been formed in Proteadorp. The committee is chaired by Clement Makka from the Post Office while Stephen Williams, who works for the municipality, is the deputy chair. The group claims to represent many of the older established families in the area and consists mainly of younger residents. A document containing some 400 supporting signatures of residents apparently accompanied their introduction letter to the Overstrand municipality. The municipality was quick off the mark and has already met with the new committee. Deputy Mayor Elnora Gillion had discussions with the group on Monday evening. The formation of the new committee comes in the wake of a leadership vacuum in Proteadorp and a feeling among many residents of the area that they are being left behind in discussions on particularly land and housing, which the Over Hills community has dominated since the political unrest last year.

Make-over for Main Beach? First formal talks on re-development of Kleinmond’s Main Beach KLEINMOND – DA ward councillor, Grant Cohen said this week that the first formal meeting on the proposed redevelopment of the town’s Main Beach area was very positive and constructive. Among those present at Thursday’s meeting were the Directors for Infrastructure and Planning and Local Economic Development from the Overstrand Municipality, as well as Frieda Lloyd from Whale Coast Tourism. The current owners of the old Beach Hotel site, the group interested in developing the hotel site as well as ward 9 committee members and representatives from the local business community also attended the meeting. Cohen said while it was early days yet, the initial meeting was a good start. He said the idea was to develop the Main Beach and surrounding area
into a true tourism destination that would stimulate the local economy, but that this should be done in a way that is sensitive to both the environment and local residents. Cohen said all the parties involved were in agreement that the town’s residents should be involved in every step of the development process. Ward 9 committee member Mike Botha told the meeting that a letter published earlier in the Overstrand Herald by M Ferreira neatly captured the sentiments of many Kleinmonders about the old Beach Hotel site. He said Ferreira’s letter reveals “sentiments, values and sound basic principles that should lay foundations for the current initiative to develop the Main Beach area into something special.” Among these were that the Beach House (as the hotel was then known)
was a treasure “owned” by the community, that the community will not accept just any designs for a new hotel, it should complement the natural heritage; that the community treasure the spectacular natural environment of the beach area; that the buildings should be in keeping with the beautiful environment, and that the community should be consulted during the planning process. Cohen said at this stage they were still looking at different possibilities and that his ward committee would henceforth “drive” the process. They were looking at the entire area from the sporting facilities on the Klein Berlyn side right to the other end of the beach. Ultimately, he said, they might even go further, for example look at how to connect the town’s most important shopping hub, The Spar complex, to the beach

with walking or biking lanes. In fact an entire CDB revitalisation plan could be considered. He said besides the possible boutique hotel/accommodation they were also looking at the possibility of an auditorium/ amphitheatre/ sporting facilities/info and tourism office/ more parking/ day visitor facilities, the upgrading of the existing beach restaurant and offices for NSRI and law enforcement among others.

Isaac was the guy in the front saying: “We will fight for the land. We will die for the land.” Isaac was also the man who held the community back when the Rooimiere went into Over Hills the first time to take down shacks. He was moving up and down the hill asking the community to keep calm and not fight back. There was no stones and no fighting back that day. No small feat. Isaac says he regards a high school for the town’s children as the most important priority. His second priority would be an after school centre where children could receive training in computer science and other subjects. His third priority is RDP houses for the people of Over Hills. Proper houses which they could call their own, he says. Ayanda Tyulu – Ayanda has in many ways become the voice of the Over Hills Committee. Wherever there is a flare-up or important meeting you will find this young man, who has grown in leaps and bounds as a leader and negotiator during the past year. A baker by profession he is passionate about community affairs, his family and his soccer team, the Home Defenders. According to Ayanda housing is the number one issue in Kleinmond. “We need to find ways of addressing the housing issue, whether it is RDP houses,
or plots where people can build and particularly affordable housing for those who earn more that R3500pm.” The second priority is our youth, he says. “The youth is perishing. There is nothing for them to do. That is why they smoke dagga and drink. There are no youth programmes, nothing. We need a solution. Thirdly, we have a problem with local political leaders, particularly our ward councillor. We don’t see him in our community.” Nomampondomise Bebe Known just as Bebe, she has been a resident of Kleinmond for 17 years. There is nothing you can tell her about life in a shack. She is also a strong woman who expresses herself well and regularly attend Kleinmond Community Forum meetings where she doesn’t stand back one inch for the men. She is passionate about community development and runs a junior girls soccer team in her free time. “Number one is housing. I would like to see the municipality work hand in hand with the community to find land for housing. I understand this is not easy in Kleinmond, there is no land, but why can we not go to Betty’s Bay and Pringle Bay and look for land there. There must be communication and understanding between the communities and the municipality. Maybe, between us, we can come to some sort of agreement between us and the communities of Betty’s Bay and Pringle Bay. Secondly we need a high school for our children. Look at what happened in Zwelihle and also Grabouw – when there is protest our children cannot go to school. “We really need our own high school.” Bebe says her third priority would be job creation. “We need to teach people skills, give them a trade, so they can earn money. We have to assist people that want to start small businesses, because they will employ people. Municipal bylaws is also making it difficult. People are just sitting at home with no work because of this. Another issue is that business people and other residents must understand that if you want to keep the peace – hire South Africans – not foreigners. In Summary: It is interesting to note that locally the priorities seem to be housing, a high
Ayanda Tyulu
Isaac Vana
Nomampondomise Bebe school and job creation. There is no land issue per se. In Kleinmond, as in most other places in South Africa, the need is for urban land, not farms. By making land available in Kleinmond for so-called emergency housing recently, the DA-led municipality has in fact removed the land issue from where it would have been had they not made that fateful decision – at the top of the list of priorities. It was done in an unplanned and chaotic way, but it was the right decision. We understand the municipality has now completed the verification process of the owners of new structures. The idea was that only people on the waiting list
was supposed to be housed on the particular land. The main challenge for the municipality and the Over Hills Committee is now to agree on who can stay and who has to go. The latter includes a group of late arrivals who do not qualify and also people that already have homes elsewhere. Part of the original agreement was the commitment by the committee to help sort this out. We will have to see whether they stick to this agreement. If some sort of arrangement can be reached on the matter, the idea would be to then move those currently outside of the demarcated area to within its border. Well, that’s the theory anyway.

God, give me grace to accept with serenity the things that cannot be changed, courage to change the things which should be changed and the wisdom to distinguish the one from the other
Wow!
Soos wanneer baie mense selektief doof is.
Nou kyk ek terug en wens dikwels ek was nie so ongeduldig nie.

Brigadoon Village opens its doors Brigadoon Village of which we reported in March, has now opened and has received its first resident. The Centre has been established on the site of the former Betty’s Bay and later Mooihawens Resort. The first project of the Brigadoon Group, was Brigadoon Lodge in Durbanville which has been operating since 2014. Adults of all ages who have been diagnosed with dementia and who need special care, are housed in Brigadoon facilities. Dementia is a general term for a decline in mental ability severe enough to interfere with daily life. Memory loss is an example. Alzheimer’s is the most common type of dementia. The Brigadoon Group aim to open a special residential centre where people suffering from any of numerous kinds of dementia will be cared for by trained personnel in stable calming surroundings.

Mondli Makhanya I was there in 2000 when ZanuPF decided that this thing called the rule of law was not for Zimbabwe. It was a decisive moment in the country’s democratic history. Zimbabwe was not a perfect democracy before, but it was a functioning society with a good set of rules to which state and nonstate players adhered. When the power-grabbing ZanuPF stepped out of line, there were mechanisms in place to hold it to account, including a solid judiciary and vibrant civil society. What Zimbabwe lacked in political plurality, it made up for in civil society activism. The Zimbabwean economy was by no means booming. In fact, a series of fiscal blunders had dealt the economy a blow on the chin that left it staggering backwards towards the ropes. The currency was jittery and inflation was on a steep rise. But there was structure, form and order. Then Zanu-PF got spooked by a humiliating referendum defeat of its constitutional reform proposals and decided to throw the rule book out of the window. Fearing that the referendum result was a portent of things to come in the parliamentary elections a few months hence, it embarked on a reckless and bloody land reform programme. Waving the slogan “The Economy is the land and the land is the economy”, former president Robert Mugabe’s government went on to wreck the economy by sponsoring the illegal seizure of mainly white commercial farms. Spewing emotive rhetoric about the colonial past and racially skewed economic ownership patterns, Zanu-PF labelled those who were warning against the breakdown in the rule of law and the assault on the economy as agents of the imperialist West. What followed was a textbook
case of how to ruin a country. Fortunately, history has recorded in immaculate detail how a self-interested decision by a political party to salvage its own fortunes got the ball rolling on the wanton destruction of the pillars of a society and generalised disregard for the norms of a democracy. And, of course, the irreparable damage to the economy. South Africans see the fruits of damage by the large number of Lovemores, Knowmores, Nomatters, Anyhows, Anyways, Nevers, Praisegods, Jealousys and Settlements they come across every day. Fast forward to the year 2018 in South Africa, the land that the Lovemores and Praisegods chose to make their home after Zanu-PF destroyed the rule of law and the country they loved. South Africa’s governing party – which was once a repository of wisdom, intellect and logic – decided to copy Zanu-PF’s script. Faced with the prospect of the Economic Freedom Fighters outflanking it with its radical rhetoric and stealing a chunk of votes and jeopardising its electoral majority in next year’s general elections, the ANC has convinced itself that the Zanu-PF route is the way to go, regardless of the collateral damage to the country’s economy and democratic fabric. What began as a desperate and silly tactic by a double-headed specimen from KwaZulu-Natal has now become the ANC’s main policy thrust as the election campaigns begin to take shape.Like Zanu-PF all those years ago, the ANC has recognised the emotive issue of land dispossession by the colonial and apartheid powers and made this its central platform. Just like Zanu-PF’s misguided slogan of 2000, the ANC is selling the myth that the resolution of the land question is the panacea to poverty and the sure path to prosperity for all; that the reason the whites have money and blacks are poor is this darned thing called section 25 of the Constitution. And, like Zanu-PF, the culprit for slow land reform, restitution and redistribution is not the politicians and bureaucrats who did not see this as a priority for more than two decades. The culprit is the Constitution, the rock upon which the rule of law is built. Amend section 25 and all will be well. When we have expropriation without compensation, there shall be cheese, chocolate and ice cream for all. After the adoption of
the cleverly worded resolution at the ANC’s conference in December, there was hope that when the matter left the heated halls of Nasrec, reason would prevail. There was hope that the party that led the crafting of far-reaching land legislation and whose ministers had over the years received billions in budgets for this project would realise that the problem did not lie with our founding document. No such luck. As soon as the year began, the ANC went to Parliament and backed a motion that the Constitution should be violated for populist purposes. What followed was a whipping up of the emotions and the raising of the expectations of South Africa’s poor as the parliamentary committee tasked with looking at the amendment of section 25 criss-crossed the country. This week, this assault on the Constitution for political expediency was given the official stamp. President Cyril Ramaphosa addressed the nation and effectively pronounced that the Constitution was actually not as sacred as he had told us it was all along. His “address to the nation” was itself a slap in the face for democratic norms. This national address, in fact, was Ramaphosa speaking as an ANC leader, with ANC flags fluttering behind him, about the outcomes of an ANC meeting. If ever there was a blurring of lines by someone who made us believe he was made of purer stuff than his predecessor, this was it. After couching his statement in constitutionally acceptable sentiments and padding it with some caveats, Ramaphosa announced that the ANC had decided to disregard the parliamentary process on the land debate whose first leg is only just ending and push ahead with the amendment regardless of what is still to be heard. “It has become patently clear that our people want the Constitution to be more explicit about expropriation of land without compensation, as demonstrated in the public hearings,” said the man who seems to be out to prove correct those critics who say he has a backbone of an east European gymnast. Unless another new decision was made far from the National Assembly, the understanding was that the hearings were just that – an opportunity for the public to state their views; they were not a referendum in which the loudest voices win the day.
Certainly in terms of the ANC’s national executive committee, all that was needed was a headcount and not the substantive arguments put forward. If indeed the public hearings were a referendum of sorts, is this how we are going to treat our Constitution and our laws from now on? Are we going to subject lawmaking to popular opinion that can be ramped up by interest groups? Are we entering a space where the loudness of the voice trumps reason and logic? Is the governing party of our country heading in a direction in which there shall be rule by mob instead of rule by law? Are we the society that says a Constitution is just a piece of paper and not something that is so sacred that it can only be tampered with as an absolute last resort? Are the whims of a majority party, rather than welldeveloped policies and firm implementation plans, going to determine how we move forward? Is the political security of the Number One citizen, who clearly buckled under the pressure from those who still don’t fully accept his authority, going to be the basis on which far-reaching decisions are made? What Ramaphosa and the ANC need to realise is that messing with the rule of law is not a case of switching a tap on and off. Once a people have accepted that the Constitution and the rule of law are bendable, there is no knowing where it will stop. Yes, we may never become an exact replica of Zimbabwe, but who could have predicted that we could have put power in the hands of people as allergic to rules as we did during former president Jacob Zuma’s time? The horrible Zuma era shows that we are still a fragile child who is still very vulnerable to germs in the air and that opportunistic infections can land us in a very precarious situation. Our democracy needs to be strengthened and not weakened with politically opportunistic decisions. The rule of law needs to be deepened and not undermined by populists. The Constitution that underpins this needs to be cosseted from willy-nilly abuse. If we do not do this, we will rue the day we took this road. And Ramaphosa will rue the day he became “just another comrade” to protect his political power and the electoral fortunes of his party. Originally published in the City Press of August 6, 2018

Illusions of happiness Ria Burrows KLEINMOND – Why does the world during July 2018 experience so many unhappy people? The well-known “The Times” pointed out the case of Bourdain, New York Chef, author and TV personality, at the top of a successful career, who took his own life. Where does this unhappiness stem from? International writer Graham Green pondered on how those who do not create by painting, writing or composing can escape fear, panic and melancholy, which is inherent to the human condition. Does this imply that happiness is the sense of creating and living well, which all men desire and their activities are simply different means to arrive at that point?
Wat is dan die volgende doelwitte van suksesvolle beroepsmanne en vroue, vra hy: ”If happiness is the sum of your accomplishments, what will the next target be – immortality, or perhaps divinity?”
In the end the only things that matter is how much you loved, how you lived and how gently you can let go of all things.

bekend gestel. Kaartjies is beskikbaar by Albertyn Apteek.

Is Attie daar?” Dis my kind wat julle soek.” “Dienie, wees redelik. Saam met wie? Hier gaan seker vyf of ses verskillende groepe wees, saam met wie wil jy gaan. Renate gaan jou Ma bel om by jou te kom bly. “My mán!” snork Dienie.

“Dienie wag! Môre my man.” Hy soen haar. “Hallo lief. “Ek verstaan so. Gistraand het my uitgeput.” “Ja natuurlik. In elk geval, Aylwin is ook nou lyk my soek. Saam met die Jos.” “Aylwin?” vra Renate verbaas. “En waar was Attie nou weer?”

Rolbal nuus Kleinmond Bowling Club was privileged to host 10 ladies teams participating in the Boland Open Tournament. They played their round robin matches on Wednesday and Friday of last week. This week, we are hosting 10 men’s teams on Wednesday, Thursday & Friday. Each day, the teams play 3 games of 15 ends each. They are also subject
to a time limit of 2.5 hours to complete each game. If the game is not completed, they must complete the end they are playing. Kleinmond had 1 ladies team taking part last week, and 3 men’s teams this week. I think we will be treated to excellent bowls. Come and watch how the game should be played. Kitty
