The Lack of Electric Towing Trucks Threatens California Freeway Service Patrol Programs

State’s Electric Engine Mandate is Depleting Inventories of Truck Chassis

Due to California’s electric engine mandate, a coalition of towing and recovery truck manufacturers and drivers are concerned that starting this year, they must start replacing their diesel trucks with electric alternatives that manufacturers are not building. The lack of electric truck chassis will impact the state’s Freeway Patrol Service, a state and local program that contracts towing companies to provide free services to motorists stranded on California freeways, reducing time stuck in traffic, fuel, and engine emissions.

Due to the CARB’s passage of the State’s Advanced Clean Truck (ACT) regulation, towing and recovery trucks will no longer be assembled or sold in California once 2024 truck inventories are depleted. Truck manufacturers have not developed electric truck chassis that meet towing and recovery truck performance and safety requirements, and towing companies can’t purchase diesel-powered trucks built before

January 2024. This catch-22 threatens small businesses, jobs, and motorists.

“The FSP program provides fantastic public service by assisting stranded motorists and clearing California freeways quickly, often mitigating the risk of secondary accidents,” said Brian Banks, owner of Great American Road Solutions. “Without access to new trucks, not only is my business at risk, but so are motorists, especially those who cannot afford roadside assistance.”

Banks is a second-generation business owner that provides towing services to over 500 Bay Area motorists daily. Eight trucks are contracted with the Metropolitan Transport Commission’s Freeway Service Patrol (MTC).

As the number of trucks in service declines, Freeway Service Patrol (FSP) programs will find it increasingly difficult to contract with towing and recovery companies. FSP tow trucks roam freeways, clearing traffic accidents at no cost to motorists. State and local transportation agencies credit the

program for reducing wasted time in traffic and fuel costs and lowering tons of carbon emissions. The Freeway Service Patrol (FSP) is a joint program provided by the California Department of Transportation (Caltrans), the California Highway Patrol (CHP), and local transportation agencies. The State finances 75% of the service, and local government 25%.

“The state is putting towing and recovery businesses that provide a valuable public service in a tough spot by requiring them to purchase custom, high-performance electric tow trucks that manufacturers are not building,” said Mark Yebra, co-owner of Atlas Towing. So, as truck fleets age, they can’t be replaced, putting emergency services at risk.”

Yebra is a second-generation business owner. Atlas Towing has been in business since 1920, providing emergency services to over 200 Bay Area motorists daily, and 7 trucks are contracted with MTC to provide FSP services.

Since public safety agencies widely view towing and recovery trucks as emergency vehicles, CARB exempted government-owned towing and recovery vehicles. The exemption was not applied to privately owned tow and recovery trucks for unknown reasons. Paradoxically, the regulations allow existing trucks to be replaced by older, higher-emission diesel trucks purchased out-of-state. However, this is problematic for FSP programs requiring low-mileage trucks at enrollment.

VANS FOR VETERANS

There’s no doubt that you know where you were on September 11th, 2001. Those attacks on our country affected many people. I personally know someone who lost a person in the twin towers and can remember the sign that my wife

added to her car which read, “United We Stand.” Those who died or were injured that day will be remembered for their sacrifice.

entered the Twin Towers but never returned. In his brother’s memory, Frank created Tunnel to Towers Foundation to help families of someone who died that day. Later, Tunnel to

Towers started taking care of first responders which includes military, law enforcement and firefighters.

Recently, I attended a friend’s memorial service and spoke with

some friends. Our discussion was about Frank Siller’s Tunnel to Towers Foundation. Each one of those friends told me if I contacted them to see how they could help, then they would be all in. That was music to my ears because the rest is history. Here are the details as we discussed that day.

This past month, Tunnel to Towers Foundation unveiled plans for their newest Veteran’s Village located in Memphis, Tennessee. Their foundation has plans to eradicate veteran homelessness. As I explain the details, I hope I have your heart too.

for America’s veterans. The Memphis Veterans Village is scheduled to be completed in 2025 and will provide housing for over 100 formerly homeless veterans.

The Veterans Village is much more than just housing. The first floor will offer on-site comprehensive support services for residents, including job training, benefits assistance, education assistance, medical care access, mental health support, PTSD counseling, and addiction treatment. So, they will offer more than housing.

In 2023, the Tunnel to Towers Foundation launched its homeless

veteran program with a very ambitious mission of eradicating veteran homelessness nationwide. As of the writing of this article, T to T has provided housing assistance and services to more than 5,000 veterans. It’s a huge undertaking, but here’s the plan.

There are currently Veteran’s Villages opening in Houston, Texas; Riverside, California; West Los Angeles, California; and Phoenix, Arizona. They’re moving forward because they have broken ground on the next two locations in Bradenton, Florida and Mableton, Georgia about an hour’s drive from me.

Before the end of this year, Tunnel to Towers will start additional Veterans Villages in Denver, Colorado; Charleston, South Carolina; Buffalo, New York and Harrisburg, Pennsylvania because new locations keep coming for these deserving veterans. With locations being added across this country, here’s how you can

help. Darian Weaver, President and Publisher of this magazine listened to my concerns and promised to join my committee. Tow Professional magazine and the podcast will help me and lead with the towing industry’s assistance.

I contacted T to T and asked what we can do to assist with this tremendous need to help our homeless veterans. They could use vans to take the residents to doctor appointments, and special events during the year or maybe a weekly trip to Walmart for toiletries. See where I’m going with this request? We will need wheelchair ramps and someone who could install the wheelchair ramp into a van that was donated. What I really need are people that have heard the call and are willing to help. New Rotator Training Program

Highlights Hands-On, Real-World

Jerr-Dan designs and manufactures top-of-the-line rotators, but the standard company philosophy has always been that proper operator training is just as important as world-class equipment. Jerr-Dan’s lead instructor, Richard Guttmann, is quick to point out that safety and productivity are both improved by in-depth training. The company opened its renovated training facility and updated its heavy duty rotator training program in late 2022. The training center features an outdoor hands-on training yard next door to a

spacious, modern classroom facility.

One of the attendees, who has attended the Jerr-Dan rotator classes multiple times, said that he was really impressed with the new classroom part of the training facility. “It’s bright and sparkling white, and perfectly laid out as the kind of roomy classroom environment we need,” he said. “You guys did a phenomenal job of setting this up as a first-tier training center.”

Typically, six trainers, including two from Jerr-Dan’s engineering department, lead the classes. Classroom instruction includes an emphasis on “the math,” to

quote attendees’ comments in posttraining interviews.

“I’ve taught hundreds of operators in my career,” said one participant. “But I like how this class brought us all back to ‘the math,’ which is fundamental to proper rigging.”

All students are expected to be familiar with the equipment’s Operation and Safety Manual before attending the course. The classroom training itself is built around intensive sessions, accompanied by practice worksheets, that cover “the math”—how to calculate sling stress, tension factors, angle

factors, and much more. Training is also provided in the use of Jerr-Dan’s new Tow Link™ app, which streamlines the process with a rigging calculator and a tow performance calculator.

No key subjects are skipped. The training includes units for Rigging, Wire Rope and Hooks, Use of a Load Chart, Platforms/Outriggers, Cribbing, Winches, Boom Loading, and Service and Maintenance.

The full curriculum sports the slogan “Training by operators, for operators.” Not only are several of the instructors veteran towers, but the overall training program was created by Richard Guttman, who served over 30 years as a well-respected operator before joining the Jerr-Dan team.

Jerr-Dan also regularly polls its most experienced customers for advice and suggestions. The program evolves as each class builds on the previous one. One business owner, attending the course for the second time, commented on this continual improvement of the training program. “The changes I’ve seen since the previous class make it clear that the instructors obviously listened to our feedback and made changes to give us the info we need.”

A recent attendee commented on the helpful combination of making the calculations in the classroom and then

going outside to the training yard to see those calculations applied in a realworld setting. That hands-on training seemed to be appreciated by all the students.

The training yard itself is presently composed of seven stations. The Platform station features a Jerr-Dan rotator parked on uneven ground, and an instructor demonstrates how to extend the outriggers properly to make a level and stable platform from which to work. Students are then allowed to try their hand at the operation.

One student explained the experience this way: “We covered how to set up the rotator on a platform, how to stabilize it, and how to overcome difficult terrain features. What I’ve learned is that this outrigger platform makes it easy to overcome some significant terrain differences. Plus, this platform gives us indicators for when it’s safe to operate. This particular platform makes it easy to compensate for some pretty significant differences.”

One of his colleagues commented that “the biggest thing I notice is the stability. The platform is rock solid.”

The same basic process is repeated for all stations—a demo from a subject matter expert and then the student gets to practice what they just learned. The second station features a 360-degree

pick of around 22,000 pounds. The third demonstrates two rotators working together to move a container safely between them. The next station shows the controlled roll of a cement mixer. Other hands-on stations include another pick and swing exercise, and a side winch demo complete with an explanation of the required rigging.

One attendee spoke for the majority when he said, “I like the hands-on experience because a lot of people, including myself, learn better and faster that way. You can tell me how to do something, but I’m not really going to remember it unless you put the remote in my hands and let me do it.”

Another student, responding to a question about the overall outdoors training yard, said, “I like the way the stations are set up now, they’re able to get everyone through all the stations, we’re given adequate time to ask questions and understand each particular exercise. Their platforms are very easy to manage. The remote control is great. I know that I will be able to use our truck better when I get back to work!”

Nick Dangelo: We offer a 20-ton, 25-ton, 30 ton and a 50-ton unit on the integrated line. Tow Professional: What are some advantages of a Custom Built Product?

Nick Dangelo: Our materials are all sourced from vendors in our area. We will accept nothing less than USAmade steel for all our units. We recently started to manufacture 75% of all our hydraulic cylinders here in-house. Out of all other manufacturers, I would say we build more of our parts in-house than all the rest. We build all the steel components, toolboxes, and all paint is done in-house.

Tow Professional: Tell me about the design, vision, and layout of the new facility, when it comes to workflow and production.

Nick Dangelo: Our new facility has been a huge jump forward for us. We have been able to increase production by 25% in just the first two years, with plenty of room to grow. At our old facility we had to shuffle parts back and forth between buildings across town. By moving to the new facility, we are all at one location. Making it a cleaner, safer, and all-around better place to work.

Tow Professional: Nick, can you tell me about the warranty behind the product.

Nick Dangelo: Our warranty is the best in the business with an industry leading 10-year structural warranty on all steel components made in-house. With our customers, we have a 97% customer retention rate. Some of our customers own seven to nine of our units.
