Letter from the President I am delighted to announce that, as of press time, more than 650 people are preparing to join us in Istanbul. We have been anticipating this event all year, and look forward to welcoming our IPLOCA members and friends to the wonderful city we call home. This has been a busy and satisfying twelve months during which the association has been very active around the world. I would like to take this opportunity to thank my colleagues on the Board of Directors for their support and commitment to IPLOCA’s many initiatives. You will find further information on IPLOCA achievements in new technologies, training, health and safety and the environment in this newsletter and at www.iploca.com. We are particularly pleased to be able to deliver copies of a safety DVD to delegates at the convention which was produced in collaboration with the Construction Sector Council of Canada (CSC). More information is available on page 17. I look forward to doing my best to ensure another successful year for the Association and in my new role as “Immediate Past President” as I hand the gavel to my colleague Doug Evans of Gulf Interstate Engineering. Sincerely,
Osman Birgili

Guy Henley, whom many of you met in Venice and Beijing, will leave IPLOCA before Istanbul in order to begin a master’s degree in Environmental Assessment and Management at the University of East Anglia in the UK. We will miss him and wish him all the best in his future endeavours. Philippe Villard has just joined the Geneva Secretariat as Guy’s successor and is quickly getting to grips with the many details involved in organising an event of this scope. You will have the opportunity to meet Philippe at the Convention. Philippe is a recent graduate of the Ecole Hotelière de Lausanne and during his bachelor and diploma programmes gained some very valuable work experience.

Osman and Nurgul Birgili have selected “Send me to school, Dad” (“Baba Beni Okula Gonder”) to receive the lottery funds this year. In 2005 a newspaper group began this initiative in support of the Turkish national education campaign to encourage girls to continue their education. As usual, tickets will be on sale at the Convention Registration Desk all week at EUR 50. Although you must be present at the Final Banquet to win the car, if you are not able to stay until Friday night you might still consider buying a “gift ticket” in the name of a colleague or friend who will attend; you would increase their chance of winning and still make a donation to a very worthy cause.

Procedures Safe Driving Procedure Safe driving can only be achieved by having an established strong set of driving / road safety rules. During driver training the instructor places a strong emphasis on compliance with the company driving rules. The procedure includes the requirement to carry out a pre-use inspection of the vehicle and also a leadership commitment that all reported defects will be promptly repaired. Journey Management Procedure What is the best method of risk management? Don’t do the task. For effective journey management the three important

questions that must be asked before the journey takes place are: -- Is the journey necessary? -- Is there a better route to reach your destination? -- How many vehicles do you need to make the journey? -- If the journey has to happen, control and contingencies are then put in place to reduce risk.
BP and our pipeline construction contractors have now travelled over 250 million vehicle kilometres in the Caspian Region since the early 1990s. Our first project was the replacement and refurbishment of the Western Route Export pipeline (WREP) in Azerbaijan and Georgia in the 1990s and immediately followed by the Baku-Tbilisi-Ceyhan pipeline (BTC) and South Caucasus projects. In 2008 we expanded the BTC oil system using dragreducing agents. Looking forward, next year we will plan

Since our arrival in the region we have had a number of driving accidents and we have been constantly evolving our driver training, driving procedures and equipment specification to reduce our accident severity and numbers. We may have some of the answers but, not all of them, but I’m happy to share our journey.
