OTABATO CITY – Officials of the Moro Islamic Liberation front- (MILF-) Bangsamoro Autonomous governance has enumerated some of several unprecedented current and completed projects in component five provinces, three cities and 63village special geographical area (SGA) in apparent rebuttal of political quarters’ accusations.

The new regional government has 15 ministries and some line offices operating with two main tasks: To enhance the life of almost five million constituents; and flesh out the mandates of R.A. 11054 in building parliamentary entity and transforming the MILF’s 40,000 combat members into peaceful and productive civilian life.

OTABATO CITY — The Bangsamoro Parliament has passed on third and final reading a bill appropriating P10-billion from the 2020 and 2021 Special Development Funds (SDF) to flesh out eight fundamental goals in the autonomous region, according to the regional legislature.

Bangsamoro Parliament approves P10-B special development fund rehabilitate, and develop conflictaffected communities in the Bangsamoro region.

Architect Eduard Guerra, chair of the Committee on Finance, Budget, and Management, said the SDF will bankroll additional infrastructure projects as well as focal programs for widows and orphans in the region.

The SDF will be used based on the Bangsamoro Development Plan (BDP) as approved by the Parliament and Regional Economic and Development Council in 2020, the MRD report said.

The BDP, covering 13 chapters and 354 pages, serves as the regional development roadmap, containing strategies and priority projects in consonance with the development thrusts of the national government, the report added.

Under the BDP, the Bangsamoro’s Government of the Day has identified eight (8) development goals to: ● Establish the foundations for inclusive, transparent, accountable, and efficient governance; ● Uphold peace, security, public order and safety, and respect for human rights; ● Create a favorable enabling environment for inclusive and sustainable economic development; ● Promote Bangsamoro identity, cultures, and diversity; ● Ensure access to and delivery of

quality services for human capital development; ● Harness technology and innovations to improve socio-economic opportunities and services; ● Increase strategic climate-resilient infrastructure for sustainable socioeconomic growth; and ● Improve ecological integrity and promote climate change adaptation and disaster risk reduction to sustain the resilience of communities.

Under the approved bill, the Ministry of Finance, Budget and Management (MFBM) shall cause releases of the SDF to implementing ministries and offices upon submission of a special budget request and approval of the Chief Minister, the MRD report said.

The MFBM shall issue necessary guidelines for the effective implementation of the cash budgeting system, the report said.

For transparency of infrastructure projects, ministries and offices shall post detailed descriptions of their projects and actual cost on their respective websites, and be required to submit their quarterly financial and physical reports to the MFBM. A technical working group will be formed to facilitate the development and consolidation of the programs, projects, and activities and ensure that it is consistent with the BDP. (AGM)

BTA bills seek to establish hospitals in Basilan The main authors of the bills are members of the Parliament from Basilan province, such as Dr. Alzad Sattar, Deputy Speaker Hatimil Hassan, Minority Leader lawyer Laisa Alamia, Abdulmuhmin Mujahid, Muslimin Jakilan Sema, Muslima Asmawil, and Faiz Alauddin.

These measures include establishing general and municipal hospitals in the municipalities of Muhammad Ajul and Tabuan-Lasa.

The difficulties in transferring patients, according to Dr. Alzad Sattar, one of the authors of the bill, is not only inconvenient and creates excessive concern to the family and patients, but it causes the loss of lives.

Currently, the municipality of Muhammad Ajul only caters to patients at their rural health unit, while Tabuan-Lasa has only a few barangay health

centers to serve the patients of the entire municipality.

Under the Bangsamoro Organic Law, the Bangsamoro government should provide for a comprehensive and integrated health service delivery for its constituents and establish by law a general hospital system to serve the health requirements of its people.

“To give substance to the provisions of the Philippine Constitution and the BOL, there is an urgent need for the construction and establishment of hospitals in Tabuan-Lasa and Muhammad Ajul,” he said.

The Committee on Health had previously discussed the possibility of consolidating all hospital measures filed before the plenary.

LIGAN CITY – The Partido Demokratiko Pilipino – Lakas ng Bayan (PDP-Laban) has fielded their provincial candidates in Lanao del Norte with the Team Quibranza-Dimaporo having signed their Certificate of Candidacy on Friday, the last day of filing for the 2022 elections with the Commission on Elections (COMELEC).

In a statement, in the official FB account of incumbent governor Imelda “Angging” Quibranza Dimaporo, the PDP-Laban provincial candidates for all positions led by its provincial chairman and LDN 1st Dist. Rep. Mohamad Khalid Quibranza Dimaporo were formally announced.

It said incumbent Gov. Angging will run for her 3rd and final term as provincial governor and Cong. Khalid as well for the 1st District.

Ms. Sittie Aminah Quibranza Dimaporo seeks to be elected as the 2nd District Representative to follow the steps of her father, Cong. Abdullah “Bobby” Dimakuta Dimaporo, who is currently on his last term.

After long consideration, the party has chosen Board Member Allan Jagman Lim to run as the Vice Governor of the Province.

Shariff Ibrahim Albani, a senatorial candidate who will be in the lineup of Marcos, said the poster which was an old one and first posted in 2015 also portrayed the picture of the late Senator Miriam Defensor-Santiago.

Albani cited Chairman Nur Misuari of the Moro National Liberation Front (MNLF) who vowed to strongly support with his thousands of followers from the MNLF to vote for Bongbong Marcos.

Misuari claimed that Bongbong Marcos is his Vice-President during the 2016 National Election emphasizing that while it is true that the father, the late President Ferdinand E. Marcos was his No. 1 enemy when he was still waging war as the chairman of the MNLF secessionist movement, adding that the fault of the father cannot be also the fault of the son. “The fault of the father cannot be inherited by the son,” the MNLF chairman stressed.

In the same manner, former Basilan Gov. Abdulghani “Gerry” Salapuddin said as a devout Muslim as well as former MNLF rebel commander operating in the hinterland of Basilan, there is no truth that Bongbong Marcos is anti-Muslim.

Salapuddin said “Islam is a perfect way of life and politics is an institution for good governance.

Both are victims of its undesirable and unscrupulous practitioners,” according to the politician from Basilan who at one time became also the Deputy Speaker for Mindanao in the House of Representatives.

He said he could not understand why some people focused on the declaration of Martial Law that happened many years back when in fact it is Bongbong Marcos is the candidate for President.

Is it correct and appropriate that he is made to answer for what his late father did?

Salapuddin explained that Bongbong has nothing to do with the declaration of Martial Law in 1972 when he was still a young boy and he was not a president nor a policy maker.

As this developed, Albani mentioned other Muslim leaders and their respective organizations in the country who have signified also their good intentions to strongly support the candidacy of Bongbong Marcos and to belie the black propaganda that the young Marcos is “Anti-Muslim.”

They are the 1Maharlika; World Philosophical Forum (WPF) of the Philippines; and Unity for Revival Foundation, which are all chaired by Shariff Ibrahim Albani himself.

Abraham Idjirani, spokesman of the Sultanate of Sulu and North Borneo (Sabah) has also given the commitment of the Sulu Sultanate to fully support the presidential candidacy of Bongbong Marcos. “We in the Sultanate likewise refute the said statement alleging that BBM is an “Anti-Muslim,” according to Idjirani who is the official spokesman and married to the younger sister of the late Sultan Jamalul Kiram, 3rd.

The other three Muslim organizations who are pushing up the candidacy of Marcos instead of blocking it and called the “Anti-Muslim” hate campaign as nothing but a source of fake news out to divide the solidarity or unity of the Muslims are the following: Young Muslim for Bongbong Marcos Movement for Change headed by its president Ustadz Udzpar Abdugapar; International Movement for Peace, Unity, and Reconciliation headed by its president Ping Adil Mugong of Simunul, Tawi-Tawi; and the Marcos for President Movement headed by their Founding Chairman Jupakar Arabani of the Province of Sulu.

OTABATO CITY – Former veteran journalist-turned-politico bureaucrat Manny Piñol has heeded Filipino farmers’ challenge to gun for a Senate seat and take their cudgel in fostering legislations befitting genuine agricultural and fisheries development thrusts.

In Bukidnon, tribal vegetable and giant bamboo farmers have attributed their gradual gain of access to market to the support of Piñol through the MinDA. Local government units in the Bangsamoro autonomous region have expressed similar gratitude to Piñol, citing

his roles in the DA and MinDA in developing agricultural production and linking their communities to market and banking networks.

For one, Taraka, Lanao del Sur Mayor Nasheba Sumagayan said she and her constituents would always remember Piñol for piloting in her turf the solar-powered irrigation and waterworks systems as a stepping to becoming a “model” of agriculture industry in the autonomous region and across Mindanao.

If elected in the Senate, Piñol said he would immediately push for a review and amendment in the RTL and push for legislation mandating an equitable share by the farmer sector from priority infrastructure projects.

More men than women file COC for 2022 polls – Comelec The Commission on Elections (COMELEC) said on Monday that majority of those who filed their certificates of candidacy (COCs) for national and local positions in the eight-day filing period are men.

It said based on the poll body’s latest data, of the 97 filers for president, 78 or 80.41 percent are males while 19.59 percent or 19 are females, a media report said.

A total of 29 aspirants have filed for the vice presidential post, with 23 males or 79.31 percent and six females or 20.69 percent.

Male hopefuls numbering 139 or 78.98 of a total of 176 aspirants have filed their COCs for senator

while only 37 or 21.02 percent are females.

Only 12 senatorial seats will be contested in next year’s polls.

For party-list representatives, of the total 1,426 nominees, 1,052 were males or 73.77 percent while females were 374 or 26.23 percent.

In the local positions, male aspirants also dominated those who are seeking to be elected in public office.

MILG is in the right track; development cannot be achieved overnight

B

uilding government centers in towns and villages where governance is less felt is the best priority measure towards development. While providing food relief assistance is badly needed during these hard times, such program is aimed for a short period to immediately placate hunger and the most basic needs. But it is temporary. It does not guarantee the sustainable upliftment of the socioeconomic welfare of the constituents which only a meaningful and active governance can provide. That is why those towns and villages engulfed with poverty within the Bangsamoro region, or elsewhere, do not usually have suitable government centers to implement effective governance.

The Ministry of the Interior and Local Government (MILG) is in the right track for providing modern municipal and barangay halls to towns and villages respectively where governance seems to exist in name only. We believe lawyer Naguib Sinarimbo, as MILG minister, knows his job very well and sincerely and that he understands how development is achieved with this kind of actions. He does not only provide those in need in the Bangsamoro region with relief assistance through the READ! Agency under his ministry. He also supports build public structures along with other Bangsamoro departments like the Ministry of Public Works (MPW) and others for the benefit of the region’s constituents.

Now, aside from the official report from the Minister himself, people’s accounts have it that those town and barangay halls built under the auspices of the MILG are near completion. That development is reassuring to hear that every Bangsamoro people should be delighted of. After all, development especially in the autonomous region in Muslim Mindanao which is barely recovering from decades of wars, neglect and mistreatment cannot be achieved overnight. http:// www.philmuslim.today

I see that you had been thinking lately and I had been thinking too about the way we used to be or how to start anew.

Maybe I am a hopeless dreamer but I’d like to go where the grass is green and you might want to come along.”

These are the fist few lines of the timeless song splendor in the grass and is a picture of me and what I had been going through, emotionally, since the siege of Marawi that had put her in ruins. It is with deep sense of nostalgia that I write this piece and add my voice to the cries and moans of pain, despair and hopelessness that continue to be heard from the thousands of victims of the brutal and bloody confrontation between the military and the militant Maute group. It has been four years since the first gun was fired and since the first fatality fell on the ground, but the scar of wound remains as fresh as it was first inflicted precisely because despite the lapse of time there is little to show that a meaningful rehabilitation had been put in place.

I felt a driving urge to set foot on ground zero to feel and savor its vibration and breathe the air of remembrance and hope that I will be thrown back in time when Marawi was still the Marawi of my dreams.

It was the city that I used to know that wakes up to the soothing sound of the morning breeze and drizzle of the morning rain that waters the pasture of green embroidered with pearls of dew for the birds, the butterflies and their kind can quench

their thirst.

Indeed, the City of Marawi is lovely in the day as it is lovely in the evening. This is a magical loveliness given the lack of boulevard’s glittering lights or skyways, skyscrapers, fancy restaurants that serve fine dining or malls and department stores where one can promenade and window shop. It has only the famous Banggolo where people used to converge to have their shoe shine or participate in a discussion of current political events or simply watch a movie in a nearby movie house.

There is also the equally famous Padian or market place where one can almost buy anything under the sun from vegetables to fruits to clothing and apparels and expensive jewelries.

Padian is also the entry point for motorized ferries coming from the surrounding towns and municipalities around lake Lanao.

For those of our readers whose knowledge or information on Marawi only stem from reports and news items, they may want to know that she is also historically referred to as the Simla or Summer Capital of the South as Baguio City is to Luzon and Malaybalay City is to Northern Mindanao. This is of course due to her almost perfect climate from a low of a 15 to a high of a little over 20 degrees centigrade all year round. It is sprawled over an area of 8,755 square kilometers of grassland with an elevation of 3,500 feet above sea level which explains its cool environs. icero is right in defining mistakes mankind have been making through the ages. And these mistakes are clearly visible within our current system – in the words and actions of our leaders and our people. It is sad but true. But it is remediable and we can do it in the 2022 elections, if we must seriously try.

The purpose: This series is designed to inform and educate leaders, voters and our people to think seriously about the 2022 election.

As we have mentioned previously – the future of our country and our people will be determined by our choice of who will be President and our leader after the election of May 2022. It will not only decide the shape of our country in six years but possibly for the next few decades.

Analysis: It does not pretend to know everything but it is an analysis based on extensive reading and active participation in the electoral process as candidate and campaigner – in both local and national elections. It is also based on experience in the ouster of the administrations of Presidents Marcos and Estrada – demonstrating the failure of the electoral process and the direct exercise of the power of the people as sovereign from whom the power of sovereignty emanates as the source of all government powers and authority So it is on this basis that this analysis is done.

Declared candidates: There are several candidates for President who have decided to throw their hat into the ring – Senators Manny Pacquiao and Ping Lacson, and Mayor Isko Moreno. All of them have the nomination of

the political parties they represent. Former Senator Bongbong Marcos has been nominated by the Kilusang Bagong Lipunan (KBL) but he has not as yet accepted the nomination.

There are several candidates who have publicly declared they are definitely running for Vice-President – President Rodrigo Duterte, Senate President Tito Sotto and medical doctor Willie Ong. Duterte has yet to choose his running mate for President under the Cusi Wing of PDPLaban. Sotto runs with Lacson as his teammate for President and Ong as Moreno’s running mate.

Despite the nomination and the public declaration, everything is tentative as between now and October 8, 2021 or even within the period of substitution, nothing is really final. It is only after the period of substitution that we can say that the candidates are on the way to do battle in May of 2022.

Assessment: For an early political exercise, it is important we assess the chances of winning of the candidates or the teams. The assessment has nothing to do with the best candidates. Mindanao could have been ruled by MNLF

s I have promised I will tackle in my next Batanes To TawiTawi column particularly about the declaration of Martial Law which I told my former professor at then Mindanao State University-Sulu College of Technology & Oceanography (MSU -SCTO) back in 1972 when the capital town of Bongao was still under the administrative jurisdiction of the Province of Sulu.

That was in 1972 when I was in my first year in college at MSUSCTO in June or during Academic Year 197273 and Prof. Hamid Ladjakahal was my former professor.

So around 4 months after, the late President Ferdinand E. Marcos signed Presidential Decree 1081 by declaring the entire country from Batanes To Tawi-Tawi under the state of Martial Law on September 21, 1972.

Several decades after, Prof. Ladjakahal has joined the social media particularly the Facebook by using the Profile Account: Hams Ladjakahal Tanjong Awwal.

He posted in his Facebook timeline about the cause and effect of the declaration of Martial Law in big bold letters and said, “DIG DEEPER AND UNDERSTAND YOUR HISTORY MY FRIENDS! WITHOUT MARTIAL LAW THE PHILIPPINES SHOULD HAVE TURNED COMMUNIST, AND MINDANAO SHOULD HAVE BEEN RULED BY THE MNLF.” With his premise, I asked this question: “What’s wrong if Mindanao is ruled by the MNLF? I also said “Anyone can answer this question so that I can include your name including your picture in my weekly column at the Philippines Muslim Today.”

The great professor of mine responded by saying, “it is undeniable.” He set as an example the case of ARMM and BARMM.

He added, “you know how justice was handled and equal opportunities were managed.

Injustice is overflowing throughout the land and with a new set of oppressors.”

The case of ARMM it was implemented during the time of the the Moro National Liberation Front (MNLF) headed by Chairman Nur Misuari; and in the case of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) it is headed at present by the Moro Islamic Liberation Front (MILF) that was at first chaired by Salamat Hashim. With his demise Ahod “Al Hajj Murad” Ebrahim, then the vice Chairman for Military Affairs took over the helm of the MILF. And now he is the Chief Minister of BARMM the little President of the Bangsamoro Region.

To what Prof. Ladjakahal said there is no equal opportunities in ARMM, well he is entitled to his own opinion. But ironically he was appointed as the Assistant Secretary of the Department of Education in the ARMM (DepEd-ARMM). However despite of his being appointed as Asec in DepEd-ARMM, does it mean there is still no equal opportunities? I don’t know what is the meaning of “no equal opportunities” to the former MSU-SCTO Professor when out of several people in the Bangsamoro Region that could be appointed too, but still he was lucky to be appointed too.

On matters regarding Martial Law, Hadji Faisal Malande, who once studied at the College of Law in UPDiliman and now the Municipal Administrator of Simunul stressed that Filipinos could not forget the horrors and atrocities that was martial law.

Wishes before end of 2021

E

very time Filipinos met legal problems in Sabah there is always clamor to put up a Consulate in that Sultanate of Sulu’s occupied territory that was unilaterally annexed on the 16 September 1963, when the Federation of Malaysia was formed following the merger of the Federation of Malaya, Singapore, Sarawak and North Borneo (Sabah).

I enumerate here some of the wishes I hope to get fulfilled on or before the end of this year.

Wish No. 1 – I fervently wish that candidates and supporters in the 2022 elections will refine their habits in political remarks and acts in faithful observance of ideals set in human laws and Divine rules. My wish is particularly meant for Maguindanao and Cotabato City where exchanges of barbs have started heated up even before the start of the filing of candidacies in Oct. 1-8.

One or more political camps kept accusing rival quarters of fomenting disunity and lies, seemingly not knowing it was them that had been involved in such whimsical deeds. Rival camps would certainly lash back in a cycle I fear to make a repeat of bloody consequences years ago, e.g. the 2009 “Maguindanao massacre” of 58 people including 32 media

workers.

Wish No. 2 – I ardently wish for Divine intervention in the settlement via write-off of the still ballooning over P14-billion debts of the Lanao del Sur Electric Cooperative (LASURECO) and over P2-billion debts of the Maguindanao Electric Cooperative (MAGELCO).

Local pleas for creditors to condone the debts when LASURECO was saddled with less than P2billion debts and the just facing only about P800-million loans did not gain favorable attention from higher authorities. Now the debts reach a highly alarming level, I wish God will twist the mindset of higher authorities – the DOE, PSAM, NGCP and etc. –into writing off the debts as the BARMM governance came into the rescue of the two power cooperatives.

Wish No. 3 – I strongly wish for an end in the year-old squatting of lands inside the Mindanao State University-main campus in Marawi City.

As one of pioneer residents of the MSU main campus, I am immensely disturbed to see unauthorized residences outnumbering hundreds of stateowned buildings in the academic ground.

I also hope that the current MSU system leadership will abide faithfully by the state-

Marawi of my dreams: A Sentimental Journey nicipality and made capital town of the undivided province of Lanao by virtue of a resolution adopted by the legislative council under the commonwealth regime in 1907. It was later renamed and made a chartered City in 1940 pursuant to RA 1522 sponsored by Senator Domocao A. Alonto. In 1986, its name was changed to the Islamic City of Marawi pursuant to Parliamentary Bill No. 261 of the Batasang Pambansa during the Presidency of Ferdinand E. Marcos. The city is host to the main campus of the Mindanao State University System, the flagship and biggest campus of the state university system in all of Mindanao.

This is located on a scenic plateau with an area of more or less 1000 hectares of what used to be farmland overlooking the majestic lake Lanao.

The city is also home to such educational institutions as the Kamilor Islam College, the Pangarungan Islamic Institute, the Pacasum College and the Danselan Junior College a satellite branch of the Siliman Universtiy in Dumaguete City. It boasts of some of the biggest and most beautiful mosque one can find anywhere in the country as well as houses that feature unique maranao carvings called ukir. Decorative brassware, the socalled bladed weapons of Moreland and beds made of brass and metals are also in sight to enrich the eyes and fes-

tive minds of the native residents of the city and visitors from various parts of the country. All said, the Islamic city of Marawi is the center of Islamic education and indellible cultural and tra- ditional heritage of the Filipino-Muslims.

I am not a native son of Marawi but I was raised and grew up in Marawi and studied there from elementary grades up to my graduation in college. I love the place as my own, because it is where I have learned the realities of life, its ups and downs, its highs and lows, and how it feels to win or lose in the battle of emotions. The Bridges over the mighty agus river that link the city proper and its expansion area to the north side of the river are mute witness to the great battles fought in the name of selfpreservation first in 1972 in the so-called Battle of Marawi and the second in 2017 in the now famous Marawi Siege.

I write this article in the hope that it will rekindle memories of what was once the beautiful Marawi and ignite interest for its rehabilitation, even it will not be in its old fame or glory as this will never happen, but to ensure that expectations and commitments made will find fulfillment and usher new beginnings to re-trace our way back in time. More than the material wealth lost, rampaged or destroyed by the guns, canons and bombs that bombarded and flat-

tened the city, it is the tears that flowed from the eyes of a lost and forsaken people, the perspiration that cover their faces the pangs of hunger that they have to bear will always haunt them to eternity After more than four (4) years since the first bomb was dropped to signal the intensity of the military assault to uproot the Maute group from their fox holes and enclaves the people can only cling to their hopes on the efforts to rebuild Marawi. The calls for definite and concrete efforts to make good on the government commitment to rebuild Marawi had been incessant and unmitigated, and will not be until our voices are heard in every nook and corner of the country.

Let us keep our faith in the Maranao leadership that they will uphold in honor and dignity the legacy of our forebears standing strong, firm and unafraid against foreign invaders and going as far as declaring the independence of Danselan from the Commonwealth government and sending this message to President Franklin Delano Roosevelt of the United States of America the lone super power at the time.

But more than all of these, let us keep our faith in God Almighty that in our lifetime, the Islamic City of Marawi will stand vibrant and glowing again like the song of old, a Psplendor on the grass. (PMT)

BARMM execs ask audience with PRRD as dissenters lobby for veto of BTA extension bill

OTABATO CITY – The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) officialdom is countering a purported move by dissenting quarters to persuade President Duterte to veto the ratified bills, which seek to defer the 2022 parliament election and extend the Bangsamoro Transition Authority (BTA) lifespan to 2025.

Top BARMM executives would travel to Manila before the weekend for an audience with the President to quell efforts by dissenters for a Presidential veto of the approved bills on the issue, Philippine Muslim Today news sources said.

“They were booked for flights to Manila tomorrow to meet the President because of a concerted move for his veto of the harmonized bills,” one of the sources, who asked not to be named for lack of authority, said Thursday night.

The sources mentioned no exact date of the Palace audience, saying only that it was prompted by a “last ditch” move allegedly by the allied quarters of Governors Sakur Tan of Sulu, Mariam Sangki-Mangudadatu of Maguindanao, and Suharto “Teng” Mangudadatu of Sultan Kudarat, Cotabato City Mayor Cynthia Guiani-Sayadi, and Deputy Speaker Mujiv Hataman of Basilan’s lone Congressional district.

The purportedly allied five political leaders could not be reached for comment as of press time. But BARMM officials, notably those steering the United Bangsamoro Justice Party (UBJP), had tagged them in “overt” and “discrete” drives against the parliament poll deferment and the BTA lifespan extension under Senate Bill 2214 and House Bill 10121.

Despite opposition, Senators passed SB 2214 on Sept. 6, while the House approved its version on Sept. 15 or a day after President Duterte certified the measure as urgent.

One Sept. 21, the Senate and the House convened their bicameral conference and approved a reconciled version, which substantially adopted the lower chamber’s prescription that upon enactment of the harmonized bill, President Duterte may appoint a new pool of BTA members for a term ending on June 30, 2025.

On the same day, the House panel submitted the bicameral report to its plenary where lawmakers ratified it instantly. The Senate, for its part, ratified the bicameral conference committee report on Sept. 27.

Undersecretary for Population and Development (POPDEV) Juan Antonio Perez III, MD, MPH attributes the 2020 birthrate decline to the combined impacts of fewer marriages, women delaying pregnancies during the pandemic, and the increase in women using modern family planning methods to prevent unplanned pregnancies.

“What we feared at the onset of the pandemic did not happen,” POPCOM’s executive director declared. “From the PSA numbers, it is clear Filipino women are deciding to delay having children, and families are deferring, or avoiding, to have more kids, as they were made well-aware of the possible hardships and inconveniences in se-

curing medical, as well as family planning services, since the pandemic has severely impeded health-care systems.”

Despite also being heavily compromised due to ensuing travel restrictions and limited local health-care capacities, Perez is also pleased with the outcome of family planning services in the country in 2020, with the addition of 400,000 users nationwide, which brought the total to more than 8 million protected Filipino men, women and couples.

Concerted efforts by the national government in support of local government family planning services, allied agencies, as well as stakeholders from the public and private sector raised the level of Filipinos’ awareness and interest on the potential risks of conceiving and giving birth during the health crisis. POPCOM has also sought to expand community-based family planning services through its National Program on Population and Family Planning, or NPPFP, which the agency started implementing in 2019.

after World War 2: “Filipinos will eventually learn to live with Covid19. As such, we may see increased births after the era of Covid, with family planning helping couples avoid unplanned pregnancies, unlike in the late 1940s and 1950s when there was no family planning program.”

With regard to the decline in the number of those entering into married life, Perez opined that generally for Filipinos, being in a relationship has become more “informal,” with figures declining from a high of 593,553 couples who tied the knot in 2003.

“As such, POPCOM will devote a significant amount of its energies on young people who are now living together, and are having difficulty in acquiring family planning services, under its recent mandate to address the root causes of teen pregnancy,” he stated.

With the agency’s implementation of appropriate programs and unrelenting efforts that positively affected 2020’s low birth rate, the POPDEV undersecretary said family planning is just as vital in a health crisis, as it is a means to cope with life in post-pandemic scenarios: “Alleviating poverty and the ability to plan one’s life should go together.” (PR)

Can these groups be organized in a very limited time frame? Of course, it can be done. We did it with UNIDO – matching the overwhelming resources and forces of the Marcos government with its broad coalition of the Kilusan Bagong Lipunan (KBL). If a brilliant President governing as a de jure dictator with overwhelming forces can be defeated how much more one who is not brilliant and a highly vulnerable de facto dictator?

Achilles heels: Both Bongbong and Digong have obvious Achilles heels. One is a dictator and the other is a son of a dictator. Both have indefensible records of human rights violations. They both represent national administrations which are notorious for graft and corruption including wanton violations of the Constitution. Of the two, Digong is more notorious – perceived to be lying like Adolf Hitler, murderous killings of the poor and the defenseless without due process of law, tolerating and coddling grafters and drug lords, making promises which were not fulfilled, giving away national territory and exclusive economic zones to Communist China, inability to solve problems and saying what he does not mean. If President Duterte were a virus, he is of pandemic and pestilential proportion. No vaccine will work with those infected by the Duterte virus.

However, if the 2023 voters would miraculously be educated, the Duterte-Bongbong tandem will be Dead Beat (DB) or Dead Meat (DM). The reality, however, is the Filipino voters, as a rule, are not educated - that is why they elected Duterte, Pnoy, Gloria and Erap as Presidents.

Other wannabes: The others who announced to run for Presidents except Vice-President Leni Robredo and the X-Factor are all Digong’s men once upon a time. Now, they see the ship of Digong sinking, so like rats deserting a sinking ship, they

are abandoning Digong - Senators Pacquiao, Sotto, and Lacson and Mayor Isko Moreno. There is really no intelligent choice among them. They are all made of the same banana as Digong. Hope for a better tomorrow does not attach to anyone of them.

If by some twist of fate anyone of them becomes President – the country will wallow in the same mire as in the past two decades. It will be tragic, despicable and reprehensible.

VP Leni Robredo: She and the X-Factor are the only hopes for the Opposition. Robredo, if she has intelligent advisers need to build a strong Opposition that can match the forces of Duterte. For one, she should have the votes of all the women except the women of the night who enjoy Viagra and the money of Digong and Bongbong. Two, she could have the overwhelming support of the Bicol vote, Three, she can have a big slice of the intelligent vote in this country. Four, she could have the votes of those who are repelled by extra-judicial killings, the belittling of women by Duterte, Duterte’s government killing of activists, Duterte’s wanton violations of the Constitution, Duterte’s saying that the Christian God is stupid and its saints idiots, Duterte’s surrender to Communist China of Philippine territory and exclusive economic zones, and the incompetence of the Dutert4e government as a whole.

X-Factor: The only candidate for system change is the X-Factor. He is for a welfare state, parliamentary and federal system, lean and clean government, revision of the Constitution, an agro-industrial developed country, self-sufficiency in prime commodities at the lowest possible price, free education from the lowest level up to the universities, free medicines and medical attendance as well as free hospitalization for the poor and the middle class, abolition of poor urban and rural colonies and enclaves, recovery of Marcos trillions and ill gotten wealth of others; nationalization of power, water and

other public utilities; retrieval of the Yamashita and other buried or reburied treasures; development of titanium, plutonium, platinum uranium and deuterium by the government with Filipino entrepreneurs and business groups, re-inventing the banking industry; building a nuclear arsenal together with modern weapons like nuclear powered submarines, battleships, frigates and fast vessels moving vessels armed with Exocet and other missiles as deterrent to the bullying of major powers; creation of selfcontained agricultural communities; building high rise and medium rise buildings for social housing for the poor and the middle class; developing an automotive, air and marine industry; living wage for all workers in the private and public sectors; revolutionary changes in the justice system, education, economy, agriculture, labor, party and electoral system, monetary policies; developing ASEAN as a cohesive economic and defense group with its own currency like the European Union; eradication of illegal drugs and their criminal components in a period not exceeding one year; eradicating graft and corruption in a time frame not exceeding three years in all levels; and urging the UN to get rid of the veto power in the Security Council of the five major powers and if it does not do so, for the ASEAN to leave the current UN and organize a new UN of non-aligned countries composed of the ASEAN countries, countries in Latin America, Africa and the Middle East with an armed component to enforce its decisions; weekly reorientation of all Filipinos to build a democratic system which will be the leading example of democracies all over the world.

This is a tall order. With a leader who has integrity, character and discipline with brains in his balls and balls in his brain together with the best and the brightest with similar qualities, committed to God, people and country, how can we fail?

Salapuddin said “Islam is a perfect way of life and politics is an institution for good governance.

Both are victims of its undesirable and unscrupulous practitioners,” according to the politician from Basi-

lan who at one time became also the Deputy Speaker for Mindanao in the House of Representatives.

He said he could not understand why some people focused on the declaration of Martial Law that happened many years back when in fact it is Bongbong Marcos is the candidate for President. Is it correct and appropriate that he is made to answer for what his late father did?

Salapuddin explained that Bongbong has nothing to do with the declaration of Martial Law in 1972 when he was still a young boy and he was not a president nor a policy maker.

BARMM execs ask audience with PRRD as dissenters lobby for veto of BTA extension bill After the Senate and House ratifications, the government printing office will print the revised bill in a process called “enrolling” to give the President 10 days to sign or veto the enrolled bill, legislation experts said.

They pointed out that the bill will automatically lapse into law in case the President fails to sign it after 30 days.

Amid purported campaigning for a Presidential veto, Palace Spokesperson Harry Roque announced on Oct. 11 that he was expecting a postponement in the 2022 BARMM parliament election and a BTA lifespan extension to 2025.

"Well, all I know is that both Houses (of Congress) have passed ito (reconciled bill). So there is no impediment for it to become law. It becomes a law if the President does not sign it within a certain

number of days," Roque was quoted as saying in a Philippine News Agency (PNA) report.

BARMM officials said the allied dissenters have resorted to a Presidential veto stride after their failure to obstruct the legislative process in all stages.

They said the dissenters’ efforts had prompted the President to adopt a “neutral” stand on the proposal for parliament poll deferment and BTA lifespan extension. The President issued an urgent notice only after the Senate endorsed the proposal via SB 2214.

Rumors about the veto drive surfaced after the UBJP, a political party of the Moro Islamic Liberation Front (MILF) and some key BARMM officials, fielded candidates against incumbent Maguindanao and Cotabato City officials in the 2022 elections.

The UBJP bets in Maguindanao are led by Rep.

Esmael “Toto” Mangudadatu, who fielded his wife – beauty queen Sharifa Akeel – to run for governor in Sultan Kudarat against the reining camp of Governor Mangudadatu, husband of the Maguindanao governor.

The regional party also fielded a full slate led by former three-term Councilor Bruce Matabalao against Mayor Sayadi and her ticket.

AVAO CITY – Officials of the Brunei Darussalam-Indonesia-Malaysia-Philippines East ASEAN Growth Area (BIMP-EAGA) have convened lately to review the progress on member countries’ implementation of major projects and key deliverables outlined in the BIMP-EAGA Vision 2025.

The Mindanao Development Authority MinDA Undersecretary Janet Lopoz, a BIMP-EAGA Philippine senior official, said the event tackled ways of revving up the implementation of outlined projects to focus on parallel response, management, and recovery initiatives amid the prevailing global health crisis.

Lopoz said the agreed strides included speedy execution of priority infrastructure projects, opening of travel bubbles, improving transport and trade facilitation, implementation of One Borneo Quarantine Initiative, promotion of Special Economic Zone (SEZ) development and cooperation in economic corridors, creation of renewable energy and power energy efficiency, creative industries, and sustenance of support local communities.

Meeting discussants also decided to fasttrack e-commerce and support start-ups, develop cross-borders value chain and promote high value food industry, develop BIMP-EAGA Tourism Recovery Framework, foster green investments, sustainable urbanization and smart cities, and reskilling and up-scaling for a competitive workforce, Lopoz said.

“We will continue to

rely on the strategic pillars in moving projects forward with economic corridors providing spatial focus. Results-based monitoring and evaluation, as well as reporting, will be more structured to ensure that goals and objectives are met in a timely manner,” Tamayo quoted Lopoz as pointing out at the meeting.

All discussants have reaffirmed their commitment to a more robust socioeconomic convergence across all sectors in the subgrouping and the greater ASEAN, according to Lopoz, who now steers the MinDA operations after Chairman Manny Piñol resigned lately to gun for a Senate seat.

INGREDIENTS: Water for boiling 1/2 lb. (0.2 kg) thinly sliced beef for sukiyaki, cut into pieces 1/2 tablespoon oil 1/2 onion, sliced 1 teaspoon grated ginger 1 teaspoon chopped scallion Beni shoga SAUCE: 1 tablespoon Mizkan, Bonito Flavored Soup Base 1 teaspoon soy sauce 1 1/2 tablespoons Mizkan Honteri Mirin 1 teaspoon sugar INSTRUCTIONS: 1. Bring a pot of water to boil. Turn off the heat and add the beef into the water, and immediately scoop them out with a strainer and set aside.

2. Do not overcook the beef. Discard the water.

3. Mix all the ingredients in the sauce in a small bowl. Stir to combine well.

4. Heat a skillet on medium-high heat and add the oil. Add the onions and grated ginger and saute until the onion becomes soft.

5. Add the beef and the Sauce into the skillet, stir to combine well. Stir the beef and onion a few times and turn off the heat.

6. Fill the rice bowls with steamed rice and top the simmered beef on top of the rice.

7. Garnish with some chopped scallion and beni shoga.

8. Serve immediately.

Troops neutralizes drug personality in Tawi-Tawi COTABATO CITY — A drug personality was killed and neutralized by the government forces in a joint operation in Tawi-Tawi on October 10 where his firearm and ammunition as well as illegal drugs were also seized.

Major Andrew Linao, spokesman of the Western Mindanao Command (WestMinCom) on Wednesday said based on the report, “Samsuddin Sangkahan, a.k.a. Sonny Boy was neutralized by personnel of the Marine Battalion Landing Team12 and Sitangkai Municipal Police Station (MPS) who were serving him the Warrant of Arrest for violation of Section 11, Article 11 of Republic Act 9165 in Barangay Datu Baguinda Putih, Sitangkai, Tawi-Tawi last Sunday.”

Col. Romeo Racadio, commander of Joint Task Force Tawi-Tawi said the target resisted arrest and

initiated gunfire against the operating troops. “A brief exchange of fire ensued, yielding to the neutralization of Sangkahan,” Col. Racadio added.

Seized by operating troops were a cal. 45 pistol with one magazine and three live ammunition, two empty shells of cal. 45, and a dud bullet of cal. 45.

All recovered items are placed under the custody of Sitangkai MPS for proper disposition while the cadaver of the slain drug suspect was turned over to his family for proper Islamic burial.

As proof of such ownership, respondent issued in favor of petitioners a Certificate of Title denominated as OCT No. P-941, a copy of which is hereto attached as Annex “B” and is made an integral part of this petition. Other proofs of plaintiffs’ ownership and possession are the following: 1) Declaration of Real Property, which is hereto attached as Annex”B-1”, and is made an integral part of this petition; and 2) Barangay Certification of Land Ownership, which is hereto attached as Annex “B-2”, and is made integral part of this petition;

However, based on the RE-SURVEY PLAN OF LAND of FPA-123617-41, a copy of which is hereto attached as Annex “C”, and is made an integral part of this petition, the technical description is as follows:

WHEREAS, the above-named legitimate children are the exclusive and only compulsory heirs of the late spouses and they hereby agree to adjudicate and partition among themselves, as they have adjudicated to themselves the above-described one (1) parcel of land in accordance with Section 1, Rule 74 of the 1997 Revised Rules of Court of the Philippines.

WHEREAS, by virtue of the above agreement among the only and exclusive heirs, the exclusive heirs hereby AGREE, by and among themselves, that the Property Regime that will govern them from now on in CO-OWNERSHIP. Thus, all three (3) compulsory heirs will own all the above-mentioned properties in EQUAL SHARES being the legitimate children of their parents; WHEREAS, the parties hereby undertake to comply and register the above-described property in accordance and in consonance with Act No. 496 as well as of the Land Registration Act, Articles No. 1621 and 1623 of the Civil Code of the Philippines and Rule 74 of the 1997 Revised Rules of Court of the Philippines and to publish the same in a newspaper of general circulation in accordance with the Rules of Court.

Because of such difference, and to avoid conflicting claims, there is a need for correction of entry in said Certificate of Title. Thus, the instant petition is filed pursuant to Section 108 of P.D. 1529, otherwise known as the Property Registration Decree.

With these allegations, Petitioner prays that after due notice, publication and hearing, an Order be issued directing respondent Register of Deeds of Marawi City, Lanao del Sur, to make the necessary correction of entry in the Original Certificate of Title No. P-941.

The Petitioner is directed to publish this Order in a newspaper of general circulation for three consecutive weeks and to notify all adjoining owners, the Land Registration Authority and the Department of Environment and Natural Resources. Petitioner is also directed to post this Order in the Bulletin Boards of the City Hall of Marawi City, the Office of the Register of Deeds of Marawi City, the Office of the Barangay Chairman of Bacolod Chico, Marawi City and in the bulletin board of this Court for at least 15 days prior to the date of hearing.

Respondent Registrar of Deeds of Marawi City or any person or party who has an interest in the petition, may file his or her opposition within 15 days from notice of this petition or from the last day of publication of this Order.

DOST-12 vows aid to Marawi evacuees through scitech

BY ROCAYA SUMNDAD OTICAL MARAWI CITY, Lanao del Sur — As the rehabilitation of Marawi still goes on, and internally displaced persons still recovering, the Department of Science and Technology in Central Mindanao (DOST-12) commits to pour out more support for the city and its constituents through science and technology.

DOST-12 Regional Director Engr. Sammy P. Malawan stressed that science and technology is manifested in individuals’ lives which must be significantly magnified, according to a state-media report recently.

The Philippine Information Agency (PIA)

quoted Malawan as saying, “We know for a fact that science and technology encompasses and applies in all aspects. We live and breathe science. Every day, we come across this.”

The DOST-12 chief spearheaded the giving of sets of Science and Technology Academic and Research-Based Openly Operated Kiosks (STARBOOKS) on Wednesday, October 6.

Malawan recognized and longed to deliver more assistance and projects to implement, which were unfortunately hampered especially in 2019, after encountering several challenges due to the pandemic.

“We really have to work hard para maimplement kasi sabi namin, itong program ay para sa [to implement because as we say, this program is for] Marawi and this should be given to the Marawi people…The endeavour to ensure public service, particularly to serve the disadvantaged must be among our priority,” said Malawan.

As the DOST-12 pursues its mission of rendering service to displaced citizens in the city, it appealed for cooperation to effectively put into function its programs and initiatives. (With PIA-Lanao del Sur)

Algeria demands ‘total respect’ from France to return ambassador to Paris ALGIERS — Algerian President Abdelmadjid Tebboune on Sunday affirmed that the return of the Algerian Ambassador to France could be conditional on “total respect” from Paris for Algeria.

In an interview aired live on the local media, Tebboune said, “We can’t act like nothing happened … and our ambassador will return to Paris only when France shows total respect for the Algerian state.”

Tebboune’s statements refer to Algeria’s recalling of its ambassador to Paris and banning French military

planes from its airspace, following statements of French President Emmanuel Macron last week in which he criticized the Algerian regime.

This new episode of tensions between Paris and Algiers was provoked by a French deci-

sion later in September reducing the number of visas provided to Algerian officials by 50 percent.
