The west end of Edmonton is host to one of Edmonton’s best events. Dogapalooza is a large outdoor family – friendly dog event that also acts as a large fundraiser for local animal related charities that do not receive government funding. There is a lot of good going on behind the scenes in Edmonton that citizens should be aware of.
On Saturday, September 11th, Dogapalooza brought together the community to celebrate everything related to animals. This year participants were able to meet dogs, cats and even ferrets looking for new fur-ever homes. “There are plenty of rescue groups operating in Edmonton without a central adoption facilty, that rely entirely on volunteers to help adopt out their animals. Combined, these groups rehome more animals than the Edmonton Humane Society, so it is hard not

to want to showcase their efforts and help them along the way” says Jill Bladon, owner of Tailz and organizer of Dogapalooza. This year there was a lot of community involvement and assistance offered to help achieve the goals of Dogapalooza which included educating the public and creating awareness. They offered plenty of information including how to identify backyard breeders, a large and unfortunately common problem in society, how

to identify legitimate breeders, dealing with common canine problems, and nutrition. Those in attendance had plenty of attractions to take in including a kids zone complete with face painting, a jumpy tent and the Adventure Bus, agility demonstrations, daycare area, and dog games. In addition, the organizers of this year’s Dogapalooza added a few new features including a caricaturist, pet photographer, the

As readers of the SPURR you are probably used to hearing about the future - revitalization, renewal, opportunities for the future. I believe the future will be a bright one for our communities, and the efforts of residents and local volunteers will drive that. When looking for a house, a community, a place to call home, one of the first things we look at is the environment and local amenities. With that thought, I’d like to take some time to talk about our own backyard. The Way We Move is the City of Edmonton’s transportation master plan. It is a guide to how we’ll traverse our city in the future. In our backyard, we have Stony Plain Road, the top corridor into our downtown core, and a premium transit service based out of Jasper Place transit centre to get there. We’re mere minutes away from a wealth of retailers, doctors, dentists, and supermarkets, local bakeries, meat shops, restaurants, convenience stores, and mechanics. We’ve got a great multi-use trail connecting our communities

EMT’s come and go everyday from the Glenwood ambulance station, just down the road from the Edmonton Police Service’s West Division Headquarters. Skate or swim? You only need to head down 163st to the community of West Meadowlark. We have playgrounds and neighborhood schools, dance schools, martial arts, and great music. Our neighborhoods have Community Leagues, and the opportunities provided by local revitalization. Some great pieces are here, the question is, where do we go from here? We lobby for the pieces we need, from planning guidelines and neighborhood
renewal, to streetscapes and community policing. We connect with each other, whether it’s knowing your neighbors, joining a working group, or setting up an activity at your local community league hall. We learn from the past, the mistakes made in the transition from a small town on the outskirts of a growing capital city, to mature communities within it, and move forward knowing that the “Jasper Place Revitalization” is a wonderful opportunity, but ultimately a means to an ending written by us. STONY PLAIN ROAD AND AREA UPDATE

It was a beautiful night! The moon and stars were out, not a cloud in the sky, the temperature was 20C. It was 11:00 pm and four brave souls met behind the St. Laurent Building to embark into an adventure that could be perceived as risky. Their mission: To determine the safety risks and crime that exists on Stony Plain Road and Area Business Revitalization Zone after dark. That’s right; the time had come to see for ourselves exactly what goes on between the hours of 11:00 pm and 3:00 am. The partners in crime were Don Calder – Orbit, Dan Allen – The Eco Store, Mark – Mustang Investigations, and Diane Kereluk - Executive Director. Fortunate for us Dan managed to borrow a van from his sister and this was a good thing, the night was going to be long and we would have been very uncomfortable in my Aveo or Don’s smart car. Our first stop, ESSO gas station on 157 and Stony Plain Road, the purpose, to pick up a coffee. To our surprise the drive through was closed. We didn’t realize it at the time but this was our first clue to how eventful the evening was going to be. Being the determined bunch that we were, we decided to head west towards 170 Street and our first scouting, the Algonquin Motor Lodge. The motel was busy with many guests however there was not much going on outside. From there we ventured south to 100 Avenue to check out the alley behind the businesses located on the southeast side of 100 Avenue and 170 Street. Nope, nothing going on here. We were just at the beginning of our journey so we had great faith that the evening was young and we were soon to come across some action. We decided then to pursue the extreme east of the business revitalization zone S P U R R OCTOBER 2010
which was 140 Avenue and Stony Plain Road. Noting the limited number of cars and people on the street on our way down we were a little surprised at how quiet it was, however, telling ourselves the whole time that the night would pick up. Once we arrived at our destination we drove down the various back alleys. Nope, nothing going on here. We made our way back West through the short strip of residential and proceeded through the back alley’s between 149 and 150 street north side of Stony Plain Road. We heard rumors earlier that this might be a secluded location that enticed trouble. Nope, nothing here. Ah, but the night was still young, at this point we were approximately an hour into our venture, certainly we would come across trouble soon. We decide to drive west on Stony Plain Road and check out the main street as we were getting a little anxious to see some movement on the streets. Up until now it was very quiet. As we proceeded west we zigzagged through the back alleys. We did not want to miss a street or intersection or back alley. Two hours into our excursion, we were getting desperate. There was hardly anyone or any vehicles on the street. Our next move was to tour around the bottle depot on 167 as certainly there would be some vagrants maybe loitering or causing some problem. A suspicious looking limo was unloading bottles. Trying not to be obvious, we did not want to spend a lot of time sitting and watching and decided to move on, however, the situation
caused one of the team members concern, so we made a back track to the bottle depot only to realize that the limo driver was only doing a good deed, dropping bottles off that had accumulated in the limo. Oh well, two o’clock was soon approaching and we knew offenders would soon spill out of the bars and pubs so we moved on to Plan D, (not really keeping track here but must be on Plan D or E by now) which consisted of parking in the vacant park lot behind the JP Hotel. Yes, there were people outside the hotel and a few walking home or to their next destiny but to be honest; we looked more suspicious sitting there in a van staring into the quiet night. It is amazing that no one reported us as suspicious characters. Needless to say, we carried our night out till 3:00 am and realized that there was not a whole lot going on and that if anything the alleys and the main strip was quieter and cleaner than we could have imaged and safety definitely was not a concern. Conclusion: this was a Friday and we needed to check out a Saturday night and having a keener in the group (Don) a perfect Saturday presented itself. Yes, once again, we agreed to rendezvous up and down the Stony Plain Road business area. This time we were prepared. We had chocolates to go with our coffee. One of the thoughtful participants (Don) brought chocolates with him from the friend’s wedding he had attended earlier that day. (Yes, everyone, we
do have a life). Now being skilled at this venture, our route was preset. Start at the far East end of the BRZ, through the alleys, down the main strip to the west, back around and repeat. Once again this went on for four hours. A quick summary of the activities, we may have witnessed some small time drug trading going on, possible a prostitute waiting for her next customer, maybe a thief caught in the act of trying to steal some liquor, we could not say for sure, but what we can say is it was once again pretty quiet. I don’t think we would venture to say that there is no concern for safety and security, but what we would agree to say is our perception of what we thought goes on and what we saw go on, the latter is a lot tamer.

The Dogapalooza event was held on Saturday, September 11, 2010 in the fields at Westlawn Jr. High School. Thank you, to the organizer Jill Bladon, owner of Tailz, and all of the magnificent volunteers who held an extremely well organized event for dog lovers. If you wanted tips on how to nourish your pooch and/or improve your dogs behavior, then this was the event for you! Dogapalooza was supported by the Neighbourhood Revitalization Matching Grant with The City of Edmonton. Remember, next month, on October 15 and 16, Storefront Cinema Nights will be back for family fun-filled evenings. Fall has arrived which has brought a flurry of activity to all of the Jasper Place Revitalization (JPR) Committees, both internal and external. Firstly, let’s welcome, Kaila Tipton, our new Acting Bylaw Enforcement Officer, who is temporarily replacing Andrew Jabs while in an acting position. Please read Kaila’s article in the SPURR. Thank you, to both of you for all of your hard work in supporting cleaning up the properties in the JPR area. Kaila will be attending our Jasper Place Revitalization Feeling Safe in Our Community, Working Group meetings this fall.
The Jasper Place Revitalization Internal Strategic Team members, who represent City departments meet monthly to share their work plans that contribute towards the implementation of the strategy. As you are all aware, with the announcement of the West LRT in 2009, the urban design plans for the Stony Plain Road corridor had to be delayed until decisions are made with the future alignment and timelines of the LRT. Management are now reviewing all of the infrastructure plans in the Jasper Place Revitalization area and are working towards making decisions to continue to support the Jasper Place Revitalization Strategy.

What is the current status of the West LRT? West LRT Keeps Moving Forward; The Project Team is Finalizing the Concept Plan. The City of Edmonton is now reviewing the input collected following the West LRT Open Houses. On September 7 and 8, the project team met with people and businesses located along the approved West LRT route. “We presented a draft Concept Plan scenario”, says Adam Laughlin, Director, Facility and Capital Planning. “We discussed how the LRT tracks could be positioned along the route, where stations could be located and how all of this would impact access within the community”. “The information presented was a follow-up to the workshop sessions held in May”, says Laughlin. “At that time, we presented and received input on a range of options. Over the course of the last couple months, we’ve used that feedback, completed additional engineering, and reviewed with our overall policy goals to develop the draft Concept Plan. The feedback we heard from the September sessions will be used to refine the

On December 8, it will be presented to City Council, following a public hearing. The West LRT construction timeline has not been determined. The West and Southeast lines have been identified by City Council as the next priority after, or concurrent with, the NAIT line. Fall Gardening Tasks Leaves are a gardener's "gold"; spread under shrubs and over exposed soil. They will degrade over the winter, and worms will turn them into fertilizer. Get a head start on Spring - take a chance and throw hardy annual seeds into your beds including delphinium (larkspur), poppies and cosmos. Don't forget to plant your spring bulbs now tulips, daffodils, crocuses, etc. Squirrels can "read" the disturbed soil and marks you leave when planting their favorite snack of tulips and crocuses. Outsmart them by concentrating bulb plantings in large groups (gives a great visual impact), and disguising your marks by flooding the soil surface with water. Then cover with an inch of leaves topped

Remove summer annuals and compost. Clean up your perennials and cut back to about 4 inches, leaving the clumps of ornamental grasses for attractive winter displays, and as food and shelter for the birds. Save the heads from your sunflowers, putting them out as food for the birds during the winter months. Autumn is the only time to move clematis or honeysuckle. If the vines are large, cut back by half and they will take off in the Spring. The rule of thumb to prune trees is to prune only in months with an "R" in them, so September and October is a good time for this chore. Consult a gardening book or internet site as to what type of trees should be pruned when - in Fall or Spring. DO NOT tightly wrap burlap around trees or shrubs as it does them more harm than good by potentially holding ice crystals against their tissues. To protect
from winds or dryer vent emissions, set up "stake-and-burlap" barriers fastened with clothespins or large safety pins, to break air currents. Bamboo stakes work well for this - use the weather beaten ones you used during the Summer. Fall is a good time to plant evergreen trees and shrubs. The evergreens' root systems pump water all winter, so water well before the ground freezes. Don't hesitate to purchase deciduous trees and shrubs in Fall at discounted prices, planting as soon as you can after getting them home. I saved a bundle by doing this a couple of years ago, getting several trees, shrubs and perennials for a fraction of their original cost. They may look a bit beaten up but they are going into dormancy, and will spring back to life in the Spring. The garden centers do not want to hold them untll Spring, so haggle with the price.
Now is a good time to thoroughly clean and refurbish your gardening tools. Sharpen any dull blades. Sand and paint or varnish any wooden handles (I like hot pink, as it is easy to spot in the garden when its time to put away the tools at the end of the day). You will thank yourself come Spring when you are too busy with other chores. If you have any tips for your fellow gardeners, please share them in this column. Dogapalooza was embraced by many community – minded individuals and businesses. Gene Zwozdesky, Minister of Health and Wellness, has recently received a report summarizing a four-month long consultation process with Albertans regarding the development of new health care legislation. The report was prepared by Fred Horne, MLA, Edmonton-Rutherford, and an eightmember advisory committee. The first part of the report, Putting People First Recommendations For An Alberta Health Act provides 15 recommendations that cover areas such as guiding principles, a health charter and public engagement. The second part, Putting People First - A Summary of Views, provides a comprehensive summary of input provided by Albertans through community workshops held across the province, a public survey and written submissions. Recommendations outlined in the report include: • •

establishing principles in the Alberta Health Act that clearly put people first; mandating a Health Charter that acknowledges that health and health care are a partnership between individuals, families, communities, health providers and the government; establishing a Health Advocate; and new approaches to public engagement on health legislation, regulation and policy matters.
You can view the report and the written submissions provided to MLA Horne and the advisory committee at www.health.alberta.ca. The consultation is part of the vision to ensure that Alberta has the best publically-funded health care system in Canada. This means providing Albertans with the right service, in the right place and at the right time, as well as enhancing access to high quality services. The Putting People First report is the first step towards creating comprehensive health care legislation that works for all Albertans.

CANORA PARK WATCH We would like to extend a huge "Thank You" to everyone that has helped in any way with all of our events this year. It takes a lot of time and effort to pull these events together and every bit of help is very much appreciated. We have no more events planned for the balance of this year but are open to suggestions for events at either St Anne Park, 153 Street and 102 Avenue, or the Canora Greenspace along 149 Street from 102 Avenue to 107 Avenue.
We are looking at ways to make the Picnic in the Park a better event in July. We are really in need of more volunteers to help with these successful events. Please come out and join us on the third Tuesday of the month at the Canora Community Hall at 7:00PM at 10425 152 Street (next meeting is Oct 19th). Coffee is always on! The more people that we can get involved in these projects, the better for the whole community.

Glenwood’s wonderful residents came out en masse for a great afternoon of food and fun and another amazing fireworks show! Despite the cooler temperatures this year, we distributed even more memberships than last year – and had more people out on their decks, steps and sidewalks around the neighbourhood watching the fireworks display. We managed to feed everyone, the kids had a great time playing games, getting their faces painted, jumping in the bouncy castles, and playing in the video gaming truck. People of all ages enjoyed the fantastic music. A great big thank you to all our volunteers for helping shuck corn, flip burgers, hand out food, make popcorn and sell tickets. Extra special thanks to the Glenwood Grizzlies Hockey Team for helping out all over from start to finish, and to the Glenwood Community League Executive (especially Shannon) for all their hard work! Children will not be allowed to play for cash prizes as per Alberta Gaming and Liquor regulations. Bonanza per call begins at noon, early birds to follow. Regular games start at 1:00pm. Come one, come all, and bring your friends and neighbors. Senior’s Programs Our Community League offers a number of programs for our senior members. However everyone is welcome.
