n view of the forthcoming week-long celebration of the 3rd Bangsamoro Foundation Day which will kick-off on January 17, 2022 (Monday), all officials and employees of the Bangsamoro Government are required to secure a Car Pass at the Intelligence and Security Services (ISS) of the Office of the Chief Minister.

No motorcycle will be allowed to enter the Bangsamoro Government Center on January 17, (Monday) and 21 (Friday), 2022 from 6:00am to 1:00pm.

Officials and employees of non-BARMM offices within the Bangsamoro Government Center would only be required to present their valid office IDs at the main gate.

Clients of both BARMM and non-BARMM offices must give a photocopy of their driver’s license and Certificate of Registration (CR) to the security officer at the main gate.

BARMM marks 3rd founding day... from Page A1 During the ceremony, the Ministry of Interior and Local Government (MILG) will turn over its Special Development Fund to some beneficiaries, while the Ministry of Labor and Employment (MOLE) will award its Overseas Bangsamoro Workers beneficiaries.

For the whole week, each of the ministries of the BARMM have prepared several activities to join the celebration.

To name a few, the Ministry of Agriculture, Fisheries, and Agrarian Reform will open its MAFARlengke (MAFAR Local Exchange and Network of Goods in any Kind of Emergency); the Ministry of Environment, Natural Resources,and Energy (MENRE) will distribute land titles and conduct clean-up drives; Ministry of Trade, Investments, and Tourism (MTIT) will hold free business registration; Ministry of Public Order and Safety (MPOS) will conduct community-based training on mediation and values transformation; and Ministry of Indigenous People’s Affairs (MIPA) will distribute educational financial assistance to elementary students.

As stated in the Bangsamoro Administrative Code, January 21 is proclaimed as the Bangsamoro Foundation Day and declared a non-working holiday “in celebration of the establishment of the Bangsamoro Autonomous Region, which shall be celebrated in recognition of the dreams and aspiration of the people to chart their social, political, cultural and economic destiny in exercise of their right to self-determination.”

Maguindanao mayor claims series of attacks directed at him DATU PIANG, Maguindanao - Mayor Victor Samama here believes he was the target of the series of harassments, which included a strafing and grenade explosion, that hit this town on two separate occasions.

"These could be the handiwork of my political opponents," Samama told reporters here Monday.

A member of the Barangay Peacekeeping Action Team (BPAT) manning a coronavirus disease 2019 control point in Barangay Poblacion was injured when gunmen strafed his location last Friday night.

The mayor said the BPAT detachment, which was near his home, was attacked by gunmen on Friday with the bullets hitting his vehicle parked nearby.

On Saturday night, he said a rifle grenade attack also hit a house near his home at the town proper.

Colonel Jibin Bongcayao, Maguindanao police director, said an initial investigation showed that the strafing and rifle grenade attacks appeared to be directed toward the house of the mayor.

Bongcayao has appealed to the town residents to help the police prevent violence by providing timely and accurate information about lawlessness, especially the carrying of guns by unauthorized individuals.

Nag palabas pa ito ng ebidensya na isang video sa gitnang bahagi ng kanyang programa na ang nilalaman ay anak daw ni Mayor Samama na gumagamit ng shabu sa mismong bahay umano ng Mayor.

Pinag sisigawan rin nito sa ere na, nag bebenta umano ng illegal na droga sa Datu Piang si Mayor Samama.

Isang residente ng Datu Piang ang aking naka usap na ayaw mag pakilala para sa kanyang siguridad, ayon sa kanya, malaking pasasamat niya dahil malaking tulong sa bayan ng Datu Piang ang pagkaroon ng isang private hospital na pag aari naman ng mag asawang Samama Aniya, ang dalawa nitong anak ay ipinanganak mismo sa hospital na iyon, kaya laki ng pasasalamat ng mga residente dahil merong hospital mismo sa bayan ng Datu Piang at may ilan ring residente na naging

nasa video, gaya ng sinasambit ng anchor sa kanyang programa.

Subalit sa kabila ng lahat, nanatiling mahinahon at kalmante parin ito, dahil alam ng kanyang pamilya at taong bayan na lubos naka kilala sa pagkatao ni Mayor Samama bilang alkalde at ama ng Datu Piang.

Kuwento nito, ang Datu Piang ay dating Dulawan at sentro ng pangangalakal nuong dekada ng Cotabato empire, kung saan ipinanganak ito taong 1956, lumaki, naka pag-aral, nakapag tapos, nakapag trabaho sa munisipyo at dito narin nagkaroon ng pamilya.

Kung pag uusapan ang kanyang pagka tao, walang hindi naka kilala sa kanyang angkan at kanyang pamilya sa maliit na bayan na kanyang pinag mulan.

Dating Mayor din ng Datu Piang ang ama nito na si Mentang Samama.

Ang kanyang may ba-

Atake sa Datu Piang Maguindanao, Dalawang Suspek Arestado!

Binasag ang katahimikan ng gabi, ng mga malalakas na putukan sa bayan ng Datu Piang Maguindanao nang paputukan ng mga armadong kalalakihan ang isang BPAT outpost noong Friday alas 8:00 ng gabi January 8, 202 Isang BPAT member naman ang sugatan sa nasabing pag atake na si Anwar Guiamaloden, matapos ang ilang oras na palitan ng putok na malapit mismo sa tahanan ni Victor Samama, kasalukuyang alkalde ng bayan ng Datu Piang.

Pinabuluanan naman ni Mayor Samama ang alegasyon laban sa kanyang pamilya, tungkol sa pasimuno ng nangyaring engkwentro kamakailan, Inaakusan rin si Mayor Samama na umanong nag bebenta ng illegal na droga sa kanyang munisipyo.

Ayon pa kay Mayor Samama, naka pag tapos lahat ng pag aaral ang kanyang mga anak, dalawang doctor at abogado, dagdag pa nito political ang motibo ng lahat ng mga pangyayaring ito.

Ayon sa bagong upong si Police Lieutenant Col. Armando Liwan Chief of Police ng Datu Piang Maguindanao, kinilala ang nahuling suspek na sina Dhen Adam 16 taong gulang at Sultan Guialil 30 taon gulang na parehong residente ng nasabing bayan.

Ipinakita ni P/LtCol. Liwan ang warrant of arrest, ang isa sa dalawang suspek na si Sultan Guialil na may pending warrant of arrest, galing sa hanay ng Criminal Investigation and Detection Group (CIDG) na siya’y sangkot umano sa unang pag lusob at pag sunog ng sasakyan ng kapulisan sa munisipyo ng Datu Piang, na kung saan kakaharapin nya ang patong patong na kaso laban sa suspek.

Ayon sa pahayag ng batang suspek na si Dhen Adam 16, years old, habang naglalaro ito ng video game, agad siyang inanyayahan ng kaibigang si Fahad Paglas at inabutan ito ng baril, habang kanilang bina baybay ang tulay, ilang metro lamang ang layo nito sa BPAT outpost, agad pinaputukan ng kasamahan nito na nag resulta sa palitan ng putok.

Sa karagdagang salaysay ng suspek, pinag sisisihan nya umano ang pag sama nito sa kaibigan, dahil iniwan ito, ng siya’y tamaan sa engkwentro.

Nagpapagaling ngayon sa hospital si Dhen, na kasamang sinampahan ng kaukulang kaso ng otoridad.

Samantala, nagbigay naman ng pahayag ang Local Disaster Risk Reduction and Management Suhara Sapalon ng Datu Piang, anya bumalik na ang mga lumikas na residente at wala namang naiulat na nasaktan o nasawi sa nangyaring tensyon, May ilang residente parin ang takot sa pangambang muling magkaka gulo dahil sa political rivalry ng magka labang pamilya.

Sa nakaraang pangyayari, sang malakas na pagyanig dulot ng pagsabog ang bumulaga bago mag bagong taon sa compound ng bahay ni Mayor Samama, ng pinasabugan ito ng M-79 grenade launcher, dahilan upang mawasak ang ilang bahagi ng function hall na pag aari naman ng isang negosyante.

'No vaccine card, no entry' policy starts in Cotabato City C

OTABATO CITY – Authorities here have started implementing a “no vaccination card, no entry” policy for all persons entering the city from adjoining Maguindanao province.

Rolen Balquin, city public safety officer, said on Monday that police and members of city interagency task force manning entry points in the city’s north and south borders would be asking for vaccination certificates or vaccination cards on coronavirus disease 2019 (Covid-19) upon entry to the locality.

“The policy has started Sunday (Jan. 16, 2022),” he said.

Balquin said the measure is being imposed to prevent a further spike in Covid-19 infections in the city.

Based on the latest monitoring of the local Inter-Agency Task Force on Covid-19, the city has 38 new Covid-19 infections over the weekend, raising the total number of cumulative infections to 4,519 where 106 are active.

The city also has a cumulative total of 154 fatalities due to Covid-19 related diseases. Balquin warned the public against the use of fake vaccination cards as violators will be charged accordingly.

Without presenting exact numbers, Balquin said several commuters, including passengers, and those onboard private vehicles were denied entry for failure to present vaccine cards.

Since the national IAFT categorized the city under Alert Level 3, a massive information campaign has been launched to inform the public about the two basic requirements for entering the city.

Mayor Cynthia Guiani Sayadi, the local IATF chair, earlier denied reports circulating in social media that a lockdown will be imposed and that the “no movement Sunday” will be restored.

“All we ask are QR codes and vaccination certificates,” she said in a statement.

A city health worker asking anonymity said after repeatedly refusing to be immunized, many residents have started expressing the desire to get vaccinated due to the new policy.

To date, the city has 115,263 fully vaccinated individuals or about 52.90 percent of the total eligible population.

The city hopes to reach a 70 percent vaccination rate within the first quarter of 2022 for the most-awaited mass immunity.

Lanao Norte provides restoration devices to 40 PWDs TUBOD, Lanao del Norte – The provincial government of Lanao del Norte has distributed assistive devices such as wheelchairs and leg prosthetics to over 40 persons with disabilities (PWD) recently.

Governor Imelda 'Angging' Quibranza Dimaporo personally led on Jan. 13, 2022 the distribution of 29 wheelchairs and 11 prosthetic legs to all present PWDs held at the Provincial Capitol Lobby in Barangay Pigcarangan here.

The distribution of assistive devices to PWD is a yearly activity of Governor Dimaporo to aid and a positive outlook to the beneficiaries amidst the lingering effects of the pandemic.

"I'm hoping that these restorative devices make you happy and help you with your daily tasks." Governor Dimaporo told the beneficiaries.

As her birthday threat, Governor Dimaporo also gave the beneficiaries food packs, cash gifts, including toys for those children beneficiaries.

Aside from singing a 'Happy Birthday, some beneficiaries also offered Governor Dimaporo a song that she genuinely enjoyed, which made her also sing one of their favorite songs with hubby 2nd Dist. Rep. Dimaporo.

One of the recipients, Mr. Dario Gabonada of Lanipao, expressed his heartfelt thanks to Governor Dimaporo.

"We are very happy for what we have received today. It just proves that you never forget us, the PWD sector. Hoping that this practice will continue to serve many more people with impairments and difficulties like me,'' said Gabonada.

The Tahanan is a rehabilitation and skills training center founded to provide skills training and special education to persons with disabilities.

Population of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) as of 2020

er statement released by the Office of DENNIS S. MAPA, Ph.D., Undersecretary of the National Statistician and Civil Registrar General, the population of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) as of 01 May 2020 is 4,404,288 based on the 2020 Census of Population and Housing (2020 CPH). This accounts for about 4.04 percent of the Philippine population in 2020.

The 2020 population of the region is higher by 622,901 from the population of 3.78 million in 2015, and 1.15 million more than the population of 3.26 million in 2010. Moreover, it is higher by 1.60 million from the population of 2.80 million in 2000.

The population of BARMM increased by 3.26 percent annually from 2015 to 2020. By comparison, the rate at which the population of the region grew from 2010 to 2015 was lower at 2.89 percent.

Among the five provinces comprising BARMM, Maguindanao (excluding the City of Cotabato) had the biggest population in 2020 with 1,342,179 persons, followed by Lanao del Sur with 1,195,518 persons, Sulu with 1,000,108 persons, and Tawi-Tawi with 440,276 persons. Basilan (excluding the City of Isabela) had the smallest population with 426,207 persons.

Basilan (excluding the City of Isabela) was the fastest growing province in the region with an annual population growth rate (PGR) of 4.45 percent from 2015 to 2020. It was followed by Sulu with a PGR of 4.14 percent. Maguindanao (excluding the City of Cotabato) and Lanao del Sur each had a PGR of 2.86 percent.

Tawi-Tawi posted the lowest provincial PGR of 2.54 percent.

BARMM is composed of two component cities, 116 municipalities, and 2,490 barangays.

Among the cities (excluding the City of Isabela and the City of Cotabato) and municipalities in the region, the largest in terms of population size is the City of Marawi, Lanao del Sur with 207,010 persons. It was followed by Jolo, Sulu with 137,266 persons, and Datu Odin Sinsuat, Maguindanao with 116,768 persons.

Turtle Islands in Tawi-Tawi is the least populous city/ municipality in BARMM with 5,683 persons. It was followed by Hadji Panglima Tahil (Marunggas) in Sulu with 7,906 persons, and Lumbaca-Unayan in Lanao del Sur with 8,131 persons. The rest of the least populous cities/municipalities in the region are located in the Province of Lanao del Sur, except Datu Unsay in Maguindanao, which was ranked seventh with 12, 890 persons.

Of the 2,490 barangays in BARMM, the largest in terms of population size is Bus-bus in Jolo, Sulu with 38,650 persons. It was followed by Poblacion in Buluan, Maguindanao with 29,702 persons, and Asturias in Jolo, Sulu with 26,997 persons. (PMT)

lebiscite and or referendum are usual political exercises employed to determine, how people wish to be governed. In case of the BARMM, the Bangsamoro Organic Law, under Sec. 1 Article XV. (RA. 11054) enumerates the area wherein plebiscite should be held. The plebiscite will decide the system of their government or whether RA 11054 or the Local Government Code will apply to them, as thus: xx (f) Any other contiguous area where there is a resolution of the local government unit or a petition of at least ten percent (10%) of the registered voters in the local government unit asking for its inclusion at least two (2) months prior to the conduct of the ratification of this Organic Law shall form part of the Bangsamoro Autonomous Region if the majority of the votes cast in the political units directly affects shall be in favor of the inclusion of the petitioning local government unit in the Bangsamoro Autonomous Region.

Further it says, Section 2. Period of Plebiscite. - The plebiscite herein mentioned shall be conducted not earlier than ninety (90) days nor later than one hundred fifty (150) days after the effectivity of this Organic Law. On 21 January 2019, the qualified voters of the region voted to ratify (R.A. No. 11054) which replaced the former ARMM. The remaining legal issue which bothers the mind of intellectuals is “the existing Muslim communities outside of BARMM who were excluded from the present political set up of the present autonomous region” or some asked, “there may be non-Muslim LGU which might opt to join the BARMM”. Such scenario is very much possible; and how the government will address these issues.

Since Sec. 2 of Article XV closed the holding of plebiscite for those who by a petition of at least ten percent (10%) of the registered voters in the local government unit asking for its inclusion in the BARMM, it follows that excluded Muslim communities and non-Muslim areas find hard to join the BARMM. However, there are legal luminaries and intellectuals who advance the idea, that excluded communities (whether Muslim or non-Muslim) communities may still opt to join the BARMM). To enlighten our readers, it is important to revisit the Philippine Constitution, thus, Article X (Local Government) states: Section 13. Local government units may group themselves, consolidate or coordinate their efforts, services, and resources for purposes commonly beneficial to them in accordance with law. and Section 10. No province, city, municipality, or barangay may be created, divided, merged, abolished, or its boundary substantially altered, except in accordance with the criteria established in the local government

code and subject to approval by a majority of the votes cast in a plebiscite in the political units directly affected.

The first provision of the Constitution gives LGU the power to group themselves consolidate or coordinate their efforts, services, and resources while the second implies that LGU’s maybe created, divided, merged, abolished, or its boundary substantially altered provided it is within the criteria established in the local government code and subject to approval by a majority of the votes cast in a plebiscite in the political units directly affected.

While the implementation of the above provisions needs an Act of Congress, it requires an amendment of R.A. No. 11054. On the other hand, some intellectuals and historians, argued that better economic climate including job opportunities and improve peace and order will inevitably convince adjoining LGU to join BARMM. They said, that the lessons of history will repeat itself, In the United States of America (USA) when formed in early 1776 has only thirteen (13) original states joining the union, now it rose to fifty (50) states.

The US constitution granted states “the power to lay and collect taxes; to regulate interstate commerce; to promote the sciences and arts among others, these benefits attracted other states to join the union. But in reality, what convinced other states to join the union is the improved economy, available job opportunities and relative peace in the region.

If the same happened in BARMM, adjoining LGU such as Bukidnun, South Cotabato or North Cotabato will opt to join BARMM. Likewise, lowering the rate of electricity by imposing taxes against NAPOCOR and upgrading the lifeline rate for marginalized end users will reduced the present staggering rate by fifty (50%) percent. While improved investment climate such as cheap labor and land costs and a review of investment priority plan (IPP) to favor investors will attract more investments and create jobs.

The “BOL” or RA 11054 has lot of provisions granting the legislative Parliament to imposed taxes and raise revenues to rebuild its ravage region. unfortunately, and with due respect, these are being mislook or untapped by our lawmakers. Once our Parliament explores these opportunities, BARMM will no longer beg from the national government to funds her infrastructures, on the contrary, if BARMM fails, it is possible that other LGU already in the political set up will opt to leave and return to their mother region.

The people: I took my chances with the people.

Election was block voting and by region. MINDANAO ALLIAN (MA) ran complete slates in Region 10 composed of the provinces of Misamis Oriental and Occidental, Agusan del Norte and del Sur, Surigao del Norte, Bukidnon and Camiguin and Region 11 composed of the Cotabato provinces, Davao provinces and Lanao Norte and del Sur. MA clobbered the Marcos boys of the KBL in the two regions. In Region 11 MA ran away with the election but lost the proclamation.

In Region 10, the only survivor was VicePresident Pelaez as tailender but in the proclamation the only MA survivor WAS Reuben Canoy, former Mayor of Cagay de Oro City and former Deputy Press Minister.

On the proclamation in Region 10, this is what happened in Malacañang in a morning meeting called by President Marcos with Vice-President Pelaez and Secretary Raquiza in attendance. It started with President Marcos asking Pelaez a question. “Manny, what happened in your Region, you were clobbered by Adaza, Canoy and Geotina?”

Pelaez immediately answered. “ No, Mr. President, that is not true. Only two of them won.”

“Who?" Marcos asked Pelaez..

“Adaza and Canoy and we have to proclaim them as there will be trouble in the Region if we don’t proclaim them,” Pelaez replied.

“Alright, proclaim Ca-

noy but not Adaza.” Marcos finally declared.

After that meeting, Raquizz called me by phone in Cagayan de Oro City and said, “Bono, I have news for you. I will borrow the plane of Roquito (Ablan) to fly me to Cagayan de Oro City and I will tell the news there.

Please meet at the airport.”

I met Raquiza at the Lumbia Airport and he gave me the sad news after brunch. The is the story of Secretary Raquiza as that I have written in the preceding paragraphs.

Raquiza then told me to file a protest and I did.

After one or two months, the COMELEC was burned together with my protest.

Such are the vagaries of elections and when you fight for God, country and people.

“If you can make one heap of all your winnings, And risk it in one turn of pitch and toss And start again at your beginning And never breathe a word about your loss.”

I have lost many battles, won some. But I never bother crying about defeats because the only person who has not lost a battle is he who has never fought one. Yes, I have lost so many battles but I have never lost a war.

Then, in the gubernatorial fight in Misamis Oriental, in 1980 under martial law, I decided to throw my hat into the ring. I was in Quezon City with my family practicing law.

When I told my wife, Marge, daughter of the late Provincial Governor of Misamis Oriental, Alfonso Dadole, that I was going home to run for governor, she asked me, “Do you

have money?”

I replied, “Yes, I have.”

“How much?”

She asked “Three thousand pesos, “ I answered.

“Are you crazy, running for governor without money, without an organization and fighting President Marcos and Pelaez, the political kingpin of the province?” She asked puzzled by my bravado.

Meekly, I answered,”The people will listen to me and I will be elected the next governor of Misamis Oriental” She almost died laughing. But two weeks later, she followed me in Cagayan de Oro City, the capital of Misamis Oriental – a province of two cities and twenty-four towns. She gave me two hundred pesos to start my campaign and the rest is history.

I get elected Governor with a smashing majority of more than twenty thousand votes in a province with two hundred ninetyeight thousand registered votes then but only about two hundred thousand voted. Out of seventy-six provincial governors in the country only two survived the Kilusan Bagong Lipunan (KBL) avalanche – Joey Laurel of Batangas and me in Misamis Oriental.

Why do I write these stories? It is done for three reasons – as participant and witness to history: to validate Ben Contreras thought that his friend ” can always be that little spark that could ignite a conflagration of radical ideas”; and the inspiring lines of one of my favorite poets, Edward Wardsworth Longfellow, in his famous poem, A Psalm of Life – “Lives of great men all remind us, We can make our lives sublime.

And, departing leave behind us Footprints on the sands of time Footprints which perhaps another Sailing o’er life’s solemn main A forlorn and shipwrecked brother Seeing shall take heart again.’

My tribute to a great friend, public servant-II

ritics have painted the regional MG slogan with a dismal prospect for realization if not next to impossible. I argue that skepticism or pessimism is affront to a Persian adage: “He who does not hope to win has already lost.”

Moral leadership in contemporary life is not a far-fetched dream because the late Hadji Mastor Ibrahim, who served as regional director for over a decade of the graftladen Department of Public Works and Highways (DPWH), had successfully lived by and exemplified it.

Fact 1: In the advent of the Marcos Martial Law regime, a Moro politician known for unprecedented influence to the deposed “dictator,” went to the office of then DPWH (MPWH) Secretary (Minister) Jesus Hipolito and asked for the replacement of Ibrahim by another Moro engineer allied with him.

Hipolito rejected the request, telling the politico that “Ibrahim is the most honest regional director his ministry has.” The influential politico, obviously not used to rejection of his requests, smashed the minister’s glass table with a clenched fist. The politico went to Marcos and mentioned his experience with Hipolito. The late President reportedly also told his influential leader in Mindanao: “Request something else.”

Hence, the late Ibrahim continued to serve as regional director until his retirement, without having a personal car with a simple house he built for his family constructed out of bank loan plus personal incomes.

Fact 2: One day Ibrahim left his sick wife at a hospital in Manila and went home to Mindanao to seek loan to pay the bills of his spouse. When he returned to hospital, the billing section told him the bills were already settled by somebody he later recognized a contractor.

He asked the contract: “Retrieve your money if you want to maintain a link with my office.” With his order heeded by the donor-contractor, Ibrahim paid the bills out of his fresh bank loan.

Fact 3: My late wife

was sick at home and a friend doctor prescribed medicines worth P800. I went to Director Ibrahim and confided my dilemma of incapacity to buy the medicine. He pulled out his wallet and picked one of three 50-peso bills and gave it to me, saying: “Orak (little brother), please accept this (P50) as ikhlas aid from available money earned honestly.” But he advised me to drop by at the offices of his two assistant regional directors for possible help. I did as instructed and the two ARDs gave me P1,000 cash each.

Fact 4: A son of Ibrahim had a conversation on recess time with two classmates, who happened to be children of district engineers under the honest director. The two classmates asked Ibrahim’s son: “Why do come to school alone with a car transporting you…when your daddy is the boss of our fathers?”

When the son confronted his son, Ibrahim could just say: “Your daddy is living by amanah (honesty) ordained by Allah (God) for all mankind.”

In a nutshell, it is not true that “moral leadership” cannot happen nowadays. The real problem is many public officials do not live by the commandments of God. ‘Moral Governance’ definition Dr. Anshari P. Ali, current chancellor of the Mindanao State University-General Santos City (MSU-GSC) campus, who also looks up to the late Engineer Ibrahim as an icon of morality in public service, defined “moral leadership” in a statement sent to this columnist.

“Theologically speaking, moral governance is founded on the concept of Khilafah (vicegerency) as stated in a verse in the Qur’an verse, in which Allah says: Inni jailun fil ardhi khalifa (verily I will make a representative to the Earth,” said Ali, who holds a doctorate in Islamic Civilization at the International Institute of Islamic Thought and Civilization (ISTAC), International Islamic University in Malaysia and master’s

degree from UP-Diliman.

“While God is the King of the Universe, the soul is deemed as king over human-body representing God. Being God’s vicegerent, the main task of the soul-king is to enforce God’s commandment over its human-body first, prior to ruling the affairs of the society,” he said.

“The first trial for moral governance of the soulking is one’s leadership over his human body. If he failed to govern himself, he is expected to fail in governing other persons or reforming the affairs of his domain. In the human body kingdom lie entities called five external senses and five internal senses,” he explained.

He said the five external senses include the power of seeing, hearing, smelling, tasting and touch-feeling, while the internal senses are the faculties of common sense, power of thought, power of imagination, power of memory and power of judgment.

The internal and external senses often translate to like and dislike, which usually evolve to desire leading to greed and disgust leading to hatred, respectively, when the beholders failed to moderate them, Ali said.

Desire and anger lie in the heart of every person.

The heart is the temple of goodness and badness, which reflect godliness and impiety (evil), respectively. God sent down guidance to mankind through His prophets/ messengers to profess and exemplify His commandments towards piety, he said.

As a trial for human piety (submission to God), Satan has been allowed to mislead mankind towards the opposite (impiety), tempting people to the glitters of worldly comforts, and swaying them to develop desires into greed and dislikes to hatred. Greed manifests in profuse desire for something exceeding one’s needs, while hatred is revealed in one’s excessive dislike of people, things and affairs in his environment, Dr. Ali hinted.

Three dead as Yemeni rebels hit Abu Dhabi in 'warning' shot

Yemen's Huthi rebels claimed attacks in Abu Dhabi that triggered a fuel tank blast killing three people Monday, and warned civilians and foreign firms in the UAE to avoid "vital installations".

The United Arab Emirates is part of a Saudi-led military coalition that supports Yemen's government against the Iran-backed Huthis, and the coalition launched retaliatory raids against Yemen's rebel-held capital Sanaa late Monday, without any immediate reports of casualties.

The Huthis have repeatedly carried out crossborder drone attacks against Saudi Arabia, but this is the first deadly assault acknowledged by the UAE inside its borders and claimed by the Yemeni insurgents, who said they had fired ballistic missiles and deployed armed drones.

Abdul Ilah Hajar, adviser to the president of the Huthis' Supreme Political Council in Sanaa, said the military operation in Abu Dhabi was a warning shot.

"We sent them a clear warning message by hitting places that are not of great strategic importance," he told AFP. "But it is a warning if the UAE continues its hostility to Yemen, it will not be able in the future to withstand the coming strikes."

The US vowed to hold the Huthis "accountable", while Britain, France and Gulf powers all likewise strongly condemned the attacks in the UAE. - Sanaa strikes Two Indians and a Pakistani working for oil giant ADNOC died as three petrol tanks exploded near a storage facility, while a fire also ignited in a construction area at Abu Dhabi airport in the heart of the UAE, a renowned safe haven in the volatile Middle East.

Police said "small flying objects, possibly belonging to drones" were found at both sites.

"We condemn the Huthi terrorist militia's targeting of civilian areas and facilities on UAE soil today... this sinful targeting will not go unpunished," UAE Foreign Minister Abdullah bin Zayed Al-Nahyan said in a statement, as his ministry described the attack as a "heinous criminal escalation".

Huthi military spokesman Yahya Saree said that the insurgents had "carried out... a successful military operation" against "important and sensitive Emirati sites" using both ballistic missiles and drones.

The Huthis warned civilians and foreign firms in the UAE to avoid "vital installations".

Late Monday, the official Saudi Press Agency reported that the coalition had launched retaliatory air strikes against Yemen's rebel-held capital Sanaa.

The Huthis' Al-Masirah TV channel confirmed those raids.

The escalation follows a surge in fighting in Yemen, including advances by UAE-trained troops.

The rebels have previously threatened to target Abu Dhabi and Dubai, the gleaming crown jewels of the UAE, which last year opened its first nuclear power plant.

- Western condemnation US National Security Advisor Jake Sullivan pledged that Washington will "work with the UAE and international partners to hold" the Huthis accountable, while French Foreign Minister Jean-Yves Le Drian said the rebels' move threatened the security of both the UAE and the wider region.

In a post on his Twitter account on Saturday, a member of the Iranian Parliament's Committee on National Security and Foreign Policy Jalil Rahimi Jahanabadi said the restoration of ties between the two important countries of Iran and Saudi Arabia would play a leading role in easing tensions in the region.

"Relations between the two important countries of Iran and Saudi Arabia are being revived and embassies are preparing to reopen. This has important effects on reducing regional tensions and increasing cohesion of the Muslim world," he tweeted.

The Iranian legislator, meanwhile, warned the country's security bodies and media about “the Zionists’ vicious activities” and “stupid acts by radicals” to disrupt ties.

Saudi Arabia severed diplomatic relations with Iran in January 2016 after Iranian protesters, enraged by the Saudi execution of prominent Shia cleric Sheikh Nimr Baqir al-Nimr, stormed its embassy in Tehran.

For years, the kingdom pursued a confrontational foreign policy toward the Islamic Republic, but it recently appeared to have changed track.

The two Middle East heavyweights have held four rounds of talks since April, including a meeting last month with the administration of new President Ebrahim Raeisi.

In an interview with Al Jazeera published on January 6, Iranian Foreign Minister Hossein AmirAbdollahian said Tehran and Riyadh have so far held four rounds of "positive and constructive" talks in Iraq.

He expressed Tehran's readiness to restore relations with Riyadh at any time, adding that Iran welcomes the reopening of the two sides' embassies and consulates.

The top Iranian diplomat also noted that the country's representatives to the Organization of Islamic Cooperation would return to Jeddah soon, which is a "positive and good sign."

In an interview with the Financial Times published in October, Saudi Foreign Minister Prince Faisal bin Farhan Al Saud signaled his country's desire to repair relations with Iran, saying the kingdom is “serious” about talks with the Islamic Republic.

He described the negotiations as “exploratory” but “cordial” and said, "We are serious about the talks. For us it’s not that big a shift. We’ve always said we want to find a way to stabilize the region.”

World’s 10 richest men’s fortune more than doubled in pandemic ANKARA – The world’s 10 richest men have more than doubled their collective fortunes – from USD700 billion to USD1.5 trillion – in the first two years of the Covid-19 pandemic, UK-based charity Oxfam said on Monday.

Incomes of the 99 percent of the world population have dropped in the same period, and over 160 million people slipped into poverty, according to Oxfam, which released a report titled Inequality Kills.

“If these ten men were to lose 99.999 percent of their wealth tomorrow, they would still be richer than 99 percent of all the people on this planet,” said Gabriela Bucher, the charity’s executive director, adding, “They now have six times more wealth than the poorest 3.1 billion people.”

According to Oxfam, inequality caused the death of one person every four seconds, or at least 21,000 people every day.

“This is a conservative finding based on deaths

globally from lack of access to healthcare, gender -based violence, hunger, and climate breakdown,” the statement said.

Yemen's civil war began in 2014 when the Huthis seized the capital Sanaa, prompting Saudi-led forces to intervene to prop up the government the following year.

The pro-government Giants Brigade troops, backed by the Saudis and UAE, recently delivered a significant blow to the rebels by recapturing three districts in Shabwa governorate.

The clashes were part of an upswing in violence in the shattered country, where the war is being fought on several fronts.

ssalamu Alaykum! As I have said we have almost tackled all kinds of recipes or menus here in Bangsamoro Halal Cuisine.

The last time we discussed about Thai Chili Beef Burger naturally it originated from Thailand.

But this time, we have moved on to another country in Asia that is the House of the Rising Sun, which is Japan. And therefore, I would like to tackle with you our dear readers, the Soba Noodle Soup, whose ingredients are also Halal.

This Soba the easiest and quickest Japanese soba noodle soup ever. Takes 15 minutes and restaurant quality, so delicious!

The following are the ingredients that can be found in most groceries, as well as easy to follow instructions.

INGREDIENTS 1 bundle soba noodles 1 1/2 cups water 2 tablespoons Mizkan, Bonito Flavored Soup Base 1 oz. (30 g) buna shimeji mushroom 1 bunch baby bok choy 1 hard-boiled egg, halved TOPPINGS: white sesame chopped scallion INSTRUCTIONS 1.Heat up a pot of water and bring it to boil. Cook the soba noodles until al dente, about 5 minutes.

Drain and set aside in a bowl.

2. In the mean time, heat up 1 1/2 cups of water and bring it to boil. Add the Mizkan (Bonito Flavored) Soup Base and the mushroom and baby bok choy.

3. Boil for about 1 minute or until they are cooked.

4. Add the egg on top of the soba noodle, then add the soup, and top with sesame and scallion.
