OTABATO CITY — As part of its mission of bringing its services closer to the people, the Bangsamoro Government turned over today, May 20, a newly-built barangay hall in Patot, Pigcawayan Cluster, Special Geographic Area (SGA). The two-storey hall worth P3.5 million was funded by the Ministry of the Interior and Local Government (MILG), through the contingency fund of the Bangsamoro Appropriations Act of 2020. According to MILG’s Project Management Division, similar halls are currently being built across the 12 barangays of Pigcawayan Cluster. MILG Minister Atty. Naguib Sinarimbo congratulated

Barangay Patot—a home for more than 3,000 people, mostly Iranun, is one of the 63 barangays in North Cotabato Province that officialy became part of BARMM after they voted ‘Yes’ during the plebiscite in 2019.

Political harassment Re-elected and Incumbent Councilor Laurenti Espinosa said the case against the Aloyodan family is a political harassment. Espinosa said the case was already dismissed because the Aloyodan family especially the new mayor is not truly involved in the ambush. He said it is re-opened as political harassment at the time of the election in Lumbaca Unayan which was honest, orderly, and peaceful. Saying Allah knows that the Aloyodan family is innocent, Espinosa asked the people to help each other to solve this problem. He encouraged for a peaceful dialogue. On his part, Mohammad M. Alim, senior citizen’s affairs officer, expressed heartaches in seeing how the town is disunited due to political rivalries. Having worked with the municipal government of Lumbaca-Unayan since its creation in 2005 to the present, Alim said all the past and present administrations of the town are good. “The only problem is political grudges,” he added. MARAWI CITY, Lanao del Sur (PIA)–The special elections for 12 barangays in the municipality of Tubaran, this province, have been generally peaceful, the Philippine National Police (PNP) said Tuesday, May 24. Unlike the May 9 elections where teachers served as electoral board members, trained police personnel manned the polling precincts acting as the special board of election inspectors during the one-day special elections while other policemen and soldiers guarded the voting centers. “So far normal, generally peaceful tapos walang insidenteng nangyari kasi mayroon tayong sinusunod na procedures [no incident happened because we have procedures in place],” said OIC Police Provincial Director PCol. Jibin Bongcayao. He said voters were first checked at the entrance gate and only a few were allowed to enter the voting center at a given time. They were then grouped by ten in the polling precincts to avoid chaos.

Voters were also required to present their voter’s ID or voter’s certificate before they can enter their respective polling precincts. This, according to Bongcayao, is one of the measures implemented to prevent flying voters. Moreover, the PNP utilized a body-worn camera system to ensure transparency, provide additional evidence against saboteurs, and for live monitoring by higher-ups. “So far, sa tatlong voting centers na nandito sa Tubaran, yung sa Buribid, Tangcal and Tubaran proper, wala kaming namonitor na mga incidents na nangyari. So far, normal siya [in the three voting centers here in Tubaran, in Buribid, Tangcal and Tubaran proper, we have not monitored any incidents occurred. So far, it’s normal],” he further said. Aside from the strict procedures, the police director also attributed the peaceful conduct of the special elections to the cooperation of the town’s voters. Both the PNP and the Armed Forces of the Philippines tightened the security measures to ensure the peaceful, orderly and successful conduct of the special elections in Barangays Tangcal, Datumanong, Guiarong, Baguiangun, Wago, Malaganding, Gadongan, Riantaran, Pagalamatan, Mindamunag, PaigodayPimbataan and Metadicop where elections last May 9 was halted due to spate of violence. DTI Special Concerns Undersecretary Ameenah Fajardo stressed that the growing population of Muslims worldwide translates into a rising interna-

tional demand specifically for Halal products. She stated that Halal now is a global industry which represents an exciting opportunity for the Islamic economy to grow more prominent. As such, Fajardo enjoined potential partners to also back this production to bolster the economy of the city that was once bogged down due to the firefight in 2017. “Due to this very promising and challenging development of Halal industry, there is really a need for massive Halal industry promotion and development in Marawi… Our concerted efforts can be a

springboard in boosting the Muslim trade economy, particularly Halal products, and contribute to the government’s program in promoting the Philippines as an alternate Halal producer,” she said. Meanwhile, MTIT Director-General Rosslaini Alonto-Sinarimbo said they are backing the Halal industry as they recognize its significant role to make a spike in the economy possible. She shared that since last year, they have already partnered with the local government as they saw the potential of the products here which are

almost all homegrown. “We hope to rebuild Marawi City through livelihood and business because this is the backbone of the economy. We have to make it a point that businesses come back because these will bring sustainability to the economy,” said Sinarimbo. The director-general also bared that as part of their support to the city, they allocated P500 million, understanding that the fund of the national government alone will not suffice the total cost of the restoration effort. Philippine Army chief Lt. Gen. Romeo Brawner Jr. officiated the retirement of Maj. Gen. Juvymax Uy on Saturday, May 21, and installed Brig. Gen. Eduardo Gubat as 6ID acting commander. Gen. Brawner, who was once a 6ID key officer when he was lieutenant colonel, was hopeful Gen. Gubat will pursue various strides that earned citations for the Maguindanao-based military unit, according to sources present during the ceremony. The 6ID covers the provinces of Maguindanao, Lanao del Sur, Sultan Kudarat, Sarangani, South Cotabato and North Cotabato and the cities of Cotabato, Tacurong, Koronadal and General Santos. It has been cited for having completed all stages in the introduction and implementation of the Army Transformation Roadmap (ATR), and bested other Army divisions across the country in 2015, 2016, 2017 and 2018, it was learned. ATR is an 18-year strategic plan conceived with a vision to make the Philippine Army a “world class” military unit, an official narrative from Fort Andres Bonifacio said. The 6ID has been in the frontline of combat against secessionist and communist insurgents as well as ideological extremists in Central Mindanao, playing an active role also in sustained strides that helped the government forge with the Moro Islamic Liberation Front (MILF) major peace deals in 2013 and 2014.

(Supplied photos) The 2014 peace accord, known as the Comprehensive Agreement on the Bangsamoro (CAB), served as major basis in the enactment in 2018 of R.A. 11054 for the creation of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). In the BARMM transitional government operation, the 6ID helps train decommissioned MILF combatants to become partners of equally trained soldiers and cops in the formation of Joint Peace and Security Teams (JPST). The 6ID also plays a lead role in continuous training of BARMM resident-volunteers in emergency rescue activities to serve not only inside the infant autonomous region but also in outside communities during natural and man-induced calamities. It has gained ground in helping civilian authorities persuade many combatants of the outlawed Bangsamoro Islamic Freedom Fighters (BIFF) to return to the folds of law in several batches. In the implementation of the government’s “balik baril” program, the 6ID has collected thousands of loose firearms from civilian residents in Central Mindanao. Hundreds of those collected loose firearms were ceremonially destroyed by road rollers at least twice, making the 6ID the first Army division to have introduced the spectacular act of putting illegal guns beyond use. On the 5th Anniversary of Marawi Siege

Reflection: The evolution of vote-buying

I

t started deceptively as Kandori, Sadaqa or charity, and 3in1 or the package lately. You name it. As the election finally concluded, there were only a few victors and many losers at the same time. I’m sorry but no matter how we passionately address the latter, it’s the same result: LOSS. It won’t change the narrative. They have to get up stronger, learn from the past, and continue living the way it is; it’s not the end. There is always light at the end of the tunnel. Ironically, the flame of the calls against vote-buying being Haram and immoral from different sectors and stakeholders went off as the election ended. And then it will suddenly come to life anew in the next election. Thus, it is less effective by then since the advocacy is not that consistent; it just flows where the river heads or “go in one ear and out the other” status quo. It’s astonishing that the poorest province of the Philippines statistically – though some have categorically denied it and seen it as a disgrace to the whole Mranaw – has the highest rate of vote-buying practice that significantly made us headlines all over the country in the past few days: Butig, Binidayan, Malabang, and those who silently blacklisted other candidates in their own Kingdom. To that, I would submit to the statistics that we are indeed the poorest among the poor – if not literally then collectively yes as a society – when the stomachs are rather cemented temporarily and served deceitfully instead of the roads that cause convenience to the majority for a long time and ease the run of the businesses. And for that, it makes me doubtful: If Barack Obama and Sadiq Khan were one of us, would they still be able to reach the pinnacle of success in the world of politics! This practice is indeed one of the forms of bribery that was foreign to our ancestors yet they knew back in time that our lands gradually slipped away at the hands of the fewest then who first succumbed to the corruption introduced by the colonizers in which we are now treated as mere strangers. In this case, let us visit the evolution of vote-buying in our society from my perspective. If we look at it, we can see there are two factors supporting its existence. First, vote-buying as a part of the process, meaning it has been slowly built up at all levels of the system over the years. It is worth remembering when it was first brought in to us back in the early 90s wherein the clash existed between the vote-buying mechanism and the platforms backed up with the trust of the people at its peak, and the latter prevailed eventually. Unfortunately, we as people are only blamed for the survival of this immoral act, but we are just a small part of it, and yet many forget to point out and criticize those actions driven by bribery at the hands of the officials from the top to the lowest during the election. Second, vote-buying as a product of the Palakasan system fueled by either blood or money since the enactment of the nowdefunct ARMM, in which we still hope and pray hard that it can be minimized the least through the leadership of BARMM under Moral Government advocacy. As we all know that 90% of professions in the region are teaching, most of the parents, prospective teachers, and even regularized teachers – if not all – have nearly lost the faith in the nobility of teachings because they have been drowned in the deepest sea of debts just to secure an appointment; and worst is for those who got only debts without any appointment. In return, people lose their trust in the system and thus are always tempted to vote in the name of money and those who are to facilitate vote-buying and bribery one way or the other. In conclusion, all this happens because the spirit of the trust in each of us has been buried by the Palakasan system. Prophet Muhammad (Peace Be Upon Him) has guided us on how to gain the trust of the people: When a lady from a prominent family in Madina committed a crime punishable by Hand-Cutting (Hăd) at the time Islamic government has just been institutionalized, a group of companions came asking him a favor to look for other options, he then turned to them fiercely swearing to the almighty Allah that “If Fatima, his lovely daughter, had stolen he would surely cut her hand.” He cautioned that for such practice (Selective Justice), ancient people have been destroyed. And there, the root of the Palakasan system had been cut off. oday, Monday, May 23, the Philippines marks the fifth anniversary of the Marawi Siege. The Task Force Bangon Marawi (TFBM) says rehabilitation of the war-torn city is more than 70% complete with several infrastructure projects now allegedly standing at where the rubble used to be.

Editorial But if you have been in the so-called Marawi Ground Zero, you will know TFBM 70 percent completed rehabilitation is an exaggeration if not a lie. And ironically, five years is too long to wait for residents who wish to return home. What makes us wonder is why evacuees are provided with permanent shelters. Are they no longer expected to return to their devastated homes? As of posting, hundreds of IDPs and civil society organizations might have already started their way of commemorating the 5th anniversary of the Siege in which they plan to hold a public action at Marawi’s KM 00.00 in protest of the failure of the

government to address their issues. The organizers, calling themselves Reclaiming Marawi Movement (RMM) and Marawi Advocacy Accompaniment (MAA), dubbed Monday’s activity ‘Limang Taong Bakwit’ with a central message “Karapatan, Katarungan, at Kambalingan!” They stressed: “Although, public facilities for the Meranaws were rebuilt, like the barangay complex, schools and hospital, the immediate concerns of the IDPs of returning to their homes remain unresolved. Marawi IDPs have been existing under extremely difficult situations since their evacuation in May 2017. There are still unmet needs and issues while they wallow in the camps such as lack of food and livelihood, poor sanitation and hygiene conditions, access to WASH (water, sanitation and hygiene), livelihood, food security, basic services, education, and durable solutions. The dire state of the IDPs was further exacerbated during the COVID 19 pandemic.” (PMT)

Lawyer Arnolfo Ricardo Cabling, president of the Social Housing Finance Corporation (SHFC), one of the land developers of the housing project, expressed his happiness that children would already have safe spaces to play and study who he hoped to grow to be good citizens who can contribute their skills to building a just, prosperous and peaceful society. Myrna Cabotaje who joined the culmination program for this year’s Marawi Week of Peace celebration. o achieve this, Cabotaje conveyed the DOH’s commitment to continue providing operational and institutional support to Marawi City. During the first phase of the rehabilitation, DOH has deployed medical teams to provide nutrition, WASH, mental health, and psychological support services to displaced families. The health department is currently overseeing the construction of the Marawi City General Hospital which according to Cabotaje is now ongoing ground development. While we think of it as very simple to achieve, it is actually very complicated. Power supply now back in 5 villages in Marawi’s MAA MARAWI CITY, Lanao del Sur (PIA)–Some five villages in the most affected area (MAA) here now had power lines ready to electrify residences. This, after the Task Force Bangon Marawi (TFBM), the City Government of Marawi, and the Lanao del Sur Electric Cooperative, Inc. (LASURECO) formally led the switch-on ceremony Wednesday, May 18, signifying the energization of barangays Datu Naga, Moncado Colony, Sangcay Dansalan, Moncado Kadingilan, and Norhaya Village. TFBM Chairperson Secretary Eduardo Del Rosario stressed that this conveyed how the government saw the necessity of having electricity. “Ang pagkapower up ay isang malaking indikasyon na ang power infrastructure ay nabibigyan natin ng priority kasi napakaimportante na bago bumalik ang ating mga kababayan na nadisplace ay mayroon na silang nakaabang na kuryente,” he said. PRRD asks Marcos to continue anti-drug campaign his ‘own way’ MANILA – President-elect Ferdinand “Bongbong” Marcos Jr. on Thursday said President Rodrigo Duterte asked him to continue the government's anti-illegal drug campaign. Marcos revealed that during the meetings he had with Duterte prior to the May 9 polls, the outgoing president asked him to prioritize addressing the country's drug problem in his "own way". “One thing that he was very assertive about was ‘Ituloy mo ‘yong anti-drug syndicate na sinimulan ko (Just continue the anti-drug syndicate [program] that I started). Do it your own way.’,” he said in a Facebook live interview with select media. The next president said Duterte wants his successor to sustain his fight against illegal drugs to protect the youth. "Do it your own way, palitan mo, pero huwag mo iiwanan dahil kawawa ang kabataan natin. Masisira ang buhay nila' (You could change it, but don't abandon it because our youth would be miserable. Their lives would be destroyed)," Marcos quoted Duterte as saying. Marcos said he fully appreciates what Duterte had said as the drug problem still exists, and the government must deal with it accordingly. Acting presidential spokesperson and Communications Secretary Martin Andanar earlier pointed out the success of the administration’s anti-narcotics campaign, which saw over PHP75 billion worth of seized drugs, over a million surrendered drug personalities, and the more accredited Drug Abuse Treatment and Rehab Centers across the country. “Pagdating sa number of drug user surrenderees na nagpa-rehabilitate, the amount of hard drugs na nahuli ng ating (When it comes to the number of drug user surrenderees who are undergoing rehabilitation, the amount of hard drugs seized by our) Philippine National Police, ng ating (by our) Philippine Drug Enforcement Agency," he added. He reiterated his promise to continue his antinarcotics campaign even as a civilian. “We can continue this fight even if I am already a civilian. Mahirap itong shabu na ‘to, sabi ko sisirain ang bayan nito (This shabu is a difficult case, it will destroy this nation). They will make the Philippine society dysfunctional,” he added. Duterte said he would rather see drug lords and drug peddlers “dead than alive.” He also dismissed criticism from human rights groups as “posturing.” “Itong (These) human rights, they are — all they have to do — all that they can do really is posturing, hanggang diyan lang ‘yan sila (that is all they can do). IDAPAWAN CITY — The U.S. government, through the United States Agency for International Development (USAID), has helped some 1,230 Filipino out-of-school and jobless youth gain vital preparation to find employment, in collaboration with the Technical Education and Skills Development Authority (TESDA), local government units, and private sectors. In General Santos City, 89 USAID-supported youth completed technical-vocational training last month and almost half of them immediately secured full-time employment with private sector partners, according to a press statement from the U.S. Embassy in Manila. Through its Opportunity 2.0 and YouthWorks PH programs, USAID assisted General Santos City youth to finish to finish TESDA courses in housekeeping, electrical installation and maintenance, computer servicing, and cookery, the statement furnished with the Philippine Muslim Today news said “It is always amazing to me what youth can achieve if they are just given the opportunity and support they need. This program has been a success mostly because of the resilient spirit of the youth. But this would not have been possible without the partnerships that support these young people,” said USAID Philippines Senior Education Adviser Mirshariff Tillah. “Because of the sustainable alliance in your city, it is easier to connect upskilled youth to local opportunities in academia, business, and entrepreneurship,” Tillah was further quoted in the statement. During the COVID-19 pandemic, USAID collaborated with TESDA on restoring access to technical-vocational training in safe and inclusive ways through the TESDA Online Programs. Partnerships with local industry, including some of Gen. Santos’ largest corporations, such as Alsons Group and KCC Group, provide the trained youth with a pathway to employment, the embassy statement said. The USAID also helped set up the General Santos City Youth Development Alliance, which connects youth to local businesses for employment and to other organizations for further education and entrepreneurship opportunities. For the past 60 years, USAID has partnered with the Philippine government and local organizations to achieve shared development goals, investing more than Php247.5 billion ($5.1 billion) to support the Philippines, the embassy statement said. supervision would cover several branches in Mindanao including Butuan, Zamboanga and Davao City. This opened an avenue to solidify her career. But after weighing several factors, considering that she had to travel from time to time and the full-time effort she had to cater to the needs of her children, she had to decline the offer and decided to leave the company in good faith. In May 2016, she started from scratch and opened her own daycare center — the Little Sushi’s Daycare in Marawi City. However, the outfit only lasted a year and was cut short by an unforeseeable event — the Marawi siege. Despite the uncertainties around her, Gonde’s love for children and her passion didn’t stop her from continuing what she had started. The setbacks did not one whit discouraged her. One year later, she re-opened the daycare in Cagayan de Oro with a catchy new name — the Little Einsteins Academy. A few years on, as the situation in Marawi City slowly improved, Gondé managed to open two branches around Ground Zero. Up close, among her people, she was able to observe and feel the hardship others have to endure. Since then, helping those who are in need has always been Gondé’s passion. Which is why aside from being an entrepreneur, she recently decided to work as a public servant, a Revenue Of-

n May 29, 2022, the people of negêri Rogan and its environs in the Basak area in Lanao had the rare experience of witnessing a spectacle and a royal ceremony done worthy of emulation. Besides the 3-day -long festival staged by the locality, the organizers and its partners saw to it that the ceremony tiptoes the protocols of bestowals in accordance with ancient tradition. From the striking of the gong by the Sultan to open the enthronement ceremony down to the ritual “kapamurawas” — the washing of the feet with water drawn from lake Lanao poured from a kendi — everything was executed with pinpoint flawlessness. Heldegondé, the newly crowned 6th Ḅaì sa Rogan is fondly called by her parents and friends as Gondé. She was born on April 12, 1987 in Cagayan de Oro. From early childhood, she was honed by her parents to develop an interest in traditional ways. This left a deep impression on the young Gondé which stayed with her until her maturing years. Now as she is ready to start community works in her hometown, her clan clamored for her clan to fill into the shoes of the Ḅaì sa Rogan — a title that has been vacant following the death of her aunt Ḅaì Tuwambai a decade or so. Gondé at first felt a bit apprehensive even as she was excited at the prospect. She is all too aware of the responsibility that rides on the title. Contrary to what many youngsters think, assuming royal titles today is not always strewn with a bed of roses. The romantic notion of being bestowed with a royal title must be balanced with the stark realities of the 21st century. Gondé is not oblivious of the accompanying burden with her acceptance to ascend to the Ḅaì sa Rogan as she knows that the royalty is not backed by any state or government institution. Little wonder that many royal houses in fact have folded and some others have the barest minimum of courtiers, operating on a skeletal setup. Only the sheer determination and dedication of the clan and their community keep it from closing shop. Indeed, calling Gondé “a brave young lady” by the Sultan sa Taporog, Datu Bangsaan Unti, neatly captures her resolve. The Chair of the Sixteen Royal Houses of Lanao, Sultan Bangcola Adtha praised the new Ḅaì sa Rogan for the arrays of projects she will be embarking on as she revealed in her first address to the realm. Heldegondé graduated with a degree of BS in Accountancy in 2013 in Cagayan de Oro City. A year after graduation, Gondé was hired by Chevrolet CDO as an Accounting Staff in Cagayan de Oro City. Some six months later, she was immediately promoted as an Accounting Supervisor. Just barely two years from being promoted, her potential and continuous dedication in her work caught the eyes of the management that she was then offered a higher position by which her

All these put together made her decide to accept and embrace, with an open heart, the role of Ḅaì sa Rogan without qualm. Lineage and a bit of history The new Ḅaì sa Rogan’s ancestry makes her every bit a true descendant of Ŭmbāör sa Bansayan [c. 1710] the First of His Name. Ŭmbāör’s lineage harks back to Buṯuanên Kaliṅan (Caliṅan) [c. 1296-] during the heyday of Maliganday Bembaran, the ancient capital of Northeast Mindanao. Umbaor established himself as the Datu of negeri Bansayan shortly after marrying Andongā Ḅaì sa Magindanao, a granddaughter of Kahāruddīn Kuda (Qudāh Maulano) {Sultan sa Maguindanao} [1699-1702] and Sīnal sa Bwaȳan Tambingag. Putrí Arībŏ, a daughter of Ŭmbāör was married to Amini, the Datu sa Pŭṭṭád of Poönā Maçiu. Out of this union was brought Ŭmbāör II, the Second of His Name. Ŭmbāör II married Paramata Adiora (Adiol), a daughter of Asolay sa Onayan. The couple were blessed with four children: Aromponi sa Maluso Basilan; Pandi sa Rogan; Tambor sa Rogan; Ḅaì Giyang (Inaī Gadong). Tambor, the third son of Ŭmbāör II, married Ḅaì Dōyan (Dayawan), a daughter of Palawan sa Bansayan. Since Palawan was a grandson of Ŭmbāör I, this makes the couple second cousins. From union issued

six children: Dyalālodīn; Parti; Ḅaì Bonang; Gendo; and Limbo. Dyalālodīn was the famous sufi Muhammad Jalāl al-Dīn Amīr al-Qādī al-Bansayāni. His devotion to the Shaṭṭāriyyah Order and his constant absence from home in search of knowledge, (i.e. Ache of Sumatra and Al-Haramayin in Mecca and Madinah) prompted his younger brother Parti to ascend to the Sultanate. The younger sister Ḅaì Bonang was married off to Tantao sa Kalahui {Mĕrhoum Hidayat III} [c. 1785]. An edict was made that from the issue Ḅaì Bonang would be taken the Ḅaì sa Rogan. Her first daughter Putrí Paira became the first Ḅaì sa Rogan. The younger daughter Gayad was betrothed to Sayīk Aulia sa Malŭngŭn. After settling in her husband’s place, Gayad was made Ḅaì sa Malŭngŭn. All the succeeding Ḅaì sa Rogan flowed from the line of Putrí Paira. Putrí Paira had three daughters besides the male children. The first daughter Ḅaì Simpan succeeded as Ḅaì sa Rogan ika-2. The younger two became Ḅaì sa Būbong and Ḅaì sa Būbong respectively. Ḅaì Simpan gave birth to Kadidiatul Kubra who became the Ḅaì sa Rogan ika-3. Kubra begot Rŭnding who succeeded as Ḅaì sa Rogan ika-4. Rŭnding was married to Mamantar {Cabugatan sa Têbuk}, a son of Sarīp sa Rogan Maupāt Parti [c. 1847], and Ḅaì ā Mala, daughter of Bŭnol {Sultan Badarul Alam} {Sultan sa Taporog} {Mailindon sa Têbuk). The couple begot Komakasar {Syarīf Olama sa Rōgan} who married Pangcatan Magáög, granddaughter of Ameril {Sultan sa Rogan}. Pangcatan was bestowed as Ḅaì sa Rogan ika-5. Komakasar and Pangcatan brought Tuwamḅaì, one of a sibling of six. Tuwamḅaì was bestowed Ḅaì sa Rogan ika-6. Her sister, Ḅaì Diacat was married to Cansing (Hadji Esmail) Kalandapon. The couple begot Amanoding Esmail, the current Revenue District Officer of the City of Iligan. Amanoding had been successively married three times. With his first marriage to Mona Acmad, he has two daughters: Fetria Ḅaìmona and Ḅaìconso Aylenn. With Sarah Pario Barodi, ha has: Heldegondé; Ab-Alkhail; and, Jarica. Amanoding is now currently married to Soraida Hadjah Salma Angad. His step-children with Ḅaì Soraida are: Mohamad Khalid A. Polangi; Janisah Salma A. Po;angi-Macagaan; Shalima A. Polangi-Macabalang; Anisah Shaliha A. Polangi-Guinal; and, Shamara A. Polangi. As the new Ḅaì sa Rogan reveals, Heldegondé is putting up a Trust Foundation for the purpose of improving the lot of the people of Rogan and Poona Bayabao in general, and embarking on a cultural renaissance and a research of the history of the region.
