LIGAN CITY – Eleven non-receiving-IRA barangays of the Maguindanao town of Salibo received on Monday subsidies from the Bangsamoro government to support their operations, according to an official of Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). In a statement, BARMM interior and local government minister Naguib Sinarimbo said they released on Monday subsidies to these Non-IRA barangays. Of the 15 barangays of Datu Salibo, 11 are without IRA since 2009. Sinarimbo said the barangays have not received

ASILAN – In its aim to achieve a peaceful and harmonious election in the Bangsamoro region, the Ministry of Public Order and Safety (MPOS) held a peace advocacy against electionrelated violence caravan in Basilan from April 1821.

The caravan was held in partnership with the Ministry of the Interior and Local Government (MILG), Philippine National Police (PNP), Armed Forces of the Philippines (AFP), Philippine Information Agency (PIA), and Commission on Elections (COMELEC).

Participants included barangay officials and representatives from different sectors who were oriented on the election guidelines of the COMELEC, and their moral responsibilities as local leaders. They were also enlightened on the Islamic perspective in choosing credible leaders. ARAWI CITY — The Ministry of Science and Technology (MOST) is inviting talented Bangsamoro youth to pursue Science, Technolo-

gy, Engineering, and Mathematics (STEM) courses in college and avail of the Bangsamoro Assistance for Science Education (BASE) program.

Under the program, each eligible scholar will be granted a monthly cash allowance of P8,000. The assistance is open to incoming firstyear college students who intend to pursue STEM strand courses for the school year 2022-2023. Those in the non-STEM strand may also apply, provided they belong to the top 5 of the graduating class. Applicants should pass the general qualification that includes being a natural-born Filipino citizen and a resident of BARMM for at least six (6) months; a general average of 85 percent; good moral character; and good health. Applicants should not also be recipients of other scholarship programs, do not have any postsecondary or undergraduate units, pass the BASE program examination, and pursue a bachelor of science degree in any state university, college, or private higher education institution recognized by the

New BARMM-funded bridge in Lanao Sur enhances road connectivity BUTIG, Lanao del Sur – Road connectivity in Lanao del Sur will now be enhanced with the newlycompleted Maalungon bridge in the municipality of Butig. Turned over on April 14, the pre-stressed bridge has a total capacity of 25 tons and measures 25 meters in length. Lanao Sur capitol glows up for Ramadan, sets up food bazaar

ARAWI CITY, Lanao del Sur (PIA) — Just in time for the holy month of Ramadan and through the initiated Sindaw sa Ranaw Pasyalan of Vice Governor Mohammad Khalid Rakiin Adiong, the provincial capitol of Lanao del Sur brightened on the night of Monday, April 18, with glittering light decorations surrounding the whole compound and the fireworks display that illuminated the night sky. Apart from the lights, the provincial government also installed a food bazaar where local entrepreneurs in the province display their products available to be purchased by visitors. Adiong shared that they usually make this happen every year during the annual Ramadan but was temporarily discontinued due to the coronavirus disease (COVID)-19 pandemic. Accordingly, the same reason lies as to why they were not able to push for it at the start of the holy month. Adiong stated that they are now resuming this, recognizing the essence of giving happiness to Muslims who religiously observe the period of fasting, prayer, and reflection. “By next na Ramadan, Inshallah, tuloy-tuloy na iyong every week may fireworks at itong light display dito sa capitol… Para ito sa Ramadan talaga kasi once a year lang naman siya so why not ibuhos lahat iyong kaya ng province para sa ikakatuwa ng mga kababayan natin dito sa Lanao del Sur,” he said. e have heard of ballot shading one day before the elections, ballot’s boxes snatchings, clustering of poll precincts in one area to favor candidate, vote buying and others form of cheating perpetrated by politicians using goons and private armies to disenfranchise the electorate.

In line with the Commission on Elections (COMELEC) constitutional powers as the premier guardian of the ballot, it may declare certain LGU under its control consistent with its principal role to enforce and administer all laws and regulations relative to the conduct of elections, plebiscites, initiatives, referendums and recalls. Section 3. Grounds for the declaration of COMELEC Control. a. History of/ or current intense rivalry among the contending parties. Such rivalries could motivate people to engage in violent acts; b. The area has been previously declared under COMELEC Control; c. Incidence of politically-motivated violence involving aspirants/ candidates and/or their supporters; d. Violence maybe facilitated by the employment of Private Armed Groups (PAGs); e. Use of loose firearms by unqualified individuals; f. and Serious armed threats posed by the New People’s Anny (NPA), Bangsamoro Islamic Freedom Fighters (BIFF), Abu Sayyaf Group (ASG) and rogue elements of the Moro National Liberation Front (MNLF) and/or Moro Islamic Liberation Front (MILF), or other paramilitary forces, private armies or identifiable armed bands widely perceived to have committed terrorism, fraud or other election irregularities and threaten or tend to disrupt the holding of free, peaceful, honest, orderly and credible elections in any political division, subdivision, unit or area” (Resolution No. 10501) Recently, The Commission on Elections (Comelec) placed the municipalities of Tubaran and Malabang in Lanao del Sur under its control due to threats in the upcoming national and local elections, Philippine National Police (PNP) Directorate for Operations Major Valeriano de Leon said on Monday, April 18, 2022. De Leon said the threats in the said areas were coming from the local terrorist groups, particularly in Mindanao and Bangsamoro regions, and they continue to monitor these to prevent any eventualities that will hamper the conduct of a peaceful election on May 9, 2022. He said they have already deployed Special Action Force platoons in the said municipalities for intensified security operations. It was reported that there are other 11 towns under watch by the Philippine National Police (PNP). Resolution No. 10777 amends Res. 10728, This Resolution granted powers to the Chair followed a 4-3 vote in the en banc, Chairman Pangarungan was supported by three other commissioners Rey Bulay, George Garcia, and Aimee TorrefrancaNeri. The new powers which is necessary to attend an honest, orderly and peaceful elections include power of the Chair to grant gun ban exemptions and place election areas of concern under Comelec control based on ‘meritorious and urgent cases. Pangarungan earlier justified the powers given to him, promising not to abuse them and exercise them “sparingly.” “For example, if there was a shooting in Lanao del Sur, and many were killed, does it mean I have to wait for another week to convene the committee on the ban on firearms and security concerns (CBFSC) to declare the area under Comelec control? That is an urgent and meritorious case,” Pangarungan said in a press conference on Monday. “I will only exercise that power upon recommendation of the chief of the Armed Forces of the Philippines and the chief of the Philippine National Police,” he guaranteed. The amended rules announced on Monday also moved to automatically exempt senior government officials from the gun ban. oday, Friday, is the 11th day of Ramadan. It is the start of the third part of the Holy Fasting Month when the Laylatul Qadr is said to have descended on earth in one of its days. Last night, it was calm and quiet and not a single tree nor plant or even a single leaf did I see in motion. It was a cool night and there was an unusual serenity in the surrounding coupled with twilight amidst the dark which I had not observed for quite some time. I don’t believe that all men are born sinners as the Bible says but I must confess I am a sinner or have been one myself sometimes or another.

ANILA – President Rodrigo Roa Duterte on Thursday told the Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP) to brace themselves for a potential spillover into Asia of the ongoing war between Russia and Ukraine. During the graduation rites of the PNP Academy “Alab-Kalis” Class of 2022 in Silang, Cavite, Duterte said he had met with police and military officials to warn them of the possible spillover of RussiaUkraine conflict into the Philippines. “Nagwa-warning lang ako (I’m just giving a warning) that things might go overboard. Itong gulo na ‘yun. Isang pagkakamali diyan, may problema na tayo (If this conflict gets worse, we will have a problem),” he said. Duterte did not give further details about his recent meeting with PNP and AFP officials but said he had instructed the Philippine troops to be “ready” in the event that Russia launches a nuclear war against Ukraine.

POEA urged to observe status quo in performance of duties MANILA – Personnel of the Philippine Overseas Employment Administration (POEA) have been advised to observe the status quo in the performance of their duties and responsibilities until the Department of Migrant Workers (DMW) is fully constituted. In a memorandum, Department of Labor and Employment (DOLE) Secretary Silvestre Bello III has authorized POEA chief Bernard Olalia to issue the appropriate orders to carry out the directive in the interest of service and to ensure the orderly operations of the agency. He said the DMW is yet to be fully constituted until there is an appropriation in the 2023 General Appropriations Act, an effective implementing rules and regulations, and a staffing pattern. Citing the conflicting positions on the constitution of DMW, Bello pointed to Administrative Code of 1987, stating that all disputes, claims, and controversies, solely between or among the departments, bureaus, offices, agencies, and instrumentalities of the national government shall be administratively settled or adjudicated by the Secretary of Justice, as the AttorneyGeneral of the national government. “Thus, it is of utmost importance that the status quo be maintained pending the issuance of the Justice Secretary of his ruling or decision, which shall be conclusive and binding on all parties concerned,” Bello said. Earlier, the Transition Committee submitted to the Office of the President the implementing rules and regulations (IRR), which were signed by members of the Committee, except the DMW Secretary. The DMW Secretary, on the other hand, signed his version of the implementing rules and regulations, which was published on April 6.

In recognition of the authority of the Transition Committee to formulate the implementing rules and regulations of Republic Act 11641, Executive Secretary Salvador Medialdea issued a memorandum on April 18 informing that the President “interposes no objection to the submitted IRR and has cleared its immediate publication.” Bello issued the directive amid contrary positions taken by some quarters that “have caused confusion and disruption of public service to the detriment of migrant workers." Meanwhile, Olalia also reported that the IRR of the DMW has been approved by Malacañang. He said included in the IRR are the structural, operations and mechanisms on how to continue to help overseas Filipino workers (OFWs) when they are deployed abroad. “Also included are policies on how to protect OFWs, on how to promote their welfare and to continue to assist them,” he said at the Laging Handa briefing on Thursday. The agencies that will be under the new DMW are the National Reintegration Center, Overseas Workers Welfare Administration, International Labor Affairs Bureau of Philippine Overseas Labor Offices, National Maritime Polytechnic, Department of Foreign Affairs Office of the Undersecretary for Migrant Workers Affairs, Department of Social Welfare and Development International Social Services Office, and the Commission on Filipino Overseas. “They will remain as independent agencies until the DMW is not fully operational, according to the instruction of the Executive Secretary, Office of Malacañang, and that is what we are currently doing,” Olalia said. National Task Force neutralizes 15 private armed groups in Mindanao MANILA — The National Task Force for the Disbandment of Private Armed Groups (NTFDPAGs) have disbanded 15 private armed groups in Mindanao, the Office of the Presidential Adviser on the Peace, Reconciliation and Unity reported recently. In a Social Media statement, the OPAPRU said the development proves the Task Force continues to sustain gains in its peacekeeping efforts in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) and other areas in Mindanao. “We have already disbanded 15 private armed groups from the original 18 private armed groups given to the Task Force Western Mindanao. These 15 private armed groups were with 93 members and 85 firearms in our possession,” said PLTGEN Jose Chiquito Malayo, commander of Task Force Western Mindanao in his report during the NTF-DPAGs Oversight Committee meeting held here earlier this month.

The previously disbanded 14 PAGs and 1 inactive PAG have also been approved for delisting based on the recommendation made by the Joint AFP-PNP Intelligence Committee (JAPIC). Meanwhile, Task Force Eastern Mindanao Commander PLTGEN Manuel Abu reported that there are no more PAGs operating in Regions X and XI. Abu said that the task force has been focusing more on “non-partisan, proactive measures [by] continuously monitoring to neutralize armed conflict in the upcoming local and national elections through a series of Peace Covenant Signing of Political Candidates in the region.” These amendments will make the IROG more effective, responsive and more updated, especially with the necessary tasks and mandate that needs to be carried out by the national task force. Interior and Local Government Secretary Eduardo Año expressed his gratitude to members of the NTFDPAGs, particularly to the Task Force Western Mindanao, which led to the disbandment of the 15 PAGs in the Bangsamoro Region. Año also emphasized the need “to eliminate them altogether” and “discourage political families” from using PAGs to promote their personal interests particularly during the upcoming national elections. “Tunay na sa ating pagsusumikap, ay tuluyan ng lumiliit ang mga grupong nais magpalaganap ng pang -aabuso, pananakot at paninikil gamit ng kanilang mga armas,” said Año. Presidential peace adviser Secretary Carlito Galvez Jr. said the OPAPRU is committed to continuing to support the efforts of NTF-DPAGs member agencies so that it can “perform their duties and responsibilities as efficiently and effectively as possible”. “We believe that by complementing and boosting each other’s efforts, we will be able to realize our collective goal of achieving a just and lasting peace in the Bangsamoro,” Galvez said. he US government is struggling to track large quantities of “lethal aid” shipped to Ukraine in recent months amid raging conflict in the country, according to a stunning new revelation. Top security officials were quoted as saying by CNN on Tuesday that the US intelligence agencies had “almost zero” ability to follow the consignments to their final destination, referring to it as "the largest recent supply to a partner country in a conflict." "We have fidelity for a short time, but when it enters the fog of war, we have almost zero," it quoted a military source as saying. "It drops into a big black hole, and you have almost no sense of it at all after a short period of time." The Biden administration is concerned that the aid “may wind up in the hands of other militaries and militias that the US did not intend to arm,” a senior military official told CNN. Western countries, including the US, have in recent weeks dispatched many different types of sophisticated weapons to Ukraine, worth millions of dollars, which has provoked Russia to up the ante. The first shipments of the latest round of US military assistance to the former Soviet republic, which includes heavier weapons systems, started arriving in the region over the weekend, reports said.

Betray not the trust of Allah and Messenger, nor misappropriate knowingly things entrusted to you” (A1-Anfal 8:12) As clearly explained by an eminent Muslim scholar, “holding any position, rank or office is first regarded as a trust and, therefore, constitutes an obligation, and a legal as well as moral responsibility. Therefore, those to be entrusted with such roles could only be citizens who are possessed of unquestionable competence, integrity and virtues. Only a righteous and competent person can shoulder responsibility and his position or office for public welfare. Such a person would be able to dispense justice based on moral value and promote sound administration. He would promote and enhance the well-being of his people by handling their affairs in a manner that is in accordance with public interest. In return, he would earn his people’s obedience, support, loyalty and cooperation. Thus, he would love doing his job because ultimately he would be blessed with joy, happiness, contentment and satisfaction!” It is also axiomatic, “that leadership in Islam is a trust (Amanah). It represents a psychological contract between a leader and his followers that he will try his best to guide them and to treat them fairly and with justice.” A fortiori, morally depraved leader should not be appointed or elected.
