Letter from the President I am pleased and honoured to address you as your new (2008-2009) President of IPLOCA. During the last year, I served on IPLOCA’s Executive Committee as 1st Vice President, and was impressed by the dedication and enthusiasm of our board members in working for the membership and for the benefit of the pipeline industry as a whole. The Novel Construction Initiative has also been high on my priorities: it is a unique forum where not only Members, Associate Members but also some of our Clients can meet and discuss. We have jointly set a deadline for September 2009 for our deliverables, and with the support of all, and coordinated by Luc Henriod, we are determined to succeed. At the Athens Convention we welcomed our new Executive Secretary, Juan Maria Arzuaga. Juan is taking over leadership of the IPLOCA Secretariat from Luc who has served IPLOCA with such dedication for the past four years and will continue to do so in an advisory capacity, particularly as regards Novel Construction. As some of you already know, Juan previously worked for Techint for many years in Mexico and South America, and most recently in Canada. He is well known to IPLOCA, having served as a director for the Americas from 2005 to 2007. Juan can be reached at juan.arzuaga@iploca.com. My goals for this year were presented in Athens. Foremost in my mind is ensuring value for your membership and increasing recognition of IPLOCA by the key oil and gas stakeholders as we stimulate industry-wide technology, promote best practices in safety and the environment. And, of course, we aim to draw additional personnel into our industry through the promotion of training opportunities. Finally, I hope you enjoy the traditional Convention Retrospective contained within this newsletter. It was a great pleasure to meet so many of you in Athens. I wish also to thank all who sang our San Francisco IPLOCA song with me during the final banquet. I look forward to your continued involvement in your association as we work together over the next year for the benefit of all our members.

This is a fundamental part of the Queensland Government’s drought strategy initiative. Mark David Iden is a founding member of the Diplomacy International Group and serves as its Managing Director. He has extensive sector experience in oil and gas and regional expertise in Africa, Asia, the Caspian, the Middle East and Scandinavia. During the late 1980s he served as International Deputy Director General of the Pacific Basin Economic Council (PBEC) before beginning work as Group Associate, ultimately becoming Chief Negotiator for Caltex Petroleum Corporation in southern Africa. He continued his work in the oil and gas sector with the Preussag AG in Europe and the Middle East, where he was responsible for developing transnational pipeline projects. Mark has a bachelor’s degree from Santa Clara University in Santa Clara, California and a master’s degree in Law and Diplomacy from the Fletcher School of Law and Diplomacy at Tufts University, Massachusetts. He has occupied several positions on pipeline projects over the years, from lowering-in mechanic to hydro testing engineer, going through most pipeline construction phases. He started his professional career with French pipeline contractor Spiecapag in 1969 for contracts in France and Libya, and then joined the French army for a one-year term of duty. From 1971 to 1974, he worked as Senior Field Service Technician for CRC-Evans automatic welding in Canada, USA, Holland and Italy, and then beginning in 1975 as Equipment Manager for Spiecapag in Iraq on a 48” pipeline in Bassorah. In 1976 he began serving as Technical and Commercial Manager for Somico, representing CRC-Evans in Europe in charge of most of Europe and North Africa and subsequently as Logistic, Equipment and Plant Manager for Spiecapag. As Equipment Manager, Bernard has spent a lot of time on safety issues on pipelayers. Bernard is a member of the “Confrérie des mécanciens des travaux publics”, the association which brings together the Equipment Managers of major contractors. He is also a key player in the IPLOCA Novel Construction Initiative, as a leader in the Pipe Facing, Lining Up & Welding (FLUW) Working Group.

Lowering and Laying Functional specifications for machines used in the Lowering & Laying application are receiving a final validation by contractors. These specifications are based on the “Ideal Machine” Survey conducted earlier in 2008, and will be extended to cover all machinery used on Pipeline projects. Final functional specifications will be submitted to OEMs (suppliers) participating to the Initiative by year-end 2008, with expected feedback before the next Plenary Session. In the meantime, the Lowering & Laying Team will develop initial guidelines for Clients (oil & gas companies) to start implementing these functional specifications in their Tender requirements for pipeline projects to Contractors.
Regional meetings, such as the one held on 6 November in Milan, are a fairly recent addition to the IPLOCA schedule, but offer a valuable opportunity for members unable to attend the convention to nevertheless meet one on one and discuss among themselves and with members of the Board and/or Secretariat who are in attendance. The Board recognised that some of the IPLOCA regions are very large and diverse, and that in fact some of these meetings are more “Local” meetings, given the impracticality of travelling long distances to attend a half-day event.
