BARMM in Focus RAIN OR SHINE, BARMM CONTINUES THE MANDATE

T

he Bangsamoro government has so much to show in the previous week in the performance of its mandate to provide a better life to its constituents who for decades lived in violence and war-torn region yet to see a sustainable peace and development. Just recently, the region’s local government and interior ministry has inaugurated several government centers across the Bangsamoro region, especially those which have either no town nor barangay government halls, and municipal police stations. Continuing the BARMM efforts to develop the region despite the pandemic nemesis and the very recent storm weather and typhoons, the Ministry has also conducted ground-breaking of several of its projects across the Bangsamoro autonomous region which Minister Naguib Sinarimbo has vowed to continue no matter how cruel the circumstances may be engulfing the country in general and the region in particular. PMT

S

everal regions in the country are still reeling after the destructive onslaught of Typhoon Odette, which wrought a great deal of damage along its path. While mainstream media focused on the Visayas and Northeastern Mindanao, the fact that several Moro communities in the Lanao Provinces were also affected escaped notice of all but a concerned few. For instance, Bubong, Lanao del Sur was struck by massive floods which made its residents frantically scramble for assistance. It is not the first time that the area has been devastated by such a natural calamity. In

2017, Typhoon Vinta had also affected the town and other Lanao del Sur municipalities. While it is true that since then, the region has begun to give attention to disaster response and risk reduction, there is a need to heighten proper environmental governance. Take for example, the illegal logging that is rampant and rapidly depleting the region's forest cover. The deluge brought on by Typhoon Sendong which claimed many lives and destroyed property in late 2011 became a clas-

sic cautionary tale of what could happen if illegal logging were to continue, unchecked and unhampered. Another is the lack of attention given to watershed areas, lack of sustainable and proper waste management schemes. Then, there is the pressing matter of climate change and its effects on weather, crop cycles, and water supplies. There is no telling as to what major natural

MILG opens new police station building in Lanao Sur town COTABATO CITY – The interim Bangsamoro autonomous government, through its Ministry of the Interior and Local Government (MILG), inaugurated and turned over last December 13 the newly built municipal police station edifice in Marantao, Lanao del Sur, ending decades of cops’ discomfort in a school-type prefab or makeshift building. MILG Minister Naguib Sinarimbo led the inauguration and turnover rites alongside representatives of Police General Eden Ugale, regional police director for the Bangsamoro autonomous region. “This is the first completed municipal police station (edifice) funded by the Bangsamoro government. More (units) are to be inaugurated. The PNP officers who joined us were impressed both with the speed of the construction and the quality of the workmanship,” Sinarimbo said in a post. The construction of the Marantao building ran simultaneously last May with similar police edifices in Amai Manabilang in Lanao del Sur, and in Datu Blah Sinsuat and Rajah Buayan in Maguindanao, records at the MILG showed. Observers including media people said the completion of the modern police station building effectively ended obvious discomfort among policemen in Marantao, who had been holding office and dispensing functions at a prefab school-type edifice in front of the municipal government hall. Lack of decent police station buildings in 123 towns across the Bangsamoro region constituted one of inadequacies in the defunct 29-year old Autonomous Region in Muslim Mindanao (ARMM), an entity that had to lobby yearly for budget allocations from Congress. The advent of the Bangsamoro governance makes the difference as it is entitled to an annual block grant and national subsidies automatically without the intricacies of lobbying for Congressional appropriations. In the early inception of the BARMM governance, Minister Sinarimbo received information that some towns in Lanao del Sur had experienced seeing arrested crime suspects tied up in flagpoles due to absence of police station edifices at the height of the Marcos government. Marantao Mayor Akhira Alonto has fervently lauded the Bangsamoro government for making his town one of four immediate recipients of uniform, three-storey police buildings in the region. Lanao del Sur Gov. Mamintal “Bombit” Alonto-Adiong Jr. has conveyed similar words of appreciation to the MILG and interim Bangsamoro Chief Minister Ahod “Hadji Murad” Ebrahim, saying: “Providing full support to our police assures better policing in our province.”

The vision for the center is to be known as the leading resource center of excellence in providing technical education and skills development hub for Lanao del Sur. With its theme, “Advancing technical and vocational knowledge and skills for an evolving Bangsamoro Society,” the said activity was held at its new extension office located at barangay Datu Saber, Marawi City. The strategic goals are improving equitable access to and participation in inclusive quality education, quality of teaching and learning, human resource management, student services for effective delivery of quality technical education, state-of-the-art library facilities, safe and conducive environment for all, and adding COVID-19 preparedness and response plan. The plan was developed with inputs from PCMDC employees and some TVI partners, who provide their perspective to help shape PCMDC and guide engagements with its partners and beneficiaries as it drives toward a more equitable and sustainable future for its workforce and nation. “I am proud to share the 2022-2026 PCMDC Strategic Plan, and I am confident it will serve as a comprehensive and powerful guide as we navigate the next five years as a training center”, said Administrator Macapaar who recently assumed the position. Additionally, the refreshed plan highlights the need to establish flexible and alternative modes of delivery to prepare and respond to the unprecedented pandemic crisis. The said activity was facilitated by Prof. Gaphor M. Panimbang of Adiong Memorial Polytechnic State College. ROCAYA SUMNDAD OTICAL

BARMM gears up for Shariff Kabunsuan Festival 2021 By ALI G. MACABALANG

C

OTABATO CITY – The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) governance has geared up for a pompous celebration of the Shariff Kabunsuan Festival 2021, lining

MTIT Director General Roslaini Alonto-Sinarimbo in a recent interview. (AGM) Spearheading the festive commemoration is the BARMM’s Ministry of Trade, Investment and Tourism (MTIT) setting five segments of activities to revive the celebration after a two-year lull from 2019 to 2020. National and local officials were preoccupied with the formation of the BARMM governance in the last two years. The city government of Cotabato, now a component of BARMM, held its own celebration of the 2019 festival, it being the seat of the Maguindanao Sultanate established by Shariff Kabunsuan as its first Sultan in 1520. The past regional autonomous governments had lstaged the celebration of the festivals since the Marcos era, it was learned. The initial leg of the five-segment celebration kicks off on Monday, December 13, with a weeklong trade fair, tourism exhibit and photo gallery at the BARMM government seat in this city, according to MTIT Secretary General Rosalini AlontoSinarimbo. Sinarimbo said the second segment covers a kambayok and kulintan g contest on Dec. 14-15 at the compound here of the Mall of Alnor, with prospected contests slugging it out via rendition of genealogy-based ethnic songs and Moro native gongs and other instruments comprising kulintang. The third segment will focus on a Habing Bangsamoro Runaway Show on Dec. 17, featur-

ing various ethnic clothes made of hand-woven fabrics including those to be worn and showcased by BARMM government personnel. This will be held at the Shariff Kabunsuan Cultural Center, an edifice inside the BARMM government compound named after the Arab-

Malay missionary. Sinarimbo said 2018 Miss Asia-Pacific and Mutya ng Pilipinas Sharifa Akeel, now wife of Maguindanao Rep. Esmael Mangudadatu, will lead the fashion show wearing varieties of colorful ethnic clothes at the event. Akeel did a similar ethnic fashion show in the 2019 “Inaul Festival” of Maguindanao, which attracted national and international designers and artists. A Guinakit fluvial parade, constituting the fourth commemoration segment, will showcase along the Tamontaka River to Bubong in this city of revelers aboard and trailing replicas of colorful mini-boats called gunakit. This will reckon the arrival

up activities starting on Monday, Dec. 13 in honor of the Arab-Malay Islamic missionary cum royalty and trader. aboard guinakit of Shariff Kabunsuan in Maguindanao in 15th century, Sinarimbo said. She said the fifth segment is called kandulang event on Dec. 19, during which BARMM officials and guests will jointly partake foods in Moro decorated trays (dulang) constituting a thanksgiving dinner for the celebration. The event will showcase varieties of Bangsamoro foods and delicacies rarely known to other people, she said. The weeklong celebration will be capped by a convergence of hosts and guests in the vicinity of the panoramic grand mosque or Masjid Sultan Bolkiah in this city, she said. During the entire commemoration, Sinarimbo said, the MTIT will promote principal products in BARMM, namely palm oil and coconut in Maguinda-

this writer as the president of the Bangsamoro Press Corps. Sinarimbo reminded prospective participants and guests of the celebrations on the BARMM government’s adherence to standard protocols in the prevailing COVID-19 pandemic. History According to Wikipedia, Shariff Muhammed Kabungsuwan was the first Sultan of Maguindanao, a royal government he founded after arriving in the province in 1520. He was an Arab descendant of Prophet Mohammad (s.a.w.). His mother was a Malay daughter of Sultan Iskandar Zhulkarnain of Malacca. His recorded name “Kabungsuwan” in Maguindanao tradition means “youngest” among three children. His eldest brother, Ahmad is said to have established the Brunei

nao, abaca in Lanao del Sur, seaweeds in TawiTawi, and rubber in Basilan, and coffee in Sulu. Sulu’s coffee was acknowledged for its very high quality in a recent global assessment meeting held abroad, she said. Sinarimbo said the weeklong celebration, as may be gleaned from the nature of lined-up activities, will reflect the personalities of Shariff Kabunsuan as a trader, royalty and Islamic missionary. “Shariff Kabunsuan did not only bring Islam but culture, tradition, commerce and trade and love for the natives of this island,” she told an interview over Manila-based DWIZ hosted by veteran journalist Lolly Acosta and

Sultanate while his other brother Alawi is said to have set up the Sulu Sultanate. Shariff Kabunsuwan is generally regarded as the one who principally introduced Islam in Lanao and Maguindanao regions in the early 16th century. He came after Shariff Makhdum, also an Arab missionary, came to Sulu and spread Islam. He traded in T’buk (old name of Malabang) in Lanaodel Sur where he got married to a Maranao princess Angintabo, a daughter of Rajah Simbaan of T’buk. He reigned in the Maguindanao Sultanate from 1520 to 1543. He was succeeded by Sultan Makaalang Saripada. He died in 1543 and was buried in Butig, Lanao del Sur. (AGM)

And the exciting moment is set today, Saturday, Dec. 18 for the members of the S'bang Lafang B'laan Community at sitio Tampuan in Barangay Kamanga, Maasim town, according to the Center for Energy, Ecology, and Development (CEED). The project, pursued by the community, the CEED and partner-entities backed by the New Zealand Embassy, will be opened in symbolic ceremonies starting at 10a.m., Aryanne De Ocampo, head of the CEED Advocacy, Networking, and Communications Program, said in a statement sent to media outlets. New Zealand Ambassador Peter Kell would grace the event with the attendance of community and CEED officials, Maasin Mayor Zyrex Pacquiao, Sarangani Steve Solon and representatives of the academe – USTP Vice Chancellor Clint Django Pacana and Mindanao State University Vice Chancellor Virgilio Ramos, De Ocampo said. Iran: Israel root cause of all troubles in Middle East

ranian Foreign Minister Hossein Amir Abdollahian has said that Israel is the root cause of all the problems affecting the Middle East, PressTV has reported. Abdollahian also took aim at the few Arab states that have normalised relations with the occupation state for going against the interests of the Muslim Ummah. The minister made his comments yesterday during a telephone conversation with Ismail Haniyeh, the head of the political bureau of the Palestinian Islamic Resistance Movement, Hamas. He congratulated Haniyeh on the 34th anniversary of the movement's establish-

ment. "Hamas is among the pioneers of the Islamic resistance front for the liberation of Holy Al-Quds [Jerusalem]," he pointed out, "and plays a pivotal role in restoring the historical rights of Palestinians." Referring to the British government's recent plans to proscribe Hamas in its entirety as a terrorist organisation, the Iranian diplomat described the move as politicallymotivated against the Palestinian people. Haniyeh expressed his appreciation of Tehran's continued support for the Palestinians and praised the late Iranian General Qasem Soleimani, who was killed in a US drone strike in January

2020. "We remember General Soleimani with honour and we appreciate the Islamic Republic of Iran's support for the Palestinian cause and resistance all through the years following the victory of the Islamic Revolution," said the former Palestinian prime minister. OPINION: Only Arab states aligned with Iran will oppose Zionism The Hamas official also condemned the UAE for its normalisation with Israel and the historic visit by Israeli Prime Minister Naftali Bennett to Abu Dhabi this week. "We did not expect Arab countries to embrace Zionist assassins, whose hands are stained with the blood of

the Palestinian people," Haniyeh explained. It has been reported that Bennett's talks with de facto UAE leader Sheikh Mohammed Bin Zayed and other Emirati officials focused on mutual security concerns regarding Iran. Reacting to Bennett's visit, Iran's Foreign Ministry spokesperson Saeed Khatibzadeh said on Monday, "The acceptance of the prime minister of the illegitimate regime, which has been the cause of insecurity, tension and incitement to war in the Arab and Islamic countries for more than 70 years, will be recorded in the historical memory of the Palestinian people, the people of the region and all freedom fighters." UK records highest daily infections since start of pandemic

L

ONDON – The UK on Wednesday recorded its highest daily number of Covid-19 cases since the start of the pandemic. The daily case-count reached 78,610, beating the Jan. 8 record when the UK was in its third national lockdown. The substantial rise in cases has prompted a warning by UK’s Chief Medical Officer Chris Whitty who has called for people to “prioritize what matters.” "I'm afraid we're also seeing the inevitable increase in hospitalizations up by 10% nationally, week-on-week, and up by almost a third in London,” Whitty said, adding that cases are rising by the “very rapidly-growing” Omicron variant. "I'm afraid we have to be realistic that records will be broken a lot over the next few weeks as the rates continue to go up," Whitty said as quoted by the BBC News. The chief medical officer called on the population to not mix with people unnecessarily and to be aware that the pandemic is real and present and even more so with the spread of this new, deadly and highly contagious variant. Whitty also prompted people to take PCR and

Lateral Flow Tests when visiting vulnerable people and advised meeting outdoors with people from other households or to meet in areas with good ventilation. Prime Minister Boris Johnson also made clear that the government was not cancelling Christmas holiday events and that there would be no restrictions on gathering or the closure of restaurants and cafes as well as pubs, but offered a caution to people when thinking about socializing. On Tuesday, the Parliament voted in favor of implementing ‘Plan B’ measures -- new restrictions that could see mask mandates in public venues and public transport as well the introduction of vaccine passes. The UK on Sunday raised its Covid-19 alert to Level 4 -- its second-highest level -- amid a surge in cases of the omicron variant. Level 4, according to the government’s guidance, means "a Covid-19 epidemic is in general circulation; transmission is high and direct Covid19 pressure on health care services is widespread and substantial or rising.” The country had been at Level 3 since May. ANILA - On December 13, the United States Embassy in the Philippines’ Office of International Narcotics and Law Enforcement Affairs (INL) held a daylong forum to examine challenges in implementing measures to fight corruption within the Philippine law enforcement and justice sectors. Organized by nongovernment organization The Asia Foundation to commemorate International AntiCorruption Day, the forum’s participants shared best practices and strategies for combating corruption in government agencies. The webinar gathered stakeholders from over 20 agencies in the law enforcement sector and those with adjudication, prosecution, and audit powers to discuss strategies for mitigating gaps in policy and administration that create areas of vulnerabilities potentially leading to corruption. Through a series of roundtable discussions and subject-matter-expert presentations, participants crafted an action plan to amplify existing anti-corruption measures within their respective organizations. Representatives from Sandiganbayan, Department of Justice, Department of the Interior and Local Government, Office of the Ombudsman, Philippine National Police, and the Presidential Anti-Corruption Commission joined the forum. In her keynote address, Sandiganbayan Presiding Justice Amparo Cabotaje-Tang emphasized the importance of embracing digitalization and the use of technology in minimizing opportunities for public corruption, and challenged participants to be leaders modeling “competence and integrity.” Sam Chittick, Country Representative of The Asia Foundation, urged participants to “explore ways in which we can all scale up anti-corruption efforts in the sector,” while INL Director Kelia Cummins congratulated the participants for their “commitment to working hand-in-hand with other government agencies and entities to ensure good governance, accountability, and transparency.” U.S. Embassy in the Philippines Chargé d’Affaires ad interim Heather Variava recognized recent anticorruption successes, including Pasig Mayor Vico Sotto’s February 2021 selection as one of the U.S. Department of State’s 12 global anti-corruption champions for promoting transparency of city government operations and improving access to information for Pasig residents. The forum was held in commemoration of the December 2003 ratification of the United Nations Convention against Corruption, which has 188 signatory nations including the Philippines and the U.S. Globally, INL provides assistance to nations to bolster capacity to counter crime, and promote public transparency, accountability and integrity.
