Meanwhile, the Ministry of the Interior and Local Government (MILG) of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) has shown so much faith in the recent appointment of Senior Minister Abdulrauf Macacua as the first-ever Officer-in-charge of the Maguindanao del Norte.

In a statement, the MILG thanked President Marcos Jr., as the regional government welcomed the decision.

"We welcome the appointment of Gov. Macacua and we thank the Presi-

dent for this opportunity to allow the MILF and the BARMM to showcase what potentials of synergy between the national govt, the BARMM and this new province," the statement said.

Republic Act No. (RA) 11550, signed by Duterte, divided the province of Maguindanao into two distinct and independent provinces known as Maguindanao del Norte and Magu-

"Installing an OIC or an acting governor, they said, would end the confusion among local leaders and residents who wondered who to take orders from and whom to report to a few months after conducting the plebiscite," the press releasefurtherread.

Along with Macacua's appointment, incumbent Governor of Maguindanao, prior to the plebiscite, Bai Mariam Mangudadatu will lead the Maguindanao del Sur.

Apart from Macacua and Mangudadatu’s appointments, the President also chose Bai Fatima Ainee Limbona Sinsuat as OIC of the Office of the Vice-Governor of Maguindanao del Norte, and Datu Nathaniel Sangacala Midtimbang as OIC of the Office of the Vice Governor of Manguindanao del Sur.

Bangsamoro history month concludes thru highlighting significance of CAB

MARAWI CITY Theinflation rate across the Bangsamoro region decreased to 7.5 percent in February 2023 compared to January 2023 inflation rate of 7.8 percent, according to the Philippine Statistics Authority(PSA-BARMM).

Region VIII or Eastern Visayas Region remained to have the lowest inflation rate at 6.3 percent, followed by Cordillera Administrative Region (CAR) at second with 7.1 percent, and Region XII or SOCCSKSARGEN Region with third lowest inflation rate at 7.4 percent.

BARMM ranked fourth with the lowest inflation rate among all the regions in the country.

Among the provinces in BARMM, Tawi-Tawi recorded the highest inflation rate at 10.9 percent, followed by Basilan at 9.5 percent, Lanao Del Sur at 9.4 percent, Maguindanao at 6.4 percent, and Sulu with the lowest inflation rate at 4.0 percent.

PSA’s report also mentioned that Cotabato City dropped its inflation rate to 6.6 percent this February 2023 compared to the 7.4 percent inflation rate in January 2023.

COTABATO CITY The significance of the Comprehensive Agreement on the Bangsamoro (CAB), a peace accord in the region, is one of the most highlighted topics discussed in the peace forum held during the culmination of the Bangsamoro history month on Friday, Mar 31, hat the Shariff Kabunsuan Cultural Complex (SKCC), Bangsamoro Government Center,in thiscity.

CAB is an accord between the Moro Islamic Liberation Front (MILF) and the Government of the Philippines (GPH) signed on March 27, 2014.

According to Member of Parliament (MP) Marjanie Macasalong, the importance of the CAB, among others, is that most of the previous agreements were included in it, such as Tripoli, Final Peace Agreement of 1996,

which led to the creation of the Autonomous Region in Muslim Mindanao (ARMM), among others.

Prior to the signing of Bangsamoro Organic Law, many local agreements signed between MILFGPH, especially on security aspect were also included; hopefully, to pave the way to lasting peace in the Bangsamoro,” Macasalong said, who also chairs the Bangsamoro Youth Commission (BYC).

BARMM awards P24.9-M stipend to 8,318 ‘needy’ Bangsamoro learners

COTABATO CITY The Bangsamoro Ministry of Basic, Higher and Technical Education (MBHTE) headed by Minister Mohagher M. Iqbal has granted a total of Php24.9-million scholarship stipend to 8,318 learners.

“The Ministry exerts rigorous efforts to provide quality services and programs among all recognized Madrasah, both for its teachers and learners,” explained.

Meanwhile, the education ministry also provided cash assistance to performing schools, including those which were devastated by Severe Tropical Storm Paeng last October 29,2022.

With a total of 468 identified performing schools, 178 schools received Php50,000 while Php25,000 and Php20,000 were given to 106 and 184 schools,respectively.

COTABATO CITY – A measure seeking to establish a Bangsamoro Science High School System was deliberated on in a meeting held in the morning of April 5, by the Bangsamoro Parliament’s Committee on Science and Technology.

The Parliament Bill No. 37, also known as the "Bangsamoro Science High School System (BSHS) System Act of 2022," which was introduced by the Government of the Day, will offer a scholarship program to qualified learners in the region who want to pursue a profession in science and technology.

Various regional and national experts, as well as relevant stakeholders from all provinces and cities within BARMM and other science high schools, will be consulted during a series of public consultations and hearingsplanned for the proposed measure.

The COST members agreed also to jointly convene a meeting with the Committee on Basic, Higher, and Technical Education and the Committee on Finance, Budget, and Management, and to refer PB No. 37 to that committee as well. (LTAIS-Public Information, Publication, and Media Relations Division)

This, apparently, is the MBHTE living up to its vision enunciated in the maxim, “No Bangsamoro child is left behind”. Each of the learner received Php3,000.

Iqbals MBHTE is one of the primary governance agencies of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

The Bangsamoro region, established in 2018 by the Bangsamoro Organic Law (BOL) to implement the 2014 Comprehensive Agreement on the Bangsamoro (CAB), is made up of the provinces of Basilan, Lanao del Sur, Maguindanao (now split as Maguindanaodel Sur and Magu-

indanao del Norte), Sulu, and Tawi-Tawi, the cities of Cotabato, Lamitan, and Marawi, as well as the 63 barangays or villages dubbed Special Geographic Area (SGA) that voted “yes” in a plebiscite in February 2019 to be under the BARMM jurisdiction.

According to the Philippine Atlas has 4,404,288 people. It has 116 municipalities: Basilan, 11 municipalities; Lanao del Sur, 39; Maguindanao, 36; Sulu, 19; and Tawi-Tawi, 11. Its component cities are Cotabato (the regional center and capital) in Maguindanao; Lamitan in Basilan; and Marawi in Lanao del Sur.

MBHTEs stipend for

the more than eight thousand learners come from its Standard Madrasah Curriculum (SMC) given out on April 3. The Php3,000 stipend for each learner is a one-time scholarship fund.

These “qualified and needy” beneficiaries determined by school heads based on the selection criteria, following the issued Regional Memorandum (RM) No. 896-B, Series of 2022, the education ministrysaid.

Iqbal emphasized the scholarship beneficiaries underwent validation and assessment.

Meanwhile, the MBHTE also provides aid for Typhoon Paeng-damaged schools

Accordingly, the support provided will cover the costs of repairs and maintenance of public school facilities under the Maintenance and Other Operating Expenses (MOOE) Allotment Class with unit prices below Php50,000.00 in accordance with Commission on Audit (COA) Circular 0042022 dated May 31,2022.

MILG to build infrastructures in Pagalungan, Maguindanao Sur

COTABATO CITY – The Bangsamoro Ministry of the Interior and Local Government (MILG), the Pagalungan local government, and the Bureau of Fire Protection (BFP) recently broke ground in Pagalungan, Maguindanao del Sur, for the construction of a modern fire station and four units of two-storey barangay halls.

Minister Sinarimbo also personally visited the town's new public market, which was funded by the BARMM government as well.

Sinarimbo expressed his gratitude to Pagalungan Mayor Salik P Mamasabulod and all the local officials for their unwavering support for the BARMM under the leadership of Chief Minister Al Haj Murad Ebrahim.

The barangay hall project is part of the Office of the Chief Minister's Support to Local Moral Governance (SLMG), which provides funding for infrastructure projects such as the construction of barangay halls, while the budget for the ₱7-M fire station

Parliament Rules Committee convenes to tackle legislative measures etc.

THE BANGSAMORO Parliament’s Rules Committee convened on Tuesday afternoon, April 4, to tackle several items on the agenda, including legislative measures that had been referred to the committee and the schedule for the second regularsession.

According to COR Chair Atty. Sha Elijah DumamaAlba, a public consultation on BTA Bill No. 43, which would move the administrative center of the Bangsamoro Government to Parang, Maguindanao, is scheduled for April 17.

The proposed measure calls for the Bangsamoro Government administrative center in Parang, Maguindanao, to house the Office of the Chief Minister, the Bangsamoro Parliament, and various ministries, offices, and agencies.

They also adopted a resolution urging the Philippine Congress to create a lone congressional district for CotabatoCity.

THE ISSUE of smuggling agricultural products, from onions to garlic and fish, has preoccupied much of the Senate’s public hearings recently. The same state is reflected in the House where resource speakers, for being shifty, are cited in contempt and jailed in the premises of Congress until the desired truth the lawmakers have been asking for, has been served without evasion.

Why smuggling continues to flourish in our country is not anybody’s blame but a clear display that the customs bureau’s leaky wall continues to allow contrabands to enter the country. The ease that smuggled goods penetrate the ports is as shadowy as the failure of the State to recycle corrupt examiners involved or suspected to be engaged in technical smuggling.

Despite existing laws modernizing the Bureau of Customs, the government has dilly-dallied in finding funds for the project. In contrast, even in the absence of readily available money, the government goes the extra mile in satisfying the demand of lawmaker for dubious allotments in form of lump sums, pork barrel, and confidential and intelligence funds (CIFs).

Recently, as if to debunk this assertion, the customs bureau, as if by design, has succeeded in raiding numerous warehouses that have been keeping contrabands. As expected, the discoveries have earned plaudits from various sectors and, for a brief period, transformed the agency into determined animal willing to take on smugglers and file cases against them. Still, that does answer the query why illegal articles are easily trafficked into the country.

To say that the country’s lengthy coastlines is partly to be blamed for the spread of smuggling is an oft-repeated excuse. Maybe this is true because our porous borders, given the limited manpower and equipment in many ports and the failure of law enforcement to efficiently secure our littorals, penetrating the shorelines using crafts disguised as fishing vessels is expected.

But then, why are contrabands in containers are able to pass through the ports and not detected even if we have sophisticated x-ray machines in major piers?

All along, we have always suspected that the bureau’s wall has some leaks. Meaning, despite the installation of urbane gadgets that detect articles inside containers, the ones manning the machines have the discretion to allow or bar the entry of hot items. In short, it boils down to the moral values a person embraces and possesses when performing his duty as a public servant.

The declaration that not all people in the bureaucracy are corrupt is a much-abused liner. That statement, though, does not cure the system already put in place at the customs bureau, and does not discourage the commission of an

Maguindanao dilemma

On May 27, 2021, in his last act as chief executive, President Rodrigo Duterte signed into law Republic Act 11550, which proposes the split of the province of Maguindanao. As mandated, a plebiscite was held on September 17, 2022, ratifying the partitioning into Maguindanao del Sur and Maguindanao del Norte.

Consequent to this, President Ferdinand Marcos Jr., instead of swearing in the vice governor of Maguindanao as governor of the new province of Maguindanao del Norte, appointed an officer-in-charge which, in substance, contradicts RA 11550.

Under Section 50 of the same law, it states that “the vice governor and the next ranking elective member of the sangguniang panlalawigan of the present Province of Maguindanao, who are residents of the new Maguindanao del Norte shall assume as its acting governor and acting vice governor, respectively, and both shall continue to serve in office until their successors shall have been elected and qualified in the 2022 national and local elections.”

Regardless whether the law mandates the holding of the plebiscite before or after the 2022 polls, Marcos, who was the president when the delayed referendum was held, should have stuck to the intent of the law given that elections for the provincial positions of the two territories have yet to be scheduled by the Commission on Elections.

This oversight, if you will, has created a dilemma. If reports are to be believed, the lawyers of Bai Fatima Ainee LimbonaSinsuat, the aggrieved Maguindanao vice governor, are set to file a mandamus before the Supreme Court for the execution of RA 11550, which means installing her as Maguindanao del Norte governor.

But a writ of mandamus has its limitations. The court can only order an inferior government official to properly fulfill their official duties or correct an abuse of discretion but

anomaly. For if the system has been working to ensure a better layering of checks and rechecks, smuggling could have been reduced to a minimum.

Compared to Singapore, the world’s busiest port, smuggling of contrabands is a minor chink in the armor. Of course, there are human errors and oversights that happen once in a while but their occurrences are far and between, unlike in our ports where the detection of contrabands happens in many cases after the smuggled items have been delivered to the warehouses. What this scenario reveals is that illegal imports go unnoticed because the examiners and x-ray machine operators allow them to pass unobserved.

In recent weeks, there was an unconfirmed

But as vice governor of the undivided Maguindanao Province, Sinsuat should have assumed as Maguindanao del Norte governor. But the Bangsamoro regional government did not recognize her because of the knotty issue posed by RA 11550, stating the national government might withhold release of funds to the new province unless the controversy is resolved.

Most likely at the advice of former Supreme Court chief justice Lucas P. Bersamin, the incumbent executive secretary who was appointed on September 27, 2022, the President, on April 5, 2023, “demoted” Sinsuat to OIC vice governor of Maguindanao del Norte while Abdulraof Macacua, a senior member of parliament of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) beccame OIC governor.

Some sectors, however, want the oversight corrected. Because the person installed is only an OIC, meaning not even as acting governor, executing the intent of the law means supporting Sinsuat’s ascendancy. The President has done this before when he appointed an AFP chief upon his assumption but replaced it months later after he was advised that such designation was contrary to RA 11709, approved by Duterte on April 13, 2022.

DAVAO CITY – The Department of Agriculture in Davao Region (DA-11) shipped 18 metric tons of durian to China on Thursday.

A MULTISTORY housing project that will benefit 10,400 families will soon rise in Barangay Sta. Ana, municipality of Tagoloan, Misamis Oriental. On April 2, a groundbreaking was held for the construction of Valley View Townships, a shelter initiative of the Social Housing Finance Corporation (SHFC) under President Ferdinand Marcos, Jr.’s Pambansang Pabahay Para sa Pilipino (4PH) Housing Program, which seeks to address the 6.5 million housing backlog in the country.

To be constructed by RGJ Realty Corporation, the multi-billionpesotownshipproject that SHFC willfinance is expected to benefit workers in Tagoloan and nearby areas, including employees in the municipality’s 3,000hectare PHIVIDEC Industrial Park. The said economic zone is home to several dozens of major local and international companies that employ workers in the manufacturing and service sectors. These include San Miguel Brewery Inc., San Miguel Foods, Inc., Purefoods-Hormel Co., and PetronCorporation, tonameafew.

Each of the 25 towers in the township will consist of 13 floors with 32 units at each level. "The best variety of durian comes from Mindanao. I would like to congratulate everyone. I would also like to find out what other things we can help (for this booming industry). It is good to have a maiden flight but the secret is sustainability," he said.

Magno said among the best way to achieve sustainability in any endeavor is through consultation, concession and partnership between the government and the private sector.

N. Cotabato farm coop receives worth P2-M farm tractors

THE ALAMADA Multi-Purpose Cooperative (AMPC) in Alamada, North Cotabato benefitted from the 90hp fourwheel drive farm tractor with implements, which include a disc plow, disc harrow, and trailer amounting to Php2,675,000.00 from the Department of Agrarian Reform(DAR).

Fe Odrunia, AMPC Chairman, thanked DAR for the assistance provided to them and vowed to ensure the maintenance and sustainability of the said facilities.

“We will assure the DAR that the AMPC will craft the policyin consonance with theagreement. Wealso assure you that we will maintain and sustain the operation of the farm machine because we already have assigned personnel who will look into the farm and trucking services of the cooperative,” she said.

The said farm machine will be an added asset for the income generation of the cooperative, which will also benefit its 5,331 members. The AMPC will also serve as thebigbrother of other agrarian reform beneficiary organizations (ARBOs) in Alamada

Evangeline Bueno, Provincial Agrarian Reform Program Officer II, said the farm machinery was provided by

the DAR to improve the farm productivity and net income of the agrarian reform beneficiaries (ARBs) through their organization.

“The tractor given to the AMPC is expected to boost the agricultural productivity of the ARBs and other farmers in the area by increasing the efficiency of their farm activities, especiallyin land preparation,” she said.

Bueno added that this project was implemented under the DAR’s Climate Resilient Farm Productivity Support Program (CRFPSP), which aims to enhance and sustain the agricultural productivity of agrarian reform communities as an adaptation measure towards climate change resiliency.

The activity is in line with the directive of President Ferdinand Marcos Jr. to DAR Secretary Conrado Estrella III to boost thelivelihood of the farmers.

The turn-over ceremony of the tractor was also attended by North Cotabato 1st District representative Joselito Sacdalan and other DAR and local government officials.

SHFC President and CEO Federico Laxa said monthly amortizations will be affordable for the beneficiaries because interest subsidy will be provided. Also, a graduated repayment scheme – where monthly repayments in the first years are kept low and allowed to increase only gradually in later years – will be implemented. He likewise explained that aside from the provision of sustainable settlements, the project will generate multiplier effects in terms of business and employment. Valley View Townships is projected to deliver billions of pesos in jobs and investments. Moreover, this will result in additional revenues for the local government from real property taxes. Indeed, the backward and forward linkages that will be created among various industries and agencies as a result of the massive construction in this project will certainly lead to local and regional economic development.

“Ang Tagoloan at mga karatig-pook nito ay makikinabang din sa dagdag na trabaho para sa site development at construction, sa benta ng mga materyales, furniture, at appliances,” Laxa noted.

RGJ Realty Chairman Romeo Jalosjos, Sr. thanked and reiterated his support for SHFC for the fruition of the project, which will help power economic growth in the municipality. He shared that Valley View Townships is the largest undertaking under his belt and expressed hope that the township will help Tagoloan attain city status.

Misamis Oriental 2nd District Rep. Yevgeny Vincente “Bambi” Emano explained that the economic impact of this project does not end upon the completion of the housing units. “This will not only be a development of structure but a development of economic activities,” he said, emphasizing that there will be a flow of household incomes and spending once the township is established.

Echoing the sentiment, Tagoloan Mayor Atty. Nadya Emano-Elipe expressed excitement over the economic opportunities that Valley View Townships will bring to her constituents. “We are grateful for this collaboration given that housing is one of our major concerns in our municipality,” she added.

For his part, Misamis Oriental Gov. Peter Unabia expressed hope that such a massive project and economic stimulus will be replicated in other parts of the province, especially in fast-urbanizing areas near the airport and seaports while SAGIP Partylist Rep. Hossein AmirAbdollahian and his Saudi counterpart, Prince Faisal bin Farhan Al Saud, met in China a month after the two countries agreed to restore diplomatic relations under a China-brokered deal.

The top Iranian and Saudi diplomats met in the Chinese capital, Beijing, on Thursday morning.

Afterward, the two ministers presided over a meeting between the delegations of the two countries.

The two sides stressed the importance of the official restoration of mutual relations and discussed executive steps to reopen embassies in Tehran and Riyadh as well as missions in the Iranian city of Mashhad and the Saudi city of Jeddah.

They also exchanged views about certain issues pertaining to TehranRiyadh relations.

During the meeting, the Iranian foreign minister said Tehran and Riyadh have resumed their official relations, adding that bilateral talks and the exchange of messages between Iran’s President Ebrahim Raeisi and Saudi Arabia’s King Salman bin Abdulaziz Al Saud expose that both sides are determined to expand ties.

Amir-Abdollahian stressed the importance of promoting trade, economic and investment cooperation and voiced Iran’s readiness to hold a meeting of the joint economic commis-

sion.

He noted that the expansion of economic and investment interaction can help the two countries consolidate their relations.

“Iran’s geopolitical position provides Saudi Arabia and the Persian Gulf littoral states with a unique opportunity to [enhance] trade cooperation with Iran’s northern states,” hesaid.

The Saudi foreign minister, for his part, said a new chapter has opened in cordial relations between Tehran and Riyadh.

He added that Saudi Arabia is ready to implement the agreements with Iran and welcomed the exchange of high-ranking delegations between the two countries in this regard.

Meanwhile, AmirAbdollahian also plans to meet with his Chinese counterpart Qin Gang to discuss ways to promote

bilateral cooperation and issues of common concern in regional and international fields.

The meeting between Iranian and Saudi delegations follows three telephone conversations between Amir-Abdollahian and Al Saud, during which they discussed future steps regarding the landmark China-mediated reconciliation pact as well as other bilateral deals.

Beijing was chosen as the venue for the meeting as an extension of its positive role in mediating the Iran-Saudi rapprochement and facilitating communication between the two MiddleEasternpowers.

After several days of intensive negotiations hosted by China, Iran and Saudi Arabia agreed on March 10 to resume their diplomatic relations and reopen their embassies and diplomatic

missions after seven years of estrangement.

In a joint statement after signing the agreement, Tehran and Riyadh highlighted the need to respect each others’ national sovereignty and refrain from interfering in the internal affairs of one another.

They agreed to implement a security cooperation agreement signed in April 2001 and another accord reached in May 1998 to boost economic, commercial, investment, technical, scientific, cultural, sports, and youth affairs cooperation.

WHEREAS, the HEIRS are the sole heirs of the deceased EUGENIO SUMAGANG ARMIROLA JR (Eugenio hereinafter) who died on 10 August 2020 at Siquijor Provincial Hospital – Siquijor, Siquijor. A copy of EUGENIO s Certificate of death is hereto attached as ANNEX A ;

WHEREAS, AMBROSIA PEREZ ARMIROLA (Ambrosia hereinafter) the legal wife of EUGENIO has also passed away on 18 March 2017 at the Gregorio T. Lluch Memorial Hospital at Iligan City. A copy of AMBROSIA s Certificate of Death is hereto attached as ANNEX “B”;

WHEREAS, the HEIRS are the only surviving children of EUGENIO;

WHEREAS, JUNETHA ARMIROLA NALE is acting as the guardian of JESSER PEREZ ARMIROLA who is mentally impaired and thus is also signing in representation of the latter;

WHEREAS, EUGENIO, at time of his death, is a holder of an active savings account with the Bank of the Philippine Islands (BPI) Iligan City Branch with Account Number 9359236406 which has a current deposit of ONE HUNDRED SEVEN THOUSAND FIVE HUNDRED ONE PESOS (P107,501);

WHEREAS EUGENIO SUMAGANG ARMIROLA JR, died intestate, without Will of Testament, and without any outstanding debts in favor of any person or entity;

WHEREAS, the HEIRS are the only surviving heirs of EUGENIO SUMAGANG ARMIROLA JR, by these presents and pursuant to Section 1 of Rule 74 of the Revised Rules of Court of the Philippines, hereby agrees to adjudicate unto themselves the said estate. The proceeds of the above-described savings account of their late father in equal shares.

He also called on the Israeli regime to stop these provocative actions, warning against the consequences of exporting the internal political crisis in Israel to the Palestinian people.

Dozens of heavily armed Israeli forces stormed the al-Aqsa Mosque compound on Tuesday night before firing tear gas and stun grenades into the Qibli prayer hall, where hundreds of men, women, elderly people and children were staying overnight to pray. Some eyewitnesses said rubber-coated steel bullets were also fired.

Israeli officers then beat worshipers with batons and riot guns, wounding many, before arresting them.

Videos from inside the mosque showed Israeli officers repeatedly hitting people with batons while they appeared to lie on the floor. In the meantime, the cries for help from women and children could be heard in the background.

Since the start of the holy month, the Israeli regime has imposed strict restrictions on the entry and exit of Palestinians to and from the gates of al-Aqsa Mosque. Amid heightened tensions with Palestinian worshipers, Israeli settlers also press ahead with their frequent incursions and provocative rituals at the holy site.
