Today’s traveler’s taste in design and art has become increasingly sophisticated. Patrons often seek out unique design elements and experiences that push the envelope fusing comfort and sense of place. Civic architecture gives a community the opportunity to define and express its purpose and personality in a uniquely physical manner. In many cases, civic facilities become lasting community landmarks. At PGAL, whether the assignment is to renovate a townhall or create a new public safety building, our design reflects both the special character of the community and the fiscal concerns of its citizens. CIVIC FACILITIES
CITY OF ROCKPORT CITY HALL location: austin, texas Due to damage caused to each of their buildings by Hurricane Harvey, Aransas County and the City of Rockport initiated the Aransas Rockport Downtown Anchor project to design new facilities to include the city hall and community building. The new City Hall will be approximately 27,500 square feet and oriented facing a shared plaza with the County Courthouse. The exterior design will have a coastal feel utilizing shellcrete base, buff brick and stucco with standing seam metal roof. The City Hall will have a distinctive tower and the community building recalls historic buildings in downtown Rockport.
FULTON COUNTY ANIMAL SERVICES FACILITY location: atlanta, georgia PGAL+Animal Arts have to performed a feasibility study, site selection, and schematic design for the Fulton County Animal Services Facility. Our team has also been engaged through final design and construction administration. The scope of work began by conducting a Feasibility Study to assist the County to gain insights into modern animal shelters in the current market. The Feasibility Study included multiple staff and public workshops to inform the program and guide decision-making in regard to the site selection, space requirements and potential improvements for the new animal services facility.
Operational aspects such as animal intake, processing, veterinary care, as well as public outreach, safety, comfort, training, the adoption process and staff well-being are taken into account as the project advances through the design process and into Construction Administration.
CITY OF FORT WORTH ANIMAL CARE + ADOPTION CENTER location: fort worth, texas The City of Fort Worth is currently operating its animal shelter at twice its capacity because Fort Worth Animal Care and Control is mandated to take in any animal from within its jurisdiction. However, the overall live release rate has increased dramatically over the last five years as a result of focused policies and dedication to animal care. PGAL and Animal Arts are working with Fort Worth Animal Care and Control to conduct a needs assessment and develop a design for a new shelter in the northern part of the city. This will allow Fort Worth to build upon these improvements while providing better services to a growing population area.The 30,700-square-foot Fort Worth North Animal Care and Adoption facility will be
an environmentally conscious campus meant to promote low-stress, open and transparent practices, and a safe and controlled shelter for pets and humans alike. The facility includes feline and canine housing, community spaces, medical suite, and staff spaces. Successful policies and animal health have been prioritized architecturally with the mitigation of stress inducers and the optimization of practical and effective design.
CITY OF BELLAIRE CITY HALL + CIVIC CENTER COMPLEX location: bellaire, texas The second phase of the academic facility expansion, the ground level houses a multitude of functions for students and staff including the business center, which allows students and faculty to host video conferences and small study groups.
The building is highlighted with a multitude of breakout meeting areas and impromptu gathering spaces that overlook the plaza, or main “boulevard”, connecting the main entry of the campus to the Bracewell Clock Tower at the heart of the Academic Quad.
The ground level also includes the campus bookstore and café, as well as the student commons for commuter students. The second level features a divisible multipurpose room where graduation functions, career fairs, and business conferences can be held, serviced by the back of house kitchen and warming prep areas.
PGAL also provide civil engineering services including the relocation of the existing utility networks to clear the building site for new facilities, utility design, courtyards, and ADA connectivity to rest of the campus. The scope also includes the reconfiguration of parking facilities and providing accessibility to the campus from the front of the building complex.

SOUTHERN NEVADA HEALTH DISTRICT NEW HQ location: las vegas, nevada The new headquarters of one of the nation’s largest local public health organizations houses the combined City and County health departments of the Southern Nevada Health District. After conducting a facility analysis and conceptual test fit of a former retail complex, PGAL provided full architectural services to transform the property into an efficient home for the SNHD’s four divisions: Administrative Services, Community Health Services, Environmental Health, and Nursing and Clinics. The space includes 78,000 square feet of office space, a 23,000-square-foot general clinic, a 6,200-square-foot
TB/HIV clinic, and a 9,000-square-foot flexible retail shell. It incorporates both hard-walled offices and clinic space as well as modular open office systems. To align with the project’s tight budget, PGAL preserved a significant portion of the facility’s existing build-out, including the exterior façade and mechanical, plumbing, and electrical systems, as much as possible.
SOUTH FLORIDA REGIONAL TRANSIT AUTHORITY location: jupiter, florida The design-build team of PGAL and Gulf Building oversaw the replacement of the Pompano Beach Tri-Rail commuter rail station and platforms. The project includes the design of a new three-story operations center and a four-story parking garage. Incorporating an array of sustainable elements, including a photovoltaic system and car-charging stations, the new facilities are designed to meet the South Florida Regional Transit Authority’s goal of achieving a minimum of LEED Silver certification. Other project features include a pedestrian crossover structure, bus canopies, and new vehicular and pedestrian circulation systems.
The existing Tri-Rail station remained operational throughout the duration of the project, requiring finelytuned construction coordination to facilitate working over, under, and around existing railroad tracks and infrastructure.
CITY OF CEDAR PARK CITY HALL COMPLEX location: austin, texas This one-stop center provides Cedar Park residents with quicker access to City services while providing City employees with a more efficient and effective workflow environment. An existing complex, built in 2007, was gutted and adapted for the new facility. The Mediterranean design of the original structure inspired the interior design and colors in a simple, clean, and elegant fashion. Architectural focus was given to the public spaces, such as the main lobby in Building 1, multipurpose room in Building 3, and council chamber in Building 4.
Staff office and support spaces have tasteful finishes, with warm tones and a prevalence of natural light filtering in from exterior windows through glass windows in interior partitions.
CITY OF NAVASOTA CITY HALL COMPLEX location: navasota, texas PGAL designed this 30,000-square-foot municipal complex and downtown streetscape to complement Navasota’s historic 1903 City Hall. PGAL provided master planning, programming, and bond referendum support as well as preliminary and final design for the new City Hall, which includes public safety and police and courts facilities and an emergency operation center. The design team was challenged to recreate the City of Navasota’s early architecture, most of which was built in the late 1800s and early 1900s. Most importantly, the design of the new building has a similar look to the original 1903 City Hall.
The 30,000-square-foot building now houses the police department, city administration, municipal courts, and public works. The public safety facilities include police operations, 9-1-1 area, community room, forensic facility, secured detention area, jail facility, property room for evidence storage, records retention, fitness area, interview/interrogation room, evidence processing area, and a sally port.
COLLIN COUNTY ADMINISTRATION BUILDING location: jupiter, florida This 91,000-square-foot, four-story administration complex serves as the hub for Collin County business. The administration complex is the second phase of Collin County’s government center, which includes a 300,000-squarefoot courthouse complex. The two buildings work hand in hand with one another and share a 5,000-square-foot, raised-floor data center with 24/7 redundancy. The administration complex includes building and zoning offices, finance offices, planning offices, council chambers and meeting rooms, and justice of the peace courtroom and chambers.
CITY OF SUGAR LAND HOUSTON MUSEUM OF NATURALSCIENCE AT SUGAR LAND location: sugar land, texas The City of Sugar Land Museum project is a revitalization and adaptive re-use of a 1939 Central State Farm Prison Building into a flexible and inviting 43,000-square-foot Museum of Natural Science annex. The split-level layout of the former prison presented a major challenge for the design team in converting the facility into an open, walkable museum. The three-foot brick, mortar, and steel bar-reinforced walls were removed, revealing an amazingly open and versatile space conducive to the creation of multiple exhibit areas. The design team updated the building’s exterior while maintaining its historical significance.
The renovated interior space comes alive with exploration stations, interactive children’s exhibits, and a variety of living exhibits, dinosaurs, and mineral collections.
CITY OF SUGAR LAND REGIONAL AIRPORT TERMINAL location: sugar land, texas This 20,000-square-foot regional terminal facility is designed with a Texas “country club” aesthetic. Special architectural features include a Texas limestone and plaster façade, a standing seam metal roof, wide porches with rocking chairs, and a two-story ramp control tower. Texas limestone extends into the interior with two stone fireplaces in the lobby, while wood trusses add dimension and support to the building’s center spine. Features include an executive lounge, conference and meeting rooms, airport concessions, and leased space for four rental car agencies.
Pilot amenities include private bedrooms and shower facilities, a flight planning room, a library, and a common living room.
CITY OF GREENACRES CITY HALL + PUBLIC WORKS COMPLEX location: greenacres, florida
Located on an environmentally sensitive, 19.5-acre site, this city hall and public works complex required careful planning for scale and architectural aesthetic. PGAL worked with city staff to identify and study the functional adjacencies that are critical to the city’s workflow. The result is a functional and flexible complex that can be expanded for future growth of the city center. The 23,750-square-foot city hall and 10,350-square-foot public works complex includes administrative offices, a data and command center, and video-equipped council chambers accommodating 120 people with overflow space for an additional 60 visitors.
CITY OF SUGAR LAND CITY HALL location: sugar land, texas The City of Sugar Land’s City Hall is an iconic 81,000-square-foot, three-story building with a plaza for community events and concerts. With a classical architectural style, the building features a limestone and brick façade, and its column-lined stair entry includes a copper bell and clock tower vertical element. This formal entryway distinguishes the municipal landmark and reflects the vision of the rapidly growing community. PGAL worked closely with Sugar Land’s City Hall departments to clearly define the requirements for the council chambers, council ready room, conference center, mayor’s office, council office, and foyer.
The classic interior style is defined by architectural elements such as iconic columns and classical motifs in the casework and cherry paneling. These timeless features set an overall neutral tone for the building that is balanced by color in fabrics and furnishings. Full-height, floor-to-ceiling wall systems maintain a sense of privacy for employees who transitioned from private offices to systems furniture.
CITY OF HOUSTON METRO TRANSIT AUTHORITY ADMINISTRATION BUILDING location: houston, texas This 400,000-square-foot, 14-story administration complex is the jewel in the crown of METRO’s 16-station light rail transit starter line. Designed and constructed on a fast-track basis, the new facility combines all of METRO’s administrative services and public functions in a single, easily accessible location, with the lobby level functioning as an integral part of the transit center. The result is an elegant, functional facility that provides 14 floors of state-of-the-art office and administrative space. The complex also features a 30,000-square-foot transit center and a 160-seat auditorium that includes an
additional 22 seats for board members. The open plan workstations and private offices are designed with an emphasis on natural daylighting.The building is supported by a 10,000-square-foot data and command center with 24/7 backup redundancy.
LIBRARIES
CITY OF ROUND ROCK PUBLIC LIBRARY location: houston, texas The new public library is to be located in the heart of Downtown Round Rock, across from the current existing public library. The Library will act as a landmark and a natural extension of historical downtown; to create a public link between downtown and the larger circuit of cultural and historic options available in Round Rock. The three-story, 65,000-square-foot facility will include highly flexible and adaptable spaces such as technology hub, maker space, café large multipurpose rooms, quiet reading room, genealogy room, ample study spaces and rooms, an entire floor dedicated to children and teens, and secure outdoor interactive roof garden and public courtyard. The site is to include a 300+ car parking garage
that will provide parking for the library as well as for the downtown. A large glass façade will provide abundant natural light and will draw visitors to connect with nature. Cantilevered patios and secured outdoor space overlook downtown and the city’s historic water tower. The project was designed in association with 720 design who served as library programming/library interior design specialist.
CITY OF CEDAR HILL
PREMIER LIBRARY + SIGNATURE PARK location: cedar hill, texas In 2020, PGAL was commissioned to design a new library and park located in the City of Cedar Hill, Texas. Cedar Hill is a community approximately 16 miles southwest of downtown Dallas and is situated along the eastern shore of Joe Pool Lake and Cedar Hill State Park. This new Library and Park was designed to reflect the unique needs of the client and to incorporate the natural beauty of the site to create a “Library within a Park”. This region of North Texas is known for its natural beauty being close to Cedar Hill State Park and the design team and client arduously collaborated to seamlessly integrate the architecture with the natural environment.
As part of this integration of natural to artificial the boundary between interior and exterior is intentionally faded. Various interior spaces are designed to be utilized for both interior and exterior functions. Nature is all around on this site and the building design attempts to integrate views to the natural surrounding from various angles and perspectives. One of the unique elements of the Library design is a curved roof that elegantly “floats” above as it provides shelter. It will be a unique building in this natural setting as a butterfly is unique in a meadow of flowers.
CITY OF PLANO HARRINGTON LIBRARY EXPANSION + RENOVATION location: college station, texas Park West is a new 3,410-bed, apartment-style P3 luxury student housing development located on 48 acres near Texas A&M’s main College Station Campus. The development includes three major building types: 12 three-story walk-up apartment buildings with 36 beds each, two five-story apartment buildings with 546 beds each, and one eight-story mixed-use apartment building with 1,886 beds. Shaped in a “C,” the five-story buildings have a central courtyard with ample green space, outdoor kitchen, fire pit, and beach entry pool. The common areas are appropriately sized for the building, with office support space, a study lounge, activity area, fitness room with
views of the pool, and sky lounge with views of the campus to the north. Each building also includes a two-bedroom, two-bath staff unit and maintenance support area. The eight-story, mixed-used, mid-rise building is designed in the shape of the number eight, commonly referred to as the “Texas Wrap.” Each wing is wrapped around a large enclosed courtyard and supports approximately 940 beds. Between the wings is a seven-level parking garage with approximately 1,200 parking spaces. The three-story walk-up apartments, commonly referred to as “The Flats,” provide an economical alternative to the other three main buildings.
CITY OF PEARLAND SHADOW CREEK PUBLIC LIBRARY location: pearland, texas This 39,000-square-foot, two-story county library is set on a tree-filled site with emphasis on transparency and natural light. The three major components include typical library spaces, meeting spaces for the community and the Brazoria County Tax Office. The library will provide various collaborative spaces, private and group study rooms, a conference room for 16 people, two-story volume space with a “social stair,” ageappropriate environments, and a digital maker room for video/film editing. Uniquely, the lobby is being designed to provide 24/7 access to certain services such as holds, computers, and workstations. The community meeting
spaces include a100-person teaching theater and a subdividable large multipurpose room. The tax office is offset for easy access to the public while maintaining clear lines of sight for security purposes. The office will be secured before and after business hours while the library is open. The facility embraces its natural surroundings with extensive glazing capturing scenic views and providing an outdoor program terrace/garden and a second story covered balcony.

CITY OF SAN MARCOS PUBLIC LIBRARY RENOVATION location: san marcos, texas The library is located adjacent from City Hall and is a one-story 27,000-square-foot facility built in 1994. The renovation and expansion will essentially double the size of the existing library and provide a newly designed welcoming façade to serve the city’s growing population for the next decade and beyond. The new San Marcos Public Library uses the curvilinear design of the original building and expands it across a plaza and new entrance. A screen is attached to the outdoor portion of the pillars enclosing a new children’s garden while injecting movement into the façade and overall design. The screen continues across a grand
entry plaza, as it performs as a background and privacy screen for the workroom spaces beyond. The central hall of the new plan is pulled towards the parking lot with a supporting shade structure, and the entry plaza is expanded by removing parking in front of the new entrance. Seating under the shaded structure connects the outdoor café to the book drop. The design is meant to inspire pride and identity as a central hearth for the city. The entrance is iconic, inviting and understated respecting the original building form.
CITY OF SEGUIN SEGUIN PUBLIC LIBRARY location: seguin, texas Located on a wooded site overlooking Walnut Creek, the contemporary two-story structure embraces its scenic natural surroundings. The 43,000-square-foot building was designed to preserve as much of the site’s natural habitat as possible. Shaped to fit within several existing heritage trees and with ample glazing, the building successfully blends exterior and interior environments. The use of local limestone and brick with exposed wood roof decking enrich the exterior, while colored metal panels highlight showcase spaces that project from the building. Cantilevered decks overlook the adjacent
Walnut Creek and intercity hike-and-bike trail and an enclosed quiet room with floor-to-ceiling glass on three sides extends out into the branches of a pecan tree, providing visitors with the experience of sitting in a treehouse. Champagne-colored aluminum sunscreens strategically shade the high-performance glass covering nearly 40 percent of the façade, delivering abundant natural light to the interior. Salvaged wood from a small number of pecan trees removed at the site was repurposed as flooring and unique live-edge furnishings throughout the facility.The project was designed in association with 720 Design.
CITY OF DALLAS FRETZ PARK LIBRARY RENOVATION + ADDITION location: dallas, texas Originally designed in 1976, the Fretz Park Library was a local institution with an aesthetic that worked well with the city’s nearby park and recreation center. The City of Dallas hired PGAL to refresh, renovate, and expand the existing facility in a way that reflects the beloved original design. It was important to the local community to update the facility while maintaining the look and feel of the library they knew and loved. PGAL maintained 75 percent of the original building while delicately adding new spaces, materials, and finishes to enhance the structure.
The renovation includes a black box theater equipped with theater lighting, sound system, flexible stage and seating, a small dressing area, and seating for 80 patrons. PGAL also updated to the library’s landscape, interior finishes, accessibility, HVAC, and technology, and made repairs to the exterior of the building.
LAKE TRAVIS COMMUNITY LIBRARY DISTRICT LAKE TRAVIS COMMUNITY LIBRARY location: lakeway, texas Occupying a prominent site in mixed-use development, overlooking a large retention pond, fronting a major thoroughfare and visible from all sides, this library serves the four communities of the Lake Travis Library District. The 11,000-square-foot design has a twofold response; to blend with the Tuscan/Hill Country theme mandated by the developer who bequeathed the land to the district, as well as create a dynamic and inviting presence for the community. We worked closely with the district board, the friends, the library director, and staff in many interactive, hands-on sessions to nail down an efficient, functional layout, fitted to site constraints and optimal views.
The interior layout provides a state-of-the-art cross between a contemporary bookstore and a patron-friendly library. Spaces include separate adult, teen, and children’s libraries, a browsing lounge and reading room focused on the lake views, and a multipurpose, subdivided community room/computer lab.
PALM BEACH COUNTY WEST BOCA RATON LIBRARY PROJECT location: palm beach, florida This 20,000-square-foot branch library was designed to easily accommodate the planned future doubling of its size. Its Mission Style exterior complements design themes in the greater West Boca Raton community, providing a welcoming façade which is at once traditional, yet fresh. The library is heavily landscaped with mature plantings to create a perception of tropical permanence. The building was carefully sited to provide maximum, northern light to reading and book shelving areas to ensure even natural lighting, eye comfort and minimal glare and to minimize damaging sunlight exposure to books and other materials.
Windows are high and oversized to produce maximum natural light into interior areas. Clearly visible from the entrance is the oversized, arched entrance into a separate Children’s Library which has a playful aquatic theme and provides ample space for books and materials, computer stations and a warm reading/conversation area. The goal of each Children’s Library designed by PGAL is to clearly define the space as an enticing place where children will have an experience distinct from adult users.
CITY OF BOCA RATON DOWNTOWN LIBRARY location: boca raton, florida Twice the size of the city’s former library, this 42,000-square-foot facility was programmed and designed in close collaboration with the city’s library personnel, Friends of the Library, and the Boca Raton community. The library’s design provides a distinct sense of place, easy access and control, sensible orientation, functional workflow, user-friendly book stacks, and uniform lighting. With arched colonnades on the south and west sides, the exterior design is traditional Mediterranean, reflecting the Addison Mizner architectural influence prevalent in downtown Boca Raton. Exterior features include an
outdoor plaza, parking, and a drive-through book drop with overhang. Inside, a central “spine” crosses the building diagonally and is enhanced by eight overhead arches that produce a cathedral-like feel. The library receives an abundance of indirect, natural light from the 48 clerestory windows. Art gallery walls and an ocean-themed, carved-glass entrance and whimsical fish graphics welcome visitors to the youth and teen area. This space also houses a discovery room for traveling exhibits, a preschool play area, a youth reading room, and a learning center for arts, crafts, and story time.
BURNET COUNTY LIBRARY SYSTEM JOANN COLE MITTE MEMORIAL LIBRARY location: burnet, texas Burnet County’s 25,000-volume library occupies a prominent site along Highway 29 serving as a “gateway landmark” for downtown Bertram. At 8,550 square feet, it includes a public meeting room, coffee shop, adult and teen areas, children’s library, and staff and support areas. Naturally lit from raised clerestory windows, the interior features comfortable seating, study tables, public access computer stations, and wireless access throughout. Exterior materials reflect local architecture: façades consist of a 10-foot high base of “pasture stone” in a fieldstone pattern, copper-colored metal siding above, and a galvalume roof. A continuous covered walkway visually and functionally ties the facility to the historic
covered porches common throughout Bertram. The roof and long clerestory windows bring to mind nostalgic images of agrarian buildings and train depots. Sustainable features include east-west longitudinal orientation, high performance glazing, rainwater collection, high efficiency HVAC units, shaded windows, highly reflective roof surfaces, and water-efficient fixtures.
CITY OF DELRAY BEACH HAGEN RANCH ROAD LIBRARY location: delray beach, florida The 34,000-square-foot facility more than doubles the space of the branch facility previously serving this community. In addition to the standard book and media sections, there are also five study rooms, two express check-out stations, and three multipurpose rooms – a large community room accommodating 225 people, a smaller conference room accommodating 50 people, and a room for children’s programming with space for 50. The design and location of the community meeting room enables it to be accessed (or rented out) even when the library is closed. The Children’s Library is a special place, with whimsical seating and shelving and a Tree of Knowledge with donor
“leaves” at its entry. The design purposefully creates an environment children perceive as their own space - fun and clearly distinct from the adult sections of the library. The library’s exterior features tilt-wall panels that are slanted in a highly contemporary fashion to create the desired landmark effect. The tilted panels also provide the structure for cozy “reading alcoves” inside.
CITY OF ALLEN PUBLIC LIBRARY + CIVIC CENTER location: allen, texas Occupying a prominent 10-acre site, this facility is the premier public facility in the Allen Central Business District. The project involved the master planning of the 10-acre site for a two-phase approach to the construction of the needed facilities. The first phase provided approximately 53,500 square feet of space for the public library and civic auditorium. The second phase, to be completed at the future build-out of the City of Allen, will expand the library creating a final project of 100,000 square feet.
The design places the facility close to adjacent streets fostering a sense of urban scale and anticipation. Retail concepts including over-scaled signage, corner tower, transparency, and bookstore style shelving create and exciting “destination” for patrons. Age-specific spaces include an elliptical patron services hall, children’s library with see-thru 400-gallon freshwater aquarium, glass-enclosed teen’scape, numerous study rooms, coffee shop, and 290-seat tiered civic auditorium.
HOUSTON COMMUNITY COLLEGE NORTH FOREST CAMPUS location: houston, texas The developer wished to reposition an existing multibuilding office campus into a life science and technology hub in the heart of San Diego’s active Life Science community. In an effort to market the leasable space, the developer also sought to amenitize the property to attract tenants and gain the reputation as the go-to location for work and play. The repositioning effort includes a new site events lawn, which spills out from a new patio and chef-driven concept restaurant. Additionally, the restaurant is connected to a new stat-of-the-art conferencing center which functions as overflow dining, conference, and events space.
A new yoga and flex fitness space has also been added to the programming to maximize on the Owner’s healthconscious focus for tenant amenities
PARKS + RECREATION

CITY OF FRISCO PARKS PROJECTS location: frisco, texas PGAL has teamed with Design Workshop to program, master plan and develop two parks for the City of Frisco: 120-acre Northwest Community Park and 27-acre Hollyhock Park. PGAL is assisting with the community engagement and is providing the design for all architectural elements and features in both parks, including possible observation towers and platforms, certain biking features, pavilions and restroom facilities. Northwest Community Park serves as an important link to the City’s Hike and Bike Trail Master Plan and contains a rudimentary mountain biking trail system on 55 acres
operated by the Dallas Off-Road Bicycle Association The master plan greatly improves the quality of the mountain biking trails retrofitting them into a state-ofthe art bike course, plus adds new active and passive play elements with a focus on preserving existing viewsheds and natural resources of the site. The Hollyhock Park site includes three acres of flat and graded open space with sidewalks and trees and a two-acre pond. The rest of the site is mostly a natural, undisturbed area. Preservation and engagement with the existing habitat and wildlife is paramount in the design.
CITY OF RICHARDSON SENIOR CENTER EXPANSION + RENOVATION location: richardson, texas The City of Richardson found themselves with an existing senior recreation center that occupied a former bank building. The original design worked within the existing floor plan. Today’s seniors require a more open floor plan with transparency from program to program. PGAL conducted a study with the City, patrons of the recreation center and employees to determine the center’s new program and presented a final report. The City then appointed PGAL to take the program and complete the design. The newly programmed facility now includes a modern, open floor plan to maximize flexibility. It also includes an inviting check-in desk space,
efficient new lockers rooms, a larger weight room, expanded entryway, and improved wayfinding and lighting throughout.
CITY OF PEARLAND DELORES FENWICK NATURE CENTER location: pearland, texas PGAL was selected by the City of Pearland to design the new Delores Fenwick Nature Center, an interactive indoor/ outdoor environmental education facility. Located in the same complex as the City’s recycling center and water treatment plant, the nature center provides an ideal location for hands-on educational opportunities to learn and explore preservation and outdoor recreation for the community. With panoramic views of the adjacent wetlands and bird sanctuary, the 6,000-square-foot interior provides ample space for visitors to experience nature through live animal exhibits, interactive bio-facts stations, and a craft table.
The building also features a state-of-the-art classroom for up to 50 guests, ideal for workshops and field trips. A 2,800-square-foot outdoor classroom was also designed for more hands-on learning experiences with immediate access to a city-wide network of walking trails, adjacent wetland/bird sanctuary, and planned spaces for future demonstration gardens and a tree farm. Other outdoor program incorporates shaded seating for viewing of the bird sanctuary.
CITY OF PLANO MCCALL PLAZA location: plano, texas Located at the center of the Downtown Plano Arts District, this flexible outdoor public space accommodates a variety of concerts, plays, dance performances, and other community events. The renovated plaza features a nearly 800-square-foot covered stage, extensive landscaping, and a reconfigured parking lot that can double as an audience space for larger performances. The bi-directional stage provides the flexibility to host events on a variety of scales. When the stage is not utilized for events, it serves as a shaded gathering space that can be enjoyed by the community at large. As the heart of Plano’s burgeoning Arts District, McCall Plaza
knits together the city’s growing array of cultural and entertainment assets. The plaza’s reconfigured parking lot includes designated spaces for food trucks and a wide range of retail, dining, and entertainment options are available within walking distance. Energy-efficient LED lighting allows the City to adapt the ambiance of the plaza stage based on a specific event, season, or special commemoration.
CITY OF HOUSTON BETHEL CHURCH PARK location: houston, texas The developer wished to reposition an existing multibuilding office campus into a life science and technology hub in the heart of San Diego’s active Life Science community. In an effort to market the leasable space, the developer also sought to amenitize the property to attract tenants and gain the reputation as the go-to location for work and play. The repositioning effort includes a new site events lawn, which spills out from a new patio and chef-driven concept restaurant. Additionally, the restaurant is connected to a new stat-of-the-art conferencing center which functions as overflow dining, conference, and events space.
A new yoga and flex fitness space has also been added to the programming to maximize on the Owner’s healthconscious focus for tenant amenities
HARRIS COUNTY
LEONEL J. CASTILLO COMMUNITY CENTER location: houston texas Built in 1919, the Robert E. Lee Elementary School was closed in 2002, vacant for 10 years, and badly damaged by Hurricane Ike in 2008. PGAL repurposed the facility as a flexible, multipurpose community center while retaining and restoring as many of the original elements as possible, and visually integrating the building’s exteriors with the aesthetics of the contemporary neighborhood. The structure’s most historically significant feature, the entry portico, was deemed structurally unstable to preserve or restore. The design team accurately documented these details using laser scanning, salvaged all masonry precast elements, demolished all portico walls, and reconstructed the entry to historic
specifications. Original precast columns, capitols, and parapet cartouche were reinstalled to near exact historic locations. The design team used delicate cleaning, patching, and injecting with epoxies to repair and preserve to original condition.The vibrant interior was redesigned to house a 500-person assembly room, two meeting rooms, a warming kitchen, and staffed reception lobby. A museum room celebrates the school’s history, original architect Alfred C. Finn, and the center’s namesake.
CITY OF SUGAR LAND CONSTELLATION FIELD location: sugar land, texas A new home for the Sugar Land Skeeters, this minor league ballpark is also packed with amenities for fans. Working closely with key city stakeholders and team management, PGAL developed design concepts, produced bridging documents, and provided design management services for Constellation Field. Built to minor league baseball standards, the multipurpose facility offers numerous amenities for patrons, including an ice house for adults and an inground pool, splash pad, and playground for kids. Seating 7,500 to 9,500 people, the facility is designed to host a variety of sports, concerts, and corporate events. Additional
amenities include 21 suites, upper-level club seating, year-round meeting/dining/entertainment space, a picnic deck, and extensive playground facilities.
CITY OF HOUSTON ACRES HOMES MULTI-SERVICE COMMUNITY CENTER location: houston, texas
PGAL’s renovation of this community center provides the city of Houston with more flexibility to focus on services that benefit the local community. The two-story, 50,000-square-foot facility houses numerous public service agencies and services, including the senior citizen’s program; citizen’s council; childcare; Houston Police Department storefront; women, infants and children (WIC) program; senior fitness program; and computer literacy classes. Challenged by an extremely tight budget, the team’s design solution expands classroom and workshop space to accommodate new programs and services, maximizing
the city’s positive impact on a broad range of constituents. Comprehensive assessment of the facility and building programming equipped PGAL to identify underutilized spaces in the facility and add three flexible classroom/ workshop spaces that accommodate a total of 100 people. The team also worked with a core group of stakeholders to develop and apply a new interior color palette for the facility’s public spaces, including the community atrium, auditorium, restrooms, and clinic. restrooms, and clinic. This new color scheme adds vibrancy and life to the center, creating a positive atmosphere for everyone who relies on its services.
CITY OF COPPELL SENIOR RECREATION + COMMUNITY CENTER location: coppell, texas This 13,560-square-foot, LEED Silver-certified facility serves the recreational, communal, social, and educational requirements of senior adults, as well as providing public meeting spaces for after-hours community use. Spaces within the center are organized around an elongated community room that overlooks the water feature and historic park beyond. From this space, visitors can access a variety of activity spaces, including a large subdividable multipurpose room with a stage, arts and crafts classroom, activity classroom, and fitness center. The center also includes a personal services lounge, game room, and exterior shaded patio. Additional support spaces include a commercial kitchen,
administrative suite, public restrooms, and park restroom facilities. The facility is designed to harmonize with its 1930s Works Progress Administration-era historic park setting using natural materials such as stone, exposed wood columns and roof deck, and metal roofs. The center has generous natural lighting and glass, a fireplace as a focal point, easy straightforward circulation, and excellent acoustics. New walking trails also connect to existing park trails, providing a one-third-of-a-mile accessible loop from the center.

CITY OF WEST UNIVERSITY PLACE RECREATION CENTER location: austin, texas With its contextual “Hill Country” design, this 38,000-square-foot recreation complex fits seamlessly into its residential setting. Surrounded by large specimen trees, the center’s exterior features a fieldstone and stucco façade, large curved window openings, and a pitched metal standing seam roof. The interior is equally warm, with patterned flagstone slate flooring and an earth tone color palette. Natural light floods the building’s twostory entry volume. Glass and stainless steel stair railings create a spacious, open feel. An eight-lane indoor competition pool features operable glass garage doors that can be opened as weather permits.
Overhangs control direct sun into the pool area, and decks extending beyond the pool building create a space for lounge chairs and serve as spectator overflow during competition events. The facility also includes two conversion courts with movable walls to accommodate both racquetball and squash games. Outside are two Little League baseball fields with a batting cage, a soccer field, and a jogging trail.
