BEACH PLANS EXTENDED THE LOCAL GOVERNMENT ASSOCIATION OF QUEENSLAND HAS GRANTED NOOSA COUNCIL AN EXTENSION UNTIL THE END OF MAY TO PRESENT A FINAL DRAFT OF ITS COASTAL HAZARDS ADAPTATION PLAN FOR REVIEW.

The Coastal Hazards Adaptation Plan (CHAP) generated more than 200 submissions during the public comment phase which closed on March 8. The plan was created in response to the Department of Environment and Science’s QCoast2100 program which seeks to have seaside councils in Queensland consider the possible effects of rising sea levels over the next 80+ Eastern Beaches News - April 2021

years and to develop a strategies for managing the changes this would bring to communities living at the water’s edge. Noosa Council’s draft CHAP has drawn the ire of a number of parties and inspired the creation of a new group - the Eastern Beaches Protection Association (EBPA). With a steering committee containing a who’s who of prominent businesspeople and Noosa prime beachside landowners EBPA has been forthright in its opposition to elements of the draft plan, urging council to reconsider some of the restrictions it has suggested around development of existing beachfront properties and to put more effort into dune protection. While the Easter long weekend will be just a memory once this edition hits the street for many of our readers and businesses, the Easter school holiday period will continue to be part of life until school returns on April 19. It’s a time when tourists hit the Coast for a break and to share in the paradise we call home every day. When it comes to sharing that vision, a big hats off to the team at Peregian Beach Business Association and their sponsors and supporters for doing all they can to make our Eastern Beaches an attractive location for locals and tourists alike via the two week Village Vibes Festival. Pulled together at short notice and around COVID-19 challenges, the program of interesting events for children and

adults alike is sure to be a hit, and to create new memories of great times had in Peregian Beach. Well done! We led this edition with an update on the Coastal Hazards Adaptation Plan and where it is at in terms of processing. The Eastern Beaches community has again shown its willingness to express an opinion on changes that may affect the look and feel of the villages we live in. With more than 200 submissions to consider it is good to see Council has sought, and been granted, extra time to understand the concerns of residents and potentially update the draft plan before sending it off for endorsement. Looking ahead, we have the details of the Anzac Day services at Coolum-Peregian RSL, (page 8) and plenty more news to catch up on in this edition. Have a great month, Geoff.

COASTAL HAZARDS ADAPTATION PLAN EXTENSION...

from page 1 A major sticking point for EBPA is that Council’s proposed extended erosion risk boundaries will swallow up existing beachside properties thereby potentially increasing insurance costs and limit beachside landowner’s right to build or renovate on their prime beachside land. EBPA has taken to local media in recent weeks to outline the Group’s other concerns about CHAP, including a perceived lack of transparency of the process and what they say is a lack of evidence to support Council’s proposed changes and apparently harsh effects the changes may bring to beachside owners. A Council spokesman said Council would use the extra time to consider all of the submissions and to seek further clarification, where needed, from submitters. He said the draft CHAP would be considered

for endorsement by LGAQ and DES based on how clear the plan was in conveying the adaptation pathway for the region to the general public and how it measured against the QCoast2100 Minimum Standards & Guidelines. In terms of the effect the CHAP may have on future development the spokesman said further processes would be required for any changes to be made. “The CHAP can only recommend a broad land use planning response, it cannot be used to regulate development. Regardless of what CHAP recommends, Council is still required to amend the planning scheme per the relevant Ministerial condition imposed on Council when the Minister approved (in early February 2020) the Noosa Plan 2020. “Council is committed to consulting with the public on proposed amendments to the Noosa Plan 2020.” We will follow this story again next month...

VILLAGE VIBES ADD EASTER CHEER WHILE THE WEATHER PUT A DAMPENER ON ELEMENTS OF THE VILLAGE VIBES FESTIVAL IN PEREGIAN BEACH - IT STAYED AWAY LONG ENOUGH TO SEE THE EVENT LAUNCHED IN STYLE ON APRIL 3.

Peregian Beach Business Association president Nikki White said a desire to showcase all that Peregian has to offer to locals and tourists alike this school holidays had prompted the business community to get together and support the Village Vibes Festival from April 1 to 17. The event, made possible by the support of Tourism Noosa, was launched with an Easter egg hunt, children’s workshops, and a welcome to country by Kabi Kabi elder Lyndon Davis. On the day, Councillor Frank Wilkie, a Peregian Beach resident and Noosa’s Deputy Mayor, was on hand to officially declare the festival open, praising the work of all involved, particularly the Peregian Beach Business Association - who “have worked very very hard, they’re all volunteers, to organise the couple of weeks of festivities that enrich the social and cultural life of our community here.” Nikki said it had been all hands on deck to pull the event together. “It’s been a labour of love organising this event,” she said. “People have just rallied, businesses have rallied, the community has rallied and this is for our community.” The two week festival radiates out of the Village Square with programs and information available from the Vibes HQ marquee by Captain’s Daughter. From live music, to children’s workshops, wine and food tasting, fashion and author talks the program is packed with options for anyone looking to experience something a little different during these school holidays. 4

There are too many events to list here, however a couple that caught the eye include: The Walkabout Fashion and Pooch Trail on Friday, April 16 from 4pm to 6pm featuring models parading in fashion from the local boutiques; Vibe HQ Kids Craft - Decorate Your Bike or Scooter from 9am to 2pm on April 17; Ocean Vibes Sounds by the Ocean on April 11 from 1-4pm at Peregian Beach Park including face painting, a jumping castle, sausage sizzle and more. EXTRA TIME ALLOWED ON CHAP PAUSE TO CONSIDER CHAP PLAN

SHORT STAY LAW

A topic which has been gaining much attention over the past few months is the Coastal Hazards Adaptation Plan (CHAP). Noosa is one of 32 Queensland councils developing coastal hazards adaptation plans with the funding from the State. Noosa Council has developed a coastal hazards adaptation plan as part of the State’s QCoast2100 program. After listening to the community and acting on their concerns, Noosa Council has successfully received an extension to hit pause on its completion of the (CHAP). The six-week public consultation period finished on Monday March 8, with Council receiving over 200 responses. Council was granted an extension from the Local Government Association of Queensland, which is coordinating the implementation of the QCoast program on behalf of the State Government. Taking into account the volume of submissions, coupled with the level of detail, Council considered more time was needed to ensure the right outcome for the community is achieved. We want to ensure Council achieves a sensible and measured response to managing coastal hazard risks now and into the future. Council staff have been granted special permission to delay submitting the CHAP so we can ensure all submissions are appropriately reviewed and given due regard. There are strong opinions and concerns by some sections of the community and it is imperative that we have enough time to work through these. We are using this additional time to explore workable solutions put forward by stakeholders. Council has heard the community and is committed to reaching solutions that are workable

The Short Stay Letting Local Law has been eagerly anticipated by many in our community. As of 9 April 2021, it is out for comment to the community and we are inviting all residents and stakeholders to have a say on a proposed local law to manage short-stay letting and home-hosted accommodation here in Noosa Shire. The proposed local law will help Council manage the impacts of short-stay let properties on residents and ensure owners who let their properties for short-stays are managing issues and dealing with complaints The draft local law has been reworked since the consultation in 2019 by the previous council and changes reflect community and stakeholder feedback, legal advice, the new planning scheme and State Government input. The State Government has deferred its plans for a state -wide framework to manage short stay letting, which is disappointing as the impacts of short stay letting on residential amenity continue to be an issue for some in our community. But now is an opportunity for you to have a say and tell us what you think. Similarly, the Walking and Cycling Strategy is now out for comment. Council is seeking feedback on a new strategy to get Noosa Shire residents cycling and walking. A greater uptake of cycling and walking offers tourism, transport and environmental benefits to the Shire, plus of course, personal health benefits. This strategy looks at ways to get more people using Noosa’s 153km-long cycle network. A reference group made up of residents and ratepayer associations, along with business owners, helped develop the draft plan and we’d love to hear what you think Consultation closes on 16 April 2021 so please jump onto Council’s website to have your say and tell us your thoughts. GO NOOSA BUSES ON AGAIN

Talking all things transport, Council’s Go Noosa program, including the Free Holiday 8

scheduling of the event. The CoolumPeregian RSL is at 1906 David Low Way. Buses, will be back from 2 April 2021-18 April 2021 over our Easter holiday period. A survey over the Christmas period found more than 95% of free holiday bus passengers were either very satisfied or satisfied with their bus trip, and more than half of those surveyed using the free buses over Christmas were locals (58%). Airservices Australia have advised that the updated draft Community Engagement Plan (CEP) is now available for review until Friday 30 April 2021. In addition, a site feasibility study to identify potential zones in which noise monitors may be placed has commenced, and once completed, community engagement on suitable monitoring locations will begin. Successful meetings with State Planners to assist the housing crisis, identified changes that could be considered relating to secondary dwellings. FUNDS HELPING WITH RECOVERY RECOVERY ON TRACK

Recovery, whether from illness, adversity, or natural disaster, is never a quick process. It’s been almost 18 months since the bushfires that devastated parts of Noosa, and the Morrison Government remains committing to helping heal the scars these fires have left on our environment and in our communities. As part of these recovery efforts, I was pleased to announce $149,750 for the Noosa Environmental Education Hub to run a bushfire recovery education program in three local schools and $29,952 for Noosa Integrated Catchment Association to rehabilitate parts of Girraween Nature Reserve. COVID VACCINES

As we have seen recently with the snap lockdown in Brisbane, we are not yet out of the woods with COVID-19, and if Australia’s economic recovery is to remain on track, we must remain cautious and adhere to medical advice. People aged over 70, or with certain health conditions, are now eligible for the vaccine which is being rolled out to more than 4,000 general practices by the end of April including in the Noosa area. VETERAN SUICIDES ROYAL COMMISSION

You may also be aware that I recently supported a motion for a Royal Commission into Veteran Suicides. Countless veterans have sacrificed their mental wellbeing to keep us safe, and we owe them, at the very least, our support in their recovery. With veterans twice as likely to take their own lives as the rest of us, there is clearly a significant problem that we must take action on. We need to examine how we can maintain the mental and physical wellbeing of veterans, including the provision of adequate funding for the services like advocacy and occupational therapy. I was also pleased to be appointed to the Select Committee to inquire into Mental Health and Suicide Prevention, which will examine a range of findings and reviews of the current mental health system in the wake of the COVID-19 pandemic and the 2019 bushfires, working towards better mental health care for all Australians. Lucky for parents, grandparents and teachers alike, Peregian Springs author Allison Paterson has released a new childfocused book delving into the historical origins of the customs and traditions of the Australian Defence Force charting their symbolism, significance and preservation and is aimed at answering the “why” questions children ask. Australia Remembers: Customs and Traditions of the Australian Defence Force is the second book in a series that focuses on Australian military history specifically written for children aged 6–12 years and like her first book Australia Remembers: Anzac Remembrance Day and War Memorials, is full of bright illustrations and images to support the facts, descriptive narrative, activities, questions and breakout boxes to engage and bring readers together - young and old. A Teacher – Librarian for over 20 years, Allison has a unique ear to the questions children ask and has researched the topics and interviewed ADF personnel extensively for her books, to ensure the information hits the mark for facts and piquing interest of readers, including an exploration of the significance of many mottoes, mascots and music used by the ADF. Allison also wrote the acclaimed “Anzac Sons” novels- one aimed at adults and older readers and the other aimed at Primary School children – both were based on her personal find of a treasure trove of letters written by her grandfather and his four brothers during their time serving on the Western Front. 16

The adult reader “Anzac Sons” version won the 2016 ABIA Small Publishers Award the children’s version of “Anzac Sons” was longlisted in the 2016 ABIA Small Publishers Award and was also a 2016 CBCA Notable Book. Allison is a May Gibbs Children’s Literature Trust Creative Time Fellow 2017, a member of the Australian Society of Authors and the Society of Children’s Book Writers and Illustrators and has also written three other books for children and young adults including Granny’s Place, Shearing Time and Follow After Me and now works full-time as a writer and publishing consultant. She has a new picture book coming out this year titled “I Wonder”, which was inspired by Sunshine Coast beaches. But hearing can also be affected at any age by a range of lifestyle, environmental or congenital factors, including constant ear infections, loud earphones or degenerative change. On World Hearing Day in March, the World Health Organisation released its first World Report on Hearing. The message is that hearing health is an increasing concern across all populations and age spans. Deidré Breytenbach, Principal Audiologist at Noosa Hearing, says impaired hearing can show up in behaviour that doesn’t necessarily point to ear problems. If left unchecked, it can lead to declined health, learning and social outcomes. “Hearing loss often creeps up and you don’t realise you have it,” Deidré said. “It can start with listening behaviour, such as noticing you’re struggling in a noisy environment.” Other indicators, Deidré says, can be speech articulation, literacy problems or a reduced ability to spontaneously participate in conversation. This can increase the risk of social withdrawal, poor mental health and cognitive decline. Noosa Hearing opened its doors last December when Deidré saw an opportunity to operate an independent Hearing clinic, free from the “hard sell of hearing devices”. “Noosa Hearing is the only truly independent Hearing clinic between Noosa and Maroochydore,” Deidré said. Her practice is about working with patients to enhance choice, lifestyle, comfort and optimising healthy outcomes for each individual. 18

“It’s so beautiful to be able to spend time with my patients and see what their challenges are. “I enjoy providing them with patientcentred care, quality time and service,” Deidré said. Deidré, an Audiologist with over 10 years of experience, says everyone at all ages, should regularly have a hearing test. Ongoing monitoring means changes can be responded to with the least disruption to life as possible. An initial hearing assessment typically takes around an hour and is tailored to be enjoyable and engaging for young children, teens and adults alike. No GP referral is needed. “The results are like little puzzle pieces that I then discuss in detail with my patients,” Deidré said. Depending on what the results are, an independent Audiologist like Deidré is also free to recommend what’s best for her patients. Advice may include lifestyle changes or teaching communication strategies for patients’ own self-advocacy or a trial of hearing devices. MUMMA PHO SERVES UP SPICY TREATS FOR THOSE LOOKING FOR AUTHENTIC VIETNAMESE CUISINE WITHOUT LEAVING THE COUNTRY, NOOSA’S NEW POP-UP PHO MEALS ARE PROVIDING RESIDENTS WITH THE POPULAR NUTRITIOUS AND FLAVOURSOME HOT NOODLE SOUP MANY HAVE BEEN CRAVING.

When Next Chapter Cafe owner Hien Tran opened his commercial kitchen and shop front at Tewantin to Hoa (known as Mumma Pho) for Sunday night Pho takeways, the response from locals was incredible. Hien, originally from Vietnam, was keen to enjoy this homemade Vietnamese broth and happy to support the venture. With over 200 orders on their first night the new Sunday Vietnamese Takeaway Pho was a huge hit with customers coming back to enjoy this authentic meal, again and again. “We are really pleased to be able to provide an opportunity for this traditional dish to become available to Noosa residents” says Hien. Vietnamese Pho (pronounced Fur) is a traditional soup made with bone broth, using beef or chicken slow cooked for over 4 hours and served with noodles, bean sprouts, herbs and spices. Also, on the lookout for some traditional Vietnamese cuisine, Noosa’s MOTO Café and Bar in Noosa Junction were keen to complement their authentic Asian weekend dine-in experience, and has employed Mumma Pho to cook in their kitchen for their

Saturday night diners. “The Pho has been a huge hit” says Kristy co-owner of Moto. “Our first night was a sell-out” . Pho is considered Vietnam’s national dish and due to its combination of antiinflammatory spices is not only delicious, it also has a reputation as a hangover cure as well!! Mumma Pho, along with MOTO Café and Bar and Tewantin’s Next Chapter, have been instrumental in bringing Vietnamese cuisine to the Noosa community. CELEBRATING LIFE AT CLOUDLAND Cloudland Ballroom, the iconic Brisbane concert hall, played hitmaker and matchmaker to many in its heydays from the 1940’s - before Rock’n’Roll was born, through to the 80’s., post punk ‘New Wave’ movement. But the venue’s controversial overnight demolition in 1982 took many people by surprise. Such was the popularity of the venue, here and overseas. The era’s not lost. Thanks to nine years of research into the real events, Cloudland the Musical Producers have brought the music, drama and controversy back in full colour with an extraordinary cast of 30 world-class dancers, musicians and actors choreographed by Kylie Wall. Producers say “Cloudland the Musical, is in part, a chronological journey of factual information collected from acts, musicians, dancers and staff of Cloudland and their first hand accounts of experiences there. These

factual elements have then been interwoven into the story of a fictitious, yet typically Australian suburban family and the way in which Cloudland impacts each of their lives, from the post war 1940s to early 1980s.” The show’s music is mainly Aussie works, many of which have been arranged for the production’s 9-piece band.

SUNNIER DAYS WITH ALI PALMER HOW HABITS ARE FORMED

Last edition, I shared some science around how habits are formed and what this means when we want to create and maintain healthier habits. I explained how we need to repeat new habits of THINKING and DOING until they form a new neurological pathway … just like a well-worn track in the woods.

considerable amounts of willpower. That means we really need our brain’s deliberate system to be fully firing. This part of our brain is a bit like a high-performance sports car. Each time we need it to activate one of its key functions, like willpower, it burns a lot of fuel.

OUR TWO-SYSTEM BRAIN

In this month’s article I want to explain the way our brain operates using two very different systems and how we can use this knowledge to nurture new habits. I’ll also introduce the idea of brain fuel and why sticking to our new behaviours is so much easier when our tank is topped up. THINKING FAST – THINKING SLOW

Let’s take a closer look at our two-system brain. Firstly, it’s important to know that these systems run in parallel. One is more deliberate and analytical. The other is more automatic and instinctive. If you’re keen to learn more about this, I recommend reading Daniel Kahneman’s book, Thinking Fast and Slow. DELIBERATE AND AUTOMATIC

The deliberate system is responsible for behaviours like reasoning, self-control and planning ahead. It’s the one we’re using when we are trying to stay calm, caring and responsible. Whereas the automatic system is involved in saving us time and energy. It works quietly in the background (below our level of conscious awareness) processing information; creating autopilot routines and shortcuts (often referred to as heuristics) - Like brushing our teeth, getting dressed and even driving a familiar route to work. The behaviours we don’t think about doing. They just happen. WILLPOWER BURNS BRAIN FUEL

When we are trying to create new habits … it’s hard! And it takes sustained effort and 24

TIRED, HUNGRY OR STRESSED?

When we’re low on fuel, our automatic system often comes to the rescue by taking over. This isn’t always helpful. It means we’re likely to revert to those well-worn neurological pathways and activate old habits that are easier to do. Ever noticed what happens when you’re tired, hungry or stressed? All your good intentions to resist that chocolate biscuit go by the wayside and within a short space of time … you’ve devoured the whole packet! TOPPING UP OUR BRAIN FUEL

We can lessen the chances of this scenario taking place if we keep our brain fuel topped up. This includes frequent doses of dopamine and glucose. In simple terms we gain these when we move more, eat regularly, sleep better and experience positive emotions on a daily basis. To create and maintain healthier habits we need to fuel our brains. In next month’s Seeking Sunnier Days article I’ll share some ideas to help you boost your brain’s fuel levels.
