Message from the Chair
Camgymeriad fyddai ceisio cymryd arnom fod Etholiad Cyffredinol eleni yn llwyddiant ysgubol i’r Blaid. Aethom i’r etholiad yn cywir gredu fod gennym wir gyfle i anfon ein tîm mwyaf erioed i San Steffan a daethom allan gyda’r un tair sedd, a llithro’n ôl mewn nifer o rai eraill. Gwnaethom gynnydd mewn rhai seddi, ac mae angen i ni wneud yn siwr ein bod yn deall pa ffactorau oedd yn cyfrif am y cynnydd hwn, ac yna’u hail-adrodd mewn mannau eraill.
It would be wrong to try and pretend that this year’s General Election was an unmitigated success for Plaid. We went into the election genuinely believing that we had a real chance of sending our biggest team ever to Westminister and we came out with the same three seats, and having slipped backwards in a number of others. There were some seats where we had some advance, and we need to make sure that we understand what factors accounted for those advances, and then replicate them elsewhere.
Ar lefel genedlaethol, fe wnaethom ymladd yr hyn gredaf i oedd ein hymgyrch San Steffan fwyaf trefnus a slic erioed. Roedd gennym strategaeth, ac fe wnaethom lynu ato. Ond mae angen i ni ddysgu nad techneg a threfniadaeth yw popeth – nid oedd ein neges yn ddigon clir nac yn ddigon gwahanol. Er bod y fecanwaith gennym i adnabod y sawl oedd yn mynd i bleidleisio dros y Blaid, a gofalu eu bod yn pleidleisio, wnaethom ni ddim rhoi rheswm digon da i bobl bleidleisio drosom.
At a national level, we fought what I still believe to have been our most co-ordinated and slick Westminster campaign ever. We had a strategy, and we stuck to it. But we need to learn that technique and organisation are not enough – our message was neither clear nor distinctive enough. Whilst we had all the mechanics in place to identify those who were going to vote Plaid, and ensure that they voted, we simply didn’t give people a good enough reason to vote for us.
Mae’n hawdd – yn rhy hawdd – beio dadleuon yr arweinyddion. Yn sicr, fe gawsant effaith, ac yr oedd yn newid mawr yn natur etholiad San Steffan. It’s easy – too easy – to blame the leaders’ debates. They certainly had an impact, and it was a major change in the nature of a Westminster election. It’s one we’ll have to live with in future too, so we need to be better prepared for that. But simply blaming ‘the debates’ would be to ignore those lessons which we need to learn, primarily around giving people a realr eason to choose Plaid rather than one of the UK parties.
Mae dwy her fawr o’n blaenau. Y cyntaf yw’r refferendwm ym mis Mawrth, a’r ail yw etholiad y Cynulliad ym Mai. Ac mae’n edrych fel pe bydd yr olaf hwn yn cael ei gymhlethu gan refferendwm arall ledled y DG ar y system bleidleisio, fydd yn ychwanegu her arall i ni, mewn etholiad fyddai fel arall ync anolbwyntio yn llwyr ar faterion Cymreig.
We have two major challenges ahead of us. The first is the referendum in March, and the second is the Assembly election in May. And it looks as though the latter may be further complicated by another, UK-wide, referendum on the voting system, which will add another level of challenge for us, in an election which would otherwise be focussed exclusively on Welsh issues.
Er bod y blaid yn dal i allu talu ei ffordd, yr ydym wedi gwario’n drwm ar etholiad San Steffan, a rhaid ail-lenwi’r coffrau ar frys os ydym am gael y llwyddiant a’r effaith mwyaf yn y ddwy frwydr nesaf. Rwy’n siwr y bydd y Trysorydd yn pwysleisio hynny yn ei adroddiad ef.
Whilst the party remains solvent, we have spent heavily on the Westminster election, and need urgently to replenish our war chest for the next two battles if we are to maximise our impact and our success. I’m sure that the Treasurer will be stressing that in his own report.
Mae Gwenllian a’r tîm yn Nh ˆy Gwynfor unwaith eto wedi gwneud ymdrech lew, nid yn unig o ran cadw’r blaid i redeg o ddydd i ddydd, ond hefyd gyda’r hyblygrwydd a’r ymrwymiad sydd ynw astad yn gwneud cymaint o wahaniaeth adeg etholiad.
Gwenllian and the team at T ˆy Gwynfor have once again put in a tremendous effort, not just in keeping the party running on a day to day basis, but also in the flexibility and commitment which always makes such a huge difference at election time.
Yn olaf, wrth gwrs, mae fy niolch fel erioed yn ddyledus i’r gwirfododlwyr ymysg yr aelodau sydd yn gweithio’n ddiflino i dalu am y blaid, i ddosbarthu taflenni ac i guro ar y drysau – yn ogystal â chadw’r blaid yn rhedeg trwy dderbyn cyfrifoldebau fel swyddogion ac aeldoau pwyllgorau. Finally, of course, my thanks go, as ever, to the volunteer membership, who work tirelessly to fund the party, deliver the leaflets and knock the doors – as well as keeping the party functioning by accepting responsibilities as officers and committee members. Without that commitment, none of what we have achieved would be possible.

Mae’n bleser gen i adrodd fod Datganiadau Ariannol Blynyddol Plaid Cymru ar gyfer y flwyddyn 2009 wedi eu cyflwyno i’r Comisiwn Etholiadol a gellir eu darllen ar wefan y Comisiwn: www.electoralcommission.org.uk
I am pleased to report that Plaid Cymru’s Annual Financial Statements for the year 2009 have been presented to the Electoral Commission which can be viewed at the Electoral Commission’s website: www.electoralcommission.org.uk.
Erys sefyllfa gyffredinol cyllid y Blaid yn gryf er bod llawer her ariannol, yn ddiamau, ar y gorwel.
The overall position of the Party’s finances remains strong though there are undoubtedly significant financial challenges on the horizon.
Ar yr ochr gadarnhaol, gwelodd 2009 gynnydd mewn aelodaeth ac incwm o godi arian. Buom yn arbennig o ffodus hefyd i dderbyn cymynrodd sylweddol yn ystod y flwyddyn. Mae’n achos pryder, fodd bynnag, y buasem wedi wynebu diffyg sylweddol heb y gymynrodd yn 2009.
On the positive, side 2009 saw an increase in membership and fundraising income. We were also particularly fortunate to receive a significant legacy during the year. It is however a cause for concern that without the legacy we would have seen a significant deficit in 2009.
Os ydym, fel plaid, i gynnal ein proffil ymgyrchu uwch a’n proffesiynoldeb, yna rhaid i’n gweithgareddau codi arian wella er mwyn sicrhau cyllideb gytbwys dros y tymor canol.
If we are, as a party, to maintain our increased campaigning profile and professionalism then our fundraising activities must improve to ensure that over the medium term our budget can be balanced.
Rhaid i ni hefyd ganolbwyntio’n llym ar werth ein gwariant. Rwy’n siomedig nodi gorwariant ar y gyllideb a osodwyd am ymgyrch etholiad Ewrop. We must also focus ruthlessly on the value of expenditure. I am disappointed to note an overspend against the budget set for the European election campaign. The Chief Executive and I are putting new mechanisms in place to ensure that campaign spending is tightly controlled in the run up to the 2011 Assembly election and referendum campaign. I should also like to pay tribute to the work of the Finance and Resources Committee which continues to exercise detailed and careful over sight of the Party’s finances on a month by month basis. Mae holl waith staff T yˆ Gwynfor dros y flwyddyn ddiwethaf wedi bod yn arwain at binacl etholiad 2011 a’n ymdrechion i droi’r Blaid yn beiriant ymgyrchu parhaol drwy ddosbarthu taflenni, ganfasio ffôn ac alw ar stepen drws o un mis i’r llall. Diolch i’n aelodau a’n cefnogwyr am eu gwaith diflino.
All the work of the Tyˆ Gwynfor staff over the previous year has been leading to the pinnacle of the 2011 election and our attempts to turn Plaid into a permanent campaigning team by distributing leaflets, telephone canvassing and doorstep canvassing from one month to the next. I would like to thank our members and supporters for their untiring efforts.
Croesawyd sawl aelod o staff newydd i’r tîm. Mae Caryl Wyn Jones (Rheolwr Swyddfa), Chad Rickard (Swyddog Datblygu) a Rhys Lewis (Swyddog Cyfathrebu) yn wynebau newydd tra dyrchafwyd Alun Evans yn Bennaeth Datblygu, Morgan Lloyd yn Bennaeth Cyfathrebu a Strategaeth a Shaughan Feakes yn Swyddog Data. Daeth llu o bobl ifanc (a rhai h yn) ˆ am gyfnod o brofiad gwaith ac eraill am gyfnod estynedig drwy’n cynllun interns sy’n rhoi cyfle i gefnogwyr ddod i gefnogi gwaith y Blaid ym meysydd polisi, cyfathrebu, codi arian ac ymgyrchu. Cafwyd mintai gref yn yr Ysgol Haf eleni a chafwyd stondin yn amryw o’r Sioeau cenedlaethol. O ystyried pwysigrwydd y cyfryngau newydd, fe roddwyd pwyslais o’r newydd ar ein presenoldeb ar y we drwy dudalen y Blaid ar facebook a drwy lansio gwefan www. plaidbyw.com (sy’n dod a holl allbwn ein blogwyr, y sawl sy’n trydar a’r straeon Pleidiol diweddara’ oddi ar y rhyngrwyd i un gwefan gynhwysfawr).
Several new members of staff have been welcomed onto the team. Caryl Wyn Jones (Office Manager), Chad Rickard (Development Officer) and Rhys Lewis (Communications Officer) are new faces, while Alun Evans has been promoted to Head of Development, Morgan Lloyd as Head of Communications and Strategy, and Shaughan Feakes as Data Officer. Several young people (and some older) spent periods of time on work experience, and others for extended periods through the interns scheme which gives supporters an opportunity to support Plaid’s work in the areas of policy, communications, fundraising and campaigning. In addition to the Spring Conference, there have been several one-day conferences on varied subjects such as Welsh-medium Education, Social Care Policy, Regenerating our Town Centres, and a Defence and Security Policy for Wales. A number of members attended our Summer School this year, and we had a stand at several of our national Shows.

Bearing in mind the importance of new media, great emphasis was placed on our web presence through Plaid’s facebook page and through launching the plaidlive.com website (which brings together all the output of our bloggers, tweeters and latest Plaid stories from the internet onto one comprehensive website).

Mae Llywodraeth Cymru’n Un yn dechrau ar ei blwyddyn olaf ac mae ein Gweinidogion wedi bod yn gweithio’n galed i gwrdd ag ymrwymiadau cytundeb y glymblaid ac i lywio Cymru trwy ddyfroedd stormus y dirwasgiad.
As the term of the One Wales government enters its final year our Ministers have been working hard to meet the commitments set out in the coalition agreement and to guide Wales through the stormy waters of the recession.
Mae Ieuan, fel y Gweinidog dros yr Economi a Thrafnidiaeth, wedi cyflwyno ei Raglen Adnewyddu’r Economi, fydd yn cynnig yr amodau a’r fframwaith gorau i alluogi busnesau i ffynnu. Lluniwyd y Rhaglen yn dilyn ymgynghoriad eang gyda’r sector busnes ac mae wedi cael croeso cynnes.
Ieuan, as Minister for the Economy and Transport has introduced his Economic Renewal Programme, which will provide the best conditions and framework to enable business in Wales to flourish. The Programme was drawn up following close consultation with the business sector and has received a warm welcome.
Mae Ieuan hefyd yn gweithio i wella cysylltiadau trafnidiaeth ar draws Cymru ac am y tro cyntaf erioed rydym yn gwario mwy ar wahanol ffurfiau ar drafnidiaeth gynaliadwy nag yr ydym ar ffyrdd. Mae ei Gynllun Trafnidiaeth Cenedlaethol yn nodi manylion cynlluniau ar gyfer gwella cysylltiadau rhwng y de a’r gogledd, yn ogystal â datblygu gwasanaethau bysiau a choetsys, a chyflymu amseroedd teithio ar y trên.
Ieuan is also working to improve transport links across Wales and for the first time ever we are spending more on sustainable forms of transport than on roads. His National Transport Plan sets out schemes for improving north-south links, developing long distance bus and coach services and speeding up railway journey times.
Ychwanegwyd Adfywio i bortffolio Jocelyn Davies, y Dirprwy Gweinidog dros Dai ac mae wedi dynodi y Barrir ac Aberystwyth yn Ardaloedd Adfywio Strategol. Mae Cynllun Achub Morgeisi ei hadran ymhlith un o’r cynlluniau mwyaf llwyddiannus ledled y DU o ran helpu’r rheini sydd mewn perygl o golli eu cartrefi yn ystod y dirwasgiad.
Jocelyn Davies, Deputy Minister for Housing has had Regeneration added to her portfolio and has designated Barry and Aberystwyth as Strategic Regeneration Areas. Her department’s Mortgage Rescue Scheme has been among the most successful schemes in the UK in terms of helping those who face losing their homes during the recession.
Datblygodd Elin Jones, y Gweinidog dros Materion Gwledig, Cynllun Cymorth i Newydd-ddyfodiaid i gefnogi ffermwyr ifanc ac enillodd hi £195 miliwn o’r CE i gefnogi cymunedau gwledig, yn sgil cymeradwyo’r Cynllun Datblygu Gwledig. Mae ei brwydr i ddileu TB mewn gwartheg yn parhau.
Elin Jones, Minister for Rural Affairs has developed a new Young Entrants Support Scheme to support young farmers and has acquired £195 million from the EC to help support rural communities, following approval of the Rural Development Plan. Her fight to eradicate TB in cattle continues.
Mae Alun Ffred Jones, y Gweinidog dros Dreftadaeth, wedi cyflwyno Mesur ar yr Iaith Gymraeg, gan sefydlu Comisiynydd Iaith newydd a gosod dyletswyddau ar gyrff i ddarparu gwasanaethau drwy gyfrwng y Gymraeg. Lansiodd launched National Theatre Wales hefyd, cwmni theatr genedlaethol newydd Saesneg ei hiaith ac mae wedi ehangu’r cynllun Nofio am Ddim i gynnwys gwersi nofio am ddim.
Alun Ffred Jones, Minister for Heritage has introduced a Measure on the Welsh Language, establishing a Welsh Language Commissioner and placing duties on bodies to provide services in Welsh. He has also launched National Theatre Wales, a new English language theatre company and expanded the free swimming scheme to include free swimming lessons.

Ail-etholwyd Jill i gynrychioli Cymru gyfan yn Senedd Ewrop fis Mehefin diwethaf. Fe’i hetholwyd hefyd yn Llywydd Gr wp ˆ EFA.
Jill was re-elected to represent all of Wales in the European Parliament last June. She was also elected President of the EFA group.
Yr argyfyngau arian a hinsawdd fu flaenaf eto eleni. Mae Jill yn ymgyrchu i wneud yn sicr fod Cymru yn parhau i dderbyn yr arian mwyaf er mwyn helpu i greu swyddi ac adeiladu economi werdd.
The past year has been dominated again by the financial and climate crisis. Jill is campaigning to ensure that Wales continues to receive maximum funding to help create jobs and build a new green economy.Jill went to Copenhagen in December to call for a binding international agreement on climate change. She works with groups throughout Wales on this campaign.

She continued to work for clear food labelling, to keep Wales GM free and to promote Welsh produce.

The Welsh language had another first when Jill got simultaneous translation for the first time ever at a seminar in the European Parliament.
Mae Jill yn llywio deddf trwy’r senedd i gyfyngu ar sylweddau peryglus mewn cyfarpar trydanol ac electronig. Byddai hyn yn golygu y gellid ailgylchu mwy, yn hytrach na’u hallforio i wledydd tlotach, lle maent yn aml yn cael eu llosgi, sy’n niweidiol i’r iechyd a’r amgylchedd.
Jill is steering a law through parliament to restrict hazardous substances in electrical and electronic equipment. This would mean more could be recycled and not shipped to poorer countries where they are often burnt, damaging health and the environment.
Gyda ffermwyr yng Nghymru, mae Jill yn paratoi am y Polisi Amaethyddol Cyffredin wedi 2013. Ymgyrchodd yn galed yn erbyn tagio defaid yn electronig a chynahliodd gyflwyniad am Glastir ym Mrwsel. Dychwelodd Jill i Gaza ym mis Ionawr. Mae’n is-gadeirydd y gr wp ˆ trawsbleidiol ar Orllewin y Sahara ac yn aelod o’r ddirprwyaeth gydag Irac. Ar wahoddiad Jill, ymwelodd llawer o grwpiau o Gymru â Brwsel dros y flwyddyn a aeth heibio, a bu llawer o bobl ifanc ar brofiad gwaith. Ymysg yr uchafbwyntiau yr oedd Côr Cefnogwyr y Gweilch a’r Urdd o Geredigion yn perfformio’r Neges Ewyllys Da blynyddol.

With farmers in Wales, Jill is preparing for the new Common Agricultural Policy after 2013. She campaigned hard against electronic sheep tagging and hosted a presentation of Glastir in Brussels. Jill returned to Gaza in January. She is a Vice Chair of the cross party group on Western Sahara and a member of the delegation with Iraq. At Jill’s invitation, many groups from Wales have visited Brussels in the past year and many young people have come on work experience. Amongst the highlights was a concert by the Ospreys Supporters Choir and the Urdd from Ceredigion performing the annual goodwill message.

Ail-etholwyd Elfyn Llwyd a Hywel Williams i’r Senedd, i gynrychioli seddi newydd Dwyfor Meirionnydd ac Arfon. Enillodd Jonathan Edwards sedd Dwyrain Caerfyrddin a Dinefwr. Ers dod yn ôl, mae Aelodau Seneddol y Blaid wedi mwynhau proffil uchel yn y wasg ac yn Nhy’r ˆ Cyffredin ill dau. Etholwyd Elfyn Llwyd i’r Pwyllgor Cyfiawnder ac y mae wedi cario ymlaen gyda’i ymgyrch i sicrhau mwy o gymorth i gyn-filwyr. Y mae hefyd wedi cael ei roi ar banel ymchwiliad a gomisiynwyd gan yr Howard League for Penal Reform sy’n ystyried y problem hon. Mae Elfyn bellach yn gadeirydd Grwp Seneddol Undebau Cyfiawnder, ac y mae wedi arwain ar nifer o ymgyrchoedd, gan gynnwys ei ymgyrch yn erbyn cau llysoedd lleol yng Ngymru, a hedfan isel dros gymunedau gwledig. ‘ae Hywel Williams wedi aildanio ei ymgyrch i sicrhau rheithgorau dwyieithog mewn llysoedd Cymreig. Lansiwyd gwefan i’r ymgyrch yn ddiweddar. Mae Hywel hefyd wedi dadlau dros ddatganoli pwerau dros foroedd Cymru i’r Cynulliad. Westminster Group Report The past year in Westminster was, of course, dominated by the General Election, held on 6th May 2010. Elfyn Llwyd and Hywel Williams were re-elected to Parliament, representing the new seats of Dwyfor Meirionnydd and Arfon, while Jonathan Edwards won in Camarthen East and Dinefwr. Since returning, the three Plaid Cymru MPs have enjoyed a high profile in both the media and the House of Commons. Elfyn Llwyd has been appointed to the Justice Select Committee and has continued his campaign for greater support for veterans. He is also a member of a Howard League for Penal Reform-commissioned inquiry on this issue. Elfyn is chair of the Justice Unions Parliamentary Group and has led on a number of campaigns, including against planned closures of local courts in Wales, and low flying training over rural communities. Hywel Williams has continued to fight for bilingual juries to be available in Welsh courts and recently launched a campaign website. Hywel has also campaigned for decision making over the Welsh coastline to be devolved to the Welsh Assembly. Replacing Adam Price in Parliament, Jonathan Edwards hit the ground running in his role as spokesperson for Plaid in parliament on economic affairs, fighting Wales’ corner following the unfair UK Budget. He made his maiden speech in June, focusing on fuel and rural poverty. Jonathan has led in a series of highly effective campaigns, against cuts to public sector jobs, the Barnett Formula and Housing payments returned from Wales to Westminster and is a member of the Welsh Affairs Select Committee.

General Information: The Arts Centre is on the University campus. Turn into the campus from the A487 as you head north out of Aberystwyth town centre towards Machynlleth. There are car parks adjacent to the Centre on campus, and they are free after 5pm and at weekends. During the day, follow the signs for Visitors’ Car Parks – there is a small fee.

Registration: registration is free for delegates from branches and constituencies that have paid the Annual Registration Fee for 2009. If you are not sure whether your branch or constituency has registered, contact the National Office. The cost of registration for branches and constituencies that have not paid their Annual Registration is £30 each. Delegates should report to the Registration Desk as they arrive at Conference to pick up their voting card. If you are not an official delegate, you may register as an observer. Cards are available from the stewards in the conference hall. Please ensure you hand your card to the steward in good time before the debate in which you wish to participate. Please inform a steward in advance should you have any special needs, e.g., help with mobility, if you wish to speak. Voting: Only those delegates with voting cards can vote on motions. Details of motions are clearly shown in this handbook. To vote, you will need to hold up your card clearly at the appropriate time stated by the Chair.

That providing high quality social care for vulnerable people is one of the greatest domestic policy challenges facing Wales. That people are living longer, and thanks to advances in medical treatment, are able to survive what in the past would have been fatal illnesses. While this is a welcome advance it brings with it new challenges for Welsh society and the Welsh Government. The need for local authorities to make savings, but rejects making them through the privatisation of services.

That the UK Government has ruled-out the option of paying for care through general taxation. The previous UK Government’s proposals to scrap Attendance Allowance, an important benefit to many disabled people which gives them control over how they wish to spend their money to live a more independent life. That while social services are devolved to Wales, the benefits system which plays an important part in social care is reserved to Westminster and therefore Wales does not enjoy the complete freedom to create its own social care system.

That the progressive and caring values of the people of Wales means that we would pay for a fully-funded social care system, paid for through general taxation.
Conference recommends: 1. 2. 3.
That a Plaid Cymru Welsh Government will pursue as a matter of priority plans to create a fully-funded and comprehensive Social Care Service for Wales allowing people to live as independently as possible. That the National Health Service and Local Authority run Social Services should be compelled to work closer together to provide a seamless service between health and social care. If the NHS and Local Authorities fail to work together to provide the levels of service that people need, a Plaid Cymru Government will consider measures to create a single National Health and Social Care Service.
National Assembly Group, Neath Branch Amendment 1 Delete point 3 under “Conference recommends” Glannau Gwili Branch Justice for Victims of Rape, Sexual Violence and Domestic Abuse ____________________________________________________________________________ Conference notes the continuing low levels of reporting and of convictions in rape cases throughout the UK. The Fawcett Society estimates that at least 47,000 women are raped every year in the UK. Last year, 13,000 cases were reported. Conviction rates for rape currently average 6%. Conference condemns the recently proposed plans to extend anonymity in rape cases that was announced in the UK Government’s coalition document. These 33

Conference welcomes the Welsh Government’s television advertisement to raise awareness of violence against women. However, conference also notes that much more action is needed to bring an end to this violence. Conference calls for better training for frontline police officers and for more use of specialist courts in rape and domestic violence cases. Conference also calls for increased support for rape victims. A 2008 survey of rape crisis centres in England and Wales found that 69 percent of the centres felt that they were financially unsustainable in the long-term and most experienced difficulties in obtaining continued funding. Conference calls for increased and more consistent funding of SARC centres. Lastly, conference calls for the development of a separate legal jurisdiction for Wales so that we are able to set up our own court system to ensure justice for victims of rape, sexual violence and domestic abuse. Conference recognises the importance of the development of sustainable energy, and the considerable potential for the generation of off-shore electricity whether by tidal, wave, tidal current or offshore wind turbines around the coasts of Wales. Conference further recognises that responsibility for energy generation has been considerably more devolved in Scotland than it has in Wales.

Conference notes that ownership of Welsh coastal waters does not currently vest in the Welsh government, but in the Crown Estate, a UK quango, which has ownership of the seabed around the UK out to the 12 nautical mile territorial limit, and 65% of the Welsh foreshore. The Crown Estate also owns the mineral rights on or under the seabed from the coastline out to the edge of the UK continental shelf, not including oil and gas. It is the Crown Estate which has been responsible for licensing the latest round of large offshore windfarms.

The control of the development of Wales’ maritime energy resources therefore does not belong to the Welsh government, and the economic benefit of the development of Wales’ maritime energy resources will go to the Crown Estate and the UK Treasury. Decision making in respect of the exploitation of the natural resources of Wales will also have a significant impact on the location of the jobs associated with the development of those resources, and if the Welsh government does not have responsibility for these decisions there is less likelihood that the associated jobs will come to Wales.

The progress made by the Welsh Government in redirecting transport spending away from roads and to more sustainable transport modes.

That research shows that Welsh medium education is the best way of creating bilingual people. That every child in Wales should be able to use the Welsh language in the workplace by the time they leave school. That different methods of administering Welsh medium education have developed across Wales. That the demand for Welsh medium education isn’t close to being met in the vast majority of Wales. That the current processes for opening Welsh medium schools are ineffective, long-winded and open to political interference on a local, county and National level. That there are significant differences within the administration of Welsh medium education to students over 14, especially in vocational courses that are likely to expand when a greater scope of courses are offered. That the growth of Welsh medium education is essential to ensure bilingualism as the norm in communities where the majority of parents do not speak Welsh.
Conference welcomes the Welsh Government’s Welsh medium education strategy; the first of its kind and fruit of Plaid Cymru’s work in government. The strategy calls on local authorities to plan for the future by assessing the demand for Welsh medium education and respond positively to the demand. The strategy also calls on local authorities to enhance the options for Welsh medium education available to pupils over 14, especially with regard to vocational courses. Conference expresses concern: 1. 2. 3. 4.
That although there is now an accepted standard method of assessing the demand for Welsh medium education, there is a pressing need to use that mechanism across Wales. That there is no clear outline for the process of expanding the provision of Welsh medium education on any level. That there is a lot of confusion regarding linguistic categories of schools; that in turn create problems for administrators as well as parents. That there is no acknowledgement of the different types of provision around Wales.

That the party’s current policy is for free education within higher education. The last time top up fees were introduced in England, top up fees were introduced in Wales for non-Welsh-domiciled students studying in Wales some years later. That the Welsh Government recently scrapped the tuition fee grant in favour of a national bursary scheme. That one of the main Liberal Democrats’ pledges during the 2010 General Election was to phase out and end tuition fees in higher education. That the Conservative and Liberal Democrat coalition government agreement notes that Liberal Democrat MPs will abstain on any vote on the funding of higher education that they disagree with. 49

That the average student debt in England, according to Push, currently stands at over £20,000. The current funding gap between Welsh and English higher education institutions currently stands at around £60 million.

That if fees rise in England, the funding gap between Welsh and English universities will only get bigger. That if fees go up in England, Wales will be forced to source extra funding to ensure our universities remain competitive. That it’s unacceptable to expect students to pay more for their education when the quality of education hasn’t improved since top up fees were last introduced.

its disappointment with the way UK media companies have served the Welsh market in the past decade. the disappointment voiced by broadcasters, viewers, members of the business community and others associated with the world of broadcasting in Wales at the Westminster Government’s announcement to abolish the scheme which would have encouraged an ITV company to provide a national Englishlanguage news service for the whole of Wales . That the ConDem Government has cut the funding of S4C by £2 million in 2010-11 overturning the funding arrangements set out in the Communications Act 2003 and that further cuts could be made. That the ConDem Government has abandoned the proposal for Independently Funded News Consortia in Wales, despite both the Liberal Democrat and Conservative parties supporting the proposals in the National Assembly. The broadcasting of the three “prime ministerial” debates during the Westminster election in 2010 took no account of the needs of Wales or the nature of the political situation in Wales.

In addition, Conference urges British independent broadcasters to recognise the demand in Wales for a national independent news service, and until then, for these companies to make more strenuous efforts to include news from Wales in their daily programmes. Conference calls on the National Assembly to establish a media forum, to include media organisations and their employees, in order to prevent further job losses and help map the future of the industry in Wales. Conference supports the growth of a truly Welsh media industry, rooted in and serving its communities. That the Freedom of Information scandal at the University of East Anglia’s Climatic Research Unit damaged the public’s faith in climate change science. That the 2007 publication of the International Panel on Climate Changes contained some inaccuracies. However, that research by Cardiff University showed that following these revelations, and the failure of the Copenhagen Summit in 2009, most people (71%) remain either fairly or very concerned about climate change.

scientists’ predictions of oil price shocks as the availability of the world’s accessible oil reserves diminish. the economy’s heavy dependence on oil for manufacturing, transport, electricity and heating. our dependence on oil for food production and distribution. world events in 2008 following a sharp increase in the price of rice. Around one in four people in Wales are currently living in fuel poverty and even modest oil price increases render home heating unaffordable for thousands. that Wales could learn from Cuba, a country with wide experience of the effects of and life after ‘peak oil’ since oil supplies to the island were cut off during the 1990s, to the effect that Cuba has managed to achieve MiddleIncome status since that period.
Conference supports the provision of grants, cheap loans and gifts of land, including changing farm subsidy rules, to enable investment in sustainable infrastructure, including the reopening of railway lines in Wales, and expansion of land for local food production. Conference further believes that local communities should be primarily responsible for their own energy policy, and that planning applications for renewable energy projects should only go ahead where a significant percentage of the energy generators are owned by the local community so that profits benefit people in the locality. Conference resolves: 1. 2.
to acknowledge the likelihood that the world’s oil production will peak during the coming decade. to develop a plan to ensure that all people in Wales have access to a basic level of affordable food and home fuel in the event of sharp oil price shocks.
Conference further believes, that by the end of the 4 year term of the Welsh Government, at least 70% of annual transport expenditure should be invested in 75

That the Westminster Government continues to display bias towards the more affluent areas of southern England in its economic policies. That the Westminster Government target of halving child poverty by 2010 will be missed, and that in some areas of Wales, a third of children continue to live in poverty.
