“My perde kry vrotpootjie.” Die grens van De Draay strek ongeveer vanaf die 60km aaanwysingsbord soos jy die dorp vanaf Hermanus binnekom, reguit na die see tot by die hoogwatermerk. Dit sluit die vleiland-gebied in. Sou jy dus ‘n grensdraad daar sou span, sou Kleinmond se hoofstrand net sowat 200 m lank wees voor jy teen ‘n draad te lande sou kom.

Abalone Report: Failure at national level to address poaching The DA’s Beverley Schäfer, MPP, yesterday (Wednesday) told a news conference in Cape Town that the national government has failed coastal communities by not addressing poaching. The following is a summary of her findings: Government at national level has completely failed the entire Western Cape fishing community. Pursuant to an overwhelming request via various media channels, as well as through appeals made to the Western Cape Provincial Parliament’s Standing Committee on Economic Opportunities, Tourism, and Agriculture, it was decided, at two meetings held in September 2016, that an in-depth and comprehensive study be undertaken on the impact of abalone poaching on the Western Cape’s small-scale fishing communities and the provincial oceans economy. The subsequent report serves to provide an overview of abalone poaching along the Western Cape coastline, taking into account the socio-economic impact of this illegal activity on small-scale fishing communities. The report was compiled in cooperation with leading academic experts working in the pisciculture sector, the Western Cape government, as well as detailed testimonials from community members and stakeholders obtained through public hearings held on 3 February 2017 in Saldanha Bay, 8 February 2017 in Gansbaai, and on 24 February 2017 in Cape Town. The summarized findings below, detail a number of alarming revelations relating to the failures by the Department of Agriculture, Forestry, and Fisheries (DAFF), the Department of Public Works (DPW), and the South African Police Service (SAPS) to effectively tackle poaching in the Western Cape: 1.The poverty in which many of the Western Cape’s fishing communities still live, has driven many individuals to illegal poaching as a means to put food on the table. As SouthAfrica is the world’s third largest supplier of farmed abalone, with an estimated production of some 1450 metric tonnes in 2015, fishermen and women have capitalized on the illegal poaching and sale of this marine produce as a means to escape poverty and make easy money. As such, organized crime

and gang-related activity have become involved in this illegal trade, bringing drug use and heightened violence to these communities. Illegal poaching is most prevalent among individuals without fishing rights or quotas which are supposed to be handed out by DAFF. The Western Cape has raised these concerns with DAFF and the national government as nothing is being done to provide these communities with a means to earn a living from the ocean, something they have been doing for generations. 2.National law enforcement is severely under-resourced and under capacity to combat illegal poaching. On the 7th of June 2017, the South African Police Service reported, at a meeting of the Western Cape Provincial Parliament’s Standing Committee on Community Safety, that there are no water wing units operating at national or provincial level due to a lack of resources. In a province which is uniquely bordered by two oceans, this is absolutely alarming and indicative of the ongoing abalone poaching which continues unabated. 3.Public hearings in Gansbaai and Saldanha Bay revealed that a prior ban on recreational fishing, a regulation made to conserve the stock of certain marine resources, has had a negative impact on small fishing communities. Local and international tourists alike are intimidated by gangsters and poachers who have moved into these coastal areas, and the usual influx of money into these communities as a result of coastal tourism has ceased completely. 4.Access to small-scale fishing rights and quotas by DAFF are overcomplicated and poorly enforced due to language barriers in legislation and a complete lack of understanding between the national department and fishermen. Furthermore, the Department is ill-equipped to deal with the number of applications and seems completely out of touch with the needs of local fisherman. 5.Confiscated abalone by DAFF is being sold below market value, resulting in the market becoming far less competitive. DAFF has failed to use the income accrued from confiscated abalone to effectively combat poaching. Part of DAFF’s Marine and Coastal Management budVervolg op bl.17

God, give me grace to accept with serenity the things that cannot be changed, courage to change the things which should be changed and the wisdom to distinguish the one from the other

Alles moet vinnig geskied.

Haar skoonfamilie kon BAIE praat. Dis nou my Pa se deel van die familie. Hulle gaan haal altyd ‘n

storie by Adam.

Amen!” Ek het so ‘n spesmaas sommige politici is net so lief vir hul eie stem as oom Benjamin.

Invasive plants in and around Kleinmond The Kleinmond Nature Conservation Society launched a new project earlier this year; “Kleinmond free of Invasive species - Kleinmond sonder Indringerplante”. This initiative is to serve the interests of one of the greatest assests our town has been blessed with; i.e. the Fynbos plant kingdom which surrounds the town and which forms part of the Kogelberg Biosphere Reserve. The Society’s Quarterly publication, “Fynbos” reported as follows about the background of this project: “This unique fynbos vegetation is part of our country’s heritage and has such cultural, aesthetic, scientific and research values that R.I.G. Atwell, in an early issue of our Fynbos newsletter, compared it in importance with that of our heritage of Cape Dutch houses and other historical treasures. Many of us however, consider it more important, if for no other reason merely by virtue of its age. Measures to preserve this attribute in the face of pressures such as township development and invasive vegetation, is therefore more than appropriate. The favorable growth conditions for several exotic species, together with their unchecked seed dispersal, allow them to establish themselves very easily in these fynbos areas. They thereafter, flourish in the absence of natural pathogens and aggressively compete with our less robust growing endemic fynbos species, eventually replacing them as they have conspicuously done in some of the coastal plain areas to the east of Kleinmond. The Kleinmond hacking group has for several decades made it their business to deal with this ever present threat and has been instrumental in the removal of invasive exotic species in all accessible nature reserve areas bordering the town. Their monthly efforts, together with those periodically rendered by municipal hired teams, has by and large kept the threat posed by the invasive plants in check. Ironically enough, one of the sources of the seeds from which the hacked plants grow, are Kleinmond garden plants!”

- “What can I plant to replace the invasive plants on my property?”

The leaflet can be obtained from Peter Müller (phmwoodt@sonicmail.co.za) who compiled it, or from Botha Maree (bothamaree@gmail. com), the convenor of the project committee. In this week’s Overstrand Herald, you can read the second article in this series (written by Paul Coetzee) about the wattle invasion in our area. The Australian myrtle will be the next invasive specie you

will be able to read about in a future issue of the Overstrand Herald, as well as articles on the remaining seven short listed invasive species. There is a significant number of wattles (and many more myrtles) occurring in private gardens in Kleinmond. To encourage the replacement thereof, Kleinmond’s hacking group has offered their assistance with the felling and removal of the first ten manageable sized trees they are informed of, and to avail the owner of replacing it with an indigenous tree, donated by the Kleinmond nature Conservation Society.

Visits after storm: Members of the Ward 9 (Kleinmond) Committee embarked on a drive around the area on Thursday to view the damage the recent major storm has done. This enabled them to determine what inputs the committee could give the municipality to ensure we are best prepared for the winter months and beyond. The group started up in Mountain View where some issues have been

Die tafels self was

experienced in the past and then moved on to Overhills. The tour was completed by a visit to various sites in our town. Some observations were made and noted and were duly handed over to the municipal officials at the end of the tour. The Ward 9 committee is made up of members from various backgrounds and with various expertise. This has proven to be very beneficial.

Drop-off points for donations to Knysna Fire victims Devastating fires in Knysna and surrounding towns have caused a trail of destruction and forced thousands to evacuate their properties. Many lost their homes and several their lives. The fire was propelled by strong winds from a storm that ravaged the affected area since Wednesday. Damage in the Eden District is said to be beyond calculable, reports Overstrand Fire Chief, Lester Smith. “Our firefighters from across the country are still working on containing fires around Knysna and we ask residents to please stay away from those areas,” he requested. Chief Smith also reminded motorists to give way to emergency vehicles. Many Overstrand residents, various businesses and charities have answered a call for much needed donations for those who have lost so much. The items have already been delivered during the past weekend, thanks to kind people who made their vehicles

available and gave up their time to make the deliveries. The Overstrand’s Fire and Rescue Service dispatched teams of firefighters and equipment to assist with active firefighting along the Garden Route. “Every donation, regardless of the size, will make a huge difference to those impacted by the fire. Please may we request you mark clearly what you are donating where possible”, requested Executive Mayor Rudolph Smith. Drop-off points The Overstrand Municipality has made drop-off points available for donations which will be taken to Knysna to assist victims of the fire. Good Samaritans who would still like to assist with donations to victims affected, can do so by dropping off goods at the Hermanus Fire & Rescue & Disaster Management offices at 14 Mussel Road, in the Hermanus Industrial Area. They are open 24 hours per day.

Vervolg van bl.5 get is derived from the sale of confiscated abalone. This could lead to a perverse incentive: i.e. DAFF having a direct interest in maintaining illegally poached abalone. 6.Currently, rock lobster population levels are at a mere 2% of what they used to be, and abalone populations currently sit at 20% of former levels, having decreased by an alarming 15% in the past 5 years alone. Recovery plans set developed jointly by DAFF’s, WWF SA, and other fishery stakeholders, have been completely ignored, making it ecologically and economically unsustainable for future fishing as reserves will be depleted. 7.The adoption of the SmallScale Fisheries Policy in June 2012, which gives coastal communities preferential access to marine resources and incentives, community members to be the ears and eyes of their own reserves, has been slowly implemented. This policy was earmarked as a proactive and inclusive means to combat marine poaching, yet it seems to have fallen by the wayside. The policy has also brought into question the nature of small-scale fishing rights and quotas. 8.Since 2005, the Harbor Steering Committee (HSC) of representatives from the National Department of Public Works, the Department of Agriculture, Forestry, and Fisheries, and National Treasury, which is responsible for the management and maintenance of 12 small boat harbors in the Western Cape, has severely neglected them. As these harbors have fallen into a state of disrepair, the fishing economy and the role of harbors in the tourism value chain in the Western Cape, which relies on this infrastructure subsequently collapsed. The Department of Agriculture, Forestry, and Fisheries has failed to: •regulate and effectively coordinate their function to protect and conserve Western Cape’s abalone and West Coast Rock Lobster (WCRL) stocks; •follow the advice by the Department’s scientific working groups to ensure the sustainability of marine resources; •allocate small-scale fishing rights to existing fishermen who live in and along coastal towns;

•effectively monitor and protect South Africa’s vast coastline with its partners; •effectively control and inspect local fishing landing sites; •enforce certification pertaining to confiscated abalone; •provide enough vessels to guard the coastline and monitor hot spots where poaching is rife. The South African Police Service (SAPS) has failed to: •provide enough visible policing in coastal communities where poaching is rife; •implement coastal marine units such as the water wings to directly tackle poaching; •investigate and clamp down on police involvement in poaching syndicates; •arrest and convict syndicates and poachers more effectively; •have an effective Organized Crime Project Investigation (OCPI) unit to dismantle criminal syndicates by prosecuting its members and seizing their assets; •effectively collaborate with the SA Navy to curb poaching, now considered a transnational crime. The Department of Public Works (DPW) has failed to: •Maintain the 12 small harbors of the Western Cape, resulting in a serious degradation of these public assets, an increase in crime, and a failure to develop their economic potential. The potential of the oceans economy could contribute an estimated R177 billion to the country’s economy each year, and create as many as 1 million direct jobs. The poaching of abalone costs the economy close to R1 billion annually, and data released estimates that up to 7 million abalone are being poached per year, up from 4 million in 2008 at an estimated value of $440 million. The loss to the Western Cape economy and the South-African economy at large cannot be ignored. In the current economic climate, we must ensure that we maximize our opportunities to create jobs and growth in South-Africa. The committee has made the following recommendations to various Western Cape Government Departments to further investigate: 1.The Western Cape’s Department of Community Safety must investigate the Vervolg op bl.27

Excited Grade 6 learners from Kleinmond Primary School were treated to a guided tour of the Two Oceans Aquarium to celebrate World Oceans’ Day on 8 June. The trip to the V&A Waterfront in Cape Town was organized by the Marine Stewardship Council (MSC) in recognition of the active role the learners are taking towards improving the marine environment in their community. For most of the children, all proud members of the ‘Friends of the Ocean Club’, this was their first trip to the aquarium. The ‘Friends of the Ocean’ was founded by Kleinmond community member, Mr William August, as part of his EcoEnviro initiative. The initiative aims to create partnerships with other environmental and social organizations, and to raise funds for educating and inspiring local children to care for their environment. “My goal is to improve the awareness and prospects of children from our community and get them to understand and appreciate the world around them and in so doing, help them create a better future.”, said Mr August. exhibits and fascinating sea creatures, Joshwin November said excitedly, “I learned a lot about our oceans today, including that fish actually need oxygen to live! I also learned that it is important to protect our fish so that there will be fish for the future. I would like to be a fisherman or a diver one day.” The Kleinmond fishing community is currently involved in a pilot Fishery Improvement Project with WWF-SA. The project, which focuses on the small-scale fisheries in the Kogelberg, was set up to address the challenges facing the small-scale fisheries sector and is based on a pre assessment against the MSC Fisheries Standard. Angela McQueen, Communications Manager of the Southern Africa office of the MSC says “The MSC is committed to increasing the accessibility of our program to more fisheries and is increasingly engaging with the small-scale sector. We have developed a series of tools, funding and training initiatives aimed at helping these fisheries take their first step on the road to environmental improvement”. The Kogelberg coastline extends 65 km from Gordon’s

Bay to Botrivier, and is an important conservation area for many of South Africa’s threatened line-fish species, as well as iconic species such as abalone and West Coast rock lobster. Fishing communities in this area number amongst those in South-Africa for whom the ocean plays a critical role in food security. By working with community-based fisheries, the MSC hopes to encourage

increased uptake of certification and eco labeling by the smallscale sector. The presence of the MSC’s distinctive blue eco label on seafood products gives consumers an easy way to identify fish that can be traced back to a sustainable fishery that has been independently certified to the MSC’s sciencebased environmental standard for sustainable fishing. Women entrepreneurs excell! Ria Burrows KLEINMOND – “She believed she could – so she did.” This is the motto of three exceptional women, each a connoisseur and successful entrepreneur in their own fields, who have very recently joined forces. This centrifugal force in the vicinity of the Kleinmond harbor, will draw visitors, tourists and potential customers into the new Lili & Co, situated in the center of ‘The Yard’. This venture combines the managerial skills, marketing strategies and visionary focus of three different business owners, complementing and improving sales and client orientation for the new enterprise. Lizette Conradie of Lilimarlene Handmade has managed her handmade material and ceramic business from home for the past four years, with the competent assistance of well-known Jeanette Kitching, two part time ceramicists and one full time employee. Wooden, glass and ceramic products flow from their artistic and thrifty fingers,

charming customers, friends and visitors. Lizette’s husband encouraged the move into a new venue with two partners, promising his full support. Sy lewer ook gereeld produkte vir die gewilde “Back to School” projek.

Kom loer gerus in voordat hulle gewildheid hierdie groot voordeel erodeer!

KidsCan! Changing Children’s Lives At the end of last year, sixteen children who attend the KidsCan! After School Care and Learning Centre received academic diplomas at school and all of them were under the top ten learners in their different grades! Joining hands with parents and teachers, KidsCan! contributes to the academic improvement of Kleinmond’s vulnerable children. Every afternoon our staff and volunteers help each child to complete his or her homework for the day and help to improve their reading and mathematics. Children have access to computers and the Internet for school projects and learn basic computer skills. KidsCan! is a non-profit organisation in Kleinmond that helps 35 vulnerable primary school children become contributing members of society by offering a safe after school care centre where they receive a daily meal, are given opportunities for self- development, enjoy special holiday

programmes and have loads of fun. Our vision can only be achieved because of three dedicated staff members, generous donors locally and abroad - as well as a group of volunteers who give of their time, share their skills and expertise to enrich the lives of our valuable young children. KidsCan! has various initiatives to raise funds. Holidaymakers and residents are encouraged to invest in the well- being of our HangklipKleinmond children by supporting us. Please buy at our charity shop where you will find hidden gems at bargain prices. Or donate those items, from furniture and appliances to small items, that are still in a good condition that you want to replace or get rid of. Guest houses that are refurbishing, or businesses that want to get rid of old stock, are welcome to donate. Make us the beneficiary on your Woolworths MySchool or Lyoness

cards. Volunteer at the centre or share your experience & skills by becoming a committee member. Sponsor a child for a year. Cycle, swim, run, jump, dance or do anything wild to raise money for us. Hoofpad gives generously KLEINMOND - The furry friends of Kleinmond Animal Welfare Society (KAWS) have every reason to wag their bushy tails, especially given that they are the lucky recipients of the proceeds garnered from the Ultimate Braai Master Competition held at popular Kleinmond drinking hole, Hoofpad Pub & Grill on Saturday, 3 June 2017. The event had locals and visitors gathering in large numbers, all eager to savour the braai dishes on offer from the five competing teams, whilst also reveling in the lively mix of entertainment provided. The unenviable task of deciding on the winning dish fell on the trio of judges comprised of KAWS Management Committee Members; George du Plessis, Rosemary Greeff and Oliver Corbett-Wood. The B-Team’s yummy Yellow Chicken creation with accompaniments of buttermilk bread, a concoction of raw mealies, carrots and an apple and avocado salad, definitively won the judges favour and saw them lay claim to the coveted Ultimate Braai Master Crown. Second place went to Die Manne for their stuffed chicken, peri-peri chicken wings, potato salad and braai bread ensemble. They were closely followed by Die Worswinkel in third place who presented their own homemade boerewors and gourmet burgers along with a mixed salad.

The benefit brought in additional funds through an auction led by Cllr Grant Cohen that had party-goers vying for fabulous items, such as a family photo shoot by internationally renowned photographer and KAWS’ very own Gayle du Preez of Catchlight Image Photography, hampers of liquor and promotional material sponsored by Distell, SouthAfrican Breweries and Protea Drankwinkel, as well as a 18hole four ball round of golf at the exclusive Arabella Hotel and Country Club. Notwithstanding the scrumptious boerie rolls, courtesy of Werner’s Butchery, which also netted a sizeable amount in sales and had the crowd drooling for more. With the evening drawing to a close, KAWS Treasurer George du Plessis thanked the public, attendees, sponsors, councilors, media and particularly the host Hoofpad Pub & Grill for the tremendous support and generosity of spirit extended to the organization. “We are extremely appreciative of efforts and financial assistance like this as it allows us to continue our work and the delivery of essential veterinary services to the animals and community of Hangklip-Kleinmond,” said a visibly moved and deeply grateful ‘Oom George’.

The ‘B-Team’ led by Jeanne Mouton could barely contain their delight at taking the top spot in the Ultimate Braai Master Competition that was held at the Hoofpad Pub & Grill in Kleinmond on Saturday, 3 June 2017. Owner of the popular drinking hole, Deon Swart (far right) was seen taking in the joyous moment along with Cllr Grant Cohen (second right), KAWS Treasurer George du Plessis (third right), B-Team members Hannah Griffith, Frikkie le Grange, Jeanne Mouton and his partner Bessie Tolken, as well as Hoofpad’s Shane Hastie (far left).

Kok van die week

Bladsy 22

Hierdie dag het sy ontstaan gehad in 2001 in Nuweland a.g.v.

First boys to men event From 18:00 on Friday the 2nd of June the first ever Kleinmond Boys To Men group started gathering at the Kleinmond Caravan Park. In total a group of 19 Primary school boys took part in the sleep over/stay awake. This get together was used as an icebreaker for the group. The boys had a great time. The evening started with two of our local firefighters taking control and appointing a team leader who quickly gained the trust of the other boys. The group consisted of young men from both our primary schools. The various games that were introduced quickly turned a group of strangers into a team. Some of the boys wanted to test the stay awake theory

and did exceptionally well. One member in particular took the name to heart and stayed awake, playing chess with one of the supervisors until the next morning. The group then took part in the march to Mthimkulu for the completion of Child Protection Week. Thanks to all involved in making this Stay Awake a success. A special shout out to Thomas Taxi’s for assisting with transport and to Werner’s Butchery who provided a discount, which was needed to feed this hungry group! If any males out there would like to be part of a future program please do not hesitate to contact Grant Cohen on 0724369068 or grantcohen25@ gmail.com

Al die volke en die nasies … in Hangklip/ Kleinmond - The UN in Hangklip/ Kleinmond Working at the Overstrand Herald has one or two perks. One of these is definitely meeting all the people who either wish to place an ad or have something to say. In this way, I have met people from Poland and Malawi and Zimbabwe, Zambia, Mozambique, Nigeria, Bangladesh, the UK, France, the Democratic Republic of Congo, Germany and Austria. Perhaps even a few more which I have now forgot, but these are the main countries and this does not even include holiday-makers. Then of course, there are the South Africans: Those speaking Afrikaans (in the colorful spectrum of this land) who come from all over the country; English speaking South-Africans; those whose mother tongue is Xhosa, Southern Sotho, Zulu, Tswana, German, Northern Sotho, Portuguese and Greek. Nou sien, dis waar al die dinge so interessant raak: wanneer

Health column – aloe vera This week Paul Neil, our natural healer in Kleinmond, discusses the immense health benefits of one of our most prolific and easy to grow plants, the (not so) humble Aloe. Aloe Vera is God’s gift to people, as Alloeh refers to a shining bitter substance, and Vera relates to ‘true’. Aloe Vera is rich in vitamin B1, vitamin B2, vitamin B6, vitamin B12, vitamin A, vitamin E, niacin and folic acid more -nutrition required for the proper functioning of human body. The following are proven ways that Aloe will address health issues, while keeping you healthy: To treat sunburn, burns and wounds To heal gum diseases It moisturizes skin, hair and scalp and promotes hair growth It helps with constipation, improves digestion and soothes acid reflux Boosts the immune system Prevents Oxidative Stress Provides antioxidants and reduces inflammation Reduces cancerous growth and heals radiotherapy treatments’ side effects Relieves dermatitis, dry skin, stretch marks, rashes and skin irritations Reduces pain from arthritis, joint and muscle pain Relieves menstrual problems Alleviates nausea Reduces blood sugar level Improves cardiovascular functions and boosts oxygenation of the blood Delays the aging process Preserves food. How to use Aloe Vera? Aloe has many uses and its benefits are typically obtained by breaking off a stalk to extract the gel within, and either applying this topically to the skin, or ingesting it. The gel can also be combined with other natural ingredients to form part of your health or beauty routine. We asked Paul to point out the issues affecting our health here in Kleinmond. According to Paul, the main methods necessary to triumph over health issues, are as follows: Firstly, build up your immune system, the major reason that a lot of people in Kleinmond are sickly in the first place. Secondly, find foods that are as close as possible to the way God made them. He designed them the way they should be consumed and processed. When God and Hippocrates agree on food being your medicine, it is a good indication of how to be healthy. Thirdly, the body’s PH must be “Alkaline” because ill health thrives in an “Acid” system. Paul advocates his three-week eating plan, which is not a diet but a correct eat plan. This will balance the body’s PH and will help other with health issues. In addition, Paul stresses the knowledge of health healers and health killers: Healers: In conjunction with Aloe, garlic in combination with honey, apple cider vinegar, cayenne pepper and turmeric becomes an excellent health and healing food. Ginger and onions are antiinflammatory and have many health benefits. Killers: The “whites”: Sugar is an empty food, robbing your nutrition and causing 124 diseases; pork causes 54 diseases, including the eye destroying Trichinosis; table salt is in fact sodium chloride which raises blood pressure, possible stroke and many other maladies. He strongly advises the use of Himalayan Rock Salt which has not been stripped of its essential minerals. The last ‘white killer’ is white flour, bread and pasta as these contain gluten, which has several health killing issues, including increased type-2 diabetes. Paul stresses that this information is for basic knowledge only, and advises to see your Health Professional if you have specific health issues. For further information Paul can be contacted at overberghealing@gmail.com.

Abalone Report: Failure at national level to address poaching Vervolg van bl.17 drafting of provincial legislation to establish specialized police units specifically to combat poaching along our coastlines, train community watch organizations, and, together with SAPS, re-establish a coordinated joint operation on a full time basis. 2.The Department of Environmental Affairs and Development Planning must look at a dedicated Green Scorpions for abalone poaching through Cape Nature. 3.A provincial prosecution body through the Biodiversity Crime Unit must be set up. 4.The Department of Social Development must investigate and implement a focused substance abuse intervention strategy in Hawston and Gansbaai. 5.The Department of Agriculture, through the skills game-changer and private partnerships, should look into skills development programmes and aquaculture learnerships for fishermen and women. 6.Local municipalities must be encouraged to develop a by-law in line with the City of Cape Town to take over the management of the small boat harbors in Cederberg, Saldanha Bay, Bergrivier, Overstrand, Cape Agulhas, and Hessequa municipalities. Pages 28 to 31 of the Abalone Report also provide detailed recommendations for small-

scale fishing and poaching which also address the findings of the report. The findings of the Abalone Report along with the subsequent recommendations highlight the necessity to tap into and grow the oceans economy of the Western Cape. Globally, the aquaculture sector has grown immensely and offers significant potential for rural development especially for coastal communities which have been marginalized in the past (Operation Phakisa). The ineffective management of small-scale fishing by DAFF has directly resulted in the plight of the Western Cape’s fishing communities and the sharp increase in poaching. It is evident that national government has failed to deliver on its mandate to protect, manage, and grow our marine resources in order for smallscale fishing to be ecologically sustainable and economically profitable. This is why, as the DA in the Western Cape, we remain committed to holding the executive to account in the sustainable management of our provincial oceans economy. We also remain vigilant to combat poaching in our oceans. This is at the forefront of our goal to create an open opportunity society for our fishing communities.

15 Junie – 12 Julie
