WHERE NOW FOR PURCHASING CARDS? A VIEW FROM THE (WELSH) COALFACE It is more than a decade since the public sector started to embrace cards as an acceptable means of purchasing. Most central and local government organisations, NHS departments and education institutes now run a purchasing card programme of one size or another. During the past decade however the procurement scene has changed extensively and “competition” to cards has become less expense and more common. This session provides a personal view on some of the factors that should influence the decision to start or continue using cards and where their future in the public sector may lie. Purchasing Cards have succeeded and failed. A modern day enigma. A personal view by

Steve Wilkins Adflex Steve has been managing different transaction types since the age of 16 (a long time ago). The last 18 years have been spent in the payment industry involved in every aspect of data handling, operational support and relationship mana gement. He installed the first Summary VAT Purchasing Card terminal and the first LID desktop solution in the UK.

They have succeeded in their purpose, yet they have failed to win overwhelming popularity. The industry’s mindset is as polarised as ever. Back in the late 90’s we saw the launch of Purchasing Cards in the UK. Much has changed and much has stayed the same. Since the introduction of Purchasing Cards in the UK, there was Visa, then MasterCard, Amex and Arval following suit. We had summary VAT, then LID and VGIS. Lloyds (Cardnet) became Lloyds TSB: Streamline (NatWest) became Streamline (RBS) which became RBS WorldPay. Midland Bank became HSBC then Global Payments. HMCE became HMRC. The Government of the day has changed from Conservative to Labour to Coalition. Even the cards themselves changed names depending on who was marketing them. Pcard, Onecard, WPC, CPC, GPC. One of the successes being the Welsh Purchasing Card (WPC) easily identifiable by the logo of the Welsh Dragon. It later caused concern and laughter when ‘chips’ were introduced. The location of the chip was originally very close to the rear end of the dragon. Technology rapidly changed too. Many payment solutions moved from traditional desktops to the Web. Expectations changed with it. End users became more sophisticated as they grew up with texting, Google, Facebook, creating their own websites, i-phones, i-pods etc. They were comfortable and switched on to ‘messaging’ in all its forms which included making payments. E-catalogues, E-Invoicing, E-Commerce, E-this, E-that, E-by-gum. A whole range of payment methods and systems were created (much to the delight, and pockets, of consultants) and some were even implemented. Purchasing Card was only one of them. Speed was becoming more essential for next day delivery challenges. Real time usage such as taxi fares needed addressing. More and more back end monitoring and control services such as SDOL became available. On-line data management systems page 8

evolved to deal with the vast number of transactions being carried out daily. Card security measures evolved; chip & pin, 3Dsecure, Verified by Visa, Address Verification, Card validation, PCI (DSS) which were all key security requirements (another consultant’s payday?). All cost time and money to develop and implement. Payment solutions evolved to address the requirements. Lodged cards and tokens were introduced to protect card identity. Spend hasn’t been restricted to low cost high volume items like stationery, it moved to whole new sectors including; building suppliers, civil construction, DIY, MOD, Armed Forces, universities, charities, emergency services, catering, education, housing trusts, central and local government and recruitment being one of the largest and highest value. The first £1m Purchasing Card transaction was carried out for new I.T equipment by a local authority. A JCB was hired on a Purchasing Card. Totally dispelling the myths of what it should be used for. In short, everything moved on – or did it? I have written many articles and given countless presentations over the years. When I reviewed them prior to writing this one – hardly anything has fundamentally changed in the Purchasing Card industry other than names and technology. There are still thousands of credit card terminals being used for Purchasing Cards. Cardholders still make telephone calls and give out their details. Invoices are still produced on paper. Paper statements are still being produced and sent out. What happened to ‘green’ policies and eco footprints? Today’s Government has made it very clear that savings have to be made. Efficiencies have to be found, accountability and value for money are essential. Purchasing Cards tick all those boxes. So why is it that there is such a huge divide between the have’s and have not’s? Where Purchasing Cards have been successfully introduced, it was not by accident. It was down to people who had the vision, believed in it and made it work. The industry is littered with many Purchasing Card programmes that were introduced and stalled. They invested in their time and identified the benefits, went down the path, but didn’t maintain the momentum and reap the rewards. Some, like Manchester City Council, put their efforts firmly into supplier recruitment. A ‘Champion’ drove it forward. The results have spoken for themselves with this probably being the best scheme in the UK. Case study after case study refers to the Manchester experience. In Wales, they too had a ‘Champion’ who managed to get up to 90% of all Welsh Public Sector Organisations using the Welsh Purchasing Card (WPC) and was committed through dedicated on-going awareness campaigns to increase the card capable supplier network. The WPC system serves to significantly improve the efficiency of the procurement process for Welsh Public Sector organisations and their suppliers that have enjoyed considerable cost savings.

The most common reason for failure or stagnation of any Purchasing Card programme, Public or Private sector, is getting the suppliers onboard, getting them to see that there are benefits for them as well. Engaging with suppliers is crucial. Not a new revelation by any means, but talk is cheap. Actions speak louder than words. I am actually thrilled (sad as that might sound), that Adflex not only recognise the problem, but have proactively done something about it. Hallelujah, something new, something creative and constructive. Not just marketing words, Adflex are currently using it with a Global megacompany in several different countries for their supplier recruitment. We are using it for UK based companies, we are using it for a bank’s field sales force and we have Local Authorities lined up who want to use it. Sounds like flexibility to me! Adflex has created a Supplier Onboarding system that is web based. Given logon details, any stakeholder (issuer, acquirer, corporate, local authorities, project managers, and implementation managers etc.) can access and update the status of each supplier, taking them from initial contact through to the buyer signing off that the data is in the correct format. All via secure access and robust security. From now on, those deploying this tool managed by Adflex have a greater than ever chance to successfully recruit their suppliers. We are bridging the gap between Buyers, Banks and Suppliers. Somebody had to bring new momentum to the age old problem. This could well be it. Looking back over the years in this industry, so much opportunity has been lost through lack of knowledge, lack of resource, lack of enthusiasm and lack of ‘Champions’. Yet, I do still come across ‘Champions’ and organisations who want to succeed. However, when you do not have the in-house skills, experience or knowledge, you should outsource it just like you would any other service. This is what will make the difference for the future. Using the right people for the right job. The next few years, will see further fall-out from the recession; job cuts, spending cuts, Government policies and tighter budgets being imposed. The growing requirement for VAT information, details of spends and the continuous drive for sustainable efficiency will promote the use of Purchasing Cards like never before. Some things never change – but they can improve. Polarised mind sets or not, it is people, like you or me, that will determine the future of this market. People make companies. People make organisations. People make banks. People make Governments. People make success or failure. People make a difference. Anything can be achieved with enthusiasm. AVS Address Verifications Service

VAT capable suppliers can input a CRC at the Point of Sale up to a maximum of 16 digits being alpha or numeric. An example would be a job costing number.

Fraud-prevention mechanic that verifies a customer address against a card

Daily Transaction File (DTF) The transaction file that includes all of your Purchasing Card spend for the previous 48 hours.

AVV/CID The American Express equivalent of AVS & CVC2

DCC Dynamic Currency Conversion

BIN

A foreign exchange mechanism provided by banks and third parties that gives a cardholder an option to pay either in the merchant’s local currency or their home currency at the point of sale

The bank identification number with the card schemes

Card Validation Code 2 (CVC2). Fraud-prevention mechanisms initiated by MasterCard and Visa to protect merchants. These codes are the three digits on the back of a MasterCard or Visa card that follow the cardholder's credit card number—they offer Mail Order and Internet merchants additional security by helping to identify a cardholder in a CNP transaction.

SDOL MasterCard Smart Data OnLine solution provides back office management information and works in conjunction with MasterCard ‘onecard’ combining purchasing card and travel transaction functionality on a single card.

SPA/UCAF The Mastercard equivalent of VbV (Now also known as MasterCard SecureCode)

Value Added Tax (VAT)

LID Line Item Detail

A methodology introduced by the Card Scheme and Banks to provide an additional, secure cardholder verification process prior to an Internet transaction proceeding.

Line Item Detail (LID)

CPC

VISA specified codes for categorising vendors (eg: stationery). Approximately 250 codes.

VAT Capable Supplier with Line Item Detail (accept Purchasing Cards as VAT capable suppliers but in addition they will provide Line Item Detail descriptions for the goods / services provided with individual VAT amounts).
