The South West District is home to the largest industrial estates in Singapore and many Small and Medium Enterprises (SMEs). As a significant stakeholder in the community, we want to connect with SMEs to build an inclusive and caring South West. In July 2013, the South West Community Development Council (CDC), together with SPRING Singapore (SPRING) and Singapore Manufacturing Federation (SMF) launched the SME Centre@ SouthWest, which serves as a one-stop service centre for SMEs to address their business needs. As at June 2014, the SME Centre has reached out to over 500 SMEs, and has helped various SMEs to increase their capacities and enhanced productivity. Of course various SMEs have also come onboard and supported many local help initiatives. This Guide seeks to provide a better understanding of the services available at the SME Centre@South West. We hope that it will be informative and useful in providing better insights on how the SME Centre and CDC may deliver relevant assistance and services to value-add to your businesses, as well as facilitate your community involvement. Singapore Manufacturing Federation is delighted to be the collaborative partner of the South West Community Development Council (CDC) to launch the SME Centre@ SouthWest. We are honoured to be part of this collective effort of CDC to reach out actively to the SMEs in this region. The hosting of the SME Centre@SouthWest within the CDC will bring about a more holistic package of advisory and assistance service in close proximity to the SMEs.
Small and Medium Enterprises (SMEs) need to upgrade their capabilities and improve productivity to remain competitive today. This guidebook summarises the relevant government schemes which SMEs can utilise to address their business challenges. SMEs can also approach the SME Centre@SouthWest which was set up to provide 1-on-1 free advice in areas ranging from productivity upgrading, human resource management to overseas expansion. The advisors at the centre will be able to recommend on the most appropriate programmes for them based on their company’s needs. I urge SMEs to approach the SME Centre@SouthWest to learn how your company can embark on its productivity journey.

EXAMPLES Bok Sing Hardware Paints Bok Sing Hardware Paints, an SME which deals in hardware and machinery, has raised its revenue about 20 percent after receiving business advisory assistance from SME Centre@SouthWest.
The Productivity and Innovation Credit (PIC) scheme Scheme from IRAS was introduced. The PIC allowed the company to receive a
400%
tax rebate.
Through the consultation with the Business Advisor, key areas in improving productivity were identified and enhanced its corporate profile overseas.
Bok Sing further tap on the Productivity and Innovation Credit (PIC) scheme to purchase an $80,000 inventory system that was integrated with a new point-of-sale system.
Haron Mini Market Haron Mini Market is a neighbour Indian grocery shop. Mr. Sirajul Islam has been running the business for the past 30 years. SME Centre@ SouthWest recommended Mr. Sirajul to tap on ICV in the area of Financial Management to upgrade his business planning and budgeting capabilities with a new point-of-sales (POS) system.

Ha Li Fa Pte Ltd Ha Li Fa Pte Ltd is in the business of production of fishball and fishcake for more than 20 years. They realised the importance of productivity improvement as there are constraints posed by tight labour market and rising operating costs. Ha Li Fa decided to improve workplace productivity management and strengthen its technology capabilities.
Ha Li Fa approached SPRING for assistance and was recommended to apply for the Capability Development Grant (CDG). CDG is a financial assistance scheme which helps SMEs defray up to 70% of qualifying project costs related to upgrading productivity and developing business capabilities.
They received $5,000 voucher from ICV financial management to offset consultancy cost.
Specific business needs of Haron Mini Market were identified.
They received more than $300,000 for food process automation under Spring Singapore Capability Development Grant. With the help of this scheme, the business production output has increased and customer satisfaction have improved significantly.
The Innovation and Capability Voucher (ICV) scheme was thus recommended.
Formulate a better bookkeeping system, which can plan and manage their inventory, integrate their POS system.
Productivity toolkit provided by SPRING Singapore to review the performance of the company from all aspects.
