2021 BIA PRESIDENT RICK GOFF, KGII DEVELOPMENT “Homes of Distinction” “I’m Back!!!” Seems strange to be writing the Presidents article again, last time I wrote this article was when I was your BIA President in 2000. For those of you who don’t know me, I am Rick Goff, president of KGII Development “Homes of Distinction” based out of Crestview. I am married to my wife Susan, have two daughters Karen and Kristina, and are blessed with four wonderful grandchildren. I started my journey with the Building Industry Association in 1993, just after I earned my contractor’s license. I have been a member of the BIA for over 25 years, having served as a state director, governmental affairs member, and Political Action Committee member for the Florida Home Builders Association, as well as my last 5 ½ years on the Florida Building Commission. Basically. I’m an Oldie, but a Goodie!!!

Now a little bit about the BIA. The Building Industry Association of Okaloosa – Walton Counties was chartered in 1962 and represents interest of the building and remodeling industry in Okaloosa and Walton Counties. The BIA is comprised of many hardworking, local corporate members representing the construction industry. We empower our members through networking, information, political action, and various services while promoting an environment that supports the construction industry and the concepts of home ownership for all desiring to be a part of the American Dream. In these unprecedented times, as we continue our recovery from the aftermath of last year’s hurricane season and the effects of the COVID-19 pandemic, we have all come to realize the importance of family, friends, neighbors and loved ones. My goal this year is to bring value to our BIA family. I want you as a member of the BIA to spread the benefits of membership and continue to help the association grow. In addition, renew your membership when asked annually and finally get involved. The BIA is a membership driven association and we need and want your support. I’m sure there is a committee or task force for you to be a part of. Throughout the year we hold many great events, like the upcoming Mike Josey Memorial Scholarship Sporting Clay tournament on March 20th, which supports our student scholarship programs. We currently have over a thousand students in Okaloosa County attending various forms of learning the construction trades.

THE BIA ALAN BAGGETT, EXECUTIVE VICE PRESIDENT Let’s be honest, 2021 hasn’t started out like we had hoped. As we started back to work after the holidays, we quickly realized that COVID-19 had not gone away. Because of this, our industry started to see the increasing effect of what the pandemic has and is doing to our way of living. Building material costs continue to rise, OSB plywood alone cost five times more than this same time last year. Windows, doors, appliances are taking from six to eight weeks all the way to twenty-four weeks to arrive. Inaccurate appraisals remain a major obstacle to the housing recovery, flawed appraisals are harming new home values and impeding sales in many markets because they do not accurately reflect the value of the home. So let’s discuss some of the challenges and what options you may have. Did you know that as a member of the BIA you have access to a wealth of information and benefits to help? You are a member of the Florida Home Builders Association and the National Home Builders Association located in Washington DC. GIVES THANKS
January 19 - Okaloosa Board of County Commissioners awarded Habitat for Humanity Okaloosa a $25,000 Non-Profit Community CARES Grant. Through Federal CARES Act funding, Okaloosa County has offered a variety of grants and other programs to help our communities cope with the affects of COVID-19.

January 5 - Fort Walton Beach Elks Lodge 1795 presented a $7,000 Grant to Habitat for Humanity Okaloosa. The donation was made through the Elk’s National Foundation Grant Program.

CRESTVIEW PARCEL DONATION Habitat for Humanity Okaloosa received a land donation from a former Crestview citizen. The parcel that can be divided into three lots, was a donation made in honor the Donor’s wife. He felt his wife would have wanted to donate this land, to Habitat for Humanity, to help Crestview families live in safe and affordable homes. 8

October 25, 2020 - Habitat for Humanity Okaloosa County ReStore was one of four $112,000 Grant recipients from Impact100 of Northwest Florida, Inc. Nitsi Bennet, President/CEO, Habitat for Humanity Okaloosa said, “This Grant is a dream come true and will enable us to buy two new trucks to better serve our two Habitat ReStore locations in Fort Walton Beach and Crestview.“ Nitsi continued, “The new larger vehicles will allow us to service a wider area, pick-up more inventory, and speed donation delivery to our retail stores.” The goal of Impact100 of Northwest Florida, Inc. is to financially support nonprofit organizations in Okaloosa and Walton Counties by empowering women as philanthropists and leaders, by bridging the geographic areas of our region, and by leveraging the talents of diverse women to be a positive force for good in our communities.

this will be good news for the overall economy and strengthen housing demand but also place upward pressure on interest rates, which will price additional households out of the 2021 market. As for the biggest short-term challenge facing builders, Dietz said “it is undoubtedly lumber prices. Pricing is now near the peak of midSeptember and easily adding at least $16,000 to the cost of building a typical new single-family home.”
www.nahb.org Housing an Economic Bright Spot but Regulatory, Affordability Challenges Persist WASHINGTON-As the country continues to rebound from the impact of the COVID-19 pandemic, housing has been a bright spot in the economic recovery. And while the home building industry is poised for another solid year in 2021, regulatory and supply-side challenges could harm housing affordability, slowing momentum and limiting growth, according to economists speaking at an online press conference in conjunction with IBSx, the 2021 virtual International Builders’ Show.
A Milestone for Single-Family Starts Single-family starts posted a 2020 total of just under 1 million, 11 percent over the 2019 level. The NAHB forecast is for ongoing gains for single-family construction in 2021, though at a slower growth rate than in 2020. Production is expected to rise an additional 5 percent to 1.03 million this year - marking the first year that total annual single-family production has exceeded 1 million since the Great Recession. The multifamily construction market will experience weakness as rent growth slows and vacancy rates rise. However, the development market should stabilize by 2022. Multifamily starts are expected to fall 11 percent in 2020 to 349,000 units and post a 5 percent gain this year to 365,000 units.
“Housing affordability will continue to be a top concern this year,” said NAHB Chief Economist Robert Dietz. “On the demand side of the housing market, limited inventories of single-family homes generated strong price gains in 2020. While supply-side pressures, such as resurgent lumber prices, a shortage of buildable lots, inconsistent access to building materials and a regional skilled labor deficit foreshadow higher costs and longer build times this year. A changing regulatory landscape threatens to further erode housing affordability and make the tight inventory environment worse.” Housing is one of the few sectors experiencing year-over-year job gains, as the industry has hired more workers in the wake of the pandemic, but it still has not been enough to meet the increasing demand for housing. Historically low interest rates are one factor driving this demand, but a geographic shift in where people are choosing to live is also affecting the housing industry, as lower-density areas become more popular.
Remodeling will remain strong as people continue to upgrade existing homes for more purposes, such as home offices, home gyms and in-law units. Residential remodeling is expected to register a 4 percent gain this year over 2020.

David Berson, senior vice president and chief economist at Nationwide Mutual Insurance Company, said that millennials are key to household growth and housing demand.
From Oct. 2019 to Sept. 2020, the South posted the largest number of new home sales in the nation, led by Dallas, Houston, Atlanta, Phoenix and Austin, Texas.
“The demographics look good, particularly for the 25-to-40 age group,” said Berson.
“Dallas-Fort Worth had more new home closings in the last year than the entire state of California for single-family homes,” said Nothaft.
The problem is a dearth of new and existing homes for sale. “The number of existing homes for sale has never been lower,” said Berson. “Why? The pandemic.”
Growing home equity also bodes well for the remodeling sector, as Nothaft said that remodeling expenditures are expected to rise 3.7 percent this year to $352 billion.
The existing inventory currently stands at a record-low 1.9-months’ supply. Historically, six months of supply is associated with a balanced market.
A Shift to Single-Family Rental All the economists agreed that tenants are shifting their preference from multifamily rental to single-family rental.
For new homes, inventory is currently at a low 4.3-months’ supply, with 302,000 new single-family homes for sale, 18.9 percent lower than December 2019.
“Single-family rents are up 3.5 percent over the last year, while rents on multifamily rental apartments are down 3 percent,” said Nothaft.
With the inventory of total homes for sale at record lows, solid demand coupled with lack of inventory is producing strong price gains that could approach 10 percent this year.
“There are a lot of people who prefer to live in a single-family home rather than an apartment,” said Berson. “With the pandemic, that only accentuates that demand.”
Two Regions Stand Out
“My expectation is that the single-family built-for-rent construction market share, which is currently around 4.5 percent, will likely grow to 5-6 percent over the next two to three years,” said Dietz.
Delving beneath the national numbers, the South and West are regions that will lead new-home growth in the year ahead, according to Frank Nothaft, senior vice president and chief economist at CoreLogic. “Homes being built are following population flows,” he said, noting that metros with affordable homes, high employment and outdoor amenities have had the highest growth in new-home sales over the last year. New-home demand is greatest in Texas and Florida, which accounted for more than half the nation’s population growth last year. Arizona and North Carolina also posted large population gains.
