OTABATO CITY – President Rodrigo Duterte has preferred a status quo in the operations of his appointed members of Bangsamoro region’s transitional parliament, opting not to exercise discretion under R.A. 11953 to put in new faces in the interim legislature before his terms of office ends on June 30 this year. The President approved the recommendation of his Security, Justice and Peace Cabinet Cluster (SJPCC) last March 4 to extend the office term of appointed members of the Bangsamoro Transition Authority (BTA), taking into account the essence of allowing without undue interruption the incumbents’ thrusts in completing unfinished crucial tasks. R.A.11593, which President Duterte signed last October 28, effectively moved the first regular elections of parliament members in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) from 2022 to May 2025 as avidly sought by stakeholders led by Moro Islamic Liberation Front (MILF) leaders now heeding the interim governance.

ARAWI CITY — The Bangsamoro government has inaugurated two new barangay halls in Lanao del Sur. Ministry of the Interior and Local Government (MILG) Minister Naguib Sinarimbo led the turnover and inauguration of the newly completed barangay halls in Lumbac Inudaran and Campung Inudaran in Marantao town Monday, March 7, the regional government said. The official also led the groundbreaking ceremony for two other projects in the province. These were the water system in Bayang Municipality and legislative building in Lumbayanague town. The barangay halls, each worth P3.5 million, were funded through Bangsamoro Appropriation Act (BAA) 2020, while the water system worth P25 million and the legislative building worth P15 million were both funded under the BAA 2020 contingency fund. Mangudadatu, who arranged Isko’s courtesy call in BARMM and campaign sorties in Bangsamoro region and nearby Sultan Kudarat, North Cotabato and South Cotabato, has been openly campaigning for the Manila mayor’s candidacy. Before the UBJP top officials left the rally before Isko’s party arrived, the crowd chanted “we love Isko” en masse. “I am sure he (Isko) has very big heart for Muslim Filipinos…I foresee his eventual endorsement by the UBJP,” Rep. OTABATO CITY – Lawyer Saidamen B. Pangarungan, a seasoned politico-bureaucrat, has taken over the helm of the Commission on Elections (Comelec), becoming the second Muslim chairman of President Rodrigo Duterte appointed Pangarungan to the Comelec on March 7 for a sevenyear term in what Palace officials described as a recognition of the vital reforms the latter had instituted in the National Commission on Muslim Filipinos (NCMF). The President had named Pangarungan as NCMF secretary on July 9, 2018 for a two-year term, and appointed him again last year after successfully fixing operational odds in the Commission, particularly in the administration of hajj activities that substantially decreased the flight fares of Filipino pilgrims and improved their billeting in the Kingdom of Saudi Arabia. Pangarungan assumed the Comelec chairman’s office on the same day he took oath of office before Supreme Court Chief Justice Alexander Gesmundo on Tuesday, March 8. Biography Pangarungan was born Sept. 23,1950 in Dansalan (now Marawi City) to Datu Abdulrahman Diambangan Balt of the Sultanate of Bayang, and the late Bae Jameela Asum Pangarungan Amai Manabilang of the Sultanate of Lanao. Education He studied at the Jamiatul Philippine al-Islamia (Islamic University of the Philippines) in Marawi City, where he was a consistent valedictorian in his elementary and high school years in 1956– 1966. He finished his Liberal Arts degree in 1971 and Law in 1976 at the San Beda University as a consistent college scholar. He passed the Philippine bar examinations on the same year with a weighted average of 85.6%.He immediately went to law practice for 24 years including his eightyear stint with the prestigious Siguion-Reyna, Montecillo & Ongsiako Law offices in Makati City, where he became a legal counsel of both local and multi-national companies, including the Bank of America, Goodyear, Caltex, Sumitomo, Dole Philippines, San Miguel Corp., PLDT, Philippine Airlines, and Equitable PCI Bank (now BDO). Political career Running as opposition bet against the ruling Kilusang Bagong Lipunan, Pangarungan was elected Assemblyman of the ARMM from 1979 to 1982.

After the EDSA revolution in 1986, Pangarungan was appointed acting governor of Lanao del Sur, replacing governor Ali Dimaporo, a powerful ally of then President Marcos during the martial law era. His gubernatorial reign was challenged in the kidnapping of 12 Carmelite nuns from their Marawi hilltop convent by lawless armed men. From the Vatican, Pope John Paul II appealed to the captors to release the nuns who were later brought to Lumbayanague town across south of Lake Lanao. After two weeks of search, Pangarungan led state security forces and encircled the kidnappers’ holdout. Under heavy pressure, the outnumbered kidnappers were forced to release all the nuns, safe and unharmed, it was learned. Abolition of over 2,000 ‘ghost’ barangays Pangarungan was later appointed as undersecretary of the Department of Interior and Local Government by President Corazon Aquino. He was tasked as head the interagency committee that investigated “ghost” barangays in Muslim provinces. After six months of ocular investigations and on Pangarungan’s recommendation, Pres. Aquino issued an executive order abolishing some 2,000 ghost barangays in the two Lanao provinces, saving the government billions of pesos in regular allotments to the nonexistent or uninhabited

villages. As undersecretary, he also helped craft an executive order granting regular salaries and allowances to barangay (village) officials in the country. Gubernatorial election In the 1988 polls, Pangarungan was elected governor of Lanao del Sur, beating for the first time political dynasties in the province. As governor, he built the fourhectare provincial capitol complex overlooking the scenic Lake Lanao, the provincial library, the People’s Park in Marawi City, and other vital infrastructure projects. His gubernatorial reign had also concreted 110 kilometers of major road networks: The Lake Lanao circumferential road and the Marawi-Malabang Road. At that time, the internal revenue allotment (IRA) of the provincial government was a measly P850,000 a month compared to the P160 million monthly in the 2017 figures. During Pangarungan’s watch, the province was drug-free because of his staunch campaign against illegal drugs trade. It was also characterized by the stable peace and order in Lanao del Sur and Marawi City, sans recorded firefights or skirmishes between government and rebel forces. ust 3 days ago (March 9, 2022) the political campaign set up by the Commission on Elections (COMELEC) for all local candidates has already started. But a promise from the BBM’s camp is yet to be fulfilled especially to the local candidates in the Bicol Region. There was a promise that the camp of Ferdinand “Bongbong” (BBM) Marcos, Jr. will help in the “Ayuda” to their local candidate’s especially those allied with them at the Kilusang Bagong Lipunan (KBL).

By “Ayuda” not the usual one being extended during pandemic time. But it would mean the additional help to the political campaign chest of the local candidates. Take for example in the case of VICE MAYORALTY CANDIDATE MARIVEL ORTIL RAZON in Caramoan municipality in Camarines Sur, Bicol Region who is officially with the KBL She was promised with a substantial sum of money to augment her expenses for the purchase of her campaign paraphernalia not only for

But the campaign period has already started and today it is now on the 3rd Day and just like the invasion of Russia against Ukraine for two weeks now we don’t know yet the result. All we know there are already casualties from both sides especially Russian and Ukrainian soldiers and civilians as well becoming a catastrophe too or collateral damage. However, despite the huge firepower of Russia ordered by President

Vladimir Putin, Ukrainian forces under President Volodymyr Zelenskyy defended their lands and sovereignty. Most of all the 44-year old Volodymyr is giving much inspiration and words, and fighting spirit to firepower of Ukrainian forces not to surrender to the Russian enemy. Be that as it may, going back to the “pangako by the lieutenants of BBM among them a certain Pastrana and Ricky, in all likelihood the pangako will remain mapako.” But in fairness to BBM the promises made by his

people have not fully reached his knowledge. Well while as of this writing, it is still on the 3rd day of the political campaign I just hope that the “promised Ayuda” will not turn into a broken promise. As based from a Spanish term, “Ayuda” comes from the word “Ayudar” meaning to help. But where is now the essence of helping when the campaign period for the local candidates has already started. Their local candidates who are waiting for the nice and sweet talks of

the KBL are still expecting and hoping that a “mana” from heaven will fall on Earth. I hope this message will reach BBM at his UniTeam Headquarters In Mandaluyong City. Islam condemns terrorism

slam is a religion of peace! Any act which disturbs peace and tranquility is not only reprehensible but condemnable. Peace is the essence of Islam. Peace is the only way up! Oppression, therefore, in any form against human beings, against animals, against birds is strictly prohibited in Islam. “The life of a person is valued like the life of the entire humanity.” The Qur’an says whose saveth it (he protects and preserves) the life of one, it shall be as if he had saved the life of mankind (Qur’an 5:35) killing a person without just cause is as good as he has killed the entire mankind. There shall be no discrimination between man and man on the ground of nationality, nobility and racial distinction. Thus, the holy Qur’an pro-

claimed: “O humankind! We created you from a single (pair) of male and female, and made you into nations and tribes, that you may know each other (not that you may despise each other). “Verily, the most honored of you in the sight of Allah (S.W.T) is he who is most righteous in conduct.” (Qur’an, 49:13) This Qur’anic verse is addressed not only to the Muslims, but also to the whole of mankind. It constitutes a divine “Call for global peace, not globicide.” It is also a warning against selfish ethnocentrism and nationalism. Islam has enjoined Muslims to be just in all his or her dealings with non-Muslims. Thus nonMuslims living in a Muslim country or Community enjoy the status of DHIMNIS, or the most protected people. To pro-

tect a Christian living in a Muslim country is not only a duty of the state, but also an obligation of Muslim individuals. We Muslims as believers of Islam do not tolerate terroristic acts. All acts of terrorism are repugnant to the Islamic society. Killing a fellow Muslim or a non-Muslim without just cause is a mortal sin and earns its perpetrators the wrath and curse of Allah (S.W.T). Muhammad, the Prophet of Islam (PBUH) had threatened to be the complainant himself on the Day of Judgment against every Muslim who violated the rights of non-Muslims (DHIMNIS). Their rights are sacred and inviolable. The prophet Muhammad (PBUH) warns Muslims any highhandedness towards the Non-Muslim Citizens. “Whoever oppresses

a DHIMNI or usurps or makes him work beyond his capacity, or takes something from him with ill-intentions, he shall be the complainant against him on the day of Resurrection.” “Whoever hurts a DHIMNI, he hurts me; and one who hurts me, hurts Allah (S.W.T)” (AlTribani) It was reported that the second Caliph of Islam, Sayyidina Umar bin Al-khatab made the following order: “I exhort my successor regarding the treatment to be meted out to the covenanted people by the messenger of Allah (S.W.T). (They should receive the fullest execution of their covenant, and their lives and properties should be defended even if it requires to go to war against their oppressor) and they should not be taxed be-

yond their capacity.” In fine, the following are the basic and fundamentals rights of nonMuslims living in a Islamic state or Islamic community: 1. Their protection from all external threats; and 2. Their protection from all internal tyranny and persecution. According to Ibn Hazim, “If enemies at war come to our country aiming at certain Dhimni, it is essential for us that we will go to war and fight them with our might and weapons since they are under the protection of Allah (S.W.T) and his Messenger. If we did anything less than this, it means we have failed in our agreement for protection.” “Non-Muslims should be accorded full protection against internal high-

handedness, persecution, tyranny and injustice.” “Muslim individuals are duty-bound to spare their hands and tongues from abusing the nonMuslim citizens.” In fairness, therefore, it is imperative “to distinguish Islam as a belief system or body of thought from events, actuations or behaviors normally linked by many individuals to Islam.” This means that Islam is not synonymous with ISIS or other terrorist groups from within and without. As pointed out above, the term Islam means peace. The adjective Muslim means peaceful. In conclusion, the oftrepeated statement that non-Muslims are not safe in a Muslim Community came from the pens and mouths of detractors of Islam. May peace be upon you ALL! (DMAM)

Marawi Compensation Bill Few months after the infamous 2017 Marawi siege, Pangarungan helped the Integrated Bar of the Philippines-Lanao del Sur Chapter in crafting a draft of Marawi Compensation Bill and lobbied for sponsorship in the Senate and the House of Representatives. DOT hopes for full PH reopening to foreign tourists by April By PMT DESK STAFF

ANILA – The Department of Tourism (DOT) is hoping the Philippines could fully reopen its doors to more foreign tourists by April of this year. Currently, only fully vaccinated foreign leisure travelers from visa-free countries are allowed to enter the Philippines. "Right now, (the Philippines is) only for 157 visafree countries but we are hoping that by April, we will be open to all foreigners,” Tourism Secretary Bernadette Romulo-Puyat said in an ANC interview Thursday. She said the recommendation to limit leisure

The official said these figures are not high compared to the pre-pandemic level but they were happy about the unexpected turn of events since projections suggest that arrivals would pick up in June or during the winter months. “It’s not big compared to the pre-pandemic levels because pre-pandemic levels, we had about 8.28 million tourist arrivals for the whole year but we were pleasantly surprised,” she said. World-renowned Palaui Island reopens after 2 years

INGREDIENTS 2 tablespoons oil 2 cloves garlic, minced 1 teaspoon Thai shrimp paste, optional 4 oz. (115 g) shelled and deveined shrimp, tail-on 8 oz. (226 g) leftover steamed rice 4 oz. (115 g) fresh pineapple, cut into small cubes 1/2 red or green chili, finely sliced, optional 1 tablespoon fish sauce 1/4 teaspoon dark soy sauce 2 tablespoons cashew nuts Cilantro, for garnishing INSTRUCTIONS 1. Heat up a wok and add cooking oil. Stir-fry the garlic, and shrimp paste (if using) until aromatic. 2. Add shrimp and stir-fry until halfcooked. Add rice, pineapple pieces, chili (if using) and do a few quick stirs. 3. Add fish sauce and dark soy sauce to blend well with rice. 4. Stir-fry for another minute or so, add the cashew nuts, stir to combine well, dish out, garnish with cilantro and serve immediately. (MFO)

TUGUEGARAO CITY – The world-famous Palaui Island in Cagayan province is open again to tourists starting Tuesday after a two-year hiatus due to the pandemic. At the height of the health crisis in 2020, the Department of Environment and Natural Resources (DENR) provided PHP1 million to fund the emergency employment of about 160 families in the island. Officials of the DENR, Department of Tourism, Cagayan Economic Zone Authority, local government, and other members of the Protected Area Management Board (PAMB) led the ribbon-cutting ceremony to signal the reopening of the 8,048-hectare Palaui Island Protected Landscape and Seascape (PIPLS) in Barangay San Vicente, Santa Ana, according to a Facebook post. The PAMB is the decision-making body of the PIPLS, a protected area legislated by virtue of Republic Act 11038, or the expanded protected areas system law. DENR Region 2 Executive Director, Gwendolyn Bambalan, said the reopening of the PIPLS will boost the economy and will help the country recover from the effects of the public health emergency. “Last year, our department initiated the improvement of facilities in PIPLS with a budget of PHP4.7

million,” she said. “With the influx of tourists, there should be an office dedicated to manage our environment and natural resources here.” Two accredited boat operators’ associations, the San Vicente Motor Banca Association and Palaui San Vicente Motor Banca Association have been ferrying tourists. The island covers 8,048 hectares with 1,008hectare coral reefs, 472-hectare seagrasses and 102hectare mangrove. It became famous for hosting two seasons of the reality show “Survivor USA” and for being included in the top 10 most beautiful beaches of the world by CNN, an international broadcast network. In 2019, the marine protected area (MPA) was awarded outstanding National Integrated Protected Area System-Marine Protected Area by the Para El Mar: MPA Awards and Recognition, a biennial event that showcases the country’s best performing MPAs. As required by the PAMB, a vaccination card must be presented upon registration while only trained and accredited guides will be allowed. She said she was also able to see firsthand the situation on the ground and the reach of the government’s development efforts. “If there is one particular area (that I will go back to), that would be Eastern Visayas because compared to the other areas, they still need [some] infrastructure development,” Duterte said. On the other hand, she also acknowledged the parallel groups’ effort in connecting with the MNPR organizers to show support and volunteer to be community leaders for her advocacies. Among others, present during the rido settlement are PNP personnel of the town MPS led by PEMS Laut C Aliponto, DCOP and PSSg Moamar P Mecampong, Admin PNCO under the supervision of PLT SONNY S GALZOTE, Acting Chief of Police who provided security. It was also attended by other officials and members of the concerned families who gave their full support and effort for the settlement.

Governor Imelda “Angging” QuibranzaDimaporo led the resolution of the conflict of the Saranggani and Galacal clans against the Alando Clan at the Gymnasium of Mindanao Civic Center in this town on Tuesday, March 8, 2022. Provincial officials, the Armed Forces, and community leaders were present to help in the family feud settlement and reconciliation. Among them were Representatives Abdullah Dimaporo (LDN 2nd district) and Mohammad Khalid Quibranza Dimaporo (LDN 1st district), and other provincial officials and community leaders. Governor Dimaporo delightfully thanked the two parties as they were about to end skirmishes for over 21 years.
