Senate OKs Marawi Compensation Bill for IDPs on 2nd reading

OTABATO CITY – The Senate approved on Wednesday, January 26, on second reading the bill providing monetary compensation for the loss or destruction of the properties in the 2017 bloody Marawi siege, drawing praises from the Muslim world, notably those concerned with the plight of affected residents persevering for years.

OTABATO CITY – For the first time since its launching in December 2020, the Ministry of Interior and Local Government (MILG) granted the Salamat Excellence Award for Leadership (SEAL) to six (6) local chief executives (LCEs) in the Bangsamoro region.

Named after Moro Islamic Liberation Front’s (MILF) founding chair Sheikh Salamat Hashim, the prestigious SEAL award is given to LCEs whose leadership qualities demonstrate those of Salamat’s — accountable, participatory, and service-oriented.

The six LCES who were conferred the award are Mayors Hanie Bud of Maluso, Basilan and Ali Sumandar of Piagapo, Lanao del Sur; and Maguindanao Mayors Abdulkarim Langkuno of Paglat, Datu Shameem Mastura of Sultan Kudarat, Mibpantao Midtimbang Jr of Guindulungan, and Ramon Piang Sr. of Upi. Each of them received a cash incentive worth Php2.5million and 18 karat gold medallion worth Php311,000.00.

“Today we recognize, as part of the major program of the Bangsamoro Government, the exemplary performance of local chief executives of the Bangsamoro region from different levels of government… those who have truly performed and delivered on their mandate and have shown exemplary service to their constituents. They truly deserve our recognition,” MILG Minister Atty. Naguib Sinarimbo said in his opening message.

Under the Lupong Tagapamayapa Incentives Award (LTIA) category, twenty-nine (29) Barangay Local Government Units (BLGUs) were recognized for their exemplary capacity in settling disputes at the barangay level. Each awardee received a cash incentive and a plaque.

The champions in different categories, which received Php160,000.00 incentive, are: – Barangay Rempes, Upi, Maguindanao – 1st to 3rd Class Category, – Barangay Kauran, Ampatuan, Maguindanao – 4th to 6th Class Category, – Barangay Limo-ok, Lamitan City, Basilan – Champion, City Category, and – Barangay Tumbras, Midsayap 1 – Champion, Special Geographic Area (SGA) 1st to 3rd Class Category.

In another set of award, twenty-four (24) barangays that manifested great examples of how governance should be enacted at the grassroots were conferred with the Seal of Good Local Governance for Barangays (SGLGB)— the first time in the region. Awardees each received Php50,000.00 cash incentive and a plaque.

Still on the barangay level, nine(9) BLGUs were cited in the Search for Model Barangays (SMB)— one of the newest incentive programs of MILG, aimed to recognize barangays with exemplary performances, and serve as a fine example and aspiration on good governance. Brgy. Rempes of Upi, Maguindanao got the first spot with Php1-million cash incentive and a plaque. The rest of the finalists each received Php100,000.00 cash grant and a plaque.

For the Anti-Drug Abuse Council (ADAC) Functionality, thirty-eight (38) ADACs were recognized for their functionality and effectiveness and exceptional performance.

Furthermore, sixty-six (66) LGUs were recognized for passing the Local Government Functionality Appraisal (LoGFA) — a functionality and performance oversight tool developed by MILG using 7 categories of functionality such as: Presence of Government Center with Facilities; Presence of Working Elected and Appointed Officials and Functionaries; Functional Local Special Bodies; Functional Local Legislative Body; Approved Mandated Plans and Budget; Available, Visible, and Accessible Basic Services; Sound Fiscal Management.

Finally, twelve LGUs (10 in 2020 and two in 2021) that have shown innovative and excellent local governance practices that demonstrate sustainability and has potential for replication by other local government units were awarded through the LGU Grant Assistance for Innovative Practices (LGAIP) Program of the MILG. LGAIP 2020 awardees were: -Parang, Maguindanao – Comprehensive Program for Person with Disability; -Sultan Mastura, Maguindanao – BISITA sa Barangay (Bringing Integrated Services and Innovation thru Team Approach); -Buldon, Maguindanao – Balik-Baril Program; -Buadiposo Buntong, Lanao del Sur – Serbisyong may puso para sa pangkapayapaan: The Dadayan Peace Initiative; -Taraka, Lanao del Sur – Maternal and Child Care Program; -Taraka, Lanao del Sur – 3M Drive: “Makinig,Matuto, at Magbayad Program: Intensive Tax Campaign”; -Wao, Lanao del Sur – Ensuring Protection of Forestland and its Occupants through the Issuance of Individual Property Rights; -Wao, Lanao del Sur – UYAKAP Program (Unang Yakap, Aaruga, Kalinga, Alay para sa Mag-ina Program); -Upi, Maguindanao – Search for Model Barangay: Bridging Good Governance to the Grassroots; and -Upi, Maguindanao – Upi Youth Governance Program: Nurturing Young Leaders in Good Governance.

Meanwhile, LGAIP 2021 awardees were: -Paglat, Maguindanao – Creation of Community Leaders and Military Police-Advisory Council, and -Taraka, Lanao del Sur – Summer Reading Program.

Each of the LGAIP awardee will receive PhP2.5-million incentive which shall be invested in program enhancement, expansion and/or innovation that shall be outlined in project proposal, to be submitted by the awardees and accounted for in program reports within one year from the date of receipt of the grant fund.

Minister Sinarimbo said that providing incentives to top performing LGUs is MILG’s commitment in improving governance in the region.

Senate Bill 2420 seeks to compensate or indemnify the internallydisplaced persons (IDPs) with physical properties and possessions left beyond recovery after the human-induced disaster.

Senator Juan Miguel “Migz” Zubiri, said to be the bill’s main author and co-sponsor, heralded the good news minutes after the Senate passed the measure on second reading. He shared the news in the social media, like the Facebook where dozens if not hundreds of people from different walks of life took turns in sounding off words of elation, Among those prompt reactors is lawyer Saidamen Pangarungan, incumbent secretary of the National Commission on Muslim Filipinos (NCMF), whose clan lost huge properties after the siege. His family owns the Pangarungan village, the biggest conglomeration of structures inside the Marawi City’s Most Affected Area (MAA) or Ground Zero.

“Mapuhay po kayo. In behalf of your Muslim brothers, we shall forever be grateful to you and to all our legislators for this landmark legislation,”

Sec. Pangarungan said in post paying tribute to Senator Zubiri.

“I vividly remember when I submitted (a related draft bill) to you in your office back in 2017. You warmly embraced it with the vow to work for its approval. I then told you that you are our Muslim senator, having authored the Charter of the NCMF (R.A. 9997), and later the Bangsamoro Organic Law (BOL),” Pangarungan recalled.

Before President Duterte named him NCMF Secretary in 2018, Pangarungan represented the Integrated Bar of the Philippine (IBP)-Lanao Sur/ Marawi chapter, in which he is a key member, and traveled to Manila to hand a copy of the draft to the Senate through Zubiri and later to key leaders of the House of Representative.

The House approved on third and final reading its version of the Compensation bill (HB 9925) on September 6, 2021, which ostensibly inspired Senators Zuburi and Ronald “Bato” dela Rosa, both from Mindanao, to expedite efforts for the passage of the Senate counterpart.

Under the Senate version, any owner of resi-

dential, cultural, commercial structures and other properties in Marawi’s most affected areas (MAA) or other affected areas (OAA) who met the requirements is entitled to receive a tax-free compensation from the government.

Legal heirs recognized in the Code of Muslim Personal Laws of the Philippines or the Civil Code of the Philippines shall receive the compensation of the deceased owner.

Accruing compensation will come as “a complete satisfaction of the loss or destruction of properties sustained by the owner” unless Congress provides additional monetary compensation to the same stakeholder, the bill states.

Under Section 6 of the bill, costs for the initial implementation of the law will be charged against the 2022 National Disaster Risk Reduction and Management Fund for the Marawi Recovery, Rehabilitation, and Reconstruction Program (MRRRP).

SB 2420 also creates an independent and quasi -judicial body to be known as Marawi Compensation Board to be composed of three members of the IBP, preferably Maranao

lawyers, who have been practicing law for at least five years, one licensed physician, one certified public accountant, one educator, and one licensed civil engineer.

The chairman and eight members of the proposed Board will be appointed by the President.

The Board will receive, process, and investigate applications for claims; issue subpoenas; conduct administrative proceedings, and resolve disputes over claims, approve with finality all eligible claims, among others.

Stakeholders said the Senate will pass on third and final reading of the bill within two weeks, a process entailing a joint congressional oversight committee creation to harmonize the versions of the two legislative chambers.

The joint panel will be composed of five members each from the Senate and the House of Representatives. At least two members from each House shall come from the minority bloc.

After three years from the efficacy of the law, the board shall conduct a mandatory review and submit a status report to Congress and the Commission on Audit. (AGM)

PRRD again names Pangarungan amirul hajj this year

ANILA – President Rodrigo Duterte has named for the fourth time lawyer Saidamen Pangarungan as head of the Philippine Pilgrimage to Makkah (Mecca), even as officials of the Kingdom of Saudi Arabia have announced having resumed regular hajj activities on a regulation fashion in deference to the continuing global COVID19 pandemic.

The President had first named Pangarungan as Philippine ‘amirul hajj’ after shortly appointing him NCMF secretary in 2018, reportedly tasking him to institute reforms in the Commission as well as its administration of annual pilgrimage. Hajj is mandated as one of the five pillars of Islam for every qualified Muslim to perform at least once in lifetime.

Pangarungan’s first designation, however, could not institute reforms in the 2018 hajj because the NCMF, notably his predecessor, had already completed arrangements for flights and hotel bookings for pilgrims before his appointment.

He led and supervised the Filipino pilgrims that year, with ceremonial efforts meant to ensure cohesive movements in accordance with the prearranged activities in the Holy Lands, said NCMF spokesman Jun AlontoDatu Ramos.

Kickbacks in millions allegedly pervaded past schemes in pilgrims’ round-trip flight fares, hotel billeting and transport services in Saudi Arabia.

Alleged favoritism had also resulted in bumping off dozens if not hundreds of pilgrims, each paying more than P200,000 hajj fares and service fees, Pangarungan once said, citing feedback.

cause the Saudi government canceled the entries of foreign pilgrims in those years as a result of the restrained social movements in the global COVID-019 pandemic, he said.

In 2019, Datu Ramos said, the NCMF had mustered more than 7,200 Filipino pilgrims, reflecting a sharp increase in the average 5,000 hajj goers from the country in past years.

With the Saudi government’s renewed hosting of the annual hajj for foreign pilgrims, Datu Ramos said, the NCMF is anticipating from 8,000 to 10,000 Filipinos delegates, attributing the projected increase to the past years of lull in hajj.

He said another factor is the possibility of politicians, after winning seats

in the May 9, 2022 elections, to perform hajj and/ or sponsor the pilgrimage of supporters.

The designation of annual “amirul hajj” had once shaped intense lobbying among mostly Muslim political or traditional leaders before the NCMF was established under Republic Act 9997 in 2010, notably under the defunct Office on Muslim Affairs (OMA) and the Philippine Pilgrimage Authority (PhilPA).

The NCMF charter stipulates the designation of its secretary as “amirul hajj” yearly, although late former President Noynoy Aquino had designated one or two from the outsider when the Commission was facing a leadership crisis, it was learned.

Naguib Sinarimbo said the regional government welcomes the Senate’s decision favoring the granting of amnesty by President Rodrigo Duterte to the members of the Moro Islamic Liberation Front (MILF). uring its session on Monday, Jan. 24, all of the 18 senators present voted ‘Yes’ to adopt House Concurrent Resolution 12, which is in concurrence with Presidential Proclamation No.1090 s. 2021 granting amnesty to the MILF members.

“Under the Constitution, the power of the President to issue an amnesty will require concurrence of the Congress, and because we have a provision under the Comprehensive Agreement on the Bangsamoro (CAB) for such purpose, the national government complied to that in a form of a proclamation granting an amnesty”, said Sinarimbo in an interview Tuesday.

Sinarimbo said that the amnesty is a milestone that is very significant especially to the members of the MILF as “everyone knows that majority of the MILF members who

fought against the government have incidentally committed violations to the law in pursuit of their political beliefs.”

“Since the national government recognized the legitimacy of their cause, we have this amnesty,” he added.

Section 4 of Proclamation No. 1090 states that the amnesty “shall extinguish any criminal liability for acts committed in pursuit of political beliefs, without prejudice to the grantee’s civil liability for injuries or damages caused to private persons whose right to be indemnified is fully recognized therein. The grant of amnesty shall also effect the restoration of civil or political rights suspended or lost by virtue of criminal conviction.”[Read Proclamation No. 1090 here] Sinarimbo further explained that the amnesty “will not cover personal offenses of individual that have nothing to do with their political pursuit as recognized by law. Amnesty will only cover those legitimate offenses like possession of firearms which is a natural consequence.”

MP Mitmug legislative highlights MP Mitmug drafted a total of 16 principal bills, all of which have yet to be approved. The bills are based on the BTA’s priorities (as stated in the Bangsamoro Organic Law), with a focus on the following areas: egovernance, education and youth, elections, health, strengthening of government/ organizational structures, and transitional justice and reconciliation. He also primarily authored 58 principal resolutions that were filed, 31 of which were approved. It is also based on the BTA’s recommendations. Priorities (as specified in the Bangsamoro Organic Law), with a focus on Agriculture, Covid-19 response, culture and heritage, finance, procurement, and taxation, health, Halal and Islamic finance, infrastructure, Intergovernmental relations (IGR), strengthening of government/ organizational structure, transitional justice, peace and order, transition period, youth, education, and sports are just a few examples. MP Mitmug filed 39 co-authored bills, 5 of which were approved. He also filed 57 co-authored resolutions, of which 28 were approved.

Together with the rest of the Minority bloc, Mitmug filed Parliament Bill (PB) No. 134 (Bangsamoro Electoral Code), which has yet to be introduced in plenary. An electoral system, also known as a voting system, is a set of rules that govern how elections and referendums are held and how their outcomes are determined. Governments organize political electoral systems, whereas non-political elections can take place in business, non-profit organizations, and informal organizations. Constitutions and electoral laws define political electoral systems, which are typically run by election commissions and can use multiple types of elections for different offices.

Prior to the activation of the Committee of Amendments, MP Mitmug filed PR 401 Constituting the Members of the Committee on Amendments, Revision, and Codification of Laws on March 1 to activate such committee, and he reiterated his position last October before the BTA by refiling an enhanced version of the resolution.

The Office of MP Mitmug commissioned a study with the Development Advisory Group-Philippines (DAGph) to look into the state of the halal industry in the Philippines. The Minority bloc organized People’s Budget consultations with various stakeholders and players in the halal industry in collaboration with DAGph in order to develop comprehensive and responsive programs. On August 9-12, 2021, public consultations and site visits were held in Lanao del Sur. The Bangsamoro Organic Law (RA 11054) mandated that the Bangsamoro Government develop and implement a halal campaign. Section 30 of Article XIII states, “The Parliament shall enact laws to further strengthen its policy and programs on halal development.”

The Minority Bloc filed PR No. 570, “Resolution encouraging the Government of the Day (GOTD) to Adopt the People’s Budget on the Bangsamoro Halal Ecosystem Program for the Bangsamoro Halal Development and Promotion Program,” on November 25, 2021. This Office also filed PR No. 399, “Resolution commending the Asa Philippine Foundation Inc., for Islamic Financing Shariah Compliant Programs in the Philippines,” earlier this year (March 1, 2021), to recognize the ASA Foundation’s efforts and to encourage other similar organizations to implement if programs in the Bangsamoro.

The issues revolved on two (2) simple questions; these are: 1). Can the incumbent President appoint a new set of members of the Parliament or 2). Will the present members continue to serve till June 30, 2025 under a hold over capacity.

In order to get a perspective comprehension of the issues, it is necessary to revisit the provisions of R.A. No. 11054 and its amendment R.A. No. 11593. Thus, Article VII- Section 11. Terms of Office. – The term of office of members of the Parliament shall be three (3) years: Provided, That no member shall serve for more than three consecutive terms. xx xx The above provision is qualified by Article XVI, thus, Section 2. Bangsamoro Transition Authority. – There is hereby created a Bangsamoro Transition Authority which shall be the interim government in the Bangsamoro Autonomous Region during the transition period. The Moro Islamic Liberation Front shall lead the Bangsamoro Transition Authority, without prejudice to the participation of the Moro National Liberation Front in its membership.

The Bangsamoro Transition Authority shall be composed of eighty (80) members, who shall be appointed by the President xx xx Pres. Duterte appointed the 80 Members of the Bangsamoro Transition Authority (BTA) on February 20, 2019. The BTA itself was constituted on February 22, 2019 when its first set of members took their oath. The inaugural session began on March 29, 2019 and ended on April 23, 2020. R.A. 11054 does not provide a fixed term for appointed members of the Parliament, however it is worth to mention Sec. 12 of Article XVI of R.A. 11054, thus, “Dissolution of the Bangsamoro Transition Authority. – Immediately upon the election and qualification of the Chief Minister under the first Parliament, the Bangsamoro Transition Authority shall be deemed dissolved”.

There was no election held for the Chief Minister under the first parliament neither a parliamentary election; proponents argue that the present Bangsamoro Transition Authority life span subsist while the present members can continue in office until the elections and qualifications of their successors, or till June 30, 2025. This view may find no legal basis according to some stakeholders in the region, they argued, thus, First, members of

the present parliament has no fix term, hence they can be replaced by the President at his pleasure as appointing authority, Second, assuming that the present members of BARMM parliament has a 3 year term reckoned with the 3 year term of the BTA, they are presumed holding an elective position, (despite being appointed), whose term is fixed for three (3) years under the Philippine Constitution, consequently, they cannot stay in office beyond February 22, 2022, likewise, they cannot invoke a holdover capacity without violating the Constitution, and Third, The incumbent president was authorized by R.A. 11593 (Extending the BTA and postponing the Elections in BARMM) to appoint a new set of members of the parliament, thus, “During the extension of the transition period, the Bangsamoro Transition Authority (BTA) will continue to serve as the BARMM interim government.

The President, however, may appoint the 80 new interim members of the BTA who will serve until June 30, 2025 or until the election and qualifications of their successors”, (RA 11593).

Crystal clear, what was extended by R.A. 11593 is the term of the Bangsamoro Transition Authority or BTA, an office distinct and separate from the 80 members of the parliament. Undoubtedly, the present incumbent members of the BTA parliament must secured a new appointment before their terms expired on February 22, 2022, otherwise their appointment will be an issue.

Corollary, the President, at his discretion, may appoint the 80 members of parliament on or before March 9, 2022, the timeline on the prohibition of midnight appointment and or March 25, 2022 before the Elections ban on appointment. Meanwhile, it was reported by the media that President Rodrigo Duterte will consider appointing a new set of Bangsamoro Transition Authority (BTA). Malacañang said on Tuesday. November 2, 2021 (PNA) On the contrary, If the President failed to appoint the new set of 80 members of the parliament, before the timeline time set mentioned, there shall arise a vacuum in the bureaucracy which is not conducive to the region’s political stability.

LWUA mulls takeover of MKWD mgt over financial mess

MP Mitmug legislative highlights the region. Works can be in any of the languages used in BARMM territories (Cotabato City, Basilan, Lanao del Sur, Maguindanao, Sulu, and Tawi-Tawi), including, of course, Filipino and English. The inaugural issue of the Bangsamoro Literary Review (BLR) was launched on March 18, 2021 in celebration of Bangsamoro Day (also the same day for the commemoration of the Jabidah Massacre).

As one of its focus in legislation, Mitmug filed PR No. 140, Resolution Requesting for the Transitional Justice and Reconciliation Commission (TJRC) to Report Their Findings and Recommendations to the Cabinet Members and Bangsamoro Transitional Authority through the Invitation of the Office of the Chief Minister. This has been referred to the Committee on Rules. Relative to this measure, MP Mitmug coauthored AR No. 56, Resolution Calling for the Creation of the National Transitional Justice and Reconciliation Commission for the Bangsamoro and the Formulation and National Implementation of a Transitional Justice and Reconciliation Program for the Bangsamoro.

MP Mitmug also filed PB No. 80 also known as the Bangasmoro Legal Holidays, for the recognition of local holidays in BARMM. This would include Bangsamoro Foundation Day, Eid-ul-Fitr (Hari Raya Puasa), Eid-ul-Adha (Hari Raja Haji), Jabidah Commemoration Day, and Sheik Karimul Makhdum Day. Bill No. 80 or the Bangsamoro Legal Holidays Act aims to commemorate not only the regular or usual holidays observed in the country but to give highlight and due recognition to the historical events that contributed to the Bangsamoro struggle.

He is also one of the principal authors for PB No. 115, a bill memorializing the Moro National Liberation Front Top 90 and Top 300 core members. PB No. 147, which seeks to create the Bangsamoro Council for Mental Health, and strengthen MHPPS programs in the region, is also a core component of transitional justice, aiming to address the MH problems caused by conflict. PB No. 147 was referred to the Committee on Health.

In response to reports of threats and verbal harassment faced by both frontliners and patients in the early days of the pandemic, Mitmug filed PB 65, prohibiting discrimination against persons confirmed or suspected of Covid-19. This was introduced on first reading. MP Mitmug also filed PR 223, commending all frontliners for their services in the fight against Covid-19. This was consolidated with PR 241 as Approved Resolution No. 74.

On mental health, MP Mitmug filed PR No. 269, directing the ministries to formulate comprehensive MHPSS programs for the region. This was referred to and adopted by the Committee on Health, although its committee report has yet to be read in the plenary.

MP Mitmug then filed PB No. 147, which creates the Bangsamoro Council for Mental Health (a counterpart of the Philippine Council for Mental Health). If approved, this inter-agency body will plan, consolidate, implement and assess MHPSS programs of the region. MP Mitmug delivered his sponsorship speech on the measure and it was thereafter referred to the Committee on Health.

He is also involved in events, partnerships and sponsorships, the distribution of relief goods, and various outreach programs. The laws, bills, and regulations mentioned above describe how the Office of MP Mitmug stayed true to its mandate – with a focus on their aspirations and goals. As stated by MP Mitmug, “Every leadership transition should always consider and ensure that the trust of its constituency is strongly built. This would mean that people should have the assurance that the government can follow through its vow of allegiance to the agenda that they instituted, that the public servants will deliver quality and untainted service in consonance to their functions.”

IDAPAWAN CITY – The Local Water Utilities Administration intends to take over the management and operation of the Metro Kidapawan Water District (MKWD) due to alleged financial woes, which authorities like the National Bureau of Investigation (NBI) has been probing on.

“We are now researching on the possibility of a takeover by LWUA of the mgt and operation of MKWD to ensure the implementation of the P514M loan to rehabilitate the system,” an official of the agency told the Bangsamoro Press Corps (BPC) via private messages.

Pressed to give reasons behind the takeover plan, the official who asked not to be named, provided the BPC official documents indicating in detail unexplained loans and perceived management malpractices by the MKWD. The LWUA-provided documents included two letters from the Philippine Chamber of Commerce and Industry (PCCI) of North Cotabato signed by Veterinary Doctor Ramon N. Floresta as president and physician Dan C. Sambrano as vice president and chairman of the board.

The provincial PCCI chapter communicated first on January 19, 2021 with NBI Director of Region 12 Olivo A. Ramos, asking the official to “urgently investigate the gross mismanagement, gross neglect of duty, gross incompetence or graft and corrupt practices occurring in the Metro Kidapawan Water District.”

It informed President Rodrigo Duterte about the MKWD woes in a separate letter dated March 1, 2021.

It followed up with another letter dated March 11 of the same year, demanding the relief of the MKWD general manager, all board of directors and department heads pending the conduct of the NBI probe.

The MWKD is currently administered by General Manager Stella M. Gonzales and a BOD composed of Dr. Alfredo S. Villarico, chair; Emmanuel Zamoras, vice chair; Alan Pandio, secretary; and Lynnie Cagape and Virginia Dayaday as members.

The PCCI chapter’s March 11 letter proposed the appointment of new MKWD officials preferably from outside, and asked the President to let the Commission on Audit (COA) inventory the MKWD facilities and equipment on which several loans in hundreds of millions in pesos were reported as spent.

“Under the circumstances, we have strong reasons to believe that an in-depth investigation into the technical, legal and financial aspects of the MKWD’s undertakings uncover more of the excesses, abuses, and corruption that are causing the miserable state of water services (in Kidapawan City and adjacent communities),” the two PCCI chapter complainant-officials said in their January 1 letter.

They said the MWKD obtained a series of loans from the LWUA – P227-million in 2010; P15.3M in 2018; P21.1M in 2018; P93.4M in 2018; and P25M in 2019.

The MKWD also obtained under a joint “cost recovery program” with the Kidapawan City government P13.8-million fund in 2019, they averred.

In 2019, they said, the MKWD again sought another loan and was approved by the LWUA for P561M. The firm also proposed in another joint “cost recovery program” with the Kidapawan City LGU another P117million, they added.

The BPC conducted verifications about the reported woes, learning from concerned water consumers a litany of sad feedback, including an allegation that MWKD ruling officials had been making travel junkets locally and abroad with the company of their family members.

Surprisingly, despite the numerous loans granted for MKWD to improve water services, consumers complained that their recent bills indicated a sharp increase but the flow of water in their residential homes decreased tremendously.

Sources said the Office of the President has endorsed to the LWUA the complaint for prompt remedial action.

The BPC key source from the local water utilities administration said LWUA Administrator Gene Mamondiong was on the verge of implementing remedial actions to include a takeover of the MKWD management and operation, and the relief of liable officials therein.

The BPC tried but failed to get words from the MKWD incumbent ruling officials about the complaint.

Earlier, vocal Facebook users have pitched in viral posts lamenting the ironical state of water supply in Kidapawan City, saying the urban center has been harped about for being the southern Philippines “city of high springs.”

The air raids started on Tuesday, and lasted until early Wednesday, Yemen’s al -Masirah television network reported.

The network identified the targeted locations as the Jabal Habashi District in the Ta’izz Province that lies in Yemen’s extreme southwest,

as well as the al-Thawrah, Sanhan, al-Sabahah, and alSab’ain Districts in the westcentral province of Sana’a.

Throughout the same time span, Saudi aircraft also targeted the western provinces of Ma’rib, Shabwah, and al-Jawf on a total of 37 occasions.

o be frank and honest, I am not yet vaccinated not because I hate or doesn’t want to be hit by any jab.

However, it is due to my CoMorbidity that I could not have vaccination without clearance from my attending physician. In this regard, my Doctor who is an Endocrinologist hails from the Manila Doctors Hospital and since the time of pandemic on March 20, 2020 I have not visited my Doctor again.

Hence, I failed to get clearance for my Diabetic Ailment. Indeed, it is a Divine Providence that based on several medical journals that I have read these vaccines without naming in particular, but majority of them are still in the clinical stages.

Therefore the pharmaceutical companies have not yet came out with their conclusions that these vaccines are 100 percent safe and have no adverse effects for humans.

In other words, we are just being used as a “guinea pig” or a rodent used as a pet and widely used in biological research or being used for experimentation.

It is OK for a guinea pig even if it dies in the process of experimentation but what about we as human beings. We cannot be subject of experiments.

In fact I know one Muslim government official who had occupied also high political positions in the past in Mindanao. Until now he occupies a high portion in Mindanao. He is a close friend of President Rodrigo R. Duterte.

In my recent travel to Mindanao, we have discussed about this vaccination. He confided to me that he is not vaccinated citing too the medical journals he was able to read and drew up his own conclusions that by all means he will not subject himself to “guinea pig.” His office staffs told me all of them have already been inoculated with 1st and 2nd doses. Ironically their boss as the chief of office is not vaccinated until now.

Lately when the NCR Plus was placed under Alert Level 3, the Inter Agency Task Force (I-ATF) on COVID-19 was so strict especially when the Department of Transportation (DoTr) imposed the “No Vaccine, No Ride” Policy.

PAO chief vows aid to unvaccinated people.

In fact the Public Attorney's Office (PAO) also announced that it will provide legal assistance to people who felt they were discriminated against for not getting vaccinated against Covid-19.

PAO chief Persida Rueda-Acosta said she was ready to support individuals who have experienced work-related discrimination because they are unvaccinated.

She even provided PAO's hotline (02-892-994-36) and her personal cellular phone number, (0919-262-51 -90), which she said can be accessed anytime.

However, Atty. Acosta warned of prank calls. "But please be human and never make prank calls as I also need to rest at night," she said.

She said her refusal to get jabbed must not be linked to PAO's opposition to the Dengvaxia vaccine for dengue.

In 2016, the government halted the immunization of schoolchildren using Dengvaxia after several deaths were linked to the controversial vaccine.

The PAO provided legal aid to the families of those who had died.

"Those deaths were caused by Dengvaxia, which was only under clinical trial but was already given to the innocent schoolchildren, as indicated by the results of autopsies of the victims," Rueda-Acosta said.

She reiterated her appeal to authorities to be considerate of the rights of those who refused to be administered with the Covid-19 vaccine.

"Let us not discriminate against the unvaccinated.

There is no mandate yet for the compulsory vaccination for Covid-19, there is no law yet," she said. (to be continued)

Town mayor lauds BLGUs’ efforts in Taraka, Lanao Sur

By ROCAYA SUMNDAD OTICAL The Ranao Star MARAWI CITY, Lanao del Sur — The efforts of the Barangay Local Government Units (BLGUs) in the municipality of Taraka, Lanao del Sur, to secure the safety of their constituents never get wasted and given due recognition from the municipal government chief executive.

This was manifested when Mayor Nashiba Gandamra-Sumagayan presented recently the Top 10 Barangays with the highest number of vaccinated individuals with incentives that may encourage other BLGUs to double their efforts in ensuring the success of the vaccination roll-out in the Municipality.

The awarding occurred at the Municipal Hall, Taraka Lanao del Sur. This idea sprang from the fact that even up to this day, many Filipinos,

most especially in areas like Taraka, are too dismissive of the importance of the vaccination to counter the threat of COVID-19 and its emerging variants.

Despite the many research-based explanations about its health advantages, many people still presume unfounded claims against vaccines to

be factual. As a result, the health situation of the whole country remains unstable.

The National Government through its component agencies and local government units have considered every possible measure to disaffirm the negative claims against it to help our medical forces

which have already weakened due to our prolonged battle against this pandemic.

Leaders from every part of the country have taken it upon themselves to secure their AORs from the health threat.

In Taraka, BLGUs have levelled the efforts exerted by the LGU to reach the maximum number of vaccinated individuals to ensure the municipality’s defense against the virus.

As a result, Mayor Nashiba GandamraSumagayan felt the need to recognize this by providing them incentives. She believes that only by working as a team can we fully achieve the immunity to the virus and lessen the casualties it could possibly bring.

Suspect in 2017 murder of physician in Lanao Norte arrested ILIGAN CITY — The police finally arrested on Saturday the suspect in the 2017 murder in Lanao del Norte of a physician who served isolated impoverished areas in the province.

Mohammad Nabel Langi Banding, 39, who allegedly shot dead on March 1, 2017 Dreyfuss Perlas, a government “doctor to the barrio,’ in a gun attack in Kapatagan, Lanao del Norte is now detained.

His arrest in Barangay Abaga in Lala town in Lanao del Norte was confirmed by the Police Regional Office-10.

The operation that led to his arrest right in his hideout in Barangay Abaga was a joint initiative of the Lanao del Norte Provincial Police Office and PRO-10 based in Cagayan de Oro City.

In a statement Monday, the Lanao del Norte Provincial Police said Banding yielded peacefully when one from the team dispatched to locate him in Barangay Abaga showed him a warrant for his arrest from

the Regional Trial Court Branch 21 in the province.

The warrant, dated May 18, 2017, was signed by Judge Alberto Quinto.

The police repeatedly tried but failed to corner the elusive Banding in a series of operations early on.

His relatives reportedly helped the police find him in Lala and even led him to his exact location in the municipality. PMT Desk Staff

Marawi mayor underscores importance of motor pool facility MARAWI CITY, Lanao del Sur (PIA)--Mayor Majul Gandamara highlighted that the construction of a motor pool facility is important since numerous infrastructure projects are being constructed in the city’s most affected area (MAA).

“I would like to extend my profound gratitude to National Housing Authority (NHA) and of course Task Force Bangon Marawi (TFBM) for this very important project to cater to the different equipment that will be housed in this motor pool," he said.

According to the mayor, the facility will support the maintenance of the heavy equipment which will be used for sustaining the infrastructure projects.

Gandamra also conveyed appreciation to the efforts of the national government for the continuous support poured into the rehabilitation of the City. He also lauded the efforts of the government line agencies under TFBM for implementing the projects despite the challenges brought about by the pandemic.

“Tayo ay nagpapasalamat sa mahal na Pangulo, at sa TFBM sa patuloy na pagbibigay ng suporta dito despite the challenges that you are facing such as pandemic. Tuloy-tuloy na ginagawa ang proyekto na pinangako ng national government sa Marawi City,” he said.

With funds from the National Disaster Risk Reduction and Management – Marawi Recovery, Rehabilitation and Reconstruction Program (NDRRM-MRRP), NHA led the construction of the said facility. It has a 1,640.32 square meters floor area that can accommodate 4x4 pick-up response vehicles, ambulances, speed boats with trailers, dump trucks, bulldozers, vactors, and coasters.

1 rebel killed, 5 firearms seized in Lanao clash CAGAYAN DE ORO CITY: State forces killed a suspected communist rebel and seized five high-powered firearms during a hot pursuit against 30 armed men believed to be members of the New People's Army (NPA) in Lanao del Sur, the military said Wednesday.

Maj. Francisco Garello Jr. of the Army's Public Affairs Office in Camp Evangelista, identified the fatality as alias Rasty, Hasel or Ade. His weapon, a general purpose machine gun, was also retrieved by government troops.

Four other firearms consisting of two 5.56mm M16 rifles, one 5.56mm M653 rifle and one 7.62mm AK-47 rifle were also seized.

Garello said that the NPA rebels were now on the run following the death of Pedro Codaste, also known as Gonyong, the number two rebel commander in Mindanao next to George Madlos alias Oris.

Codaste was killed in an encounter with government troops in Bukidnon last Friday.

According to Garello, the Army's 1st Special Forces Battalion engaged the fleeing NPA rebels in the boundaries of Amai Manabilang, Lumba-Bayabao and Maguing in Lanao del Sur. Acting 4th Infantry Division commander Brig. Gen. Oliver Vesliño said that the military is continuing operations against the communist rebels in Northern Mindanao at the start of 2022.

He said that for the period of January 1 to 26, the military has engaged in a total of 15 armed encounters with communist rebels in Northern Mindanao. (TMT)
