OOPS, we blinked!
2024 is nearing its end, how did that go by so fast?? As I get older, I’ve begun to understand what it means when people say “don’t blink” and how this life we lead on earth really is just a vapor compared to what is ahead. People came and went, core memories were made, milestones were hit, and now we do it all over again with a fresh start in 2025.
Around this time of year, people, myself included, tend to reflect on the triumphs and trials encountered so that they may carry out a new perspective into the next. There were SO many triumphs in 2024- NEW places and NEW friends, reNEWed relationships with old ones, NEW beginnings and NEW routines. This year brimmed with NEW!
But to be quite honest, it did not lack in its heartache. My family dealt with situations I hope no one finds themself or the people they hold close in. We had to fight for each other and overcome a lot of pressures against us. However, in exchange, my outlook on everything is a whole lot different- I approach life with greater attention, hold people closer, cherish my siblings in a new way, and understand my parents with refreshed sympathy. If there is anything that 2024 gave me, it’s these qualities that have been added to my character and I hope to build upon them and see where they take me.
So, that is what I am bringing to my table this next year- a fresh perspective on the joys and pains of this life. That is what I can control, and I hope others take into consideration. My future is mine to hold and make of.

My favorite time of the year is officially upon us as we wrap up 2024 and celebrate the holidays with family and friends. For the business community, it’s a time to reflect on a year of success and lessons learned. 2024 was a record-breaking year for many, including the Panama City Beach Chamber, the NW Florida Beaches International Airport, the tourism industry, and our expanding healthcare industry. Bay County is continuing to see impressive growth without any sign of slowing down. As 2024 comes to a close, the Panama City Beach Chamber reflects on a successful year of achievements and growth.
The holiday season is when most people step up to volunteer in the community or make donations. Acts of kindness are great to see when people come together to help those in need. Equally as important is our Chamber giving back to the community. This year we proudly made donations to several organizations: Arc of the Bay, Man in the Sea Museum, Beach Care Services, 516 Project, FSU PC Foundation, GCSC Foundation, and the CAF Red Tail Squadron for the Gulf Coast Salute Air Show. We also had a school supply drive, in partnership with Pier Park, benefitting
the Boys and Girls Club. These school supplies were generously donated by our members. To wrap up the year we will have our Annual Christmas Party/After Hours with a toy drive to benefit to the Bay County Sheriff’s Office and Panama City Beach Police Department. By giving back, our Chamber and membership help address local needs and challenges well beyond the business community.
I mentioned our Chamber had a record-breaking year as we continue to support nearly 1,600 proud members—the largest Chamber in our region. We are very thankful for the continued support from all of our proud members. A huge thank you to my amazing team: Jena Liles, Shannon Richmond, Carley Morgan, Anna Cooper, Gabby Champagne, and Alex Wohlford for helping our members connect and grow. I also want to thank my Board of Directors, led by Chairwoman Robyn Evans, for their leadership and vision. We are truly “Reaching Bay County and Beyond” and businesses want to get involved.

TYNDALL AIR FORCE BASE, Fla. - Beginning April 2024, the 801st Rapid Engineer Deployable Heavy Operational Repair Squadron Engineers Training Squadron explosive ordnance disposal section along with fellow U.S. Air Force EOD units stationed at Andersen Air Force Base, Guam, and Ramstein Air Base, Germany, began developing a novel approach to the U.S. EOD’s Silver Flag curriculum in order to meet the pacing demands of Great Power Competition.
The 801st RHTS is a long-standing staple of contingency training for over 20 Air Force specialty codes and provides numerous courses such as Rapid Airfield Damage Recovery and Expeditionary Airfield Lighting System. The most well-known course, referred to as Silver Flag, offers the largest combat support training within the U.S. Air Force.
“Over the past six years, we have dramatically shifted focus from the counter-improvised explosive device mission set to one of recovering airfields, which have been denied by ordnance,” said Staff Sgt. Dean Brady, 801st RHTS EOD contingency instructor. “The reality of the situation is that not every EOD technician’s experience will be the same during the next conflict. We must have well-rounded technicians who can perform their job across the spectrum of environments during day or night.”
“The capabilities and resources the 801 RHTS EOD section provides is setting the standard when it comes to developing EOD contingency training. While Andersen AFB and Ramstein AB also offer EOD training, their organizational structure is not meant to be a dedicated training mission such as the 801st RHTS,” stated Brady.
“What we have is an ‘uncontested’ training area at Silver Flag where we can conduct a wide variety of events,” said Tech. Sgt. Cameron Farrell, 801st RHTS EOD contingency training instructor. “Other sites are limited by fairly common infrastructure and assets, which takes
away from instilling that [nonpermissive conflict] mindset that we are working hard to achieve here.”
The newest redesign of the EOD Silver Flag curriculum consists of a five-day exercise that places an emphasis on field training with realistic combat scenarios, including technical training located within a classroom facility. Three and a half days of the course is comprised of EOD scenarios where Agile Combat Employment concepts are used to posture the EOD technicians. Training included collected exploitable material reporting, mitigating unmanned systems along with supporting the base and joint and partner nation’s infantry operations, day or night. Brady stated, “It’s apparent that what the 801 RHTS EOD section has developed covers the gambit of EOD operations.”
“We are setting the standard for what right looks like. There is no other formal EOD course in the Air Force that is providing this level of training,” said Tech. Sgt. Cameron Farrell, 801st RHTS EOD contingency training instructor. “It is our job to be a dedicated, professional field training exercise organization. We aim to focus our efforts into providing all participants with the most realistic training possible.”
To sustain this goal, contracted EOD flight support technicians provide administrative, technical and logistical support. This includes the gathering intelligence on current threats that are occurring daily
across the globe for realistic training scenarios to ensure that technicians who attend this course receive the best possible training.
“It’s meant to be realistic,” said Brady. “The students are unaware of any dedicated downtime during the three-plus days of the training evolution. This means they must manage their time appropriately, always preparing for the unknown; whether it’s receiving a call for a routine aircraft incident or being woken up in the middle of the night because the alarm conditions changed, they don’t know when the next event is going to occur.”
“Looking toward the future, the 801st RHTS EOD section aims to incorporate non-lethal ammunition
during the exercise and possibly adding forceon-force training,” stated Farrell. Another goal is to update all the existing equipment, aligning what the students use at the course with what they would actually operate with. Urban Warfare Training Environments, or MOUT villages, are in the works to better provide students with a more complex and tangible training environment.
“The product we have developed will evolve over time and our aim is to ensure that we capitalize on the contingency aspect of what this training site was created to address,” said Farrell. “As one of our force development managers once stated, ‘You need to be able to shoot, move, communicate and medicate, all while performing your core functions as an EOD technician.’”

WASHINGTON - Eight of Naval Sea Systems Command (NAVSEA)’s Excellence Awards were awarded to personnel from Naval Surface Warfare Center Panama City Division (NSWC PCD) on Aug. 14, during a ceremony held at the Washington Navy Yard. The achievement demonstrates NSWC PCD’s commitment to expanding the advantage, aligning to NAVSEA’s campaign plan.
The NAVSEA Excellence Awards are an annual program recognizing individuals and teams who have made significant contributions to the NAVSEA enterprise--the Force Behind the Fleet.
As the largest of the Navy’s six systems commands that also employs a force of more than 86-thousand civilian and military personnel, NAVSEA’s overarching objective and vision is to expand the U.S. Navy’s maritime advantage over the nation’s adversaries through its people, products, and services.
“A NAVSEA Excellence Award like this is ‘once-in-a-career’ and an incredible honor, especially when you consider how many professional and dedicated personnel NAVSEA employs,” said Dr. Robert Cole, NSWC PCD engineer and award recipient. “Here at NSWC PCD, I am proud to be part of an extremely talented team, working every day to bring engineering solutions to the new class of air cushion vehicles. Awards like these are not possible without such a team.”
These prestigious awards highlight excellence in areas across a dynamic and diverse scope of 15 mission categories to support the warfighter.
“All awardees should be very proud of their accomplishments,” said Jaimie Reese, Total Force and Corporate Operations deputy commander. “Their efforts in support of NAVSEA’s operational readiness represent the best of our dedicated workforce.”
NAVSEA selected 46 awards through 25 categories. For the first time, NSWC PCD took home the most wins at the Washington Navy Yard, acquiring 28% of the total awards.
“Though we are the smallest warfare center in personnel capacity, the work we do is impactful beyond measure,” said Dr. Peter Adair, NSWC PCD technical director. “I am incredibly proud of the contributions our workforce makes to Get Real, Get Better. Our award recipients represent a small fraction of the support our command provides to not only the NAVSEA entity, but the fleet and United States, as a whole.”
“I was taken back and surprised when I was notified our team was selected for this award considering the amount of competition within all of NAVSEA,” said Tommy Bushman, NSWC PCD contracting officer and award recipient. “This award is a great achievement for me; however, this entire process was a team effort, and I am grateful to be a part of this team. Each member provided an exceptional role in the STRIDENT [Standoff Target Reacquire Identify Detection Expeditionary Navigation Tool] Acquisition Team making it successful.”

INGREDIENTS
• 2 Tbsp. granulated sugar
• 1/4 c. simple syrup
• 4 oz. plum wine
• 2 oz. Luxardo maraschino cherry syrup
• 1 oz. fresh lemon juice
• Dash of Peychaud’s bitters
• Ice • 8 oz. dry prosecco
• 2 plum slices
INSTRUCTIONS
1. Spread sugar on a small, shallow plate. Pour simple syrup onto another small, shallow plate. Dip rims of 2 tall glasses in simple syrup, then roll rims in sugar, holding glass at a 45° angle.
2. In a cocktail shaker, combine wine, cherry syrup, lemon juice, and bitters. Fill shaker with ice, cover, and vigorously

• 2 cups shredded Monterey Jack cheese
• 2/3 cup mayonnaise
• 1/2 cup sliced almonds, toasted
• 6 bacon strips, cooked and crumbled
• 1 green onion, chopped
• Dash salt
• Additional toasted almonds, optional
INGREDIENTS
• 1/2 c. heavy cream
• 2 tsp. instant espresso powder
• 1 tsp. unsweetened cocoa powder, plus more for dusting
• 8 oz. mascarpone, softened
• 6 oz. cream cheese, softened
• 2/3 c. (75 g.) confectioners’ sugar, sifted
• 1 tsp. pure vanilla extract
• Pinch of kosher salt
• Ladyfingers, for serving
INSTRUCTIONS
1. Place bread slices on an ungreased baking sheet. Bake at 400° until lightly browned, 8-9 minutes.
2. In a large bowl, combine the cheese, mayonnaise, almonds, bacon, onion and salt. Spread over bread. Bake until cheese is melted, 7-8 minutes. Sprinkle with additional almonds if desired. Serve warm.

4. Dip skin of each plum slice into simple syrup, then gently roll in sugar. Garnish drinks with sugared plum slices.

1. In a small bowl, whisk cream, espresso powder, and cocoa until smooth.
2. In the large bowl of a stand mixer fitted with the paddle attachment, beat mascarpone, cream cheese, and confectioners’ sugar on medium-high speed until smooth, about 2 minutes. Scrape down bowl. Add cream mixture,
vanilla, and salt. Beat on low speed until just combined, then increase speed to medium-high and beat until light and fluffy, about 1 minute more.
3. Transfer dip to a serving bowl. Dust with more cocoa powder. Serve with ladyfingers alongside.
INGREDIENTS
• 2 c. soft wheat self-rising flour
• 1/2 tsp. kosher salt
• 4 Tbsp. cold unsalted butter, cut into pieces, plus 2 tablespoons, melted, divided
• 2 oz. cold cream cheese, cut into pieces
• 2 oz. Asiago, grated (about 1/2 cup)
• 1/2 c. whole milk
• 1 clove garlic, pressed
• 1 Tbsp. chopped fresh chives
• 1 Tbsp. chopped fresh parsley
• 1/2 tsp. freshly ground black pepper
INSTRUCTIONS
1. Preheat oven to 450°F. Lightly grease a rimmed baking sheet with cooking spray. Whisk together flour and salt in a bowl. Cut in butter and cream cheese with two forks. Stir in cheese. Make a well in the center and add milk, garlic, chives, parsley, and pepper. Stir with a wooden spoon just until combined.
2. On a well-floured work surface, pat dough into a rectangle using well-floured hands. Fold dough in half, and pat
again into a rectangle. Repeat two times, until dough is smooth and no longer sticky.
3. Pat dough to 1/2-inchthickness. Cut into circles with a 2 3/4-inch cookie cutter. Place biscuits, touching, on prepared baking sheet. Brush tops with remaining 2 tablespoons melted butter. Gather scraps together and repeat.
4. Bake just until golden brown, 12 to 15 minutes.

• 1 Tbsp. Dijon mustard
• 1 Tbsp. whole grain mustard
• 2 Tbsp. apple cider vinegar
• 1 Tbsp. olive oil
• Kosher salt and freshly ground black pepper
• 3 slices thick-cut bacon, thinly sliced
• 1 shallot, thinly sliced
• 1 lb. Brussels sprouts, trimmed and thinly sliced
• 2 thyme sprigs
• 1/2 c. roughly chopped pecans, toasted
1. Whisk together cider, Dijon, whole grain mustard, vinegar, and oil in a bowl. Season with salt and pepper.
2. Cook bacon in a large skillet over medium heat, stirring occasionally, until crisp, 6 to 8 minutes. Transfer bacon to a bowl, and pour off all but 2 tablespoons fat. Add shallot to skillet and season with salt and pepper. Cook, stirring occasionally, just until starting to soften, about 1 minute. Add Brussels sprouts and thyme. Season with salt and pepper. Cook, stirring occasionally, just until tender, 4 to 6 minutes; transfer to the bowl with bacon.
3. Add dressing to skillet and cook, scraping up any brown bits from the bottom of the skillet, just until starting to thicken, 30 seconds to 1 minute. Return bacon and Brussels sprouts to skillet and toss to coat. Discard thyme. Serve warm topped with pecans.

• 1 large egg, beaten
• 1 log (10 ounce) goat cheese
• oil, for frying
• chopped green onions or chives, for serving Buffalo Sauce
• 4 tablespoons salted butter, melted
• 1/4 c. extra virgin olive oil
• ½ c. Franks Red Hot Sauce
• 3/4 teaspoon seasoned salt
• 1 pinch black pepper
1. Add the flour and a pinch of pepper to a medium bowl. Add the egg and 2 tablespoons water to a separate shallow bowl or pie plate. Add the Panko to another medium sized bowl.
2. Roll the goat cheese into 20-24 balls (about 1 tablespoon each). Roll each goat cheese ball in the flour, then dip through the egg mix, and then dredge in the Panko mix. Place each ball on the prepared baking sheet as you work. Freeze 20 minutes or until firm.
3. Sauce- Mix all ingredients together in a small bowl. If the butter firms up, warm the sauce in the microwave.
4. Heat 1-2 inch of oil in a large skillet over medium-high heat. Fry the goat cheese balls in batches, 1 to 2 minutes or until golden and crisp on all sides. Remove and drain on a paper towel lined baking sheet.
5. Arrange the balls on a serving plate and drizzle with buffalo sauce. Sprinkle with chives or green onions. Serve and enjoy!

2024 was a year of tremendous growth not only for Northwest Florida Beaches International Airport (ECP) but also for the Region. As the Florida sun sets on another year, it’s time to reflect on the efforts that have driven local economic development to new heights, created high-wage jobs and enhanced the Airport experience for a record-breaking number of travelers.
While passenger activity elsewhere recovered slowly postpandemic, ECP saw another year of significant growth. In June 2024, the Airport welcomed more than 235,000 passengers –the highest monthly total in its history – putting ECP on track to surpass last year’s record of 1.6 million passengers.
Growing passenger demand and even more flight options, including the introduction of a new nonstop seasonal route between ECP and Boston on American Airlines, signaled the need for facility enhancement this year. Under the visionary leadership of the Airport Authority and ECP Executive Director Parker W. McClellan, major improvements were completed earlier this year.
“Summer Saturdays in the Terminal looked like Grand Central Station,” said McClellan. “We take pride in delivering a safe and pleasant experience for every passenger. That’s why we are dedicated to improving the Airport experience to meet the growing travel demand.”
To improve the passenger experience, enhancements to the baggage handling and conveyance system were completed this summer. Checked baggage can now be sorted and transported faster than ever.
Improvements to the parking facilities were also completed earlier this year – increasing capacity to over 1,800 by adding 500 new parking spaces.
Construction on the north Terminal buildout is slated for completion before the year’s end. This 12,500-square-foot area will add much-needed space for passenger holding, restrooms and concessions.
In February, ECP was awarded the PCB Chamber Community Impact Award, recognizing the Airport for its role in local economic and workforce development. As ECP enters its 15th year, its leadership and Board of Directors, led by Mark Sheldon, remain focused on being a continued economic driver for Northwest Florida.
“As one of the most significant economic development engines in the Region, it is the Airport’s responsibility to support partners like Bay County Economic Development Alliance with efforts designed to attract new business to the area,” said Sheldon, chair of the
Airport Authority. “The momentum is here, and we are not slowing down.”
In late 2023, ECP and Bay EDA welcomed Premier Aviation, bringing more than $32.5 million in capital investment and creating 250 high-wage jobs. This project could have gone anywhere in the U.S. but chose Bay County after two years of efforts led by ECP and Bay EDA.
In April, ECP celebrated the grand opening of Southern Sky Aviation. This new fixed base operator, serving the rise in private aviation traffic, has created jobs and broadened the Airport’s appeal to general aviation.
That same month, Triumph Gulf Coast approved a project that will give FSU $98.4 million to build advanced manufacturing and aerospace facilities in Bay County. The Institute for Strategic Partnerships for Innovation, Research and Education (InSPIRE) will include a facility at ECP and fund the rising number of engineering graduates in Panama City.
Growing passenger traffic and a thriving Region are testaments to the strong partnerships between ECP and organizations like Bay EDA, Panama City Beach Chamber, Florida’s Great Northwest, and area TDCs, working diligently to improve the Region’s future.
Elevating the passenger experience, creating jobs, attracting new business and connecting education and workforce are all part of this focus. Here’s to another year of prosperity, economic growth and job creation on the horizon.

There have been recent advancements in the treatment of atrial fibrillation (AFib) which causes an irregular heartbeat, and puts patients at risk for serious health issues like heart failure and stroke. Pulsed-field Ablation (often called “PFA”) is the latest emerging technology used to treat AFib, and is now offered at Sacred Heart Bay. Instead of burning or freezing tissue (as utilized in conventional ablation), pulsed-field ablation applies a controlled
electrical field to heart tissues for a more precise, safer, and faster procedure.
The upgraded WATCHMAN FLX Pro is used to treat patients with non-valvular AFib who are not able to take blood thinners. The WATCHMAN device is shaped like a jellyfish and placed in the left atrium of the heart to help prevent strokes. The updated tool helps improve the healing process for patients, offers markers for precise placement, and has a larger size option so patients with bigger heart appendages can receive the treatment.
A new type of defibrillator, called EV-ICD, is helping patients with dangerously fast heart rhythms, a condition that can lead to sudden cardiac arrest. The lead for the EV-ICD is placed under the breastbone, outside the heart and veins to help avoid longterm complications such as vessel occlusion (narrowing, blockage, or compression of a vein) and blood infections. For patients, the placement of the device under the arm may be more comfortable.
Advanced cardiac imaging plays a critical role in early detection. In approximately 60 seconds, a CT scan takes 3D images and helps
your doctor detect and treat plaque and blockages. Many patients utilize this scan as a low-cost screening tool.
In addition to welcoming new treatment options, we are also celebrating 40 years of open heart surgery. Since the program began, more than 10,000 open heart surgeries have been performed. The most common open heart surgery is Coronary artery bypass graft (CABG). CABG is used to treat coronary artery disease and angina by bypassing blocked or diseased coronary arteries that supply blood to the heart. During the procedure, a surgeon takes a healthy blood vessel from another part of the body and attaches it to the coronary artery above and below the blockage.
Sacred Heart Bay began offering Transcatheter aortic valve replacement (TAVR) in 2017 and has completed almost 300 procedures. During the TAVR procedure, the narrowed aortic valve is replaced by inserting a catheter into the patient’s leg or chest, guiding the new valve to the heart. This new valve helps the heart pump blood properly. Doctors use tiny incisions, which may shorten recovery time and lower risks of infection.

As the 2024 summer season wraps up, Panama City Beach remains one of the country’s top travel destinations, as demonstrated by the record-breaking post-pandemic growth from recent years. Preliminary indications show the lodging revenues for the summer season were up 2.1% from last summer, highlighting PCB’s lasting appeal.
“Our year-to-date revenues are right on par with where they were last year. Visitation to Panama City Beach is still strong, and our best days are ahead of us as we continue welcoming guests year after year,” said Dan Rowe, Executive Director of the Bay County Tourist Development Council.
In addition, developments and events this season have helped strengthen Panama City Beach’s overall appeal as a travel destination, showcasing new and fresh attractions for both visitors and residents to enjoy.
Northwest Florida’s extensive artificial reef system continues to expand with the deployment of DEEP STIM III. A 239-foot-long offshore supply vessel previously used for oil exploration, the DEEP STIM III is the second largest artificial reef site deployed off the coast of Destin-Fort Walton Beach, Panama City Beach, and Walton County.
The vessel sits in a range of depths from approximately 70 feet at the top of the wheelhouse to 135 feet at the sand and will be accessible to a wide range of dive levels. In addition to diving, the 65-foot highrelief site will provide an outstanding fishing location.
Panama City Beach’s inaugural Gulf Coast Salute Airshow returned after a six-year hiatus at the Russell-Fields City Pier. Attendees watched the skies come alive with an exciting show featuring military demonstrations including an F-22 Raptor Demo, 325th Fighter Wing Fly-By, US Navy LCAC Demo, and a 1st Special Operations Wing Demo.
The 2024 infrastructure upgrades have played a pivotal role in maintaining Panama City Beach’s appeal. Beach Access 22 was converted into an ADA-accessible point, complete with handicapped parking, beach mats, and accessible showers.
Additionally, the new 1.45-mile eastern segment of Gayle’s Trails offers visitors and locals a scenic walk or bike ride, connecting the Breakfast Point subdivision to Clara Avenue via a 12-foot-wide trail and boardwalks over wetlands.
Neighborhood burger and brew joint Ford’s Garage has recently opened at Pier Park, Panama City Beach’s premier shopping and entertainment complex. The Fort Myers-based chain serves up mouthwatering All-American favorites in a unique vintage atmosphere that pays tribute to an iconic American automobile brand.
TopGolf is set to open a 38,000-square-foot facility in Pier Park, featuring two levels with climate-controlled golf ball hitting bays and an outfield with electronic targets for a game that all ages can enjoy – plus a full-service restaurant and bar and event space.
Dolly Parton’s Pirates Voyage Dinner & Show will open in the Spring of 2025. The 60,000-square-foot theater will host thrilling pirate battles on full-size ships in a 15-foot lagoon, complete with mermaids, tropical birds, and sea lions. Guests will also enjoy a fourcourse feast as part of the entertaining dining experience.
Nashville-based Tootsies Orchid Lounge opened its doors to country music lovers in Pier Park in 2008, and the popular hangout is set to relocate to the vacant Spinnaker Beach Club property on Thomas Drive this year. Once remodeled, the new space will offer an expansive beachfront property for guests with increased space for nightly live entertainment.

The St. Joe Company brings New Projects to Life: Creating New Places to Live, Work, and Play

For The St. Joe Company (“St. Joe”), a Panama City Beach land developer and asset manager, 2024 was a year of project growth and new starts. The company has spent decades bringing residential, commercial, and hospitality projects to life in Northwest Florida. The past few years have been especially active as Panama City Beach and the surrounding areas have been attracting new residents, vacationers, and business owners in quantities never seen before.
Perhaps the company’s most anticipated project opened its doors in 2024. The 87-acre medical campus, brought to life by St. Joe, the Florida State University College of Medicine, and Tallahassee Memorial HealthCare, located at the intersection of Highway 79 and Philip Griffitts Sr. Parkway celebrated the opening of a 78,000-square foot medical office building this year. The building, one of many planned for the campus, now offers a wide breadth of medical services, including urgent care, cardiology, and an ambulatory surgery center. Plans call for the campus to be home to Panama City Beach’s first hospital within the next few years.
A project that has been in the works behind the scenes for years began to take shape this summer. Pier Park City Center, St. Joe’s dining and entertainment-focused lifestyle center, took a significant step forward this year as site work on the project began shortly after the announcement was made that the popular golf entertainment concept TopGolf would be its first tenant. Plans call for TopGolf to be open in 2025. What entertainment, dining, and retail concepts will follow TopGolf are still to be determined. Still, this evolution of the Pier Park shopping and lifestyle district aims to build on the iconic area’s appeal locally and beyond.
This Jimmy Buffett-inspired active-adult community located off Highway 79 that St. Joe is bringing to life with joint venture partner Minto Communities has been attracting 55 and better homeowners from around the country since sales began in 2021. 2024 was no exception! Annually named among the fastestgrowing master-planned communities in the county, Latitude Margaritaville Watersound has seen hundreds of additional home
sales in 2024 and now features more than 1,500 completed homes with no signs of slowing down anytime soon. Already boasting an impressive amenity center, the Town Square, overlooking the Intracoastal Waterway, work is underway on even more amenities that will further enhance the fun, coastal lifestyle enjoyed by residents.
Just to the north of the FSU/TMH Medical Campus, a new residential community has been taking shape. Ward Creek saw significant expansion in 2024 with new homebuilders actively working on new phases of the community. Ward Creek is home to three distinct neighborhoods: Breakwater, Salt Grass, and Bayside. Combined, plans call for approximately 1,600 residences that will feature a mix of townhomes and single-family homes at a wide range of price points.
With long-term plans and a long runway of development activity ahead of them, these projects, among others locally, are sure to continue to take shape well into 2025 and beyond. As Panama City Beach continues to evolve to best serve its residents and visitors, time will tell what new services and businesses will call this beautiful place home. For now, it is clear that the future is bright, and opportunities abound for those lucky enough to call the World’s Most Beautiful Beaches home.

This is my favorite time of year, it’s cooler but not too cold and the busyness of the season is winding down. It’s a good time to reflect on the progress our city has made and the positive strides we continue to take. This year has been one of improvement and a deepening commitment to the well-being of our staff at the City of Panama City Beach –as well as a fair amount of construction dust as both the city and DOT work toward better roads and transportation in PCB.
It’s with great excitement that I share that our city has been awarded nearly half a million dollars in grant funding to expand our firefighter wellness program. This initiative, which we introduced to our command staff just a few years ago, has already made a significant impact on the physical and mental health of our firefighters. With
this new funding, we can expand the program, ensuring all our firefighters have the resources they need to stay healthy and resilient in the face of their demanding jobs.
As we enter the holiday season, I want to remind everyone, especially our dedicated city employees and public safety officers, to take time to recharge. Take a moment to relax and spend time with friends or family, it’s crucial for maintaining a healthy work-life balance. We have wonderful natural attractions, take time to enjoy them, they are for everyone.
I’m proud that our city has earned the Silver “Bell Seal” for Workplace Mental Health, a testament to our ongoing efforts to create a supportive and healthy work environment for all our employees.

In a collaboration that demonstrates community spirit and dedication to success, Gulf Coast State College (GCSC) has partnered with Bayway to remove a hurdle for many individuals — transportation. All GCSC students enrolled in six or more credit hours can enjoy transportation at no cost across Bay County with the mobile pass program. This program is also available to all GCSC employees.
For some students, the daily challenge of commuting to campus, work, and beyond has been a source of stress and financial strain, discouraging them from committing to their studies. Whether it be unreliable transportation, juggling jobs, family responsibilities, or other commitments, the ability to reliably get to and from campus can be the difference between success and struggle. Recognizing this, GCSC and Bayway formed a partnership in 2023 to ease this burden, ensuring that students can focus on their education and employees can safely get to work and back.
Bayway, known for its dependable service throughout Bay County,
operates from early morning to early evening, seven days a week. This wide-ranging schedule ensures that students and staff have access to consistent transportation across the county. Transportation isn’t just covered to-and-from Gulf Coast State College - access to the Bayway is covered for all locations.
Looking ahead, Bayway is also exploring the expansion of its routes, aiming to reach even more students in outlying areas who may benefit from this initiative. As this partnership continues to grow, it stands as a demonstration to what can be achieved when institutions work together for the greater good.

From smooth operations in our classrooms to the flawless coordination of state testing windows, we owe so much of our success to the incredible BDS Team of Teams. These hardworking individuals ensure that our schools run like clockwork, and their efforts often go unseen but never unappreciated.
The community’s support has been overwhelming and integral to our success. Parents, business leaders, and local organizations have all rallied around our students and staff, making this year one to remember. The collaboration between our schools and the people of Panama City Beach continues to be the cornerstone of our success, and it’s a partnership we deeply treasure.
One of my favorite holiday traditions is visiting our elementary schools dressed as the conductor from The Polar Express. Sharing the story’s message with our students and encouraging them to believe in the magic of the holidays—and, more importantly, to believe in themselves—is a highlight of the season. Watching the joy and excitement in their eyes as they hear the bell ring and are reminded of the power of belief is a moment that stays with me all year. It’s a beautiful reminder of why we do what we do.
Just as I encourage our students to believe in the magic of the season, I also believe in Bay District Schools and the fantastic things we’re achieving together. We are committed to providing every opportunity for student success, and with the unwavering support of this incredible community, we are well on our way.

I’m proud to say that the Bay County Board of County Commissioners and the Panama City Beach City Council recently reached a revenue agreement for the Panama City Beach Community Redevelopment Agency (CRA) that ensures the CRA can fully fund its improvement projects while also providing financial stability to all county taxpayers.
Under the agreement, the money paid by Bay County to the Panama City Beach CRA will be capped at $30 million annually, with 1-percent increases thereafter. For Fiscal Year 2024, Bay County paid the CRA $23.6 million. Revenue is expected to exceed the $30 million cap by 2028.
Bay County and Panama City Beach have worked closely to address the historic growth in taxable value in the beach’s CRA.
Bay County will receive any revenue over the $30 million cap for its General Fund, which largely funds countywide services such as Emergency Medical Services, the Bay County Sheriff’s Office, and
other constitutional offices.
The projected revenue Bay County will receive over the next 25 years is $2.73 billion, which I believe will lead to lower property tax rates. The CRA is now projected to receive $836 million over the next 25 years, which will allow for the completion of the beach’s projects. The CRA ends in 2049.
A huge “thank you” to the City of Panama City Beach for their cooperation and hard work in reaching this agreement that will benefit everyone in Bay County.
Additionally, Bay County has several exciting events coming up, including the Veterans Day Parade on Nov. 11. The parade begins at 8 a.m. at the intersection of Frankford Avenue and 12th Street in St. Andrews, making its way east along 11th Street to the Bay County Government Center, where it ends with a Wreath-Laying Ceremony and Review. We invite everyone to come out and help us honor our Veterans who play such an important role to the community in Bay County.

Magilla for Magnolia Productions continues to film the renovation of several homes which were purchased on Beachfront Bargain Hunt. This process takes several months, and we are thrilled that local camera/audio crews are hired to cover much of this ongoing process. The big boys from corporate still come in to navigate and provide voiceover for the projects.
Several docu-series have taken place over the past couple of months. These are very high-profile subjects and we are all under strict NonDisclosure Agreements (NDA). If you hear a crew member saying we are “shooting a Mayonaise Commercial” you know it’s top secret.
More companies are seeing Bay County as a great place to produce pilots for potential series. Let me just say, if they are at the “pilot” level, it’s VERY likely that the show already has a production company seriously looking at them, and providing funding for more than just a sizzle. We have TWO of those happening at this very moment. Again, NDA applies. That means if any one of us breathes a word regarding content, talent, etc we could be fined up to $1 million. So
we say NOTHING.
Brooke Graham’s (Flying C Records) single “ME TIME” (Music video filmed in PCB) has been steadily climbing the charts. It’s so GREAT to see PCB in the lens of such a great artist who is making it in the big leagues.
Paul Bonnette, now with the Charlie Hilton Hospitality Wing of Gulf Coast State College, and his team put on a great meet and greet. This included many of the heads of tourism, mayors, Florida Restaurant and Bar Association, entertainers and more. It was a great evening with entertainment and a LOT of networking. Hospitality and entertainment go hand in hand. Videographers film the collateral for the properties for both their digital and marketing content, so this was an amazing evening. Hats off to GCSC!
You KNOW there are lots of other shoots that were noteworthy, but the Film Commission will surprise you with some of those as they are released.

The end of the year is upon us, and it’s an opportune time to reflect on workforce trends we have experienced in 2024. The shifting landscape is shaping the way we work and the burgeoning opportunities for Florida residents and businesses.
These are some of the key trends that have taken hold in 2024:
• A cooling labor market
Despite a slight uptick in unemployment, the overall job market remains healthy. The year started on a high note, with employers adding more jobs than expected and unemployment remaining low. Employment still rests below what is considered full employment, with a 3.3 percent unemployment rate in Bay County in August.
• The Great Resignation has vanished
The period in 2021 when mass resignations began during the pandemic created a talent shortage. Businesses were forced to examine their recruitment and retention strategies. Today, workers are now holding on to their jobs and employers are retaining the workers they have and promoting them from within.
• Skills-based hiring
This approach has broadened the candidate pool by prioritizing skills over traditional qualifications when hiring talent.
• The rise of apprenticeships and on-the-job training
These programs provide the valuable paid hands-on work experience that fosters a skilled workforce. Many programs include classroom training leading to certifications or other credentials.
• Engaging our future workforce
Investing in youth and young adults through employment, internships, and training opportunities ensures a sustainable talent pipeline.
• Leveraging military talent
Recognizing the unique skills and experiences of veterans and military spouses has expanded the talent pool in a region with a large and growing military presence.
• The rise of an AI workforce
AI tools enhance worker productivity and streamline processes, but workers may have guarded optimism about its place in the workforce. To benefit from the technology a culture of continuous learning can avoid a potential digital divide.
• Supporting working parents
The record-high labor force participation rate of working-age women underscores the need for supportive policies, including accessible, high-quality childcare, to maintain the momentum. Supporting working parents comes with the need to address a childcare shortage for higher productivity, lower attrition, and greater retention.
• Prioritizing mental health and wellbeing
Recognizing the importance of employee mental health and implementing strategies to avoid burn out has become a crucial aspect of workplace culture.
Looking toward 2025, we expect to see the nurturing of a skilled and diverse workforce to support growing industries in the region, such as aviation and advanced manufacturing. Training in high demand occupations, like healthcare and skilled trades, will continue to be a necessity.
2024 is characterized by an evolving landscape. Businesses must continue to adapt to these trends to remain competitive and create a thriving work environment for its most valuable assets—its employees.

The fall semester is always a high-energy time at Florida State University Panama City. From move-in day at Seminole Landing to Club Rush week and Freshman Convocation, we celebrate the milestones of starting a new academic year.
We are also marking the second year of the Collegiate School at FSU PC, our charter high school program, which more than doubled its enrollment and now serves grades 9-10. The Collegiate School was also recognized by the state as an “A” school in its very first year.
Programs and services are growing as well. Our Testing Center was upgraded to a Pearson VUE Select Site, which allows a broader range of exams, including Florida teacher certifications. The International
Council on Systems Engineering announced an industry-standard certification was awarded to our FAMU-FSU College of Engineering Masters of Systems Engineering degree in recognition of its quality and commitment to industry needs. Our Doctor of Nurse Anesthesia Practice program achieved a 100-percent pass rate on the National Certification Examination to become certified registered nurse anesthesiologists.
As we look to the end of the calendar year and the approaching holidays, we also reflect on how fortunate we are to be part of this wonderful community. Part of the FSU Panama City Promise is that FSU will always be a home for our students. Likewise, Panama City is our home, and we are proud to be the university for this area.
As we near the end of the year, I am proud to reflect on the significant accomplishments our City has achieved. One of the most exciting developments has been the groundbreaking of our historic Martin Theatre and conjoining Tennessee House and The Ritz. This initiative will not only preserve an important piece of our cultural heritage but also provide a vibrant space for the arts, enhancing community engagement and creativity.
In addition, we have begun construction on the MLK Jr. Recreation Center, which promises to be a cornerstone for health and wellness in our community. This facility will offer a variety of programs for residents of all ages, promoting a healthier lifestyle and fostering connections among families.
We are also moving forward with the demolition of the iconic Marina Civic Center to make way for a new entertainment venue along our scenic waterfront in Downtown Panama City. This project will create a lively hub for residents and visitors while funds are raised for a more permanent performing arts center.
The downtown area is seeing construction along Harrison Ave for Phase II of the Streetscapes Project which will not only improve walkability and garner a more inviting atmosphere for businesses and patrons, but it will also result in brand-new infrastructure from Four Points Plaza to 6th Street. Infrastructure improvements have been a priority this year. The construction of roads and enhancements to our underground utilities is crucial for facilitating growth and ensuring reliable services.
The holiday season is a time for reflection, gratitude and togetherness. Our City’s progress embodies the spirit of community, and I am hopeful that these improvements will lead to an even brighter future. Together, we are laying the foundation for a better quality of life for all residents.

In this health and holiday issue, one must consider that your health partially contributes to your holiday. With that in mind, I want to focus on 3 areas where we need good health. We are spiritual beings, gifted with an intellect, living in a physical body. These are the 3 areas where being healthy is truly helpful and here are some things you can do every day to promote health:
1. Every day look for what will inspire you and how you can inspire someone else. The word inspire comes from a Latin word meaning “In Spirit”. It literally means to give life and you need this every day like you need oxygen. And just as you cannot continually breathe in without breathing out, neither can you always be inspired without passing it on to someone else. This is where you can truly be inspired.
2. Every day look for ways to ignite your ideas and put them into action. Focused action produces traction, and consistently focused action generates momentum. When you ignite your intellect and allow it to propel you forward, there are no limits to what can be accomplished. The French philosopher Voltaire said, “No problem can withstand the assault of sustained thinking.”
3. Every day look for ways that you can become a better you physically. Go for a walk, hike one of the many trails we have in and around Bay County, join a gym or health club, get enough sleep, laugh often. Make your physical health a priority and watch how energized you become.
While you are planning your monthly events, consider joining the Beach Chamber at one of our Idea Camp networking events. WHAT IS IDEA CAMP? Idea Camp is a forum to inspire, energize, and ignite the community through sharing, connecting, and cultivating of open-minded discussions supporting the free flow of ideas. Idea Camp creates an experience to learn, engage, and expand your life and your business.

With the holidays in full swing, I sure am looking forward to family reunions and hitting the streets for a little last-minute Christmas shopping (remember, “Members do business with Members”)!
We can intentionally spread some holiday cheer, making it a little more wonderful for somebody. If we can brighten one person’s day, maybe their smile can brighten one more. Plus, given the fact that the quickest way to find happiness is to help someone else find theirs, intentionally spreading holiday cheer is the best way to find it ourselves.
Here are a couple of ideas:
• FaceTime an old friend: Technology has entirely changed our lives; use it to your advantage by connecting face-to-face with an old friend or a friend halfway around the world.
• Leave a nice tip: Most of the servers I know are working extra shifts trying to make ends meet. A $20 added to their tip will certainly bring some extra holiday cheer—especially during a busy time of the year when they’d rather be home with family.
• Invite someone over for dinner: For any number of reasons, there are many people alone during the holidays. If you know someone alone this season, open your home to them for a meal. Rather than infringing on your holiday traditions, it may just become one of your favorites.
• Bring in a warm breakfast for your office: Bring in something warm for your officemates to eat and if the timing is right, you can bring in something homemade.
• Go ahead, sing along: Whether in your car, in the office, or in the store, you know the songs. It’ll brighten your mood and almost certainly the mood of the person next to you as well. Even if singing isn’t your strongest talent, you can always hum along. Remember, cheerfulness is contagious!
We probably can’t change the entire world with these simple ideas, but we can still intentionally bring cheer to the people around us.
And just like that, another outstanding year at the Beach Chamber has come to a close. We want to thank each and every one of you for your part in making 2024 an excellent year for the Panama City Beach Chamber of Commerce and our community.

The hospital was charted June 1, 1949 as Memorial Hospital of Bay County. It was County-owned and operated for many years as Bay Medical Center. Following Hurricane Michael, Ascension acquired full ownership in July 2019 and it is now Ascension Sacred Heart Bay. The hospital marks 40 years of heart surgery in September 2024. It has been known for years as the heart hospital.
