LIGAN CITY – The Land Transportation Franchising and Regulatory Board (LTFRB) and the Bangsamoro autonomous government are working closely to open more ‘Friendship Routes’ in the Bangsamoro region. This was revealed by LTFRB chairman, lawyer Martin Delgra III after the launch of the Davao-Marawi route for public utility vehicles (PUVs) in Marawi City, Lanao del Sur on Wednesday. Delgra III said they are working closely with the BARMM's Ministry of Transportation and Communications, and the regional LTFRB offices to establish the identification of

ONGAO, Tawi-Tawi — The Tawi-Tawi provincial government has joined other BaSulTa provinces of Basilan and Sulu in opposing the national government’s move to purchase the Bangsamoro property at Barangay Cabatangan in Zamboanga City. Board Member Hasanal Jeoffrey Sali, Tawi-Tawi ABC President, and Kausar Aming, Acting Information Officer II, represented the provincial government in a recent dialogue facilitated by the Office of the Presidential Adviser on Peace Process (OPAPP) and select Members of Parliament from the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). Sali expressed the provincial government’s stand against the intent of the national government to purchase the 72-hectare land situated in Cabatangan in unison to the opposition of the rest of BaSulTa provinces, highlighting that the subject land is a property of the Bangsamoro people while correcting the misinformation about rights and ownership of the then Autonomous Region in Muslim Mindanao (ARMM) government. The BaSulTa representatives made a strong call for more inclusive and impartial consultations with stakeholders about the historically and legally owned and valued Cabatangan property of the Bangsamoro people. The 72-hectare lot remains the property of the Bangsamoro people despite the exclusion of Zamboanga City in the BARMM following the enactment of the Bangsamoro Organic Law in 2018, the local government said. The subject property known as the Cabatangan Complex or the Lupong Tagapagpaganap ng Pook was acquired for the Bangsamoro people before the creation of the ARMM political entity in 1989. PMT Desk

More ‘Friendship Routes’ to open in the Bangsamoro region meters from Davao City to Marawi City, and a travel time around 10 to 15 hours, based on the standard PUV speed of 80 kilometers per hour. In a video message, Transportation Secretary Arthur Tugade said the new inter-regional routes will not only achieve mobility and connectivity in the regions but will also spur economies as it will open up commerce and trade in the areas. Meanwhile, Gandamra said the opening of the friendship routes along with the availability of public utility vehicles is a great opportunity to serve the riding public with more accessible, affordable, and convenient public transport. "This does not only connect two cities but it connects different provinces and different regions. It connects economies, industries and most importantly it connects the lives of our constituents," he said. The other friendship routes launched are Iligan City to Marawi City with 27 Class 2 PUVs operated by Mindanao State University (MSU)-Marawi Iligan Transport Services Corporation, and the General Santos City to Dipolog City via Cotabato with 15 provincial buses operated by Rural Transit Mindanao Inc., the sister company of MSBTI. BARMM Chief Minister Ahod Ebrahim issued the statement during the #LagingHandaPH program of the Presidential Communications Operations Office (PCCO) hosted by Undersecretary Rocky Ignacio on Wednesday morning. “As of today, BARMM has no official anointed presidential candidate,” Ebrahim, also the MILF chairman, said. “We have not decided as of yet who among the presidential aspirants we are going to endorse but we are inviting all the presidential candidates to come and visit us so they can present their platform of government before us,” he added. Since the BARMM transition period was extended by the national government until 2025, there will be no elections for regional officials in reference to the region’s first regular parliamentary polls. “BARMM as a parliamentary form of government is not included in

this year’s election because the transition period is extended until 2025,” he said. However, he said, the BARMM will be participating actively in the local elections through its political party — the United Bangsamoro Justice Party (UBJP). “So we have candidates for local positions from provincial down to municipal levels,” he said. Ebrahim told the #LagingHandPH program that the peace and order situation in the region remained stable although there were some “noises” that may affect the conduct of the balloting. But Ebrahim said there is no strong evidence as of yet that isolated violent incidents happening in the region are electionrelated. “We are in close coordination with the Philippine National Police in the BARMM as far as preparation for the elections is concerned,” Ebrahim said. At the regional governance level, Ebrahim said

Bangsamoro Chief Minister Alhaj Ahod Ebrahim. he was in the process of reorganizing his official family after the national government extended the term of Bangsamoro Transition Authority (BTA), the region’s provisional lawmaking body, until 2025. Ebrahim has asked all 15 ministers and 15 deputy ministers to tender courtesy resignation so he will have a free hand in choosing his official family as part of the region’s cabinet revamp. “We are still processing it, I have accepted the resignation of two ministers, five have been reappointed. Our assess-

ment and evaluation of their performance are going on,” he said, without revealing who will go and who will stay in his official Cabinet. “We are already three years in this transition, we are extended for another three years so we need to revamp to effectively function as an autonomous government for the Bangsamoro,” he added. The list of reappointed, newly hired cabinet officials, including the 80 members of parliament has been sent to the Office of President Rodrigo Roa Duterte for his signature. (PNA)

Islam and the struggle for power

Editorial

Bangsamoro Voters Must Put Up The “Muslim Vote”

L

ooking through each political party’s roster for national elective positions, one can only pick out very few Bangsamoro candidates among the ranks, or even non-Muslim candidates who openly show support to the Muslims in this country. It can even be observed that the candidates in question may not even be considered as popular owing to the fact that they may be new players or are not that known outside of their hometown circles, or have expressed opinions and political leanings before that may not have sat well with the non-Muslim mainstream. Such may make voters even in the BARMM wonder, why did they even consider running in a race where the expected victors come from the ranks of the famous, influential, and possessing th benefit of a well-oiled political machinery? It is a fact that the voting public across the country has expressed its fatigue and dissatisfaction with the current state of affairs, and no doubt, is eager to cast its vote next year. The Bangsamoro is no exception, and like his counterparts in the rest of the archipelago, is determined to use his vote in the collective attempt to choose better leaders for the next six years. With the BARMM still in its infancy, it is essential that the newly chosen leaders at the national level are supportive of it and its future. Some of the political mavericks mentioned earlier happen to have leanings supportive of BARMM and the Bangsamoro people. Should the Bangsamoro voters, then, put up a gamble and support these candidates with their votes in the 2022 polls? It will indeed be a gamble, but if the Bangsamoro people will be viewed by candidates with more respect and consider them as a force to be reckoned with every election, the former would have to form the solid “Muslim Vote.” The Muslim Vote will not only represent the Muslims on the country as voters and hence, political beings; it will also present them as voters who know what they rightfully want and will collectively vote for anyone who will fight for them in the Congress, Senate, and even up to the halls of Malacañang. Once accomplished, the Muslim Vote and the Bangsamoro voter will no longer be regarded as insignificant and unworthy of attention. In return, such will be a great victory for the Bangsamoro people who have suffered decades of conflict, neglect, poverty, and inequity. It should be really given a good try. A New Window in Philippine Political History

W

hen we all begin to think that there is nothing more exciting to write about Philippine Politics, given the same political figures and actors that crowd its firmament and the redundant or never ending litany of violence, vote buying and fragmentation into sectoral interests even of the most closely knitted families, we are unexpectedly ushered into an entirely amazing dimension, or a new window, if you will, in our political history. This is something that nobody, not even our most experienced pundits with prophetic vision could have predicted, and I refer to the tandem of Ferdinand “Bong Bong” Marcos, Jr., son of the late strong man Ferdinand Edralin Marcos and Mayor Inday Sara Duterte – Carpio, daughter of President Rodrigo Roa Duterte. It is an open book secret that President Duterte is a staunch admirer of the late President Marcos whom he described as the most brilliant President we ever had. Further, President Duterte does not mince

words in praising the outstanding accomplishments and performance of President Marcos whom he acknowledged to have built structures that the Filipino people can take pride of for many generations to come. This BBM – SARA Tandem has caught the imagination of the Filipino people not so much of its unique character as the promise of better life that it offers to the nation. Mayor Sara for one had been for the longest time the focus of public fancy and accolade as their choice for president in the coming elections. Her posters egging her to run for the presidency had adorned every corner of every major thorough fare in the country and her life size pictures are posted on the walls of big and small buildings alike in all cities in the country. The presidency was being handed to her on a silver platter. But this is not to be as she is destined to be the next Vice President of the Philippines. She is a lady of her words having consistently

s I have promised I will tackle in my next Batanes To Tawi-Tawi column particularly about the declaration of Martial Law which I told my former professor at then Mindanao State University-Sulu College of Technology & Oceanography (MSU-SCTO) back in 1972 when the capital town of Bongao was still under the administrative jurisdiction of the Province of Sulu. CAGAYAN DE ORO CITY – Vice President Maria Leonor Robredo assures that, if elected president, students, especially underprivileged relying on government scholarships, will have easy access to quality education despite their economic status. Robredo gave the assurance during a campaign rally at Divisoria commercial area here on Tuesday evening. “I want to assure our students that if you have a scholarship, but you find it difficult to cope with poverty, decent living, or everyday expenses, the government will help you because it knows how to spend the money for the people,” she said. Earlier, Robredo also visited the cities of Iligan and Gingoog in Misamis Oriental. While here, she also

We did not receive any report of petty crimes like pickpocketing or snatching,” Chua said. Before the rally, representatives from various sectors were invited to discuss issues affecting

them in the hopes that Robredo will act on them once she is elected into office. Joel Gabatan from the transport sector spoke about his concerns about the national government’s public utility vehicle modernization program. Denise Edwina Gonzales, a student formator at Xavier University and one of Robredo’s volunteers here, said the Department of Education must address the “new normal” in learning especially in the transition from online to face-toface. The crowd of mostly young people attending the rally, Gonzales noted, could be due to the youth’s active presence online and their grasp of the present national issues. (With Agency)

Cebu City adopts ‘open’ policy, lifts Covid-19 restrictions CEBU CITY – Mayor Michael Rama on Thursday announced “opening” the city for economic activities, removing major restrictions against coronavirus disease 2019 (Covid-19) under “shared responsibilities” in the new normal. In a press conference before the 85th Cebu City Charter Day ceremony, Rama cited the declaration of the Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF) placing the capital city under the lower Alert Level 2 from February 1628 as a basis for issuing the “open all” policy. 23 SUCs get SEARCA training in research design

10-week Online Training on Research Designs and Methods for Higher Education Institutions in the Philippines (Research4HEIs) is being implemented by the Southeast Asian Regional Center for Graduate Study and Research in Agriculture (SEARCA) for 23 members of the State Universities and CollegesAssociation of Colleges of Agriculture in the Philippines, Inc. (SUC-ACAP). The training will run until March 11, 2022. The training is conducted under the auspices of a SEARCACommission on Higher Education (CHED) project called “Leveling-Up Philippine Higher Education Institutions in Agriculture, Fisheries, and Natural Resources (LevelUPHEI AFAR).” Dr. Glenn B. Gregorio, SEARCA Director, said the SEARCA-CHED partnership is in step with SEARCA’s push for the government to tap the intellectual capital of higher education institutions (HEIs) to boost food secu-

rity and economic recovery by fostering a “knowledge economy” amid the COVID-19 pandemic. He added that research must not be done just for academic exercise. He said research should reach out to the needs of society—that is, to produce food, solve hunger and malnutrition, and help transform farmers into profitable entrepreneurs. The Research4HEIs training is designed to enhance the participants’ capacity to develop a research framework focused on their objectives and hypotheses with a keen knowledge of the conditions under which they are to conduct their research. SEARCA has tapped the University of the Philippines Los Baños (UPLB) faculty members to design and facilitate the training course. It is coordinated by Dr. Maria Ana T. Quimbo, Professor 12 at the UPLB Institute of Governance and Rural Development, and

co-facilitated by 13 faculty members and experts in quantitative and qualitative research methods from the UPLB Institute of Statistics and Department of Social Sciences. A major output of the Research4HEIs training is a Re-entry Action Plan that includes developing a research proposal. The action plan will enable the participants to apply the learnings and skills gained from the training to address specific and practical problems related to their field of interest or specialization, for which they will receive constructive and academic feedback. The Research4HEIs training is one of two SEARCA online learning events for SUC-ACAP members under the SEARCA-CHED project. The Strategic Communication Planning Workshop: Enhancing Communication Skills for Higher Education Institutions in the Philippines (StratCom4HEIs) is also ongoing and will close on March 14, 2022. Iran has capacity to supply natural gas to world: President

NATO condemns Russia’s 'reckless, unprovoked attack' on Ukraine

T

EHRAN, Iran – Iran’s President Ebrahim Raisi on Tuesday declared his country’s readiness to supply natural gas to the world, including Europe. Addressing the sixth summit of the Gas Exporting Countries Forum (GECF) in Qatar’s capital Doha, Raisi said that Iran, as one of the world’s biggest holders of natural gas reserves, has the capacity to supply it to the world and called on the international community to support initiatives aimed at ensuring the security of the global energy market. This is Raisi’s fourth foreign trip since assuming office last August and his first visit to Qatar. Raisi said his country has been able to boost its natural gas production and carry out significant projects in the oil and gas sectors by banking on domestic expertise and resources. He said sanctions imposed by “hegemonic powers,” an oblique reference to the US, against “free nations” were “no longer effective,” urging closer cooperation among gas exporting countries to bypass sanctions. Raisi’s remarks came amid heightened tensions between Russia and the West over the crisis in Ukraine, which has threatened to disrupt the global energy market. Oil prices on Tuesday touched $100 per barrel, the highest in more than seven years. Europe’s natural gas futures also experienced jitters, rising more than 13 percent, as Russia supplies more than a third of the continent’s gas consumption. Raisi’s remarks, which were meant to calm the situation in the energy market, are also being seen as a statement of solidarity with key regional ally Russia, which has been threatened with harsh sanctions by Western countries if it invades Ukraine. In a statement Tuesday, Iran’s Foreign Ministry spokesman, Saeed Khatibzadeh, urged all sides to “exercise restraint” and “work to resolve disagreements through talks and within a peaceful framework.” He said Iran believes that “any action that could escalate tensions should be avoided.” Meanwhile, Iran’s Oil Minister Javad Oji, in his remarks Tuesday, echoed Raisi, saying Iran has repeatedly stated that it has the “necessary capacity” to supply gas to neighboring countries and even Europe. In a televised interview, Oji said despite high domestic consumption and exports, many of the country’s gas fields remain intact, and new fields have also been discovered in recent years. He said many treaties are “on the anvil” with gas exporting countries for the development of oil and gas fields, the reconstruction of oil and gas refineries, and the transfer of technical and engineering services. ASHINGTON – NATO Secretary General Jens Stoltenberg on Thursday strongly condemned Russia’s "reckless and unprovoked attack on Ukraine," saying it puts at risk countless civilian lives. "Once again, despite our repeated warnings and tireless efforts to engage in diplomacy, Russia has chosen the path of aggression against a sovereign and independent country," said Stoltenberg in a statement. His remarks came shortly after Russian President Vladimir Putin announced a special military operation early Thursday in eastern Ukraine’s Donbas region. Following Putin’s announcement, large explosions were reported in Ukraine's capital Kyiv and city of Kramatorsk. "This is a grave breach of international law, and a serious threat to EuroAtlantic security. I call on Russia to cease its military action immediately and respect Ukraine’s sovereignty and territorial integrity," said the NATO chief. "NATO Allies will meet to address the consequences of Russia’s aggressive actions. We stand with the people of Ukraine at this terrible time. NATO will do all it takes to protect and defend all Allies," he added. ‘World will hold Russia accountable’

NATO Secretary General Jens Stoltenberg (Anadolu) In Washington, US President Joe Biden slammed Russia over its "unprovoked and unjustified attack" on Ukraine late Wednesday, saying "the world will hold Russia accountable." In a statement shortly after a televised address by Russian President Vladimir Putin in which he announced a special military operation in eastern Ukraine, Biden said: "The prayers of the entire world are with the people of Ukraine tonight as they suffer an unprovoked and unjustified attack by Russian military forces.” "President Putin has chosen a premeditated war that will bring a catastrophic loss of life and human suffering. Russia alone is responsible for the death and destruction this attack will bring, and the United States and its allies and partners will

Journalist found dead near Mexican capital A journalist has been found dead near Mexico's capital, adding to the record number of media workers killed in the Latin American country. Michelle Perez Tadeo, known as Michell Simon, was found dead with signs of violence in Ajusco along the highway leading to Picacho, in the Tlalpan borough, south of Mexico City on Tuesday. Relatives and friends of the 29-year-old journalist, who was originally from the southern state of Veracruz, had reported her missing last Friday.

Police said they had launched an investigation and there were several theories for her death. Her apparent murder would make her the sixth media worker to be killed in Mexico this year. Mexican media workers have expressed their outrage over the frequent killing of journalists. Mexico's Interior Undersecretary Alejandro Encinas recently revealed that more than 90 percent of the murder cases related to media workers had remained unsolved. respond in a united and decisive way," he said. Biden said he will monitor the situation from the White House and will continue to get regular updates from his national security team. "Tomorrow, I will meet with my G7 counterparts in the morning and then speak to the American people to announce the further consequences the United States and our allies and partners will impose on Russia for this needless act of aggression against Ukraine and global peace and security," Biden said. "We will also coordinate with our NATO allies to ensure a strong, united response that deters any aggression against the alliance. Tonight, Jill and I are praying for the brave and proud people of Ukraine," he added. The order for the spe-

cial military operation came after a request from the self-proclaimed republics of Donetsk and Luhansk for help from Putin against Ukraine. A White House official said Biden on Thursday afternoon will announce further consequences the US and its allies and partners will impose on Russia for its attack on Ukraine. In addition, White House Spokeswoman Jen Psaki said Biden was briefed on a secure call this evening by Secretary of State Antony Blinken, Secretary of Defense Lloyd Austin, Chairman of the Joint Chiefs of Staff Mark Milley and National Security Advisor Jake Sullivan about the "ongoing attack" on Ukraine by Russian military forces. BALT | from Page A4 Islam and the struggle for power both the group members and to God”. During the golden years of Islam, prophet Muhammad (pbuh) used to appoint leaders or Governors in areas conquered by the Muslims. Many applied to be appointed as Governors or rulers of Egypt, Damascus or Yemen. Further, the prophet (pbuh) announced that

appointed person will only receive an “allowance while any excess earned or received while in office is an illgotten wealth”. Many who learned the prophet’s announcement have withdrawn his application, simply people have inherent desire to earned more than what he deserves. Sad to say that in our present democratic

system, there are report of elected and appointed officials who become rich while in office, who owned a fleet of cars and buildings or send their children to foreign schools. These people don’t believe in honesty. On the contrary, “No legacy is so rich as honesty” said by William Shakespeare. ——
