The Texas Cultural Trust has worked to support the arts in Texas for 20 years. Our mission is to inspire, integrate, and illuminate the arts in Texas. The Trust provides leadership to promote and highlight the importance of the arts in educating our children and sustaining our vibrant Texas economy. Where many people still see the arts as a “nice to have,” we see arts as an integral part of educating our children and preparing a 21st century workforce, capable of competing on a global scale. The arts are necessary in sustaining our state’s economy, contributing billions of dollars in taxable sales revenue each year, and employing 1 in 15 Texas workers. Supporting the arts ensures Texas’ cultural and economic advantage for the future. One of the ways we highlight the vibrant arts and culture in Texas is through our signature event, the Texas Medal of Arts Awards. The event honors and celebrates Texans who have made powerful contributions to the arts – in Texas and around the world – through their creative talent or philanthropic support. Previous honorees include Willie Nelson, Eva Longoria, Laura W. Bush, Tommy Lee Jones, Bob Schieffer, Debbie Allen, Walter Cronkite, Robert Rauschenberg, Lyle Lovett, Anheuser Busch Companies, Texas Monthly, Neiman Marcus, and more. The 2015 Texas Medal of Arts Awards takes place on Wednesday, February 25, 2015 at The Long Center for the Performing Arts in Austin. We hope you will save the date and join us for this spectacular event that celebrates Texas’ legends and rising stars. Another program of the Trust is the Texas Women for the Arts, which is a giving circle uniting the financial force of Texas Women in funding initiatives for the arts and arts education throughout the state. Since its inception in 2005, Texas Women for the Arts has awarded over $1.3 million to 63 arts organizations across the state, impacting over three quarters of a million Texas children. Texas Women for the Arts will be hosting a Texas Tea on Friday, November 7th, from 11:00 am to 1:00 pm during this year’s show. Guests will receive a behind the scenes glimpse into the arts world from one of the show’s 75 internationally renowned experts. Jewelry Legendary Gemstones... Rubies and Sapphires

F

or thousands of years, rubies and sapphires have been revered for their beauty and perceived mystical powers. It was thought that rubies held the key to serenity and peace and could secure eternal love and happiness. The ancient Persians believed that the earth itself rested upon a great sapphire whose reflection caused the sky to be blue. Rubies and sapphires continue to captivate with their unparalleled beauty, and quality stones have become excellent investments. Judging by their distinct color, it may be hard to believe that rubies and sapphires are actually the same stone, identical in all characteristics except color. Both are corundum and each derives their rich color from tiny amounts of different

chemical impurities. These amazing corundum minerals are second only to diamonds in hardness, and in many cases, are a much better value.

Exotic Origins... Rich History Burma, Ceylon and Kashmir are the legendary names most associated with the world’s finest sapphires and rubies, and their history is rich with intrigue. Burma was a bountiful source of both rubies and sapphires for more than 800 years, though the best stones were never allowed to leave the kingdom. Until the middle of the 19th century, the Burmese King commanded that any and all rubies weighing more than five carats would become possession of the 15

Royal Family. Miners, anxious to sell their gems, broke the magnificent rubies into pieces smaller than five carats so as to bypass the King’s law. Thus, rubies weighing over five carats are exceptionally rare and precious. In 1962, the borders of Burma were closed and political unrest has all but shut down the mining of these magnificent stones. Kashmir, which lies in the Himalayas, is renowned for its rich, cornflower-blue sapphires. The stones were discovered by accident in 1881 when a landslide unearthed a rich cache of sapphire crystals. The pure deep color and velvety appearance of the stones so enamored the Maharajah, he soon took control of the mines and halted trade of all sapphires. By 1887, the initial mine was exhausted and other mines in the area proved so difficult to reach and the climate so unpredictable and hazardous, that only a precious few stones were ever mined. Although origin is important, it should not be the determining factor when choosing a stone. Rubies and sapphires hailing form various locations exhibit many different characteristics and each variety has a strong following of admirers. In fact, the Gemological Institute of America does not rate corundum in quality because there is no universal agreement as to which origin or color is best. Rarity, cleanliness and beauty will always determine the relative

Rarity, Size, Color, Clarity... Selecting a Stone Choosing a ruby or sapphire is, in part, a matter of taste, but there are several factors that will affect the value and desirability of a stone. As a rule, both rubies and sapphires are at their best when surrounded or paired with quality white diamonds whose fire and white brilliance provide the perfect contrast to the rich colors of the corundum. Prices will vary greatly depending on the size, clarity, origin and relative rarity of the stone. Fine rubies are second in value only to fancy colored diamonds, and their value grows exponentially as their carat weight increases. Indeed, rubies weighing more than 5 carats are extraordinarily rare, and can cost as much as nine times more per carat than a 3- or 4-carat stone. Larger, quality sapphires, though rare, are slightly more plentiful than their ruby counterparts. Look for stones that are cut with a large table, or top surface, which makes the stone appear larger. A 5-carat ruby, cut with a large table, can have the appearance of a 7-carat stone at a fraction of the cost per carat. Turquoise Mountain is a non-profit, non-governmental organization specializing in urban regeneration, business development, and education in traditional arts and architecture. It provides jobs, skills, and a renewed sense of national pride to Afghan women and men. Turquoise Mountain was created in 2006 by HRH The Prince of Wales and HE President Karzai of Afghanistan to revive historic areas and the Afghan traditional craft industry. We have restored a neighborhood in Kabul's Old City, including rebuilding 110 historic mud buildings, installing water supply, sanitation and electricity, and building a clinic that serves nearly 20,000 patients per year, and a primary school. We have created the National Institute for Afghan Arts & Architecture with 200 young men and women training across four schools of Woodwork, Jewelry Making & Gem Cutting, Ceramics, and Calligraphy & Miniature Painting. In 2013, Turquoise Mountain opened as the main exhibition at the Museum of Islamic Art in Doha, and then travelled in November to London's Leighton House Museum, on until mid February 2014. It was visited by HRH the Prince of Wales and the Duchess of Cornwall, hosted by HE Sheikha al Mayassa who brought the exhibition to Qatar. The Masters and students of Turquoise Mountain have produced over 40 original museum-quality pieces that are paired with 40 of the Museum's collection, from large woodwork to tiny miniature paintings, and a 38-carat emerald. Turquoise Mountain is launching the next phase of its project: To grow the craft industry in Afghanistan to a point of critical mass. The Institute of Afghan Arts and Architecture and the young Afghan entrepreneurs that are building their businesses and exporting around the world will drive this project and this will all be done from the restored historic heart of Kabul's Old City, Murad Khane. As part of our wider goal to grow the Afghan craft industry, in September of this year Turquoise Mountain will launch a new social enterprise to lead the rebuilding of the craft industry. It will work to increase sales and promote the work of our craftspeople around the world. New NY rules could protect authenticators ■ Suggested changes aim to discourage lawsuits against views expressed in good faith Alex Capon reports LEGISLATION designed to protect art authenticators from lengthy and expensive legal claims has been proposed in New York. The bill, which seeks to amend the state’s art and cultural affairs law, is designed to discourage lawsuits against those who authenticate works of art in good faith and enable them to recover their expenses in the event of an unsuccessful claim. According to The Association of the Bar of the City of New York, who have recommended the proposed legislation,

the changes would “address certain deficiencies” in the current framework and would protect “authenticators in rendering independent, goodfaith opinions about the authenticity, attribution and authorship of works of fine art”. Earlier this month the bill was unanimously endorsed by The New York Senate Standing Committee on Cultural Affairs and it will now move forward for consideration by the full senate. The legislation comes at a time when the role of authenticators and authenticating bodies has been brought into focus following the demise of several artists’ authenticating boards over the last few years. These include, most prominently, the Andy Warhol Foundation in 2011, as well as the Keith Haring Foundation and Jean-Michel Basquiat authentication committee, both in 2012.

Art Deco classics ring a bell DESIGNED and manufactured by the Siemens factory in Woolwich from 1929, the 200 Series dial telephone (aka the Neophone) is today considered an Art Deco design classic and the first truly modern telephone. Standard issue black versions, rented en masse to customers by the General Post Office, will now command two- and three-figure sums depending upon type and condition. But those encased in ivory-coloured plastic (typically urea formaldehyde for early models and acrylic for later ones) are harder to find in good order while the small number in ‘jade green’ and ‘lacquer red’ are a different commercial proposition entirely. Handsets in these two special colours attracted a substantially increased subscription cost at the time, enough to make them something of a novelty, even before most phones of this type were discarded or replaced as obsolete in the 1960s. The pair of red and green 1950s-era Neophones seen at Richard Winterton of Lichfield on May 2 were both in very good condition and sold with matching bell sets (the separate pedestal unit to make them ring), a combination collectors know as ‘king pyramids’. These models also included the small exchange drawer in the
