Season 2018 saw the AFL Yarra Ranges conduct the most significant review into its future direction of football and netball in recent memory. The review considered all influences, both positive and negative, on the league and its affiliated clubs, to make informed recommendations on all aspects of football and netball in the region. The review will shape decision making in the region moving forward and drive the changes required to ensure the long term viability and sustainability of all our clubs and our region.
A key change was the implementation of the commission name AFL Outer East to reflect the increased presence the commission sees in the Outer East Region. The support of clubs and key stakeholders in the development of the Future Direction of Football and Netball Review was excellent. I thank all clubs, and the Yarra Ranges Umpiring Association for all their support and participation, as well as the feedback received which helped to provide a sound foundation that allowed the review to be effectively by undertaken.
The club participation and input received in our surveys, which included attending interviews and providing feedback, allowed all recommendations to be worked around the needs of all stakeholders in the region. We thank all our clubs for their ongoing support. The open, transparent and robust manner in which we work together to build our competition is one that helps our region. The volunteers in our region are passionate, hardworking and continue to have the best interest of their clubs and communities at heart.
The re-structure will help ensure the long-term viability of the AFL Outer East Commission and Affiliated Clubs, improving competition competitiveness, promotion of Senior competitions, increased divisional structures and increased promotion and engagement through media and other outlets. Moving into 2019 it is imperative that as a commission we identify a preferred under age structure for the region with further consultation and discussions with clubs and continue to implement new club sustainability measures, training and support of committees and volunteers.
We will welcome eight new clubs in 2019, with Beaconsfield, Berwick, Berwick Springs, Doveton, Cranbourne, Narre Warren, ROC/Officer and Pakenham joining the newly formed Outer East Football Netball competition. Change is always a challenge, however the addition of these clubs provides long term stability and security for our region and offers us the opportunity to become one of the premier country competitions.
The support of our Major Partners is vital to maintain the viability and sustainability of our competition. Bendigo Bank Community Branches recommitted for a further three years as our Principle Partner, whilst Yarra Valley Motor Group also recommitted for three years, joining Yarra Valley Racing Group and Yarra Valley Water as Major Sponsors. We welcomed Yarra Valley Water as a major sponsor in 2018, which saw the implementation of a new region education initiative. In partnership with Eastern Health, a welfare program called Leading the Change was implemented, which provides clubs with education and development sessions. Facilitated by SALT (Sport and Life Training), the program focuses on two key areas in mental health and respect and responsibility. The ten participating clubs – ranging from junior to senior clubs – in the Upper Yarra Region received the training in 2018, with all
clubs to receive the training over a three-year period. A clear focus moving forward will be to invest in projects that have social benefit for our community. With over 50% of the sides in our competition being female, this program aims to provide support to every community across the region and assist in ensuring our clubs and communities provide inclusive, safe and supportive environments for women. It is powerful example of the positive impact that football and netball clubs can have on our communities.
Outside of the above, Glenbrae Signs and Mega Diesel provided fantastic support to our Junior competitions, as did Coldstream Brewery and Leisure Pools with our Netball. Our suppliers in TLA, Sherwood, Tara Press, Valley Vision, Russell Athletic, Victor Sports, Bluegum, All Trophies and Project continue to support our clubs and commission providing fantastic products and service. Jetts Lilydale, Warburton Golf Course, Footy Feud, Uncle Jack Watches were also great in their support during 2018.
Thanks to all business that participated in our sponsors raffle and congratulations to Aurora Bar and Cafe (Division Two Sponsor) and Cold Rock Lilydale (Division One Reserves Sponsor) who came away winners.
We would also like to thank Yarra Valley Party Hire for providing us with marquees along the far wing of the Yarra Glen Recreation Reserve on Grand Final Day. This was much appreciated and added some extra atmosphere to the occasion.
The Club Sustainability Program, in particular the salary cap and points system are now well established in our region and its successful implementation has been hugely beneficial in creating competitive football across all senior competitions. Whilst equalisation in Netball is both important and required moving into 2019 the implementation of this in principle has been a success. However the policy itself continues to be a work in progress and will require modification moving into 2019. However it is very much required to ensure the sustainability and competitiveness across all grades of netball continues to improve.
The 2018 Season in Division One was the closest for some time, with seven clubs a chance to play finals late in the year. During the season a case for any of our top five winning the premiership could have been made. It was Wandin though who left their best football for the business end of the season, deservedly winning the premiership in front of a record crowd on the Grand Final Friday Public Holiday at Yarra Glen. Congratulations to Shane Harris, Nick Rutley and the extended Wandin community on a terrific win for the club. Congratulations to Mt Evelyn who were victors in the reserves and Gembrook Cockatoo, who claimed their first Under 18 premiership in their history.
The implementation of the Friday Grand Final was an undoubtable success, with record crowds attending what was a fantastic day of football and netball. I firmly believe this will become a key part of the local football calendar moving forward and become a tradition in our competition and provide great exposure for our clubs and competition.
Division Two saw Yarra Junction claim their first senior premiership in over 20 years defeating Seville, who had a wonderful season, claiming the reserves premiership and runners up in the seniors. A highlight for many was water boy
Andy Bairstow, a long time servant of Yarra Junction receive the first premiership medal. For Tony, Sally, Amber, John and all the Eagles faithful, it was a victory to savour and a credit to the club turning their fortunes around in such a short time. This year saw mixed results in Senior Interleague program. Our Senior men’s side went down to a very strong SEFNL side in a high quality game of football, whilst our Open age women were too strong in a very good win for the league. Both our Under Age teams were valiant in defeat against strong opponents. This was of course a precursor for our own football and netball in 2019, with both leagues joining forces to become what is now the Outer East, it highlighted the quality of competition we will see moving forward.
Olinda Ferny Creek again showed they are the premier netball side in the competition, winning another A Grade grand final against Belgrave, who had a fantastic season coming up from Division Two. Wandin claimed the overall bragging rights from season 2018 however in Division One, claiming the other four grand finals. In Division Two Yea, who have long been a very strong netball club, finally claimed that elusive A Grade premiership winning one of the great A grade grand finals against Kinglake. It was a beauty, with the lead changing on multiple occasions, with Yea prevailing by a solitary goal at the final whistle.
Netball and in particular the development of junior competitions will be a significant focus for the commission in 2019. The appointment of Greg Heinrich as Netball Development Manager will help to facilitate a clear pathway from entry level to senior netball and is a sign of the leagues commitment to this.
Our Junior competition growth continued, growing to over 100 sides for the first time. Whilst much of this can be attributed to the growth in girls football, we have grown by a further six boys sides. The re-establishment of Yarra Junction Junior Football Club and the development of the girls sides from Worawa College, is important for the growth of football in the region, particularly in the Upper Yarra Region. The implementation of grading in the Under 14’s was a success, with growth expected in the 14’s and 16’s expected for the first time in 2019. This will extend to all competitive age groups, with the focus on providing all participants competitive football and greater opportunity to be a major priority.
The Junior Grand Finals at Gembrook provided a wonderful showcase of what makes our junior competition so unique and we send our congratulations to our all our 2018 premiers. It was fantastic to see 13 of our 15 clubs represented on Grand Final Day and to see clubs such as Seville, Belgrave and Yarra Glen experience some long overdue success.
For the first time we saw the Junior Grand Finals broadcast live, along with commentary. With over 2000 viewers on the day, it is something we will extend into 2019. 2019 will also see for the first time two grand final days, with all female grand finals integrated into the program.
No game would go ahead, without the support of our dedicated umpiring group. Thank you to Trevor McGrary, Peter Dixon, John Edwards and Bob Allen for their commitment and continued development of the umpires. With Matt Kent appointed as Director of Umpiring in 2019, we will see a changing of the guard with umpiring in the region. We thank the board for the work they have done over many years. Thank
you also to our Umpires Association, led by Bryan Sultana for their ongoing support of umpiring. Our netball umpires, led by Caz Gunn who does a power of work, also do a great job of servicing our netball competitions each week. We thank our Tribunal, led by Greg Black and Craig West. Both men are valued members of our sporting community and I would like to personally thank them and all the tribunal members for their dedication and commitment throughout the season. Our football and netball coverage both through radio and Valley Vision provide our supporters with extensive coverage each week. Our broadcast team of Leo Groenewegen, Cameron Hutchison and Nathan Walsh delivered a radio broadcast of immense value every Saturday (and Sunday during finals). Leo continues to deliver broadcasts of great passion that has never once faded. Thank you to Yarra Valley FM who continue to support our radio broadcast each week. 2018 saw us invest into this area with the appointment of Matt Fotia as Media Manager which will see an increase in our media performance and improve our overall media exposure to the broader community through social media platforms and alike.
The commission have been outstanding supporters of football and netball in the region and the league staff. Tony Mitchell, as Chairman leads the commission with passion and has the growth and sustainability of the league at the forefront of his mind. Shane Smith and Mark Sargent have been fantastic in their support of both myself in my role and the development of the AFL Outer East this year, attending countless meetings and planning days, often late into the night. Mick Hill’s work with competition by-laws and policies will be missed, with Mick stepping down at the end of 2018. We thank Mick for the power of work he has done over 10 years. He is a terrific bloke whose absence will be felt by the commission. Leo’s work across our media platforms continues to be first class and Kelly Stokes work with developing the Child Safety Standards of our competition has been instrumental this year. The introduction of new Commissioner Mal Darke has provided a passionate and experienced person who oversees junior football in the region.
The AFL Yarra Ranges staff has done an outstanding job in 2018 and continue to provide support enormously to football and netball in the region. Cameron Hutchinson as Operations Manager continues to provide outstanding support and service for our clubs.
Gayle Seeger, who is finishing up at years end, has been a long standing and active member of the Yarra Ranges community, contributing well beyond her role with AFL Outer East. She should be most proud of her contribution to our community and our commission. We wish her, husband Mark and their boys all the very best for the future. We also wish Alex Woods the very best for the future and thank her for her work as Operations Coordinator in 2018.
In the Junior space, the addition of Andy Gibbons and Danny Ryan have been great appointments. Danny Ryan has been a terrific acquisition as Football Development Manager. His knowledge and relationships with the members of our community have started to see great outcomes in coaching, Auskick and schools. Andy, who moved into the role from the commission has strong relationships with everyone across the junior competitions and has been a great addition to our staff with his sense of humour and warm personality. The work Danny, Andy and Zak Kennedy, who left us mid-year to join
Eastern Ranges, have done will be seen in 2019. Significant energy will be invested in junior football in 2019, particularly in under-age competitions as we look to continue to improve retention and transition from Auskick to Junior Football. One of these key changes was in Interleague. Our junior program moved for the first time to the Vic Metro Championships, a move designed to increase the number of our junior players in elite programs. The Under 16 side went on to win the South East carnival which was the clear highlight of 2018, showing the quality of junior player emerging from the region. The transition to a ‘league managed’ interleague program and alignment with the Hawthorn NGA(Next Generation Academy) was a smooth one and these partnerships should begin to see benefits across the region from 2019 onwards.
This is even more evident in our female programs, led brilliantly by Jessie Mulholland, who has also been a fine appointment. The Under 15 Eastern Region Girls were Victorian Metro Champions and for the first time the region had three girls drafted to AFLW, with two coming from our region in Emmerson Woods (Mt Evelyn) and Charlotte Wilson (Monbulk), who were both drafted to Carlton.
2019 will see us develop our strategic plan for 2019-2023. The
future directions of football document will drive where we are as a region and where we will strive to be by 2023. The foundations of this have been set, however there is much to do in ensuring that the changes implemented are successful and facilitate providing club sustainability, competition stability and overall growth within our region.
It is imperative that we begin to implement direction of football and netball in our region and deliver the clear, long term and aspirational targets of progression moving forward. The structure in the north of the region, the longterm sustainability of our clubs and the best interests of the game are vital conversations that need to continue to evolve into the future, as well as ensuring that the commission meets both financial and strategic targets moving forward. For the first time, we have the stability and structure within our organisation to deliver the outcomes our clubs require and expect.

I am again pleased to report another successful football netball season for our competitions for 2018. This year we have seen a marked increase in participation in both junior football and women’s/girl’s football and netball. We are one of the only competitions in Victoria with a 50/50 split of both female and male participants.
AFL Yarra Ranges continues to grow as a competition throughout the greater outer eastern region. I wish to acknowledge and thank the great work being undertaken by our office staff under the management of Aaron Bailey (Region General Manager), Danny Ryan (Football Development Manager) Cameron Hutchison (Football Operations Manager), Andrew Gibbons (Junior Football Operations), Gayle Seeger (Accounts Administrator) and Jessie Mulholland (Female Competitions & Talent Co-Ordinator).
I thank our staff for their continued commitment to the development and growth of our game/s, their focus on being a truly community-based organisation is something we should be proud of as a collective sporting organisation.
I would like to thank all our clubs for their input over the past 12 months with their honesty in answering numerous questions and offering constructive views on our future direction, age groups for football and netball, travel times, volunteer workloads and expansion direction we should consider.
I must commend Aaron Bailey on his efforts in providing a great conduit between the clubs and our commission, I understand at times we do not agree on our proposed direction however, I feel we are all on the same page with the longevity and sustainability of our region. As a region we are well respected by both AFL Victoria and Netball Victoria with our views and commitment in continual development of our games.
As everyone is aware this past season the commission focused on the progress and expansion of our future competitions for 2019 and beyond. After countless hours, numerous meetings and presentations to both our existing clubs and South East Football Netball (SEFNL) affiliated clubs, we have been able to secure seven new football netball clubs, plus a start up club (Berwick Springs) in the under 19 age group.
I’d like to welcome following the SEFNL Clubs to our competition for 2019 and beyond: -

Ironically enough we played inter-league against the SEFNL this season and to their credit, they won both football games, under 17’s girls netball whilst we won the senior girls netball. A great feeling was evident between all competing players and coaches. We have now become one and hopefully strive to become a real force in inter-league football and netball for many years to come.
Senior inter-league status will be on a joint basis and sees the Outer East now ranked at 10th overall.
Again, I’d like to thank all our inter-league representatives, clubs, players and club committees for their support.
Many thanks to the trainers, coaches and support staff for your valued efforts with inter-league again, next year is a new chapter of a combined entity striving to provide the best football and netball available for our players.
AFL Outer East (as we will be known from November 1, 2018) will review our strategic priorities to ensure we capture every club’s views and feedback obtained via surveys provided to the commission this season.
We will continue to encourage open and honest dialogue from all clubs. 2019 will be a test for us all and we need to work together to gain the best result for long term growth and sustainability.
I would like to thank my fellow commissioners for their support, varying ideas, great debates and most importantly the continued commitment they have given me and our clubs by ensuring our football and netball continues to grow.

I would like to pass on my special thanks to John Edwards, Steve Edwards, Trevor McGary, Bob Allen, Brendan McKenna, Warwick Marsh, Peter Dixon, James Nolan, Leigh Walters, Harry Marsh, Les King, and Bryan Sultana for their support in providing umpires and developing umpires this season. 2019 will see some changes on the umpiring front, with a commission appointed Director of Umpiring working within our office. This group of gentlemen have supported this change which I appreciate greatly.
Thank you to Caz Gunn for her continued growth of our netball competition and ensuring umpiring was high on her agenda. Next season we hope to support netball with a part time Development Manager, with the aim to expand into junior netball ranks under 13’s, 15’s and 17’s with the support of the SEFNL netball ladies.
I’d like to pass on a special thanks to Ryan Ford, the SEFNL Commissioner for the support he has given me, the commission and Aaron, and most importantly his football netball competition. The many long hours of discussions Ryan, Aaron and I have had over the past 12 months have been invaluable. I thank Ryan immensely for his insight, support and commitment to our new competitions.
To our affiliate members both from the Yarra Ranges and South East, club volunteers, coaches, players, and officials, thank you for the many hours of tireless work you commit week in week out, in making our game as great as it is.
We have challenges ahead, but I see these challenges as positive ones, they will better and strengthen our game and most importantly, provide a club environment for our youth and a safe place for our children to enjoy.

The 2018 season again saw all club administrators once again giving their all for their clubs. Senior Players adjusted well to the updated Registration process which included a payment fee for the first time, with minimal issues. 2019 will see Junior parents exposed to this system as well. This system eases a burden on clubs & ensures we have accurate information in our databases. It is also important that this system is adhered to and ALL players/parents are required to register as themselves for Footy & Netball so they have acknowledged the risks of playing the sport.

- The Under 16’s winning the South East Junior Carnival
- New format for the Junior Presentation Night
- Sunday Division Two Grand Final
- Thornton Eildon and Upwey Tecoma’s first Women’s teams
- Six different clubs competing on Division One Grand Final Day in the Football
- Kinglake’s first ever A Grade Netball Grand Final & Yea’s first ever Premiership
And my biggest highlight: The Massive response to the Friday Div 1 Grand Finals.
I’m already excited by how 2019 is shaping up and by what the future might bring to our competitions.
To John, Trevor & Peter whom I speak to weekly if not daily during the season, your work with our Umpiring groups is enormous and our younger batch of Umpires combined with the experienced heads hold us in great stead for the future. Well done and thank you for all you do in this space. A special mention to Trevor McGary who is stepping down
after numerous years in the Director of Umpiring role, it’s been a pleasure to work with you in building our Umpiring groups.
Thank you to YVFM & our dedicated commentary team, Leo, Jason, Nathan & Jake along with our special comments assistance’s throughout the year. To Leo & Jason especially, your efforts to get the show up and running each week is enormous and allows us to have a lot of fun whilst spreading the word & vision of our great local game.
To Mick Hill, I personally wish you all the best for the future after stepping down from Commission level. A man who led the way with integrity & a passion for all clubs in our region which will be hard to replicate, Thank you for everything you have given our competitions over the years.
Caz Gunn, thank you for another great year and the organisation of our Netball Pool Umpires. It’s a huge credit to you and your ability to manage people the way you can deliver quality pool Umpires across all our A and B Grade matches each week. Once again we had a great standard of Pool Umpires across our season and especially in the Finals. I look forward to building on these Umpire numbers with you in 2019.
To Greg, Craig, Bill, Bob and our Tribunal panel members, without your dedication to our judicial tribunal system we wouldn’t have one at all. I thank you very much for all your efforts and making the set-up and organisation of the Tribunal hearings as easy as possible. Nothing I ask is ever too much trouble and I truly appreciate that.
In closing I’d like to thank all the Club Officials, especially all the Presidents and Secretaries whom I converse with the most throughout any given year. We don’t always have to agree on everything but as long as we all have the best interests of the competitions at heart we will achieve the desired results. Participation numbers have been steady over the past few years with 774 registered kids in 2016 and 781 kids in 2018. We have not seen the same growth in girls particpation in our Auskick centres like we have in Junior Football, we are not sure on the reason for this but we will look at ways to ensure that we are promoting Auskick for girls in 2019 and how the centres can accommodate for girls at their centres.
Our Auskick Gala Day was a success with 12 centres coming along to our day at Eastern Ranges ground in Kilsyth, with 130 kids playing a round robin competition. Jaeger O’Meara and Taylor Duryea from the Hawthorn Football Club were on hand to umpire the games.
Another great success was the centres half-time grid games organised between centres to be played at half-time of local senior games. This was and is a great was to connect to the junior clubs, communities and senior clubs. School Programs

• Lilydale Heights Secondary College - Early planning in setting up Football Academy School programs were funded either through the School Sports Program and AFL Victoria’s Football Development budget, with Game Day Officers(GDO’s) running clinics within schools to help promote Football and local junior clubs by targeting schools during the months of February and March to coincide with the start of the season for our junior competitions.
During this period Hawthorn, Collingwood, North Melbourne and Carlton Football Clubs visited 48 Schools with 2,372 students taking part in clinics ran by our GDO’s and the AFL players, with Carlton Football Club also visiting community groups on their community camp.
Another focus area for us was girls football. AFL Yarra Ranges helped facilitated two girls Gala Days where 12 schools competed in a round robin competition with 240 grade five and six girls in May and August 2018 as well as Worawa Reconciliation Carnival in June with four schools and 88 girls participating in the day.
Emerald and Lilydale Heights Secondary Colleges have setup a Football Academy. AFL Yarra Ranges will help support the curriculum and facilitate AFL player visits and coaching workshops in 2019. The schools are an important link to our region with a signification amount of our under 14,16 and 18 players attending these schools.

Coach development is a major focus area. 14 Coaches workshops/seminars were conducted over the course of the 2018 season, with presenters delivering lectures on several topics to help support the development of our coaches. These courses are free for all coaches to attend and is an important program for our coaches to attend. We had great numbers in attendance and positive feedback on all sessions. This will once again be a focus in 2019.
The 2018 Senior Interleague program kicked off on March 2nd with our first of four sessions during the pre-season period.
Numbers, un-like previous years, were slow to build over the four-week block in March, which made it difficult to build a connection between the squad, which was a real strength of ours in the previous two seasons.
A reduced squad returned to training on the 2nd May with a three week build up to our game against the South East Football Netball League on the 19th May at Beaconsfield. The squad was shaping up as a strong list with majority of
the league’s best players making themselves available for the game against the South East, but unfortunately the final round of the Home & Away games prior to the interleague game weren’t kind to us with injuries to Robbie Ross (Wandin), Jordy Williams (Woori Yallock) and Nathan O’Keefe (Seville).
Besides these key players being unavailable we were still confident of performing well against a quality opposition and were genuinely excited about the squad with several debutants named. These were; Brad Arnold, Ethan Greenall, Chris Tibb, Adrian McCarthy, Chris Graham, Jake Pedder and Patrick Bruzzese.
Playing in front of a big crowd at a fantastic venue in Holms Park, Beaconsfield the scene was set for great contest. The first quarter was even contest with Yarra Ranges not taking full advantage of easy shots on goal and South East had a three point lead at quarter time.
South East controlled majority of the second quarter with some impressive football. Our boy’s are used to smaller grounds and contested footy and we didn’t adjust which meant we were being drawn into the contest allowing South East to control the outside space. Once this happened, they were able to transition the footy into offence with little pressure. South East lead by three goals at half-time.
Half way through the third term and things hadn’t gotten any better and we were slow to pick up on our errors from the first half and we found ourselves down by 42 points.
After a few positional changes and the midfield getting their hands on the footy we started to get some forward entries. Three quick goals and we reduced the margin to 23 points late in the third term.
Two quick goals at the start of the final quarter and game on, but as brave as our boys were, South East’s class came through and they replied with three goals late in the game to give them a 36 point victory.
Losing key players in the lead-up to the game was always going to make it a difficult task against a quality opposition, but as the coach I was incredible proud of the way the boys played the game.
This great program cannot happen without the support of our players, clubs, assistant coaches, team manager, trainers and the staff at AFL Yarra Ranges. To you all I thank you for all you have done in making it another fantastic year of interleague football.

Our Junior interleague program came to an end with our Under 14’s and 15’s boys having strong performances against the Riddell District Football Netball League at Emerald on July 8th.
This year saw a new look program rolled out which brings our league in-line with the Eastern Ranges and Hawthorn Next Generation Academy programs with terminology
and teaching practices used for both organisations, which hopefully will give our more talented players a better understanding of what is required at the next level.
This year’s interleague program included Under 11’s and 12’s boys, Under 13’s Girls Academy, Under 14 and 15 Boys, Under 15 Girls and Under 16’s Boys teams. Training for these squads kicked off in March of this year with over 340 boys and girls participating in the earlier stages of the programs before squads were reduced to 260 kids to play in the carnivals. Whilst reducing the squads was a difficult task, I’m sure all the kids that took part in the first six weeks of the program would have benefited greatly for the experience and would of returned to their clubs better players for the experience. Another major focus of the Junior interleague was developing our coaches. 28 coaches and assistants committed many hours to work with and develop our kids to be better players and deliver a fantastic interleague program. All coaches also took part in Coach Education sessions at Hawthorn Football Club and the Eastern Ranges. This gave the coaches a great insight to elite levels of training and training techniques used at the next level.
Our aim is to further develop our junior coaches in the region and provide a pathway for coaches that want to go further with their coaching or simply want to become better coaches back at our junior clubs. This has been evident with Dallas Spencer from Woori Yallock Juniors, as coach of their Under 12 team, Dallas has then gone onto coach our Under 12 Academy Squads then was asked to head up Hawthorn’s Under 12 Next Generation Academy Squad as Coach. This is not only great news for Dallas but for our region, and we are hopefully having another two or three of our Interleague coaches being involved in Hawthorns Next Generation Academy’s next year. With the relationships we are building with Hawthorn and Eastern Ranges it’s very exciting for our region to not only provide pathways for our players but our coaches as well.
The success of our Interleague program was never based on winning, even though we had great team success with our Girls Under 15 A Team winning their carnival and our Under 16 boys taking out the championships in their carnival against such leagues as MPFJL, South East Juniors, and Frankston Juniors, but it was the development seen in all our players and coaches throughout our program that was the biggest success.
The Under 14’s and 15’s boys teams combined to make up a Under 15 A and B teams that participated in the Metro Championships for the first time. It was a huge step up from any level of football that the boys had ever played before. Even though it was a challenge at times for the Under 15 B team which was made up of our Under 14 players to take on 15 year old boys from the EFL and Western Region, this will put them in good stead for next year from the experience and we are looking forward to seeing the progress from the boys 12 months on.
The Under 15A team that was made up of majority of Under 15 boys and four Under 14 boys had a strong carnival, with
great game against Western Region at Yarra Glen. Everyone who had the chance to make their way to the game would agree, it was one of the best standards of Under 15’s football we have seen. It was so encouraging to see the boys play a style of football the coaching staff had been teaching over the previous nine weeks.
As much as the interleague was a success on many levels, there is room for improvement moving forward. Our Under 13 Girls Academy didn’t run as we had hoped, with a delay to the start of the program as we found it hard to gain venues to train on and funding for this. We apologise to all the girls involved. I can reassure you all that this will not be the case for and future Girls Academy.
Having said that the night that concluded our Academy programs for both boys and girls was a great spectacle at Woori Yallock Football Ground on the 25th May. It was so good to see the players and their families embrace the night and see three wonderful games of Football. 2019 will see a similar program rolled out with a couple of changes from previous years. Nominations for our Under
11 and 12’s Boys Academy have already been sent out to all Under 10’s 11’s and 12 coaches to nominate three players from their teams that will be eligible for Under 10’s,11’s & 12’s in season 2019. Jessie Mulholland has already sent a nomination request out to all clubs for nominations for the girls Under12 Academy and Under 15 Interleague squad. The Under 13’s Girls Academy has gone back to an Under 12 program and the pathway for those girls who are Under 13’s will be replaced with Hawthorns Next Generation Academy Under 13’s Squad.
For the boys Under 13’s, 14’s, 15’s and 16’s, these squads will be selected by our Talent Coordinator and a selection panel. If clubs believe we have missed a player that they believe should be a part of the program, the Talent Coordinator or myself can be contacted to discuss the selection further. Once again, I’d like to thank all junior clubs on their support of the Junior Interleague program and for the clubs that were very generous in allowing our teams to train at their grounds.

In 2018, the Eastern Region Womens provided another terrific season showcasing female football in the region.
Heading into our second year, we welcomed ten new clubs into the League which meant the Competition grew into two Divisions. This also meant the depth of talent and standards grew and will continue to grow into the 2019 season. Thank you to Silvan and Lilydale who both played host to the Eastern Region Womens finals across the two divisions played out across three weeks.
Our Grand Final Day saw record breaking crowds for what was always going to be an exciting day. The Division Two Grand Final between Donvale and Blackburn Football Clubs was an incredibly close game, with the biggest margin of eight points throughout the game. During the fourth quarter, preparing to go into over-time, Donvale came away with the win by four points.
With Mount Evelyn beating last years Premiers Bayswater by 69 points to progress into the Grand Final to play the Inaugural Vermont Womens Team. The Division One Grand Final was also close all game, with the game drawn with five minutes remaining in the last. A quick goal and sneaky two
points saw Vermont take out the title of 2018 Premiers by eight points.
SkyHigh hosted our Inaugural Eastern Region Womens Best and Fairest Presentation Night in which the League Best and Fairest and Goal Kickers were awarded. We also named our Inaugural Deakin Uni Womens Team of the Year in which Donvale Football Club was most represented with three players represented. Vermont were close behind with two selected whilst their coach Meredith Denvir was named as Coach of the team.
Congratulations and thank you to both John Edwards at AFL Yarra Ranges and Scott van Noordennen at the EFL for their hard work managing the umpires week by week.
Thank you to the both Leagues for their continued support with the Womens Competition. Additionally, to the clubs and their volunteers who have dedicated time and hard work to grow female football in our region.
Finally, to the players, thank you for making this Competition the success it has been. We are expecting a influx of growth in the 2019 season and look forward to having you be apart of it.
In 2018, the Eastern Region Girls saw an extensive growth in female participation within already existing clubs but also through new teams and clubs entering the Competition. The League fielded 113 teams over 15 Divisions from the Under 10 age group to Under 18. This consisted of Premier, Division One, Division Two as well as AFL Yarra Ranges Divisions.
We welcomed new clubs to female football; from the EFL we welcomed Wantirna South, Boronia and South Croydon. We also welcomed new sides from AFL Yarra Ranges clubs including Seville, Yea and Upwey Tecoma.
Again, we fielded two Under 15 representative sides in the AFL Victoria Metro Junior Championships, both of our sides were highly competitive only losing one game between both sides throughout the carnival. Our Division One side beat the Northern Football Netball League in the Grand Final to be named the 2018 Premiers.
Come finals time, a wide spread 22 of the Leagues clubs were represented in junior finals. The competitiveness and skill improvement proven with the average winning margin in the Grand Finals as 13 points.
Thank you to The Basin, Rowville, Emerald, Wandin, Lilydale, Coldstream, Wesburn, Worawa, Healesville, Gembrook, Seville, Belgrave and Yarra Glen who all played host to Eastern Region Girls finals with thirteen divisions played out across four weeks.
Billanook College was the venue for the Eastern Region Girls Presentation Night in which Premiership flags were distributed to successful teams. League Best and Fairest winners, MVP Interleague awards and the best junior umpire trophy were also presented.
Congratulations and thank you to both Peter Dixon at AFL Yarra Ranges and Sean Clarke at the EFL for their hard work managing the umpires week by week.
Both leagues’ junior competitions are represented by a hard working group of people who continue to ensure the standard of this League raises. Thank you to Phil Murton, Dyson Baker, Aaron Bailey, Cameron Hutchison and Andy Gibbons for their support and guidance throughout the year.

Season 2018 was my first year in the role of Junior Operations Coordinator, starting in mid-January and a lot of work had to be done on contacting clubs and getting the information we needed to start fixturing for the season.
While most clubs had all their teams in order, we had some late team pull outs and other teams put in. Fixturing is problematic normally but the above issues threw up its own challenges.
The season started with
- 14 Under Nine Wayalaks teams with Yarra Junction rejoining our junior competition and Mt Evelyn fielding 2 teams.
- 14 Under 10 teams with Upwey Tecoma fielding 2 teams
- Six Under 11 teams with Mount Evelyn the Premiers
- 14 Under 12 teams with Healesville fielding 2 teams & Woori Yallock the Premiers
- Seven Under 14 Green teams with Upwey Tecoma the Premiers
- Eight Under 14 Blue teams with Mount Evelyn the Premiers
- 11 Under 16 teams with Monbulk the Premiers
With a great deal of work by Zak Kennedy & the Yarra Junction Auskick centre, Yarra Junction were able to field their first junior team for some time.
Well done to Yarra Junction for persisting and I look forward to the growth of the junior club.
We decided this year to run a Under Nine & 10 Lightning Premiership Carnival, even though it was fixtured on Mother’s day it was a fantastic day and all the players enjoyed it, Thank you to Wesburn Junior Football Club for hosting the event.
We also decided to grade our Under 14 competition into two divisions, which produced some very competitive games in both grades. It also gave teams the chance to play in a final series which in the past they may not have had.
Our Junior teams have increased once again this year and with the girls teams we are now fielding over 100 teams each week. The girl’s competition once again had a huge increase in numbers and was run by our new Female Competition & Talent Coordinator Jessie Mulholland.
Jessie did a wonderful job with the girls this year and I look forward to working with her next year. Thank you Jessie.
Our Junior Umpire Coordinator Peter Dixon did an amazing job filling games and coordinating our junior umpires this year, we spoke on the phone almost daily and I am sure he cringed every time he saw my number. Thank you Peter for all your hard work and commitment.
Our Junior Development program this year was given a complete overhaul with our Under 14 & Under 15 teams
playing in the Vic Metro Championships and our Under 13 & Under 16’s staying in the South East Carnival.
Our program is now fully funded by the League and we have saved clubs money under this new program. I also feel under the guidance of our Football Development Manager Danny Ryan that we took a huge step forward with the development of our players, thank you Danny for investing so much time and effort to get our development program up and running.
I would also like to thank and congratulate all our coaches and support staff for giving up their time and knowledge to give the players a quality program. Congratulations to our Under 16 team who were Carnival Champions and I look forward to watching you all playing in our senior teams next year. Thank you to our Interleague host clubs; Emerald (Seniors), Yarra Glen & Upwey Tecoma(Seniors).
Our younger development squad participants played their Hills v Valley’s games at Woori Yallock earlier in the year; this is a great concept and gives our younger players a taste of representative football. Thank you to all the coaches & support staff and to Woori Yallock for allowing us to use their ground.
Our final series this year was changed up and tenders were ask for to host finals, unfortunately we did not get too many clubs willing to host finals this season. To the following clubs; Gembrook Cockatoo, Belgrave Seniors, Yarra Glen, Healesville, Seville, Mt Evelyn, Wandin (Seniors), Wesburn, Yarra Junction, Worowa, Emerald (Seniors) and Coldstream thank you for your professional approach and effort. Both our Junior & Girls Grand Final days were very successful with huge crowds and a good mixture of different clubs winning flags.
Once again the AFL Yarra Ranges Commission have been a great source of knowledge and help throughout the year, our new Junior commissioner Mal Darke has been a great conduit between myself and the Commission. Thank you to all the Commissioners.
Working side by side the rest of the AFL Yarra Ranges staff this year has been extremely rewarding and I would like to thank them all for their help & support. I would also like to thank Aaron Bailey & Cameron Hutchison for giving me the opportunity to coordinate the Junior Competition, your help this year has been invaluable.
Last, but not least thank you to all the great club volunteers for their support and patience in my first year in this position.
As I have always said my aim is to have as many children playing this great game of ours and enjoying it, so they develop a lifelong love of our game through participation in our junior competition.

With an improved balance sheet and cash position, we have stabilised the business, setting up the foundations to make on going profits from 2019. Depreciation, increased costs and annual leave provisions contributed to our overall position and are areas that need to be addressed in 2019, particularly the management of annual leave and tightening of expenditure.
A clear focus has been placed on decreasing club costs, which has been achieved. Moving player registration online has been positive for both the clubs and the commission. This will extend to juniors and netball in 2019, providing further savings for clubs. Junior clubs for the first time did not have to pay for junior interleague, with this now managed and funded by the Commission. The decrease in costs continues to be a focus for the business moving forward.
Investment in staff in key portfolio areas will ensure that every aspect of the commission has the opportunity to grow and we can support key measurable of club sustainability, support and growth. The management of this remains a priority, in particular Annual Leave provisions to ensure the same effect is not seen on our final position as per this year
The move to a Friday and Sunday Grand Finals in seniors and Yarra Ranges Girls stand-alone divisions in the juniors paid dividends with record crowds and revenue. With the introduction of another senior division, more under 18/19 competitions, a stand-alone women’s competition and increased Netball finals, this area should grow even further in 2019
Aged Debtors continues to be a major area of concern, with $140,000 outstanding from clubs and suppliers as of
November 1st and over $95,000 still overdue in December. Clubs need to be mindful that the league should be seen as a supplier. Currently many clubs will pay all other key suppliers as a priority, putting strain on our business. The introduction of a new invoicing system, which rewards those clubs that meet their obligations will move to address this moving forward. The introduction of new clubs and the move into new markets will provide the commission strong foundations for 2019 and beyond. Already this can be seen with numerous new corporate partners coming on board in long term deals (Hallam Truck Centre, Totally Work Wear and Australian Traffic Control). Further announcements in this space are expected in the New Year. Sponsorship growth is vital to ensure costs are not passed on to clubs and participants and will continue to be a focus moving forward. The growth across all competitions will provide a significant rise in affiliations and Club support of our off field operations, in particular apparel and merchandise is inconsistent. New systems will be introduced to improve this and ensure that the revenue derived from this area will allow us to maintain lower costs. As a commission we will look to address club concerns around AFL Victoria affiliation costs and how we can better implement this and support all clubs in managing these costs. 2019 is a crucial year in the growth of the AFL Outer East commission. Delivering an overall profit, decreasing pressure on clubs and building a budget surplus will be the priority, with the long term stability of clubs and the commission driving all key financial decisions
In season 2018 our total reports increased slightly. Yellow Cards were down by five percent, but we are working with AFL Vic on some options to allow our Umpires to have a little more flexibility to use the Yellow cards to quell potential flare ups of behaviour. Without this flexibility, we have seen situations lead to more serious offences. In 2018 we had approximately one report per 11 games and one yellow card on average every four games. Some clubs who find themselves continually on the wrong end in these discipline areas should be looking at ways to improve. However, player behaviour is always a focus and the League will continually look for improvements in both the amount of players yellow carded and reported.

• 1 for “Other Incidents”
• 1 for “Use of an obscene gesture”
With 400 games played, we averaged one report for every 11 games played.

As I write my fifth and final report as Director of Umpiring, it is my last chance to acknowledge the support I have received and the positive aspects we as an umpiring group have achieved over the past five years.
Firstly the support of the league and commission to myself, the umpires board and the whole umpiring group has remained strong and consistent throughout.There has certainly been some decisions made that we didn’t always agree with, but on the whole the relationship has been very positive.
Last season presented additional challenges for the junior section with the growth of female football and more boys teams, but the junior board lead by Peter Dixon and supported by Brendan McKenna, Warwick Marsh and Steve White did an outstanding job all season and continued to recruit new umpires throughout the season, who we hope will umpire again in 2019.Thank you for your efforts which cannot be underestimated.

Geoff Owen have again been a great support to me and all your efforts are much appreciated. The Yarra Ranges Umpires association lead by Bryan Sultana, Leigh Walters, Les King and Harry Marsh, I thank you for providing a strong and supportive association for all members to enjoy their umpiring and to all umpires for everything you do to make my job extremely enjoyable and rewarding.
We can all be very proud of our achievements over the past five years in bringing together a clear pathway between the junior section into senior umpiring. Boundary umpires in reserves matches and filling all appointments each week with very few double up’s and performing our duties in all disciplines in a professional manner, plus conducting ourselves and representing the Yarra Ranges Umpiring with distinction.
I look forward to running and enjoying the new Outer East format in 2019.
