A

s in previous years, the Ministry of External Affairs [MEA] celebrated Passport Seva Divas [PSD] on 24 June, 2019, in commemoration of the enactment of the Passports Act on 24 June, 1967. The Annual Passport Officers’ Conference [POC] was held on 24-25 June, 2019 in conjunction with the celebration of PSD. Hon'ble External Affairs Minister [EAM] Dr. S. Jaishankar presided over the high-level segment of these events on 24 June, 2019. Hon'ble Minister of State for External Affairs and Parliamentary Affairs Shri V. Muraleedharan met with the Passport Officers on the eve of POC.

In his Keynote Address, EAM said that the last five years of passport services delivered by the Ministry constituted a “Passport Revolution”. He added that the mandate of MEA is to ensure good governance and a transparent, efficient, timely, effective, reliable, assured and an accountable public service delivery system. He assured that issue of passports would definitely remain a core area for the Ministry. He thanked Hon'ble Minister of Communications, Shri Ravi Shankar Prasadji and the Department of Posts under his charge for enabling MEA in opening of 412 Post Office Passport Seva Kendras since 2017. Together with the 93 Passport Seva Kendras which are already functional, this has taken the total number of Passport Seva Kendras in the country to 505 today. EAM said that the partnership between MEA and Department of Posts is indeed a wonderful example of the best practices in citizen-centric governance.

EAM felicitated all the Passport Issuing Authorities in India and abroad for striving to ensure transparent and efficient passport delivery systems for the benefit of our citizens. He called upon all of them to continue striving towards providing good governance and putting in place systems for proper implementation of the policies of the Government, and thereby strengthen the confidence of the people. n recognition of the outstanding services rendered to citizens, EAM gave away Passport Seva Puraskars to the best performing Passport Offices, the officials of the Department of Posts and the personnel of the Service Provider.

As Police verification is an important component of passport issuance, awards were also given to the Police Departments of Andhra Pradesh, Kerala and Telangana in recognition of their efforts in providing speedy police clearances.

The annual Passport Officers' Conference provided a useful opportunity to take stock of our passport delivery systems, deliberate upon an array of issues both at the policy end as well as in terms of implementation through a vast and expanding network of Passport Seva Kendras and Post Office Passport Seva Kendras, exchange experiences and best practices, and come up with action points and recommendations to further improve our performance.

COVER STORY Message of EAM on the occasion of Passport Seva Divas

It is a matter of great pleasure for me to felicitate all our Passport Issuing Authorities in India and abroad on the occasion of the Passport Seva Divas. The Ministry of External Affairs, in association with the Central Passport Organization, is celebrating this occasion with renewed commitment to provide passport and passport-related services to the citizens in a timely, reliable, accessible, transparent and efficient manner. The year 2018 saw the continued growth in passport and passport-related services. More than 1.24 crore passports were issued in India and abroad. The mPassport Seva Mobile App for submission of passport applications and the scheme that allows to apply for passports from anywhere in the country, have contributed to this process. We have continued with the twin objectives of further simplifying the passport rules and expanding our outreach efforts to take passport services nearer to our citizens. There are 93 Passport Seva Kendras (PSKs) and 412 Post Office Passport Seva Kendras (POPSKs) functioning today, taking the total number of PSKs serving the Public to 505. We have been working closely with the Department of Posts in taking passport services closer to the people by setting-up new POPSKs in far flung places in the country. More than 18,500 appointments are being released daily at these POPSKs. The success of this initiative is borne by the fact that nearly 3 million passport applications have been processed at these POPSKs since they were set up in January 2017. The process of Police Verification has been simplified and made citizen friendly. With the concerted efforts of the Ministry of External Affairs and the State police authorities, the average time for police verification has come down to 19 days. Further, the Ministry has successfully integrated the passport issuance systems in our Missions/ Posts in Australia; Bahrain; Canada; Kuwait; Malaysia; Oman; Qatar; Saudi Arabia; Singapore; Sri Lanka; Thailand; United Arab Emirates; United Kingdom and the United States of America into the Passport Seva Project. This is enabling us to deliver passport and related services to our diaspora abroad in a more efficient manner. I take this opportunity to request all the Passport Issuing Authorities in India and abroad to commit themselves to the mantra of our Government: '"Sabka Sath, Sabka Vikas, Sabka Vishwas"', and to continue further enhancing the Performance, Transparency and Delivery of the governance system.

LEAD STORY Launch of Mission Integration Program

The process of integrating the Indian Missions and Posts abroad with the Passport Seva Programme (PSP) commenced in October 2018. The aim is to provide a centralized passport issuance platform and standardized online application for the Indian citizens living abroad and seeking Passport-related services. Joint teams comprising of officials from Ministry and Tata Consultancy Services (TCS) visited the Missions and Posts abroad to assist in the Mission Integration programme. As part of the pilot project, the High Commission of India in London launched the Passport Seva Programme on 24 October, 2018 followed by the Consulates General of India (CGI) at Birmingham and Edinburgh, respectively. Embassy of India in Washington DC, CGI, at New York, San Francisco, Chicago, Houston and Atlanta launched this Project in November 2018. Embassy of India, Riyadh, and CGI at Jeddah in Saudi Arabia and Embassy of India in Muscat were integrated in March 2019. CGI Jeddah, Bahrain-Manama, United Arab Emirates - Dubai, Abu Dhabi, Qatar-Doha, Singapore, Bangkok, Malaysia, Canada (Ottawa, Vancouver, Toronto) were integrated in May and June 2019.

After successful integration of Missions and Posts with PSP in the above mentioned countries, it was decided to make the Mission integration program live remotely. HCI, Colombo, was the first Mission that was successfully made live through the remote mode. Subsequently, the Global PSP project was made live at Australia (Sydney, Canberra, Perth, and Melbourne) and China (Beijing) on the occasion of Passport Seva Divas on 24 June, 2019.

PSP has gone live at 31 Missions and Posts covering more than 90% of the total volume of the Passports issued abroad. The volume of passport services imparted through PSP system per year will increase further by more than 15 lakh applications once the PSP system roll out is completed at all the remaining Indian Missions/Posts abroad. .

Completion of two years of launch of POPSK

Over a period of last two and a half years, opening of many Post Office Passport Seva Kendra (POPSK) has vastly expanded the reach of passport services in India. After the successful operationalization of two pilot POPSK at Mysuru (Karnataka) and Dahod (Gujarat) on 25 January, 2017, the programme has been scaled up rapidly in a phased manner. Presently, 93 Passport Seva Kendras (PSKs) and 412 Post Office Passport Seva Kendras (POPSKs) are operating across the country as extended arms of the 36 Passport Offices (POs), thus providing better reach to the passport applicants. Between the period of July 2018 to June 2019, the number of POPSK opened in various districts are 198, namely, 33 POPSK in Kolkata; 15 in Patna; 13 in Bhubaneswar; 10 in Bengaluru; 9 each in Chennai, Lucknow, Nagpur; 8 each in Bhopal, Ghaziabad, Jaipur, Pune; 7 each in Ahmedabad, Hyderabad, Ranchi; 6 in Guwahati; 5 each in Chandigarh, Vijayawada; 4 each in Delhi, Madurai, Mumbai, Visakhapatnam; 3 each in Bareilly, Raipur, Tiruchirapalli; 2 in Coimbatore; and one each in Amritsar, Cochin, Surat and Trivandrum.

LEAD STORY Passport Seva 2018 in India : An Overview

The PSP continued its momentum by providing exemplary and efficient services to citizens. During the calendar year 2018, Ministry of External affairs rendered 1.21+ crore passports and related services in India reflecting an increase of 5% as compared to previous year.

December 2018, 6.65 crore passport related applications have been processed and 6.55 crore services rendered through the PSP system. During the year 2018, Maharashtra remained as the No.1 state by volume as over 14.6 lakh Passport and related applications were processed.  Passport Melas were conducted at several PSKs on weekends and holidays. In 2018, a total of 232 Passport Melas were conducted wherein 1,02,922 applications were processed.  In 2018, a number of Passport Adalats were held at various Passport offices to redress the grievance of passport applicants. These adalats were very useful in disposing of old and complex cases through direct interaction with the applicants.

6 RPOs (Ahmedabad, Goa, Hyderabad, Jalandhar, Vijayawada and Visakhapatnam) are completing 100% of Police verification requests within 21 days.

EVENTS Meeting of Committee on Government Assurances (2017-18) on 24 August 2018

A Study visit of the Committee on Government Assurances (201718) was undertaken to various cities including Kolkata by the Hon’ble Members of Parliament. Matters pertaining to opening of new POPSK and exploitation of students by Agents and Middlemen were deliberated at Kolkata on 24 August 2018. Hon’ble Member of Parliament Dr. Ramesh Pokhriyal ‘Nishank’ led the Parliamentary delegation. Hon’ble Members of Parliament Shri Naranbhai Bhikhabhai Kachchadiya, Shri E.T. Haj pilgrims: Special Drive

As decided by the Haj Committee of India (constituted under Act of Parliament no. 35 of 2002), only valid passport holders can apply for Haj. Like previous years, instructions were issued to all the Passport offices to accord high priority to passport applications of prospective Haj applicants and extend requisite assistance for expeditious issuance of passports to them by means of nominating a nodal officer; opening of facilitation counters, reserving appointment slots for such applicants and attending to requests/grievances petitions received from such citizens in a very prompt manner. A Conference on MEA-State Outreach on Consular, Passport and Diaspora Issues was organized in Bhopal on 24 September, 2018. Launch of new uniform at PSKs

New sets of uniforms for PSK Staff were launched in a function by Program Director Mr. Rajesh Dogra on 06 December, 2018 in Delhi. The uniform, which has been selected to bring a more vibrant and contemporary look to PSK associates has been well appreciated by the associates. All PSK teams across India started wearing new uniforms from first day of 2019.

Employees Corner

Maitree activity and other celebrations at PSKs Various employee engagement and team building activities were organized at PSKs across India. Both MEA and TCS staff members participated with full enthusiasm in celebration of events such as Independence Day, Diwali, Navratri, Ganesh Chaturthi, Onam, Synergy Cricket Match, etc. Apart from this, initiatives towards saving the environment such as cleanliness of nearby areas and plantation drive were also taken up by PSK teams. To encourage healthy lifestyle among associates, many awareness and fitness sessions were organized in collaboration with reputed agency - Striders. PSP staff participated whole heartedly in the “One Billion Steps Challenge” organized across TCS. Under the initiative, various group walks and runs were organized at PSKs.
