INTRODUCTION

GENERAL MEETING OF RESIDENTS The General Meeting of Residents is held once per year. It can also be held when there are written requests by at least 50% of the apartment owners and apartment building users or when the Owner’s Committee receives written requests from 30% of the apartment owners and apartment building users.
The general meeting of residents is the highest legal body that can decide how to manage and use an apartment building. It is the assembly for the apartment owners and

Finalize the apartment building regulations and other regulations on nominating and disbanding the Owner’s Committee. ENTRANCE/EXIT The Ascent's entrance/exit is located on Quoc Huong Road. The extra gate on Road 65 serves as an emergency exit and should only be used in an emergency. To ensure your safety, please enter and exit The Ascent through the main entrance. Please register any visitors with the security guards at the main entrance. Please register with the Management Office 48 hours in advance for assistance if you need to move your goods/items into or out of The Ascent. Trucks transporting goods/items are permitted to park on the ground floor (G) to dismount goods and load goods into/out of elevators using stair climbers. To avoid disturbing other residents, you should move your goods/items from: Monday - Friday: 09:00 - 10:30 & 14:00 - 15:30 Saturday: 09:30 - 10:30. Remember to cover the elevator carefully while moving your goods/items to avoid causing scratches and damage to the surfaces and internal structure of the elevator. If the elevator is damaged or overloaded due to the transportation of your goods/items,

ELEVATOR SYSTEM

The Ascent has four elevators; each tower has two (one for carrying passengers and one for cargo) with a safe load per elevator of 1,000kg/15 people. The transportation of residents/clients and goods/items

elevators. Please contact the Management Office for support. While moving goods/items, please cover the elevators

to
avoid
causing
scratches. If the elevators are damaged or overloaded due to the transportation of your goods/items, you and your transportation company must bear all responsibilities or costs to repair the elevators.

FIRE ALARM SYSTEM The Ascent is equipped with a modern fire alarm system, including heat and smoke sensors at areas with direct connection to the central fire alarm system of The Ascent (such as kitchen and bedroom). For this reason, please: Do not move, adjust or repair these sensors. If you have any problems, please immediately inform the Management Office for timely repair.

Đăng ký với Ban Quản lý Khu căn hộ để lấy thẻ xe Cư dân trước khi đậu/đỗ xe. Khi thay đổi phương tiện mới, Quý Cư dân cần gửi thông tin chi tiết về phương tiện mới này tới Ban Quản Lý để chúng tôi kịp thời cập nhập thông tin và đảm bảo an toàn tài sản. Mỗi căn hộ được đậu 01 xe hơi và 02 xe máy. Trường hợp Quý Cư dân muốn đăng ký thêm vị trí đậu xe, Ban Quản lý cần dựa vào chỗ trống bên trong Bãi đậu xe để cung cấp thêm thẻ xe cho căn hộ. Có thể thanh toán chi phí đậu xe trước mỗi 03 (ba) tháng trên nguyên tắc ai đến trước phục vụ trước. Ban Quản lý sẽ gửi thông báo phí đến Quý cư dân trước 30 ngày trong trường hợp có thay đổi phí.

DO NOT lend/transfer parking card. If your parking card is lost/damaged, please contact the Management Office so we can lock the card and issue a new one. However, you will be responsible for covering the costs to issue the new card. Park in the designated spot and follow the signages of the staff. DO NOT let vehicles block the entrance/exit and traffic flow in the parking lot. DO NOT open the electrical cabinet or equipment in the parking lot. Check your vehicle often to ensure fire safety. DO NOT repair or perform maintenance on your vehicle in the parking lot or any commonly owned areas. Visitors are now allowed to park in The Ascent over night without prior notice from the Management Office. The Management Office is NOT responsible for any loss, damages or injuries that may arise at the parking lot.

SECURITY REMARK: Security procedures may bring some inconveniences but they should still be followed to ensure safety. We may adjust our security procedures over time as necessary. However, we hope for your understanding and cooperation. Our 24/24 security system are in place to provide maximum protection to you and your belongings. The system is equipped with modern equipment like CCTV; it also has a team of skilled security staff and a checking station at the main entrance

VISITORS For safety reasons, visitors must register at the Reception. Please let your visitors know about this regulation. We apologize for any inconvenience it may cause, but we hope for your understanding and cooperation. The Management Office reserves the right to deny access to visitors if they do not adhere to the regulations. If you have a group of visitors, for example guests attending an evening party, please inform the Management Office in advance so we can serve you better.
KEY To ensure safety and privacy, we do not keep your keys. If you are away for an extended period for personal reasons, please leave the name and contact details of the key keeper with the management staff in case of emergency. The security staff will only enter your apartment while you are away in case of emergency or dangerous situations, under close monitoring. In this case, the staff’s intrusion into your apartment will only be carried out with the approval of the Management Office or Security Department.

When using the gym, please adhere to the following regulations: Operation hours: 06:00 – 21:00 Only The Ascent residents can use the gym. Children under 11 must be accompanied by adults. Follow the instructions of the gym management officers. Put the gym equipment back to its place after using. Users are responsible for any damages that may arise due to their negligence. Personal trainers are not allowed to provide training at the gym without sending registration form to the Management Office.

DO NOT speak loudly at the gym. DO NOT bring food, alcoholic bevarages and stimulants or smoke in the gym. DO NOT bring pets into the gym. Keep the gym clean. DO NOT use the gym if you are having respiratory and infectious diseases. The Management Office is not responsible for any injuries, deaths or any other consequences that may arise due to your usage of the gym equipment.

CHILDREN’S PLAYGROUND When using the children’s playground, please adhere to the following regulations: Operation hours: 06:00 – 21:00 The children’s playground is reserved for children under 9. DO NOT bring shoes/slippers into the children’s playground. Use the toys and equipment in the children’s playground with care. DO NOT push each other. DO NOT smoke and bring food/drinks into the children’s playground. DO NOT bring pets into the children’s playground. Keep the children’s playground clean. CCTV system may be installed at the children’s playground to ensure security. Users with inappropriate behaviors will be denied access/checked. The Management Office is not responsible for any injuiries, deaths or any other consequences that may arise at the children’s playground.

LIBRARY
The Ascent’s library locates on the fifth floor and is reserved only for the residents. When using the library, please adhere to the following regulations:

Operation hours: 06:00 – 21:00 DO NOT open the door for others from the inside. DO NOT cause excessive noises or talk on the phone. DO NOT spit or step on chairs. DO NOT smoke or bring food or drinks inside (except for bottled water) DO NOT stick notices or advertisements without approval. DO NOT bring pets into the library and always keep the walk path clear of obstacles. DO NOT use pencils/pens to mark, write, draw on books or other items such as tables, chairs, walls and do not tear the books in the library. You are responsible for covering any costs to clean or replace the damaged items.

DO NOT stick notices or advertisements in the library without approval. Ensure that all books, magazines or equipment in the library are returned to their original place after using. You are responsible for fixing any damages to the library that you have caused. DO NOT bring the library’s property out. You can only bring the library’s items out if you have written approval from the Owner’s Committee. Violations of this regulation will be dealth with in accordance with The Ascent’s regulations.

You are responsible for your personal belongings. The Management Office is not responsible for theft or loss to personal property. Register with the Management Office before filming and taking photos in the library. Users may act or inform the Management Office if there are residents who do not following the library’s regulations. The Management Office may request residents to leave the library if they do not behave properly, thus affecting others. The Owner’s Committee reserves the rights to change the rules and regulations or close the library for maintenance without advance notice.

SWIMMING POOL The Ascent has 3 swimming pool on the 5th floor: A swimming pool for adults. A swimming pool for children. Party Pool. The swimming pool is filled with hot water from: 15:00 – 18:00 (+- 30 mins depending on the seasons).

When using the swimming pools, adhere to the following regulations: Swimming pools are opened daily from 6:00 to 21:00 Show your security card to the pool monitors. Your visitors may use the swimming pool but no more than 02 people may use the pools per day and they may enter the pools only when you accompany them. The Management Office reserves the rights to deny access to people with alcoholic smell. Children under 12 must be accompanied by their parents or legal guardians, who must be present regularly and responsible for the children’s behaviors. DO NOT bring pets to the pools. DO NOT bring glass or breakable items into the pools.

Wear appropriate swimsuits. DO NOT bring shoes, socks or slippers to the swimming pool area. Children are now allowed to wear diapers while swimming at the pools. Persons with skin or other infectious or communicable diseases are prohibited from entering the Pool. Shower before entering pool. DO NOT go swimming when you are too full or hungry. DO NOT jump into/push each other/play around the pools and be aware of slips, trips and falls.

DO NOT spit or release bodily waste into the pools. DO NOT smoke, eat or drink in the pools (except if you drink bottled water). DO NOT cause excessive noises. DO NOT move equipment or items provided at the pool area and ensure that all devices and equipment are returned to their places after using. If there are adverse weather conditions that may cause harm to residents, the Management Office will close the pools without advance notice. The Management Office reserves the rights to halt services for cleaning, checking, repairing or upgrading the pools. DO NOT leave any valuable personal belongings unattended. The Owner’s Committee may add other regulations as necessary.

BBQ AREA Nội quy Khu vực Tổ chức tiệc ngoài trời (BBQ) When using the outdoor BBQ area, please adhere to the following regulations: Opening hours: 10:00 – 21:00 every day Register to use the BBQ area before the date of the event maximum 30 days in advance on a first come, first serve basis. Make cancellation of your reservation at least 3 days in advance (if any). Only the apartment owners can make reservation and they must be responsible for any activities that take place. Each apartment may use the outdoor BBQ area once per month and this is not cumulative. DO NOT use live music or amplifiers. Maintain proper behaviors at the outdoor BBQ area.

Cook food only at the grills provided. Do not light fire in other areas. Do not change/move equipment such as table or grills. You are responsible for any damages that you have caused to the BBQ area. Do not paint, nail, use glues or adhesives, write or draw, causing the BBQ areas to be stained/scratched. Do not tie ropes on the trees in the area. Garbage must be put in bags before placing in garbage cans. Clean the BBQ area after using. Use a lease under 3 meters when bringing pets to the BBQ area. You are responsible for your personal belongings. The Management Office is not responsible for theft or loss in the area.

COMMUNITY ROOM

If you need to use the community room, please register in advance with the Management Office. The right to use the community room will be on a first come, first serve basis. When using the community room, adhere to the following regulations: Opening hours: 10:00 – 20:00. Each registered session is limited to 4 hours. You must pay a deposit of VND 3 million. There are different renting package depending on the number of participants. You may use the community room for your personal purposes, so long as such purposes do not affect other residents or go against Vietnam’s customs and ethics. Do not use the community room for religions or superstitious reasons or for illegal activities. Wear suitable attire at the community room. Do not spit, step on chairs, bring pets, smoke or use stimulants in the community room.

Do not spray adhesives or fake snow, light fireworks or bring flammable, toxic or antipersonnel weapons in the room. You are responsible for your personal belongings. The Management Office is not responsible for theft or loss in the area. Remove the equipment, chairs, tables or other items immediately out of the room after you have finished or within 24 hours if there are no reservations for the next session/day. The Management Office reserves the rights to dismantle or move your items after the specified deadlines and recalculate the fees charged.

You are responsible for the equipment and amenities that you have used. You must also be responsible for amy damages that you or your guests have caused and shoulder the relevant repair and replacement costs (if any). The Management Office, within the allowed power, reserves the rights to refuse request forms or terminate approved requests deemed as ineligible. The Management Office is not responsible for any damages, loss or extra costs that arise from the refusal or termination of requests as mentioned. The Management Office is not responsible for any risks, injuries or loss causing or arising when you and your guests use the community room.

TELEPHONE, INTERNET, CABLE TELEVISION SERVICES The Ascent has signed contracts with different service providers so you can have various options. Our main service providers (VNPT, FPT, SCTV, HCTV and VCTV) are ready to provide internet, landline and cable television services. For details on service registration, please contact the Reception for support.

CLEANING SERVICES The Management Office is responsiblr for daily cleaning of the public areas and periodical garbage collection. Please regularly check, clean and keep the sewer inside your apartment clean and clear of blockages. If the Management Office finds that you or your visitors block the sewer, you will be responsible for any costs to repair and clear the sewer.

LANDSCAPE We strive to take care of the landscape to ensure a green and clean living environment. To do this, we need your support and cooperation. You will be held accountable if you do not adhere to the following regulations:
DO NOT hang clothes or any items in the common landscape area. DO NOT climb. DO NOT pick flowers or step on grass or greeneries. DO NOT let your pets run around and do not bike or use motorbike in the area. DO NOT spit. DO NOT litter. The Management Office is not responsible for any injuries or loss in the area.

PEST CONTROL The Management Office is responsible for pest control in the public area to bring you a safe living environment. To ensure effective pest control, we hope you will pay attention to sanitation and regularly check the drains and plant saucers to minimize pest invasion.

PROCEDURES FOR MOVING IN/OUT Please submit the “moving in/out decision” to the Management Office at least 3 days bfore you move your furniture in/out of The Ascent (the form is enclosed at the end of this Handbook).

REGULATIONS ON MOVING IN/OUT OF THE ASCENT When you want to move in/out of The Ascent, please ensure the moving companies/individuals that you enlist adhere to the following regulations: Please inform the Management Office in advance to arrange parking schedule for the delivery truck if you are moving into a new apartment. To ensure safety, please monitor the moving of your furniture to avoid damaging the elevators and items in the public area. You will be responsible for any damages that may arise. You may move your furniture in/out between: 09:00 – 16:30 and 20:00 – 22:00 from Monday to Saturday (except for holidays). These schedules may change if there are too many residents registering. Security in the public areas such as the elevators, elevator waiting areas, and stairways is prioritized. However, you are not allowed to use these areas for keeping your furniture. Use the freight elevators to you’re your furniture in accordance with the instructions of the management staff. All debris and equipment for moving furniture must be cleaned up during the day. The moving company is responsible for their employees and ensuring that they do not disturb other residents. Do not smoke or eat in the public area. Do not distribute advertisement leaflets in the building. The Management Office reserves the rights to request the moving companies postpone their work if they violate any of the mentioned regulations.

MINOR ERRORS AND DEFECTS When you check your apartment, you might find minor defects. Please take note of these defects. The Management Office and Developer will discuss with the main Contractor and arrange a repair schedule as soon as possible and completely free of charge in the first year. If you have any inquiries, please contact the Management Office for support.

ELECTRICAL SYSTEM The rated power for The Ascent is 220V/50Hz. You can use electrical appliances requiring 220V/50Hz To ensure safety, avoid using specialized electrical equipment that may cause overloading or replace any wires or plugs of equipment that shows signs of wear and tear. These works must be performed by certified electricians. Electrical bills are calculated monthly using the power meter and the electrical company will inform you via SMS using the contact number you have provided. For your convenience when moving into your new apartment, we have installed the power meter for you. Please fill in the electricity registration form and submit to the Management Office to complete the procedures.

WATER SYSTEM Our technicians will record the parameters on the water meter on a monthly basis and base on these parameters to calculate the costs and issue water bills. Any works pertaining to the water system such as connecting water pipes to washing machines or fixing water pipes must be formed by certified plumbers. Please be noted that since water is pumped into apartments via pressure, even minor leakages can lead to overflowing. Before leaving your apartment, please turn off all water taps. You will be responsible for any damages that arise due to water overflowing in your apartment.

If you do not pay the service fees in due time, an interest rate of 0.05%/day will be added onto the total costs that you are owing. The extra money will be added to the Management Fund. REGISTER FOR OR CHANGE TEMPORARY RESIDENCE As apartment owner/resident at The Ascent, you must register your name, contact number, workplace and permanent residence address with the Management Office or Reception. If their children violate the Rules and Regulations of The Ascent, they (parents or guarantors) will work with the Management Office. To ensure safety and avoid disturbing other residents, we limit the age eligible to use the Children’s Playground.

DO NOT throw garbage over the windows and balconies. You will be held responsible for any damage that occur due to these actions. The office reserves the rights to remove extra items installed without approval and you must cover the relevant costs. DO NOT install your own signal receiver/transmitter system: You are NOT allowed to install extra systems for TV or radio without the Management Office’s written approval.

REPAIR You are responsible for protecting, performing maintenance and reparing interior furniture (including, but not limted to, AC, heater, etc.), wiring and piping systems in your apartment.

EMERGENCY SITUATIONS In case of emergency, please evacuate following the steps below: Step 1: Prepare for evacuation: When the alarm first rings, stay calm and prepare for evacuation while waiting for the next instruction. Step 2: Evacuation: When the alarm rings the second time, this is the sign that you should evacuate. Move to the

emergency exit according to the emergency instruction

The
Management
Office will give you instructions so you can arrive at the ground floor as soon as possible. While evacuating, stay calm, do not panic and follow the instructions of the Management Office. Step 3: Gather, do roll-call and provide first-aid if necessary after evacuating from dangerous spots: You should gather in groups and do roll-call in front of the condominium to know who is still stuck inside apartments, then provide first-aid to those injured or fainted. Please inform the Management Office immediately so your families or friends can be rescued on time if they are stuck inside apartments.

REMARK
Do not use the elevators. You may get stuck inside when electricity is cut off. If the smoke is too thick while you evacuate, please run backwards or crouch low on the floor. You can use a wet towel to cover your face to avoid suffocation. Do not reenter the condominium to rescue your families or retrieve your belongings. If you are stuck inside your room or apartment, you should stay calm, close the door and block gaps with anything you have to prevent smoke from entering your space. Next, try to contact the outside by phone or make loud noices or use light to alert others and call for help. In case of earthquake, you should hide under places with a firm structure, such as table, bed
or
stairs.

FIRE If you cannot escape from your apartment, you should call the Managemnt Office or your families and describe in detail your location. Fill the gaps between your door by wet cloths to prevent smoke from infiltrating into the apartment. Try to stay calm and wait for rescue. To have more useful tips and advices in case of emergency, please read the annex attached. Call 114 – fire brigade and provide a detail report to the police. Close all doors and windows to minimize smoke and fire getting out. Immediately inform the surrounding apartments to evacuate. Do not use the elevators. Stairways are the most feasible emergency exits. If the smoke is too thick, you should crouch low on the floor, cover your face with wet towels and try to escape.

PREVENT FIRE
By applying the following steps, you may avoid and, if fire takes place, be ready to deal with fire:
Ensure that your family, your visitors and you are familiar with the emergency stairways, fire extinguishers, fire alarms and fire hose. Identify the closest fire alarm. Know the location of the gas pump handle. In an emergency due to fire, locking the gas pump is very important. When leaving your apartment, please turn off electricity. Do not place items that may block the emergency exits. Any items found blocking the emergency exits will be moved by the Management Office without prior notice. Avoid power overload by paying attention to the electrical devices you are using. Void using adapter or, if you have to use one, choose one with good quality. Do not store flammable liquid or goods in your apartment. Equip CO2 fire extinguishers for your apartment.

If your apartment is flooded, please apply the following steps: Lock the water pump. Observe and find the location of the leakages and inform the Management Office immediately. Move items around the flooded area to dry spots. Close the nearest door to avoid damage other items. If you must evacuate, make sure that electricity is cut off. Evacuate valuable items in your apartment.

When a storm is forecasted, you should keep yourself updated about the situation to prevent damages: Strenghthen every loose item. Ensure that windows are locked before and during a storm, closely monitor the storm’s direction. Strengthen your flower pots using sticks and move small pots and outdoor furniture inside. During a storm, do not get close to glass windows to avoid injuries. Check drains to ensure they are not blocked and avoid flooding. When the storm is over, you should replace cracked or broken windows as soon as you can.

GAS LEAKAGE
If you suspect that there is gas leakage, please apply the following steps: Lock the gas pump immediately. Open the door and windows so gas can escape. Do not turn on electrical device switches or use phone/doorbell or elevators to avoid catching fire. Remember to turn off electricity. Inform the Management Office and the gas company.

We will help you address these issues as soon as possible. When electricity is cut off following the electricity company’s schedule or irregularly, The Ascent will turn the electricity back on in the public area using the backup generator.

ELEVATORS STOP FUNCTIONING If you are stuck inside when the elevators stop operating, please: DO NOT panic. Push the alarm button on the button panel to contact the Management Office and security staff. Let the security staff know of your situation using the intercom system. Inform the staff if there are the elderly, pregnant women and children stuck inside and if there is a medical emergency. The staff will come and aid you as soon as possible.

THEFT If you find suspicious persons, please: Inform the management staff or security staff immediately. If you witness the theft, please inform the management staff and give the details of the incidence to the police if necessary. Remark: At the public area (even with the presence of the security staff on shift), it is likely that there are suspicious persons mingling. You should always be alert. The Management Office is not responsible for theft, loss or injuries caused by a third party in the public area.

SOCIAL UPHEAVALS
If a civil upheaval occurs outside The Ascent, the security staff will immediately block all entrances to the condominium. The Management Office will inform the nearest police about the incidence and give you the latest verified update. FACING EXTREME INDIVIDUALS You should stay calm Try to isolate the extreme individuals in deserted area. With the support from the staff, try to smooth out the conflict by calmly negotiating with or talking to them.

BOMBING It is very unlikely that you or the Management Staff would receive bomb threats. Please inform the Management Office immediately if you receive one. Do not interrupt the suspect. Try to prolong the conversation as much as you can. Require the suspect to repeat what they said. Stay calm and note down as much information as possible, including: When you receive the call, when the explosives are put in place, how the voice of the suspect is (gender, age, educated, high-pitched, low-pitched, pronunciation, etc.), how fast or slow or nervous the suspect is when they speak, why they send you the bomb threat, what they said (verbatim), etc. When the call is over, immediately inform the Management Office to find the bomb and make announcments as necessary.

EARTHQUAKE Minimize moving around, protect your head and try not to panic. If there is a black out, the emergency lights will immediately be lighted up. Hide close to firm walls or large columns and wait for instructions. If you are in a supermarket: Protect your head with a bag and avoid falling objects between ailes or from shelves. If you are in your apartment: Sit on the floor and find a firm shelter. If there aren’t any tables closeby, protect your face and head you’re your hands, curl up your body and hide in a corner. Stay away from glasses, windows or anything prone to falling or the lighting system. When the shaking has stopped, only leave the condominium when you feel safe by using the stairways. Do not use the elevators. REMARK: The automatic fire alarm or sprinkle system may be activiated when the condominium shakes even when there isn’t any fire. When this happens, stay calm and find safe spots until the earthquake is over.

SUICIDE If you see someone attempting to commit suicide, do not approach that person. Instead, you should immediately

DROWNING Death due to drowning happens when the victim is suffocated. Water infiltrates the air pathway and lung, causing the epiglottis to contract and block the supply of air. Quick reaction may help the victim. SIGNS THAT A PERSON IS DROWNING When the victim is close to drowning, they tend to react until their body assumes an upright position and only their head is above the water surface. Air bubbles fizzle out and they start to stop thrashing around or stop thrashing around completely. Their face, especially the lip area, turns dark purple.

PROVIDE FIRST AID - DROWNING First, do not jump into the water to help the victim. Throw a life buoy or floatable items into the water. If you can swim and assure that there isn’t electrity in the pool, you can bring the victim out of the water. Loop your arms around their stomach and lift their body up. These help to push water out of their lungs. Perform CPR until their breathing turns back to normal. Continue to perform CPR until rescue comes if you do not feel their breathing coming back. As soon as they start breathing, let them lie on their back until rescue comes. Cover them with a thin blanket.

LETTER BOMBS Letter bombs are designed to be transported safely but explodes when opened or activated by electrical or mechanical equipment. TO PROTECT THE ENVIRONMENT Turn off electrical sources and devices when not in use. Use energy-efficient lightbulb such as CFL bulb which burns only 75% of energy and lasts 10 times as long as normal bulbs. Avoid heat by using thick curtains to block the sun. Use the washing machine only when there is a full load of clothes. Microwave and thermal cooker help to reduce gas costs by 70%. Showering instead of taking a bath helps to save 2.5 liters of water and fuel. Fix leaked faucets. Each 10 drops of water leaking out every minute will result in a loss of 3000 liters of water lost every year. Each time you flush the toilet using the large lever, you use up 9 liters of water, so use the small lever which will flush out only about 3 liters of water each time. When possible, use recycled paper. It takes years for a plastic bag to decompose, so use environmentally friendly bags when you go shopping. Use chargeable batteries.

Clean the floor often; Avoid causing scratches. Make sure that your floor is covered with a protective layer. Before carrying out decoration works, put the decorations on the carpet and move them gently. Do not move wooden furniture if the floor doesn’t have a protective layer. Install shutters and curtains as soon as possible to prevent sunlight from damaging the floor. When leaving your apartment, close all windows to avoid wetting the floor if there is a rain. Stabilize the flow of air. Using dehumidifier and heater will minimize damage to wooden floor. Avoid using cleaning agents to clean wooden floor.
