External Affairs (MEA) on 26 – 27 June, 2018 at the Jawaharlal Nehru Bhavan in New Delhi. The high-level th segment of the Conference was held on 26 June, 2018. The event was presided over by Smt. Sushma Swaraj, External Affairs Minister in the gracious presence of Gen. (Dr.) V.K. Singh (Retd.), Minister of State for External Affairs, Shri Manoj Sinha, Minister of State for Communications (I/C).

In their addresses, External Affairs Minister and Minister of State for External Affairs congratulated the Passport Officers on achieving the goals set and delivering more than 1.17 crore passport and passport related services during the year 2017. They advised all passport officers to renew their commitment towards continuing to deliver passport and its related services to the citizens with greater dedication, consideration and in a transparent and professional manner.

On this occasion, External Affairs Minister launched a new scheme by which an applicant can apply for passport from anywhere in India. This citizen-friendly initiative will enable applicants to choose the Regional Passport Office (RPO) and thus the desired Passport Seva Kendra (PSK)/ Post Office Passport Seva Kendra (POPSK) under the RPO where they wish to submit their application irrespective of whether the present residential address specified in the application form lies within the jurisdiction of the selected RPO or not. The Police Verification would be conducted at the address specified in the application form. The passport will be printed and dispatched by the RPO selected for application submission by the applicant.

This new initiative will benefit citizens who wish to renew or apply for passports while they are currently not in their home town.

External Affairs Minister also launched the mPassport Seva Mobile App with additional facilities to apply, pay and schedule appointments for passport services. This App is available in Android and iOS platforms. Citizens are no more required to have access to a computer and printer to apply for passport services. This is a major citizen friendly initiative and it will make the process of applying for a passport extremely easy and convenient by using a smart phone.

Ministry of External Affairs, in association with Department of Posts, has taken the innovative initiative to open Passport Seva Kendras at the Head Post Offices/ Post Offices in the country named as 'Post Office Passport Seva Kendra' (POPSK). 289 POPSK have been announced so far – 86 in Phase-I, 165 in Phase-II and 38 in Phase-III. 220 POPSK are functional as on date. Together with 93 Passport Seva Kendras (PSK), 313 PSKs are functioning in the country including POPSKs. Ministry of External Affairs and Department of Posts have made an ambitious plan to reach out to citzens across India by opening a POPSK in every Lok Sabha Constituency where there is no PSK or POPSK. This would ensure that there is at least one PSK or POPSK available in every Lok Sabha Constituency. This initiative will also enable the Ministry of External Affairs to take passport services further closer to the people. External Affairs Minister and Minister of State (Independent Charge) for Communications directed officials of both the Ministries to complete the necessary groundwork for making the remaining 75 POPSKs functional and for identifying the Post Offices where new POPSK could be opened in future.

External Affairs Minister, in recognition of the outstanding services rendered to citizens, gave away Passport Seva Puraskars to the best performing Passport Offices and the personnel of the Service Provider – Tata Consultancy Services (TCS). As Police verification is an important component of passport issuance, awards were also given to the Police Departments of Telangana, Andhra Pradesh and Haryana in recognition of their efforts towards speedy police clearances. The Police Departments of Tamil Nadu, Puducherry and Maharashtra were also awarded for speedy and effective implementation of mPassport Police App in their respective States.

facilities on the occasion of the Sixth Passport Seva Divas on 26 June, 2018 in the gracious presence of Hon'ble Minister of State for Communications (I/C), Shri Manoj Sinha and Hon'ble Minister of State for External Affairs, Gen. (Dr.) V.K. Singh (Retd.).

T

he mPassport Seva App is available on Android and iOS platforms and has the facilities to apply, pay and schedule appointments for passport services. With the launch of this mPassport Seva App, citizens would not require access to a computer and printer to apply for passport services.

The mPassport Seva App will now support enhanced set of passport services such as: i. New User Registration ii. Sign In to Registered User Account iii. Application form filing to apply for Passport and Police Clearance Certificate iv. Pay for Passport Services v. Appointment Scheduling vi. Application Availability Status vii. Document Advisor viii. Fee Calculator

Apply Anywhere in India for Passport Services

Hon'ble Minister of External Affairs Smt. Sushma Swaraj

launched a new scheme by which an applicant can apply for passport services from anywhere in India in the gracious presence of Hon'ble Minister of State for Communications (I/C) Shri Manoj Sinha and Hon'ble Minister of State for External Affairs General (Retd) Dr. V. K. Singh.

With the launch of this new scheme, applicants can now choose the Regional Passport Office (RPO) and thus the desired Passport Seva Kendra (PSK)/ Post Office Passport Seva Kendra (POPSK) under the RPO where they wish to submit their application irrespective of whether the present residential address specified in the application form lies within the jurisdiction of the selected RPO or not. The Police Verification, if required for a specific passport, would be conducted at the address specified in the application form. The passport will be printed and dispatched by the RPO selected for application submission by the applicant.

For example, a resident of Jaipur, who is temporarily residing in Kolkata, will now be able to apply at a PSK/POPSK under RPO, Kolkata, and does not have to travel all the way back to Jaipur to submit the application for passport at a PSK/POPSK under RPO, Jaipur. The police verification, if necessary, would be conducted at Jaipur while RPO Kolkata would print and dispatch the passport at the address specified in the passport application form.

This citizen-centric initiative of the Ministry of External Affairs is expected to benefit the applicants who are unable to apply at a PSK/POPSK near their ordinary place of residence giving them amazing freedom and convenience.

LEAD STORY Parliamentary Standing Committee Visit The Parliamentary Standing Committee on External Affairs headed by Dr. Shashi Tharoor, Hon'ble Chairman along with the Members of Parliament, Shri Sambhaji Chhatrapati, Shri Gurjeet Singh Aujla, Smt. Mamtaz Sanghamita and Shri P. Bhattacharya visited Passport Seva Kendra, Guwahati (Assam) and Gangtok (Sikkim). The delegation also visited Tawang in Assam and Nathula Pass in Sikkim. They were accompanied by Dr. D.M. Mulay, Secretary (CPV & OIA), Shri Naorem J. Singh, RPO Guwahati and other officials of MEA. The delegates were briefed on PSK processes and were given an extensive walk-through at the PSK by RPO Guwahati, DPO and CSM of PSK Guwahati. The Committee also visited PSK Gangtok along with MEA delegation which included officials from MHA, MoHUA, Department of Posts and State Government. The MEA delegation was led by Shri Arun K. Chatterjee, JS (PSP) & CPO. The Committee also reviewed the operations at the Passport Office in terms of quality of services being delivered to the citizens and expressed satisfaction at the progress made in recent years.

LEAD STORY Inauguration of Passport Seva Laghu Kendra (PSLK) Siliguri

With an aim to provide faster and convenient Passport Services to the citizens of India, a Passport Seva Laghu Kendra was inaugurated at Siliguri, West Bengal on 17th February 2018 by Shri S.S. Ahluwalia, MoS for Drinking Water and Sanitation and Shri Ashok Bhattacharya, Mayor of Siliguri Municipality Corporation (West Bengal). Shri Bibhuti Bhushan Kumar, Regional Passport Officer, Kolkata and Shri Tapan Das, DPO Kolkata were also present during the inauguration.

A press meet and media briefing was conducted during the inauguration.

Student Connect Sessions

As part of Student Connect program - a joint initiative by TCS and MEA, PSK teams continue to spread awareness through presentations and Q&A sessions with students of various educational institutions across India. The initiative has been welcomed and praised by several educational institutions for providing a platform to young generation for getting their passport in an easy and convenient manner. LEAD STORY Post Office Passport Seva Kendra

At present, 93 Passport Seva Kendras (PSKs) with best-in-class amenities are operating across the country as extended arms of the 37 Passport Offices, thus providing great reach to passport applicants. Over the last few years, there has been an unprecedented increase in the volume of passport related services. To cater to the ever growing demand of passports and to reach out to the people located far away from the Passport Offices or PSKs, the Government came up with the concept of Post Office Passport Seva Kendras which has completely transformed the passport service delivery process.

Post Office Passport Seva Kendras require an intensive collaboration and joint efforts by the Ministry of External Affairs (MEA) and the Department of Posts (DoP) to utilize the Head Post Offices (HPO)/ Post Offices in the country as Post Office Passport Seva Kendras (POPSKs). The objective of this joint effort is to extend passport related services on a larger scale. Currently 220 POSPKs have become functional.

Following the successful launch of POPSKs and an extremely positive response received from the applicants, MEA and DoP have decided to open more POPSKs in such a way that at least one PSK or POPSK is available across India within a radius of 50 km. Now applicants will not have to travel too far to get their passport application processed. List of operational POPSKs

Neelam Rani, RPO Ahmedabad met Joint Commissioner of Police, Gujarat, along with Shri Manoj Raghav, TCS Regional Head, West and Shri Nirav Shah, th Cluster Head, Gujarat (TCS) on 19 March 2018 to streamline the police verification process and to reduce the police verification time. A decision to implement Thana Model at 6 Police Stations under DPHQ Ahmedabad was taken. A training (Thana Model) was also organized at PSK Mithakali Ahmedabad on 22nd March 2018 for police officials of DPHQ Ahmedabad.

Desh Mera Rangeela - Musical Concert

A

musical concert “Desh Mera Rangeela” of melodious songs of Indian Culture and Freedom Struggle was th organised on 15 April 2018 at Pravasi Bharatiya Kendra, New Delhi by Ministry of External Affairs. This event was hosted by Dr. D.M. Mulay, Secretary (CPV & OIA) and was attended by senior MEA and TCS officials. During the event various patriotic songs, regional songs and stage performances were held which were followed by a dinner. The event truly rejuvenated the audience and filled them with lot of energy.

The training was conducted by Shri Prakash Dubey, Cluster Head- East, PSP, TCS. The training was executed in two phases covering all districts under RPO Lucknow, Bareilly and Ghaziabad.

Passport Seva Project 6 Years Anniversary Of Roll Out Celebrations

Passport Seva Project, TCS team celebrated successful completion of 6 years of Passport Seva Project on 11

th

June 2018. Various events were organised at TCS, Noida office. A Town-hall for PSP Staff was organised which was addressed by Shri Rajesh Dogra, Project Director – PSP, TCS and TCS Leadership Team. It was followed by cake cutting ceremony. Various activities were organised for PSP team members along with ODCs decoration.

A donation drive for orphanage was also organised and a special PSP lanyard designed and distributed to staff members.

March 2018 for Best adoption of RiO' (Rigor in Operations). The award is the recognition of the efforts that PSP team puts in every single day to ensure that citizens have a superlative experience when they apply for a passport, starting from applying for Passport application at Passport Seva portal or mpassport App to the point when applicant visit PSK for application processing. The award was received by Smt. Shalini Mathur, Head, International Public Services Business (TCS), from Shri N. Chandrasekaran, Chairman – Tata Son. Shri Tanmoy Chakraborty, Group Government Affairs Officer – Tata Sons and other senior officials of TCS were also present.

CAMPS & MELAS

A large number of appointments were made available for the citizens through Passport Melas and Passport Seva Camps (including POPSKs), which helped in reducing the appointment availability time and also expanding the reach of Passport services in the areas situated far away from the PSKs. These Passport Melas were conducted during the weekends or on non-working days at different PSKs across India.

During the period January – June 2018 a total of 220 Camps and 169 Melas were conducted in which a total number of 7,77,975 applications were processed.
