As Sesame Street has taught us, this is the word of the day! Now that I have your attention, let me tell you why this is the important word of the day. You see, we are in unprecedented times, and when this started, residential construction was not deemed essential.The Corona storm that began the beginning of March proved to be the perfect political storm that is the resounding reason that we all belong to the Building Industry Association of Okaloosa and Walton Counties, (BIA). As a member of the BIA; you also become a member of the Florida Home Builders Association (FHBA), as well as the National Association of Homebuilders (NAHB). As many of you know, NAHB was lobbying on our behalf to the Department of Homeland Security for residential construction to be deemed essential in the event of a total shut down. The issue then was decided to be left to local states to determine the shelter in place declaration. That forced FHBA into the fight, and a little over three weeks ago, FHBA President Michael Bourre delivered a letter to Florida Governor Ron DeSantis requesting that residential construction be deemed essential. In the meantime, our Governor also left it up to local municipalities for the shelter in place order.That forced all local BIA/HBA’s in the state of Florida to begin lobbying their local county commissioners and council members. On March 24, your BIA had a delegation at the special meeting of the Okaloosa Board of County Commissioners.We were able to deliver letters to all of the board of county commissioners and read into the record the letter requesting that Okaloosa County consider construction an essential service, so that individuals may continue to perform work necessary to the operations and maintenance of “Essential Infrastructure.” The shelter in place order could have come from any three of our legislative branches, at any time, with varying decisions on who was essential. On March 29, NAHB was successful in obtaining our recognition as essential services through the Department of Homeland Security, which is recognized by our Governor’s executive order. I have been a member of this association for a very long time, and I cannot think of a better example as to why I am a member. Moreover, there has never been a better example of all three organizations coming together to lobby for a common cause! In closing I will leave you with this. Your dollars spent to support this organization do not go to just support salaries. They help to fight and support the industry that we all represent. Sometimes it takes times like these to see the value in what this organization does day in and day out good times and bad. If you are a member of BIAOW, thank you and please continue to be! If you are not, from this brief story, you should consider becoming one! You see, at the end of the day, your membership is ESSENTIAL to the well-being of the Construction Industry as a whole.

DHS Designates Residential Construction as “Essential Infrastructure Business”
In a critical win for NAHB and the residential construction sector, the Department of Homeland Security (DHS) today designated construction of single-family and multifamily housing as an “Essential Infrastructure Business.” The designation will enable many home building firms to keep their businesses open during the COVID-19 pandemic and help to stabilize the housing industry and its supply chain in the near term. More detail about the construction workers who qualify as essential can be found in both the “Public Works and Infrastructure Support Services” and “Residential/Facilities and Services” sections of the guidance. Keep in mind that there is no mandatory federal order on what is an essential business, and many states have their own rules. This is guidance from DHS that states can follow. Therefore, in states where only essential businesses are allowed to keep operations going during the coronavirus epidemic, residential construction workers should continue to be allowed to stay on the job.

I commend DHS for heeding the urgent concerns of the housing community and taking this decisive action to assure the men and women of the industry will be able to stay on the job and serve the needs of the American people at this critical time.” On March 26, in an effort spearheaded by NAHB, 90 companies and organizations sent a joint letter to Acting Secretary of Homeland Security Jack Wolf urging him to designate the construction of single-family and multifamily housing as an Essential Infrastructure Business.
NAHB was at the forefront among all housing groups in calling on DHS to make this designation.
“As cities and states issue declarations and public health orders as a result of the crisis, it is essential that communities have access to our professionals to build and maintain essential services including: building, plumbing, residential property management, rental housing operators, roofing, electrical, HVAC systems, waste/wastewater treatment plants and power generations,” the letter stated. “Home construction, including those industries listed above, should be designated as ‘essential’ because it is necessary to maintain safety, sanitation, and economic security.”

2019 MIKE JOSEY MEMORIAL SCHOLARSHIP WINNERS
On February 21st, the BIA announced the two winners of the 2019 Mike Josey Memorial Scholarship recipients. Aidan Fleming is a student at Northwest Florida State College and has a 4.0 GPA. Aidan plans to transfer to the University of West Florida, after he receives his associate’s degree, to major in journalism. In high school, at Choctaw, Aidan was part of the Creative Writing Club as Vice President and also a member of the Smoke Signals writing team. Aidan is the son of BIA staff member, Jennifer Fleming. Natalie Ramirez is a student at the University of Illinois Springfield and has a 3.27 GPA. Natalie is enrolled in the Mathematical Sciences program. She received her Associate of Arts degree from Northwest Florida State College in May 2019. When living in Mary Ester, Natalie volunteered at Beulah Baptist Church as a tutor, library aide, and a childcare helper.

DOUBLE BUILD Construction is well under way on Habitat for Humanity’s very first ‘Double Build’ in Crestview. The building of home #63 and home #64 at 200 and 202 Cross Street marks the first time that Habitat is building homes on side-by-side lots concurrently. Nitsi Bennett, President/ CEO Habitat for Humanity - Okaloosa said, “Thanks to our corporate sponsor Gulf Power, volunteers, and USAF partner program SkillBridge, this special build has come to fruition.” The three bedroom and four bedroom homes will serve as the foundation for independence, growth and strength for two struggling mothers and their children. Nitsi Bennett added, “These two hard working single moms, will now have the opportunity to provide their children with an environment that nurtures education and family.” Nitsi continues, “Habitat for Humanity doesn’t just build houses, it impacts future generations by stopping the generational cycle of poverty which in turn positively effects the entire community.” 16

U.S. Small Business Administration (“SBA”) Disaster Loans: The SBA was established in 1953 and is the only cabinet-level federal agency dedicated to small business. At this time, all small businesses in every state and territory are eligible to apply for what is described as a low interest loan. These loans are available through the Coronavirus Preparedness and Response Supplemental Appropriations Act that was recently enacted. Importantly, these loans can be used to pay fixed debts, payroll, accounts payable and other bills that can’t be paid because of the COVID-19 pandemic. The interest rate is 3.75% for small businesses and 2.75% for non-profit organizations. SBA’s Economic Injury Disaster Loans offer up to $2 million is assistance. You can apply online at sba.gov. There is also a customer service center at 1-800-659-2955. Coronavirus Tax Relief: The IRS has established a special section focused on steps to help taxpayers, businesses and others affected by the coronavirus. If you are not yet aware, Tax Day has been moved to July 15, 2020. This applies to federal tax payments. A plan has been announced to implement coronavirus-related paid leave for workers and tax credits for small and midsize businesses to swiftly recover the cost of providing coronavirus-related leave. REBOUND Additional jobs are generated for professionals such as architects, engineers, real estate agents, lawyers and accountants who provide services to home builders, home buyers and remodelers. In another sign of the important role that housing plays in the economy, the Department of Homeland Security announced on March 28 that it had designated construction of single-family and multifamily housing as an “Essential Infrastructure Business,” meaning that construction could continue in places under stay-athome orders. Although this designation is not binding to state and local governments, it does mean that there could be more workers on job sites in the coming weeks.
Building 1,000 Homes Packs Economic Punch A new study from NAHB shows that housing stands poised to lead the economic rebound once social distancing and other virus mitigation efforts show success in containing the coronavirus pandemic. Building 1,000 average single-family homes creates 2,900 full-time jobs and generates $110.96 million in taxes and fees for all levels of government to support police, firefighters and schools, according to NAHB’s National Impact of Home Building and Remodeling report. Similarly, building 1,000 average rental apartments generates 1,250 jobs and $55.91 million in taxes and revenue for local, state and federal government. Moreover, $10 million in remodeling expenditures creates 75 jobs and nearly $3 million in taxes. “Before the coronavirus pummeled the U.S. economy, housing was on the rise, with January and February new home sales numbers posting their highest reading s ince the Great Recession,” said NAHB Chairman Dean Mon. “The demand is clearly there, and as this study shows, we expect that housing will play its traditional role of helping to lead the economy out of recession later in 2020 when the pandemic subsides.” The NAHB model shows that job creation through housing is broad-based. Building new homes and apartments generates jobs in industries that produce lumber, concrete, lighting fixtures, heating equipment and other products that go into a home remodeling project. Other jobs are generated in the process of transporting, storing and selling these projects.
“Ensuring the health and safety of home builders and contractors is our top priority,” said Mon. “This is why NAHB and construction industry partners have developed a Coronavirus Preparedness and Response Plan specifically tailored to construction job sites. The plan is customizable and covers areas that include manager and worker responsibilities, job site protective measure, cleaning and disinfecting, responding to exposures incidents, and OSHA record-keeping requirements.” NAHB senior economist Paul Emrath provides more analysis in this Eye on Housing blog post.
