In line with the Strategic Trade Policy Framework 2020-25, the Ministry of Commerce (MoC) has taken a significant step by forming the "Council for Dairy and Dairy Products," comprising of 19 distinguished members representing various segments of the dairy sector.

The composition of the council reflects a diverse array of expertise, including representatives from various facets of the dairy sector. Notable members include the Chief Executive Officer of Pakistan Dairy Association, Chairpersons of leading dairy associations, and key figures from prominent dairy companies such as Nestle Pakistan and Engro Food. Additionally, esteemed academia representatives from institutions like the University of Veterinary & Animal Sciences Lahore and the University of Agriculture Faisalabad are integral parts of this council.

Functioning within a structured framework of terms of reference, the council is entrusted with the responsibility of providing strategic counsel to the government on policies conducive to the growth and promotion of the dairy sector. This encompasses a wide spectrum of issues, including supply chain optimization, market access facilitation, and the

development of robust marketing strategies, all aligned with the objectives outlined in the STPK 2020-25.

In line with its mandate, the council has the authority to co-opt experts from relevant federal ministries, provincial livestock and dairy development departments, regulatory bodies, and quality assurance departments. This collaborative approach ensures a comprehensive and informed decision-making process.

The Ministry of Commerce will appoint the council chairman, with the Trade Development Authority of Pakistan (TDAP) designated as the secretariat, responsible for the administrative functions of the council.

Moreover, the government's commitment to the dairy sector is underscored by the appointment of sector-specific secretaries for a tenure of three years. These appointments, supported by a lump sum pay package, are aimed at ensuring continuity and dedicated focus on sectoral growth and development.

It's imperative to note that the dairy sector holds significant importance in the agricultural landscape, contributing substantially to the national economy, with an impressive 11 percent share of the GDP.

ECC Maintains Wheat Support Price Amidst Provincial Disagreement

The Economic Coordination Committee (ECC) of the Cabinet has

opted to maintain the support price of wheat for the 2023-24 crop season at Rs 3,900 per 40 kg, rejecting the Ministry of National Food Security and Research’s proposal to increase it to Rs 4,000.

According to informed sources speaking to Business Recorder, the Ministry of NFS&R had proposed the increase based on recommendations from provincial governments. However, after discussions with the provinces, the ECC decided against the raise, citing the significant increase in the support price during the previous year.

The decision to maintain last year’s support price comes despite acknowledgment from the Food and Agriculture Ministry that the cost of production for an average farmer was Rs 2,495 per 40 kg, with the support price set at Rs 3,900, allowing a 44 percent profit margin. This increase was granted in light of the 2022 floods and economic challenges faced by rural communities.

The ECC also noted that the Agriculture Policy Institute (API) had calculated the cost of production for the upcoming crop season at Rs 3,304 per 40 kg. However, all provincial governments recommended increasing the support price to Rs 4,000 per 40 kg for the next fiscal year.

In response to the gap in demand and supply of wheat, private sector imports have been encouraged. As of December 4, 2023, 20 private vessels carrying 1,147,795 metric tons of imported wheat have arrived, with an additional 1.00 million metric tons projected to arrive by the end of February 2024.

The delay in announcing the support price was attributed to the delayed submission of provincial responses. Despite this delay, all provinces submitted their recommendations, with Punjab and Sindh both proposing a support price of Rs 4,000 per 40 kg, while Khyber Pakhtunkhwa suggested Rs 4,100 and Balochistan proposed Rs 400 per 40 kg.

Although the Ministry of Finance and the Ministry of Commerce supported the Ministry of NFSR’s recommendation to set the support price at Rs 4,000 per 40 kg, the ECC ultimately decided to maintain the previous year’s price.

tion. Pending approval from the ECC, the proposal will then proceed to the federal cabinet for final authorization.

Extensive studies conducted by Sri Lanka have affirmed the superior attributes of the Sahiwal breed, renowned for its exceptional dairy capabilities and resilience to environmental stresses.

The summary underscores the suitability of Sahiwal bulls for Sri Lanka's NAI program, citing their prolific milk production, rapid growth, docile temperament, and adaptability to diverse climatic conditions. These traits position Sahiwal as an ideal candidate to augment Sri Lanka's cattle genetic pool, aligning with the

country's broader agricultural development goals.

Highlighting the economic aspect, the food ministry has emphasized that revenue derived from processed meat export significantly surpasses that from live animal export. However, the proposed export of Sahiwal bulls is envisioned as a strategic investment in Sri Lanka's agricultural sector, aiming for long-term genetic enhancement and sustainable cattle production.

The Ministry of Commerce's endeavor to support Sri Lanka's NAI program reflects a commitment to fostering regional cooperation and leveraging Pakistan's livestock expertise for mutual benefit. If approved, this initiative is poised to not only strengthen bilateral ties but also contribute to the advancement of Sri Lanka's agricultural landscape.

Caretaker Minister Asserts Pakistan's Agricultural Strength, Eyes Wheat and Rice Exports

During the National Kissan Convention in Islamabad, Caretaker Minister for National Food Security and Research, Dr. Kausar Abdullah Malik, reaffirmed Pakistan's robust wheat supply and readiness to export key staples like wheat and rice, following a bumper crop season.

Dr. Malik while addressing the attendees shared the government's commitment to bolstering wheat productivity and narrowing sectoral gaps, recognizing agriculture as pivotal to the nation's economy. He envisioned Pakistan transitioning into an agricultural surplus nation, attributing this potential to its burgeoning production capacity.

Assuring farmers, Dr. Malik highlighted ongoing support efforts, including extensive wheat sowing covering 22.17 million acres, ensuring substantial reserves and negating immediate wheat imports. Furthermore, he addressed the urea crisis, disclosing partial alleviation with 47,000 tons of the required 200,000 tons arriving in Karachi by December 20, averting a crisis.

Dr. Malik stressed the need to rectify storage mismanagement, citing it as a significant contributor to fertilizer scarcity, and commended provincial governments and the Pakistan Army's collaborative efforts in addressing agricultural challenges.

Highlighting a record rice yield of 9.3 million tons and anticipations of $3 billion revenue from rice exports, Dr. Malik celebrated Pakistan's ascent to the 15th global agricultural exporter position, accumulating $207 million in fiscal exports, ranking 6th globally.

Additionally, Dr. Malik elaborated on ministry initiatives, including rejuvenating income sources in the poultry industry, revamping soybean cultivation in collaboration with the Ministry of Climate Change, and introducing a national seed policy encompassing biotech-enhanced seeds.

The ministry has initiated structured import-export lists, streamlined training for entities involved, and aims to enhance bilateral trade opportunities. Environmental conservation initiatives, such as water conservation projects and bio-pesticide introductions, are also underway.

Dr. Malik emphasized overcoming historical limitations in government and private sector agricultural investment, aiming to double investments. He proposed collaborative corporate farming as a transformative solution for small-scale farmers, envisioning agricultural renaissance through modern techniques and machinery access.

Pakistan's Agro-Exports

Surge by 64% in First Half of Fiscal Year 2023-24

During the initial six months of the fiscal year 2023-24, Pakistan's agro and food product exports witnessed a remarkable surge of 64% compared to the same period in 2022-23. Notably, December alone experienced a staggering growth of 118%, with food product exports totaling $882 million compared to $404 million in December 2022-23.

The current fiscal year has seen substantial increases across various sectors, with sesame seed exports leading the charge with a remarkable 278% growth, followed by maize/corn at 208%, and ethyl alcohol at 497%. This surge in exports can be attributed to factors such

as increased production, heightened demand from key markets like China, Korea, and Japan, and global price hikes resulting from geopolitical tensions like the Russian-Ukraine conflict.

Maize exports soared to $262 million, driven by heightened global commodity prices, with major markets including Vietnam, Malaysia, Korea, and Oman.

In the meat sector, exports reached $239 million, up by 23%, attributed to the opening of new markets such as Jordan, Egypt, and Uzbekistan, along with increased participation from new exporting companies targeting UAE, KSA, and the GCC region. Approval of three additional slaughterhouses by Malaysia and market access for heat-treated meat to China further boosted meat exports.

Rice exports totaled $1.645 billion, marking a 96% growth, buoyed by India's rice export ban and increased domestic production. Fruits and vegetable exports reached $285 million, showcasing a 15% increase, while spices exports witnessed a 10% growth.

Zubair Motiwalla, Chief Executive of TDAP, expressed optimism, stating that agro-exports achieved $3.84 billion in the first half of the fiscal year, a significant milestone. With active support from TDAP, exporters are poised to achieve the $6 billion target for the current year, with efforts focused on product and market diversification to sustain and enhance this growth trajectory.

Pakistan's Ambassador to China Proposes Joint Venture with Litong Food Group for Food Park Project

Pakistan's Ambassador to China, Khalil Hashmi, embarked on a visit to Litong Food Group in Chengdu, Sichuan Province of China, extending an invitation for the establishment of "Litong Food Park" in Pakistan. This initiative seeks to leverage Pakistan's abundant agricultural resources to promote value-added products and stimulate economic growth.

Ambassador Hashmi highlighted the strategic objective of the food park proj-

ect, emphasizing its potential to generate employment opportunities and make significant contributions to the country's economy.

During the visit, Ambassador Hashmi engaged in discussions with Mr. Chen Changwei, Chairman of Puji Group, a subsidiary of Litong Food Group involved in growing and exporting dry chilies from Pakistan. The discussions centered on ongoing cooperation and future plans, highlighting the mutual benefits of collaboration between Pakistan and Asian countries.

The delegation from Litong Group expressed keen interest in Pakistan's agri-

cultural potential and its strategic location for trade with Asian markets. As part of their investment strategy, the group intends to establish a cutting-edge laboratory in Multan City, Pakistan, focusing on research and development in various crops such as dry chili, sesame, broad bean, and sorghum.

The establishment of the laboratory aims not only to facilitate research but also to provide local farmers with access to advanced agricultural techniques, thereby enhancing crop yields, improving quality, and boosting export prospects.

Litong Food Group pledged a substantial investment of $500 million over

the next three years for the establishment of a state-of-the-art food park in Pakistan. This collaboration holds promise for strengthening bilateral ties between Pakistan and China, while also opening new avenues for trade and economic growth.

The Pakistani delegation, showcasing the country's fertile land and diverse climate, positioned Pakistan as an ideal destination for agricultural cultivation, highlighting the potential for mutual prosperity through joint ventures in the agricultural sector.

Pakistan Urged to Boost Halal Food Exports to GCC Countries for Economic Growth

The Federation of Pakistan Chamber of Commerce and Industry (FPCCI) has emphasized the need for Pakistan to elevate its halal food exports to Saudi Arabia and other Gulf Cooperation Council (GCC) countries, viewing this region as pivotal for augmenting the nation's food exports amidst economic challenges.

Led by President Atif Ikram Sheikh, a delegation from FPCCI participated in the Makkah Halal Forum 2024 from January 23-25, a prestigious event that provided a global platform for showcasing premier halal products and services.

During the forum, the FPCCI delegation engaged with the MANAFEA Agreement, a collaborative effort comprising various Saudi chambers of commerce and the Islamic Chamber of Commerce, signing an agreement aimed at bolstering Pakistan's exports to Saudi Arabia and the broader Organization of Islamic Cooperation (OIC) countries.

President Sheikh underscored the burgeoning global demand for halal foods and urged Pakistan to capitalize on this growth opportunity. He outlined an ambitious goal for Pakistan to secure at least a 1% market share in the halal foods market within the next 3-5 years, potentially translating into exports worth $25

billion based on current market dynamics.

Highlighting the staggering market size of $2.5 trillion for halal foods globally, Sheikh projected a continued annual growth rate of 13.5% over the next decade, leading to a forecasted market size of $5.8 trillion by 2033. He expressed confidence in Pakistan's ability to swiftly establish its presence in this lucrative market, given that all food products produced in the country are halal-certified.

President FPCCI emphasized the significance of tapping into GCC countries, including Saudi Arabia, UAE, Qatar, Kuwait, Bahrain, and Oman, as key export destinations for Pakistani halal foods. Noting Pakistan's strong bilateral

ties with Saudi Arabia and the UAE, with millions of Pakistanis residing in these countries and contributing significantly to remittances, Sheikh highlighted the potential for enhanced economic cooperation in the halal foods sector.

National Oilseeds Enhancement Program (NOEP)

Propels Pakistan's Sesame Sector to

Remarkable Heights

The Ministry of National Food Security and Research has announced a remarkable achievement in Pakistan's agricultural sector, attributing the success to the resounding triumph of the National Oilseeds Enhancement Program (NOEP), particularly in sesame cultivation.

Sesame, once considered a minor crop relegated to marginal lands, has undergone a transformative journey to emerge as a pivotal cash crop within Pakistan's agricultural landscape. Historically neglected, recent years have witnessed an extraordinary leap in sesame production, thanks to concerted efforts under the NOEP.

Starting from a modest $89.320 million in 2020, Pakistan's sesame exports have witnessed an exponential surge, reaching a staggering $407 million in 2023. This meteoric rise propelled Pakistan to the 5th position among major sesame exporting nations, with China

absorbing over 80% of the exports.

The pivotal role played by the Ministry of National Food Security and Research through the PSDP-funded project "NOEP" is evident, significantly augmenting sesame production and exports within a span of four years. Collaborative efforts with provincial Agriculture departments in Punjab, Khyber Pakhtunkhwa, and Balochistan have been instrumental in this transformation.

Sesame cultivation, once confined to limited districts across these provinces, has witnessed a remarkable expansion under the NOEP, with the area increasing from 139,400 to 399,493 hectares during the last four years, marking a 187% increase.

Punjab leads the forefront in sesame production, contributing 95% of the total output, followed by Sindh (2.1%) and Balochistan (2.2%). The average yield of sesame experienced a substantial increase of 69%, rising from 442 to 750 kg/ha within the NOEP's tenure. Balochistan, with its favorable climatic conditions, signifies untapped potential for further expansion in the region.

In conclusion, the strategic interventions of NOEP have not only revolutionized sesame farming but have also ushered in a new era of agricultural prosperity in Pakistan. This success story elevates the status of farmers and positions sesame as a key driver of economic

growth and food security, setting a benchmark for sustainable agricultural practices nationwide.

Punjab Food Authority Conducts Massive Food Safety Inspection in Lahore

In a proactive move to ensure food safety standards, the Punjab Food Authority (PFA) conducted extensive inspections in Lahore over the weekend. The inspections covered various points in the city, including the entrance point on Sheikhupura road and food establishments in the Gulberg area.

During the inspections, PFA teams scrutinized more than 72,000 liters of milk and examined 16 food points. As a result of their assessment, one sweets unit was shut down, and fines totaling Rs 242,000 were imposed on eight units. Additionally, warning notices were issued to seven food points for necessary corrections and improvements.

The inspection also led to the disposal of 4,270 liters of adulterated milk and 1,000 kilograms of expired salted snacks, substandard oil, and banned ingredients.

Commenting on the findings, the Director General of PFA highlighted the reasons behind the closures and fines, including the presence of harmful ingredients, inadequate cleanliness practices, and the presence of insects on the premises of the inspected units.

Looking forward to 2024, NCI is projected to decline by 14% to $21.3 billion, primarily due to a slight decrease in cash receipts coupled with modestly increasing

Crop receipts are expected to decline by 5% in 2024, driven by falling prices, while livestock receipts are forecasted to increase at a slower rate of 2%, mainly attributed to a deceleration in cattle prices.

Statistics Canada will release fourthquarter receipts for 2023 on February 29, 2024, followed by estimates of farm income for 2023 on May 29, 2024. Datuk Seri Mohamad Sabu, the minister, disclosed that initial estimates indicate over RM20 million in losses for the agrofood sector in Kelantan, impacting 1,875 individuals. Severely affected areas include Tumpat, Kota Bharu, Pasir Mas, and others.

Speaking at the Kelantan Sentuhan Agro Madani program, Mohamad emphasized the importance of KPKM's initiatives in aiding affected groups' recovery and bolstering the agriculture sector.

U.S Lemon Production Reaches New Heights in 2022–23

The lemon industry in the United States witnessed a significant uptick in production during the 2022–23 season, according to a report from the U.S. Department of Agriculture’s Economic Research Service (USDA ERS). Growers across the country collectively produced 1.12 million tons of lemons, reflecting a notable increase of 5.5% compared to the previous year.

A substantial portion of these lemons, approximately one third, was directed towards processing, while the remainder found its way to the fresh market.

California, renowned for its agricultural prowess, saw lemon production soar to unprecedented levels, reaching 1.06 million tons during the 2022–23 season— a remarkable milestone marking a 50year record.

Meanwhile, Arizona, another key contributor to the U.S. lemon crop, supplied 5% of the total output for the season, amounting to 56,000 tons. This marks a second consecutive year of growth for the Arizona lemon crop, following a period of lower yields in the 2020–2021 season. Favorable weather conditions and improved yields, reaching 219 boxes per acre, contributed to the resurgence of Arizona's lemon production.

Despite the surge in domestic availability, fresh lemon prices experienced a decline throughout most of the 2022–23 season. On average, growers received $24.83 per box, representing a decrease of $2.06 compared to the previous season. Wholesale prices also followed suit, with the average minimum low price dropping to 83 cents per pound.

U.S.-grown lemons continued to dominate the domestic market, accounting for an estimated 78% of all lemons consumed within the country during the 2022–23 season.

In terms of imports and exports, fresh lemon imports slightly decreased, totaling 363 million pounds. Argentina, Mexico, and Chile remained the primary suppliers of fresh lemons to the U.S. market, collectively contributing 94% of all imports. Conversely, U.S. fresh lemon exports experienced an 8% decline, with Canada, Japan, and South Korea emerging as the top destinations for U.S.-grown lemons on the international market.

Rice exporters are optimistic about the outlook for 2024, anticipating a continued surge in demand for Vietnamese rice, particularly from nations like the Philippines and China. With global supply constraints persisting, Vietnam is poised to capitalize on this heightened demand, solidifying its position as a key player in the global rice market.

Key importers of Vietnamese fruits and vegetables included China, the United States, the Republic of Korea, Japan, Thailand, the Netherlands, and Australia. Notably, China emerged as the top importer, constituting a substantial 65 percent of the total revenue generated from these exports.

Durian, surpassing even the popular dragon fruit, played a pivotal role in this surge, accounting for over $2 billion in revenue. This notable achievement can be attributed to the successful implementation of the protocol on phytosanitary requirements for Vietnamese durian exported to China.

Insiders cited by the agency expressed optimism that the record-breaking performance in 2023 is just the beginning, as significant opportunities still exist for further growth in Vietnam's fruit and vegetable sector. Givaudan has secured its fifth consecutive CDP double A on climate action and water security. This latest recognition makes Givaudan one of a small number of companies that achieved a double ‘A’ out of more than 21,000 organisations scored. Givaudan’s score reinforces its global leadership in corporate transparency and environmental action.

For the first time in 2023 Givaudan reported on forests as part of its CDP disclosure, securing an A– signalling strong progress on its efforts to address deforestation. The CDP forests questionnaire focuses on how organisations produce, source, and use four key forest risk commodities: timber, cattle products, soy, and palm oil.

CDP runs the global disclosure system for investors, companies, cities, states and regions to manage their environmental impacts. Its annual environmental disclosure and scoring process is widely recognised as the gold standard of corporate environmental transparency. The scores show organisations and their stakeholders where they are on the road towards operating in line with a 1.5-degree, deforestation-free and water-secure future. By disclosing over consecutive years, organisations can understand the trajectory of their environmental journey.

Financial ambitions as communicated on December 12, 2022

An expected organic revenue growth of 6-8% (CAGR) through 2025.2

An expected EBIT margin of 29% by 2025 excluding integration costs and PPA amortization.3

Annual revenue synergies are estimated at EUR 200 million with an EUR 80-90 million EBIT impact achievable within four years of completion and an estimated EUR 80-90 million in cost synergies achievable within three years of completion.

Beyond 2025, the ambition is to continue to deliver accelerated sustainable growth from the underlying business coupled with new, and derisked, innovation and growth opportunities.

ADM Appoints Ismael Roig Interim Chief Financial Officer

A key session in the final morning focused on the reasons why the International Islamic Food Processing Association(IFPA) is relocating its head office to Dubai and choosing Dubai as its partner, as it seeks to diversify and strengthen the food supply chain to Organisation of Islamic Cooperation (OIC) countries, most of which currently face an underdeveloped food processing sector.

Immediately following the session, an MoU on cooperation in developing sustainable, innovative, and common solutions for industry was signed between the Islamic Organization for Food Security (IOFS) – of which IFPA is a subsidiary –and Food Tech Valley, a UAE-government led initiative designed to address food

security locally, regionally, and globally.

GulfHost Foodservice Excellence Summit and YouthX

Meanwhile at Gulfhost’s Foodservice Excellence Summit, participants gained a better understanding of the developments from around the globe that are inspiring changes in the hospitality sector, as well as trends in sustainable design in the F&B sector from some of the world’s leading hotel brands.

Meanwhile, in Gulfood YouthX, teams from Burj Al Arab, Sofitel The Obelisk, Jumeirah Al Qasr, and Grosvenor House were in the finals. The team from Sofitel The Obelisk, made up of Yubak Bista, Sidney Mathews, and Sameera Shaw, and mentored by Russell Impiazzi, were named the winners, given AED100,000 worth of prizes, including a cash prize for each chef.

The ISM Award is being conferred for the tenth time this year. The award for outstanding services to the sweets and snacks industry will be presented during the festive ISM Dinner on 28 January, 2024. Fruit Logistica Attracts Top Industry People From Across the Globe

FRUIT LOGISTICA, the world’s leading fruit and vegetable trade exhibition and the heartbeat of the global fresh produce business, returns to Berlin for another record-breaking edition.
