June 2016, Shri Dnyaneshwar M. Mulay, Secretary (Consular, Passsort and Visa & Overseas lndian Affairs) and Shri Arun K. Chatterjee, Joint Secretary (Passport Seva Project) & Chief Passport Officer, inaugurated the fourth Passport Seva Divas and Passport Officers' Conference. The event took place at Ministry of External Affairs, Jawaharlal Nehru Bhavan, New Delhi and was attended by senior officials from Ministry of External Affairs including 37 Regional Passport Officers and TCS representatives.
The fourth Passport Seva Divas was held to mark the enactment of the Passports Act, 1967. The agenda of Passport Officers' Conference 2016 was to review Passport Seva operations during the preceding year and to set the objectives/targets to be achieved during 2016-17.
The address of the conference was delivered by Smt. Sushma Swaraj, External Affairs Minister and Gen. (Dr.) V.K. Singh (Retd.), MoS for External Affairs in the presence of many distinguished invitees.

MESSAGE It gives me immense pleasure in felicitating all our Passport issuing authorities in India and in Missions/Posts abroad on the occasion of the Fourth Passport Seva Divas being held on Friday the 24th June, 2016 at New Delhi. The Passport Act, 1967 was enacted on this day granting us the authority of issuance of Passports. The Ministry of External Affairs and its subordinate office, the Central Passport Organization, have every reason to mark and celebrate this event while renewing their commitment towards rendering better passport services in a timely, reliable and efficient manner. The performance of the Ministry during the last year towards rendering of passport related services has been significant in many ways. More than 1.2 Crore Passport related applications were processed in 2015 recording a growth of 18% over the volume in 2014. Passport Seva Laghu Kendras have been operationalized in all the capitals of the North Eastern States integrating them into the Passport Seva System. It is a matter of satisfaction that the passport offices are now able to provide appointments within seven days across India. The Ministry has endeavoured to carry passport services closer to the citizens in a big way by organizing a large number of Passport Seva Camps across the country. It is also a matter of appreciation that the Passport offices organized Passport Melas during the weekends to serve the citizens. At the same time, the Ministry has been striving towards easing the process of issuance of Passports through innovative methods. Our Government remains committed towards the principal of 'Minimum Government, Maximum Governance' while delivering passport related services to our citizens in a convenient, accountable and transparent manner. Launching of mPassport Police app and introduction of Twitter CRM (Customer Relation Management) Platform have been important steps in this direction. On this important date, let us all renew our commitment towards delivering Passport Services to our citizens with greater dedication, and consideration, and in transparent and professional manner

In recognition of outstanding services rendered by CPV employees and Passport Offices, “Passport Puraskars” have been instituted by the Ministry of External Affairs. The names of the awardees were decided on the basis of recommendations, made by a Working Group on Passport Seva Puraskars. The Passport Offices were categorized on the basis of volume of applications processed by them during the calendar year 2015. The classifications are as under: · · ·
Applications over 4 lakhs : 'A' Category Applications from 1.5 lakhs to 4 lakhs : 'B' Category Applications less than 1.5 lakhs : 'C' Category
The parameters for assessing the performance included the no. of applications processed, productivity, average time taken in issuance excluding the Police Verification (PV) time, average waiting time, appointment cycle, average engagement time, PVR review and disposal of grievances. From each category, individual puraskars were also given to the best performing Granting Officers (GO), Verification Officers (VO), Citizen Services Executives (CSE) & Printer Operators. The parameters for assessing the performance included the no. of working days and no. of files processed. In addition, awards were also given for special achievement, special efforts and to the best performing Police Departments of States.

SENIOR LEVEL APPOINTMENT
Shri Dnyaneshwar M. Mulay appointed as Secretary, (Consular Passport and Visa & Overseas lndian Affairs), Ministry of External Affairs
Dnyaneshwar Mulay joined the Indian Foreign Service in 1983. He was educated in Kolhapur and Mumbai. His Bachelor's Degree in English Literature from Shivaji U n i v e r s i t y, K o l h a p u r w a s followed by Master's Degree in Personnel Management from Mumbai University. Besides ser ving at the Ministry of External Affairs in New Delhi, he has also contributed to work in I n d i a n M i s s i o n s i n To k yo, Moscow and Port Louis. He served as Minister in Damascus and was India's longest serving High Commissioner to Male (Maldives) from April 2009 to March 2013. In New Delhi, he did diverse assignments at Ministry of Commerce & Industry and Ministry of Finance and served as Advisor in the Cabinet Secretariat. Ambassador Mulay was Consul General of India in New York from April 23, 2013 to February, 2016. He was promoted to Grade-I of Indian Foreign Service on 5.9.2016 and took charge as Secretary (Consular, Passport, Visa and Overseas Indian Affairs) on 7.11.2016. He is an award winning writer in Marathi and Hindi, and has contributed several books that have been translated into Arabic, Urdu and Dhivehi. He has keen interest in Education, Environment (particularly water security) and socio-economic issues. His book Maati Pankh Ani Aakaash is a prescribed textbook at North Maharashtra University. He started several innovative initiatives as Consul General of India in New York. These included a unique outreach programme namely 'Consulate At Your Doorstep', the monthly lecture series 'Media India' and 'Swachh Consulate' which received commendation from the Ministry of External Affairs. In his current charge as Secretary (CPV&OIA), Shri Mulay is keen that passport services within India are easily accessible to every Indian citizen and similarly the Indian visa process is made more efficient. With his vast experience in dealing with Indian diaspora, he is working for stronger and deeper engagement with the diaspora. 18 Passport Patrika | January â&#x20AC;&#x201C; June 2016
Passport Seva Project under Shri Muktesh K. Pardeshi
S
hri Muktesh K. Pardeshi has been the longest serving Chief Passport Officer for the period Oct 2010 â&#x20AC;&#x201C; Mar 2016. He was also handling the role of Joint Secretary (PSP). He joined Indian Foreign Service in 1991 and has served on diplomatic assignments in Jakarta, Geneva, Kathmandu, Bogota and Mexico City. He has now been appointed as Ambassador of India to Mexico.

uring his tenure as JS (PSP) and Chief Passport Officer, Passport Seva began its journey from Pilot rollout to implementation across 77 PSKs, attached to 37 Passport Offices in India.

n April 2016, Shri Arun Kumar Chatterjee took over as Joint S e c r e t a r y ( Pa s s p o r t S e va Project) & Chief Passport Officer in the Ministry of External Affairs, Government of India.

Chatterjee joined the Indian Foreign Service in 1992 and has served on diplomatic assignments in Seoul, Geneva and Almaty. He has also served as Under Secretary/ Deputy Secretary (East Europe), Director (Finance), and Director/ Joint Secretary (CNV & I) and Chief Vigilance Officer of the Ministry of External Affairs.

Ministry of External Affairs further liberalizes Police Verification procedure for passport issuance and launches a Mobile App to cut delays in submission of Police Verification Report
Police Verification (PV) has been an integral part of Passport issuance process since its inception. The modalities of police verification have undergone various changes from time to time, whereas the principles have remained the same i.e., ascertaining the applicant's identity, citizenship and absence of criminal antecedents. Under the Passport Seva Project, the Ministry of External Affairs has streamlined Police Verification System for passport issuance by digitally integrating 685 of 731 Police Districts in the country. This has led to overall reduction in the number of days taken to complete police verification process to 34 days in 2015, as against 42 days in 2014 and 49 days in 2013. 2. In order to further improve and liberalize Police Verification procedure for passport issuance, the Government has decided that henceforth normal passport applications of all first time applicants furnishing Aadhaar, Electoral Photo Identity Card (EPIC), Permanent Account Number (PAN) Card and an affidavit in the format of Annexure-I will be processed on Post-Police Verification basis, enabling faster issue of passport, without payment of any additional fees, subject to successful online validation of Aadhaar number. In addition, EPIC and PAN card may also be validated, if required, from the respective databases... 3. In addition to the above, Ministry has also launched mPassport Police App for speedy submission of Police Verification Report(PVR). The App would facilitate the field level verification officers to directly capture the PV report into the system digitally. With the launch of this App, the need to download and print the physical Personal Particulars Form and questionnaire would no longer be required resulting in paperless end-to-end digital flow of the PV process, further reducing the time required for completion of PVR, within the desired time limit of 21 days. 4. The issuance of passports and travel documents is the most visible citizen-centric service rendered by the Ministry of External Affairs. During the year 2015, 1.20 crore passport and related services were rendered by Passport Offices in India and the Indian Missions/Posts abroad. There is an increase of 21% over 2014 in the number of services rendered. As on 31st December 2015, approximately 6.33 crores Indians held valid passports.
Five Day Appointment Window for citizen's convenience
T
he applicants for passport related services have to fillup their personal particulars online, pay requisite fee and schedule appointment through Passport Seva system before they physically visit a Passport Seva Kendra (PSK) for further processing of their application. Currently, the appointment is assigned by the Passport Seva system based on its availability and on First-InFirst-Out (FIFO) basis. 2. To further facilitate the applicants, the Ministry has implemented a solution, whereby applicants can book their appointment as per their choice. The new provision would allow applicants to choose any appointment date from the earliest five available dates (working days), while scheduling /rescheduling an appointment for Passport related services. 3. To avail the facility, applicants may fill-up their personal particulars online and click on “Pay and Schedule Appointment link”. After the selection of p ay m e n t m o d e e i t h e r t h ro u g h d e b i t /c re d i t card/netbanking or through challan mode, an applicants will be redirected to Appointment screen. They may choose any of their preferred PSK under the jurisdiction of the respective Regional Passport Office (RPO). At the next step, an applicant will be redirected to Pay and Book Appointment Screen allowing them to choose a date from the displayed Calendar. The Calendar will highlight latest five days available for the selected PSK as depicted above. Parliamentary Committee Visits
P
arliamentary Standing Committee on External Affairs, headed by Dr. Shashi Tharoor, Hon'ble Chairman alongwith other Members of Parliament visited Passport Seva Kendras located at Kolkata, th th Chennai and Puducherry between 30 May 2016 to 4 June 2016.
The Committee reviewed the PSK operations in terms of services delivered to the citizens and expressed satisfaction at the progress made in recent years.
Minister of State for External Affairs inaugurates Passport Seva Laghu Kendra (PSLK) in Bhimavaram, Andhra Pradesh
M
inister of State for External Affairs Gen. (Dr.) V.K. Singh (Retd.), inaugurated Passport Seva Laghu Kendra in Bhimavaram on 22nd June 2016. Speaking on the occasion, Gen. (Dr.) V.K. Singh explained that it used to take three to four months to get a passport in the past but now, any person could get a passport in 10 days due to the steps taken by the government. He further added that the new passport office would benefit people from twin Godavari districts and Krishna. It would cater to the needs of 100 applicants per day and the number could be increased as per the demand. It would take only three days for the renewal of the passport, if all the details are correct.
Explaining the need to open a new passport office in Bhimavaram, the Minister said that one lakh people had applied for passports from the twin Godavari districts in the last one year, compared to two lakh people from Srikakulam, Vizianagaram, Visakhapatnam, Yanam and Guntur districts.

CAMPS & MELAS
With the help of passport seva camps organized in the areas situated far away from the PSKs and passport melas conducted during the weekends or on non-working days at different PSKs across India, a large number of appointments were made available for the citizens which helped in reducing the appointment availability time and expanding its reach.
During the period January – June 2016, a total of 33 Camps and 98 Melas were conducted in which a total of 71,921 applications were processed.
