A new record for student attendance at higher education Eight universities and 46 institutions constitute the tertiary education platform in Cyprus.
A
new record for student attendance at higher education and university levels was recorded in Cyprus by educational statistics. There were a total of 35,183 registered students during the last academic year, as compared to 32,000 the previous year. Especially encouraging is the fact that this increase concerns Cypriot as well as foreign students. Specifically, for the year in question, the number of Cypriot students was 24,286, whilst the remaining 10,897 students were from EU member states and third countries.
THREE + FIVE UNIVERSITIES. PUBLIC The University of Cyprus Established in 1989, it welcomed its first undergraduate and postgraduate students in 1992 and 1997 respectively. The year 2015 proved to be pivotal in the history of the university; it was added to the list of the best universities in the world, it secured financing by the European Investment Bank for a sum of €162 million for the expansion of its campus and managed to secure €15 million in research grants from foreign organisations. With eight faculties, 23 departments and over 7,000 students, the University of Cyprus, embarking on its third decade of operation, has achieved recognition amongst international academia and won the respect of the Cypriot public for its high level of education and research. The main aim of the University of Cyprus is the promotion of science and knowledge through teaching and research and to lay the foundations for the cultural, social and economic development of Cyprus. The faculty of the university is actively involved in international fields of academia and research by publishing scientific papers in international periodicals and

Students’ educational needs were covered by eight universities and 46 institutions for tertiary education. Analytically, The University of Cyprus, The Open University and The Cyprus University of Technology are the three state universities of Cyprus. The catalogue is completed by the five private universities: The European University, The University of Nicosia, Frederick University, Neapolis University and the University of Central Lancashire–Cyprus. Of the 46 institutions, five are public while the remaining 41 are privately owned.
through its participation in international conferences, seminars and symposia. The faculty is made up primarily of Cypriot and Greek academics, as well as academics from third countries, which have excelled in universities in Europe, the US and other well-known universities across the world. The Open University of Cyprus (OUC) The economic, social and technological developments of the times, combined with the vision of a unified European state of citizens, imposed a new educational institution, that of the Open University. It functions on the basis of open and distance education and basically covers the demand for lifelong learning. In 2003, the House of Representatives passed a bill which enabled the founding of the OUC. It is a public university offering undergraduate and postgraduate (masters and doctorate) courses, as well as short-term training and vocational programmes through open and distance education. The mission of the OUC is the promotion of scientific research and the development of technology and methodology in open and distance education. The OUC offers the possibility for tertiary-level study to students who, for whatever reason, were unable to attend or complete a university education. Furthermore, the open and distance education system offered by the OUC makes it possible for university graduates to follow a postgraduate course or any other course that they feel may benefit their professional development. Finally, the Open University, through its lifelong programmes, offers individuals the chance to be kept up-to-date on trends and concepts in professional and personal development. The Cyprus University of Technology (CUT) The third public university to open was founded in 2003, following the passing of the relevant bill by parliament. It accepted its first undergraduate students in September 2007. All six of its faculties operate in Limassol where it has its seat. The aim of the CUT is to develop into a modern, innovative university, capable of offering a high level of training and research in spheres that today have a high economic, technical and
PUBLIC INSTITUTIONS OF TERTIARY EDUCATION In Cyprus, the five public institutions of tertiary education fall under the auspices of various ministries as follows: The Higher Hotel Institute of Cyprus is a state tertiary education institution, which comes under the auspices of the Ministry of Labour and Social Security. THE UNIVERSITY’S SCHOOLS European University Cyprus has six Schools: the School of Arts and Education Sciences; the School of Business Administration; the School of Humanities and Social Sciences; the School of Sciences; the School of Medicine; the School of Law; as well as the Distance Education Unit.
SCHOOL OF LAW European University Cyprus School of Law is the first and only independent Law School in Cyprus, recognised by the Evaluation Committee of Private Universities, the Ministry of Education and the Legal Council of the Republic of Cyprus, with its graduates being enrolled with the Bar Association of the Cyprus Republic. The School offers programmes at all three levels of study, which include courses on general legal education, as well as specialisation, ranging from undergraduate courses on Greek and Cypriot Law up to PhD. Students of the School also have the opportunity to participate in the Erasmus student exchange programme, which includes the National and Kapodistrian University of Athens, the Democritus University of Thrace, the Aristotle University of Thessaloniki, and Panteion University of Athens. The programme of study also includes visits to Strasbourg to attend courses at the Institute of Human Rights.
SCHOOL OF BUSINESS ADMINISTRATION The School of Business Administration is the oldest School of European University Cyprus. The School has two departments: the Department of Accounting, Economics and Finance and the Department of Management and Marketing. It is the first school to have established the Start-Up Academy, linking students to the job market. Graduates of the School are prepared to assume important managerial positions in the Public and Private Sector. It is important to note that the Hotel, Tourism and Event Management Programme includes internships during the summer months, while the Accounting Programme is affiliated to the United Kingdom Association of Chartered Certified Accountants (ACCA) and the Institute of Chartered Accountants in England and Wales (ICAEW).
SCHOOL OF SCIENCES In addition to the high-quality teaching and their important work in research, the Department of Computer Science and Engineering and the Department of Health and Life Sciences of the School of Sciences maintain valuable partnerships with professional bodies and private and public organisations, something which reinforces the available training areas for a large number of programmes, as well as increasing graduates’ employment prospects. In 2016, Laureate selected European University Cyprus as the Research Headquarters in Engineering in Europe, highlighting the pioneering role that the Department of Engineering has to play in the area of sustainable growth through the programs of Civil and Environmental Engineering. It is worth noting that the degrees of the School of Sciences are fully recognised by the relevant professional bodies in Cyprus, such as the Cyprus Scientific and Technical Chamber - ΕΤΕΚ. The School’s Health and Life Sciences programmes offer students the opportunity to obtain high-level theoretical and laboratory knowledge, as well as clinical skills to enable them to exercise their profession independently or in collaboration with other health professionals in the Cyprus Republic and in all European Union member states. Notable examples are the Speech and Language Therapy programme and the first graduate programme in Speech-Language Pathology taught in Greek, with the students’ clinical training taking place in the first recognised University Speech, Language and Hearing Clinic in Cyprus, as well as in contracted external locations under the supervision of experienced pathologists. At the same time, the undergraduate Physiotherapy programme, with its effective organisation and management, excellent infrastructure and high quality teaching and research, is the first University-level programme of its kind offered in Cyprus and Greece. Equally innovative is the Occupational Therapy programme, while Nursing students have the opportunity to develop their clinical skills in one of the most modern academic laboratory facilities in the South-Eastern Mediterranean. The university also offers a Master’s programme in Applied Nutrition and Dietetics, as well as studies in the rapidly-developing field of Radiodiagnostics-Radiotherapy where students are equipped with the knowledge for the experienced operation of sophisticated medical equipment used in diagnosis and treatment. It is noteworthy that all European University Cyprus degrees are recognised in Cyprus (ECPU), in Greece (Hellenic DOADAP), and in other European countries.

Reforms in higher and tertiary education in Cyprus
BY THE MINISTER OF EDUCATION AND CULTURE, DR COSTAS KADIS
«Η πιο σημαντική μεταρρύθμιση των τελευταίων χρόνων είναι αναμφίβολα η ίδρυση του Φορέα Διασφάλισης και Πιστοποίησης της Ποιότητας της Ανώτερης Εκπαίδευσης, που αποτελεί ένα σημαντικό βήμα προς τη διασφάλιση της ποιότητας της παρεχόμενης Ανώτερης Εκπαίδευσης στην Κύπρο».
T
he most important reform in the last few years is, without a doubt, the creation of The Cyprus Agency of Quality Assurance and Accreditation in Higher Education, which constitutes an important step in assuring the quality of the higher and tertiary education provided in Cyprus. A new environment has been created in higher and tertiary education in Cyprus over the last few years. Important reforms have been promoted by the Ministry of Education and Culture in order to modernise and upgrade tertiary education in Cyprus. Specific policies have been adopted which assure and accredit the quality of the provided tertiary education, the expansion of study programmes, the internationalisation of Cypriot universities, the promotion of long-distance education, the accession of Cyprus to the CERN programme and the rationalising of state welfare measures for students. 1. THE CYPRUS AGENCY OF QUALITY ASSURANCE AND ACCREDITATION IN HIGHER EDUCATION The most important reform in the last few years is, without a doubt, the creation of The Cyprus Agency of Quality Assurance and Accreditation in Higher Education, which constitutes an important step in assuring the quality of the higher and tertiary education provided in Cyprus. made in assuring the quality of tertiary education in Cyprus. The Agency is expected to assure the quality of tertiary education as well as to identify weaknesses in the tertiary education institutions in order for them to upgrade their quality. It is expected the Agency will be a positive contributor to Cyprus’ attempts to offer an attractive and quality tertiary education package and to develop into a regional educational hub. To this end, the actions listed below are expected to contribute to these attempts.
2. THE INTERNATIONALISATION OF UNIVERSITIES The ministry of Education and Culture is promoting a series of policies and international cooperation in an effort to develop and internationalise the universities of Cyprus. The policy of internationalising the universities is being promoted through legislation which governs tertiary education in order for it to be modernised and internationalised, to ensure the educational quality offered by local tertiary institutions is sound and to promote programmes such as Erasmus+. At the same time, specific emphasis is given to the signing and implementation of cooperation agreements and the mutual recognition of educational qualifications with other countries. The Ministry of Education and Culture has promoted and is negotiating the following agreements and memoranda of understanding:
3. PROMOTING CYPRUS HIGHER EDUCATION ABROAD The Education Ministry website has all the necessary information in English and Greek on laws and procedures to promote Cyprus’ higher education offerings abroad. 7. INVESTIGATING THE POSSIBILITY OF CYPRUS PUBLIC UNIVERSITIES OFFERING COURSES IN LANGUAGES OTHER THAN GREEK In the attempts to internationalise tertiary education, and to attract foreign students to Cyprus, the Education Ministry has prepared a bill to be presented to parliament which will give the island’s public universities the ability, under specific conditions, to offer courses in languages other than Greek. At the same time, the bill investigates the possibility of public universities, in their present state, to off er postgraduate courses in languages other than Greek. In an attempt to attract students from the Erasmus Programme, the bill makes provision for a small number of lessons of a particular course to be conducted in a language other than Greek. 5. PROMOTING OPEN AND DISTANCE EDUCATION - OPEN UNIVERSITY OF CYPRUS COOPERATION WITH PUBLIC AND PRIVATE UNIVERSITIES IN CYPRUS AND ABROAD Cyprus is following the international trend to offer fields of study through open and distance education. Many of its programmes have already been successfully implemented, drawing an impressive number of local and international students.
6. REPUBLIC OF CYPRUS ACCESSION TO CERN The recent accession of Cyprus to the European Organisation for Nuclear Research (CERN) is considered to be an important development in local tertiary education. Cyprus has joined the largest international centre conducting experiments in particle physics, in the context of the adoption of a new, broader development strategy, based on the pillars of research, innovation and entrepreneurship, which will help increase the prosperity index of Cypriot society.

8. THE RATIONALISING OF STATE WELFARE MEASURES FOR STUDENTS The State Welfare for Students Law of 2015 (N.203(I)/2015) has been implemented as of 23 December 2015. The law aims to improve and modernise state policy with regards student welfare, i.e. the state aid offered to families of students. According to the law, all the subsidies/grants are handled by a single body (the Ministry of Education and Culture), through a single application submitted by interested parties. In this way, the public is aided by minimising red tape, administrative costs are lowered and there is greater control over the state budget policy regarding student subsidies/grants. Additionally, the benefits granted by the state are as far as possible consolidated, which guarantees equal treatment of families of Cypriot students studying domestically and abroad. At the same time, the allocation of public resources becomes more focused and rational and is based on economic and social criteria. Caption The number of courses and the range of options available to students have, over the last few years, increased at all levels (undergraduate, postgraduate and doctoral). The number of Cypriot students wishing to study locally is continuously increasing. According to official statistics, the academic year 2009-10 showed that more Cypriot students chose to study domestically than abroad.
