First let me say “Congratulations” to my friend and colleague Chuck Fowke for accepting the challenge of being needed to serve an additional six months of leading our Federation. Last week, at the conclusion of the National Association of Home Builders Spring Leadership Meetings, NAHB Chairman Dean Mon informed the Board of Directors that he would be unable to complete the remainder of his term due to personal reasons and was resigning his chairmanship. Mon will continue to be an active member of the Federation, providing guidance to both NAHB leadership and members going forward. His leadership this year during the COVID-19 pandemic helped position the housing industry as an essential business that allowed our members to continue working, providing for their families and building homes during this critical time. Effective immediately, NAHB First Vice Chairman Chuck Fowke, a custom home builder from Tampa, FL will take on the duties of chairman. His chairmanship will continue through the 2022 International Builders’ Show, February 8 - 10 in Orlando. Secondly, let me say “Thank you” for continuing to support the BIA and adhering to the job site safety procedures that were provided to you to follow and protect you and your crew on your job sites.You have done a great job, keep it up.
Lastly, in a sign that the housing market continues to show forward momentum, nationally single-family permits posted an 11.9 percent gain in May, while total housing starts increased 4.3 percent to a seasonally adjusted annual rate of 974,000 units, according to a report from the U.S. Housing and Urban Development and Commerce Department. “We are seeing many positive economic indicators that point to a recovery, including low interest rates, rising demand and an increase in mortgage applications,” said NAHB Chairman Dean Mon. “Singlefamily and multifamily housing production are on an upward path while overall permits, which are a harbinger of future building activity, posted a double-digit gain. In another promising sign, single-family permits are up almost 2 percent on a year-to-date basis and builders are bringing back thousands of workers laid off in March and April to meet renewed demand. Overall permits increased 14.4 percent to a 1.22 million unit annualized rate in May. Single-family permits increased 11.9 percent to a 745,000 unit rate. Multifamily permits increased 18.8 percent to a 475,000 pace. We are seeing unprecedented growth in the Panhandle and we are working more than ever. THE BIA ALAN BAGGETT, EXECUTIVE VICE PRESIDENT While most of the country continues to dig out of an economic recession, furloughs, layoffs and a government mandated Shelter in Place, we, the construction industry of Okaloosa – Walton Counties, continue to work. As the Executive Vice President of the Building Industry Association of Okaloosa – Walton Counties, I am proud to say that the efforts of your BIA and our state and local partners, the Florida Home Builders Association (FHBA) and the National Association of Home Builders (NAHB), that you are a member of, lobbied to ensured that we the construction industry was recognized as an a Essential Business. Just to be clear, the reason you have been able to get up and go to work since the Governor DeSantis declared a “Stay at Home” order back in March was in part because of the lobbying efforts of your BIA meeting with both Okaloosa and Walton Board of County Commissioners to make sure that we, the construction industry was declared an “Essential Business”. At the same time, FHBA and NAHB were meeting with state and national legislators to ensure the same. The efforts of your 3-1 partners, the BIA, FHBA and NAHB, fighting for you on Capitol Hill, in Tallahassee and in Okaloosa and Walton Counties have worked hard to defeat excessive regulations and helped protect your bottom lines. Our advocacy efforts include educating policymakers and local administration, building successful coalitions that have resulted in a range of positive outcome of issues that affect our industry. The victories have added up to a dollar value of an average of $7,500 per housing start for the
typical home builder. The advocacy efforts on behalf of its members on a wide range of issues, including the tax code, federal and state housing programs, regulatory relief, environmental laws, building codes, OSHA, building materials, housing finance and more. A single win in in the policy arena can save builders thousands of dollars on every house they build. The average member saved on average $7,500 per housing start in 2019. These efforts on behalf of members provide unmatched value and savings to make membership with the BIA and “ESSENTIAL” tool for the smart home builder and the diverse businesses that support the home building industry. With permits up almost 10% YTD and May 2020 permits up slightly over this time last year, now more than ever is the time to invest in your BIA. More and more families are moving to Florida every day and we should see an unprecedented uptick in home sales. The Building Industry Association’s annual Nail Drivers’ Charity Golf Tournament is scheduled for Friday, September 11th at Rocky Bayou Country Club in Niceville. Registration begins at 11:00 with a shotgun start at 12:30; lunch and refreshments are provided. The tournament format is four-person best ball. BUILDING & BUYING BUMP but nonetheless, we rebooted pretty quickly as the market started showing signs of recovery in housing,” he said. “I think there will be a little bit of a pause in our numbers, but it will come back very quickly.” HOMEBUILDER SENTIMENT POSTS BIGGEST MONTHLY SURGE EVER, A SIGN HOUSING IS REBOUNDING FROM CORONAVIRUS. A faster-than-expected turnaround in homebuyer demand, following a sharp drop-off at the start of the coronavirus pandemic, has the nation’s homebuilders bullish on their business again.
Miller also indicated that the stories of urban flight are real, as people are rethinking the way they want to live in an age of lockdowns and work-from-home orders. That trend appears to be playing out among all the builders.
Builder sentiment jumped a striking 21 points in June to 58, the largest monthly increase ever in the National Association of Home Builders/Wells Fargo Housing Market Index. Any reading above 50 indicates a positive market. In April, it plunged a record 42 points to 30. “As the nation reopens, housing is well-positioned to lead the economy forward,” said NAHB Chairman Dean Mon, a homebuilder and developer from Shrewsbury, New Jersey. “Inventory is tight, mortgage applications are increasing, interest rates are low and confidence is rising.” Meanwhile, mortgage applications to purchase a newly built home jumped 10.9% annually in May, according to the Mortgage Bankers Association. Of the homebuilder index’s three components, current sales conditions jumped 21 points to 63. Sales expectations in the next six months rose 22 points to 68. Buyer traffic more than doubled from May to June, from 22 to 43. This last component was surprising, given how many builders reported more online inquiries and virtual tours during the pandemic. This report comes on the heels of a better-thanexpected quarterly earnings report from one of the nation’s largest public homebuilders, Lennar. Chairman Stuart Miller said the company had stopped its new home starts and stopped purchasing land in March, only to have to reverse course unexpectedly. “So we know that as we get to the fourth quarter we’re going to be a little short on our closings, 10

“Builders report increasing demand for families seeking single-family homes in inner and outer suburbs that feature lower density neighborhoods,” said NAHB Chief Economist Robert Dietz. “At the same time, elevated unemployment and the risk of new, local virus outbreaks remain a risk to the housing market.” Regionally, builder sentiment in the Northeast surged 31 points to 48, and 20 points to 62 in the South. In the Midwest it rose 19 points to 51, and in the West it rose 22 points to 66.
LEADERSHIP TAMPA BUILDER NAMED NEW CHAIRMAN OF THE NATIONAL ASSOCIATION OF HOME BUILDERS
As founder and president of Homes by John C. Fowke Inc., Fowke has built hundreds of luxury homes throughout the Tampa Bay area. Fowke has been active in the NAHB leadership structure at the local, state and national levels throughout his career. A senior life director, he has served on the NAHB Board of Directors for more than 20 years and is a long-time member of the association’s Executive Board. He has also served as the NAHB National Area Chairman for Area 5, NAHB State Representative for Florida, moderator of the National Area Chairmen and chairman of the NAHB Audit Committee.
John “Chuck” Fowke, a Tampa, Fla.-based custom home builder with 40 years of experience in the home building industry, was named chairman of the National Association Home Builders (NAHB) during the association’s Spring Leadership Meeting last week after 2020 chairman Dean Mon announced he could not finish his year due to personal reasons. First elected to NAHB’s senior officer ladder in 2018, Fowke will remain as NAHB chairman through the 2022 NAHB International Builders’ Show held Feb. 8-10 in Orlando, Fla. “By helping to position the housing industry as an essential business that allowed our members to continue working and build homes during this critical time, former chairman Dean Mon helped lay the groundwork for housing to lead a post-pandemic economic recovery,” said Fowke. “Moving ahead, I intend to build on that strong foundation by continuing the association’s goals set forth earlier this year in tackling the nation’s housing affordability crisis to ensure housing leads the economy forward.”
Fowke was named Builder of the Year by the Tampa Bay Builders Association (TBBA) in 2006 and 2009 and is a past president and life director of the TBBA. He also was president of the Florida Home Builders Association (FHBA) and was inducted into the Florida Housing Hall of Fame in 2019. In 2014, the FHBA awarded Fowke the prestigious Dick Baker Award, and he was a recipient of the Florida Home Builders Eagle Award in 2012. Actively involved in his community, he has served as chairman of the Charity Women’s Crisis Center’s Addition & Renovation Committee. As builder of the TBBA Showcase Home, Fowke contributed to the efforts of the Fellowship of Christian Athletes and the Joshua House. He recently completed a project for the Gary Sinise Foundation for a military widow and her children. Fowke also held a successful fundraising event for Dick Vitale and the V Foundation in support of cancer research. In addition, he served on the city of Tampa and State of Florida Hurricane Codes Committee and the Workers’ Compensation Task Force.
