our bag was bulky, and it completely filled the space separating you from the backside of the chair in front. We were at the third row, and you asked to sit by the window side. I obliged; I didn’t want your bag to trap me in my seat during the 4-hour bus ride.

The trip was your idea. You even bought the tickets in advance, so that you could eliminate one of my potential excuses to refuse you. You know I don’t have the money for a surprise visit to the North. I had already emptied my ATM account weeks before, and you even lent me money to help me last the rest of the semester. I should have known my debt would haunt me—you were quick to cite ‘return of investment’ when you asked me to accompany you on this particular trip.

We have known each other for a long time, so it was easy for me to detect your anxiety. You were troubled, excited, and pensive in the days leading to our sojourn.

And during the first hour on board, you kept on trying to engage me in conversation, displaying interest in things that originally repelled your interest. How’s acads? What happened to that mutual friend of ours who got pregnant? What’s on TV right now?

I answered each of your question, pondering what was going through your mind. You’re tense, I remarked during the short cigarette break on the way. You puffed on your stick, and rubbed your eyes.

Smoke and lack of sleep, you told me.

I knew, and I’m sure you did too, that it was something else. These past few months, I observed deep changes in you—your gait, your appearance, your disposition. You were never one to reveal your thoughts, but it was obvious nevertheless. The rare times we bumped at AS, you always wore that wary smile, as if you feared I knew what was happening with you. You were right. I knew.

I heard about your plans, from people close to you and people I barely knew.

This is how the news about you spread— in whispers, in discreet messages on Facebook, in letters that passed from hand to hand. One of them got passed to me.

It was against protocol—reading somebody else’s letter—but how could I resist? I sensed it before, when you told me about your first march on the streets, that one time you were coerced to join by someone you were flirting with. The next time you joined a rally, you were holding banners and flags, while I scribbled notes for an article my editor asked me to submit that night.

You napped a little during the ride. You woke up seconds before the bus pulled to a stop. This is the last stop, our stop, you said.

But it was only yours, for days later, I returned to the Collegian office, submitted my last column, which I knew, from the day you asked me to join you on a certain trip, would be about you. You have chosen your path, and here I am, still searching for mine. ●

Talab ng mapanuring pamamahayag Kabiyak ng walang alinlangang pagtindig ang walang paumanhing pagpanig.

Ito ang tuntuning pinanghawakan ng Kulê sa pagbagtas nito sa nagdaang taon.

Bitbit ang tradisyon ng tapang, talas at talab ng pamamahayag, inilaan ng Kulê ang mga pahina nito sa pagtaboy ng lambong ng panlilinlang na pilit pinananatili ng naghaharing sistema.

Ipinagpatuloy ng Kulê sa taong ito ang pagwasak sa kinathang ivory tower ng pamamahayag – ang elitistang posisyon ng pagpukol ng puna na hindi sinasaliwan ng kritikal na paninindigan. Hindi nito binigyang espasyo ang pluralismo, at sa halip ay nangahas kumiling at pumanig. Sa simula pa lamang, inako na ng Kulê ang kambal na gampaning basagin ang ilusyon ng pagbabagong dala ng bagong administrasyon at kumiling nang walang paumanhin sa mga nasa laylayan ng lipunan.

Gamit ang siyentipikong pagsisiyasat, inilahad ng Kulê ang mga balitang nagpapahiwatig ng pagguho ng pampublikong karakter ng pamantasan at sistematikong paglaho ng makamasang oryentasyon sa edukasyon. Iniulat nito ang ang pagdami ng mga bagong estudyanteng mula sa “millionaire’s bracket” ng Socialized Tuition and Financial Assistance Program hanggang sa patuloy na pagkaltas sa pondo para sa mga pampublikong pamantasan.

Inilathala ng Kulê ang mga kwentong tumunton sa ugnayan ng maliit na badyet at kaledad na serbisyo: ang kabi-kabilang krimeng pumutok sa iba’t ibang panig ng ating pamantasan, paglobo ng bilang ng mga iskolar na umuutang ng pambayadmatrikula. Sinuri nito ang mga balita at ibinulalas ang kabuktutan ng pangako ng pagbabago ng rehimeng Aquino, na litaw sa paraan ng paglalaan sa pambansang badyet. Habang patuloy ang pagtaas ng pondong pambayad-utang at militarisasyon, kinukupot naman ang badyet para sa mga batayang serbisyo gaya ng kalusugan, pabahay at edukasyon.

Nalathala sa pahayagan ang mga dibuho at litratong matamang naglalarawan sa patuloy na paggiit ng hustisya, hindi lamang para sa mga biktima ng krimen sa loob ng pamantasan, kundi maging ng mga biktima ng pulitikal na pamamaslang at iba pang uri ng paglapastangan sa karapatang pantao. Editoryal

Walang espasyong sinayang ang Kulê sa pagbalikwas at pagtindig.

Ang bawat pahinang nalimbag, sa papel man o online, ay lunan ng pakikipagtunggali ng mamamayan sa namamayaning opresibong kondisyon.

Bawat artikulo, dibuho at larawan ay tigib ng mensahe ng pagbalikwas ng mga batayang sektor na hindi binibigyang puwang ng naghaharing sistema.

Sa panahon ng krisis, walang puwang ang pananahimik at pagtanggap sa lahat ng panig. Sa panahon ng panlilinlang, ang hindi pagkiling ay katumbas ng pagsangayon at pagtanggap sa naghaharing kondisyon.

Lagi’t laging itinatakwil ng Kulê ang pluralistang pagtingin at pagsusuri. Sa paglalapat ng mga suri at paghahanap ng mga solusyon, parating nariyan ang tuksong pumasok sa mga komportableng kompromiso.

Gayunman, pinili ng Kulê na lumabas sa ligtas na posisyon ng konserbatismo at pluralismo, sa paniniwalang hindi nila kailanman maiigpawan ang mga kontradiksyon ng lipunan.

Gayunman, anumang talas ng pagsusuri, ano mang lawak ng

impluwensiya, hindi makasasapat ang mga salita at guhit sa pahayagan upang magluwal ng bagong sistema.

Sa simula ng taon aming sinabi, “Hindi salita ang kikilos, hindi mga dibuho ang mag-oorganisa.” At sa pagkilala sa kahingiang makisangkot, tuluyan nang binasag ng mga kasapi ng Kulê ang paniniwalang ang mga mamamahayag ay tagapagtala lamang ng kasaysayan.

Higit sa pagbabalita sa mga kaltas sa badyet ng edukasyon at iba pang serbisyong panlipunan, kasama nating nagmartsa ang sambayanan sa mga kalsada at idinagdag natin ang ating mga tinig sa lumalakas na panawagan para sa tunay na pagbabago.

Hindi natatapos sa pagsasara ng kasalukuyang taon ang mga labang ating sinimulan at tinanganan.

Bagkus, may kahingiang higitan pa ang pakikisangkot, pagkiling at pagtindig ng pahayagan sa susunod na taon. Hangga’t nananatili ang mga kondisyong nagluwal ng pangangailangan para sa isang progresibong pahayagan, magpapatuloy ang walang alinlangang pagtindig at walang paumanhing pagpanig ng Kulê. ●

5 pulis sangkot sa pagpatay sa estudyante ng UPLB Paulo E. Fontanilla Sangkot ang limang pulis ng Los Baños, Laguna sa pagnanakaw at pagpatay sa estudyante ng UP Los Baños (UPLB) na si Rey Bernard Peñaranda noong ika-4 ng Marso, ayon sa testimonya ng mga nahuling suspek sa nasabing krimen.

Sasailalim pa sa imbestigasyon ng Philippine National Police (PNP) sa Laguna ang impormasyong nakuha hinggil sa mga suspek, ngunit ikinakasa na ng PNP ang mga kaso laban sa limang nasabing pulis, sakaling mapatunayan ang kanilang pagkakasangkot sa krimen, ani Laguna Police Senior Superintendent Chief Gilbert Cruz.

“Hindi po namin kukunsintihin ‘yong mga pulis na ‘yan. After po ng kasong ito, ang susunod naming [isasampa] ay mga kaso [laban sa] mga pulis na nabanggit d’yan sa kasong ito,” dagdag ni Cruz.

Baños, habang minsan nang naaresto si de Guzman dahil sa paggamit ng ipinagbabawal na gamot.

Sunud-sunod na krimen

Ikaapat na ang pagpatay kay Peñaranda sa mga krimeng naganap sa loob o malapit sa kampus ng UP sa loob lamang ng nakaraang limang buwan.

Ilang araw bago ang nasabing krimen, ginahasa bago pinatay ang 14 na taong gulang na estudyante sa hayskul na si Rochel Geronda malapit sa kampus ng UPLB. Noon lamang Oktubre, ginahasa rin at pinatay ang 19 na taong gulang na estudyante ng UPLB na si Given Grace Cebanico malapit din sa kampus ng UPLB.

Nito namang Pebrero, sinaksak mismo sa loob ng opisina ng UP Diliman University Student Council ang estudyante ng Political Science na si Lordei Camille Anjuli Hina.

Sa isang panayam, nanawagan ang mga magulang ni Peñaranda na wakasan na ang karahasan sa UPLB

3 pangunahing suspek naaresto na

Kasalukuyan ngayong nakakulong sa Calamba City jail sa Laguna ang tatlong pangunahing suspek na sina Joseph Beltran, Tyrone Terbio, at Carl Dactil de Guzman.

Naunang maaresto ng mga pulis si Beltran noong ika-7 ng Marso, habang kusa namang sumuko sa sumunod na araw si Terbio. Noong ika-9 ng Marso, nahuli na rin ng mga pulis si De Guzman sa Daraga City, Albay.

Naunang kinilala ang mga suspek batay sa testimonya ng mga saksi sa krimen at sa mga kuha ng isang surveillance camera sa Laguna.

Ayon sa mga sinumpaang salaysay ng mga suspek, si Terbio umano ang sumaksak kay Peñaranda at kasabwat sa krimen sina Beltran, na nagsilbing “lookout accomplice,” at si de Guzman, na siya namang drayber ng itim na motorsiklong ginamit ng grupo sa pagtakas.

Bandang ala-1 ng madaling araw umano nang tangkaing pagnakawan ng grupo si Peñaranda habang pauwi ito kasama ang ilang kaeskwela sa tinutuluyang apartment sa Barangay Batong Malake.

Nang tumakbo umano ang mga kasama ni Peñaranda upang humingi ng saklolo at nang maglaban ang biktima, sinaksak umano ito ni Terbio gamit ang isang balisong. Mabilis na tumakas sina Terbio at de Guzman gamit ang isang itim na motorsiklo, habang tumakbo naman umano palayo sa pinangyarihan ng krimen si Beltran.

Idineklarang “dead on arrival” si Peñaranda matapos itong isugod ng mga kaibigan sa Los Baños Doctor’s Hospital and Medical Center.

Bago pa man naganap ang naturang krimen kamakailan, pinaghahanap na ng mga pulis si Terbio dahil sa nauna nitong kaso ng pagnanakaw sa Los

Mas mahigpit na seguridad

Samantala, tinanggal na sa trabaho ang hepe ng Los Baños police na si Dante Novicio at 53 tauhan nito. Nagpadala rin sa UPLB ang PNP ng 10 mobile patrol upang masiguro ang kaligtasan ng mga estudyante sa kampus.

Nakatakda namang magtalaga si Laguna Governor Emilio Ramon Ejercito ng karagdagang 20 pulis na magbabantay sa paligid ng kampus ng UPLB. Nangako rin si Ejercito na maglalagay ng mas maraming CCTV cameras at mga ilaw sa paligid ng kampus upang mas paigtingin ang seguridad sa lugar.

Sinabi naman ni UPLB Chancellor Rex Victor Cruz na tuwirang epekto ng kakulangan sa badyet ng UP ang isa sa mga ugat ng problema.

Dahil kulang umano ang mga dormitoryong maaaring tirahan ng mga mag-aaral sa loob ng kampus kung saan mas mahigpit ang seguridad, napipilitang mangupahan sa mga apartment sa labas ng kampus ang mga estudyante, paliwanag ni Cruz. “[T]he security issue is related to the [UP] budget. It has been a practice to place campus security as the least priority to compensate [for] the need for better classrooms and research facilities,” ani Cruz. ●

Suspek sa pag-atake kay Lordei Hina, notoryus na kriminal — PhilTAG Richard Damian Bago pa man maging pangunahing suspek sa tangkang pagnanakaw sa opisina ng UP Diliman University Student Council (USC) at pananaksak sa Political Science student na si Lordei Camille Anjuli Hina noong Pebrero 1, kilala na umanong magnanakaw at holdaper si Dan Mar Vicencio, ayon sa Philippine Tattoo Artists Guild (PhilTAG).

Tinanggihan ng PhilTAG ang aplikasyon ng ngayo’y 38-taong gulang na si Vicencio upang maging kasapi ng grupo noong 2009 dahil sa pagkadawit niya sa iba’t ibang kasong kriminal, anang miyembro ng PhilTAG Board of Directors na si Julio Acosta sa isang panayam ng Collegian.

Kalakhan ng mga alegasyong kriminal ay naganap umano habang nagtatrabaho pa sa Baguio City si

Vicencio, na kasalukuyang residente ng Karangalan Village, Pasig City. Sa patakaran ng PhilTAG, hindi tinatanggap bilang miyembro ang sinumang may rekord ng mabibigat na krimen gaya ng pagnanakaw at panghoholdap, paliwanag ni Acosta.

Gayunman, aminado si Acosta na hindi nila bineripika sa rekord ng mga pulis sa Baguio City ang mga alegasyon laban kay Vicencio. Aniya, sapat na ang mga testimonya ng ilang miyembro na kaibigan pa mismo ng suspek. Hindi rin naman itinanggi ni Vicencio ang mga paratang sa kanya, dagdag ni Acosta.

Samantala, kapatid ng isa sa mga miyembro ng PhilTAG ang hindi pa nahuhuling suspek na si Dante Santos, residente ng Antipolo City, Rizal, ayon sa isa pang miyembro ng grupo na tumangging mailimbag ang pangalan.

Noong Pebrero 1, magkasama umanong umalis si Vicencio, Santos at isa pang hindi na pinangalanang kasamahan upang umano’y mag-apply ng booth para sa UP Fair.

Sa pakikipag-ugnayan ng PhilTAG sa kapatid ni Santos, itinatanggi umano ng hindi pa nahuhuling suspek ang anumang kaugnayan sa krimen, ani Acosta. Bago pa man makarating ng UP, humiwalay na umano si Santos kay Vicencio at sa hindi pa nakikilalang lalaki.

“Pero sabi nga namin, dapat sumuko [si Santos] sa mga pulis para patunayan kung inosente nga [o] pagbayaran kung may nagawa mang kasalanan,” ani Acosta.

Paglilitis

Kasalukuyang nakapiit sa Quezon City (QC) Jail si Vicencio matapos siyang sampahan ng QC Assistant

Prosecutor ng mga kasong robbery at carrying of concealed weapon noong Pebrero 3. Itinakda noong Marso 1 ang arraignment o ang pagpapaalam sa suspek ng kinakaharap na kaso.

Gayunman, hiniling ng UP Diliman Legal Office (DLO), ang nagsisilbing pangunahing abogado ni Hina, na ipagpaliban ang pagdinig sa kaso kasunod ng paghahain ng motion for reinvestigation. Nais ng DLO na maidagdag ang frustrated homicide sa mga kasong isinampa laban kay Vicencio.

Malinaw ang intensyong pumatay ng suspek sa lubha ng pagkakasaksak kay Hina sa ulo, ayon sa mosyon.

2 in 3 UPD students under STFAP also apply for loans Isabella Patricia H. Borlaza Two in every three UP Diliman (UPD) students who applied for the Student Tuition and Financial Assistance Program (STFAP) this second semester also applied for tuition loans.

Of the 3,364 STFAP applicants this semester, 2,325 also applied for student tuition loans, according to data from the Office of Student Scholarships and Services (OSSS).

STFAP is a bracketing system which categorizes the students’ capacity to pay tuition based on socio-economic indicators.

STFAP however covers only undergraduate, Law,andMedicinestudents.

First implemented in 1989 with nine numeric brackets, the STFAP was revised into the present five alphabetic bracketing scheme (ABS) in 2007, when the administration increased the base tuition fee from P300 to P1000 per unit.

Undergraduate students may avail of tuition loans after accomplishing a form with parents or guardians as codebtors. Freshmen and sophomores may borrow up to 70 percent of their total tuition fees per semester while juniors and seniors may loan up to 80 percent. Graduate students, on the other hand, can borrow up to 85 percent.

Dependency on loans

This semester, 73 bracket A students, whose annual family income is above one million and pay the full matriculation of P1,500 per unit, applied for loans, while 1,082 bracket B students, whose family income is from above P500,000 to one million, and pay the base tuition of P1,000 per unit, also applied for loans.

Meanwhile, three in every 10 or 843 of the 2,658 bracket C and D students, who pay P600 and P300 per unit, respectively, also applied for loans, a

decrease from the previous semester’s one in every three or 882 of the 2,537 bracket C and D students.

Even in brackets E1 and E2, where students are granted free tuition, six of the 390 students applied for loans, a decrease from the previous semester’s 50 out of 377 bracket E1 and E2 students.

The figures for the first and second semester this year, both reaching over 2,300 student borrowers, has been the highest recorded in the last two decades.

“The increase in borrowers is symptomatic of a larger societal problem. This is not only an issue of UP but an issue on the earning capacity of the family. The only way out of this dependency is to either increase the earning capacity or lower UP tuition,” said Student Regent Ma. Kristina Conti.

The current practice upon enrolment is that students apply for loans while they wait to be re-bracketed or until they can raise money for tuition payment, explained OSSS officer-in-charge, Richard Gonzalo.

Tuition loans have a six percent monthly interest. Students who have unsettled accounts by the end of the semester will only be allowed to enroll for the next semester upon the submission of a promissory note to the OSSS. The student, however, will not be allowed to borrow again until payments have been settled.

From 2007 until February this year, 14.98 percent or P29 million of the P143 million granted loans for the three student loans programs still remain unpaid. For the second semester alone, 90 percent or P24 million of the tuition loans remain unpaid.

From the first semester, a balance of P1 million remains unpaid.

Before the tuition hike in 2007, the amount of loans granted ranged

from P4 million to P6 million. By 2009, the amount of loans granted hiked to P10 million and doubled to over P20 million by 2011. The previous semester registered the highest amount of loans granted at P28 million. This semester, P26.58 million loans were granted.

This increase is expected since the amount of tuition being paid now is much higher than when the base tuition was only P300 per unit, said Gonzalo.

Policy review

The previous year, 56 percent or 1,066 of the 1899 student borrowers were also covered under STFAP, according to OSSS records.

This discrepancy, however, could be due to a flaw in the STFAP bracketing process. The brackets of the remaining 833 students were not indicated in their

receipt because they did not apply for STFAP through the OSSS but opted to be placed under either bracket A or B through the University Registrar upon enrolment, explained Gonzalo.

This school year, the UP administration imposed stricter guidelines through the bracket B certification, where students submit documentary evidence such as income tax returns and employment contracts of their parents, to strengthen the STFAP policy thus, ensuring that all students are assigned brackets.

Nevertheless, “the trending increase of student borrowers only indicates that students are [still] not getting into their appropriate brackets because they still have to apply for loans”, said Gonzalo.

“Given these staggering figures, it appears that the STFAP does not

achieve its goal that UP students pay only what they can afford. The STFAP policy needs to be revised immediately.

Though the administration promised to implement a new STFAP by next school year, the deliberations of the University Committee on Scholarships and Financial Assistance last October and February have yet to conclude changes in the policy that could put the students into their appropriate brackets.

At present, the OSSS can only speed up the process, said Gonzalo.

“Our appeal to the administration is to lower UP tuition across the board, or at least roll back the base tuition to bracket D and let the students prove otherwise whether they belongtothatbracket,”Contisaid. ●

June 2011 UP Diliman (UPD) and UP Cebu implemented 15 laboratory fees increase and 38 new laboratory fees.

UP President Alfredo Pascual revealed that over half of incoming freshmen in UPD, or 900 out of an estimated 1,750 students, were classified under Bracket A or the “millionaire’s bracket” of the Socialized Tuition and Financial Assistance Program.

A survey conducted by the Office of the University Registrar also showed that more than a third, or around 1,300 of the 3,826 UP College Admission Test qualifiers in UPD, did not enrol.

November 2011 Former President Gloria Macapagal-Arroyo was served a warrant of arrest for electoral sabotage charges. Arroyo was brought to Veterans Memorial Medical Center for hospital arrest.

July 2011 The Department of Budget and Management (DBM) proposed a budget of P21.89 billion for 110 state universities and colleges (SUCs) for 2012, P142.4 million less than the P22.04 billion allocated for 2011. For UP, DBM proposed only P5.54 billion or less than a third of the P17 billion needed by the national university.

September 2011 Student groups nationwide staged a series of protests calling on the government to increase budget allocations for SUCs and other social services for 2012. In UPD, members of the UP community launched a three-day strike against budget cuts, with thousands of students, faculty and staff walking out of classrooms on the first day.

November 2011 The Congress Bicameral Conference Committee passed the national budget for 2012, allocating only half or P22.41 billion of the total budget needed by SUCs. January 2012 President Benigno Aquino III ordered DBM to allocate another P4.2 billion to SUCs for 2012 to be sourced from the government’s 2011 savings.

February 2012 More than 300 tertiary schools in the country including SUCs proposed to increase tuition next school year, according to the Commission on Higher Education.

March 2012 UP is set to propose to DBM an P18.4 billion budget for 2013, more than a billion higher than the P17 billion proposal in the previous year, despite the less than P30B budget ceiling for all SUCs imposed by the budget agency.

ACADEMIC FREEDOM UNDER SIEGE August 2011 Nationwide alliance of tertiary student publications College Editors Guild of the Philippines (CEGP) launched a protest action to condemn the closure of the student publications of Pamantasan ng Lungsod ng Muntinlupa and Taguig City University.

November 2011 Students of the Philippine Maritime Institute protested the CHEd’s closure order on two of the institute’s flagship courses for non-compliance of international standards.

The commission also announced phasing out of 329 more courses throughout the country.

December 2011 A UP Baguio communication professor filed a libel case against the editor-in-chief of the university’s official student publication Outcrop for an allegedly “malicious” lampoon article.

February 2012 Eight members of UPLB student-based multimedia collective Zoom Out experienced harassment by the military and local police in Barangay Hukay, Calatagan, Batangas. The military allegedly followed the group and asked the members to sign their names in a log book.

CEGP, meanwhile, reported separate incidents of military surveillance of some of its members in Samar and in Laguna.

CAMPUS VIOLENCE October 2011 UP Los Baños (UPLB) Computer Science student Given Grace Cebanico was raped and killed near campus premises. Suspects were jailed after admitting to the crime.

January 2012 The UPD administration implemented a new security system which effectively decreased the number of security guards on campus from 302 to 234, a measure that is expected to save the university about P13 million.

February 2012 UPD Political science student Lordei Camille Anjuli Hina was attacked and stabbed in the head in a robbery incident at the University Student Council Office in Vinzons Hall. Hina is still confined at the hospital while one of two identified suspects is still at large.

March 2012 UPLB Agriculture student Ray Bernard Peñaranda was stabbed to death near the entrance gate of the UPLB campus. Campus security is given the “least priority” in UP due to meager budget, said UPLB Chancellor Rex Victor Cruz.

December 2011 The General Assembly of Student Councils (GASC) failed to discuss and act on proposed amendments to the Codified Rules for the Student Regent Selection (CRSRS) due to alleged attempted bribery to UP Visayas (UPV) School of Technology student council to vote in favor of certain amendments.

Supreme Court Chief Justice Renato Corona was impeached by the House of Representatives for non-disclosure of Statement of Assets, Liabilities and Net Worth, and favoring Arroyo in his decisions in the high court, among others.

February 2012 The Office of the SR filed disciplinary charges of serious misconduct against three UPV students for the alleged attempted bribery in the GASC. Bukluran ng mga Progresibong Iskolar, an informal alliance of political parties and organizations in UP, was also implicated in the supposed attempted bribery. The three accused UPV students are alleged members of the alliance.

March 2012 The Central Electoral Board of UPLB refused to proclaim Ynik Ante of Samahan ng mga Kabataan para sa Bayan as new USC chairperson due to non-payment of tuition by the time she filed her candidacy.

HUMAN RIGHTS VIOLATIONS July 2011 Retired General Jovito Palparan denied hand in the abduction of missing UP students Karen Empeño and Sherlyn Cadapan during the preliminary hearing of criminal charges filed against Palparan and several other military personnel at the Department of Justice (DOJ).

The SC, through a writ of habeas corpus, ordered top officials of the Armed Forces of the Philippines (AFP) to surface missing agricultural activist Jonas Burgos and show cause for his detention.

Human rights lawyers petitioned the Department of Justice to dismiss charges against detained cultural worker Ericson Acosta.

December 2011 AFP officials Lt. Col. Felipe Anotado Jr. and S/Sgt. Edgardo Osorio, co-accused of Palparan and suspects in the military abduction of Empeño and Cadapan, surrendered to the police but were later transferred from the Bulacan provincial jail to a detention facility in Fort Bonifacio, Taguig City, for “security” reasons.

Palparan and another co-accused, MSgt. Rizal Hilario, remain at large, even after the government offered a P1 million bounty in exchange for information that would lead to Palparan’s arrest.

Policemen violently dispersed “Camp-out PH,” a protest action inspired by the “Occupy Wall Street” movement, with truncheons and water canons, leaving at least 46 protesters injured and five arrested on charges of sedition and illegal assembly.

The camp-out movement aimed “to decry the country’s worsening economic condition and the government’s failure to prioritize basic social services.”

January 2012 Palparan’s legal counsel claims that Cadapan and Empeño might still be alive, during the second hearing on the kidnapping and illegal detention charges against the retired general.

STRUGGLES OF THE MARGINALIZED July 2011 The Supreme Court (SC) cancelled the 1989 Stock Distribution Program (SDP) of Hacienda Luisita Inc., where farmers may choose to become land owners or stockholders. The High Court, however, ordered the conduct of another referendum on the same decision.

September 2011 Several progressive groups opposed the approved fare hikes in the Light Rail Transit and Metro Rail Transit (MRT) from the base fare of P11 in MRT to P30.

October 2011 Philippine Airlines (PAL) effectively retrenched more than 2,600 employees with the company’s outsourcing plan. PAL Employees Association (PALEA) launched a series of protests and strikes, eventually paralyzing the airline’s operations briefly.

Meron nga bang kulturang UP? Liban sa mga gasgas na stereotype na karaniwang ipinupukol ng media at mga taga-labas sa mga Iskolar ng Bayan, anu-ano nga ba ang mga bagay – maipagmamalaki man o kahihiyan – na nagpapatingkad sa karanasan dito sa Diliman?

Quiz na lang!

Simula Freshman Orientation hanggang maka-graduate, laging maririnig ng mga Iskolar ng Bayan ang running joke tungkol sa basketball team ng UP. Panahon pa nga raw ni Benjie Paras noong 1986 noong huling nagkampeon ito, bagay na naglagay sa Fighting Maroons sa front page ng mga pahayagan.

Lalo pang napaigting ang ganitong paniniwala matapos ang dalawang season na wala ni isang panalong naitala ang State U. “Upset” ang laging peg ‘pag nananalo ang UP, at minsan na ring na-invoke ang katapusan ng mundo nang matalo nito ang defending champion na Ateneo.

Bahagi na nga ng kulturang Isko ang pagbaybay sa ganitong pagtingin.

Gasgas na nga raw ang laging paghirit ng mga taga-UP ng “Quiz na lang! Quiz na lang!” sa tuwing matatalo ang Fighting Maroons. Nitong nakaraang dekada, may bagong hamon ang talunang basketball fans: “Babawi kami sa cheering!”

Ngunit taliwas sa ganitong imahe, hindi basta-basta ang sports program ng UP. Bago ang pamamayagpag ng UST sa general championship sa UAAP, UP ang huling humawak nito noong 1998. Pinakamarami rin ang titulo nito sa swimming, athletics, badminton, at judo. Tatlong taon nang kampeon sa women’s swimming at dalawa naman sa men’s football ang mga koponan ng State U. Pero dahil men’s basketball ang pinakamasidhi kung i-cover sa telebisyon, madaling isantabi ang ibang mga tournament sa UAAP. Hindi rin pumapasok sa usapan ang mas mahigpit na academic standing na dapat panatilihin ng mga student-athlete ng UP at ang maliit na pondo na iginugugol dito. Sa basketball court pa nga lang, hindi aakalain na ang UP ay isang pampublikong paaralan na lumalaban sa pitong private schools. ●

Safety first Maraming mga balita ng karahasan sa loob ng UP na naging bahagi ng mga usap-usapan kamakailan. Nariyan ang naganap kay Lordei Hina sa Vinzons Hall, ang pagpaslang sa mag-ina sa isa sa mga pamayanan sa loob ng kampus, at ang kaliwa’t kanan na mga kaso ng holdapan at nakawan.

Napapaisip tuloy ang Iskolar ng Bayan, ligtas pa kaya ako sa UP? Marahil hindi na tayo gaanong panatag maglakad nang mag-isa sa kampus kapag malalim na ang gabi. Mapagmatyag na rin tayo sa mga nakakasabay natin sa jeep dahil mahirap na, baka may masamang balak ang isa sa kanila.

Pawang mga tipikal na tugon ang mga pangambang ito dulot ng dumaraming insidente ng krimen sa UP na hindi nasasabayan ng pagtaas ng antas ng seguridad dito.

Habang binibitawan kasi ng Unibersidad ang pampublikong karakter nito, relatibo ring dumarami ang dapat bantayan at pangalagaan sa loob ng UP. Patunay ang mga pribadong negosyo sa loob ng kampus sa unti-unting pagguho ng ganitong katangian ng UP na dapat hayag at bukas sa lahat ng mamamayan.

Sa bawat minutong pinipili ng Unibersidad na hubarin ang pampubliko nitong katangian, nawawaglit din ang pagiging isang malaki’t nagkakaisang komunidad ng UP. Kung dati’y mararamdaman mo ang kaligtasan sa piling ng mga kapwa mo mag-aaral, guro, manininda, drayber, at iba pa, ngayo’y may kaakibat na pagkabalisa ang bawat galaw sa mga silid at daan ng Unibersidad—isa lamang sa mga sintomas ng nagbabagong lipunan na UP dapat ang sumusuri’t nagpapalaya. ●

Obra maestra

Paglaya, pagpapalaya Naging bukambibig ng marami at paborito ng iba’t ibang sangay ng media ang pagkapanalo ni Gabriel “Heart” Diño bilang tagapangulo ng University Student Council nitong buwan bilang pinakaunang transgender na uupo sa naturang pwesto. Ayon sa ilan, hindi na bago sa UP ang ganitong diskurso. Sa katunayan, 1992 nang maitatag ang Babaylan, ang grupong pinagmulan ni Diño. Taong 1994 naman nang magkaroon ng subject sa special topics na queer theory sa Kolehiyo ng Arte at Literatura sa unang pagkakataon sa bansa.

Samakatuwid, makulay na simbolo raw si Diño ng pagiging bukas ng UP sa mga ideya na sa labas ng Unibersidad ay itinuturing pa ring taboo. Hinahawan daw nito ang landas para sa mapagpalayang pag-iisip. Sa kaso ng pagkapanalo ni Diño, dapat tandaan na nangyari ito sa panahong nananatiling mahigpit ang hawak ng Simbahan sa malaking bahagi ng lipunan at pulitika.

Ngunit isa lamang ang kasarian sa mga larangang sensitibo ngunit buong layang pinag-uusapan sa UP. Dati rati’y lipunan ng mga ateista at komunista ang bansag dito. Sa paglipas ng panahon – dulot na rin ng nagbabagong-bihis na daigdig – marami nang nagbago sa pagtingin sa mga Iskolar ng Bayan.

Ngunit waring hindi mawawala ang ikonoklastikong pananaw sa mga anak ni Oble. Mananatiling malaya ang mga espasyo dahil may mga laging handang ipagtanggol ito. ●

AS Runway Para sa dumaraming bilang ng mga estudyante sa UP, isang mahabang runway ang AS Walk at ang AS Lobby ang center stage.

Kanya-kanyang porma ang mga mag-aaral. May mga pasok sa latest trends na branded ang gamit mula headband hanggang anklet at may ilan ding sumosobra – naka-boots kahit mainit, naka-shades kahit bumabagyo. Hindi rin mawawala iyong mga gustong maging Lady Gaga ng Pilipinas; may kalayaan kasi sa UP kahit anong kulay ng buhok ang gusto mo o kahit magsuot ka pa ng gown na gawa sa makukulay na balahibo. Ngunit dahil nauuso na ang pormang laging may katernong laptop bag o earphones, tila out-of-style na silang nakasuot lang ng bitin na pantalon dahil walang pambili ng bago at libreng t-shirt na may tatak pa ng Boysen.

Sa mga nakaraang taon, ang porma’t kasuotan na ng mga mag-aaral ang isa sa mga batayan ng pagiging diverse ng populasyon ng UP. Iba-ibang taste, ibaibang trip. Hindi na gaanong tampok ang usapin ng pagkakaiba-iba ng relihiyon, ng probinsiyang pinagmulan, o ng kulturang kinalakhan na nagagawang mapag-isa sa diwa ng pagiging isang komunidad na nagkakaisa sa pagsulong ng karapatan ng mga mamamayan at paninilbihan sa bayan.

Kaya nagmimistulang isang walang humpay na fashion show ang mga pasilyo sa AS. Kung dati’y nasaksihan dito ang mga walang-humpay na rally at educational discussion, ngayo’y espasyo na lamang ito na maaaring tambayan.

Hindi naman bawal ang magprotesta – kailangan lang magpa-schedule muna. ●

Tuklasin natin ang siyensya Bukod sa likas na kagalingan, may isa pang kakatwang katangian ang student profile ng UP. Kung sa ibang mga paaralan ay nagsisiksikan ang mga estudyante sa mga kursong business o education, mas maraming mga magaaral ng UP ang kumukuha ng mga kurso sa science at engineering. Isa ito sa mga itinuturing na kalakasan ng Unibersidad, lalo na tuwing pinapaalala sa mga pulitiko (na tagapangasiwa ng pambansang badyet) ang kahalagahan ng UP sa pag-unlad ng bansa.

Puspusan din ang pagtatatapos sa National Science Complex, na magiging sentro ng agham at pananaliksik sa bansa. Waring may construction boom sa isang sulok ng Unibersidad. Maraming institute sa Kolehiyo ng Agham ang magkakaroon ng sari-sariling gusali, tulad ng Molecular Biology and Biotechnology, Physics, Mathematics, Environmental Science and Meteorology, at iba pa. Ganito ring modernisasyon ang nagaganap sa pagtatayo ng National Engineering Complex.

Sa kabilang banda, may ilang mga programa sa Kolehiyo ng Arte at Literatura na mangilan-ngilan na lamang ang enrollee at nanganganib nang maphase out. Mayroon naman daw suportang natatanggap ang mga artista ng Unibersidad, na sa kanilang paraan ay patuloy lamang sa paglikha. Ngunit para sa isang umuunlad na bansa, waring mas matimbang ang mga kongkretong ambag ng agham, lalo na sa tingin ng ilang may hawak ng pera. ●

Nababakbak na ang mga batong sapin ng mga estatwang matatagpuan sa kahabaan ng University Avenue (UAve). At marahil marami sa atin ang hindi nakapapansin sa kanila.

Kabilang sa mga ito ang dalawang stone mural na nililok ni National Artist Napoleon Abueva na matatagpuang magkatapat sa isang bahagi ng UAve. Taglay ng relief sa “Tribute to Higher Education” ang mga imahen ng paglikha at mga larawang sumasagisag sa iba’t ibang kurso sa pamantasan.

Ngunit makikita sa ilang bahagi ng obra ang mga marka at guhit ng mga vandal – may mga panawagan para sa isang adbokasiya at may ilang mga kakatwang salita’t larawan lang.

Maaaring tingnan ang mga ito bilang pandudusta sa isang mahalagang likha o ‘di kaya’y isa lamang sa mga gawaing bumabali at kumikwestyon sa kaayusan at nakagawian.

Mababatid maging sa “freedom wall” ng College of Fine Arts ang angking tunggalian sa paglikha ng isang obra. “Freedom wall” man kung ituring, nakatakda naman ang panahon kung kailan maaaring magpinta rito at ipinagbabawal din ang pagdadagdag ng mga larawang may pulitikal na mensahe.

Umiral man ang ganitong tunggalian, marapat na kilalanin ang halaga ng sining sa salaysay ng pamantasan at ng bayan. Sa pagbaybay sa mga gusali’t mga sikot ng kampus, matutunghayang hindi lamang si Oble ang natatanging obrang nararapat tumanggap ng pagkilalang higit pa sa usok ng tambutso o miminsang sulyap ng mga tao. ●

University town Hindi lamang mga estudyante, guro at mga kawani ang bumabagtas sa mga klasrum at kalye sa UP. Nariyan ang mga guwardiyang nagbabantay sa bawat gusali, mga janitor na naglilinis, mga manininda at iba pang manggagawa na bahagi rin ng araw-araw na pag-usad ng Unibersidad.

At maging ang kanilang sektor ay humaharap din sa iba’t ibang mga laban. Kamakailan lamang, halimbawa, ay ipinatupad ang patakarang hindi pagtanggap sa mga guwardiyang bababa sa 5’7” ang tangkad. Ilan din sa hinaing ng mga manggagawa ang hindi pagbibigay ng kanilang sahod sa tamang oras, at biglaang pagkaltas sa kanilang kita nang walang konsultasyon.

Kalakhan din sa mga guwardiya’t janitor sa UP ang hindi regular na empleyado – katulad ng marami pang mga manggagawa sa labas ng bakod ng pamantasan, malaking problema rin sa Unibersidad ang kontraktwalisasyon. Patunay ito sa sinasabi ng marami na sinasalamin ng UP ang tunay na mundo sa labas ng kampus dahil maging sarili nitong mga manggagawa ay hindi ligtas sa mga suliraning kinakaharap ng iba’t ibang sektor sa bansa.

Bukod pa sa mga manggagawa, umiiral din sa loob ng UP ang maliliit na komunidad na nasa laylayan nito. Tanda ito na ang UP, higit pa sa pagiging isang pang-akademikong lunan, ay isang malaking komunidad ng iba’t ibang uri ng mamamayan. ●

House rules

Kakaiba ang kondukta sa loob ng klasrum sa UP. Dito, hindi na kailangang tumayo kung gustong mag-recite ng estudyante o magpaalam sa guro kung nais niyang lumabas.

Karaniwan na lang ang mga ganitong nakagawian para sa mga Iskolar ng Bayan ngayon, pero dati’y ipinagbabawal ang mga munting kalayaang tulad nito, na nakamit lamang sa pamamagitan ng paggiit ng mga nauna sa atin. Kaya naman hanggang sa kasalukuyan, mamamalas pa rin sa UP ang mistulang pagkapantay ng guro at estudyante sa loob ng silid-aralan.

Ngunit minsan ay ideyal lamang ito na pagpapalagay sa relasyong guro-estudyante sa UP; sa katotohanan, higit pa ring may kapangyarihan ang nagtuturo kumpara sa tinuturuan. Ang guro ang nagtatakda ng mga alituntunin sa klase at ang may huling pasya sa magiging grado ng estudyante.

Kamakailan lang ay naging usapin sa College of Human Kinetics ang umano’y mga hindi makatarungang rekisito sa isang internship subject. Hindi rin bago sa marami ang “terror stories” tungkol sa propesor ng PE na si Louella Caces na kilala bilang istrikto, madamot sa uno, at laging nagpapaulan ng singko.

Pero sa hanay din ng mga Iskolar ng Bayan nagmula ang ilan sa mga pinakanotoryus na personalidad sa kasaysayan ng bansa, kabilang na ang dating pangulong si Gloria MacapagalArroyo, na nakuha ang kanyang PhD mula sa UP School of Economics.

Hindi masusukat sa kasikatan ang kontribusyon ng sinumang nagtapos sa Unibersidad.

Maraming anak ni Oble ang kumikilos para sa bayan nang walang pagkilala. Crude gestures

Dispelling the myth of government helplessness on oil price hikes Kevin Mark R. Gomez Eight times in nine weeks — this is the grim rate of increase of oil prices over the first quarter of 2012, a phenomenon, unchecked by the government, which has had an immediate and severe impact on a wide range of stakeholders.

All who avail of public transportation are affected, from passengers facing impending fare hikes to drivers whose earnings have plummeted. Consumers are also hard-hit by the rising prices of goods and services, since the cost of transporting products has increased as well.

Oil companies are quick to defend themselves, citing fluctuations in the world market caused by economic unrest in European countries and the United States’ recent tension with oil-rich Iran.

The basis for setting international crude oil prices is the published price of Dubai crude oil, which as of February stood at $116.16 (over P4,900) per barrel.

However, most analysts, including local organization Bagong Alyansang Makabayan (Bayan), agree that the price of Dubai crude is heavily overpriced, by at least 62 to 74 percent. That means the actual price of crude oil production in Middle Eastern countries ranges from only $28.08 to $41.91 per barrel.

Despite the lack of transparency from oil companies regarding rationale beyond greed for increasing oil prices, the government seems to think it has no responsibilities in this matter. Faced with growing public unrest, the Aquino administration insists it can do nothing.

“Sa pagtaas ng presyo ng petrolyo, we have to accept it’s a deregulated market and we are subject to market forces,” Deputy Spokesperson Abigail Valte says.

Various groups have proposed alternatives to mitigate the impacts of high oil prices, such as a 50-centavo increase in jeepney fare. Yet these are reactionary responses and mere band-aid solutions. The key to resolving this issue lies with the national government, and there is no shortage of options. The challenge is for the Aquino administration to act in the interests of the people, instead of the companies that profit from oil price hikes. ●

Option 1: Do nothing

In response to oil price hikes in May 2011, the government initiated the Pantawid Pasada (PP) program, which provides a P1,050 subsidy to jeepney drivers and P150 to tricycle drivers , distributed through PP cards.

These cards can only be used while funds last. Any “reloading” of the subsidy remains the sole and arbitrary province of the government, and may happen once a year or once every few years. One fully-loaded PP card can buy about 25 liters, less than the average 30 liters which Metro Manila drivers consume daily.

Moreover, these PP cards reach only around 35 percent of the drivers nationwide, says George San Mateo, president of nationwide transport group Pagkakaisa ng mga Samahang Tsuper at Operators Nationwide (Piston).

This is too small a percentage of the transport sector to have any significant mitigating impact on the oil price hikes.

In sum, then, though the Aquino administration often cites the PP program as proof of government action, essentially they are doing nothing to address the problem in any substantial way, San Mateo explains.

Option 2: Remove/modify the 12 percent Value-Added Tax (VAT) for oil

The VAT is a form of tax imposed on products or services on top of its selling price, which accounts for the manufacturer’s production cost and profit. For every liter of diesel in Metro Manila pegged at P48.24, 12 percent or P6 goes to government coffers.

Based on the estimate that drivers consume around 30 liters daily, removing the VAT on oil would add P180 to the take-home income of drivers. This would be a welcome alternative to raising fare rates to compensate for higher oil prices, transport groups assert.

Economist and former Budget Secretary Benjamin Diokno suggests a related proposal: flexible VAT rates.

Diokno explains that the government can reduce the VAT on oil, perhaps 10 percent or lower, to avoid reaping excess taxes while the public bears the brunt of high oil prices.

“If you temporarily suspend imposing the VAT on oil, may mawawalan ng revenue, may programang mawawalan ng pondo, may taong matitigil ang benepisyo,” argues Valte.

“The reason [government does not] want to give up the VAT on oil because it is a sure source of revenue.

It is easier to collect the VAT on oil than stamping out corruption and plugging the tax leaks,” says Bayan Secretary-general Renato Reyes, Jr.

Option 3: Suspend/Repeal the Oil Deregulation Law (ODL)

Today, oil companies have absolute freedom to dictate the prices of petroleum products.

This state of affairs is blamed on the ODL, which was enacted in 1998 with the intention of lowering pump prices and ending the monopoly of the so-called Big Three — Caltex, Petron, and Shell — over oil prices.

Supposedly, under ODL, the country’s largest oil companies would be forced to compete with each other and with new oil players.

Fourteen years later, oil prices have spiraled out of control. Since 1998 pump prices have became considerably higher, registering an increase of more than 462 percent for diesel; 350 percent for unleaded gasoline, and 471 percent for Liquefied Petroleum Gas (LPG).

Currently, there are 601 smaller oil companies in the Philippines, according to the Department of Energy (DOE). Yet “the dominant position of the Big Three [Shell, Caltex, Petron] remains intact, if not stronger,” notes Bayan spokesperson Arnold Padilla.

In contrast, petroleum prices in the 14 years before the ODL was enacted, from 1984 to 1998, showed lower increases: only 36 percent for diesel; around 61 percent for gasoline; and about 28 percent for LPG. Yet there was no shortage of political and economic turmoil in those years. The difference was that the oil industry was strongly regulated by the government then.

Now, in the post-ODL oil industry, DOE data shows that 81% of the facilities in the country that store oil are controlled by the Big Three. Also, eight in every 10 pump stations in the country are owned by the Big 3, according to independent think tank IBON Foundation.

Despite the glaring failure of the ODL, the Aquino administration continues to support the law and strongly resists any proposal to scrap it. “[T]he problem is not the lack of legislation but the utter lack of political will and sense of urgency,” Padilla says.

At least six pending bills, which include partylist Bayan Muna’s HB 4355, pertain to the review and repeal of ODL. However, the House Committee on Energy has not set a single hearing for these bills.

Option 4: Pursue nationalization of oil companies

A genuine, long-term solution to the problem of uncontrollable oil price hikes would require tremendous effort, resources, and political will: the nationalization of the Philippine oil industry.

Oil is a vital resource that fuels economic activities and all other industries, and as such must be strongly regulated by the state, according to one local organization of scientists, Advocates of Science and Technology for the People (Agham). Nationalization entails that government own and control the various industries, including oil refineries, which are needed to develop the country. It is also worth noting that the Philippines has its own oil reserves. Should the state take responsibility for the oil industry, prices are likely to be regulated in consideration of public interest.

John Toledo Sa banta ng pagkaltas sa badyet ng state colleges at universities at sa malawakang komersyalisasyon sa loob ng unibersidad, matatag ang naging tindig ni Student Regent (SR) Ma. Kristina Conti upang maiparating sa Board of Regents (BOR) ang boses ng mga estudyante.

Bilang tanging kinatawan ng mga estudyante sa pinakamataas na lupong tagapagpasya ng unibersidad, malaki ang kanyang gampanin upang ipaabot ang interes ng mahigit 50,000 estudyante ng buong UP System sa sasampung miyembro ng BOR. Isa lamang ang kanyang boto sa lupon na, liban sa mga kinatawan mula sa sektor ng faculty, staff, at alumni, ay binubuo ng mga rehente mula sa gobyerno at mga itinalaga ng Malacañang.

Gayunman, nakitang naisulong ni Conti ang interes ng mga estudyante at maging ng ibang sektor sa UP, na batayang kahingian sa kanyang pagkakatalaga.

Makasaysayang tunggalian

Taong 1969 nang unang magtalaga si dating Pangulong Ferdinand Marcos ng unang SR. Naging pribilehiyo ang pagiging SR noon at tanging tagapagmasid at tagapakinig lamang ang papel sa BOR. Nang idineklara ang Batas Militar noong 1972, tinanggal ang nasabing posisyon sa BOR. Naibalik lamang ito noong 1987 dahil sa pangangampanya ng pambansang alyansa ng mga konseho na Katipunan ng mga Sangguniang Mag-aaral sa UP. Sa taong din ito unang nagkaroon ng karapatang bumoto sa loob ng BOR ang SR. Sa mga sumunod na taon, nakilala ang Office of the SR (OSR) bilang tanggapan kung saan naipapaabot ng mga estudyante ang kanilang hinaing sa BOR. “Aside from being a student center, the OSR has also become a

source of critical analysis especially on the neoliberal machinations within the university,” ani Prof. Mykel Andrada, pangulo ng All UP Academic Employees Union.

Kolektibong pamumuno

Bilang SR, itinuon ni Conti ang kanyang panahon sa pagsulong ng mga kampanya ng iba’t ibang sektor ng UP at naging matalas na kritiko ng ilang mga palisiya sa loob ng Unibersidad.

Noong Hulyo, naglabas ng policy review ng Socialized Tuition and Financial Assistance Program (STFAP) si Conti na nagsiwalat na may mga estudyanteng hindi napupunta sa tamang bracket. Hinapag niya kay UP President Alfredo Pascual bilang mga rekomendasyon ang mga resulta ng review na siya namang naging basehan para sa pagbuo ni Pascual ng isang STFAP policy review committee.

Sa bawat hakbang at desisyon na ginagawa ni Conti bilang SR, sinisigurado niyang kasama rito ang mga estudyante.

Naging “consultative” ang kanyang paraan sa pagpapatakbo ng OSR. Palagi siyang pumupunta sa constituent UP units upang maiparating sa mga estudyante ang napag-usapan sa BOR, ani Ainah Punzalan, isa sa mga OSR Volunteer Corps na nakatrabaho niya.

Naging aktibong convenor din si Conti ng UP Kilos Na, isang malawak na alyansang kontra-budget cut.

Malaki ang naging papel ni Conti sa pagbuo ng mga alyansa at pagkakaisa ng administrasyon at ng mga sektor sa UP sa panahong kinaltasan ng badyet ang UP, ani Andrada.

Bukod pa rito, pinangunahan rin ni Conti ang pagbubukas ng “avenues” kung saan maipapadala ng student councils ng UP ang kanilang mga donasyon para sa mga nasalanta ng bagyong Sendong. Bumuo rin siya ng isang task force na naglunsad ng collection system upang maipaabot

ang mga donasyon para kay Lordei Hina, ang estudyanteng inatake noong Pebrero sa loob ng opisina ng University Student Council.

Bukod sa pagkalap ng mga donasyon, nanawagan din si Conti para sa hustisya hindi lamang para kay Hina kundi pati na rin sa ibang biktima ng depektibong seguridad pangkampus gaya ni Given Grace Cebanico.

Isa siya sa mga nanguna sa pagtawag ng pangangailangan upang rebisahin ang depektibong sistema ng seguridad pangkampus. Bunsod ng mga marahas na pangyayari, nagorganisa siya ng open assembly ng mga estudyante noong Pebrero kung saan napag-usapan ang responsibilidad ng UP sa mga ganitong krimen, at naipaabot sa mga estudyante ang paghihigpit sa inspeksyon ng ID at bags at pagdalas ng inspeksyon ng mga guard sa bawat gusali.

Si Conti rin ang magtitipon ng mga konseho para sa ikalawang General Assembly of Student Councils (GASC) sa Marso kung saan paguusapan pa lang ang mga probisyong aamiyendahin sa CRSRS. “[The] key in the OSR is student vigilance. Almost everything is ongoing, walang isyung natatapos,” aniya.

Masaklaw na kampanya

Bagaman kinakitaan ng talas at kasipagan bilang rehente, hindi pa rin nakatakas si Conti sa mga pagbatikos.

Aminado si Conti na may ilan siyang proyektong hindi naisakatuparan tulad ng pagpapagawa ng mga masjid o prayer rooms para sa mga Muslim na estudyante ng UP, pagbuo ng isang state of science and technology primer, at paglikha ng isang genderresponsive policy sa UP. Para sa ilan, naging malaking balakid umano ang pagkakaiba-iba ng mga pananaw ng mga estudyanteng kanyang pinamumunuan.

Sa katunayan, naging matunog ang pagiging “partisan” umano ni Conti sa nakaraang GASC noong Disyembre.

Binatikos ng alyansang Bigkis ng mga Iskolar Para sa Bayan Tungo sa Makabuluhang Pagbabago – UP Manila (BIGKIS – UPM) ang pagkiling umano ni Conti sa piling mga partido.

Bilang miyembro ng National Union of People’s Lawyers, naging sentro din ng panunungkulan ni Conti ang laban sa paglabag ng karapatang pantao. Tahasan niyang kinundena ang pagkawala ng mga mag-aaral na sina Karen Empeño at Sherlyn Cadapan at ipinaglaban ang kampanyang mapalaya ang mga detenidong pulitikal na sina Ericson Acosta at Maricon Montajes.

Ngunit natigil ito dahil sa pagsumbong ng isang miyembro mula sa UPV School of Technology student council na sinuhulan umano sila ng P2,000 ng isang miyembro ng Bukluran upang sumang-ayon sa mga amyenda.

“Delaying tactic” na unahin ni Conti ang paghahanap sa mga nasangkot sa “bribery issue” sa halip na pagtuunan ng pansin ang mga panukalang amyenda sa CRSRS, ani Bukluran ng mga Progresibong Iskolar Interim President, Ernest Francis Calayag.

I won’t talk. I’ve sealed my lips, swallowed my tongue. All words, names, numbers, dates (and sentiments?) have been locked up in my head, guarded by bundles of nerves immune to the tickle of your voice, the passion of your persuasion. I may not look it, but I am determined. I will keep what I know to myself. I am impenetrable.

I am totally psyched up for this extraction process. I practiced. I knew you’d come for me, you and your insane curiosity, your thirst for revelations, your hunger for the unknown. So I prepared myself for you—the collector of information, the hoarder of confessions—and concocted an antidote to your truth potion.

I’ve taken the pill of secrecy, and the chemicals are working their way through my body. They are shutting down my voice, blocking telltale signs—a twitch, a sigh, a compulsion to avoid your gaze.

Information circulates like blood in a body. It seeps through every

muscle, fueling every movement, inflaming desires that would otherwise be dead. This information you seek, the answer you say you need, would perform such functions once you have taken from me. To avoid complications—between you and me, between now and then—I took it upon myself to get treated with apathy and denial.

Now I am completely drugged with my own solution. Until my intoxication wears off, you would not get through—and you would not get the answer you want.

There is, however, a way for you to know. All defenses have flaws, all systems fallible by virtue of their creation. And secrets, those which you wish to unlock, are not impossible to decipher. They are dressed up in guises. They are revealed in things you barely notice.

International Women’s Month

The other day, after classes, I was with friends when we overheard snippets of chatter from a couple of well-dressed girls passing by. One of them said, “If you really wanna KFC, I can go naman.” The other answered, “No thanks, I’m banappling na tomorrow e.”

Behind them, we waited politely until they were gone, then convulsed with laughter at the ridiculousness of UP students “verb-ing” nouns. Sure, some like “malling” and “texting” have passed into the vernacular, but surely we haven’t reached the point of “Banappling” yet. Or “Moonleafing.”

Or “Jollibeeing.”

Out of nowhere, with a suddenness that left me standing there alone in the middle of laughing friends, I realized that I was thinking of you. I didn’t even know what had triggered it. Maybe you came to mind because you would have found it funny too, or because the girl mentioned KFC and you probably like chicken. Yet these are just excuses. What I had realized, to my dismay, was that context is irrelevant. I am always thinking of you.

UP Film Institute’s statement on the recent Cinemalaya issue

Maraming komento na ang lumabas mula sa iba’t-ibang grupo at mga personalidad bunsod ng ginawang survey ng aming grupo sa pamumuno nina University Student Council (USC) Councilor-elect at incumbent NCPAG Student Government Chairperson Jules Guiang, incumbent CSWCD representative to the USC Markus San Gabriel at incumbent School of EconomicsChairpersonKehrlMeenoReyes.

Gusto naming bigyang linaw ang tatlong bagay hinggil sa ginawa naming survey.

Una, tanging UP Paralegal Society ang gumawa ng survey na ito at walang kinalaman ang USC at iba pang organisasyon sa UP. Nagkataon lamang na ang mga miyembrong namuno sa survey ay mga lider-estudyante sa kanikanilang mga kolehiyo habang ang isa ay miyembro ng kasalukuyang USC. Ikalawa, walang ibang layunin ang survey kung hindi ang pulsuhan ang mga Iskolar ng Bayan ukol sa kasalukuyang impeachment trial ni Chief Justice Renato Corona. Nais lamang nating patunayan bilang mga Iskolar ng Bayan na tayo ay mayroong pakialam sa mga nagaganap sa ating bansa.

Ikatlo, upang malaman kung may pagbabago sa pulso ng mga mag-aaral ng UP, magkakaroon ng phase two ang survey matapos namang mailatag ng depensa ang kanilang mga ebidensya.

Tunay ngang may mararating ang boses ng kabataan. Tayo ay patuloy na makialam at makilahok. Hindi lamang ito kasaysayan ng nasasakdal o ng mga hurado, hinihingi rin ang ating partisipasyon. At naka-depende lamang sa atin kung tayo ay magpapalamon sa paniniil ng iilan nating mga pinuno o tayo ay maninindigan at ipaglalaban ang ating karapatang makialam.

The UP Film Institute (UPFI) expresses its concern over recent issues surrounding this year’s Cinemalaya competition brought about by casting disagreements between certain filmmakers and the festival’s key executives.

As an independent film festival, Cinemalaya is committed to support films by young filmmakers that “freely interpret the Filipino experience with fresh insight and artistic integrity.”

Such films can only be made if the filmmaker is given the freedom to make the most important artistic decisions for the film. The choice of principal actors is clearly essential to the achievement of the director’s vision and therefore must be seen as the director’s right and prerogative.

For certain Cinemalaya officials to insist on replacing the director’s choices with their own for whatever reason is an unwelcome imposition that cannot be countenanced because it strikes at the core of the filmmaker’s freedom to pursue his original artistic vision. It is alleged that similar impositions have been made on some filmmakers in the past and these filmmakers have suffered them in silence for fear that their grant releases would be withdrawn.

Since 2005, Cinemalaya has succeeded in discovering and giving voice to scores of talented filmmakers who might otherwise have languished in anonymity for many more years. Moreover, in just seven years, Cinemalaya has brought into the light a repertoire of indie films that have truly enriched the national cinema of the country. For all this, Cinemalaya has earned the respect of the film community and has become the inspiration to many aspiring artists.

To preserve Cinemalaya’s integrity and credibility as the leading independent film festival in the country, the UPFI now calls on Cinemalaya Foundation officials and members, and especially Cinemalaya Foundation Chairman and patron Antonio O. Cojuangco, to take swift and decisive action in resolving this serious matter in favor of the independent filmmakers whose creative prerogatives must be respected and upheld.
