COMELEC resolution deprives over 200K of their Right of Suffrage — Sinarimbo

C

OTABATO CITY— Bangsamoro interior and local government minister Naguib Sinarimbo said more than 200,000 constituents of the 63 Special Geographic Areas (SGA) will be deprived of their right of suffrage and equal protection of the law if the Commission on Elections (Comelec) will not reconsider its minute of resolution No. 21-0953, a report said. Lawyer Sinarimbo said this a day after the Commission on Election (COMELEC) released its Minute Resolution Number 210953 on January 3, 2022, barring registered voters from 63 Special Geographic Areas (SGA) to exercise their rights to vote in the upcoming 2022 local elections, the Bangsamoro Information Office (BIO) said. Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) officials now appeal to the Commission to recourse its decision, it said. Sinarimbo, also BARMM Spokesperson, said that while the 63 barangays from North Cotabato have become part of the Regional Autonomous Government and no longer part of Region XII, they have not been reconstituted into appropriate Local Government Units (LGUs) pursuant to the Organic Law. He underscored that in the computation of the Internal Revenue Allotment (IRA) of North Cotabato and respective SGA municipalities, the population, land area, and income of the 63 barangays still form part of North Cotabato and their municipalities, hence constituents are still entitled to be represented and their voices be heard. Based on the recent COMELEC resolution, constituents of SGA may only be allowed to vote for the national positions pending the determination of the constituent’s local government units until the holding of the 2022 elections. Gordon to BARMM officials … from Page A1

“At this point in time, we start anew. I’d like to think of this as an effort at restoring the wonderful effort at creating the Bangsamoro. We want to promote the promise of the future now, and this is a very strong indication that we can do this. It can be done,” Gordon said during the recent inaugural BARMM Donor’s Forum held last month. “May I remind you that this is basic in developing BARMM that we must follow the rule of law, that is predictability, consistency and continuity. But, above all, the people of Bangsamoro must be part of the process of change,” he added. As former chairman of the Subic Bay Metropolitan Authority (SBMA), Gordon successfully rallied around 8,000 volunteers to rebuild the former Subic Bay Naval Base into the vibrant freeport, which generated over 200,000 jobs and international recognition. He then underscored the importance of selfreliance and cooperation as essential building blocks in erecting the BARMM into a sustainable economic zone that will gain the respect of the international community. The industries of agriculture, forestry, and fisheries, which make up 35 percent of its economy, must be developed, according to Gordon, to help raise the residents’ standard of living. One of the poorest regions in the country, Gordon provided hope for the BARMM as progress is a sure thing with reforms and credible leadership. “Bangsamoro is an integral part of our nation. With dedication and support, the region will flourish and prosper into a thriving community,” he said. “We’ve got the poorest in our country and that should give us time for optimism. The only way to go for Bangsamoro is to go up. And we must inform our public, our fellow citizens about that,” he added. As principal author and sponsor of Republic Act (RA) 11593, Gordon extended the life of the Bangsamoro Transition Authority by postponing its first elections from 2022 to 2025. Serving as volunteer-chairman of the Philippine Red Cross (PRC) since 2004, Gordon has provided more than PhP900 million worth of relief and assistance to the residents of BARMM. Among the various projects the PRC had done was the construction of 20,500 houses built for approximately 13,000 families affected by earthquakes, Typhoon Vinta, and the Marawi armed conflict. To adequately respond to the pandemic in the area, the PRC opened a molecular laboratory in Cotabato City, which caters to thousands of residents in the area. As the country’s largest testing facility, the PRC has tested over 5,000,000 samples since April 2020. Gordon also bared the PRC’s plans for 2022 by initiating a PRC campaign that will focus on hygiene and vaccination for over 100,000 individuals, and the continued stimulation of its local economy through conditional cash grants that will provide purchasing power for its residents. Local official insists on the Pikit Operation By MARK NAVALES

C

OTABATO CITY – Local officials debunked allegations of a ‘rubout or massacre’ in a police operation in Pikit, North Cotabato last Dec. 29 that killed five suspects, wounded four policemen and recovered over 400 motorcycles. Sultan, who lives in a nearby village, made the statement amid allegations from the suspects’ families that the slain suspects were summarily executed during the firefight that lasted for about three hours in Barangay Gokotan. He said the encounter broke out after armed men opened fire at a police convoy going to serve the arrest warrant against Joel Manampan which wounded four policemen. PCol. Henry Villar, Cotabato police provincial director, clarified that the area was a haven of lawless elements involved in carnapping, gun-for-hire and illegal drug trade. The Moro Islamic Liberation Front (MILF) had claimed that the area is under its controlled territory. But Villar said the only recognized MILF camp in North Cotabato is Camp Rajamuda located in Barangay Rajamuda, Pikit. “Our target based in two warrants of arrest and listed as Most Wanted Person-National Level with reward amounting to Php175,000.00 covered by DILG Memorandum

Circulars dated June 11, 2021, is criminal gang leader Joel Manampan alias Maula Manampan,” Villar said “Satar Kabunto alias Expander was the one who fired at us first even though we used a policemarked vehicle and Joel Manampan alias Maula Manampan the subject person of the warrant of arrest who was able to escape from the operating troops” Villar added. PLt. Col. Ruben Ramos, provincial chief of the PNP-Highway Patrol Group, said about 20 of the recovered 400 motorcycles were reported carnapped after the owners showed up to the police provincial headquarters with pertinent documents proving their ownership over the stolen vehicles. Two motorcycle owners appeared during the news conference and alleged that their motorcycles were forcibly taken from them by gun-wielding suspects aboard a motorcycle in Kidapawan City and Tulunan town in 2019 and 2020. “Galing ako sa South Cotabato papunta ng Roxas going to Tulunan,

No truth to martial law, total lockdown rumors: Lorenzana

Fluency in oral and written English and Filipino languages is a must.

In a press conference on Wednesday, Jan. 5, Datu Turno Sultan, president of the town’s Association of Barangay Captains, said: “There was no rubout or massacre during the police operation but was an encounter.”

Defense Secretary Delfin Lorenzana (File photo)

ANILA – Defense Secretary Delfin Lorenzana on Thursday denied claims made by a voice recording being spread on social media that the government would impose martial law by January 10 to stop the surge in coronavirus disease 2019 (Covid-19) cases in the country. "Not true. Fake news. Definitely, out of the picture," he said in a message to reporters. In the voice recording, a woman is urging the public

to stock up on food good for until January 30 on the possibility that President Rodrigo Duterte will declare martial law or total lockdown by next week. In the scenario, no one will be allowed to go out, hence the need to stock up on supplies, the woman claimed. “There is no compelling reason to declare martial law,” Lorenzana said. He said the 17,220 Covid-19 infections logged on Thursday, while quite high, are still lower than the more than 26,000 recorded in 2021. "The highest we had was 26,000 plus last year. Today we have 17,220. This variant, while more transmissible, is less virulent than Delta. Less people get seriously sick," he added. When asked whether there would be a lockdown similar to the enhanced community quarantine implemented in 2020, Lorenzana said there would be no total lockdown. He said the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF-EID) is still evaluating the situation “but not total lockdown.” (PNA)

31 Lanao Sur, Marawi coops get movable rice mills, generator sets

C

ooperatives from Lanao del Sur and Marawi City received a total of PHP37.2 million worth of postharvest facilities that were procured under the 2020 Special Development Fund of Member of Parliament (MP) Diamila Disimban-Ramos in partnership with the Ministry of Agriculture, Fisheries and Agrarian Reform (MAFAR-BARMM). These were turned over in a ceremony held at the Ministry of Public Works-BARMM Tennis Court, Matampay, Marawi City last December 22, Ramos said in a news release on Thursday. A total of 31 pieces of equipment which includes movable mini rice mills with Destoner and 13.5 KVA Generator Sets are set to benefit the 31 qualified ⁶⁶cooperatives. In addition, the Special Development Fund is in line with the Bangsamoro Organic Law which states that the government will allocate funds worth PHP5 billion per year for 10 years with a total of PHP50 billion for "Rebuilding, Rehabilitation, and Development of the Conflict-affected areas of the Bangsamoro region". In her opening remarks Ramos explained the legitimate intention of the project. We have pursued this project because we believe that in the development of an area especially in conflict-affected areas, apart from infrastructure development, the livelihood of its people must also improve. And Alhamdulillah, this has been approved because this concept is also included in the Bangsamoro Development Plan or BDP which will articulate the socio-economic development plan of BARMM in the year 2020-2022)," she said. "Nai-propose po natin na maglagay ng provision dito sa Plan ng post-harvest facilities dahil bukod sa ang ating rehiyon ay may malawak na lupain na pwedeng pagsakahan, nilalayon po nito na bigyang oportunidad at kabuhayan ang ating mga magsasakang Bangsamoro kaagapay sa kanilang pag -asenso at pag-unlad bilang isang matatag at pro-

gresibong komunidad sa rehiyong Bangsamoro (We have proposed to put a provision of post-harvest facilities in the Plan because apart from the fact that our region has vast arable land, it also aims to provide livelihood opportunities to our Bangsamoro farmers to advance a developing, stable and progressive community in the Bangsamoro region)," she added. Ramos also expressed her fervent appreciation to President Rodrigo Roa Duterte and BARMM Chief Minister Ahod Alhadj Ebrahim for their untiring service to the Bangsamoro people by advancing the establishment of self-governance through moral governance. Meanwhile, actor Robinhood "Abdul Azis" Padilla also graced the ceremony and personally congratulated Ramos and her Office's partner agencies for the success of the procurement of Mini Rice Mill Set under her 2020 SDF. "Matagal na po kaming magkasama ni Sister Jam at ngayon ay lubos akong nagagalak dahil untiunti na pong natutupad ang aming mga aspirasyon at pangarap para sa Bangsamoro katulad na lang po itong programang ito na makakatulong sa kabuhayan ng ating mga kababayang magsasaka (Sister Jam and I have been comrades for a long time and now I am very happy because our aspirations and dreams for the Bangsamoro are gradually being fulfilled just like this program that will help the livelihood of our fellow farmers)," Padilla said. Furthermore, Deputy Chief Minister Aleem Ali Solaiman, who also graced the event, said this program is proof that the government's funds are allocated to rightful projects and programs that will meet the needs of the Bangsamoro people. Also in attendance in the momentous event are MP Abdullah "Bravo" Macapaar, MP Marjanie Mimbantas, CDA Asec. Pendatun Disimban, BARMM Regional Prosecutor Atty. Rohairah Lao, Mr. Abdul Malik Hidalgo, MAFAR SDS Focal Ms. Ghalia Darping and her inspection team, Representatives of Lanao del Sur Gov. Mamintal Adiong Jr., Marawi City Mayor Majul Gandamra, MPW District Engr. Abolkhair Langilao, PD Atty. Khalid Ansano, BTA Lanao del Sur Satellite Office and other guests. USAID bares 5 Local Innovations… from page A1 U.S. Embassy in Manila said in a statement sent to the Philippine Muslim Today news on Monday. Camarines Sur’s Libmanan Water District won the grand prize for its Low-Cost Digitization and Automation Solution in the Management of Water Distribution System that uses an electronic device to record water volume and water pressure, the embassy statement said. It added that the winner’s solution has been “coded and assembled locally,” enabling water utilities to understand their operations in real-time with automated collection and transmission of data to their central system. It said the Libmanan Water District competed against 34 other entries and was selected by a judging committee composed of representatives from the water and sanitation sector to receive the 250,000-peso cash grand prize. The USAID said the four other winning solutions include: · Upgrading access to affordable clean water and a holistic approach to improving the lives of disadvantaged urban communities (Tubig at Pag-Asa/EV Water and Life); · A customizable and reusable zeolite water filter for low-resource settings (ADAM Tech); · A portable combined water purification and sterilization machine (Ozone Dynamic Ventures); and · A technology that converts wastewater to fertilizer (De La Salle University-Araneta). The four other winners got a cash grant of Php100,000, mentoring sessions, and networking support, USAID said. “Our collective effort to realize the Philippine Water

Challenge demonstrates how powerful partnership is in mobilizing citizen support for solving today’s water security challenges,” said USAID Philippines Environment Chief John Edgar at the event on December 14. Edgar added: “Our partnership started a culture and consciousness for innovation and, more importantly, established a network of innovators and solution-seekers.” National Economic and Development Authority Assistant Secretary Roderick Planta expressed hope the innovations can be expanded to reach more communities in a sustainable manner. “Let us pitch innovative ideas and solutions to angel investors and match them with startups. I call on the continued support of our private sector partners and other groups for incubation and commercial development,” he said. The PhlWC is organized by USAID, the Philippine Disaster Resilience Foundation, Manila Water Co. Inc., and Maynilad Water Services Inc. It is also sponsored by the Coca-Cola Foundation, the Embassy of Israel in the Philippines, Smart Communications, IdeaSpace, and QBO Innovation Hub—five key players in the water and innovation sectors, the USAID said. The PhlWC award will run annually and launch its second competition in July 2022, it said. In 2021, USAID celebrated 60 years of partnership for development with the Philippines. USAID harnesses the power of stakeholder-led innovations to provide safe water and sanitation services to the underserved and most vulnerable, while sustainably managing water resources. ALI G. Under the new policy of DOH, boosters may already be given to adults at least three months after the second dose of a primary two-dose vaccine of Sinovac, AstraZeneca, Pfizer, Moderna, and Gamaleya Sputnik. Those individuals with the Janssen vaccine, are allowed to have their booster at least two months after the primary single-dose vaccine is given. The booster shots will be accessible to all available vaccination sites in every Local Government Unit. The Vaccination Card issued must be presented to avail the third COVID 19 jabs. “It is very important to get the COVID 19 booster to shore up our immunity against COVID-19 especially for those vulnerable sectors”, Governor Dimaporo said. Governor Dimaporo extends her appreciation to all front liners for their continued service during this holiday season. According to Dr. Marujetta Opamen, vaccinations are still being carried out at our various vaccination sites in the province. In fact, “there will be a vaccination activity on the Municipality of Sultan Naga Dimaporo tomorrow (December 30) and will cater Municipalities of Sapad and Matungao on December 31”, Dr. Opamen said. Governor Dimaporo encourages everyone to avail of the ongoing vaccination rollout to achieve the common goal of attaining herd immunity in the first quarter of next year. The Provincial Governor also wants to convey to everyone not to be complacent particularly during this holiday season where many gatherings and parties will take place. PIO-LDN

N

ow it can be told, the United Muslim Democrats of the Philippines, UMDP for brevity, is the only Muslim political party that has attained national prominence and stature for having produced two Philippine Presidents, one Vice President and one in the making and, a Speaker of the House of Representatives. It has been branded the Volkswagen Party having been organized by a group of insignificant few and themselves non-political entities led by lawyer Sanchez “Ching” Ali who was the Chief Legal Officer of the defunct Ministry of Muslim Affairs. Upon his invitation, he was joined by another lawyer, Panambulan “Bing” Mimbisa, this writer who was then the Director of the National Capital Region of the Office on Muslim Affairs and thus, become the founding Chairman and founding Secretary General of this two member political party. Losing no time, these two pioneers then started to recruit or invite new members and then came UP Professor Noshim Moma-o, political analyst at the Saudi Embassy in the Philippines, practicing lawyer UP graduate Nasser Marohomsalic, former senior board member of Lanao del Sur, Atty. Guiling “Gene” Mamondiong, Atty. Datu Mando Sinsuat Jr. legal council at the Office of Muslim Affairs and Cultural Communities, Jimmy Umag from the public labor sector, Dr. Gonaranao Mapandi a practicing physician from Marawi City and a bunch of neophytes namely; Mitoon Ibra, Gomobar Pamlian, Dick Acraman and Shariah lawyer Omar Taher. At some later point in time, new members came as Regional Assemblyman and Mujahiden Ahmad Bayam, Datu Agar Pangandaman, Engr. Alimoden Domado, Fiscal Musib Limbao and of course and more importantly, Sultan sa Bandara-inged, Panny Pangandaman who ran for Mayor of Taguig under the flag of Lakas NUCD-UMDP. It is of course a matter of political history that in the 1992 national elections, then candidate Fidel V. Ramos for the Presidency entered into a political coalition with the NUCD of Senators Raul Manglapus and Manny Manahan and the UMDP of Ambassador Sanchez Ali thus giving birth to the Lakas NUCD-UMDP which became the most powerful and most dominant party of the decade form 1998 2010. President Ramos became the 12th President of the Philippine Republic and with his election, congressman Jose C. de Venecia was elected Speaker of the House of Representatives, Lawyer and UMDP Chairman Sanchez Ali was appointed Philippine Ambassador to the Sultanate of Oman and later to the Arab Republic of Egypt, Atty. Nasser Marohomsalic was later appointed Commissioner of the Commission on Human Rights, former board member Gene Mamondiong a given an undersecretary position in the Department of transportation and Communication and this writer as Board member of the land Transportation Franchising and Regulatory Board. In the elections of 2004, President Gloria Macapagal Arroyo won the presidency under the same political party, Lakas NUCD-UMDP but this time in partnership with KAMPI the party of the new president. This political alliance was actually forged in a meeting held at the College Assurance Plan Building at Makati upon the invitation of senator Raul Manglapus with the Vice President personally attending and the leaders of the UMDP led by Ambassador Sanchez Ali. In that meeting, aside from agreeing on the political party under which

then Vice President Arroyo will seek the presidency, she offered the UMDPs one position in the Office of the President and one position in the Department of Social Welfare and Development which she heads as Cabinet Secretary. Ambassador Ali was to be appointed in the Office of the Vice President and this writer to DSWD. For one reason or another, this opportunity was not availed of by the UMDPs. Again, history tells us that in said elections the UMDP has elected into the office its second President in Gloria Macapagal Arroyo. In the coming national elections of 2022, the party is poised to elect its possible second Vice President in Mayor Sara Duterte-Carpio no longer under the same political, Lakas NUCD-UMDP but under its new and shortened name, Lakas CMD or Lakas Christian Muslim Democrats. This change is to the credit of former President Arroyo, who during her incumbency decided to modify and shorten the name of the party into the present Lakas CMD and installed an entirely new set of officers. This overhaul of the party has resulted in the abolition of some positions earlier held by members of the UMDP and the removal from office of the rest of them. The founding fathers of the UMDP have no remorse nor misgivings in their not having been given positions in the party hierarchy. However, as the ones who hold the franchise for the use of the name Muslim Democrats they are saddened by the shabby and unprofessional treatment they have been given by the current and previous leadership of the party, since the name had evolved to the present Lakas CMD. The founding fathers of the UMDP have spent their precious time and hard earned resources to give this party the recognition and respect that it so richly deserves in the course of time thus, when its present officials and those that came before them took over the helm of leadership of this party, it has already grown into a respectable player in the political playing field, Ambassador Ching Ali the founding Chairman of the UMDP has always cautioned politicians against using their powers to trample upon the rights of others not knowing that this is the same precept that could be used against him or his own political party. He would always say, “power is perception, its none use is its best use”. This has little sense or none at all in the case of the Christian Democrats of Germany but for the Muslims, this means the world to them because what they sow and plant are the only ones they can harvest. They have no shoulder to cry on or back to lean on. Their only refuge is the party, the Lakas CMD. It is their hope that this party which they have created, nourished and built into the power house that it is now will find reason to give shelter to the founding fathers of the UMDP and cloth them with comfort and a share of the responsibility to keep the party on its feet. We have not banished unto oblivion. We are here, vibrant, ready and eager to go into the arena for political gladiators. We have so much to give for the glory of the party even bigger perhaps than what you think of. And when these elections are over, you will not see us queuing up for alms or pity because this is not our kind. We help without conditions because this is our own party and we sink and swim in it. Our wish to be given just recognition is born of our desire to show to all and sundry that the Muslim democrats are not figments of the imagination. We are real. We are here and we are the original UMDPs. (PMT)

My father, Pedro Adaza, Jr., the legendary mayor of our town, Catarman, Camiguin, died at the young age of 96 – and I’m still a parallax away from that.

Moreover, the history of the world is replete with precedents of personalities who had radical ideas during their time which became accepted guides for so many countries in the world, before and now. The communist duo, Marx and Engels, who researched in the gloomy halls of the British Museum for their masterpiece, The Communist Manifesto, must have never thought their ideas could enflame the hearts and minds of people in the world and build countries on the power of their ideas – from Russia to China, Cuba to Vietnam, North Korea to Venezuela. Similarly, in the lonely rooms at his residence in Montecillo, Thomas Jefferson, could never have imagined that his masterpiece, The American Declaration of Independence, could spark a conflagration which established democracy as a way of life in many countries in the world – America to Britain, France to Germany, Philippines to Japan, Malaysia to Indonesia, Australia to New Zealand, India to Singapore, many countries in Asia, Africa, Middle East, Europe and Latin America. Our Constitution has enshrined in two provisions the germinal ideas of Jefferson’s American Declaration of Independence – in Section 1, Article II which provides that “The Philippines is a democratic and republican State. Sovereignty resides in the people and all government authority emanates from them.” and Section 1, Article III which provides that “No person shall be deprived of life, liberty and property without due process of law nor shall any person be denied equal protection of the law.” These are indelible precedents in the history of successful march of ideas in the world and I have no doubt that the ideas I have expressed in my previous column on system change could and will move mountains of inequality, injustice, oppression, lawlessness, corruption and criminality

in this country. Spark: Ben, you used the word “spark to ignite a

Diliman Way

HOMOBONO A. ADAZA conflagration of radical ideas.” Strange as it may seem, that word spark was the title of the publication of the Russian revolutionaries which ignited the Russian Revolution. Modesty aside, I am not new to creating sparks which ignite conflagrations. When I was age twednty-two as Editor-inChief of The Philippine Collegian, official student publication of the University of the Philippines, I asked many members of the UP Student Council, including its President, Fernando “Nanding” Lagua, to join me in a call for a demonstration to compel the UP Board of Regents to elect a UP President. They all refused saying that UP students will not join because it’s December of 1956. Undaunted, I came out with three extra issues of the Philippine College with the headline STRIKE asking UP students to demonstrate to force the UP Board of Regents to elect a UP President The impossible happened. One cold December morning in 1956, in the first day of the misa de gallo, young UP students, most of them women, were lying down in the street leading to the UP Diliman campus, twenty meters long, prevented all buses and other vehicles to ender the campus, resulting to all units of the UP from Diliman to Los Baños, Tarlac to Cebu and to Iloilo staging similar demos. End result –Christmas vacation was declared early by two weeks, the traditional Christmas Festival in the UP Diliman campus was cancelled for the first and only time and a UP President got elected. For my leading the demonstration, the new UP President and the UP Executive Committee penalized me by not allowing me to March in the graduation exercises, refused to give me my diploma and deprived me of graduating with honors by giving me grades of 3

200K SGA constituents to be disenfranchised in 2022 elections Yes that will be the case of some 200 thousand voters from the 63 Special Geographic Areas (SGA) who will not be allowed to vote in the coming May 9, 2022 local elections based on the Minute Resolution Number 21-0953 on January 3, 2022 passed by the Commission on Elections (COMELEC). SGA refers to the barangays where mostly Muslim residents are concentrated and opted to join the referendum of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) last year. Their mother Local Government Units (LGUs) still belong to North Cotabato Province. Minister Naguib G. Sinarimbo of Ministry of Interior and Local Government (MILG) said that the subject resolution “deprives over 200,000 SGA constituents of their right of suffrage and of equal protection of the law.” Well this is true since these electorates are really bound to be disenfranchised if the COMELEC will not listen to the clamor of the BARMM officials. With this scenario a Muslim Senatorial candi-

date Princess Lady Anne Sahidulla said she joins the sentiments of BARMM officials as represented by Local Government Minister Sinarimbo, the incumbent Bangsamoro spokesman. According to the Princess from Sulu, Lady Anne, that the poll body is punishing the 200 thousands electorates from the SGA. “This is not a Joke COMELEC if you don’t want trouble in the future,” said the Princess who once negotiated personally for the release of the foreigners who were hostages of the Abu Sayyaf Group (ASG) in the hinterland of Sulu. She said the COMELEC en banc should convene immediately to resolve this problem while the national and local elections are more than four months away. Sinarimbo as the BARMM spokesperson added that while the 63 barangays from North Cotabato have become part of the Regional Autonomous Government and no longer part of Region XII, they have not been reconstituted into appropriate Local Government Units (LGUs) pursuant to the Organic Law.

which resulted to my plunging to number eight in the graduating class when in the last semester three of us fighting to graduate valedictorian. But UP lost in the fight because I gained headlines and front page treatment in all the Manila dailies; an audience with President Carlos P. Garcia in his office in Malacañang where we exchanged views about my case and on national heroes; Senator Emmanuel N. “Maning” Pelaez delivered two well-applauded privileged speeches on the floor of the Senate in my defense and berating UP authorities for violation of academic freedom; a privileged speech by Congressman Fausto “Totong” Dugenio of Misamis Oriental in my defense; a month long coverage on my case by mainstream media; my passing the bar examinations despite the objection of UP authorities It was a roller coaster ride but I enjoyed every minute of i Marcos martial law years: I spent one year, six months and eleven

days in the Marcos political detention center in Camp Crame and Fort Bonifacio on the claim of government martial law enforcers like Defense Minister Juan P. Enrile that I was a subversive. I was not a subversive in the sense that I joined the armed revolution – I did not. I was a subversive in the sense that I was against the declaration of martial law as it had no factual and constitutional basis. In a dictatorship, the ruler defines the meaning of words and his definition is indisputable. It is like Big Brother in George Orwell’s famous novel, 1984. Thanks to mindless enforcers like Juan I had to languish in their political prisons for a long period, more than that of any other politician except for Ninoy Aquino and Senator Jose W. “Pepe” Dioknow who spent longer periods than me. But I do not count the wounds and the scars because in a genuine fight for the country - everything is a part of the game. And my long politi-

cal imprisonment is a part of the game. It is also the law of life based on historical experiences of men like me in many countries who have to agonize to fight for justice, freedom, equality and a better life for their people. Drift of events: After a year of stay in the Ipil Detention Center in Fort Bonifacio, I decided to define a timeline when to escape from detention – and that was two years. I started talking to my guards every time I was allowed to go out of camp whenever I had a pro bono court case. I already convinced them to join me in the planned escape and I was waiting for the coming of the defined timeline as President Marcos told Secretary Antonio Raquiza, my friend and client, who was begging him for my release as he already released persons who attempted on his life Eddie Figueras but Marcos replied that I had to spend more time in detention as I was an imponderable factor.. Most wanted NPA leader in Mindanao killed in Davao de Oro

2021 deadliest year as 4,404 migrants died trying to reach Spain

O

VIEDO, Spain – More than 4,400 migrants perished while trying to reach Spain in 2021, making it the deadliest year on record, according to a report released on Monday. The total number of victims – 4,404 – is up 103 percent from 2020, Spanish NGO Caminando Fronteras said in its report, as more people resorted to increasingly dangerous means of reaching Europe and authorities failed to rescue them on time. Most of the victims were male, but 628 women and 205 children also lost their lives. The highest number of deaths, by far, was on the sea journey from Western Africa to the Canary Islands. The organization identified 124 shipwrecks and 4,016 fatalities, making it one of the most perilous migratory routes in the world. “The deterrence and contention policies imposed by Europe and Morocco on Western Mediterranean routes have steadily pushed migration flows towards the Atlantic, making the Canary Islands the main destination for people on the move,” read the report. In 2021, the organization found small wooden ships taking off from as far south as the Gambia, which is about 1,700 km. (1,050 miles) away from the Canary Islands. During most of the tragedies on this route, the ships disappeared with no trace, but some have been found in the Caribbean with human remains. The top source for migrants on this route was Mali, which is engulfed in armed conflict and also seeing climate change increasingly pushing families to the brink. Overall, citizens of 21 countries died trying to reach Spain last year, the report said. Another development the NGO noticed was the rise in inflatable plastic dinghies departing from the coast of Morocco. In the first half of 2021, some 33 percent of all these attempts ended in tragedy. Another peak in deaths occurred last spring amid a diplomatic crisis between Spain and Morocco, when Moroccan authorities allowed thousands of people to breach the border of the Spanish enclave of Ceuta. According to the organization, 95 percent of the victims on migrant routes to Spain die at sea without their bodies being recovered. Despite this being the deadliest year yet, the number of irregular migrants reaching Spain by land or sea was 39,157, a decrease of 1.2 percent from 2020, according to Spain’s Interior Ministry. Besides unsafe boats and longer voyages, other causes for the higher death toll are migrants departing in already poor health after long waits in harsh conditions, a lack of sailing experience by those traveling, lack of coordination between countries for rescue missions, cuts in resources for rescues, unnecessary delays in rescue times, and other vessels refusing to help out of fear of being prosecuted, Caminando Fronteras said in the report. The Spanish NGO collects data from primary sources, keeps databases, and works alongside the Observatory of Human Rights. (Anadolu)

AVAO CITY – The most wanted commander of the New People’s Army (NPA) in Mindanao was killed by government troops in an encounter at Barangay Libudon, Mabini, Davao de Oro on Wednesday evening (January 5), the 10th Infantry Division (10ID) said in a statement. Menandro Villanueva alias "Bok," the longestserving secretary of the NPA's Southern Mindanao Regional Committee (SMRC) and currently the secretary of Komisyong Mindanao (KOMMID), commanding officer of the NPA’s National Operations Command (NOC), and member of the POLITBURO of the Central Committee of the Communist Party of the Philippines (CPP), was killed in the encounter. In December last year, the Department of National Defense (DND) and Department of the Interior and Local Government (DILG) offered a PHP5.6-million cash reward to any individual who could provide information that would lead to Villanueva's arrest. The 10ID added that a concerned citizen reported the presence of the NPA disrupting peace in the area. Troops from the 1001st Brigade immediately responded to verify the report which resulted in an armed engagement with the NPA Regional Headquarters-SMRC where alias Bok was co-located. “Alias Bok was hit in several parts of his body resulting in his death. Troops are still conducting pursuit operations to the fleeing members of the NPA,” the 10ID added. Founding member Villanueva is considered as one of the recognized high leaders of the CPP hiding in the strongholds of its armed wing, the NPA. Villanueva is one of the founding members of the NPA in Mindanao during the 1970s together with Edgar Jopson. During his student years in Ateneo de Manila, he was an activist under the Kabataang Makabayan (KM) and went underground when Martial Law was declared. He supervised the operations of the CPP-NPA in the whole of Mindanao and directly controlled the operations of the communist group as head of the NOC. Alias Bok has several warrants of arrests for multiple murder, double frustrated murder, arson, robbery with intimidation, and rebellion, among others. Victory Brig. Gen. Jesus Durante III, commander of the 1001st Brigade, lauded the troops’ prompt and deliberate actions which further contributed to the peace efforts of the whole Davao Region. “The 51-year reign of terror of Menandro Villanueva is finally over. His victims were finally given justice,” he added. He further renewed his call to the fleeing NPAs to surrender and avail of the government's program to achieve real peace. "Surrender now while you still can. Don't wait to suffer the same fate as Menandro Villanueva. The

MOST WANTED. The most wanted commander of the New People’s Army (NPA), Menandro Villanueva, alias Bok, is killed by government troops in an encounter at Barangay Libudon in Mabini, Davao de Oro on Wednesday evening (Jan. 5, 2022). Villanueva was one of the founding members of the NPA in Mindanao during the 1970s together with Edgar Jopson and was considered one of the recognized high leaders of the Communist Party of the Philippines hiding in the strongholds of its armed wing, NPA. (Photo courtesy of 10ID) government is always willing to accept you if you decide to return to the folds of the law." Durante added. Meanwhile, MGen Ernesto Torres Jr., commander of the 10ID, thanked the troops for their outstanding performance in pursuing the top leadership of the SMRC and KOMMID. “This is a clear manifestation that the CPP-NPA in the whole Mindanao is losing ground. Mindanao's most wanted terrorist is now finally neutralized by your Agila Troopers. They have nowhere to hide because the masses are already fed up with the abuses and extortion they perpetrated for more than five decades,” he said. Torres added that the death of Villanueva was an indication that the end of the communist insurgency in Mindanao is already within reach. Last December 24, troops of the 1001st Brigade also figured in an armed engagement with the same group that resulted in the death of Anna Sandra Reyes alias Kaye, the secretary of Regional White Area Committee (RWAC), SMRC. Torres said the death of the two top personalities of the Central Committee of the CPP-NPA was a colossal blow that makes its downfall irreversible. “10ID is still in pursuit against known NPA personalities namely Eric Casilao alias Wally/Elian and his party, wife May Casilao alias Gab, both high ranking members of SMRC,” he added. The CPP-NPA is listed as a terrorist organization by the United States, the European Union, the United Kingdom, Australia, Canada, New Zealand, and the Philippines. The Anti-Terrorism Council also formally designated the National Democratic Front as a terrorist organization on June 23, 2021, citing it as “an integral and separate part” of the CPP-NPA that was created in April 1973. NEW HORIZON FOR NEW BEGINNINGS Thanks to my friend, Secretary Raquiza and the Divine Providence, Marcos mysteriously included me, in the last minute - in the words of PC General Campos, to an agreed list of only twenty detainees which included Politburo members of the old Communist Party – Angel Baking, former Editor-inChief of the UP Philippine

Collegian and Sammy Rodriguez, Associate Editor of the same paper during Baking’s term. My planned to organize an armed revolution from Mindanao after my planned escape was aborted. As John Steibeck had it in his novel, Of Mice and Men, the plan of mice and men often go astray – as it did with mine.

Next episode: My detailed answer to the questions of Ben and my veiled reply to his tantalizing speculation will come in the next episode together with my answer to Vic Cabanag and my advice to Evangeline Sarenas Mitton. Another twist for the next episode is an enthusing invitation of my friend and classmate in the UP College of Law Class of

1958. This is enough for now with spice from some of my favorite lines of Robert Frost in Stopping By Woods on a Snowy Evening – “The woods are lovely dark and deep But I have promises to keep And mile to go before I sleep And miles to go before I sleep.” HAA

ssalamu Alaykum! As I have said we have almost tackled all kinds of recipes or menus here in Bangsamoro Halal Cuisine. The last time we discussed about Thai Chili Beef Burger naturally it originated from Thailand. But this time, we have moved on to another country in Asia that is the House of the Rising Sun, which is Japan. And therefore, I would like to tackle with you our dear readers, the Soba Noodle Soup, whose ingredients are also Halal. This Soba the easiest and quickest Japanese soba noodle soup ever. Takes 15 minutes and restaurant quality, so delicious! The following are the ingredients that can be found in most groceries, as well as easy to follow instructions.
