From the President Greetings GSNA Shining Stars, This year has been filled with numerous opportunities for our stars to shine. As I have traveled around the state, I continue to be amazed at the many ways you display those shining stars. While this year has provided its challenges with the new meal pattern, you have taken the lemons and made lemonade. As the GSNA year progresses, the Five Strategic Stars in our Plan of Action are beginning to align. The Public Relations campaign has provided numerous opportunities to improve our Public Image Strategic Star via outstanding coverage of our program in various media markets throughout the state. The Membership Strategic Star has taken on a brilliant shining glow as each of you has worked to recruit new members. The Associate member category has made significant increases with numerous principals, superintendents and board members becoming members. During the holiday season, service hours and projects were abounding. Many of you worked to collect items for needy families and our men and women in the service. As we involved ourselves in these projects we helped to make the Community Strategic Star shine brighter. The Manager’s Retreat and Seminar, the Industry Seminar, the Public Relations Seminar, along with the CROP show provided opportunities to participate in the Education Strategic Star. Additional opportunities planned for the remainder of the year include SNAP Training, the Georgia Advocacy Conference, and our Annual Conference.
JOSEPHINE MARTIN NATIONAL POLICY FELLOW
We are pleased to announce the “Josephine Martin National Policy Fellow” another well deserved recognition of Dr. Josephine Martin as a national leader in School Nutrition! The School Nutrition Foundation (SNF) is proud to announce that applications are now being accepted for the Josephine Martin National Policy Fellow. The Fellow will travel to Washington, D.C. for LAC, with all travel expenses paid up to $3,000.(Expenses include airfare, ground transportation and hotel accommodations, as well as conference registration and a per diem for meals.) As we work in our own communities to bring about support for our program, the Advocacy Strategic Star will shine brightly for our Association. Working together, each of the Five Strategic Stars will align to form an Association strong enough to meet the challenges that lie before us. We must stay the course and keep focused on the job at hand, which is providing nutritious meals for children. Keep centered on the children. GSNA FIRST WEBINAR
We are excited that GSNA has hosted our first ever webinar on Successful Meal Pattern Solutions. Over 50 people tuned in on November 29th for the free presentation and viewed over a weeks worth of menus with the new nutritional requirements. We plan to have a powerpoint presentation recapping the webinar on the GSNA Web site. The Webinar was developed by the GSNA Education Committee, Linette Dodson – Education Committee Chair.

Executive Director’s Message Dear GSNA Members, In the midst of being very thankful for so many things...family, home, GSNA members and leaders...and following the hectic political season, I have been thinking about leadership and compromise. More than ever, we need to work together through compromise to LEAD our country and ourselves into a better future for all of us. It is not useful to insist on a certain principle or point of view and refuse to consider alternatives. Leadership is about compromise and great leaders understand this. Compromise is a means to the end...to achieving a consensus of what policies can work–whether to feed all the hungry children in America or to find a cure for terrible disease. Compromise is not a “failure” or giving up your principles, but a challenging path to leadership that can help all of us. In the coming year, I encourage each member to look for ways to lead your staff, neighbors, or family through controversy by looking for compromises. Keep your eye on the goal, and find ways to help achieve the goal. Holidays are a time for families and sharing fun activities, but may also be a time of stress for those experiencing job losses, health challenges, or financial difficulties. A kind word and a smile shared with others may be your best gift to the world and to yourself. We have enjoyed a successful and busy few months of GSNA activities, including the Kick Off Luncheon, CROP Show, and Manager’s Retreat. If you missed any of these you really missed some great training and networking! We celebrated a successful Industry Seminar at Callaway Gardens, including new “Innovation Stations.” Don’t forget our Georgia Advocacy Conference, Feb. 5 - 6, 2013 at the Holiday Inn Capitol. This meeting takes the place of individual Legislative visits by GSNA Districts. Someone from every District should be attending the meeting and training, and then the second day, we will visit the Capitol in a group. We are close to being “live” with our new Association management software (called “NOAH”!) and web page. This new software will be internet based and allow us to do things we could not in the past (think “blogs...”). Also we have our own GSNA “App” that can be downloaded for either Apple or Android smart phones or Ipads. It currently displays most of the content on our web page, and in April, will have all the updated information on our Annual Conference. If there are changes in speakers or session times, we will be able to send you an instant update if you have the “app” on your device! So please, go out and download the GSNA “App”! Enjoy your friends and family these next few weeks, and don’t forget to rest up for all of the remaining GSNA and school activities in the next few months! With warm wishes for a wonderful new year,

School Level Chair Message: DESTINATION.... “A HEALTHY NATION” chool Nutrition employees across the nation have the same destination “A Healthy Nation.” In the past 30 years childhood obesity in America has tripled. Nearly one in three children in America is overweight or obese. More and more children are being diagnosed with chronic health problems like hypertension, diabetes and heart problems. In order to reach our destination, “A Healthy Nation,” we as school nutrition personnel have to transform the way we view food and exercise. And, encourage our communities to adopt a healthy lifestyle.
S
of the National School Lunch Program is to provide nutritionally balanced, low-cost or free lunches to children each school day. That has not changed. What we serve and how much we serve has changed and will probably change again in the future. Oprah Winfrey says, “Where there is no struggle there is no strength. Don‘t lose sight of our destination: A Healthy Nation.” In order for us to reach our destination “A Healthy Nation” we must:

Thanks to President Obama, First Lady Michelle Obama, and the U.S. Department of Agriculture we now have standards that are being implemented in every school nutrition program in the U.S. Michelle Obama says, “The physical and emotional health of an entire generation and the economic health and security of our nation is at stake.”

System Level Chair Message: MENTORING FOR OUR FUTURE
W
ell…the holidays are upon us and we survived the beginning of school, the initial implementation of the new meal pattern, the public perception of the food that we are serving, and the rumors about our methods! So let’s take a minute to describe who we are; we are survivors, resourceful, dedicated, champions for the cause, driven, and purposeful. The underlined theme seems to be accepting and finding the good no matter what we are faced with. I saw a movie once, and the main character experienced some drastic changes, huge challenges, and some unforeseen situations, but throughout the story line over and over she had to press toward. This too shall pass and life is not what happens to you, it’s how you respond, we must always accept the good in everything we deal with, look past the immediate challenge, see that to everything there is a beginning, middle, and an end. The beginning being the challenge, the middle being the journey, and the end being a successful end! I know this to be true with the changes and challenges of the new meal pattern, extra cost of insurance premiums, furlough days, etc. Understand we are past the beginning and that we are in the journey part (the middle), but we still have jobs and every day we are given an awesome opportunity to change lives one plate at a time. We make a difference daily, we inspire and motivate simply with our care and attention 4
that we give in preparation of meals. Wow, when you stand back and look at the opportunities afforded to you daily by choosing a career in child nutrition services, you should be humbled that you were chosen to be a part of such a great movement. We are a force to be reckoned with! So as a reminder, this is a season to be grateful, to give, to love, to inspire, to change….change the way you look at things, change what you say and think about our changes and challenges, change what you contribute to progress. I choose to be responsive not reactive. I choose to be positive not negative, I choose to be informative not uninformed, I chose to be a part of the solution not the problem, I choose to be a help not a hindrance, I choose to embrace change not reject it. I chose life! I am so honored and proud to be a nutrition professional, how about you? Here is a quote to embrace daily…“My choice, my responsibility whether I fail or succeed, or whether I choose to get lost in the maze, I hold the key to my destiny!” GO FORTH AND BE GREAT!

Advocating for Georgia School Nutrition and Our Members by Joyce Akins, GSNA PPL Chair
T
he GSNA Public Policy and Legislation Committee works throughout the year on issues that affect our school nutrition programs both at the state and national levels. National issues are always a concern since Congress sets rules that affect us in reauthorization of our program every five years. USDA interprets the laws set by Congress and proposes regulations to govern our program. As notification reaches the PPL Chairs from the SNA network, we send out requests for responses to proposed rules and/or suggested letters to Congressmen. Responses from our membership do make a difference and we ask you to participate whenever asked through your comments requested. Comments from membership across the nation continue to affect proposed rulings from USDA and your voice is always needed.
State Update State issues have increased during recent years due to the downturn in our economy. Mary Frances Williams, our GSNA Advocacy Consultant, keeps out a watch for Georgia General Assembly bill proposals that would affect our program. Her presence in Atlanta at the Capitol during legislative sessions and beyond are critical to us to know about bills and committee issues that come up throughout the year. Remember that GSNA Scroll Awards include points for legislative activities, including sending money for legislative donations and attending training. These are critical in keeping our advocacy machine working.
State School Nutrition Funding Before school began in August 2012, President Cleta Long, GSNA Executive Director Susan Cheshire, GSNA Advocacy consultant Mary Frances Williams and I worked on a presentation for the Governor’s Task Force on Education Spending in Georgia. On August 26th, we presented to a subcommittee of the large task force assigned to education support programs which included school nutrition. We explained where our funds came from for our program, showing them that state funds are in the form of Maintenance of Effort and these amounts are very much needed, especially with the rising costs of health insurance. The subcommittee complimented us on the presentation, recommended to the Governor not to cut our state funds further if feasible, and
asked us to come up with a simpler way to calculate state funds formula. We have met with representatives from GaDOE and are in the process of developing our suggestions.
Health Insurance Costs We are still investigating possible ways to prevent or reduce rising employer health insurance costs, an issue of concern to every school nutrition program. We realize how important this is to every system and every member. It is not a simple issue due to the aging population, obesity, and increasing lack of physical activity that is part of our way of life. The new national healthcare plan will impact these costs so we will continue to monitor this issue. We will continue to address current issues and new ones as they arise. The best thing that each member can do is respond when asked to local, state, and national efforts to make improvements in our program from all angles. The worst thing our membership can do is to be complacent and think they have “no say.” Together we are a force to contend with. There IS POWER in numbers! Join us in supporting efforts for improved advocacy with government, associations, community groups, membership and neighbors. Together we can make a difference.

February 5-6, 2013 – Capitol Holiday Inn – Atlanta, GA Join us as we prepare for the 2013 Georgia Legislative Session. We will plan our strategies and make connections with our legislators as we meet steps from the Georgia state capitol and then visit legislators at the capitol.
GSNA Legislative Issues 2013 1. Provide Georgia’s children with quality school meals that promote optimum health and body weight to insure they are ready to learn. 2. Continue critical state funding to maintain quality school nutrition programs. 3. Support adequate funding for Georgia Public Schools. 4. Increase the funding of Public School Educators Retirement Systems (PSERS) from the current $14.75 towards the $16.50 cap per year of service. 7

The Future is in Your Hands by Kathy Benton, Georgia School Nutrition Association, Nutrition Standards Chair
W
ell the future has finally arrived and its success is in your hands. The Healthy, Hunger-Free Kids Act (HHFKA) requires that School Food Authorities (SFAs) follow the updated meal pattern requirements and provides additional “performance-based reimbursement” of six cents per lunch to SFAs that demonstrate compliance with the updated meal pattern. To receive the additional performance-based funding an SFA must be in compliance when it applies for six cent certification and be in compliance with meal pattern requirements in every school in the system. If even one school is not in compliance, the six-cent reimbursement will be denied. If non-compliance is found during a validation review, a SFA must re-apply for certification. If non-compliance is found during an administrative review, the six cent reimbursement is turned off. However, for the reimbursement to resume, an SFA need only demonstrate that it is back in compliance. Insuring success is in the hands of every person in the School Nutrition Program from the director to the food assistant. After the menu is created, analyzed, and submitted the real job begins, putting it into practice. Here are fifteen (15) very important questions the school nutrition manager and staff can answer to make sure they make the new meal pattern and six cent reimbursement a success!
10. Is signage about choosing a reimbursable meal available near or at the beginning of each serving line? 11. Are students instructed on how to properly select food items to create a reimbursable meal in each line? 12. Are students properly instructed on Offer versus Serve (OVS), if the school is following OVS? 13. Under OVS are students instructed to take the minimum required amounts of fruits and vegetables? 14. Can the person at the point of service properly recognize a reimbursable meal? 15. Does each reimbursable meal offer components in the required minimum quantities for each appropriate age grade grouping? The future could not be in better hands. School nutrition programs all over Georgia have been working hard to be able to answer these questions. The future depends on the continued success of answering these questions. Are you up to the challenge? Of course, you are! See you in the future, benefiting from your successes and feeding Georgia’s students the healthiest meals in the country.
15 Questions for Success 1. Will stock receiving practices ensure that product ordered matches actual product received agree and invoices agree with actual delivery? 2. Are menu changes and/or substitutions consistent with the meal pattern requirements? 3. Are all menus followed using specified standardized recipes with no additions, exceptions or unapproved substitutions? 4. Do manufacturers’ food labels, packaging, or bid specifications indicate zero grams of trans fat per serving? 5. Are at least two types of milk offered (only low fat and fat free milk)? If flavored milk is offered is it fat free? 6. Do records show minimum requirements for grains and/or meat/meat alternate are met? 7. Are food items offered (using correct utensils or pre-portioned) in portion sizes planned as recorded on the production records? 8. Are the production records consistent with the submitted certified document? 9. For each serving line do all offered meals contain the required components? 18
