Commercial cards are strongly positioned to be the solution of choice for B2B payments over the next 10 years, for all businesses ranging from the local newsagent to the large multi-national. As consumers, we have shifted our spend away from cheques to card payments at a rapid rate. This shift is being similarly reflected in the business world. Cards provide convenience, flexibility, access to credit, security and control of work-force spend.

Cards also represent an extremely efficient mode ofe-payment. As the use of e-commerce expands, this will undoubtedly accelerate the growth of B2B card payments. HSBC are committed to meeting the evolving payment needs of businesses in all market sectors and by all channels. This mirrors our philosophy of being a global, but local bank, understanding fully the requirements of our complete range of business clients.

World MasterCard Sets New Standard in UK Premium Credit Card Market First UK launch of WorldTM card issued by Capital One®

M

asterCard® Europe today underlined its leadership of the premium credit card market with the announcement of the UK’s first WorldTM MasterCard programme, issued by Capital One®.

Using World MasterCard, card issuers will be better equipped to succeed in the intensely competitive battle to satisfy the demands of mass affluent consumers, estimated to total seven million in the UK. Travel is one of the key characteristics of this consumer segment, and World MasterCard features a truly comprehensive travel insurance and assistance scheme that provides mass affluent cardholders with peace of mind throughout their trip. It also includes a rich rewards programme, allowing cardholders to profit from every purchase made with a World MasterCard card. Of course, cardholders also benefit from unsurpassed global acceptance. Capital One Bank (Europe) plc has become the first UK issuer to offer customers a World product, with the launch of the Capital One Cashback Card with World MasterCard, which, in addition to World's mandated benefits, guarantees cardholders an exceptional four per cent cashback on all purchases made during the first three months and one per cent on all purchases made thereafter. John Bushby, General Manager, Northern Europe, MasterCard, said: "The launch of World MasterCard in the UK underscores our commitment to cementing our customer relationships, by enabling issuers to unlock latent value in their existing card businesses”. "World MasterCard offers features that are in line with the needs of the UK’s mass affluent consumers, for whom the credit card market currently does not cater. By combining status with value for money, World MasterCard will enable page 6

issuers to rejuvenate the mass affluent consumer’s interest in credit card products”. "World MasterCard is akin to a kitemark for the premium credit card market. It’s an assurance of value for money and high quality rewards, no matter who you bank with." Sanjiv Yajnik, Executive Vice President, Capital One, commented: "The Capital One Cashback with World MasterCard offers one of the best rewards packages in the market. We expect this new card to set the tone for more collaborative efforts between Capital One and MasterCard in the future, as we go on to create a suite of products that will prove to have irresistible value to the customer." The visual design of World MasterCard will also make it instantly recognisable, with the World name written in a horizontal 'holding bar' on all World products. In another first, the launch will be supported by a major television advertising campaign, breaking the MasterCard UK tradition of purely brand advertising in support of consumer credit products in the UK. Developed in conjunction with McCann World Group, the campaign is scheduled to launch in the UK in late September. With the launch of World, MasterCard is further demonstrating its understanding of the dynamics conditioning the premium credit card marketplace in the UK, in which it already operates through its existing World Signia products, including NatWest Black, RBS Black, i24 and Coutts credit cards.

Parkeon provides unique parking payment system for West Suffolk Hospital Pay stations handle Chip and PIN, rechargeable smart cards, coins and bank notes for optimum user convenience Following the award of a seven year contract to manage parking facilities at West Suffolk Hospital in Bury St.Edmunds, VINCI Park has installed a Varioflex® Pay-on-Foot (P-o-F) system from Parkeon, the world’s leading provider of parking space management solutions. For optimum user convenience, the system accepts coins, bank notes, Chip and PIN credit card payments, and a rechargeable e-purse card exclusive to Hospital staff. The Varioflex system has replaced the previous Pay & Display (P&D) installation in the Hospital’s main car park, which has 296 spaces for patients, visitors and staff. Two Varioflex automatic pay stations, along with terminals and barriers on the twin entry and single exit lanes, have been installed. The e-purse payment system is based upon Parkeon’s ‘Pay One’ rechargeable smart card and enables VINCI Park to operate an innovative parking discount scheme for the Hospital’s staff. The objective is to make as many spaces as possible available in the main car park during hours of peak demand for use by the general public. This is achieved by giving staff a discount when they park in other P&D controlled car parks on the site at such times (Parkeon also previosuly supplied the P&D terminals). Staff working night shifts benefit from the same discount during their working hours when they use their e-purse cards in the main car park, as public demand is

then much lower. Money can be loaded onto the rechargeable cards - using cash - in the pay stations. Credit card payments are authorised on-line via 3C, Europe’s leader in integrated credit card payment solutions. While drivers appreciate the convenience and security of being able to pay for parking with a Chip and PIN card, the facility also helps reduce operating costs. “The unique range of payment options that we have introduced at West Suffolk Hospital make life a bit easier for all drivers at the site, while the innovative staff discount scheme helps us to balance the demands for parking from different user groups at the busiest times of day – a problem that is familiar to all hospital parking operators”, says Paul Valencia, Special Projects Manager at VINCI Park. Additional services introduced by VINCI Park at the West Suffok Hospital include more parking attendants over extended hours to improve security, electronic signage indicating how many spaces are available, new bike shelters and free cycle hire for staff, courtesy umbrellas and assistance with flat tyres.

The Card, available from October, will offer superior added value benefits, providing an enhanced expense management solution for Corporates with the best in travel, best in service and best in rewards for Corporate Cardmembers. The American Express Concierge service is also included. This ensures business related spend is quickly page 8

and accurately charged to their card, allowing businesses to track and manage expenses more effectively. Cardmembers also receive complimentary membership of the American Express loyalty programme, offering personal rewards redeemable against a range of products including flights and weekend breaks. Walsh continues, ‘For the busy business traveller, time is precious both off and on-the-road, and the hours spent in transit or at the hotel can be maximized by making the life of the business traveller easier. Something as simple as lounge access can offer extended working capabilities through internet access, helping to capture otherwise lost working hours, or even just offer a reviving haven between flights. By offering personal rewards Cardmembers are also incentivised to put any business spend onto the card, capturing more spend and helping Corporates to gain greater control and compliance visibility.’ The Platinum Card benefits also include Premium Global Assist service, available 24/7 to help ensure that any personal, medical or legal emergencies can be resolved as quickly as possible. Cardmembers automatically receive extensive travel accident, travel inconvenience, flight delay and personal belongings cover as well as medical assistance, medical expenses and repatriation. Cardmembers also get our Card Defence Service, designed to ensure business trips aren’t compromised by lost passports, driving licences or cards. After documents are registered, the service can organize card replacements or fax documents to a relevant embassy, consulate or car hire bureau.

Russia witnesses 42% off-site growth

De La Rue 3.0%

Others 2.6%

Triton 9.6%

Diebold 12.0%

Despite the rapid growth witnessed in the off-site sectors of these countries, the UK still has by far the largest number of non-branch installations (41,540), accounting for 28% of the European total.

Key findings from the new report, which covers 27 countries, include:

Market Share of Off-Site ATMs, by Manufacturer, 2006

Russian banks were some of the largest deployers of off-site ATMs. They added nearly 7,000 new off-site cash-dispensing ATMs during the year, equating to domestic growth rate of 42%. Other countries showing strong growth in off-site ATMs were Bulgaria, Denmark, the Netherlands and the Ukraine, whose number of non-branch installations all grew by more than 20%.

card payment solutions

Surcharging is currently practised in only three of the countries surveyed – the Netherlands, Russia and the UK. The vast majority of surcharging ATMs are installed by independent ATM deployers (IADs), although some banks in Russia and the UK also surcharge. Not all countries have legislation preventing surcharging at ATMs. However, the introduction of surcharging in most countries is not imminent due to fears of negative publicity and customer hostility.

Wincor Nixdorl 24.2% Source: Off-Site ATMs Europe (Retail Banking Research)

Off-site ATMs to reach 220,000 by 2011 • The installed base of off-site cash-dispensing ATMs in Europe is forecast to rise to more than 220,000 terminals by the end of 2011, 40% of the expected total.

Over half of these will be found in Russia, the Ukraine and the UK.

The principal drivers of off-site growth are:

Further deployment on retail premises. Although this sector is already home to many off-site cash-dispensing ATMs, it is still believed to offer great potential. Such locations are becoming increasingly popular in Russia in particular, and are likely to become a prime target in the coming years;

Growth in the economy and increased foreign investment in countries such as Poland, Romania and Turkey;

Increased installations in rural areas and small towns, particularly where opening a branch would not be profitable. This is anticipated to be the case in countries including Greece, Poland, Turkey and Russia;

Further deployment by non-banks. IADs are expected to enter the Finnish and Turkish markets during 2007;

Increased custom from foreign travellers. For example, in Bulgaria and Croatia ATMs are likely to be installed in coastal and ski resorts to benefit from the increasing number of tourists to these countries.

NCR supplies 49% of European off-site sector

NCR supplies nearly a half of all off-site ATMs in the 27 European countries, with a market share of 49%.

Its closest rival, Wincor Nixdorf, accounts for a further quarter of the market. Diebold is the third largest supplier of off-site ATM, with 12%.

The top three manufacturers all have a presence in most of the countries surveyed, but Wincor Nixdorf is the only company to supply off-site ATM deployers to every country.

Other significant manufacturers in this sector include Triton and De La Rue.

Neil Cooke, Head of Commercial Cards, Ulster Banks says, “OneCard represents a significant development in the commercial card space. This is the first time businesses in Northern Ireland have been offered a commercial payment card that can potentially be used for all their business spending. We are excited about the value we know that this can deliver, particularly for medium sized companies” “Business spending on cards is evolving from purely travel and entertainment expenses to broader purchasing activities. OneCard is a direct response to that evolution” he continues. Backed by a sophisticated management reporting tool called Smart Data Online (SDOL), OneCard is a step ahead of the market. Smart Data allows businesses to easily monitor and analyse company expenditure. With access to up-to-date information, they can produce their own reports and upload data to their accounting systems, cutting out the need for paperwork. OneCard also offers an unprecedented range of options around spending controls and flexible billing. And when businesses use a VAT capable supplier, OneCard reports will be accepted by HM Customs and Excise as evidence for VAT reclaim, eliminating the need to wait for and match paper invoices for every purchase. MasterCard spokesperson Jorn Lambert, Group Head, page 12

Commercial and Consumer Products for Europe further adds “OneCard has already proved its worth in other markets and has demonstrated unique value to commercial customers. We are delighted to work with Ulster Bank to see this success continue in Northern Ireland”. Meridio, the Northern Ireland based software company, has been piloting OneCard over the past few weeks. Jeff Wylie, Chief Financial Officer, Meridio says, “We are committed to finding new ways to improve how we manage our business spending. OneCard represents an important step in achieving that goal. We have already seen improvements in efficiency over the past few weeks.” OneCard offers additional features, such as Corporate Liability Waiver, travel accident insurance and a travel assistance service for all cardholders to help with any travel queries.

Integrating vs. Interfacing your P-Card Technology Solution: Is there a Difference?

Rechargeable & Pre Loaded Card the alternative to cash. The solution provides a low-cost, attractive alternative to cash. Without a CVM or on-line authorisation the product is a fast, convenient cash replacement. It's also an open solution using the existing MasterCard/Maestro infrastructure and EMV technology, so minimal additional investment is required to support it. The cardholder will have a fast, convenient alternative to cash and as it sits on a debit or credit card, it provides a single card for all payments. As a result, it will encourage increased card usage and promote increased card acceptance.

Includes question & answer session

P-cards are recognised as a best-practice for reducing the cost of processing high-volume, low-value transactions. Because the process is so much better than using petty cash or processing the paper invoice, many organisations fail to recognise the inefficiencies that exist with their existing technology solution. This session will discuss inefficiencies that might exist in technology solutions that merely interface with the ERP and how a truly integrated solution can not only address those issues but provide additional value to your program.

ASSA ABLOY ITG’s Terminal approved for live trial of German Electronic Health Card OMNIKEY CardMan® e-Health 8751 LAN terminal tested in pharmacies and medical practices in Germany ASSA ABLOY Identification Technologies (ITG), one of the leading providers of products and services in the RFID market, has received approval for its new terminal OMNIKEY CardMan® e-Health 8751 LAN. The device has been certified by the “Gesellschaft für Telematikanwendungen der Gesundheitskarte mbH” (gematik) and is now being deployed in the broad-based live trial of the German Electronic Health Card. In phase 1, the so-called 10,000 test, users in pharmacies, medical practices and clinics are currently testing the components of the health project infrastructure, including the electronic health card and the terminal. The certificate from gematik for the OMNIKEY eHealth terminal already includes the support for the mandatory “Null-PIN” function (gematik SRQ 0558) which allows initial setting of a PIN for newly shipped health cards. The CardMan® 8751 is one of the first terminals with this certified feature. Based on a new thin client core, the terminal supports secure LAN access-to-terminal functions, a 16-key PIN pad with display and an HTTPS-based web interface

page 18

for configuration. It will allow for secure firmware updates and provides multiple reader interfaces. The terminal has four contact and one contactless RFID reader interfaces. Currently it is the only device on the market with an integrated contactless reader which is able to support the currently discussed convenience signature (Komfort Signatur). This signature, enabled by an RFID token which has to be brought into close proximity of the reader, would allow the health care professional to replace time-consuming PIN-entry based signatures with a simple token based action. As a result, workflows including signatures would be much faster and more convenient in particular for repetitive tasks such as the necessary signing of each item on a prescription. The certified product is a working prototype, with the final product scheduled for the official start of the new e-health environment in Q3 2008. Although currently focusing on the German e-health project, this LAN connected terminal is the first device of a completely new product group that is also suitable for other countries´ health projects as well as completely different applications yet to come beyond the e-health realm. By the time of the official start in Germany, the terminal will be fully complying with all relevant industry standards in the well-known quality of OMNIKEY products and will help to improve the overall quality in the healthcare industry.

MasterCard® PayPass™ Extends Leadership Position in Europe with First Pilot in Italy Consumers and retailers to benefit from time savings and reduced risks of cashhandling MasterCard Worldwide today further extended itsleadership in contactless payments in Europe with the announcement of the first MasterCard® PayPass™ pilot programme in Italy, in partnership with Poste Italiane – business unit Banco Posta. By the end of 2007, Poste Italiane will launch a six to eight month pilot with its new cardholders, who will be offered a prepaid card with MasterCard PayPass technology: the PostePay Evolution MasterCard card. The prepaid card will be available for purchase and use at retailers in Milan and Rome in a variety of retail categories, including cinemas, fast food and chain restaurants, supermarkets and other shops. Using MasterCard PayPass, consumers will be able to simply tap their new Poste Italiane MasterCard card on a PayPass reader to make a purchase at all participating retailers. This innovative and market-leading Tap & Go™ technology, which is being rolled out in many markets across Europe by MasterCard, allows small value purchases under ?25 to be completed quickly, securely and easily, with no need for consumers to fumble for cash and coins, enter a PIN or sign a receipt. For added security, larger purchases may require a PIN or signature. As experienced by other retailers across Europe merchants in Italy will benefit from a reduced need to handle cash, in addition to the significant time-saving benefits associated with MasterCard PayPass technology. Marco Siracusano, Marketing Director of Poste Italiane – business unit Banco Posta said: “Our common challenge is to widen the use of contactless technology and to make consumers more aware of the concrete benefits of Tap & Go™. MasterCard is an important partner in our joint ‘war on cash’. Facilitating the use of electronic cards will contribute to the further growth and development of the Italian economy”. Cathleen Conforti, Senior Vice President of Global PayPass, MasterCard Worldwide, said: "Our intention to launch the first contactless payments pilot in Italy with Poste Italiane is another important landmark on our journey to replace cumbersome cash with the speed,

convenience and security of MasterCard PayPass across Europe”. “Italy is an important market for MasterCard and we are pleased to be able to offer our cardholders a highly innovative payments solution that is already making consumers’ lives easier in other parts of Europe.” Gaetano Carboni, Head of Key Accounts for MasterCard Europe, said: “MasterCard PayPass aims to provide consumers with a new and innovative alternative to cash that simplifies purchases for consumers and retailers. Italy is the European market with the highest percentage of cash transactions. Our partnership with Poste Italiane represents a significant opportunity to place a stake in the ground and lead the contactless payments sector in Italy, as we have done in markets across Europe.” The new development follows the launch of several MasterCard PayPass programmes and pilots across Europe, beginning in June 2006 with the region's first MasterCard PayPass credit programme, which was launched with Garanti Bank and major retailers in Turkey. Most recently, MasterCard announced the forthcoming launch of a major PayPass pilot in Spain with Caja Madrid and more than 200 retailers. As of Q1 2007, there are more than 14 million MasterCard PayPass cards and devices in the market that are accepted at more than 51,000 merchant locations globally, including McDonald's, Starbucks, 7 Eleven, CVS, Duane Reade, Sheetz and Regal Entertainment Group. Interest in PayPass has not been limited to retail establishments. The technology has proved popular in sports facilities and MasterCard PayPass is now accepted in many Major League Baseball and National Football League stadiums, as well as at numerous golf events. Royal Bank of Scotland Group and MasterCard join forces for London roll-out of contactless debit and credit cards To coincide with the announcement by APACS that the UK banking industry is gearing up for the launch of contactless payments in the UK, Royal Bank of Scotland Group (RBS) and MasterCard Worldwide announce the results of the first live trials of ‘Tap & Go’ payments in Europe. The first of two trials of contactless payments in the UK began in June 2006 and is taking place at RBS’s headquarters in Edinburgh. It involves 11 retailers located in the Bank’s flagship site including coffee shops, pharmacy, florist and a hairdressers. The second trial is taking place in the staff restaurant at one of its London offices. Some 1,500 staff volunteered to take part, paying for everyday, low value items (under £10) using their Maestro PayPass™ debit and MasterCard PayPass™ credit cards. Both trials are still ongoing.

London has shown us that consumers love the convenience, simplicity and security of being able to ‘Tap & Go’ when paying for everyday things such as newspapers, sandwiches and drinks. “MasterCard is delighted to be behind the delivery of contactless payments in the United Kingdom as we are already the global leader in this new way to pay. Around the world we have issued over 14 million MasterCard PayPass cards and devices that can be used in some 51,000 retail outlets. We are confident that consumers in the United Kingdom will be quick to adopt contactless payments as they are faster and more convenient than cash increasing both the number of cards in issue and, as retailers benefit too, places where they can be used.” Following the positive feedback received from both staff and retailers, RBS is now working with MasterCard and the UK card payments industry towards the first phase of the public rollout in London in the autumn. RBS, NatWest, MINT and Ulster Bank will issue several hundred thousand contactless payment cards, both debit and credit, during the London launch of the rollout to those customers who live in the roll-out zone. These cards will retain the existing chip and pin and magnetic stripe functionality.

Feedback from RBS employees has been extremely positive with participants able to make swift purchases by simply tapping their PayPass-enabled card on a specially equipped terminal at the till, eliminating the need to handle cash or coins, hand their card over to a clerk, or swipe a card. Over 40,000 transactions have been made with contactless cards so far during the trial and RBS employees who use a contractless card are really impressed with its convenience. David Streett who works in RBS Retail Market Support in London says: “The card is really easy to use and it means I don’t have to worry about going to the ATM or having enough change in my pocket to pay for my lunch.” Lisa Roberts, who works in RBS Business Development also in London added: “The contactless card is much quicker than paying with cash and I don't have to carry so much change.” David Rockliff, Head of Business Development, Cards and Direct Finance, RBS comments: “RBS undertook the first trial of contactless cards in Europe, we have been using them in shops and cafes based in our headquarters in Scotland and in our London office since June 2006. Research amongst our employees reveals that nearly three quarters say it is better and faster than paying with cash and 86% say it is more convenient than paying with Chip and PIN. “Our practical experience with contactless cards from both the UK and the USA means that we are confident that customers and retailers will quickly take to the speed and convenience that they offer for making small purchases.” John Bushby, Country Manager, MasterCard UK comments: “Our experience testing MasterCard PayPass and Maestro PayPass among staff at Royal Bank of Scotland’s offices in Edinburgh and page 22

Advanced Payment Solutions’ cashplus reaches £100 million turnover dvanced Payment Solutions (APS), the UK’s leading provider of prepaid card programmes, today announces over £100 million has been topped up onto its multi-award winning cashplus prepaid MasterCard cards.

A

Cashplus cards, which are issued by Broadcastle Bank Ltd, have the characteristics of a pre pay credit card, without the credit facility. Launched by Advanced Payment Solutions in September 2005, the Cashplus card is a pay-as-you-go, personalised Chip and PIN MasterCard card with access to an online account management website and SMS banking services via mobile phones. The surge towards the £100m milestone is due in part to APS’ roll out of successful white label partnerships with leaders in the retail, travel and financial services sectors. Within an 18 month period APS has won over 60 contracts to provide general purpose, financial services, money services, travel, internet, payroll, corporate expenses and debt management applications. Savvy businesses see prepaid cards as a great way to generate an alternative revenue stream from their customers by earning commission from the card sale or usage fees, or both, depending on the financial characteristics of the programme. However, the real star of the application for cashplus partners is the priceless insight the spending data provides into the wider purchase habits of their own customers. With companies now increasingly building brand empires embracing a range of product and service categories such as retail, travel, technology and entertainment, it appears the broad ranging purchase habits of your customers can lead you directly to what should be next, and how it should be segmented and priced.

Rich Wagner, Chief Executive of Advanced Payment Solutions, comments: “Our strategy has been to partner with market leaders and deliver focussed solutions that generate ongoing revenue. We’re a technology led company with a proven track record having won national and pan European awards for innovation, product development, and critically, customer servicing. “The prepaid card model lives and dies by ongoing customer use of the product. Pumping huge numbers of unused cards into the market place is a useless exercise for the companies involved, their brand partners and, sadly, the customer as well. Nobody wins. We are fortunate to have the experience to create and then replicate living, breathing portfolios which continue to generate value for our clients and cardholders month on month,” he says. APS can roll out its Cashplus platform for partners within weeks and is now successfully serving the needs of international travellers, online shoppers, the unbanked and new immigrants as well as mainstream UK households looking for a secure, flexible and debt free financial product. Partners can launch a co-branded version of the cashplus card or design their own programme. APS handles all fulfilment, customer care, fraud protection, regulatory support and financial servicing so that the customer can focus on their core business strategies. Prepaid cards are popular with consumers wanting the utility of a credit or debit card with the choice not to link their spending to a bank account As there is no credit facility, there is no need for a credit check, increasing consumer’s access to prepaid cards and enabling cardholders to choose the payment card that meets their needs.

S2S eInvoice&Pay combines cutting-edge technology by Harbor Payments, now part of American Express, and industry-leading payment and service capabilities In response to rising corporate demand to reduce paper and gain greater savings and efficiencies in their accounts payable processes, American Express has begun offering S2S eInvoice&Pay to corporate customers in the US. “Many of our clients are looking for an automated and efficient way to handle invoices and manage payments to suppliers,” said Gordon Smith, President of American Express Global Commercial Card. “Having taken steps to move their ordering online, these companies now realize that they are still mired in paperwork on the backend: routing paper invoices and sending paper checks. They are turning to American Express as the leader in the commercial card space to help them take the next big step in transforming their payment process.” Nestlé USA, a leading food company and a longstanding American Express commercial card client, will begin implementing the S2S eInvoice&Pay solution in its supply chain next month. Since adopting electronic invoicing and payment for its 18,000 North American vendors in 2002, Latrobe, PA-based Kennametal Inc., a global supplier of industrial tooling, engineered components and advanced materials, has realized a number of benefits. It has slashed processing costs by two-thirds, cut payment costs by converting 58% of vendors to electronic payment and increased speed of pay to suppliers by 30%. Kennametal uses technology from Harbor Payments, which American Express acquired last December. “Our main focus has been to take all the paper out of Kennametal’s accounts payables processing – to see all our invoices in one electronic format,” said Dean Hoffman, Manager, Customer/ Vendor Support Services, who noted that, as result of automated invoice review and dispute, Kennametal has re-assigned AP personnel to more strategic tasks, such as vendor negotiations. “They’re not just doing invoice exception processing anymore.”

The Solution of The Welsh Purchasing Card (WPC) was introduced for Wales by Value Wales Procurement four years ago as a means of allowing all public sector organisations to have access to procurement cards under GPC terms. WPC has now reached a point where more than 60% of the 100+ organisations originally identified as potential adopters now have a programme in being. Indeed in some sectors such as Local Authority and Higher Education uptake is over 75% and growing. Alan Oram, card programme manager at Value Wales Procurement, explains how the WPC programme has developed and looks at the reasons why the Royal Bank of Scotland (RBS) ‘onecard’ purchasing card solution and the MasterCard ‘Smart Data OnLine’ system, in particular, is proving so popular with Welsh local authorities. Born out of the Welsh Assembly Government’s vision for improving the delivery of public services, Value Wales Procurement was created to help the Welsh public sector improve the efficiency of procurement and tasked with helping them to achieve cost savings of £120 million per annum by 2008.

B

To achieve this target, Value Wales Procurement works in four major programme areas; Collaborative Procurement, Operational Procurement Policy, e-Procurement and Sustainable Procurement. One of the key initiatives implemented, as part of the e-Procurement activity is the WPC programme. This purchasing card scheme was page 26

introduced four years ago to help all public sector bodies in Wales streamline and improve the efficiency of the procurement process for low risk goods and services with the potential to achieve significant cost savings. An added benefit often provided with card usage is the speeding up of the acquisition process, especially for those who are responsible for the delivery of front line services such as maintenance operatives who are able to procure the materials they need in far quicker timescales with WPC.

Streamlining Procurement Value Wales Procurement recognised that the time and processes required to pay each invoice under the conventional pay-to-purchase system was generating a huge expense for public sector organisations in Wales. Value Wales Procurement launched the WPC programme to provide the Welsh public sector with an alternative to the purchase-to-pay process, which was designed to deliver significant cost savings by removing the need for purchase orders and processing of invoices from procurement, wherever possible. Central to the success of the WPC has been Value Wales Procurement’s uniquely strong dual focus on growing both the user and supplier acceptance sides of the card equation, which has increasingly enhanced its appeal with organisations. For example, whilst the programme was initially only used for low-value, high-volume transactions, such as purchasing consumables or office supplies, as the supplier network has grown, the card is now used to procure higher value items over a diverse range of commodities and services, such as tarmac and stone for highways maintenance and even vehicles. In addition to working with the acquiring banks to expand the number of suppliers involved in the WPC initiative, Value Wales Procurement also continually works closely with users to ensure they are familiar with the full capabilities of purchasing cards and are utilising the card efficiently and maximising its benefits. Local supplier recruitment plays and important part in the drive for greater card acceptance; indeed it is key to the expansion of card programmes for many WPC users as the relative remoteness of many parts of Wales limits the choice of suppliers readily to hand. Value Wales Procurement’s strong focus on driving the WPC programme forward and promoting throughout Wales this approach to procurement has ensured the success of the initiative to date. For example 17 out of 22 top tier Local Authorities and 8 out of 12 Higher Education establishments have chosen the Welsh Purchasing Card. Indeed, there are very few areas of the Welsh public sector that WPC

Information Exchange 2007 Supplement

Choice for Wales has yet to reach now that most of the Welsh Assembly Government Sponsored Bodies (the equivalent of UK NDPBs) run a card programme.

Popular Choice The purchasing card provided by Value Wales Procurement’s WPC initiative is provided under agreement from the Royal Bank of Scotland, and allows for both purchasing and travel transactions with the one card. Organisations in Wales looking to adopt the scheme have the option of the VISA or MasterCard product. Notably, all the new programmes in Wales that have adopted the WPC over the past three years have specifically chosen the RBS MasterCard onecard solution and most of the original programmes that commenced on the Visa platform have now switched over to the MasterCard one. Undoubtedly the key reason for the popularity of the MasterCard option is its Smart Data OnLine service, which provides the users with 24/7 on-line access to all transactions for complete security, as well as an efficient and effective means of managing all aspects of card usage outside of a paper-chase process! This provides detailed transaction information that can be delivered through both standard and customised reporting. The system also has the capability to process independent expense claims should this be required. A distinct advantage of Smart Data OnLine is that it is specifically configured to the requirements of each user organisation thus allowing them to create their own review/authorisation workflow, account coding capability and data file exports suitable for loading into local accounting systems. Management of cards, eg, changing limits or MCG blocking, can also be easily undertaken through Smart Data OnLine. In addition, the RBS MasterCard onecard solution is able to report any additional electronic information that is provided by suppliers when processing purchasing card transactions, which may by as Summary (Level 2) or Line Item Detail (Level 3) and replaces a paper invoice for VAT purposes. The system is accredited to HM Revenue & Customs for VAT recording/reporting and contains a suit of standard reports for this purpose. Importantly, the RBS Mastercard onecard system and the Smart Data OnLine service enables users in Wales to streamline and modernise purchasing by not only reducing the number of invoices to be processed, but by also enabling transactions to be visible, easily monitored and verified at any time. As a result, organisations have added protection from misuse of the card by staff, are safeguarded against over-charging by suppliers and are able to ensure that, where

applicable, only contracted goods are purchased using the system. In addition to the added value benefits offered by the WPC scheme, in terms of tangible cost savings, the National Audit Office support an average saving figure for card use of £28 per transaction over the cost of conventional purchase-to-pay processes.

Significant Savings Since the WPC system was introduced in 2003, it has generated an estimated overall process cost saving of £8 million (based on NAO figure) for public sector organisations in Wales and the Welsh Assembly Government recognises that the more it is used, the more savings this efficient procurement method will deliver. In 2006/2007, purchasing cards were used to make £21 million worth of transactions. In 20072008, Value Wales Procurement predicts that this figure is set to rise to over £30 million. This growth not only demonstrates the popularity of the system for all public sectors in Wales and their suppliers, but, importantly, represents a considerable overall cost saving for the public sector in Wales. Value Wales Procurement is committed to facilitating the increased use of the WPC through a dedicated, on-going campaign to grow the supplier network and increase the benefits of the card purchasing programme. Promotion in new target areas, such as District and Rural Councils, are underway and initiatives to aid expansion of existing programmes are being set up. As a result, Value Wales Procurement is working to achieve a year on year doubling of both the number of programmes and the turnover on card spend for the immediate future This will not only deliver considerable cost savings, but, ultimately, improve the efficiency of public services across the country. “Why Purchasing Cards? ” What is a Purchasing Card?

Supplier’s considerations

A credit card that is used to purchase goods or services. When used, the gross, net and vat values are captured which negates the need for invoices and provides evidence for vat.

Before embarking on becoming purchasing card capable, the supplier needs to consider 3 key factors.

Why Purchasing Card? Purchasing card is the most cost effective process for purchase to payment that currently exists. The supplier needs to understand why their customer wants to use it, and the benefits available to both parties. We know that traditional procurement methods can be cumbersome, inefficient and expensive to manage. It has been estimated that to purchase an item valued at £5 can cost some organisations over £50 because of the time and people involved to raise an order, get it approved, get it signed off, be purchased and taken through the accounts process. The item bought with a purchasing card makes a huge saving in time, process and people involved. The person making the purchase, the cardholder, has a direct relationship with the supplier. They can discuss the item, size, colour, quantity, delivery date etc. rather than just the impersonal purchase order which does not allow for variation in size, colour, quantity. Large organisations could have numerous buyers, several of them buying stationery from several stationery suppliers. Through management information, they can select a single preferred supplier and put all their orders through just one. Probably earning bigger discounts, certainly reducing the administrative and accounting issues. The organisation, public or private, introduces a purchasing card scheme using either the Mastercard ‘onecard’, Visa or American Express cards. Cards are issued to the very people who need to buy or pay for things. The company can introduce strict budget control by card, cardholder, category of goods, by week or by month. It also gives very valuable management information on how their business is running. To have a successful purchasing card scheme, it is essential that they recruit suppliers who are purchasing card capable.

What does it mean to the supplier? There are now so many local authorities, health authorities, schools, hospitals and private corporates using purchasing card, that any supplier not capable is risking losing business opportunities to their competitors. Often one of the first questions asked on a tender is ‘Are you Purchasing Card capable’? It is true that the supplier will have to invest in a system to become capable. There are benefits, not just to the buyer, but to the supplier as well. Every transaction is authorised.

• • • • • •

No more waiting for 30 or more days to get paid for goods or services. Payment is made automatically in 3 to 4 working days. No more chasing payment, a real saving in admin and accounts HMRC approved providing evidence of VAT Direct relationship between end user (buyer) and supplier. Potential to attract new business through purchasing card capability.

Does the potential level of business merit investment in a system Which Purchasing card scheme is their customer going to use. What level of information does the customer require.

It is critical to find these things out in advance of making any decisions. The answers will shape all future decisions. There are 3 typical levels of card information. Level 1 – standard credit debit card. Captures minimal information. Level 2 – Summary Vat. Captures, gross, net, vat, commodity codes. Level 3 – Full line item detail. If the cardholder only requires level 2 purchasing card, then it is possible to conduct the transaction on a modified credit card terminal. However, if the cardholder requires level 3, then a PC, Web based or integrated solution is required. The supplier should note that if they can do level 3, they can automatically do level 2 and 1, but not the reverse. Those suppliers who carry out a high volume of transactions may want a system that is directly linked to their sales order processing system. Purchasing cards are almost 95% cardholder not present with the transaction being carried out via telephone, fax or email. Yet in some cases, there will be a cardholder present, at a trade counter for example, so the supplier needs to consider chip and pin technology. There are costs in systems and time associated with any choice. The supplier must work with the customer to determine what information is needed, and what it means to the suppliers business process by introducing new methods. If the supplier already accepts credit/debit cards, then it should only be a case of discussing the new requirement with his bank. If the supplier is new to credit/debit cards, then they need one of the main UK acquiring banks to sign them up. The good news is that most banks are now working closely with major customers to assist with supplier recruitment. There are excellent forums, workshops, and industry opportunities which can provide unbiased information in helping the supplier determine the right decision for their business.

E-Commerce is coming of age Higher percentage of women consumers, balanced consumer behaviour and a significant decrease in non-payment risk

Pago, one of the leading acquirers and payment service providers has just published its latest Pago Report, the sixth successive edition – the only E-commerce study, worldwide, which is not based on survey polls but on real-life purchase transactions. As last year, the study is entitled “Trends in Consumer and Payment Behaviour in selected Ecommerce Industry Sectors. Trends and developments in consumer purchase and payment behaviour, in non-payment risk and in individual E-commerce sectors have been examined in about 60 different analyses. Seven expert essays by well-known experts from credit card organisations, from the Deutsche Bank, from the European Parliament and from the University of Karlsruhe round off the Pago Report 2007. With this report Pago has once again provided all participants in European E-commerce with a valuable decision-making tool to be used when modifying online offerings and payment services to meet the needs of the market.

page 32

All the results are based on the analysis of a representative selection of around 30 million real-life purchase transactions processed through the Pago platform between October 2005 and September 2006. Because Pago is a credit card acquirer for Visa and MasterCard for the European license area, the transactions all originate from online shops in Germany, the UK and the rest of Europe. The report also analyses the E-commerce sectors retailing, gambling, services and travel and entertainment in more detail.

Online shopping at weekends One of the most interesting findings in the report period was the daily distribution of purchase transactions. Until recently most transactions were executed on work days, with significantly fewer over the weekend. Also, consumers preferred to do their online shopping during working hours. Now, however, the percentage of transactions during the week has stabilized at about 14.5% each weekday and nearly 14% on Saturdays and more than 13% on Sundays (last year: 12.6% and 11.8%). At the same time the percentage of transactions executed in the evening hours has increased. Experts believe that this is due to the increased number of computers and increased internet access globally as well as wider availability of broadband connection in the countries where the consumers come from.

Women are becoming more active Another possible reason for the increased popularity of virtual weekend shopping is the increased percentage of female consumers in online commerce. Women now account for nearly 37% of all transactions on the internet; this percentage has risen by more than 3% compared with 2006. Amongst German consumers, women account for over 43% of all transactions. However, the female consumer is quite conservative when it comes to payment. Women prefer using the

conventional offline payment methods (like invoice purchases, pre-payment and COD) which, from the merchants’ perspective, are very expensive and insecure. Over 80% of purchases made by women were paid for in this manner.

Chargeback ratios have fallen dramatically One of the most pleasing trends for E-commerce providers has continued and even strengthened over the last year: chargeback ratios for credit card transactions have fallen dramatically to new record lows. The average chargeback ratio is now only 0.322% (previous: about 0.48%). This means that only three out of every thousand transactions is objected to by the cardholder resulting in the obligatory payment reversal. Ratios for consumers from Germany (about 0.09%) and for the rest of Europe (about 0.06%) were sensationally low. “These positive figures confirm that non-payment risk in the so-called card-not-present domain, where the credit card is not physically presented to the merchant, can be decidedly contained if suitable fraud prevention tools are implemented” said Dr. Markus Weber, Pago’s Managing Director. It is important not to be complacent about this trend but to understand it as the successful outcome of the implementation of methods designed to prevent credit card fraud over the internet. This represents just the current climax of the ongoing development of these mechanisms, which were introduced between 2000 and 2002.

Coming challenges The current year is providing several new challenges for acquirers and payment service providers. The harmonisation of the European payment area, the Single European Payments Area (SEPA) and the continuing implementation of data security standards in all organisations and businesses involved in payment processing are two key issues which will significantly impact the payments market. Pago feels that, being the only real European acquirer and service payment provider, it is fully prepared to meet these challenges. From summer 2006 Pago, for instance, became the first non-British acquirer to offer Maestro, a debit card payment method suitable for internet transactions, which is already the market leader in the UK and which will undoubtedly gain more European-wide importance in the wake of SEPA. The Maestro transactions were not, however, used for the 2007 Pago Report because the report period covers one full calendar year. Maestro transactions will therefore be included and analysed in

Travelex Launches Planet Payment’s “Pay in Your Currency” at All US Locations Through Humboldt Merchant Services International Travelers Can View Charges and Pay in Their Home Currency

Foreign exchange specialist Travelex Americas and Planet Payment, a leading international multi-currency payment and data processor, announced the availability of a new service which provides greater convenience to international travelers that use their MasterCard® or Visa® cards to obtain currency exchange and other services at Travelex locations across the United States. Provided through Humboldt Merchant Services, Travelex’s acquiring bank, the new “Pay in Your Currency” service, allows international customers to pay for their foreign exchange transaction in the currency they know best – their own. Traditionally, an international customer paying with a

credit card can only have their charges posted in the merchant’s local currency. Conversion of those charges back to the customer’s home currency occurs only after the transaction and is performed by the card provider. The exchange rate and the final cost of the charge are not known to the customer until later – when they receive a billing statement from their card provider. Now, with the availability of the Pay in Your Currency service, international travelers using eligible MasterCard® and Visa® cards for foreign exchange services at all 125 Travelex locations across the United States have the option to complete the transaction in their home currency. The amount the customer pays in their home currency matches the amount they see on

their credit card statement -- eliminating the uncertainty experienced with the conventional process. “We believe that visitors to the United States choose Travelex for their foreign currency needs because we provide superior service and greater convenience,” said Jon Dario of Travelex Americas. “This new service is a perfect complement to our suite of foreign exchange products and services now our international customers can enjoy the convenience using their credit card for foreign exchange services with the added comfort and certainty of knowing the final amount of the transaction in their home currency immediately, at the time of the transaction.” “Humboldt Merchant Services and Planet Payment are excited to be working with Travelex to deliver our Pay in Your Currency service to Travelex locations across the United States,” said Philip D. Beck, Chief Executive Officer of Planet Payment. “This service was developed to provide greater clarity, choice and simplicity to international transactions by eliminating all of the guesswork that exists when international cardholders use their cards overseas. We are confident that Travelex customers will appreciate the convenience which flows from the service.”
