ARAWI CITY — A joint forces of the Bangsamoro Telecommunications Commission (BTC), Globe Telecom Inc., Philippine National Police, and the Philippine Army, seized more than 50 prohibited cellular mobile repeaters and portable cell sites, commonly known as illegal signal boosters, in Lanao del Sur. BTC Commissioner Muhammad Ameen Abbas led the initial operation and information campaign against the use of these banned devices which began February 9 in this city. This is pursuant to National Telecommunications Commission’s Memorandum Order No. 0102-2013 which prohibits the use of such devices that affect the services of major telecommunications provider in the country. “Mahigpit na pinagbabawal ang selling or purchasing ng signal booster, nakasaad po doon (sa Memo Order) na bawal po tayong gumamit ng illegal booster,” said Abbas. “Sa atin po sa BTC, may mga strategy po tayong gagawin kung gaano ba kadalas yung gagawin nating operation or inspection regarding the use of illegal repeaters,” he added. The Commissioner also appealed to the Bangsamoro constituents to work together to solve the communications problem caused by illegal boosters. Resident Ali Datuulama expressed his gratitude to the Bangsamoro Government’s response to the problem as it affects the majority, especially the students having their online classes. “Kasi ako, may mga anak akong estudyante, may isa akong nurse, may highschool po ako, halos umiiyak ang mga bata pagka-gumagamit sila ng internet na hindi sila makaconnect,” said Datuulama. Having weak or continuous loss of internet connection is a major problem not only to students attending virtual classes but also to other residents in need of communications services especially during emergency situations. The Philippine National Police and the Philippine Army gave their commitment to continue eliminating the prohibited devices because it also affects their operations. Staff Sergeant Gambae Palawan explained that even PNP’s online transactions such as issuance of police clearance is affected by this dilemma. “Online po ang ating police clearance ngayon dito sa Lanao del Sur at nagkakaproblema yung mga mamamayan na kumukuha ng police clearance sapagkat walang linya dahil sa illegal na booster,” he further explained. AVAO CITY, Philippines: Officials of the government agree to support a common program of an entity under Malacañang and anThe Southern Philippines Development Authority (SPDA) and the Regional Board of InvestmentsBangsamoro Autonomous Region in Muslim Mindanao (RBOI-BARMM) have signed a memorandum of agreement (MOA) recently here in this city binding both to cooperate on promotion of businesses in BARMM. Lawyer Ronald Hallid Dimasicil Torres, president of the BARMM Business Council, said last week the MOA is a boost to cross-section efforts of promoting the Bangsamoro region as a potential investment hub. The Bangsamoro region covers Maguindanao, Lanao del Sur, Basilan, Sulu and Tawi-Tawi, all still recovering from the effects of decades of secessionist war. The MOA was signed by the administrator and chief executive officer (CEO) of SPDA, Abdulghani “Gerry “ Salapuddin, and the chairman of RBOIBARMM, lawyer Ishak Mastura of Maguindanao. Salapuddin, a former top leader of the Moro National Liberation Front (MNLF) in Basilan belonging to the “Bombardment” batch of the MNLF and Mastura who are both supporters of the peace process between the national government and the Moro Islamic Liberation Front (MILF). The chairman of the MILF’s central committee, Ahod “Al Hajj Murad” Ebrahim, is the appointed chief minister of BARMM. “The BARMM Business Council appreciates this good effort of the SPDA and the RBOI. We shall be their partners in implementing that MOA,” Torres said. Officials of the Ministry of Labor and EmploymentBARMM were glad with the crafting of the SPDA-RBOI agreement too. Regional Labor Minister Romeo Sema said Sunday improvements in the business atmosphere in BARMM’s five provinces shall, as an immediate effect, generate employment. “Employment is one of several solutions to domestic peace and order problems. Me and my subordinate officials in the Bangsamoro labor ministry are to support that SPDA-RBOI agreement,” Sema said.

Bai Sandra Siang, president of the Muslim Chamber of Commerce and Industry of Cotabato, Incorporated, said they shall help the SPDA and RBOI forge ahead with objectives of the MOA. Siang said the SPDA’s economic intervention for BARMM can also help correct wrong notions about the security situation in the Bangsamoro autonomous region. “Our crafting of the MOA marked the beginning of cooperation between the SPDA and the RBOI,” Salapuddin said. He said the MOA that he and Mastura crafted complements the peace and development agenda of BARMM’s charter, the Republic Act 11054, also known as the Bangsamoro Organic Law. (JULMUNIR I. JANNARAL)

MOH, DOH launch Covid vax for kids in Cotabato hospital COTABATO CITY: The Bangsamoro Government’s Ministry of Health (MOH) and the Department of Health – Region 12 (DOH-12) officially launched on Monday, Feb. 7 at Cotabato Regional and Medical Center (CRMC) the Covid-19 pediatric vaccination hub intended for kids aged 5 to 11 years old. While hoping that the current omicron variant would be the last variant to end the covid-19 pandemic, according to the CRMC Medical Center Chief II. Dr. Ishmael R. Dimaren, CRMC Medical Center Chief II, assured the parents that the vaccine for children is safe. “This vaccine for aged 5 to 11 years old was reformulated by an expert and considered very safe for the children to be vaccinated,” Dr. Dimaren emphasized. This was in line with the nationwide opening of pilot vaccination sites for the said age bracket, aimed to protect every member of Filipino families, not only adults and youths, but also children and kids, against the deadly virus. According to CRMC Pediatric Department Chairperson Dr. Bai Samirah Ampatuan-Singgon, protecting our children means “protecting the hope of our motherland and allowing them to live in a new normal way of life so that we can reach their full potentials.” “In fact, more than 8.7 million children globally have been vaccinated and 97.5% of those did not exhibit any side effects and no deaths,” Dr. Singgon said. “More than 36,000 youths have already been vaccinated in the city with no reports of death and serious adverse effects among those who are vaccinated,” said Cotabato City Health Officer Dr. Meyasser Patadon. On the other hand, MOH Minister Dr. Bashary A. Latiph considered this day for parents all over this country as the “day of relief and salvation.”

BIO Photo Bashary encouraged the parents to get their children vaccinated for their protection and immunity and stressed that the vaccine is approved by Food and Drugs Authority (FDA) as safe and effective. “After almost 18 months of worrying every time that our children get sick in our homes, we have feared that our children may get the Covid-19 disease. It is now the right time for them to get vaccinated and protected from the Covid-19, especially our children are going back to school (for the face-to-face classes),” Minister Latiph said. DOH-XII Regional Director Dr. Aristides Conception Tan expressed his appreciation to the management of CRMC for consistently supporting the implementation of DOH programs such as vaccination hub in the region. “I am hoping that our extensive coverage of vaccination being the CRMC as the pilot hub on these ages will be successful and [with] high turnouts,” Dr. Tan said. The inoculation targets to administer about 795, 012 in BARMM and 754,224 in Region XII aged 5 to 11 years old. More than 100 children were vaccinated on Monday’s launching, including the sons and daughters of doctors, nurses and their relatives, purposely to get the full trust and confidence of the public that the vaccines are safe and families should encourage their children to get vaccinated. ccording to some political scientists, the purpose of transition government is to determine a new political and economic structure, ideally the transitional leadership will play a role in restoring a sense of justice, if injustice resulted during the previous government. Most importantly to restore confidence and changes people’s perception from bad to a better society. Building infrastructures in BARMM is a legacy that will change people’s perception, who has not seen peace but war, famine and poverty for decades. Our history tells us, during his reign, Ramesses II (who fought prophet Moses, may peace upon him) embarked on an extensive building program throughout Egypt and Nubia, he, therefore, built in 1264 BC the rock-cut temples near the modern village of Abu Simbel, likewise Croesus, the overlord of the ancient city of Ephesus, (Turkey) built the Temple of Artemis. In modern times, we have seen leaders, the like of Pres. Marcos who built the San Juanico bridge, Cory Aquino started building our Light Railway Transit (LRT) and overpasses while Pres. Duterte under his build, build, build program constructed several airports, expressways and bypass roads. Unfortunately, the present BARMM administrative building was built by the late Muslim leader Simeon A. Datumanong, Chairperson Executive Council of Autonomous Region XII (1980-1984 to house the Office of the Regional Commission (ORG), thereafter, successions of regional executives for over thirty-seven (37) years, the said office has not been rebuilt, although it has undergone rehabilitation or repairs. Likewise, the most beautiful City Hall in the country (the new Cotabato City hall) was built during the administration of Datu Muslimin G. Sema who was elected as city mayor of Cotabato in 1998 and was reelected in 2001, 2004 and during May 2007 Elections. In Lanao del Sur, the new Provincial Capitol and the Gymnasium was constructed thru the effort of former Governor Saidamen B. Pangarungan sometimes in

1989. These massive infrastructures projects built by our leaders stand tall as monuments, that will serve a remembrance for the next generation to come. Infrastructures creates jobs and improved economic opportunities in the region. Corollary, the present BARMM transitional government should have built their own Parliamentary building and Chief Minister’s residence that will also house the various executive offices, apart from reducing the unemployment rate, will served as a legacy of the present BARMM leadership cherish forever by our people. A modest beautiful Parliamentary building can cost less than P5B while the Chief Minister’s residence will cost another P5B, this construction costs can be deducted from the P75 B block grant of the regional government. The BARMM parliament can likewise raise funds from local revenues or may ask donations from Malaysia or other supportive Muslim countries to funds these two important projects. Despite the reported determination of the BARMM leadership to pursue massive infrastructures in the region for the next three (2022-2025), it cannot be easily realized simply, the present BARMM parliament failed to pass a law designating the capital/ or principal office of the Autonomous Region which is the set of the regional government as provided in the RA 11054, thus, Section 1. Seat of Government. – The Parliament shall fix by law the permanent seat of the Bangsamoro Government anywhere within the territorial jurisdiction of the Bangsamoro Autonomous Region taking into consideration accessibility and efficiency in which its mandate may be carried out under this Organic Law. ournalists known for exercising press freedom excessively deserve prosecution, not death. Lock them up to realize in reclusion that free press comes with utmost responsibility for enlightening and persuading people to do better, not for maligning and other whims. One Eric Duga-Duga, who claims to be the “youngest commentator” nowadays, had called elected Muslim officials “baboy” in some of his video clips I have watched. His misbehaviour has reached the attention of the Presidential Task Force on Media Security. The Maguindanao Prosecutors’ Office has already lodged a case against him. He works for the Radyo ni Juan FM station owned in Tacurong City reportedly by a political family in Sultan Kudarat. Two program anchors cum commentators of the same station had been shot dead by henchmen. Media groups including the Bangsamoro Press Crops had condemned the fatal shooting on the two media workers – Jaynard Angeles and Benjie Caballero on January 12 this year and in October 2019, respectively. Angles died on the spot while Caballero died weeks later in hospital. Angeles and Caballero were not as foul-mouthed as Duga-Duga. I suspect that the alleged politicianowner of Radyo Ni Juan FM radio station was not protective of the dead workers, while seemingly allowing the latter to rampage on elected officials perceived as supporting

rival political camps. The PTFoMS or the Kapisanan ng mga Broakaster sa Pilipinas (KBP) should impose restrictive sanctions on the outfit by pushing for the nullification of its operations permit. In Kabacan, North Cotabato, an FM station was shut down by then Mayor Luz Tan when she cancelled its business permit to operate after a series of “malicious attacks” against her by one or more of commentators of the outfit. Conscience-bereft BBM trolls Senatorial candidate Emmanuel “Manny” Piñol, a veteran journalist-turned -politician/bureaucrat, is gaining popularity with his own heart-touching campaign narratives about the ills of the agriculture industry in the country and how such odds can be squarely resolved with focal government attention. Piñol has no money to pay trolls to speak for him. He does the talking, even as supporters kept volunteering to print campaign materials for him while others embedded their vehicles including trucks with tarpaulins seeking votes for him in the May 9, 2022 elections. When Presidential candidate Ping Lacson staged his proclamation rally this week in Cavite, he prominently endorsed Piñol saying he was highly impressed by the campaign narrative of the former Agriculture and MinDA secretary about the glaring contrast between Israel and the Philippines. Piñol in a recorded

MANILA – The TikTok user linked to the alleged assassination plot against presidential aspirant Ferdinand “Bongbong” Marcos Jr. (BBM) has surrendered to the national Bureau of Investigation (NBI) Justice Secretary Menardo Guevarra on Wednesday told reporters, “The owner of the BBM death threat account voluntarily turned himself into the NBI yesterday (Tuesday). He was advised to secure the assistance of counsel. I think he went to the NBI to give his side, but he’s not under arrest.” Guevarra said due to security reasons, the NBI would not give any details for now while the case is still being evaluated. The NBI was earlier given a month to report on the

The contrast is: Israel exports food to other nations, while PH imports food. The problem in PH is lack of full state support for farmers and fisherfolks, he said. Pinol’s reality-based persuasion in public speaking is in sharp contrast to the case of presidential aspirant Bongbong Marcos, whose popularity hinges on trolls’ narratives, albeit some of which appeared as makebelieve. Bongbong is evasive of media-sponsored dialogs, shunning two popular episodes already. He seems to have given the lead role to trolls in speaking for him and ganging up against critics (as exemplified by lawyer Larry “Bobo” Gadon in maliciously maligning a lady veteran journalist over the issue of payment in tax evasion case fines.) In one of my moderated Facebook pages, one BBM fanatic likened me to a monkey for posting the question: “What has BBM done for the Bangsamoro people. The crazy fanatic could be true in his claim. But when I checked his profile, I saw his profile photo in reality looking like a monkey. I posted such photo, making Muslim backers realize that trolls, to me, are bereft of conscience. HIS COLUMNIST tried to reach out to many Muslim senatorial candidates with the hope of helping in boosting their political campaign. Let us accept the fact that they are having handicap financially and so their campaign chests are usually empty. Hence, they could not afford the expensive Payment for Advertising Ads in Television, which runs into millions of pesos. Hence, the management of Philippine Muslim Today and this Columnist came out with the idea since we are in the communications network, we would like to float the names of these Muslim Senatorial Candidates for free. We have agreed that whether these Muslim Senatorial Candidates can win or not and be in the Magic 12, our primordial objectives is that we have helped them in our own little way after all. That is after I have observed that our Muslim Senatorial candidates are far behind as compared to their counterparts from Luzon. And so to keep the ball rolling, I have asked for their Number in the COMELEC List of Candidates; Platform of Government; and their Official Photos. I also assured them that we are doing this for free to them and we are not asking even 5 centavos from them. Be that as it may, I have communicated to all the Muslim Senatorial Candidates and also gave them the assurance that In Shaa Allah it will be published either here at

the Philippine Muslim Today where I am the Managing Editor; and at The Manila Times where I am one of the Senior Correspondents. In my observation all of them received my communications but many of them have just seen my messages and said “Amen.” But only one of them complied with my humble requests. The more they will not response if it is going to be be a Paid Advertisement, but even it is a Free Ads most of these Muslim Senatorial Candidates did not bother to reply. As I have said out of the many Muslim Senatorial Candidates only one cared to reply and he is SHARIFF IBRAHIM ALBANI (SIA) the No. 2 Official Candidate in the COMELEC List and also the official Senatorial Candidate running under the Labor Party of the Philippines (LPP). At the same time he is backed up by the World Philosophical Forum (WPF) being also the chairman. Hence, Albani wants more jobs once elected into the Senate. This is his main Platform of Government. His ambition is not only for Muslim Filipinos but jobs for all Filipinos or “SIA Sana All.” SIA said a well employed or job engaged citizenry will result in productive people and eventually turns into productive nation. In his platform of government, Shariff Albani said “more than national unity, we must have a definite roadmap for na-

tional productivity in order that we may be able and empowered to best protect our sovereignty and promote our national interest.” SIA also emphasized we must therefore have a futuristic outlook for the well being and prosperity of our next generations. On matters of sovereignty, SIA emphasized that a meaningful sovereignty and not a sentimental dogmatism. On matters of West Philippine Sea, this Muslim Senatorial Candidate who hails from Tawi-Tawi said, “We must define our baselines so we can better argue in favor of our sovereign territory, seas and economic maritime zones, consistent with our laws, history and culture and not vestiges of Western colonialism.” He hastened to add, “we must repudiate arbitr al rulings as well as treaties and agreements with other nations that do not coincide with our national security in the light of the fastchanging realities facing our region.” SIA also emphasized to continuously modernize our armed forces and the police to ensure the preservation of sovereignty, and the safety of our communities. Finally, he said “we must revive our claim to Sabah, which is more proactive than our endless disputations in the South China Seas.” For your Comments & Suggestions, please send an email to: julmunir1845@gmail.co m. There had been many unconfirmed reports making rounds on social media regarding the health of the world’s oldest former prime minister, who led Malaysia to unprecedented economic growth. However, last week his spokesperson Sufi Yusuff had told the media that his health was “improving.” Mahathir, 96, was admitted to National Heart Institute in Kuala Lumpur. “For the past few days, I have been going back home from the hospital,” Mahathir said in a voice sounding frail. The former prime minister said that doctors at the hospital are still conducting medical “procedures.” Thanking people for their prayers for his healthy recovery, the video shows Mahathir surfing through a newspaper in his hands and his wife sitting beside him while he is taking sips from a cup. “Many (people) had sent flowers and (get well) cards,” he added. “My hope is that soon I will recover fully.” On Dec. 16, 2021, the former premier was admitted to the institute. In 2006, he had a heart attack, and the following year, he suffered another. Mahathir served as the country’s fourth and seventh prime minister. He was the country’s longest-serving prime minister from July 1981 to October 2003 and then again from May 2018 to March 2020, making up a total of 24 years. ANADOLU

Global tobacco-related deaths expected to double in next 8 years

I

STANBUL – The number of deaths worldwide from diseases caused by tobacco use is expected to double in the next eight years from the current level of more than 8 million people annually. With the initiative of the World Health Organization (WHO), every year, February 9 is celebrated as World Smoking Boycott Day to raise awareness on the harmful and deadly effects of tobacco use. According to WHO data from 2021, around 1.3 billion people worldwide smoke, and this figure is expected to reach 1.7 billion in 2025. While the average age for tobacco use is 46 and older, for men, it covers the 45-54 age group and for women 55-64. Over 8 million people worldwide die every year from tobacco-related diseases such as lung cancer, vascular diseases, heart disease, and respiratory diseases. More than a million of these deaths are due to exposure to cigarette smoke. Half of the child population in the world is exposed to tobacco smoke, according to WHO estimates, and about 70,000 children die before the age of five due to respiratory tract infections as a result of passive exposure. There are over a billion active smokers in the world, and more than 80 percent of them live in developing or underdeveloped countries. Anadolu

ERLIN – The leaders of Germany, France and Poland urged Russia on Tuesday to back away from military threats and pursue a diplomatic solution to the Ukraine crisis. "Our common goal is to prevent a war in Europe," German Chancellor Olaf Scholz said at a joint news conference in Berlin with French President Emmanuel Macron and Polish President Andrzej Duda. "Any further violation of Ukraine's sovereignty and territorial integrity is unacceptable, and it would have massive political, economic and geostrategic consequences for Russia," he said, adding that it was the common position of Western nations. Scholz underlined their commitment to dialogue and desire to find a peaceful resolution. The talks came as Germany and France stepped up diplomatic efforts in recent days amid mounting fears of an imminent Russian attack on Ukraine. The Chancellor visited Washington on Monday and Macron engaged in an intense two days of

shuttle diplomacy between Moscow and Kyiv. Macron told reporters that Europe would do anything to maintain peace and stability on the continent and would continue to defend European values and principles, including respect for territorial integrity and the sovereignty of all the states. Recalling recent meetings with Russian President Vladimir Putin and Ukraine’s Volodymyr Zelensky, Macron said Germany and France will continue dialogue with Moscow in the coming days as part of the Normandy format talks. “That is the only way

to achieve peace in Ukraine, as it was also publicly acknowledged by President Putin and President Zelensky,” he said. Duda said the meeting shows that European countries are united. Expressing strong solidarity with Ukraine, he underlined that Europe “cannot allow concessions” and “take steps back” amid military threats by Russia. Russia recently amassed more than 100,000 troops near Ukraine, prompting fears that the Kremlin could be planning another military offensive against its exSoviet neighbor.

Moscow has denied it is preparing to invade and said its troops are there for exercises. The Kremlin also issued a list of security demands from the West, including a rolling back of troop deployments to some ex-Soviet states, and guarantees that Ukraine and Georgia will not join NATO. NATO SecretaryGeneral Jens Stoltenberg reiterated Monday that allies are ready to meet with Russia to discuss issues raised by Moscow but he also stressed that every country has the right “to be part of an alliance or not” under international law. Highly virulent HIV variant discovered in Netherlands LONDON - A highly virulent variant of HIV (human immunodeficiency virus) has been discovered in the Netherlands, a scientific study said on Thursday. Published in the journal Science, the analysis of more than 100 HIV patients revealed that those who contracted the variant, known as VB, had between 3.5 to 5.5 times higher levels of the virus in their blood, making them more likely to transmit the virus. The findings are the results of a joint study by the Oxford University Big Data Institute and the Netherlands HIV Monitoring Foundation. According to the journal, the variant also appears to have led to a reduction in immune cells. Consequently, infected people are at risk of developing AIDS (Acquired Im-

mune Deficiency Syndrome) much more quickly than those infected with other versions of HIV. However, the journal asserted that the new variant is as treatable as ordinary HIV and can be detected using the same diagnostic tests used for other HIV variants. The new variant was

discovered through a project known as Beehive, which aimed to examine the links between HIV genetics and disease severity. However, the study noted that there were only 109 people known to be carrying VB, 107 of which are in the Netherlands, adding that there could be

more people infected. Genetic analysis suggests that the variant has been in circulation since the late 1980s, arising in the 1990s in the Netherlands. In the 2000s, it is estimated to have eclipsed the other HIV variants in the number of infections, though declining after 2008, the journal noted. Anadolu
