GEORGE BUSH INTERCONTINENTAL AIRPORT RENTAL CAR CENTER location: HOUSTON, TEXAS PGAL provided architectural and engineering services, including planning, design, and construction administration for this 200-acre greenfield development. This state-of-the-art facility provides equality of service and customer access to all nine rental car companies at IAH. Designed as a two-way super waffle concrete structural system, the 1.6 million-square-foot, twolevel parking garage includes 5,200 fully covered ready/ return spaces. Customers access the 80,000-squarefoot, single-level customer service terminal with rental car counters from the upper level for bus drop-off and pick-up. The campus includes 50-acres for maintenance and storage sites, an on-site bus maintenance facility for

the dedicated, clean fuel common bus operation, and area for 100 percent expansion of all program elements. PGAL also recommended and designed a new bus-flyover bridge to provide uninterrupted access to the facility that reduced both bus travel times and fleet quantity. To complete this project on schedule, PGAL recommended splitting the program into two construction phases: a site development package and a building development package, to be competitively bid and fasttracked. PGAL continues to serve as a consultant, assisting the airport and the rental car agencies with facility modifications and reallocations required by concession and lease agreements.

OAKLAND INTERNATIONAL AIRPORT RENTAL CAR CENTER location: oakland, california To accommodate planned growth and development at the Oakland International Airport, the City of Oakland, through its Port Department, relocated all on-airport RAC companies to an interim consolidated facility, situated on an airport-provided,unimproved site in the North Field area. The project was jointly funded by a loan from the Port of Oakland and by the Rental Car Industry. A $10/ day customer facility charge, as allowed by the State of California, funded the repayment of the loan. PGAL served as the prime consultant designing this facility, providing project management, architecture, engineering, and specialty consulting services.

Project components included individual, exclusive-use ready/return parking areas for 830 cars, a 15,000 SF customer service building, and multiple quick turnaround (QTA) areas. PGAL also provided services to each of the operators for the construction of their own facilities within the confines of the project, including premium customer service areas. PGAL also served as the liaison between the Port of Oakland and the RAC industry for the programming and planning of the future, permanent home of the RAC industry – a new, seven-level parking garage that will be located within the infield of the new terminal redevelopment.



SKY HARBOR INTERNATIONAL AIRPORT RENTAL CAR CENTER location: phoenix, arizona The City of Phoenix developed a $175 million Consolidated Rental Car Center as part of the Sky Harbor International Airport’s major capital improvements, to include the consolidation of the entire on-airport rental car function into a 135-acre site west of the airport. PGAL’s challenge was to implement this major facility into the nearby Sky Harbor Center with a “corporate campus” design. PGAL was selected as part of the program management team to develop the detailed Program Management Plan and design standards for the new Consolidated Rental Car Center, and assist the Aviation Department in the day-to-day management, coordination, and interface with the selected A/E team.

The facility includes a 200,000-square-foot customer service/administration terminal for all rental car and airport administration operations, a three-level parking garage for 6,000 rental cars, surface parking for 11,000 spaces located on service sites for the fueling, washing and maintenance of rental car fleets. Accommodations for a common busing system and a future people-mover system have been made, along with retail concessions and remote check-in for airlines including ticketing and baggage drop-off.

HARTSFIELD-JACKSON ATLANTA INTERNATIONAL AIRPORT RENTAL CAR CENTER location: atlanta, georgia PGAL led a joint venture that managed the programming, planning, and design of the new Rental Car Center at Hartsfield-Jackson Atlanta International Airport. This project, the largest consolidated rental car facility in operation today, is located on 68-acres near the Airport and is accessed by an Aboveground People Mover (APM) and an access road that crosses a major interstate, local highway, and a railroad. Program elements include two four-level garage structures totaling 2.8 million square feet for 8,700 ready/ return/ storage spaces, a 128,000-square-foot, 4-level customer terminal that accommodates 12 rental car agencies, and seven maintenance and storage areas, commonly known as

QTAs, or Quick Turnaround Areas, containing fueling (140 dispensers), car wash (32 car wash bays) and maintenance (16 light maintenance bays) facilities. Additional work elements include on-site roadways to support the facilities vehicular infrastructure (cars and buses) and an extensive signage and graphics package.

FRESNO-YOSEMITE INTERNATIONAL AIRPORT RENTAL CAR CENTER location: fresno, california This consolidated facility accommodates 400 ready/ return stalls and includes 11-acres of new and exclusiveuse service and maintenance sites for FAT’s eight operating rental car agencies. The ready/return area is conveniently located near the baggage claim area and renovated retail counters within the terminal, and the covered pedestrian walkways and vehicle spaces protect customers from the California central valley heat.

The new Quick Turnaround Areas (QTAs) provide for 800 storage vehicles plus expansion capability for an additional 400 vehicles. In the planning and design process, PGAL and the prime consultant took advantage of a developerled solar program that generates four megawatts of available power for the airport. PGAL determined the project’s affordability based on current rental car and local construction markets, integration of sustainable design practices, and incorporation of a blast wall that provides airfield protection during high security threat levels.



BOSTON LOGAN INTERNATIONAL AIRPORT RENTAL CAR CENTER location: boston, massachusetts PGAL led a collaborative team and project approach for the conceptual design and environmental permitting study that informed the facility’s ultimate programming, planning, and development. The environmentally friendly project includes a four-level parking structure for 3,100 rental car stalls, 700 storage stalls, a 120,000-squarefoot customer service terminal, and four limitedmaintenance service areas for rental car vehicle fleets. Additional program elements included multiple roadway modifications to improve and reduce roadway and terminal curb congestion, a bus access ramp supporting the two-level customer terminal, a unified common busing system for all of Logan Airport, and improved

facilities for the airport’s taxi, bus, and limousine pools. A very complex building program, this development also incorporates extensive environmental mitigation measures for greenhouse gases, energy consumption, and water quality and usage, and received LEED Gold certification, the first of its kind for an airport parking garage/rental car facility. Overall project benefits include buffering adjacent neighborhoods from airport ground transportation operations and the creation of a defined airport boundary within the residential community.

SANTA BARBARA AIRPORT QUICK TURNAROUND FACILITY location: santa barbara, california PGAL served as rental car planner and designer for this unique 3.6-acre site, a critical piece of the terminal redevelopment at the Santa Barbara Airport. The site is remote from the airport and was conceptualized as a true “common” facility used for the maintenance and storage of rental car vehicles, the first of its kind. The shared and secured facility includes eight fuel positions, two car wash bays, five individual maintenance and administrative areas and storage parking for 300 cars. Aesthetically, the facility is distinct from the contemporary design of most rental car facilities as it incorporates the Spanish design influence so prominent in the area while meeting both the City of Santa Barbara’s strict aesthetic and environmental

standards and the State of California Title 24 Energy and Accessibility requirements. The project has won numerous design and sustainability awards and through the inclusion of a photovoltaic solar solution providing 100% offset of electrical usage. The project also earned LEED Gold Certification, again the first of its kind for a rental car facility. PGAL also supported the airport in meetings and negotiations with RAC Industry corporate representatives and franchise owners.

CORPUS CHRISTI INTERNATIONAL AIRPORT QUICK TURNAROUND FACILITY location: corpus christi, texas PGAL provided full rental car, design and construction management services for this new on-airport consolidated maintenance service and vehicular storage facility. The 5.5-acre site is designed to accommodate the seven rental car agencies at Corpus Christi International Airport in a true “common” facility. Multiple operational planning studies were developed to ensure efficiency for rental car operations and the highest level of financial feasibility for the Airport. Operational benefits have been gained using shared program components - fuel islands, car washes and vehicle storage areas. Each rental car agency is allocated exclusive-use maintenance bays and administrative office areas. Parking for 400 storage vehicles

is provided, along with 12 fuel positions, three car wash bays, and five maintenance and administration areas for each rental car agencies use. The project was constructed in multiple phases as the new facility is located adjacent to and on-top of the existing rental car facilities. To facilitate this phased occupancy, special consideration was given to providing required program access and security while the existing sites are demolished and remediated.

DES MOINES INTERNATIONAL AIRPORT QUICK TURNAROUND FACILITY location: des moines, iowa PGAL developed multiple operational planning studies to ensure efficiency for rental car operations and financial feasibility for the airport. The introduction of shared program components, including fuel islands, car washes, and vehicle storage areas helped the airport realize significant operational benefits. PGAL provided each rental car agency with exclusive-use maintenance bays and administrative office areas. The facility, located on a remote 5.6-acre site, includes parking for 600 storage vehicles, 16 fuel positions, five (5) car wash bays, and five (5) maintenance and administration areas for rental agency use. In addition to traditional architectural design and rental car planning, PGAL also supported the airport

in meetings and negotiations with rental car industry corporate representatives and franchise owners operating at the airport. PGAL and our prime consultant offered unique, value-added facilitator skills, leveraging extensive experience on similar projects and a deep understanding of business and best practices in the rental car industry. Fast-tracked during planning and design and competitively bid, this project was delivered on time and under budget.



HOLLYWOOD BURBANK AIRPORT REGIONAL INTERMODAL TRANSPORTATION CENTER location: burbank, california A three-level, 850,000-square-foot Regional Intermodal Transportation Center, or RITC, serves airport public parking, rental cars, buses, bicycles and a connection to the heavy rail line at the Bob Hope Airport Station. The public parking replaces spaces lost with development of the facility. The rental car component includes ready/ return spaces, a customer service building, and multifloor elevated maintenance/fueling/car wash facilities that provide secure rental car operations. The regional bus component, with bus drop-off and pick-up, provides local connectivity to the Airport and the heavy rail line serving Southern California. The structural design features a cast-in-place, post tensioned concrete structure designed

to withstand a maximum critical seismic event, or MCE. This was a specific requirement of the Airport Authority to ensure the structural integrity of critical public buildings while reducing insurance premiums and ensuring coverage. The RITC is connected to the Airport terminals via a 1200-linear-foot elevated walkway with moving sidewalks, providing an enhanced customer experience for the growing Burbank-Glendale-Pasadena market within this land-strapped area. The project also will integrate a 4-megawatt solar facility, roof mounted, that will help achieve the LEED Gold certification desired by the Airport Authority (pending).





WILL ROGERS WORLD AIRPORT RENTAL CAR CENTER location: oklahoma city, oklahoma To keep up with growing demand and ensure a positive experience for travelers, Will Rogers World Airport needed to relocate and expand its rental car operations to a new, remote consolidated rental car facility. PGAL developed numerous planning models to minimize land area usage and environmental impact while maximizing efficiency and security of the overall rental car operations at OKC. The 38-acre greenfield site selected for the expanded consolidated rental car facility is a short 1.6mile bus ride north of the existing ground transportation area.

The new site contains all rental car operations for the airport, including a customer service building, a surface ready/return lot with covered parking to protect customers and rental car fleets from the harsh Oklahoma City climate, and individual and secured Quick Turnaround Areas (QTAs) for the maintenance and storage of rental car fleets.

QUAD CITIES INTERNATIONAL AIRPORT QUICK TURNAROUND FACILITY location: moline, illinois PGAL provided full rental car, design and construction management services for this new on-airport consolidated maintenance service and vehicular storage facility. The 5.19-acre site is designed to accommodate the three rental car agencies at the airport in a true “common” facility. Multiple operational planning studies were developed to ensure efficiency for rental car operations and the highest level of financial feasibility for the airport. Operational benefits have been gained using shared program components -- fuel islands, car washes and vehicle storage areas.

Each rental car agency is allocated exclusive-use maintenance bays and administrative office areas. Parking for 450 storage vehicles is provided, along with 12 fuel positions, two car wash bays, and three maintenance and administration areas for each rental car agencies use.



BURLINGTON INTERNATIONAL AIRPORT QUICK TURNAROUND FACILITY location: burlington, vermont PGAL was asked by the Rental Car Industry and assist in the redevelopment of the aging and outdated rental car facilities currently serving the airport. The program included the consolidation of all rental car companies, some located off-airport, to an expanded site bordered by the airport departure road and the airfield. Environmental considerations and facility access were two primary planning and design considerations for this 2.8-acre site located across from the rental car parking garage. Design services included rental car planning, site and facility design and construction management.

This common-use facility supports the three primary family rental car brands with exclusive-use allocations for primary vehicle service functions, including 200 staging/ storage stalls, six fueling positions, three car wash tunnels with in-line vacuum positions, and administrative office and employee support areas. The project was constructed in two phases as the new facility is located adjacent to and encompassing the existing rental car maintenance facilities as well as the airport’s FAA access. Architectural approvals were also required from the City of South Burlington and required design alignment with the existing terminal and parking garage to provide a unified and cohesive airport experience.

MEMPHIS INTERNATIONAL AIRPORT CONSOLIDATED RENTAL CAR MAINTENANCE + STORAGE FACILITY location: memphis, tennessee PGAL worked closely with a local design and engineering team to provide the most efficient facility for the Memphis International Airport while still allowing for growth and flexibility for the growing rental car market. As the project planners, PGAL provided operational and space planning services, overall design aesthetics and rental car planning in a collaborative team effort. The current airport rental car facility features a small Quick Turnaround Area (QTA) within proximity to the customer areas near the terminal.

This project provided the rental car agencies larger individual maintenance and storage facilities located remotely off-site. Four individually secured exclusiveuse areas were developed within the new 26-acre site. The new facilities feature seven car wash bays, 13 fully equipped maintenance bays with shell space for seven additional bays, and 13 fueling positions that can be increase to 26 as the need arises. Facility support space, including administrative offices and break areas for staff, are provided in the 14,000-square-foot of architectural precast concrete structures designed to complement the surrounding vast FedEx world headquarters complex.



BISMARCK AIRPORT QUICK TURNAROUND FACILITY location: bismarck, north dakota PGAL worked together with a third party developer and the airport in a P3 development of a Consolidated Rental Car Quick Turnaround Area (QTA) at this small regional airport. In this design/ build arrangement PGAL teamed with a local contractor to develop the most cost effective and operationally efficient facility to serve the growing market at BIS and the needs of the local operators. In addition, PGAL worked closely with airport planners and local engineering professionals to ensure that the longrange goals were met for the airport and that the facility is engineered to be suited to the local terrain, environment, aesthetics and utilities. The building has been designed for the harsh winter climate, utilizing insulated architectural

pre-cast walls and roof, high-speed doors and heated slabs throughout. Program elements include a single automated car wash bay, three separate bays for detailing and additional hand washing, an aboveground fuel tank with two fuel positions, storage vehicle parking in the adjacent surface lot and administrative offices and breakroom space for staff.



CINCINNATI/NORTHERN KENTUCKY INTERNATIONAL AIRPORT RENTAL CAR CENTER + GTC location: hebron, kentucky PGAL led a collaborative team charged with transforming the customer experience at the CVG airport with the programming, planning, and rightsizing of the rental car facility and a complete redesign of the main terminal access roadways. The new, connected facility consolidates all car rental operators under one roof boosting traveler convenience and drastically reducing airport shuttle bus traffic from remote rental lots. The 13-acre facility includes a ground transportation for most landside operations, a 95,000-square-foot customer service building (CSB), a four-level, 1.4 million-square-foot rental car garage and an elevated Quick Turnaround Area (QTA), all connected to the existing terminal and

arrivals and departures curb. The CSB is attached to the existing terminal and houses rental car counters, a vertical circulation core (elevators only), an expansion of the ticketing lobby and baggage handling capacity. Additional work included new on-site and elevated roadways that serve the existing terminal’s arrival and departure levels, new entry and exit plazas and enhancements of the existing public parking garages, extensive signage and wayfinding improvements and micro-phasing to ensure all terminal operations remained open during construction.

BRADLEY INTERNATIONAL AIRPORT RENTAL CAR CENTER + GTC location: windsor locks, connecticut Developed by Conrac Solutions, Bradley International Airport’s $210 million ground transportation center (GTC) is helping streamline the rental car experience. The threebuilding, 13.4-acre consolidated rental car facility allows travelers to pick up and drop off rental cars immediately adjacent to the main terminal and baggage claim areas, eliminating the need for shuttle services to and from the previous remote facilities. The five-level, 1.5 millionsquare-foot structure provides a significant change to the airport’s landside operation and customer service experience with all airport customers accessing the new facility via an 80,000-square-foot customer service building and vertical core. A ground transportation center

and the addition of 830 public parking spaces also help to accommodate a growing number of passengers arriving and departing the airport.

NEWARK-LIBERTY INTERNATIONAL AIRPORT RENTAL CAR CENTER + PUBLIC PARKING location: newark, new jersey PGAL is the lead designer and architect for the new Public Parking Garage and Consolidated Rent-A-Car (ConRAC) Facility at Newark-Liberty International Airport. This developer led program consolidates multiple rental car facilities that are spread throughout the airport into a single, six-level facility, inclusive of 3,000 rental car stalls and 2,700 public parking spaces that will serve the new Terminal 1 and provide a connection to the other terminals via a people mover an elevated pedestrian bridge. Consolidating these multiple facilities increases the operational efficiency of the rental car companies while providing an improved passenger experience, reducing roadway and terminal curb traffic,

and substantially improve land use in the airport area. The shared facility located on 14-acres consists of the combined garage for both public parking and rental car with a 105,000-square-foot customer service and vertical transportation core within the footprint of the garage to help with wayfinding. The ultimate inclusion of this massive QTA facility was made possible with a Performance Based Design (PBD) and code modifications developed through collaboration of code consultants, peer reviewers and PANYNJ and will be “one-of-a- kind”, meeting the Port’s sustainability standards, including a 2.4 MW solar roof and LEED Silver certification.

PORTLAND INTERNATIONAL AIRPORT PUBLIC PARKING ADDITION + RENTAL CAR CENTER (PACR) location: portland, oregon PGAL, as part of a local design-build team, was selected to assist the Port of Portland and the Rental Car Industry in the development of the PACR, a much-needed Parking Addition and Car Rental Facility at PDX. The PACR is comprised of the new consolidated rental car facility complex, complete with a 30,000-square-foot customer service building (CSB) and a 2,000 stall ready/return garage that will bring all rental car companies on-airport to better serve the PDX customer. Planning consideration was given to align the project program with a recently completed Quick Turnaround Area (QTA) adjacent to the proposed garage, with ramping systems and access to all rental car floors key to the success of the project.

Traffic analysis and increased signage were required to facilitate the efficient movement between structures. The project program also included three additional levels of public parking tied into the existing parking garages, now enhanced with a second primary public entrance and a new exit plaza. The Port also elected to add offices above the CSB, three additional levels, for administrative functions being displaced by ongoing terminal development. Enhanced customer connectivity was provided via the extension and addition of tunnel access from the terminal and all other landside ground transportation functions.



LOS ANGELES INTERNATIONAL AIRPORT RENTAL CAR CENTER location: los angeles, california PGAL is currently designing the approximately Six million-square-foot Los Angeles International Airport (LAX) Consolidated Rent-A-Car (ConRAC) Facility development for Los Angeles World Airport (LAWA). The facility will consolidate over a dozen existing rental car company locations that are currently spread across the airport area housed independently around the airport. Once completed and operational, all customers will access the 160-acre site via a new 2.5-mile automated people mover 2.25-mile Automated People Mover (APM), eliminating the need for rental car shuttles and reducing vehicle traffic throughout the airport’s Central Terminal Area and the surrounding neighborhood’s roadways.

Housing almost 20,000 rental car and employee parking spaces, the ConRAC facility will include fouracre customer courtyard with retail counters, Quick Turn Around Area (QTA) Facilities that allow for vehicle washing, fueling, and maintenance, and a 4.7MW output solar power generation plant supported by rooftop, facade, and at-grade canopies. The project is also designed to achieve a LEED Silver rating. Once complete, the LAX ConRAC facility will be the largest rental car facility in the world and one of the largest concrete structures in the United States of America; second only to the Pentagon Building.

SIOUX FALLS REGIONAL AIRPORT QUICK TURNAROUND FACILITY location: sioux falls, south dakota PGAL provided architectural and engineering design services for the replacement of the existing airport Quick Turnaround Area (QTA) at Sioux Falls Regional Airport. Relocated to a five-acre site adjacent to the existing facility, the new QTA provides fueling, vehicle cleaning, light maintenance and storage for all on-airport rental car vehicles. The overall facility program includes a new fueling system (three dispensers, six fueling positions and an underground fuel tank), interior detail bays (prewash, vacuum and fluids) for a cold weather climate operation, two automatic car wash bays for final vehicle cleaning, employee and support spaces for the rental car operators and extensive site development (utilities, pavement,

security, fencing, landscaping) and surface parking for 450+ storage/staging vehicles. Additional project work included the expansion of the ready/return parking area (174 stalls), an airport employee parking area (212 spaces), project signage and the demolition of the existing QTA facilities, including fuel system equipment.



RENO-TAHOE INTERNATIONAL AIRPORT RENTAL CAR CENTER + GTC location: reno, nevada PGAL is leading the planning and design phases in collaboration with the Reno-Tahoe Airport Authority, the Rental Car Industry and Conrac Solutions in a developer led public-private-partnership (P3). This multi-use facility will replace and consolidate the existing rental car operations into a single location that will improve the overall customer experience, enhance rental car efficiencies and return much needed public parking to the airport. The four-level facility will provide 1,200 rental car spaces and an at-grade, secured Quick Turnaround Area (QTA) for vehicle fleet maintenance, return and add 1,200 public parking spaces, enhance the ground transportation areas and replace the parking plaza and public parking

administration building. The proposed facility also will improve the overall landside operations and clear the way for the future terminal expansion at RNO. To facilitate the new 15-acre development the arrivals and departures roadway will be extended to improve traffic and access, while providing airfield access and an emergency muster and public safety area. Additional related elements include enabling projects, demolition of existing buildings, stormwater management, and the relocation of wet and dry utilities.
