Paasnaweek: Volop besoekers, maar mense draai sente om Die dorp het weer die afgelope Paasnaweek ‘n hoë volume besoekers ervaar en besighede het oor die algemeen gebaat daarby. “Dit was soos gewoonlik weer ‘n baie besige Paasnaweek vir ons”, sê Anecia Olivier, inligtingsbeampte by HangklipKleinmond Toerismeburo. “Meeste van die akkommodasieplekke wat lede is van die toerismeburo was stampvol bespreek oor die naweek. Ons het gestoei om plek te kry vir sommige gaste.” Volgens Gerard le Roux, medeeienaar van SuperSpar, het die naweek goed afgeloop. “Dit was ‘n besondere besige naweek en ons syfers vergelyk goed met dié van verlede jaar.” “Die weer die afgelope naweek was fantasties, dis die eerste keer in 5 jaar wat ons sulke lekker weer gehad het”, sê Alastair Stokell, eienaar van The Shellfish Bar in die hawe. “Daar was baie van die gereelde
besoekers wat deurgekom het.” Volgens Stokell word die aantal besoekers bepaal deur die weer en die begroting van vakansiegangers. “Hoewel daar min of meer net soveel mense soos laasjaar was, het hulle minder spandeer. Ons het ook ‘n klomp besprekings gekry, wat nie gewoonlik gebeur nie.” James Mittan, ‘n nuwe sakeman op die dorp en eienaar van Coffee House en Explore in die Sparsentrum, is van mening dat al die voete op die dorp nie noodwendig besigheid beteken het vir klein winkeltjies nie. “Meeste van die besoekers het direk Spar toe gegaan, hulle inkopies gedoen en weer huis toe gegaan. Dit kan wees as gevolg van die ekonomiese druk wat ons ervaar. Mense spandeer minder en koop net die nodige. Hy meen dit hou verband met die komende week se skoolvakansie en dat dit hierdie naweek hopelik ook besig sal wees.

Kleinmond Primêr gaan moontlik nie meer Gr 8 en 9 aanbied nie KLEINMOND - Ouers met leerders in Kleinmond Primêr is kort voor die skoolvakansie op ‘n vergadering ingelig dat die moontlikheid bestaan dat die skool van volgende jaar af nie meer gr. 8 en 9 gaan aanbied nie. Hoewel dit voorkom dat dat die meeste ouers wat die vergadering bygewoon het wat met die beheerliggaam en bestuurskomitee, die besluit moontlike besluit aanvaar het, is daar tog ander ouers wat voel dat so ‘n besluit hul kinders sal benadeel. reason is that learners are exposed to specialised teaching sooner. Trading white managers for meritocracy These days it seems that I more often see Bradley, our village’s ponytailed middle-aged surfer, at his lookout dune than in the water. The reason, according to him, is the changing of the
season and the wind direction that is messing up the waves. There is little pleasure in the enjoyment of natural energy under such conditions … and all the youngsters out there should
know of better. Back in the day at Dairies in Durban it was another story, he says. Conditions seemed to be perfect all the time. But, once the word got out that the surf was “cooking” everybody left the things that they had been busy with and flocked down to the beach in the heart of the city’s Golden Mile. It was like a festival, Bradley says with a far off look in his eyes, before starting to reminisce about the great names of surfing with whom he hobnobbed and the beautiful girls in their bikinis. It was on Dairy Beach, in fact, that he for the first time saw a monokini, but when the lady realised that she had lost her top in the surf, she crossed her chest with her arms and ran to her towel, which she gathered without stopping, before leaving the beach. Bradley never saw her again. “She had nothing to be embarassed about! But such was the morality of those days.” After a long pause, Bradley

He said we must form partnerships and find each other. I felt I could not agree more. “But last week, his story totally reversed. Now he wants the ANC to fire more than half of the white managers working for the Western Cape Provincial Administration if they regain control of the provincial government in the coming election. No more conciliatory talk, just hard line implementation of employment equity. And that in just two weeks.” Now it is time for Bradley to turn on his inverse wisdom: “You know what Fanie, Tony is actually right but for the wrong reason. It is not about employment equity; in fact I think that should be scrapped with immediate effect. It is about preparing our young people to play their role in the real economy. “The civil service should be the place where young qualified people gain their experience. They must learn how to take business decisions and to implement them. But once they have gained competence and confidence in their own

Bladsy 6 abilities, they must leave the security of those cushy jobs and start up their own businesses. “Nobody older than 45 should receive a government salary. They must move out of the civil service and make space for younger people to also gain knowledge and expertise. But those opportunities must be open for all and the only consideration for appointment should be merit, not colour. “Can you think how our economy will grow if we get thousands of trained and experienced entrepreneurs starting up businesses and partnerships every year. Not only will productivity rise, but also employment. Very soon we will be the number one economy in Africa again. “And let me assure you, service delivery by the public sector will not suffer. Government is so regulated and prescribed these days that we really do not need managers and directors that are paid much more than they are worth!” Well there is a basis for negotiation, Tony! Whites can go, but so must employment equity aka affirmative action! 2014 Classics for All The 2014 Greyton Genadendal Classics for All Festival takes place from Thursday 29 May to Sunday 1 June. Eleven concerts will be performed in the historic churches of Greyton and Genadendal, as well as in smaller venues in these two neighbouring villages. The focus of the festival is on classical music concerts, but there will also be workshops, a concert for children, art exhibitions, wine tastings and various food events. Tickets are available online at Computicket and in-person at the Computicket outlet at the Greyton Tourism Office in Main Road, Greyton (028 254 9414). On Thursday evening High Hopes Guest House is hosting two young, up-and-coming artists Anele Mhlahlo (violin) and Axolile Hosa (flute), accompanied by Philippus Hugo. Every year the festival introduces young artists who will be the face of South African classical music of the future, in a production called “The Next Generation”. This will be the official opening of the festival, and drinks and bites will be served after the concert. For the first time the Classics for All festival will feature an overseas act, i.e. the Harmonic Brass Ensemble from Munich, Germany, at the Moravian Church in Genadendal. Also a first for the festival is an “alla breve” performance of the Mozart’s opera Don Giovanni, presented by the UCT Opera School with guest artists soprano’s Beverley Chiat and Violina Anguelov. Saturday evening sees the gala event, sponsored by the ATKV and featuring previous winners of ATKV competitions, such as soprano Caroline Modiba, tenor Lois Loock and violinist Zanta Hofmeyr, as well as the Greyton and Genadendal community choir accompanied by Philippus Hugo. The mood changes late Saturday night with the performance of Comedy Classics by well-known cabaret artists Emile Minnie and Godfrey Johnson, at the Overberg Theatre at Searle’s Trading Store.

Nog ‘n koppie?

Daar was nie so lank terug nie ‘n mannetjie met ‘n snorretjie wat ‘n hele nasie van intelligente mense so begogel het, dat miljoene mense in ‘n oorlog dood is. Ek moet julle van die Tweede Aarde waarsku, óns mense is vreemde wesens wat in hulle grein in magsbehep is en min van hulle is tevrede met wat
Brief aan die ‘Tweede aarde’ Liewe Tweede Aarde Ek verstaan jy is iewers ver weg opgespoor. Die slim mense hier reken daar is lewe soos hier. Nou ek, is niemand van nêrens, maar indien jy iets met ons te doen gaan hê, is daar dalk ‘n paar dinge wat jy in gedagte moet hou: Ons aarde is ‘n pragtige plek. Hy kom al vir miljoene jare aan en het verskillende permutasies beleef en is oral asemrowend mooi. Hier is ook diere. En dan is hier mense en mense beskou hulself as baie slimmer as diere. Die mense wat op hierdie aarde bly, is hoofsaaklik goed en gaaf. Dis nou tot hulle bedreig voel. Dan is hulle tot enigiets in staat. Indien hulle vermoed of dink hulle vermoed dat jy dalk dink dat jy slimmer of beter of sterker as hulle is, lê daar vir jou en jou wesens ‘n rowwe tydjie voor. Aardlinge het in die gewoonte geraak om voortdurend te kompeteer, en mekaar se goeters te vat. Min aardlinge gun mekaar die son wat oor die ander skyn, hoewel daar daar meer as genoeg is vir almal. Ek neem aan julle sal weet wat ‘n son is, aangesien dinge daar glo baie dieselfde is as hier. In elk geval, hier is vreeslik baie mense. Liewer, te veel van hulle wil op dieselfde plek bly. Nou baklei hulle almal oor dieselfde lappies aarde. Hulle baklei ook gedurig oor wie se land/ geloof/ ideologie die beste is. Dis nie in aardlinge se natuur om te lank in vrede neffens mekaar te woon nie. Soms kan ons, maar sodra iemand dalk bietjie harder werk as sy buurman en dan
bietjie beter vaar, dan ontstaan daar ‘n ou souerigheidjie en kort voor lank het jy sommer ‘n bakleiery. Daar is verskeie godsdienste en gelowe op aarde. Die meeste van hulle is, op die keper beskou, ten gunste van lig en liefde en vrede vir almal, behalwe vir die met wie dit beter gaan. Die wat mekaar die meeste haat, is die wat raakpunte het. Ek is nie seker hoekom nie. Dis amper soos kinders wat stry wie se Pa is die sterkste. Sal almal nie verbaas wees indien almal se Pa op oulaas dieselfde Een is nie? Dan is daar natuurlik hier op ons aarde ‘n fenomeen wat ons ‘n “politieke party” noem. En is dít nou vir jou ‘n grap! ‘n “Party” is ‘n groep was aanspraak maak daarop dat hy ‘n groep enersdenkende mense verteenwoordig. Die een “party” veg dan vir die saak van sy volgelinge teen ‘n ander “party” of “partye”. Soms ten bloede toe. In beginsel beweer al die partye hulle het die belange van hul volgelinge op die hart en in daardie opsig is hulle almal dieselfde. Dikwels is die volgelinge van ‘n spesifieke party mense wat met die lede van ‘n ander party ‘n byltjie te slyp het en dan stry hulle onder die dekmantel van partybelang. Die vreemdste gedrag van ‘n party is wanneer die leiers daarvan hul arme volgelinge se ondersteuning en goedgelowigheid misbruik om hulself te verryk en of hul posisie te verbeter. Dit gebeur elke keer. Want mense soek gedurig na iemand wat hulle reken hul saak sal veg. Partye baklei

In julle eie belang: Hou maar die aardlinge weg van julle aarde af, want voor julle weet waar julle is, sal daar ‘n spannetjie wees wat julle wil oorneem en/ of julle stemme in ‘n verkiesing soek. Ons soek doeltreffende bestuur Dit was met waardering dat ek u beriggewing (Herald; 10 April) oor die vergadering van die munisipale wykskomitee kon lees, en drie hoera’s vir ds. Bennie van As en andere wat hulle stemme dik gemaak het. Die feit is dat oorspronklik het mense hierheen uitgewyk omdat hulle nie in ’n groot stad wou bly nie en nou probeer ons munisipaliteit om Overstrand so vinnig moontlik in ’n tweede Kaapstad om te skep en hulle is trots daarop, want hulle vee hulle af aan die inwoners. Dié moet net sorg dat hulle fondse vir die steeds stygende uitgawes verskaf en dan voertsek tot later. Nouja, as ek ’n inset kan lewer by die vasstelling van my eie salaris sal ek dit vanselfsprekend sommer ’n goeie hupstoot gee. Nou probeer die staatsdiens die privaat sektor verbysteek wat salarisse betref, maar die privaat sektor is steeds die ou melkkoei. Die privaat sektor skep geld en die staatsdiens verkwis dit. Dis baie duidelik dat orals die melk aan die opdroog is. Ek wil aan Annette Mason sê, ja ons woon in ’n besondere omgewing; daarom trek mense hierheen. Kom ons vernietig dit gou-gou deur die bevolkingsdigtheid so te verhoog dat ons net met beton en teer bly sit. Hier is groot getalle van
pensionarisse wat nog dieselfde inkomste as voorheen het, maar nou hulle huise moet verkoop en ’n ander heenkome vind, omdat hulle nie meer kan bekostig om hier te woon nie. Ek lees dat Ben Solomons beweer dat Overstrand se tariefverhogings van orde tussen 7.5% en 8.4% is. Verklaar dan asseblief waarom ds. Van As ’n verhoging van 97% oor die afgelope vyf jaar ervaar. My belasting op my leë erf het in een jaar met 63% gestyg, en dis absoluut krimineel, maak nie saak onder watter naam dit verdoesel word nie. Dit val glo onder ’n ander kategorie; slim nê. Dis steeds dieselfde persoon wat dit onder ’n ander benaming moet betaal. Die groot tekort aan behoorlik gekwalifiseerde amptenare is niks snaaks nie. Wat het van al ons bekwame opgeleide inwoners geword? Hulle is in die pad gesteek, is die landuit of moes ander werk vind. Ek stel voor, besnoei die salarisse van amptenare met onredelike hoë inkomste en maak seker dat daardie mense weet hoe om ’n projek te bestuur. Doeltreffende bestuur maak die verskil tussen sukses en bankrotskap en is die hoofgeheim om besparing te bewerkstellig wat daardeur belastings te verminder. Erik Barnard

Who is killing the goose that lays the Golden Eggs? Die Overstrand Herald berig op 10 April 2014 bladsy 2 onder opskrif “Harde woorde in stadsaal” “So se die Munisipaliteit” Volgens die berig is beweer dat ons agbare Burgemeesteres sou sê “ sy wil die proses vergelyk met die opstel van n huis se begroting”! Ek is nie seker wat daarmee bedoel word nie! Met die stelling kan daar nie fout gevind word nie, maar kom ons kyk na ‘n huishouding, of kollektiewe huishoudings (Overstrand se Volkshuishouding), soos deur die agbare Burgemeesteres gestel en dan bepaal u of haar benadering korrek is om die Inkomstekant van die Volkshuishouding as vertrekpunt te gebruik vir die opstel van die konsepbegroting. Overstrand se volks huishoudings bestaan uit: ligte nywerhede, sakeondernemings en dan meestal afgetrede penioenarisse wie se inkomste gegewe is; ‘n werkende middelklas wat raap en skraap om die pot aan die kook te hou; ‘n hoë persentasie lae besoldigde arbeid wat op die broodlyn lewe en ‘n groot groep werkloses wat onder die broodlyn lewe. Die swak vertonings van die pensioenfondse, hoë inflasie, lae ekonomiese groei en les bes, lae rentekoerse het ‘n nadelige uitwerking op die bronne van elke huishouding en die vermoë van die huishoudings om te verbruik. Of dit nou goedere of dienste is, die beursie vir spandering word al hoe minder, waarvan belasting heffings oor die algemeen, die grootste uitgawe is. Derhalwe verbruik die huishoudings meer as wat hul kan bekostig agv. die hoë belastings en nie produksiemiddele nie, en asulks gebeur daar twee belangrike reaksies nl. 1) Spaargeld (S) word onttrek om vraag na goedere
en dienste te bevredig en 2) Investering (I) is nie moontlik nie, met die gevolg dat (S) + (I) = negatief. Eenvoudig gestel; die huishoudings word by die dag armer. Eintlik ontspaar die huishoudings wat ‘n groter gevaar ontbloot nl. dat die ekonomiese bedrywighede in Overstarand negatief is, wat gaan lei tot dalende vraag na goedere en dienste, wat weer die besighede raak en hulle vermoë nadelig beïnvloed om voldoende inkomste te genereer om ‘n bestaan te maak. Dit sal tot gevolg he dat indiensnemingvlakke gaan daal en werkloosheid toeneem. Insgelyks gaan insolvensies/bankrotskappe toeneem of huishoudings/ sakeondernemings gaan ophou bestaan. Besighede het dus die geneigdheid om hul pryse te lig veral gedurende hoë seisoen, om minstens in besigheid te bly. Dit het weer die negatiewe effek dat die publiek word oorprys en dan gaan koop hulle elders (oor die berg) wat ‘n verlies van ekonomiese aktiwiteit in ons streek tot gevolg het. As ‘n “Besoekersbestemming”, hoor ons elke dag hoe duur dit geword het en hoe swak ons dienste in Overstrand is. Dit is maar net ‘n paar simptome van die gevolg van oorbelasting van die volkshuishouding in Overstrand. Die afname in toerisme of die afname van die hoeveelheid geld wat hulle in ons area spandeer, dra by tot verdere probleme om Overstrand as ‘n bekostigbare Toerismebestemming te bemark. Hierdie bose kringloop of “causal loop effect” het direk sy oorsprong by Belastingverhaling. Belastingheffings staan sentraal tot alles wat in die ekonomie gebeur. Dit is doodeenvoudig; hoe minder belasting ‘n
huishouding betaal, hoe meer verbruik hulle en dit wat nie verbruik word nie, word surplus en word gespaar en spaargeld word deel van Investering en Investering lei tot groei en groei lei tot welvaart. Verbruik en spaar is die energie wat die ekonomiese vuur aan die gang hou en wat groei bring en op die lang duur, welvaart skep. Belastingvehalings kan nie welvaart skep nie en kan nie groei stimuleer nie en kan nie werk skep nie. Ons spaargeld kollektief, is die bousteen van enige ekonomie en as ons deur belastings nou ons spaargeld moet onttrek om te oorleef, dan disinvesteer die huishoudings en algemene groei bly laag met nog groter nagevolge. Waarom sal beleggers sy fondse in die Overstrand area kom belê? Teen die lae rendement en hoë belastings gaan geen Belegger in ons area wil kom bele nie. Dit het dan die gevolg dat die toekomstige potensiële belastingbasis nog verder gaan krimp. Om in die toekoms die uitgawes van die munisipaliteit te kan finansier, gaan nog groter druk op die bestaande en verkleinende belastingbasis geplaas word. Dit het die neiging tot oorbelasting van ‘n verkleinende belastingbasis en die afwaartse spiraal siklus volg soos hierin omskryf. Ons groot kommer oor werkloosheid in ons omgewing sal net opgelos kan word as plaaslike ondernemings of groei, of nuwe beleggers tot ons area toetree. Ek is bevrees, die ”kosepbegroting” spreek nie die groter aspekte aan nie. Ek wil amper sê, daar is ‘n gebrek aan visie vir die volgende 5 jaar!
Bladsy 13 Dit sal die effek hê dat armoede gaan toeneem, werkloosheid gaan toeneem, winsgewendheid gaan afneem, besighede gaan sluit en huishoudings gaan bloot minder verbruik en dan sal die las op die Munisipaliteit om infrastruktuur te skep en bekostigbare dienste te voorsien, aan ‘n toenemende plaaslike bevolking, wat sonder werk sit, nog ‘n groter probleem skep. Hoe langer die toestand voort duur, hoe groter is die gevaar dat groepe gaan verskuif na meer radikale aksies. Dit opsigself hou weer n gevaar in vir ons streek as ’n moontlike “Winsgewende Beleggingsbestemming” en dien eerder as afskrikmiddel vir toenemende beleggers na ons area. Ek is van opinie dat die Overstand Munisipaliteit ernstig na hulle uitgawes moet kyk, want aan die Inkomstekant, agbare Burgemeesteres, is daar beslis nie meer spasie nie. Daar is wel oplossings om die uitgawekant aan te spreek! Is dit nie nou die tyd dat ons moet dink aan “Right Sizing” nie of selfs “Down Sizeing” nie? Die strategie is ongelukkig nie baie gewild nie, maar baie effektief, maar dit vereis Uitnemende Leierskap om dit te implimenteer. Dit is mos nie moontlik om jaar op jaar oor dieselfde ding te argumenteer nie. Iewers gaan die wigte en teenwigte verskuif. As dit nie gedoen kan word nie, moet ons dan nie iemand kry wat dit kán doen nie? Ek laat dit by die leser om self die vraag te antwoord nl. “Who is killing the goose that lays the golden eggs.”? Harde woorde nie hard genoeg nie Die berig “Harde woorde in die stadsaal” in die Overstrand Herald van 10 April 2014 is uiters ontstellend en dit blyk dat inwoners nog nie hard genoeg gepraat het nie. Die reaksie van raadslede en amptenare op die klagtes van inwoners van Kleinmond dui op ‘n verontagsaming van die belange, behoeftes en finansiële vermoëns van inwoners. Dit blyk dat praat nie die gewensde reaksie het nie en ander alternatiewe moet dalk oorweeg word. In die gekultiveerde gemeenskap van Kleinmond is geweld, soos dit op talle plekke elders in die land voorkom, definitief nie ‘n oorweging nie. Optrede waar dit die “onaantasbares” sal wakkerskud om meer empatie vir die inwoners van die dorp te hê, het ‘n onafwendbare realiteit geraak alvorens ‘n aansienlike persentasie afgetredenes verdere verarming in die gesig staar. Enkele aspekte word in hierdie skrywe aangespreek. Na skatting is ongeveer 75% van die permanente inwoners van Kleinmond pensioenarisse wat hier kom aftree het, onder andere omdat die munisipale tariewe altyd relatief bekostigbaar was. Dié prentjie het radikaal verander. ‘n Groot persentasie van die afgetredenes is goed gekwalifiseerde mense wat steeds ‘n groot bydrae op talle
terreine lewer, bv. op die gebied van kultuur, natuurbewaring, buurtwag en liefdadigheid. Hierdie betrokkenheid is ‘n onskatbare advertensie vir die dorp en terselfdertyd haal dit ‘n groot werks- en finansiële las van die skouers van die Munisipaliteit en sy raadslede en amptenare af. Dit blyk dat die erkenning van dié betrokkenheid deur die gemeenskap weinig erkenning kry. ‘n Mens wil liewer nie dink aan die effek wat belastingbetalers se onttrekking aan die gemeenskapsprojekte kan hê nie. Sal die Munisipaliteit die verpligtinge teenoor veral die behoeftiges en die omgewing kan oorneem? Wanneer die maandelikse munisipale rekeninge ontleed word, kom ‘n mens op praktyke af wat jou bloeddruk laat styg. Neem as voorbeeld die watertariewe waar sg. bevoorregtes met dubbele slae geslaan word: 1. ‘n Tarief word gehef vir infrastruktuur – ongeveer R17,60. Dit is heeltemal verstaanbaar. 2. ‘n Groot basiese tarief word gehef voordat ‘n enkele druppel water gebruik is – ongeveer R110. Dit is verstaanbaar dat die basiese tarief verseker dat die eienaars van vakansiehuise ook ‘n bydrae tot die munisipale waterwerke maak, maar is dit (vervolg op bl 17)
Overstrand Herald (vervolg van bl 16) billik teenoor die permanente inwoners? 3. Die basiese eerste gratis 6kl is opgehef en kos nou ongeveer R20. Daarna betaal inwoners deur hul nek vir verdere gebruik. Is die gratis voorsiening van die eerste 6kl water per maand elders in die land ook opgehef? 4. Die slae is nog nie klaar nie!! Inwoners word aangeslaan asof 70% van die totale waterverbruik per “bevoorregte” huishouding in die dorp se rioolstelsel beland en veral permanente inwoners se waterrekening in die somer die hoogte laat inskiet. Snert!! Inwoners betaal reeds vir die water wat deur die watermeter registreer word en nou word hulle weer aangeslaan vir dieselfde water waarvan 70% definitief nie in die rioolstelsel beland nie. Inderwaarheid hou inwoners hul tuine (wat ook die sypaadjies insluit, wat eintlik die munisipaliteit se verantwoordelikheid is) in stand. Inwoners hou dus die dorp mooi en skoon by hul huise en sypaadjies, maar word “gestraf” daarvoor! Kan daar dan nie ‘n regverdige tarief uitgewerk word waar van almal, ook eienaars van vakansiehuise, vereis word ‘n regverdige eweredige bydrae te maak nie? Desnoods kan die tarief vir infrastruktuur verhoog word, maar die onbillike verdere heffing op riool opgehef en die uitermate hoë watertariewe hersien word. Dit sal ‘n kwade dag wees as permanente inwoners weens finansiële redes gedwing word om nie verder hul sypaadjies in stand te hou nie en om Kleinmond se mooi tuine agteruit te laat gaan.
24 April 2014 Wat die salarisse en toelaes Overstrandgebied, hulle tot van sommige amptenare en vreedsame, maar effektiewe raadslede betref, weerhou ek protes en optrede, wend. Dalk my van kommentaar aangesien luister iemand dan na ons! ek nie syfers tot my beskikking Gaan ons as inwoners aanhou het nie. Vroeëre mediaberigte dui egter daarop dat die salarisen toelaerekening van die munisipaliteit baie hoog is en ‘n onbillike las op inwoners plaas. Die verkiesing van 7 Mei 2014 is voor die deur. Raadslede is verteenwoordigers van die politieke partye. Dit is duidelik dat ‘n beduidende persentasie van die inwoners van Kleinmond nie tevrede is met die wyse waarop die munisipaliteit bestuur word nie. Politieke partye maak staat op die “stemvee” in die gemeenskap en ons as kiesers trek meestal ons kruisies blindelings vir die party wat ons dink ons behoort te ondersteun. Moontlik moet ons onsself afvra wat sedert die begin van die verkiesingsveldtog in Kleinmond gedoen is om kiesers in te lig oor wat van die partye verwag kan word. Ons sien dat die partyleiers hul politieke danspassies net op die verhoë uitvoer waar hulle nuwe kiesers kan werf, maar wat word van die klagtes en behoeftes van bestaande kiesers? Is die tyd nie nou ryp om nie na die politieke party se kandidate te kyk wanneer ons vir plaaslike regeringsverteenwoordigers stem nie, maar na die individue in wie ons vertroue het om verandering te weeg te bring in ‘n munisipale raad waar die belange en behoeftes van ‘n beduidende groep inwoners tans nie die aandag kry wat dit verdien nie. Op dié wyse kan die inwoners van Kleinmond, en trouens die hele
Bladsy 17 praat en bloot geïgnoreer word, of gaan ons ons tot optrede wend? Die stembus is dalk die ideale plek om te begin protesteer. Moeggepraat

“The sea was the cradle of primordial life, from which the roots of our own existence sprouted. Billions of years of evolutionary development brought forth an enchanting variety of forms, colours, lifestyles and patterns of behaviour.” (Werner Gruter – Writer) Kelp Forests: Regarded as the rainforest of the oceans, kelps are the largest and fastest-growing marine algae, or seaweeds, and belong to the brown algae know as Phaeophyta. In the nutrientrich upwelling areas of the west and south west coast they grow in dense beds, forming underwater forests that support a rich community of organisms. Although four species of kelp occur in South Africa, the most familiar is the sea bamboo Ecklonia maxima, which is often found washed up in large quantities on shores of the west and south western coasts. It is attached to the rocky substratum by a holdfast, but this is often ripped loose in heavy storms. The kelp plant has a hollow, gas-filled stipe up to 12 metres long, ending in a swollen bulb that keeps the fronds floating near the surface. The fronds grow at a rate of 13 mm per day, and are constantly eroded away at the tip. Sea bamboo is the dominant kelp on the south-western Cape coast. The architecture of the kelp forest ecosystem is based on its physical structure, which influences the associated species that define its community structure. On the Kogelberg coast rocky reefs occur sub-tidally and support diverse assemblages of life. They support the kelp forests down to about 10m depth, which in turn shelter dense communities of mussels,
sea urchins, rock lobster, abalone and herbivorous gastropods. They also provide a habitat for numerous relatively sedentary reef fish species, and higher predators such as sharks. The kelp forests are a source of food and shelter. Inshore, where light is abundant in shallow waters, many other algae species underneath forest canopy formed by sea bamboo, but few animals can survive in this turbulent waters. In the intermediate zone, Laminaria pallida (split fan kelp) grows beneath the sea bamboo canopy, and only immobile animals such as mussels and sponges are able to withstand the wave motion. However, animals dominate the quiet waters of the offshore zone. Here dense communities of mussels, sponges, sea urchins, sea cucumbers, rock lobster and abalone live between patches of sea bamboo and split fan kelps in deep water. The four common herbivores in the kelp forest are: 1. The kelp limpets, especially adapted to graze on kelp stipes, each defending its territory by pushing against intruders until they move off. 2. The abalone or perlemoen secures its food by trapping a drifting piece of kelp or the end of a kelp frond as it sweeps by in the current, lifting up part of its shell and foot and then clamping down. 3. The alikreukel or giant periwinkle, trap-feed sometimes on drifting kelp, but mostly graze on other seaweeds in the kelp bed. 4. Sea urchins feed on fragments of kelp and also scrape the surface of rocks for micro-algae and young plants, including on kelp sporelings. The most important group of animals in the kelp beds are the filter-feeders, such as mussels, sponges, red bit and seas cucumbers, which typically
comprise 70-90% of the animal community. The mucus released from kelp fronds is rich in organic compounds encouraging growth of bacteria, which in turn are a food source for protozoans such as flagellates and ciliates. Filterfeeders consume these microorganisms, as well as phytoplankton (mircoscopic algae), kelp spores and tiny fragments eroded away from the tips of the growing kelp fronds. The most important carnivore, at the top of the food chain in the kelp forest, is the rock lobster. It feeds on many species in the kelp forest, but prefers mussels, crushing the shells with its strong mandibles. Starfish and octopus also eat mussels, although the latter are also able to prey on rock lobster. Other carnivores in the kelp forest include anemones, whelks, Hottentot fish, dogfish and seals. In turn, the kelp that washes ashore serve as food for amphipods and isopods, better known as sand hoppers and sea lice. Kelp forests are an important marine resource, with both direct and indirect value. Apart from supporting commercially valuable species such as rock lobster and abalone, kelp beds help to buffer the shore from wave action, thereby reducing erosion and also the risks to coastal developments, as well as preserving the beach habitats of other species. The South African sea plant
Bladsy 18 industry is worth about R15 million a year. Washed-up kelp is collected by licensed concession holders from the beaches for processing and thus ensuring sustainability. There are many uses for kelp our lives. Did you know the alginate extracted from kelp are found:> As a gelling agent in products such as toothpaste, cosmetics, flavoured milk, salad dressings, pizza toppings, beer, yoghurt, ice-cream, jelly, cakes, nutritional supplements, antacids etc; > In agriculture as fertilisers; > In paint and inks; > In pet food; > In dental moulds > Used in waterproofing cement; > In cloth dyes; > In the prevention of soil erosion – mixing kelp sludge with seeds and spray on eroded areas for rapid plant growth; > It is even found in explosives. Threats to kelp forests:- Overfishing by divers; - Over harvesting of kelp; - Pollution from substances dumped at sea; - Discharging or run-off of sewerage or industrial pollutants; - Sedimentation after heavy storms which will smother young kelp; Not only does kelp play a big part in our everyday lives it also forms an integral part of the rocky shores and sandy beach ecosystem and is therefore a vital part of our marine habitat.

Kleinmond Bird Club Our once a month expedition was so looked forward to that almost twenty people met on a chilly morning in the car park. Three venues where chosen; Hawston Sewerage Works, Vermont Salt Pans and the seafront. All were excellent choices. Sewerage works usually has an abundance of water-and other birds. Ambling through a gate to the first settling tank, a pair of Egrets were seen in the long grass. Egrets are those white birds associated with cattle in the field, commonly called tick birds. On the foul-smelling water were a pair of Yellow Billed ducks swimming with a few Dab Chicks (now known as Little Grebes). On the far side stood a pair of Black Winged Stilts, easily identified by their white underparts, black wings and reddish long legs. The Egyptian Geese have long migrated to
the South, but we were lucky enough to see two of them. Always a joy to see, was the Blacksmith plover (now known as the Lapwing Plover), common both inland and on the coast. A Redbilled Teal (Rooibekeend) with its name tag Roberts 108 was swimming gracefully with its three offspring in a row. A Cape Shoveller was seen on the far side as was another Blacksmith Plover standing as it always does, stately and erect. Among the many doves, egrets and francolins, someone with hawk eyes spotted a Black Shouldered Kite, a small grey Raptor with black wings,, very similar to a Seagull when in flight. It often sits on top of a telephone pole from where it will dive onto its prey, usually a rodent, small bird or reptile. Our next stop on the way to the seafront was the saltpan, a haven for so many birds. On
the small man-made island sat a few Darters also called snake birds. Swimming as it does with its head above the water. Basking in the sun were a Whitebreasted Cormorants. Among the many Coots was a mother Coot with her ducklings. Noted were some Shovellers with a Blackwinged Stilt and a Teal. On the far side were flocks of Greater Flamingos with their heads upside down in the water foraging food. The next thing they were airborne, flying low in front of us, east to west. It was such a great and colourful sight. Arriving at Vermont seafront, we set foot onto the paved pathway. Small plaques are set into the pathway in remembrance of a dear one or appreciation of the hours spent in the solitude of God’s beauty. Once again we were privileged to have in our company a juvenile African Purple Gallinule. As we traversed on the pathway with sea on our one side and shrubbery on the other, we crossed paths with a Fiscal Shrike, a Cape Robin Chat and a Wagtail. High up on a tree sat a Malachite Sunbird with a Cape Sparrow nearby.
First heard and then seen was a Barthroated Apalis. Singing to attract an uninterested female. On the rock was a single Oyster Catcher. Surprisingly a Speckled Mouse Bird showed itself and an unidentified Swallow flew past. Close together was a Sacred Ibis and a Hartlaubs Seagull. Once ensconced in our deck chairs, facing the sea and having our coffee, we started discussing birds and world events. One thing we all agreed upon was that how fortunate we were to be living in and around Kleinmond and to be one of the affiliates of Kleinmond Nature Conservation Society. In name and in deed they achieve so much for the nature loving community. Attending to the walkways, helping to contain alien vegetation, sponsoring affiliates and many behind the scenes activities. Autism is everywhere KLEINMOND - Autism is a lifelong developmental disability that affects how a person communicates with and relates to other people. It also affects how they make sense of the world around them. April has been declared Autism Month and specifically for that reason we remind readers of people suffering from this condition. Several people in our area are known to be suffering from aitism. One of them is Jareemo Cronje. He is five years old and has been diagnosed with autism. Jareemo’s speech, taste, sight and co-ordination has been affected. His speech is delayed and eye-sight poor. These impediments have caused dysfunctional behaviour, like turning in circles and running up and down. For him to improve, he has to attend a special school to accommodate his needs. Camphill, a school for special needs in Hemel and Aarde near Hermanus has beenidentifies as a centre where Jareemo’s needs can be met. Jereemo’s parents, Jerome and Patricia would love to give Jereemo the opportunity to get the best education, but unfortunately cannot afford the required school fees of R1000 p/ m plus hired transport expenses of +-R1000 p/m. It is quite a challenge to get Jareemo to
school as they do not have their own transport. His parents say the little boy recently joined the school and he totally loves the atmosphere and activities. The school has done wonders for Jereemo and the thought of not being able to keep him in school really breaks their heart. He has a twin brother, Leano and sister, Jolese. They are 1 year and 5 months old. Patricia is unemployed and Jerome works at Kleinmond Animal Welfare and earns R2,700 p/m. Even with the welfare grants the income is not enough to cover all current and future expenses. If anyone could see their way open to make a contribution towards Jereemo’s education, it would be greatly appreciated. Jerome & Patricia Cronje are in the process of setting up a Trust for Jareemo, which will have independent trustees helping them to administer funds for his needs. KAWS golf day raises R52,500 KLEINMOND - Friday, 11 April 2014 brought around a most successful first Golf Day for KAWS at the Golf Course. The 4-ball alliance competition with a shotgun start sent out 67 players onto the field. The perfect sunny day turned out to very hot and humid, but the enthusiastic players started with serious swings and lots of laughter and loads of fun followed soon after as a few wet holes along the way kept them well hydrated and jolly! By three in the afternoon the players arrived back from the greens, sunburnt and exhausted, but full of good spirit ready to get stuck into a delectable bread table, sponsored by Kleinmond Spar. Singers Leila Morelli and Steve Botes of “SaddleBack” played popular golden oldies setting the tone for a few relaxed hours to come. Prize-giving time arrived and the players were thrilled with their amazing prizes. Three truly wonderful raffle hampers soon found winners as well as a few disappointed sighs from unsuccessful ticket holders! Andre du Toit of Kleinmond Es-
tates, an absolute whizz, started off the very well supported auction. People’s hearts and purses opened wide in support of the animals. The day was ended with a lovely meal and some lively dancing as everyone grabbed the spirit of goodwill. The KAWS Committee and facility staff wouldlike to thank the Kleinmond Golf Course Committee, Captain Frank Eager, the
Clubhouse Manager, Mr Bertie Pretorius and his staff for the support and help throughout the day. The support and generous donations of our sponsorsensured that each player received a prize. As always in the past, the Hangklip-Kleinmond community, businesses, golfersand individuals supported KAWS tremendously. Thank you also
