ISABELA CITY, Basilan – Candidates from the provinces of Basilan, Sulu, and Tawi-Tawi (BaSulTa) signed on Saturday an Integrity Pledge initiated by the Commission on Elections (Comelec). The candidates seeking different elective posts vowed to fully respect the laws and democratic process that would redound to the conduct of honest, peaceful, and orderly national and local elections on May 9. The signing of the Integrity Pledge, held at the Basilan State College Amphitheater, was witnessed by Comelec Chairperson Saidamen Balt Pangarungan, Commissioner George Erwin Garcia, and other top poll body, police, and military officials. “As we forged this covenant of peace, we pledge to abhor violence to have a peaceful election,” Pangarungan told the candidates. Pangarungan noted that the last elections in BaSulTa areas showed improvement as there was less violence reported compared to the previous ones. However, he did not give any figures. “I pray to Allah (God) that the situation will further improve this coming May 9 elections,” he added. He urged the candidates to respect the people’s votes and the sanctity of the ballot. “We categorically declare that our campaign shall fully respect the will of the electorate and not seek to unduly influence them by offering money, or other things of value, in exchange for votes,” part of the Integrity Pledge read. Lawyer Ray Sumalipao, Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) election director, said the covenant signing is to get the commitment of the candidates for peace and orderly conduct of the May 9 elections. Sumalipao said they have not yet recorded any violent incident although there is intense rivalry in some of the elective posts in this province. There is also intense rivalry in the province of Tawi -Tawi but no violent incident was reported. He noted that the election campaign in Sulu is peaceful since the top posts—governor, vice governor, and two congressmen—in the province are uncontested. However, Sumalipao said the town of Malabang, Lanao del Sur, has already been placed under Comelec control due to election violence recorded two days ago. The lone female presidential aspirant flew all the way from Manila to the MILF’s headquarters at Camp Darapanan in Sultan Kudarat, Maguindanao to personally receive the coveted endorsement as she turned 57 in the final two-week run-up to the May 9 national and local elections. Set to fly back on the same day for her grand rally in Pasay City, Robredo also got the endorsement of the UBJP full provincial slate in Maguindanao led by 2nd District Rep. Esmael “Toto” Mangudadatu. Robredo’s hands were jointly raised by MILF chairman and Bangsamoro Interim Chief Minister Murad Ebrahim, who chairs the UJBP, and Rep. Mangudadatu alongside former Rep. Bai Sandra Sema, a vice gubernatorial candidate in Maguindanao. In his speech, Ebrahim said Robredo and the UJBP are “overwhelmingly compatible” in values and principles concerning the Bangsamoro governance. The UBJP and Bangsamoro government officials’ ultimate endorsement was not a surprise. Though pre-election surveys showed Robredo and Moreno lagging behind, the Bangsamoro leaders have indicated no preference for the frontrunner, Ferdinand “Bongbong” Marcos Jr. Apart from morality issue, Bangamoro leaders would certainly not throw their support behind Marcos, whose family was blamed for the massacres, rapes and abuses against Moro people under the late dictator’s regime. Last Wednesday, April 20, civil society groups led by the Mindanao People’s Caucus held a forum here, presenting to the

media and the public survivors of the massacres in Malisbong, Palebang, Sultan Kudarat in 1974 and in Manili, Carmen, North Cotabato. The massacre survivors asked fellow voters, especially among the Bangsamoro community, to vote for presidential aspirants except Bongbong. With Mangudadatu and the MILF now behind her, along with the machinery of her longtime ally and Basilan Rep. Mujiv Hataman, a former head of the defunct Autonomous region, Robredo has a bigger chance of repeating her victory in the same region over Marcos in the 2019 vice presidential race. But the chance could be slim this time, as Marcos already got the backing of four of five provincial governors in the autonomous region: Abdusakur Tan of Sulu, Yshmael “Mang” Sali of Tawi-Tawi, Mariam Sangki-Mangudadatu of Maguindanao, and Mamintal “Bombit” Alonto Adiong Jr. of Lanao del Sur. The only BARMM governor to support Robredo for this election is Basilan Governor Hadjiman Hataman-Salliman, the elder brother of Mujiv. 3 hurt as blast hits bus on stopover in Maguindanao PARANG, Maguindanao – At least three passengers were hurt after a powerful blast rocked a unit of the Rural Tours Bus parked along the national highway here on Sunday morning. The explosion occurred at about 8:45 a.m. at the back portion of the bus while some of its passengers, driver and conductor were having breakfast at a roadside eatery in Barangay Making. The blast was about a kilometer away from the regional headquarters of the Police Regional OfficeBangsamoro Autonomous Region in Muslim Mindanao (PRO-BARMM) situated in this town. “Bomb experts are still at the scene,” Lt. Colonel Joseph D. Macatangay, town police chief, said. No one has claimed responsibility for the bomb attack, he added. Police said one of the injured passengers was a

ARAWI CITY, Lanao del Sur — With the newly rolled out barangay complexes during the recent visit of Task Force Bangon Marawi (TFBM) Chairperson Secretary EduEast Marinaut barangay chairperson Baironsalam MacabandoMocsana stressed that the barangay complex shall honor their history and traditions while glimpsing at the future with confidence and optimism. “This barangay complex will give us a good sense of both unity and belongingness as it symbolizes a new chapter and forging a path to the brighter future of our constituents,” she said. Banggolo then attested that the infrastructure for them gave them the courage to stand once again after they lost their strength and fell because of the siege in 2017. More rehab projects to be launched in Marawi Week of Peace MARAWI CITY, Lanao del Sur – More completed infrastructure projects under the rehabilitation program for this warstricken city are to be inaugurated and turned over in the upcoming Marawi Week of Peace. The Marawi Week of Peace is observed from May 16 to 23 to commemorate the anniversary of the siege in 2017. Task Force Bangon Marawi (TFBM) Chairperson Secretary Eduardo Del Rosario bared that among the infrastructures to be launched in the week-long event will be

the Marawi Museum, Peace Memorial Park, School of Living Tradition, Sarimanok Sports Stadium, Convention Center and other barangay complexes. Additionally, roughly

400 permanent housing units built by the National Housing Authority (NHA) and the partnership of the UN-Habitat and the Social Housing Finance Corporation (SHFC) will be awarded to rightful family

beneficiaries. Del Rosario shared he will be spending some days in the city to attend the week’s highlights. “I will be here for three days and the activities will be more on ribbon cutting of the completed projects,” he said. TFBM rolls out four more barangay complexes By APIPA P. BAGUMBARAN

ARAWI CITY, Lanao del Sur –The Task Force Bangon Marawi (TFBM) inaugurated another four barangay complexes inside the most affected area (MAA) of the city Thursday, April 21, as part of the massive rehabilitation efforts to ensure that the only Islamic City in the country will rise better and stronger. TFBM chief Sec. Eduardo del Rosario led the ribbon-cutting ceremonies for the newly-completed structures in barangays West Marinaut, Banggolo, Lumbaca Madaya, and Dansalan. Aside from the usual office of barangay officials, each barangay complex is also equipped with a madrasah and health center in line with efforts to provide quality education and healthcare services to its residents. Del Rosario said the construction of barangay complexes in the 24 barangays inside MAA is part of the Marawi rehabilitation citing the importance of good governance in spurring development in the wartorn city, “Naka 13 na tayo [We already completed 13] and we need to construct 11 more and it is now undergoing construction in different stages of completion,” he said. For the 72 barangays outside MAA, the TFBM chief disclosed that they have allocated P2 million each for the construction of barangay halls of which funds were already released last year for 40 barangays. This year, he said, they will be releasing the funds for the remaining 32 barangays. The housing czar also conducted an ocular inspection at the permanent shelter site in barangay Patani which is set to be turned over to displaced families next month.

These structures are set to be inaugurated next month in time for the Marawi Week of Peace celebration. Del Rosario reiterated that the majority of the Marawi rehabilitation projects will be completed by June 30 of the year. “With the budget being given to us only on a yearly basis, budget given in 2019 and 2020 will be completed definitely by June 30 but projects given in 2021 and 2022 will be completed by December 2022, but majority of the projects will be completed by June 30,” he said. t will be harsh fight between VP LENI and BBM, this coming May 9, 2022 elections in BARMM, as per media report, four (4) provincial Governors (Lanao del Sur, Maguindanao, Sulu and Tawi-tawi) including the Mayor of Cotabato City declared for BBM, while the BARMM leadership and its political wing United Bangsamoro Justice Party or (UBJP) and its entire machinery including the Governor of Basilan goes for VP Leni. The result of the 2022 presidential elections (between VP Leni and BBM) will be determinative to the outcome of the forthcoming 2025 regional elections in BARMM. Some says, Its now a fight for political influence between the LGU local leadership and the BARMM regional leadership.

However, some Marawi City voters don’t agree BBM will win in BARMM due to his family and political backgrounds, they pointed out, BBM visited Marawi City once to campaign for his elections while VP LENI has gone several times before and after the Marawi Siege in the war torn LGU, further she introduced several projects under her Angat Buhay program including housing and school buildings for the IDPS. “The horrors of Marcos, Sr. continue to hounds the Moro people”, as one resident declared. (Inquirer news, Apr 2, 2022) The MILF claimed that thousands of Moros were killed in massacres such as what took place in Malisbong, perpetrated by soldiers and state-sponsored paramilitary forces during martial law. These included the Manili massacre, Kauswagan massacre, Tictapul massacre, Patikul massacre and Pata Island massacre. (Fernandez, Edwin “MILF seeks compensation for Moro victims of martial law”. Philippine Daily Inquirer. March 3, 2011). In 2014, the Philippine government finally recognized 1,500 Moro residents of Malisbong village killed in the massacre as martial law victims. Representatives of the Commission on Human Rights helped facilitate the claims of the survivors and the families of the massacre victims to the Php 10 billion fund set by the government for the indemnification of human rights victims during the martial law regime of Ferdinand Marcos, in keeping with the provisions of Republic Act No. 10368, or the Human Rights Victims Reparation and Recognition Act of 2013.(Mindanews. September 26, 2014). Past elections show, Governors or Mayors don’t dictate election’s results, as one political analyst put it. In the 2016 elections, no mayor or governor declared for Pres. DU30, yet he won overwhelmingly in the region. Some pundits likewise argue, VP LENI may belong to the weaker sex but she is a strong leader, a Lawyer with no corruption’s issues, she has wisely and intelligently utilized the OVP’s budget according to the report of the Commission on Audit. On the other hand BBM is accused of evading payment of estate taxes and has reportedly refused to support the former BBL bill for the Bangsamoro. Pres, DU30 was asked once about BBM and said “Hindi ako bilib (No trust in him). He is a weak leader. Totoo yan, di ako naninira ng tao. Talangang weak kasi spoiled child, only son (It’s true, I’m not accusing anybody. He’s just a weak and spoiled child, the only son of the family),” the President added. ne of the features of our religion is that there’s always new wisdom every time it is discussed in many different media until “the whole sea gets exhausted if it were inks (and so the rest of the seas) before Allah’s words are finished.” It’s precisely because of a miracle from Allah that humbled the intelligence of the entire human-being. Compared to the average human lifespan of prophet Mohammed’s (PBUH) nations, which is between 60 and 70 years, we were so far, too small for those before us in terms of their sacrifices for the sake of the Almighty up to the revelation of Surah Al-Qadr or the Decree, informing Him and us that whatever good deeds we have done during this exceptional night are better and more rewarding than those done in one-thousand months (83 yrs.) without it – Lailat Al-Qadr. Allah has said: “Verily, We have sent it down in the Night of Al-Qadr. 2. And what will make you know what the Night of Al-Qadr is 3. In Hadeeth, the Prophet narrating about his Lord I’m and said, “Allah ordered (the appointed angels over you) that the good and the bad deeds be written, and He then showed (the way) how (to write). If somebody intends to do a good deed and he does not do it, then Allah will write for him a full good deed (in his account with Him); and if he intends to do a good deed and actually did it, then Allah will write for him (in his account) with Him (its reward equal) from ten to seven hundred times to many more times: and if somebody intended to do a bad deed and he does not do it, then Allah will write a full good deed (in his account) with Him, and if he intended to do it (a bad deed) and actually did it, then Allah will write one bad deed (in his account). (3) Alhamdulillah, we are already in the last ten remaining days of the holy month of Ramadhan, wherein Lailat AlQadr or Night of decree is ordained for in between. Therefore, we will discuss

it and its features briefly according to some Arabic Islamic books: What is Lailat Al-Qadr? It’s one of the nights of the last 10 remaining days of Ramadhan or Al-Ashr Al-Awa’khir, which is not limited or fixed on specific nights, and it has been transferring from one night to another every Ramadhan from the sunset to the emergence of dawn. This blessing was not given to any other nations since the creation of the world but to the Ummah of the Prophet Mohammed only (PBUH). Some signs of Lailat Al-Qadr The sun rises quietly and the night is moderately felt – it will be sensed as perfect night, so every Muslim blessed with this finds no amount of inactivity nor dullness in giving all his efforts to keep the most expensive night alive by performing various worships: Reading Qur’an, and Qiyamu Al-layl that fills our hearts with deep attachment to our Creator. Revelation of Laital Al-Qadr (Possible time) The prophet Mohammed (PBUH) has said: “Search for Laylatul-Qadr in the last ten odd days of Ramadhan” (4) meaning it might be 21st, 23rd, 25th, 27th, & 29th night; and the most popular among Muslim scholars is on the 27th night. However, it might be in any day of the last 10 remaining nights, but in the whole nights of Ramadhan to be perfectly pictured in every Muslim’s mind. Prophetic supplication during Lailat Al-Qadr Aisha bint Abi Bakr, one of Prophet’s wives (May Allah please with her) asked: “O Messenger of Allah! If I realize Lailat-ul-Qadr (Night of Decree), what should I supplicate in it?” He (‫)ﷺ‬ replied, “You should supplicate: ‫اللهم إنك‬ ‫فاعف عني‬ ‫عفو تحب العفو‬Allahumma innaka ُ ‘afuwwun, tuhibbul-‘afwa, fa’fu ‘anni (O Allah, You are Most Forgiving, and You love forgiveness; so forgive me). (5) Wisdom of concealment: If Allah had made it known its specific time to all us, the exaltation and magnificence of Allah remains the same, nothing less. But as we all know that every expensive stuff carries a hefty price tag – no doubts; all licensure exams meant for a specific profession greatly demands one’s precious time and relentless sacrifices on psychological and financial aspects alike, because the fruits awaits are more worth-it not just for one’s self but for his family and for the people he will serve. ANILA – Aksyon Demokratiko standard-bearer Francisco "Isko Moreno" Domagoso has warned the public against immediately believing reports of irregularities in the overseas absentee voting (OAV) after the Commission on Elections (Comelec) tagged as “fake news” a social media post that showed an OAV ballot in New Zealand without the name of a certain presidential candidate. Domagoso said the best way to spot real news as against fake news is to analyze carefully what you are reading, hearing or watching. Marawi schools division ready for May 9 polls MARAWI CITY, Lanao del Sur — The City Schools Division of Marawi (CSDM) is now ready for the May 9 national and local elections. Schools Division Superintendent (SDS) Anna Zenaida Unte-Alonto said teachers and non-teaching personnel of the CSDM with poll duties were provided with technical assistance and have undergone a series of training for electoral boards (EBs) including a refresher course on the dos and don’ts of the May 9 polls. “They also took an exam in partnership with COMELEC and DOST for them to check if they are really capable and qualified to stand as EBs,” she said. Alonto said a total of 450 teachers will serve as members of electoral boards and 33 will serve as supervising officials in 33 polling precincts of the city. Myanmar’s ex-leader Suu Kyi sentenced to 5 years in prison ISTANBUL – A junta court in Myanmar on Wednesday sentenced Aung San Suu Kyi, the country's incarcerated former leader, to five years in prison over alleged corruption. Suu Kyi, 76, was found guilty of receiving bribes of cash and gold from Yangon’s former Chief Minister Phyo Min Thein, Myanmar Now news website reported. Thein claimed he gave Suu Kyi USD600,000 in cash and 11.4 kilograms of gold “in exchange for favors for his businesses.” Suu Kyi has described the charges as “absurd.” Since last December, the Nobel laureate has been sentenced six times for at least 11 years in jail in multiple cases.

The ruling for 11 other charges is pending. Suu Kyi's lawyers are considering to challenge the verdict at a higher court. Suu Kyi's government was deposed in a military coup last year after it made strides in November 2020's nationwide elections. The coup was met by mass civil unrest as people protested Suu Kyi's ouster and the restoration of military rule. The junta cracked down violently on protests as the UN repeatedly warned the country has descended into civil war. Israel’ issued more than 550 administrative detention orders since the start of 2022

Israeli occupation authorities have issued more than 550 administrative detention orders since the beginning of 2022, Palestinian Prisoners’ Society (PPS) said. The society added in a statement issued on Tuesday that most of the administrative detention orders against Palestinians were mainly issued during March and April. It pointed out that the number of administrative detainees has been increasing since 2016, expecting that the number will increase to reach 700 by the end of this year. The PPS stressed that the Israeli occupation authorities try to hinder any expected uprising, since many of those who were detained are youths who

have never been subjected to administrative detention. Meanwhile, Palestinian administrative detainees in Israeli jails continue their collective boycott of Israeli military courts as part of their efforts to end their administrative detention. According to Palestinian statistics, about 4,500 Palestinians, including 32 women and 160 children, are currently languishing in Israeli detention jails. Among them, close to 540 Palestinians are currently being held under ‘Israel’s’ illegal policy of administrative detention, under which detainees can be held for renewable six-month periods without charge or trial. With a determination to serve others, the East London Mosque delivers iftar meals cooked on-site to 500 people regardless of faith, Arab News reported. Any surplus meals are delivered to homeless shelters and hostels to avoid waste and spread goodwill during Ramadan. The meals, funded by donations, include dates, a main course such as biryani, salad, a side such as a piece of chicken, and a bottle of water. The ELM, which incorporates the London Muslim Center and the Maryam Center, is also working with its charity partners to ensure iftar meals are provided internationally to the needy. “The East London Mosque and London Muslim Center will continue to help support those in need throughout Ramadan and beyond, as best as we can to ensure we uphold the values and principles of our Islamic faith,” Khan said.

Food Bank In addition to the free meals, the mosque runs a food bank which serves more than 100 needy families. “We have seen this figure rise steadily with a sharp rise in the cost of living, energy and food prices,” said Sufia Alam, head of programs and the Maryam Center. Alam added that the mosque is open to everyone who need help. “We have also helped people who have found themselves stuck in different parts of the country without necessities. We don’t turn people away, and try to help everyone.” In Ramadan, adult Muslims, save the sick and those traveling, abstain from food, drink, smoking and sex between dawn and sunset. Generosity and charity are generally blessed in Islamic Shari`ah, however, it’s specially blessed during the month of Ramadan. Muslims lead similar initiatives to host iftar gatherings worldwide during the month of Ramadan. MILG Minister Naguib Sinarimbo, a lawyer, who aired the appeal through the media, was equally baffled, saying the poll body had earlier rendered an opinion that the SGA resident-voters could still elect their local officials in North Cotabato and the six constituents where they are situated. The 63 barangays, which the BARMM government tagged as SGA, are located in North Cotabato’s Pikit, Midsayap, Aleosan, Pigcawayan, Kabacan and Carmen towns.
