PBBM eyes improved system for PH workforce dev’t

MANILA – President Ferdinand R. Marcos Jr. emphasized the importance of implementing a better system that would help Filipino workers excel and become more competitive, during a meeting with members of the Private Sector Advisory Council’s (PSAC) job sector in Malacañan Palace on Friday.

“It’s really skills training. We have to upskill everybody. We need to have a system that will work with everyone,” Marcos said, as quoted by the Office of the Press Secretary (OPS) in a news release on Saturday.

Bangsamoro Local Governance, Electoral codes done early 2023

OTABATO CITY – The interim parliament of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) is girding to pass the bills on the regional Local Governance Code (LGC) and Electoral Code (EC) by February next year before it goes on mandatory recess for the month -long Ramadan fasting in March, a key Member of Parliament (MP) said.

COTABATO CITY –Death toll on Muslim civilians killed in separate incidents reportedly involving police elements has reached at least 13 in Central Mindanao, even as grieving relatives continued to cry for justice amid uncertainty.

Eight (8) of the fatalities were Maguindanaon farm-

ers massacred by suspected cops in Kabacan, North Cotabato; an Iranun motorcycle driver mauled to death in police detention in Barira, Maguindanao; a 69year old Iranun sultan cum peace advocate shot dead in Barira also; and three boys gunned down in Lambayong, Sultan Kudarat.

Those fatalities in Lambayong town were teenagers identified as Horton Ansa Jr. and Arshad “Mokong” Ansa, both Maguinadanaon studying criminology; and Samanoden Ali, a Maranao student and close friend of the Ansas.

According to town police chief Jenahmeel Toñacao, the boys aboard a motorbike ignored search on the road along Barangay Didtaras in Lambayong, Sultan Kudarat and sped away past 1am Friday, Dec. 2, forcing cops to chase them until the trio’s motorbikecrashed.

Youth role BARMM Local Governance Code lauded; PWDs want included in Electoral Code

COTABATO CITY - The youth sector is all praises for its assured representation in the proposed Local Governance Code (LGC) in the Bangsamoro Autonomous Region in Muslim Mindanao, even as persons with disabilities (PWDs) have batted for specific role in another prospected BARMM law – the Electoral Code.

The Sulu-based Youth Development for Patikul Association (YDPA) and other youth groups aired the elation as they actively participated in the public consultations on the LGC and Electoral bills held by the Bangsamoro parliamentin Tawi-Tawi, Sulu and Basilan starting last December 3, it was learned.

Bensar Muin, founder of Suku-based YDPA, and leaders of other youth groups actively participated in the series of consultations on the proposed regional LGC and electoral laws in the island provinces, according to reports from the information and media relations arm of the interim BARMM Parliament.

Parliament Deputy Speakers Paisalin Tago amd Mabil Tan, both lawyers, alongside Members Don Mustapha Loong and Tata Maglangit acknowledged the strong participation of the youth and women sectors in the proposed LGC.

"It shows that they are much more concerned with what is happening in their environment and want to protect the rights of the youth and women," Atty. Tago was quoted as saying.

Youth, women and other concerned sectors also lauded the inclusion of anti-political dynasty provisions in the both measures – something that Deputy Speakers Tan and Omar Yasser Sema have predicted to be a topic of debate in the Parliament’s committee and plenary deliberations.

Charina Izuierdo-Isahac, founder of the women s group Bansag Babai Inc., thanked the Parliament for "upholding women's and children’s rights" by incorporating the anti-violence against women and childrens desk and the Local Council for Protection of Children in the proposed code.

Theproposed LGC and Electoral Code aredocketed as Bangsamoro Transition Authority (BTA) Bills Nos. 30 and 29, respectively, which the BARMM’s Government of the Day or Cabinet authored in the regional legislature.

The BTA Parliament’s Local Government Committee, chaired by lawyer Raissa Jajurie, led the field consultations in Basilan, Sulu and Tawi-Tawi, and will replicate similar activities in Lanao del Sur and Maguindanao, it was learned.

Also present in the BASULTA consultations were Deputy Floor Leader Jose Lorena and Parliament Members Ben Loong and Abdulkarim Misuari, and other committee members.

In the Tawi-Tawi consultation, meanwhile, Prof. Saturnino Apdal Jr., president of the province’s Alliance of PWS, has appealed to authors of the regional electoral code to “consider making a Vulnerable Sectors Bureau."

The electoral bill proposes the creation of a Bangsamoro Election Office designed to comprise six bureaus: Party Representation, Constituency Representation, Election Assessors, Provincial Operations, National and Local Election, and Administrative and Finance.

Apdal’s quest for a vulnerable sectors bureau, if granted in the BTA, will be the seventh component of the proposed Bangsamoro Elections Office, which seeks to carry out the Commission on Elections’ (Comelec’s) operations in the autonomous regions with due recognition of local peculiarities.

Horton Ansa Sr., a police patrolman assigned in Shariff Sayedona, Maguindanao, debunked the police claim that his son and two friends were armed and carrying an illegal drug.

He said his son and nephew Arshad were both studying criminology to become cops, pointing out that all the three boys had never been involved in any crime while living in Lambayong town.

“My son was very religious. He was serving as muazin (prayer congregation caller) in our mosque in Lambayong,” Ansa Sr.said in Filipino.

In between sob, he reminded counterparts in Lambayong that they were supposed to serve as protectors of the civilians, not as their tormentors.”

The Human Rights Commission of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) condemned the death of the teenagers, and dispatched a team to Lambayong for an in-depth inquiry on theincident.

Ansa Sr. and other kin and supporters appealed to higher authorities, including the President, the PNP hierarchy and Sultan Kudarat Governor Pax Ali Mangudadatu to look into the incident and help in the dispensation ofjustice.

In a statement posted online, the young Muslim governor said his office has started its own independent probe and caused the momentary relief of the cops involved pending result of the investigation. He assured a just result.

Sultan’s fatal arrest

In early morning of Dec. 2, operatives of the Criminal Investigation and Detection Group (CIDG) for the Bangsamoro Autonomous Region BAR) region raided the house at Barangay Tugaig in Barira, Maguindanao of Abdullah Langco Oranto, 69, an Iranun sultan cum peace advocate, whogot killed in the process.

A CIDG-BAR report to the media said the raiding team enforced a search warrant under Oplan Paglalansag Omega on four suspected Dawlah Islamiya extremist violent extremist group members

named as Abdullah Langco Oranto, Abdulaziz Pendatu Oranto, Wahab Pandapatan Oranto, and Usop Oranto, a former Army soldier.

It said the four Orantos were suspected of aiding the combined guerillas of DI and Abu Sayyaf groups led by siblings Omar and Abdullah Maute and Isnilon Hapilon, respectively, who staged the bloody Marawi siegein 2017.

The search team did not find the three other Orantos, neutralizing only Abdullah while allegedly putting an armed resistance during the operation, a news report based on the CIDG information said.

TheCIDG team claimed to have recovered a .45 caliber pistol and two M-16 rifles with ammunition, the report said.

In another news report, the wife and daughter of Abdullah vehemently refuted the CIDG claim, saying the lawmen did not have an arrest warrant and that the deceased sultan was unarmed and forcibly dragged out of the house before shot dead.

They said the elderly victim was a reigning sultan and active in peace advocacy in Barira where he ran for mayor but lost in 2019.

The fatality was even involved in the government

campaign for surrender of misguided violent militants, they pointed out with information that retired Army Brig. General Ernesto Aradanas and PNP Chief Cascolan were aware of such initiatives.

The wife claimed that the searching operatives carted away valuables including cash in piggy bank and jewellery her daughter hardly acquired when employed as a house worker abroad for years.

Relatives demanded justice in Abdullah’s death through an in-depth investigation that may clear his reputation as a reigning sultan of good standing in the community.

Fatal torture in police custody

On Sept. 25 this year, Iranun motorbike driver Johaire Mangco Dagalangit surrendered to a barangay chairman after a road mishap in Barira, Maguindanao that left a fellow Iranun child slightly injured that same day, relatives said.

Dagalangits brother Najer said the unnamed village official opted to surrender Jojaire to the Barira police station for his safety from possible harm by misguided relatives of the child.

The next day, Jojaire was found lifeless inside the police detention section with his body studded with

bruises. This sparked mass protests against the Bariral police office that led to the “administrative relief” of the town police chief and his subordinates on duty that fateful day.

Najer said the momentary relief of the cops was not enough for the death of his brother, adding that at least seven of the lawmen ought to be dismissed from service, prosecuted and convicted for brutality and grievous misconduct.

The Maguindanao provincial police office said it would conduct a thorough investigation. The Commission on Human Rights (CHR) also conducted a probe. But theresults of the probes have since remained unknown.

Gruesome massacre

Eight Maguindanaon Muslim farmers driving separate motorbikes were shot dead on aroad near a state university in Kabacan, North Cotabato on August 29,2020.

The massacre had likewise sparked mass protests amid popular notion that the bonnet-wearing gunmen were retired and active police elements from nearby Carmen town.

According to civilian accounts, the hooded men, some of them in police uniforms, flagged down the victims, herded them to a roadside and peppered them with bullets from rifles and handguns.

One of the victims, before expiring at a hospital, reportedly confided to relatives that their attackers were cops. A security guard manning the gate of the nearby University of Southern Mindanao had reportedly corroborated the involvement of cops.

The CHR-XII office and its counterpart in the Bangsamoro region conducted investigations, even as seven members of the House of Representatives filed a resolution calling for a congressional probe due to the involvement of cops.

Relatives of the victims have remained waiting for the results of the investigations, including one initiated by higher police authorities.

‘mistaken retaliation’

There were speculations that the massacre could be a “mistaken retaliation” by cops, notably loyal subordinates of Police Major Joan Resurrecion, lady police chief of adjacent Carmen town, who was killed by motorcycles-riding armed robbers on Aug. 25 or four days before thecarnage.

Mechanisms to address conflicts, human right violations discussed

DAVAO CITY On its third annual Bangsamoro Public Order and Safety Conference held here on Dec. 10-11, the Ministry of Public Order and Safety (MPOS) gathered law enforcers and key stakeholders to discuss long-term solutions to the peace and development agenda of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

According to MPOS, the conference specifically aimed to institutionalize the mechanisms in preventing and addressing the occurrence of violent conflicts such as family feuds or ‘rido’, reduction of loose firearms, private armed groups, illegal drugs, and all forms of criminality.

MPOS Minister Hussein Muñoz said the regional government is strongly and proactively strengthening its coordination with law enforcement agencies to ensure peace and harmony in the Bangsamoro homeland.

"We see peace and harmony as the direction to take towards a developed Bangsamoro and Mindanao. Without it, it will be impossible to attain progress and prosperity as peace is the only way to stop injustice and conflicts in theregion," Minister Muñoz said.

The consultation for the Bangsamoro Electoral Code or BTA Bill No. 29 aimed to involve all sectors including the women, youth, and religious sectors, political parties, academe, Persons With Disabilities (PWDs), senior citizen groups, and other private sectors of the society in the Bangsamoro region to hear their voices, insights, positions, and suggestions for an inclusive and participative legislation process on the said proposed bill.

Jibril Arsad, executive secretary of Tawi-Tawi Sanib Pwersa Kabataan, Inc., a coalition of 83 active youth organizations in the province of Tawi-Tawi accredited by the Bang-

samoro Youth Commission (BYC), expressed their full support to the proposed BTA Bill to strengthen the territorial and political subdivisions of BARMM.

"We honor the selfless effort, dedication, and struggle of our Mujahideen and other Moro leaders who valiantly fought with their lives to attain and defend peace, justice, security, governance, and autonomy in the Bangsamoro region and for the people," Arsad stated.

Legal volunteer AlRashid Yusop also showed his support for the electoral provision, specifically mandating the educational requirements of the candidates.

To improve the provisions of the proposed bill, suggestions were also expressed by the members of differentsectors.

Hamid Ladjakahal, former undersecretary of the Department of Education (DepEd) in the defunct ARMM, suggested that to have an equal representation of leaders, there has to be special consideration to different ethnicities such as the Sama ethnic group in the selection process for the members of the parliament.

Hamiruddin Hassan, a student and member of an active youth organization in Tawi-Tawi, backed the proposed bill and hopes that it will ensure clean,

free from any form of violence in the future," Hassan said.

Earlier, during the first day of the consultation in the said province, Governor Yshmael “Mang” Sali expressed his full support for the BEC.

"As the father of TawiTawi, we are very happy and thankful for the members of the parliament in explaining to us the provisions and purpose of the electoral code,” Sali said.

If we have opinions, recommendations and suggestions, at least, we were allowed to raise it directly to the MPs, and in support, we will submit our position paper for the bill,” he added.

BARMM reports lowest inflation rate at 6.0% in November

"It is our hope to establish an enduring peace through our unified efforts as agencies of government , co-advocates towards promotion of peace, and committed to deliver the expectations of the people to whom our serviceis dedicated," he added.

On the other hand, BARMM Chief Minister Ahod Ebrahim stressed in a video message the importance of consultations to discuss and formulate mechanisms to resolve various social problems, human rights violations, and other forms of criminality.

The Chief Minister said threats of peace and order "affects poverty and underdevelopment".

The Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) logged the lowest inflation rate among all regions in the country at 6.0 percent for the month of November 2022, the Philippine Statistics Authority (PSA) announced on Dec. 9.

BARMM was followed by Region XII or SOCCSKSARGEN area with second lowest inflation rate at 7.0% and Region IV-A CALABARZON as third lowest inflation rate at 7.1%. Meanwhile, Region XI or Davao Region got thehighest inflation rate at 9.6 percent.

Accordingly, the headline inflation rate in the entire Philippines slightly rose to 8.0 percent in November compared tothe 7.7 percentrate ofthe previous month.

“The lowering of inflation rate this month of November compared to the previous month of October in the Bangsamoro region was primarily due to the lower growths in the indices of food and non-alcoholic beverages at 7.6 percent compared to 8.4 percent in the previous month; housing, water, electricity, gas, and other fuels at 2.9 percent compared to 3.4 percent in the previous month; and transport commodities at 4.5 percent compared to 5.0 percent in the previous month," stated Engr. Aran Tula, officer-in-chargeregional director of PSA-BARMM.

In October, the Bangsamoro region, along with Region

XII, also recorded the lowest inflation rate among all regions in thecountry at6.5 percent.

For November, the province of Sulu recorded the lowest inflation rate at 3.6%, followed by Maguindanao at 4.4%, Tawi-Tawi at 5.5%, Basilan at 6.6%, and Lanao del Sur with thehighest at10.0%.

Cotabato City’s inflation rate also slightly increased to 4.2% compared toits 3.6% rate in October.

"I'm hoping that this conference can take resolutions on existing threats for our safety and security so that we can be able to continue tolive with freedom, justice, and harmony," Ebrahim said.

Meanwhile, BARMM Police Regional Office Deputy Regional Director PCOL James Gulmatico emphasized that existing criminalities in theregion are still manageable since law enforcement agencies initiated various actions. He also cited that people in the community also play a crucial role in promoting and maintaining peace and security.

"Napakaganda ang ganitong pagtitipon-tipon, sapagkat nagkakaroon ng koordinasyon at kolaborasyon sa pagitan ng law enforcement agencies at BARMM government dahil dito napag-uusapan ano ang mga dapatgawin upang mapanatili ang kapayapaan sa rehiyon," Gulmatico said.

With the theme “Establishing the foundations for enduring peace in the Bangsamoro,” the conference served as medium for the formulation of comprehensive programs and activities relating to the promotion of peace and reconciliation, unification, and peaceful coexistence.

Participants to the activity, which included civil society organizations and local government units, formulated mechanism and discussed solutions related to concerns on peace and order; jail management; anti-illegal drugs enforcement; civil society on peace and security in the Bangsamoro; women, peace, and security; implementation of normalization; reintegration of victims of violent extremist ideology; issues and challenges on jail management and penology; and reintegration program for rebel returnees in BARMM.

Walking my talks

While sipping coffee early morning today, Dec. 10, I say a water-filled shallow hole on the junction of the national highway and our barangay hall access road that kept widening daily on rainy days. Months or years ago, I used to patch holes on the now-concreted access road.

In my over four decades of stint in the media, I write, talk and advocate ways to do good and correct what is no good. But I have always seen to it that I walk my advocacy whenever I can.

As usual, despite my inevitable aging and thinning, I asked my nephew (constant buddy) Faisal to help me patch up the whole thing. In 25 minutes, the work is over.

But while working, neighbors and commuters passed by and smiled at me. Some of them asked why I still mend little hitches on our road networks when I am already old, skinnier and an executive in the BARMM government.

The LGC and EC are among seven priority codes mandated under R.A. 11054, otherwise known as the Bangsamoro Organic Law (BOL), for the BTA to enact in due time. The first BTA has already enacted the education, civil service, and administrative codes.

The non-passage of the EC due to the advent of the Covid-19 pandemic was one of reasons the Duterte government and Congress agreed to extend the lifespan of the Bangsamoro transitional operations from 2022 to 2025 by passing an enabling law postponing the 2022 first BARMM parliament elections to 2025.

President Ferdinand “Bongbong” Marcos Jr. appointed the 80 members of the BTA-2 and swore them at the Palacelast August.

The President came here last September 15 and graced the BTA-2 inaugural session, with a message reiterating his administration’s commitment of “utmost” support to the BARMM government strides. But he urged the BTA to enact all the mandated priority measures, pointing out that there will beno more postponement in the 2025 parliament poll.

Field consultations

All BTA-2 members belonging to the Local Government Committee and the Election Committee were clustered into three groups to conduct simultaneous public consultation on the proposed LGC and EC in Basilan, Sulu and Tawi-Tawi starting on December 3.

Tan alongside Deputy Speaker Paisalin Tago, Floor Leader Jose Lorena, all lawyers, and MPs Benjamin Loong, Don Mustapha Loong, Abdulkarim Misuari and Tata Maglangit opted for the field dialogs in Sulu, where reigning officials led by Gov. Sakur Tan had resented inclusion in the BARMM coverage and the opposed the campaign for extension in the BTA transitional lifespan.

Owing perhaps to persuasive presence of MPs Tan, Ben Loong, and Misuari – a brother of the governor, former Sulu governor and son of MNLF founding Chair Nur Misuari, respectively, their cluster dialogs in Sulu gained foothold.

"It shows that they (Sulu officials and constituents) are much concerned with what is happening in their environment and want to protect the rights of the youth and women," Deputy Speaker Tago was quoted as telling reporters.

At the height of consultations in the island provinces, a BTA media report said Governors Tan, Ysmael Sali of Tawi-Tawi, Jim Hataman of Basilan and Mamintal Alonto-Adiong Jr. of Lanao del Sur have aired support for the BARMM LGC and EC bills. The report ostensibly did not include Maguindanao Governor Mariam Sangki-Mangudadatu who has been overtly opposed to her turf’s supervision by the regional autonomous government.

Similar consultations will follow in Lanao del Sur including Marawi City, Maguindanao as well as this city and the 63-village special geographical area (SGA) in North Cotabato, it was learned.

Contentious provisions

Deputy Speaker Tan confirmed that the LGC contains provisions on political dynasty, pointing out though that these will be subject to contentious debate in committee and plenary discussions.

He clarified that the Constitution mentions about political dynasty but many areas in Luzon, Visayas and Mindanaoremain influenced by political families

Regional supervision over LGUs

The defunct ARMM governance had enacted its own LGC, which Tan believed is still applicable to BARMM pending thepassage of thenewLGC.

But Tan avoided talking about the mayoral issue in Pandang town, which appears as an aspect in the Maguindanao administration’s non-recognition of the BARMM authority over theprovince.

Despite expected tough discussions of the proposed LGC and EC in BTA committee and plenary stages, Tan aired optimism that both codes will be enacted by later part of February next year, and that the EC will govern the 2025 first BARMM Parliament elections.

Tan assured that the enactment of the BARMM Local Governance Code and Electoral Code will be in accordance with the letter and spirit of the 1987 Constitution. (AGM)

Ending the cycle: Women’s rights movement against generations of prejudice and oppression

MARAWI CITY, Lanao del Sur “This is happening. It really really true. Habang sinasabi natin na [while we might say that] gender based violence is not going on in Lanao del Sur wala kasi tayong [that because we have no] basis because it is not reported, and be it part of the advocacy to let this concern surface.” - Johaena “Jehan” Marcom.

Pushing forward with the goal of ending genderbased violence (GBV) in their community, Johaena “Jehan” Marcom, Marantaos Planning and Development Coordinator along with their local endinggender-based-violence (EGBV) champion, Diamond Abinal, are heading the charge in amplifying generations’ worth of suppressed voices in a culture where silence is encouraged.

A survivor of child marriage, Diamond was married off to a relative at 13 years old under the belief that a better life awaited her with his family. One year later, at the age of 14, she gave birth to their first child and promptly bid her childhood a permanent goodbye.

When USAId and Plan International’s Marawi Response Project (MRP) found their way to Marantao and reached out to Jehan’s office to collaborate with them towards uplifting women’s rights and welfare, Diamond gathered her courage and volunteered to train under them and join their journey in ending gender-based violence in their community.

Throughout their 4-year run, one event stood out to Diamond. It was during their second ending-GBV rollout in her barangay of Mantapoli when a young girl in her early teens came up toher and asked for her help. She told Diamond about her parents’ plans on marrying her off at a young age and begged her to talk to them on her behalf. She wanted to finish her education first, get a degree, and build a life for herself before entertaining the thought of marriage.

As someone who had the very same opportunities taken away from her, Diamond always knew that her work with the MRP was a noble cause, but it wasn’t until she sawher 13 -year-old self reflected in the young girl - someone who was scared, who still

is the culture of silence that has enabled cases of gender-based violence to continue to propagate and it is that exact culture that they are trying to eradicate with the help of MRP through their Referral Pathways and training seminars.

Both women expressed their gratitude to USAID, Plan International, and MARADECA, the Marantao People Development Center Incorporated, for enabling and supporting their movement and their advocacy. Were it not for them, Diamond would never have gotten the courage nor the platform to stand up for her inner child’s rights as well as the rights of every other young girl in their community, and Jehan’s office would never have gotten the funding it needs to address the calls of the public against GBV.

had their whole life waiting for them, whose life as a woman hadnt even begun yet - staring back at her that it fully dawned on her just how important this cause was. With new vigor, she continued advocating for women’s rights within their community and with the help of MRP and Jehan’s office, they were able to establish Referral Pathways not only in her local village of Mantapoli but throughout Marantao in the hopes of combating GBV.

As the president of Matarantis a Baes, an allwomen community solidarity group (CDG) and a member of the Marantao Women’s Association, the municipal sectoral federation for women formed through the help of MRP, Diamond is devoted to ensuring that no child nor woman will ever have to experience what she went through ever again.

With the help of her fellow ending-GBV advocate and local MPDC, Jehan, they are able to continuously look for ways to strengthen their referral pathways within and throughout the municipality of Marantao. Jehan’s office also received a grant from the MRP which they utilize in their fight againstgender

-based violence.

To fully hammer down the importance and urgency of their advocacy, Jehan shared a recent case involving a young girl who was impregnated by her own father. This just proves to show that violence against women and children is and always has been present, just never fully recognized and addressed.

She emphasized that it

Throughout history, women have always been on the short end of the stick when it came to rights and representation, and while there are been many iconic and world-altering movements in the past, in a culture as conservative as the Maranao, small steps like the ones Diamond and Jehan are making are already causing tremors in the longstanding system of female repression. Both women assure that while MRP is coming to an end, the impact it had on their lives and community will continue to ripple until future generations will no longer need programs like theirs to live their lives to the fullest.

The hybrid consultation meeting was also attended by National Economic and Development Authority Undersecretary Rosemarie Edillon, Presidential Management Staff Assistant Secretary Jericho Acedera, and other key representatives of the Department of Social Welfare and Development, Department of the Interior and Local Government, and Union of Local Authorities of the Philippines.

She said the public must be aware of the actions undertaken by the national government, including the development of the 6th PH-OGP national action plan.

Pangandaman acknowledged that the adoption of digital technology and strengthening public partici-

Government workers, she said, should work with “willingness and excellence” tobuild public trust.

“We should do all these with public participation in mind. In our digitalization efforts, we should work on information dissemination and provide opportunities for exchange with the public,” she said. “Doing and listening – these are the two elements that create trust in a relationship. As public servants who bridge the government and the people, may we do these with willingness and excellence.”

held the consultation meeting to refine the draft executive order (EO) institutionalizing open and participatory governance through advocacy and outreach activities.

The meeting was convened to iron out important details in the EO before it reaches President Ferdinand R. Marcos Jr. for approval, the Department of Budget and Management (DBM) said in astatement.

“We want our published content, our National Action Plans included, to be understood by the people so that they know what their government is doing,” Pangandaman said.

Taguig City suspends support to PDEA

MANILA – The Taguig City government on Friday announced the temporary suspension of its support to the Philippine Drug Enforcement Agency (PDEA) due to the involvement of its personnel to illegal drug activities.

A PDEA district office chief and two agents were recently arrested in a buy-bust in Taguig.

The city government said it was withholding its support to PDEA until the culprits are dealt with.

"The City is temporarily suspending its support to and coordination with PDEA pending the outcome of the criminal investigation. The City insists that those involved should be held accountable," it said in a statement.

It added that the city condemns the illegal drug activities of PDEA personnel involved, and a driver. They were arrested inside a

Taguig City-owned building thatserves as aPDEA office.

"It is a betrayal of the highest order," it said.

The city has turned over to PDEA a newly-constructed building in 2018, in support of the PDEA's anti-drug mandate.

It noted that the use of this building and the participation of those involved in the drug activities was unacceptable.

The city government said it would demand that the building be returned to the city and thatit plans to repurposeit.

Meanwhile, the city government reiterated its zero Tolerance Policy on illegal drugs, and warned all drug users and peddlers in Taguig, including

those working in government, that their positions would not shield them from the full force of the law.

It said will only resume its support and cooperation with PDEA once the latter has shown serious efforts to cleanse its ranks of scalawags.

It noted, however, that the city government is gratified that the Philippine National PoliceNational Capital Region Police Office and the Southern Police District "did not shrink from their duty to go after all drug violators particularly those who ironically are tasked to be on the forefront of the anti-drug campaign."

Undersecretary Cheloy Garafil, officer in charge of the OPS, said that besides workers’ skills development and learning recovery programs, also discussed during the meeting were vital initiatives and other programs aimed atcreating morejobs for the Filipino workforce.

“Marcos, who presided over the meeting, reported that 16 innovation centers are with the Technical Education and Skills Development Authority, hence the need to support Filipino workers in upskilling to stay competitive,” Garafil said.

For its part, the PSAC presented its recommendations to Marcos to accelerate the creation of quality jobs in the country.

The Office of the President (OP) likewise noted the PSAC’s commitment to assist the national government in creating more jobs for Filipinos as the end of the year draws near.

“These include scaling up MSMEs through digital transformation, identifying high-potential businesses, attracting more investors, flexible labor regulation, and building skills for long-term competitiveness,” the OP said.

Micro-credentials

Marcos also cited the need to acknowledge microcredentials to make Filipino workers adaptable and diversely skilled, Garafil said.

Micro-credentials are short skills-focused qualifications that seek to support learners to skill up in a wide array of knowledge areas.

“Yung (The) micro-credentials, it’s not a four-year course. It’s not a degree. But you can present this to qualify for a job,” Marcos said.

According to Garafil, the President also wants to retrain and reskill” overseas Filipino workers (OFWs) who wish to come back to the country for good, with Marcos citing the efforts to upskill workers in the business process outsourcing (BPO) industry for offshore medical jobs.

Garafil noted that to scale up micro, small and medium enterprises (MSMEs), the PSAC recommended granting them access to money, markets, and mentoring, as well as enabling them to undertake digital transformation.

“President Marcos has committed to helping them flourish by streamlining existing processes and making it easier for MSMEs to thrive,” she said.

Created under the Marcos administration, the PSAC is composed of business leaders and experts who aid the government to achieve its economic goals and revitalize thecountry’s economy.

DEED OF EXTRAJUDICIAL SETTLEMENT AND PARTITION WITH SALE

PRESENTS:

That this deed is executed by Hrs. of Benedicto Sarucam and Aguida Sarucam, namely:

Asuncion Sarucam, married to Rosendo Paling; Felix Sarucam married to Marissa Sarucam; Arcadio Sarucam, single and Danilo Sarucam representing Mrs. of Pablo Sarucam and Melita Sarucam, married to Proceso Repayo, all Filipinos of legal ages, residents of Linamon, Lanao del Norte.

WITNESSETH:

That the parties here in-named are the legitimate children and only direct heirs of the decedent spouses Benedicto Sarucam and Aguida Sarucam.

That Benedicto Sarucam died on September 3, 1997 and Aguida Sarucam died on November 27, 1987, both at Linamon, Lanao del Norte, their usual residence at the time of their death.

That the spouses, did not have any debts, and did not leave any will or last testimony and left certain real properties consisting of two parcels of land as their estate.

The said parcels of land are situated at Purakan, Linamon, Lanao del Norte and are described as follows:

Parcel I – Lot No. 177 – C, Psd – 12 – 011010 containing an area of THIRTY THOUSAND (30,000) square meters more or less. Bounded on the NE by Lot No.187; on the SE by Lot 176; on the E by Lot 177 – 3 and on the SW by Lot No.193.

Parcel II – An agricultural land, containing an area TWENTY NINE THOUSAND FIVE HUNDRED SIXTY FOUR (29,564) sq. meters. Covered by Original Certificate of Title No.P-6 , 009 Bounded on the E along line 1 – 2 by Lot 176, along line 2 – 3 by Lot 166, Pls – 142 and along line 3 -4 by Road; on the S. along line 4 – 5 Road and on the N. along line 5 – 6 by Lot 294 and on the North by Lot 176, Pls – 142, along line 6 – 1.

That the parties for their own benefit, use and convenience have agreed as they do hereby agree, to settle, partition and adjudicate in themselves the estate above described.

That the parties, have further agreed to sell jointly that 9,654 square meters, and to divide the amount in consideration of the sale equally.

Therefore for and in consideration of the sum of EIGHTY FIVE THOUSAND (P85, 000) PESOS money of the Philippines, in hand paid by Lorenso Pardillo also Filipino of legal age, married and a resident of Linamon, Lanao del Norte, the receipt, the parties herein-named, hereby confessed and acknowledged do by these presents sell and forever convey unto the said Lorenso Pardillo his heirs and assigns that 9,564 square meters, portion of Lot No.348, Pls – 142, covered by original Certificate of Title No. P –6, 009, bounded an N – by the remaining portion of Lot No. 348, Pls – 142; on the South by Lot No. 294, Pls – 148; on the East by Lot 294, Pls – 142 and on the ___ by Lot No. 294.
