computer to access their own WorkSafe VCFL websites and remain better informed via the stream of memos and notices that seem to emanate from the League office.
The next development on this front for the YVMDFL will be the phasing out of the muchloved (?) match day paperwork. It had been hoped to introduce an electronic form of paperwork in time for the 2004 season, but it was not to be. The League is currently involved in negotiations with an IT company that will hopefully see SMS technology introduced for the 2005 season that will spell the end of the bulk of matchday paperwork, which will result in time-savings at both Club and League level.
The relationship between the League and the Shire of Yarra Ranges (the landlord of 15 of our 17 clubs) has been solidified over the 2004 season through the Colchester Road re-development. The renovation of the ground surface has begun, and my personal thanks go to the Shire’s Gerran Wright, Simon O’Callaghan and Wayne Fenner for their assistance in getting this project up and running, our contractor Jim Marchbank (Sportsgrass Pty Ltd) and our partners in the venture, Eastern Ranges Football Club and Football Victoria. The League is aiming to play YVMDFL finals at the ground next year and, on completion of the proposed works, the venue will be the best football facility east of the Box Hill ground – a tremendous asset for the League, Eastern Ranges and the local community.
In terms of the League’s profile, there is no doubt that the wider football community is becoming more aware of the YVMDFL, and that
it is a league worth being associated with, either as a player, coach, administrator or sponsor:
- Clubs are appointing players/coaches from rival leagues and the VFL for the 2005 season that can only increase the standard of football being played.
- Football Victoria, local government and national companies see the YVMDFL as a worthy recipient of development funding
- The League’s performance at interleague level this year (both Seniors & U18s) surprised plenty of neutral observers, and the camaraderie that developed over that weekend augurs well for next year’s carnival (in stark contrast to the apathy shown by some).
- The League was officially recognised as having the best Record and umpiring association in Victorian country football.
In addition, the technology that we will be looking to introduce next season will put this League further ahead of the community football pack.
These achievements could not happen without a concerted team effort from a number of people:
- The League’s Administration Officer, Lori Woodcock, whose expertise in design saw the League’s Football Record being awarded the best in country Victorian football, and whose office and administration
skills have developed markedly over the last 12 months;
- The League Board, whose expertise, guidance and availability to generally help out is usually performed in the background, but is nonetheless greatly appreciated;
- The Tribunal members & investigation officers, whose willingness to donate their time and efforts ensures that this League’s tribunal is one of the more fair and just tribunals in local football;
- The YRUA, particularly John Edwards, whose numbers and standard of umpires continue to improve.
- The efforts of club volunteers and committees, as the League is only as strong as its member clubs.
Without the efforts of these people, the League would be in disarray and I would be in a straitjacket – thank you one and all.
What will 2005 bring? It remains to be seen what impact the abolition of the WorkSafe VCFL salary cap will have on the YVMDFL, and on the WorkSafe VCFL as a whole. Football Victoria is also looking closely at the clearance process, with a “free agency” system being trialled in some metropolitan leagues next year. Locally, the League will be looking to establish a YVMDFL women’s football side to compete in a statewide competition and a local Netball competition. In addition we will be looking forward to the opening of the Kilsyth Reserve and the IT developments. There is plenty happening in football, especially over the off-season, and the rapidly approaching 2005 season promises to be an interesting one.

General Comments
As in previous years, at the time of printing the Annual Report the League Auditor has not completed the audit of the League’s financial accounts. Therefore, all financial presentations in this report are subject to ratification by the auditor.
The 2003-2004 profit of $26,934.00 was the lowest for the past five years, being marginally lower than 2002-2003 profit. While lower than budgeted profits are not palatable to the League Board, the financial strength of the League remains intact. As an indication of
the League’s robustness, the Board had no hesitation in declaring all profits for 2003-2004 available for dividend distribution.
The test for the 2004-2005 Board will be the ability to meet the challenges associated with a very competitive commercial environment while continuing to provide all affiliated clubs with the resources and services which allows them to grow and prosper.
I can assure all associated clubs that you have a dedicated and passionate Board ready to meet the challenges of the coming year.

WorkSafe VCFL Country Championships
TLEO GROENEWEGEN Senior Interleague Co-ordinator
his year our Interleague team played in a new concept which saw them play in a round-robin format. The VCFL major leagues were divided into four groups of four (A, B, C & D). The YVMDFL were placed in group D along with the Sunraysia, Nth. Central/Mallee and host league Bellarine.
The games were played in two halves of 25 mins, plus time-on, which made each half on average, about 32 minutes. We played on two grounds, Portarlington and Drysdale. Both grounds were excellent and made for fast run-on football.
The experience of playing Interleague football is not necessarily about winning. It builds up new bonds and friendships amongst the players and officials. It also allows players to play at a different level not always seen in local home and away games. I know all the players involved this year were keen to go, and I hope they pass this enthusiasm for Interleague on to their respective team mates for next season.
Our best players over the weekend in no particular order were Vin Dunstan (Monbulk), Jason DeGraaf (Powelltown), Craig Clarke (Gembrook-Cockatoo), Brendan Murphy (Healesville), Mick McCarrick (Upwey-Tecoma), Simon Blackney (Woori Yallock), Cameron Buckland (Mt. Evelyn), and Jon Dalton (Mt. Evelyn).

This was my first year involved in team management at an Interleague carnival, and I would have to say that it was a most enjoyable experience. These carnivals require a great deal of organisation as well as commitment from clubs, players, parents and support staff if you are to have a real “red-hot” crack and I am very glad to say that this years group “came to play” . Their efforts over the weekend did themselves, clubs and parents proud and in the end the Yarra Valley (and representative football) was the winner.
After training for four weeks and with a list of 25 players, we headed down to Geelong not knowing what to expect with the new shortened interleague format played over the Saturday and Sunday. The first game was on Saturday against Sunraysia at the magnificent Drysdale football ground and the 18’s needed to start the game well. Sunraysia started the better and played a fast-flowing, open style of footy and it took the players ‘till the second half to get control of the game. Brendon Sneddon (WarburtonMillgrove) just failed to level the score at full time from the fifty. That game was the wakeup call that was needed for the two games on the Sunday. Unfortunately, our Ruckman Andrew McQualter (Upwey-Tecoma), who was in great form, was injured and our Wingman Peter Monk and Back Pocket Casey Adams (both from Healesville) could not continue on the Sunday without further risk of injury. Jesse Ridd (Woori) had a great game off the Half-Back line, as did Billy Merrin (Powelltown) and Sean Osborne (Belgrave) at Full Back. We had to rethink a game plan and reshuffle the side for the Sunday games because we all felt that Bellarine was, at this stage, the favourite. The team started to play good team footy as they got more used to each other under match conditions in the first game.
Day Two was the turning point to the team’s fortunes, as we caused the upset
of the carnival in beating the favourites (Bellarine) by six points. The most interesting statistic was the tackle count - 34 effective tackles in 40 minutes of football. What a great team effort! Every player lifted and made the extra effort in a true team performance. Marcus Hottes (Woori) and the Captains in Paul Bailey (VC, Seville), Sam Coen (VC, Silvan) and Anthony Vloedmans (Capt, Wandin) led from the front, while Nick Broomhall (Olinda) and Jesse Smith (Belgrave) dominated their respective wings. Billy Merrin, in the unfamiliar roll of Full Forward, Aaron Moss (Sth Belgrave) and Kit Dale (Silvan) caused the opposition headaches up forward and Ian Litterbach (Gembrook) and Mark Haley (Monbulk) were constantly running the ball out of defence. Tim Hansen (Upwey) and Matt Robinson (Sth Belgrave) in the Ruck, Jesse Ridd in the centre and Marcus Hottes ran their opponents ragged.
Jesse Ridd copped a corky, which meant we were down to 21 fit players for the vital last game at Portarlington. In the North Central/Mallee game, we needed to win and win by plenty. Bellarine needed to do likewise against Sunraysia. Anthony Vloedmans led by example, with Greg Polak (Mt Evelyn) and Marcus Hottes. Lucas Hoorn (Olinda) at Full Forward showed how flexible the team was and with Matt Aldridge (Belgrave) and Billy Merrin causing havoc, we were in with a chance. A couple of late goals by the opposition reduced our percentage, and Bellarine spanked Sunraysia, which meant we missed out this time, on percentage.

One of our major goals at the league is to give our footballers the chance to play at the highest level

Season 2004 was one of many highlights for umpiring in the Yarra Valley Mountain District Football League.
During the off-season the senior and junior umpiring associations amalgamated to form one new body, which is now known as the Yarra Ranges Umpires Association. This is a move which will provide a more structured approach to umpiring in the Yarra Valley and will be of a long term benefit to both competitions.
In terms of the Umpires Board, there were some key acquisitions on the coaching staff, namely current VFL senior umpire Shane Mason as our Fitness Coach, ex- VFL Goal Umpire Darren Holt as our Goal Umpires Coach and ex VFL umpire Wayne Pasco as a Field Umpires Observer. These three guys were outstanding in their respective roles and certainly brought with them a level of professionalism that took the Group to a new level.
We continue to be very proud of our on field performances, which we believe have us at the head of the pack in local football circles. This is a view commonly shared by many senior umpiring people in the VCFL and VFL. Of note is that 4 field, 1 boundary and 1 goal umpire will trial with the VFL for season 2005.
The implementation of a three umpire system in selected home and away
matches and all finals was another significant highlight for season 2004. Not only did it enable us to fast track the development of our strong list of younger umpires, it has also eased the physical burden on our more senior (older) umpires.
The introduction of the inaugural ‘John Edwards’ medal for the Field, Boundary and Goal Umpires of the year was also a highlight for season 2004. The respective medals are recognition of performances during the home and away season and were voted on by the Umpires Board. Congratulations to this years winners of the medals, namely Peter Cameron (Field Umpire), Daniel Law (Boundary Umpire) and Geoff Owen (Goal Umpire).
Congratulations also to John Edwards who was the recipient of the Worksafe VCFL Umpiring Award for season 2004. This was a great reward for 30+ years of service to football umpiring.
Dwindling umpire numbers in the majority of local football competitions is of great concern, however the Yarra Valley remains very fortunate with all games officiated by a minimum of two field umpires, plus boundary and goal umpires in all senior games. Ideally this trend will continue, however reality tells us that the number of sport officials will continue to decrease going forward. The main reason for this is umpire abuse. We have definitely made progress in this area, however there is still room for improvement.
Well done to all those umpires who officiated in milestone games
during the year and to those fortunate enough to achieve a Grand Final appointment. For those umpires who missed out on a Grand Final this year, we say thank you for your valuable contribution during the year.
Thank you to the League Board for their support of umpiring during season 2004, in particular Ben, Lori and Bob who provide an administrative link between the umpires and the Board. In addition, initiatives such as the John Edwards Medals and the implementation of the Most Disciplined Club Award were gestures greatly appreciated by the Yarra
Ranges Umpires Association.
In closing I would like to thank my umpires board comprising John Edwards (Secretary/ Observer), Shane Mason (Fitness Coach), Allan Ashmore (Boundary Coach) and Darren Holt (Goal Coach) for their support and contribution to umpiring in season 2004. Also thank you to Leigh Walters (President of the Umpires Association) and his committee for their continued support of the Umpires Board. A special mention also to Mick Huisintveld who has done a great job as Director of Umpiring in the junior competition.

You will notice from the Summary of Reports for Season 2004 that the total number of reports that were heard was reduced to 30, and total weeks’ suspension was 48, indicating that the severity of the charges heard was at the higher scale of reportable incidents.
For Season 2004 the League Board appointed Messrs Greg Black and Alex Lagerwey as joint permanent Chairmen.
As in Season 2004 all panel members were rostered for the season. The League Board acknowledges the following members: Fury
DiPietro, Greg Tippett, Robert Blythe, Ken McMaster, Merv Neal, Jim Hughes, Don Carey, Harold Bromley and Bill Dunstan. The League Board expresses its gratitude for the professional approach that they pursued in this role.
Other appointments for Season 2004 were Reporting Officers Keith Thompson and Ron Jones, Investigation Officers Des Harvey and Paul Aarrons.
The League Board would like to thank everyone for their professional manner that these appointments pursued in their respective roles.
It is the intention of the League Board to seek expressions of interest from potential Independent Player Advocates for Season 2005, whose duties will be to represent players from all clubs within the YVMDFL.

10 YEAR SUMMARY
For Season 2004 the League Board set the Salary Cap for Division One (Major League) at $40,000.00 excluding payment to one player or one coach. Division Two (District League) at $30,000.00 including coach and player payments.
All clubs within the YVMDFL are responsible for the maintenance of accurate records of all payments.

must submit a payment budget for the Season and three (3) bi-monthly returns and a fully audited financial statement for Season 2004.
For Season 2005 all clubs should be aware that the League will impose penalties for late submission of budgets and returns.

After what was one of the wettest seasons in the YVMDFL, it all culminated with the Silvan Football Club winning their first ever Division One premiership. The Cats were too good for the Upwey Tigers in front of a massive crowd at the Woori Yallock Football Ground. The game was transferred to the Woori Yallock ground because of the waterlogged state of the Healesville ground. Upwey certainly had their chances but inaccurate kicking for goal didn’t help their cause. In contrasts, the Cats took their chances up forward, and converted better, with Matt Brewer (4 goals) and Brent Loughton (3 goals) leading a more polished forward line. It was a fantastic performance by Silvan (both on and off the field) to win the big prize in only their second year. For Upwey, runners up for the second consecutive year, it was extremely disappointing, but they are such a professional club they will bounce back, and I would be sure that some key forwards will be on the shopping list over summer.
The same could be said for Monbulk (so near
but yet so far).They certainly did miss big Vinny Muccitelli in the preliminary final - they had their chances against the Cats but just couldn’t finish off in front of the sticks. They are also a professional outfit and look to the Hawks being up there again next year.
Mt Evelyn, after a good win in the Elimination Final over Healesville, would be disappointed in their poor showing against Monbulk in the Qualifying Final, and the Mountain Men will be busy in the off-season, recruiting. Their present list is good, but not good enough to take that extra step. Healesville are in the same boat, and I suspect a ruckman and some quick midfielders will be on their agenda over summer.
Congratulations to Silvan coach Simon Rourke on a magnificent effort in steering the Cats to the flag in his first year at the helm. Simon is a very experienced coach, and his leadership enabled the Cats to claim the major prize. He was also awarded the Easter Region Coaches’ Association “Coach of the Year” in recognition of his efforts in 2004.
Finally, every supporter in the YVMDFL will take a well earned break over summer, and be back ready for the start of the 2005 season – let’s hope and pray for better weather next year!

Gembrook Football Club capped off a magnificent year with a big win over Sth Belgrave in the Division Two Grand Final. The Brookers really proved they were the best side as they took the premiership in front of a big crowd at the Woori Yallock football ground. The coach Matt O’Neil was magnificent, not only as an on field leader, but also his coaching abilities came to the fore, as he guided his side to the ultimate prize in his first year as coach. The Brookers are back in the top division, and it is a credit to everyone at the club they achieved this result.
Sth Belgrave led at quarter time, and looked impressive, but Gembrook rallied, led by O’Neil, Craig Clarke gaining control in the ruck, Terry Kendall and Andrew Shipp knocked up getting possessions. Throw in Mick Granieri and Dean Allcott and the Brookers took total control of the grand final with a special mention to Steve
Goodie for his experience and guidance.
The Saints had a good year, but for the second year in a row, they just failed on grand final day. They are a good professional club, and will bounce back and keep trying under the guidance of Darren Linkins on-field and Ian Bakens off the field.
Emerald, in their centenary year, really improved and had a magnificent victory over Seville in the first semi final. The Bombers went in underdogs, and it looked early that Seville would run away with this final, but it was the Bombers relentless running and tackling pressure that eventually saw them run out victors. Unfortunately for the Bombers, they were no match for the Saints in the preliminary final.
Seville had a good year, but just lacked key forwards at the end of the day, and I am sure Jason Leeds will be on the lookout for a tall key forward, and the Blues will bounce back in 2005.
But, in all honesty, it always looked the year of the Brookers, and make no mistake, they will give Division One a real shake in 2005.
