W

ow! Where did that summer go? It has flown by so quickly and we are now fully entrenched in budget season and annual meetings. Please “Save the Date” for our 2016 Annual HOA Meeting. This year we are pleased to say we are back at Liberty High School in the auditorium on Wednesday, November 2nd. It’s a little earlier than usual to give us plenty of time to get out coupon books for the start of 2017. We will soon be sending out the official notice along with details on where to send any questions you may have, so that we can plan ahead and get you as much information as possible. As we think about the end of the year and start to prepare for 2017, I want to remind you of a few housekeeping rules around the community.

Painting & Pressure Washing Roofs We have noticed many tile roofs that need cleaning and houses that need to be painted. We are pleased to have Gloria Hernandez back in Central Florida and we will be stepping up our violation process to get these addressed. So does your roof need to be cleaned or does your home need to be painted? Please start thinking about colors and get your application into the ARC now.

Street Parking & Parking Violations Lately, an increasing amount of illegal parking is happening in the streets of Bellalago and Isles of Bellalago. We are using green 2

violation stickers to identify these vehicles and if we need to, we will have them towed at the owner’s expense. Also, please note that this goes for boats, trailers, and any commercial vehicles as well. Parking, as defined in Section 13.5.1 of the governing documents, states: Parking. Owners’ automobiles shall be parked in the garage or driveway, if provided, and shall not block the sidewalk. No vehicles of any nature shall be parked on any portion of Bellalago and Isles of Bellalago or a lot except on the surfaced parking area thereof. On street parking is not permitted within Bellalago and Isles of Bellalago, parking is only permitted in designated areas if any. Please see the Governing Documents to review the full section on parking.

Barcodes Update We have completed the transfer from transponders to barcodes and the community is now fully operational with the new technology. The only place a transponder reader remains is at the Poinciana gate that is shared with Bella Pointe. We are still getting many requests for handheld barcodes. There are a few exceptions that will warrant these and they are at the discretion of management. If you don’t like how they look, unfortunately continued on page 5

Please, Please, Please SLOW DOWN! I was recently coming in the South Gate, sticking to the 25 mph speed limit and was overtaken by two vehicles! Please be mindful of your speed; it’s better to arrive a few seconds later than to have a violation and fine, and worse still, get into an accident.

School Drop Off/Pick Up Yes school is back! The issue of overcrowding at the South Gate and crazy driving and behavior at the internal gate has started up again as well. Please, again, be mindful of your surroundings and follow the guidelines for the traffic flow. Try not to block driveways, sidewalks, and gates. Many children come out of school and are not paying attention. We don’t want to wait until a serious accident occurs for people to get the message.

Upcoming Events Enough of the stuff no one wants to hear about! How about some fun stuff to get us in the fall spirit? We have a huge event to look forward to. Our 2nd Annual “Hellalago Tent of Terror” and “Not So Scary Candyland” are on Saturday, October 29th starting at 7pm. Last year we had over 700 visitors through the tent – how about we go for 1,000 this year! It will be bigger, better, and oh so scary - are you ready? Be sure to check out all the details on the website and the flyers around the Amenity Centers. Make sure you check out the website (BellalagoHOA.com) regularly, as we will be updating all the fall activities, holiday parties, and other events planned.

Committee Updates Your resident committees - Advisory, Compliance, Landscaping and Security - have been busy reviewing documents and services and have made some excellent progress. We are nearing the end of the process for reviewing the Design Guidelines as well as the Club Rules and Regulations and we’ll be getting updated versions on the website in the coming month or two. We have reviewed the landscaping contract and Security post orders and are following up to make sure Bellalago gets the best service

Thank You The fall season is one of my favorites; I love the cooler weather (if it ever cools down) and the holidays. As I reflect back over the past year and all the great things that Bellalago has to offer, I want to take a moment to thank all the staff at Bellalago, the Resident Committees who give their time to support the community, the vendors that work hard every day, and lastly, to the residents who help make Bellalago the best community in the area. he holidays are here and as a reminder, holiday decorations must be removed 15 days after the holiday to avoid any notifications/violations. Top violations for Bellalago are trash and recycle bins not stored out of sight, landscape maintenance issues, parking violations, and roofs needing to be cleaned. We will continue our efforts to enforce community rules. Thank you to those residents who have kept their properties up to the standards outlined by the CC&Rs, and who have gone out of their way to make their properties beautiful and appealing. In the upcoming months we are picking up our efforts on power washing of roofs and painting requirements of the homes as outlined by our community documents. As a general reminder, roofs should be pressure treated as often as necessary but in any event within 30 days of receiving a notice. Homes should be repainted at least once every five to seven years but in any event within 30 days of receiving a notice. In the fall and winter things start to change. We cut our lawns a little less and things start to cool down. With the cooler weather and less rain, it’s a perfect time to do some general maintenance on your homes, check pool equipment, motors/ pumps, and clean and/or replace filters, clean out gutters, pressure wash roofs and driveways, and paint homes if needed. It is also a good time to prepare your lawns for the winter months. In the event you need some work done on your home, you can find information on BellalagoHOA.com. There are sections on the website such as, “List of Local Vendors” and “Landscape and Home Tips.” You can also find the CC&Rs (Governing Documents) and other useful and informative documents and forms on the website. Many homeowners are familiar with Gloria Hernandez, as she was the previous Compliance Manager for Bellalago. hat a summer we’ve had! With the weather being as hot as it has been lately, it feels like the summer season wants to stick around a bit longer even though the fall season is upon us!

Hellalago Tent of Terror We are getting things ready for the Annual “Hellalago” Halloween Event! Take a journey through the dynamic and ultra-creative haunted house called the Tent of Terror. Just when you think you’ve seen it all, you’ll find yourself in more terrifying danger as you enter the next room. Do you have the stomach or the courage to step foot into the tent? We dare you! The fright begins on Saturday, October 29th at 7pm in the Bellalago parking area.

Thanksgiving Potluck Enjoy a special holiday feast with your fellow neighbors at our Annual Thanksgiving Potluck Dinner, which will be held on Sunday, November 20th at 12pm. This year, enter your best pies, cakes or pastry dishes for the Thanksgiving Bake-Off Contest! We are thankful to be able to gather together in The Grille for our annual feast. The Lifestyle Team will provide turkey and dressing. We’ll have a table reserved for vegetarian and vegan dishes, and we’ll be looking for a few tofurkeys. We will provide napkins, cups, flatware, and plates as well. You must register your potluck dish to participate. You can register at the Amenity Centers or online at BellalagoHOA.com. This event is one of the most popular and best attended of the year. It’s a wonderful opportunity to celebrate our community and meet your neighbors!

Jingle Bell 5K Walk/Run This annual race began at Bellalago in 2007 and continues to be a fun family-focused race that helps champion a local charity and brings people from all walks of life together to further a great cause. The date for this holiday event is Saturday, December 10th at 8am and is a fun way to get out, get moving, and raise funds and awareness. Whether you prefer to walk, run, or help us cheer on the

when walking them within the common areas. While we understand that you love your pet, please keep in mind that someone else may not be as pet-friendly or may even be allergic. Please also consider placing a collar and identification tags on your pet so that if the pet gets loose, they may be returned to you.

Pet Waste Facts Dog waste is not only unsightly, but also unhealthy. Dog waste can transmit bacteria and viruses including, tapeworm, roundworm, E. Coli, Parvo, and more. It can attract mice, parasites, and other unwanted pests. Feces deposited in yards, sidewalks, and fields will likely runoff into nearby ponds, rivers, and even into groundwater. We thank all of our pet owners that have been diligent in picking up after their pets. Please practice PUP (Pick Up Poop)!

Overflow Parking Areas With snowbird residents returning and the holiday season right around the corner, you may need to park a car, truck, or recreational vehicle temporarily. Auxiliary parking is available for additional vehicles; however, they must be authorized by management. These areas are located at the Bellalago Boat Ramp and across from the Isles of Bellalago Amenity Center. A temporary parking pass can be obtained by visiting the Amenity Centers or by emailing me at DGilbert@Evergreen-LM.com. These vehicles should only be parked in the Bellalago Boat Ramp area and across from the Isles of Bellalago Amenity Center. Do not park vehicles on the grass. Vehicles that are not issued passes will not be allowed to park and may be subject to towing. I am expecting visitors. Where can they park? Pre-authorized visitors who are arriving to the community may park in the above areas. A temporary parking pass must be requested by the homeowner. Please note that this pass restricts parking to the Bellalago Boat Launch parking lot and overflow parking lot at Isles of Bellalago.

Please remember to register at BellalagoHOA.com. To see ALL resident information, you must be logged in to the website. If you receive a compliance notice, please do not ignore the letter(s). Compliance personnel are available to assist you and can provide guidance about these matters. Please contact the HOA office if you have any questions about a letter and or need clarification. When & Who to Call for Help BY JOE MURPHY, DIRECTOR OF SECURITY AND SAFETY

Y

ou may have wondered, in certain circumstances, when to contact Law Enforcement or EMS/Fire Rescue. You may have also asked, “What limitations do security contractors have in the State of Florida?” The following article will detail those situations, as well as shed light on the responsibilities of the Access Personnel here at Bellalago.

Law Enforcement The following incidents or concerns should be called in to law enforcement BEFORE calling the gatehouse to report them. »» Suspicious People or Vehicles - Law enforcement has the legal authority and means to conduct traffic stops and demand identification, which can then be checked against a national data base. »» Theft »» Burglary - The unlawful entry of a dwelling (home) and/or conveyance (motor vehicle, golf cart, shed) to commit a crime within. »» Criminal Damage - Criminal mischief in Florida. »» Domestic Violence and Any Other Violent Altercation. »» Traffic Crashes - To include damage to mailboxes, landscaping, and golf carts. In the State of Florida, crashes that include damage are required to be reported. Minor damage can be completed on a “driver exchange form.” Law enforcement will assist you with crashes. »» Feeding or Molesting Alligators - This is handled by Florida Wildlife Commission, known locally as Fish and Game. Contact them at 888-404-3922. »» Traffic Enforcement Issues - While the association likes to know about traffic issues so they can see patterns and try to assist the residents in improvements, only law enforcement can conduct traffic stops within the community. State law prohibits Bellalago access personnel, supervisors, and patrol from making traffic stops. »» Loose Domestic Animals - Call Osceola County Sheriff’s Office or Osceola County Animal Control at 407-742-8000.

EMS/Fire Rescue The following incidents or concerns should be called in to EMS/Fire Rescue BEFORE calling the gatehouse to report them. Any Medical Emergency - We cannot stress enough the need to call 9-1-1 whenever a medical emergency occurs. Seconds count. Please do not call the gates to have them call 9-1-1. The 911 dispatcher will need details on the person and location that will not be known by the attendant at the gatehouse. Security companies are bound by Florida law, but they do not have law enforcement powers. That includes traffic stops, investigative powers, or detention of a person. Although the Security Supervisor carries an AED in the vehicle, he does not have the authority to violate traffic laws to get to a scene. This delay can be very costly in a medical emergency, so please call 9-1-1.

Access Personnel Security staff should be referred to as Access Personnel and their duties include the following: »» Guests/Visitors - Greet visitors at the gate and verify accessibility to the community. Assist residents in setting guest access. »» Pool - Inspect, open, and lock neighborhood pool as well as verify guest passes. »» Patrol - Tour community to monitor and/or note and report suspicious activity. »» Assistance - Provide “assistance only” in crashes, health, or criminal activities. »» Light Poles - Look for nonfunctional street lights, obtain the address and light pole numbers, and report that information to Duke Energy or KUA for repair.

Joe Murphy - Director of Security and Safety Q: How long have you been with Evergreen? A: 4 months, but I have been a part of Bellalago for the past 6 years. I was with Secure America before moving to ABM. When Allied Universal bought out ABM, I was offered the opportunity to transfer and work for Evergreen.

Q: Can you describe your current job in a few sentences? Talk about what a work day is like for you. A: I believe my job description is open ended. While the main portion of my job is to oversee the access control contract, I work with resident committees, the developer, and the HOA to look at ways to enhance access control for the communities I am tasked with. I assist residents with any issues they have with the access control personnel (commonly referred to as security).

Resident Event Requests Residents have the privilege of scheduling parties at the Isles of Bellalago pool. Events must be scheduled before using this area by filling out a Resident Event Request Form, which can be picked up in the Amenity Centers. Forms need to be returned no later than two weeks prior to the event. A deposit is required. Q: What’s your favorite thing about your job so far? A: Working with the residents and committees. The interaction and having the ability to effect change is also important to me.

Q: What’s the most challenging part of your job? A: Trying to keep everyone happy. Dealing with vendors on repairs and service can be challenging, but we are making strides to improve this process.

Q: Do you have a surprising personal factoid to share? A: I love racing of all kinds, and as a trained paramedic, I get to work for NASCAR on my days off. The rush of adrenaline on the race track is an awesome experience.

Q: Any final words? A: YOUR community will reflect the effort you put into, so get involved!
