Pangarungan then called on their AFP, PNP, and PCG partners to once more lend them a hand in securing the ballot. “We have witnessed in the past how security has played a major factor in the success or failure of elections,” he said. “Previous elections for decades would not have (been successful) where it not of your crucial, indispensable support and involvement,” Pangarungan said. He said it is the birthday wish of President Duterte, to have an honest, credible and peaceful May 9, 2022 National and Local Elections which is also the statutory mandate of the Comelec. “This is one part of the undying legacies of President Duterte that the Filipino people will long remember of him,” said Pangarungan. “We trust that you will keep democracy alive by protecting the sanctity of the vote. I am sure that each of our uniformed men and women will uphold their oath to God, to country and to service,” he added. The President appointed Pangarungan last March 9, making him the second Muslim and first Maranao chair of the Comelec. The first Muslim chair was Sheriff Abas, who retired last February. Sources privy to Palace activities said President Duterte gave credence to Pangarungan’s successful mission in fixing administrative and operational issues in the National Commission on Muslim Filipinos (NCMF). Arthur Cabalona, and the different ministers of the Bangsamoro Government. The parties met behind closed doors to discuss further collaborations in addressing the challenges of the ongoing pandemic, remaining provisions of the Bangsamoro Organic Law that are yet to be implemented, as well as the preparation for conducting safe election this May 9, 2022. In his opening message, the Chief Minister invited everyone to celebrate the shared gains of the peace agreement. “Let us take this opportunity to celebrate our shared wins on what may be our greatest legacy for Mindanao and the rest of the country,” said Ebrahim. OTABATO CITY – Regional Chief Minister Ahod “Hadji Murad” Ebrahim has urged colleagues and followers to rally all candidates of the United Bangsamoro Justice Party (UBJP) in the
coming elections, warning them expulsion from the party as well as the Moro Islamic Liberation Front (MILF) and Bangsamoro Islamic Armed Forces (BIAF) if they fail to do so.
The revolutionary leader-turned politicobureaucrat Ebrahim made the plea cum warning in the presence of estimated 300,000 villagers from different parts of Maguindanao gathered on April 1 for the grand proclamation rally at Camp Darapanan in Sultan Kudarat of UBJP candidates in the province and this city. The provincial and city slates were led by Maguindanao 2nd District Rep. Esmael “Toto” Mangudadatu and journalist-politico Bruce Matabalao, who alongside their teams’ members were officially proclaimed by Ebrahim. Ebrahim is the interim Chief Minister of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). But he made the stern warning as chairman of the MILF and president of the UBJP. He reiterated his narratives about the transformation of the MILF from an armed revolutionary body to a political arm in a staunch campaign to stimulate meaningful autonomy as a template for focused regional growth inspired under its peace accord with the government and the BARMM charter or R.A. 11054. ‘Agaton’ displaces more than 76K BARMM residents COTABATO CITY – About 76,131 families have been affected by the continuous rains dumped by Tropical Depression Agaton in two areas of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). Minister Raisa Jajurie of the Ministry of Social Services and Development in BARMM (MSSD-BARMM), said Tuesday at least 48,845 affected families were from 145 villages in 13 towns of Maguindanao. At least 27,286 affected families consisting of 136,000 individuals were from North Cotabato’s special geographical area, she said. Jajurie noted that many of the affected families have opted to remain in their homes instead of staying in evacuation centers. Bai Saruang Kadil, 43, was one of those who refused to evacuate.
“I prefer to stay in our house, although the water level is as high as my neck,” Kadil said as she queued up for emergency food aid from the BARMM government in Pagalungan, Maguindanao. Aaron Santos, a Maguindanaon from Pagalungan who stayed in a tarpaulin-covered shanty along the DavaoCotabato highway, shared how difficult it was for his family to endure flooding while observing the Ramadan. “It is really hard because we are fasting,” Santos said, adding that they are used to flooding but it happening during Ramadan is doubly difficult for them. Power curtailment in Maguindanao deferred on BARMM gov’t intercession in Ramadan spirit By ALI G. MACABALANG

OTABATO CITY – The Maguindanao Electric Cooperative (Magelco) has deferred the power curtailment it imposed in its franchise area following intercession by the Bangsamoro autonomous government for the sake of unhampered observance of Islamic fasting in Ramadan. Due to accumulated consumers’ unpaid bills involving several millions of pesos, the Magelco started imposing power curtailment last March 24, about 10 days before Muslims worldwide began their fasting in Ramadan as one of the five pillars of Islam. Magelco, which serves most of the 36 municipalities in Maguindanao, imposed the drastic sanction due reportedly to decreased power supply prompted by its accumulated debts to the Power Sector Assets and Liabilities Management Corporation (PSALM), the government-owned and controlled corporation (GOCC) managing outstanding obligations of electric cooperatives nationwide. Maguindanao, a component province of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), has a total population of 1,667,258 comprising mostly ethnic
Muslims belonging to the dominant Maguindanaon tribe. Apprehensive of the plight of villagers’ fasting sans electricity, BARMM officials interceded and initiated a series of discussions with counterparts from Magelco and PSALM on March 25, sources said. “As part of our mandate in protecting our (constituents), we hold this meeting to discuss the issue and find solutions as ways forward,” BARMM Trade and Industry Deputy Minister Sukarno Abas said in one conference, the Bangsamoro Information Office (BIO) said. The curtailment was meant by Magelco to provide daily four-hour rotational power in its service area. It means that resident consumers would have to endure 20-hour power outages per day, a statement furnished by
BARMM Local Government Minister and Spokesman Naguib Sinarimbo said. “BARMM, through the MENRE-Energy Management and Development Services (EMDS), formally requested PSALM to postpone the curtailment of power supply to MAGELCO, especially during the month of Ramadan,” Sinarimbo’s statement said. PSALM administers the power generation from Agus 1 and Agus 2 facilities in Lanao del Sur, and is the sole energy provider of MAGELCO. It has the authority to decide the energy allocation provided to MAGELCO corresponding to its capacity to pay, the statement added. The BARMM leadership “expresses its gratitude to PSALM for (its) favorable consideration” of the deferment request “during the observance of
the holy month of Ramadan,” it added. The statement was silent about what will be the next scenario after the Ramadan fasting, saying only that “further discussions” will push through as the BARMM leadership has assured to pursue “stringent efforts to find the ultimate solution to this perennial problem.” Former Rajah Buayan Mayor Zamzamin Ampatuan, now undersecretary in the Department of Agriculture, has suggested in a social media post for a declaration of bankruptcy in Magelco and for the BARMM government to come into rescue. Magelco had imposed a “black Monday” or massive power outage on Dec. 9, 2019 because “only 16,000 of 47,000 member-consumers or 34% are regularly paying their monthly electric bills,” according to an advisory that year from then general manager Ashary Maongco. The delinquency has severely affected Magelco’s P1-billion credit standing with the PSALM Corp., the advisory stated. There were circulating rumors that Magelco’s debt has now exceeded P2-billion. 51st IB says no threat group currently present in its area PIAGAPO, Lanao del Sur –The 51st Infantry Battalion (IB) has declared that as of press time, there are no more threat groups present in their area of jurisdiction. Battalion commanding officer LtCol. Fernando Payapaya emphasized that they can tell this as a current fact considering that most wanted leaders of the Dawlah Islamiya – Maute Group (DI-MG) once lurking in their territory, including its sub-leader alias Liya, have already surrendered to the authorities. Additionally, he shared that the surrender of the group’s two members and 49 supporters Monday, April 11, has also contributed significantly to the record as it is deemed that once target residents are neutralized, there is no way that the group can return to the area. “Kung sakali man na uusbong muli ang grupo na iyon kasi hindi naman tayo stagnant at nag-eevolve ang threat situation ng area. Maya’t maya may susulpot at lalabas na threat group na naman, hindi natin masasabi. Pero sa ngayon, talagang masasabi namin na with the mass surrender ng supporters, wala ng threat groups present sa area ng 51st IB. Masisigurado namin iyan,” said Payapaya. Sa ngayon, natatamasa na natin ang katahimikan at kapayapaan, at walang gulo at nananakot na kung hindi susunod sa grupo, tatakutin at papatayin. Last 10 days of Ramadan declared non-working holidays in Marawi City MARAWI CITY, Lanao del Sur — The Sangguniang Panlungsod of the Islamic City of Marawi presented to the city schools division a recently passed city ordinance that provides the last ten days of the Holy Month of Ramadan as holidays in a turn over ceremony held at the division’s office located at the compound of Amai Pakpak Central Elementary School (APCES) Compound on April 10.
The presentation was led by City Councilor Abdane Tagoranao Alonto in behalf of the city government and City Schools Division Superintendent of Marawi Anna Zenaida UnteAlonto in behalf of Marawi Schools Division. Schools division superintendent Anna Zenaida expressed gratitude to the city government for enacting the city ordinance that helps both the students and workers during the last ten days of the holy month pf Ramadan. Councilor Abdane is the main author and sponsor of the ordinance in the city council of the Islamic city. Abdane said City Ordinance No. 24 Series of 2022 mandates the last ten days of Ramadan as non-working holidays for all public and private schools in Marawi. He said it requires office workers, however, to hold offices half a day which means they are to work only in the morning and not required to work in the afternoon from 1:00 PM to 5:00 PM which is usually a regular office hours. 70% of Pinoys expect PH economy to improve in Q2

ANILA – Majority of Filipinos are optimistic that the Philippine economy will improve in the second quarter of 2022, even as the coronavirus disease 2019 (Covid-19) continues to grapple the country, according to the latest survey by PUBLiCUS Asia Inc. PUBLiCUS, in its PAHAYAG 2022 First Quarter Survey conducted from March 30 to April 6, found that 70 percent of 1,500 respondents expect the country’s economic prospects to improve from April to June 2022 period. Of the 70 percent, around 32.6 percent expressed optimism about “a lot” of economic improvement in the second quarter of 2022, while the remaining 37.3 said they are only expecting a “little” improvement. PUBLiCUS also found that Filipinos are “generally optimistic” about the current direction of the country. While only 57.2 percent of respondents said the current state of the country was either “strong or very strong”, 72.1 percent were convinced that the country was “maybe or definitely” headed in the right direction, according to poll results. The same survey revealed that 72.9 percent of respondents expressed hope that their household financial prospects would improve either a little or a lot in the second quarter of 2022. With regard to the national concerns, PUBLiCUS noted that the “most contentious” issues among respondents were the possible shift to “Alert Level 0” in Metro Manila, the signing of the law allowing foreign ownership of telecommunications companies, and the lifting of face mask requirements in public places. It is the first time a Pakistani prime minister has ever been ousted by a no-confidence motion put forward by the opposition. The session was presided by Ayaz Sadiq, a former chair of the house, as Asad Qaiser and Qasim Suri, the speaker and deputy speaker, respectively, stepped down minutes before voting began. Saudi Arabia increases Hajj quota to 1M in 2022 ISTANBUL – Saudi Arabia raised the number of Hajj pilgrims from inside and outside the kingdom to 1 million in 2022, authorities announced Saturday after two years of restrictions because of the coronavirus pandemic. The Ministry of Hajj and Umrah of Saudi Arabia released a statement that said Hajj is open to those under 65 years of age who have received approved Covid-19 vaccinations by the Saudi Ministry of Health. Pilgrims from abroad will be required to submit a negative reverse transcription polymerase chain reaction (RT-PCR) test taken within 72 hours from the time of departure, it added, while urging visitors to comply with the health measures. Saudi Arabia has limited the Hajj to domestic pilgrims for the past two years due to the pandemic. A total of 60,000 pilgrims performed Hajj last year compared to around 2.5 million in 2019. Planning and preparation of meals for Sahoor and Iftar for the family are among the priorities while attending to personal Ibadah. As mothers, we must prod our children and grandchildren to further engage in reading the Qur’an aside from ensuring that the daily prayers are orderly observed by the entire household. Add to that the Taraweh prayers on the evening which brings forth almost round-the-clock duties among mothers and most women in the Muslim community.” A famous Hadith states that "Heaven lies under the feet of mothers," which accordingly – and like all traditional systems – Islam has honored the work of a homemaker and a mother as being of the highest value. The moral upbringing of a child is usually attached to the mother being a natural condition for a child to likely spend more time with the mother. One test of motherhood is on how the woman would perform the duty of Tarbiyyah to her children. The month of Ramadhan provides an opportunity among mothers to give importance on this noble task. This also relates to the essence and necessity for Muslim women to be properly educated in Islam and generally, in life. Hafiz Salahuddin Yusuf said, “Islam requires us to do all that we can to impart moral instruction and knowledge of Islamic sciences to women. If a woman herself has received Islamic education and possess the outlook of a true Muslim, the child’s upbringing will automatically be fashioned on Islamic lines. In fact, the Muslim women essentially need to be grounded in Islamic sciences so as to guide their children.” A widow Ms. Anabelle Valencia Esmael – Zailon of Women Organizations Movement of Bangsamoro (WOMB) conveys that as a woman, she has so many
responsibilities during this holy month. Being a single parent, she ensures that the basic needs of her family are met, more importantly the meals, not to mention the time she spends in cooking and preparation right after work. On top of this, she also do charitable initiatives in donating Iftar to orphans. Gender Normative Roles The misconception on gender roles in Islam must be corrected. Women are often expected to be obedient wives and mothers, staying within the familial environment, while men are expected to be the protectors and caretakers of their family. As highlighted by Ms. Rohanisa Taha-Basa of MSU-Maguindanao MAIS Society, there should be no distinct separation and discrimination between the duties of men and women during Ramadhan because they are ought to complement in support to the family. Studying the intersections between the discursive traditions of Islam and gender requires an understanding of the primary sources. Gender is often described as standing at the center of the contradictions of modernity in Islam. Like everything else in the universe, humanity has been created in a pair as provided in Sūrat Al-Dhāriyāt Ayah 49 which says that neither can be complete without the other. In Islamic cosmological thinking, the universe is perceived as an equilibrium built on harmonious polar relationships between the pairs that make up all things. PMT

Ramadan Dua (Continued from last issue) Dua In seeking Laylat al-Qadr The holiest time of Ramadan is the last ten nights, and the most sacred night in the Islamic calendar — Laylatul Qadr — is hidden within them. Worshippers will perform i’tikaf (seclusion) in a Masjid seeking out Laylatul Qadr. Allah says in the Qur’an, “The Night of Decree is better than a thousand months,” (Qur’an, 97:3). The Prophet ()ﷺsaid, “Whoever prays on Laylatul Qadr out of faith and sincerity, shall have all their past sins forgiven” [Bukhair]. Recite this dua in the last 10 nights of Ramadan: ع ِِّني ُ عفُ ٌّو تُحِ بُّ ال َع ْف َو فاع َ ْف َ َاللَّ ُه َّم إنَّك Translation: “Allah, you are the Forgiving and love to forgive, so forgive me.” [Tirmidhi, Nasa’i, Ibn Maja] Dua for yourself and others Muslims are encouraged to make as much dua as possible for others: parents, family, friends, community, your teachers, the global Ummah, and those who have passed. Ibn Rajab reported: Ma’la ibn al-Fadl, may Allah have mercy on him, said, “The companions would supplicate to Allah for six months prior that they would reach Ramadan.
