Preface Another productive year has gone by. For some of the Dutch suppliers to the oil and gas industry this was a year with ups and downs. In 2009 most contractors and service companies were still running their existing projects because the oil companies had planned their projects far in advance. However this situation has now changed. Oil companies now wait as long as possible to award contracts and they continue to demand price reductions. Nevertheless the year 2010 looks more promising than 2009. In all likelihood 2010 will see a growing awareness that the oil reserves are too low and that more activities have to be undertaken. This is a positive sign for the supply and service industry. A survey held by Ernst & Young in December 2009 among Dutch oil and gas suppliers learned that forecasting over the next 12-18 months will still be challenging for most companies. This highlights the potential need for risk management and opportunity development. Still most companies are more positive about the future and many expect recovery to take place within one year. Focus will be on new opportunities, such as acquisitions, alliances and new markets. For the executive office of the association it was another busy and successful year. As in previous years, high priority was given to the external communication with the members of the association. Four member-get-together meetings (LOL meetings), seven public meetings, the annual general meeting as well as four seminars and workshops were again a successful formula in strengthening the network between the members. The IRO Well Services Group, the IRO Offshore Wind Energy Group, the IRO Export Group, the IRO Safety and Training Group, the IRO Gas Group and the IRO Personnel Services Group all had another busy year with numerous activities and a continuing growth in membership. Although the newly founded IRO Decommissioning Group only had one meeting during the year, it proved to be very successful.

Since its foundation in 1971 IRO has promoted the interests of the Dutch supply and service companies in the upstream oil and gas industry. Members cover all activities involved in the supply industry, such as engineering, field development, pipeline installation, maintenance, manufacturing and material & equipment supply, onshore as well as offshore. IRO promotes the interests of its 400 member companies towards the government and prospective customers and facilitates export promotion and subsidies for innovative technology. IRO offers member companies a vast national and international network. More recently, Employment & Education has become a spearhead of the association.
The oil and gas training courses continued to be a great success with twelve courses over the year. All courses were fully booked well in advance. IRO’s participation in eight trade exhibitions, five trade missions and three foreign matchmaking events contributed to the further strengthening of our international ties and export activities. By the end of 2009 the association had grown to a total membership of 386 companies and organizations compared to 360 by the end of 2008. Altogether the association and its members have good reasons for a positive outlook to the forthcoming years!

Innovative Technology Innovation is crucial for the oil and gas industry as the new finds of oil and gas are often at difficult locations such as deep offshore and arctic areas. Bringing down the ever growing costs of exploration and production is also an important issue together with improving and increasing the production from existing fields.
Minimizing the carbon footprint for environmental considerations is crucial. Good reason for IRO to stress the importance of innovation and for IRO to promote a number of innovation programmes offered by the Dutch government.
Maritime Innovation Programme The mid term conclusion of the 3 years Maritime Innovation Programme is that the offshore oil and gas industry is not as active as the shipbuilding industry, which is awarded more financial support for submitted innovation technology programmes. The IRO SME (Small and Medium Enterprises) consultant Mr. Menno van der Ploeg has informed us that it is difficult to get projects approved for financial support for SME under the small projects scheme. However, an IPC (Innovatie Prestatie Contract) initiated by the IRO SME consultant where 15 to 35 companies work together for a number of years on an innovation project, looks more promising. IRO has been requested to back a plan by the Maritime Innovation Council (MIC) to lobby for the financial support programme Maritime Innovation Programme 2.

IRO Innovation seminar 15 October 2009 Mr. Harry Kok, Managing Director of Spirit IT is the winner of the IRO Innovation Prize 2009. Eighteen companies submitted proposals for presentations at the IRO Innovation seminar. Four of these eighteen companies were selected by members of IRO committee’s and working groups to give presentations on this event and to compete for the IRO Innovation Prize 2009. Companies that presented their innovations were: KCI with the ‘Multipurpose Platform’; Siemens with ‘Gas2wire based on combined cycle generator-set (5-550MV)’, Electromach with a presentation on an explosion proof safety color CCTV camera; and winner Spirit IT with an industrial computer for measurement of oil and gas fluids. The 125 participants at the IRO Innovation seminar were responsible for the final selection of the winner. The IRO Innovation seminar 2009 was organized in cooperation with TU Delft Offshore Engineering. Students in various stages of their studies were given the opportunity to present innovations developed by TU Delft Offshore Engineering. Besides an engraved plate the winner was also given a TNO Challenge voucher; a TNO instrument whereby TNO offers a week long in-house consultancy/brainstorm service to solve an innovation challenge. The innovation network reception and an information market displaying innovations from IRO members and information on innovation programmes completed the seminar. The seminar was moderated by Mr. Dan Lefay, an illusionist, who showed the audience that “out of the box” thinking is very important for being successful in innovations.

Export promotion
Oil & Gas Asia – Kuala Lumpur, Malaysia
Export promotion remains an important IRO activity. In 2009 a large number of activities were organized. Participation in oil and gas exhibitions, outgoing trade missions and a seminar were held. Some of these export promotion activities were organized by IRO. In other cases the lead was taken by organizations like FME, HME, EVD, other (foreign) associations, embassies etc.
Oil and Gas Asia 2009 was the biggest in its history and the most comprehensive oil and gas show in the Asian region. An impressive 21,787 trade visitors (an increase of 12% from OGA 2007) from 57 countries visited OGA 2009 over the 3-day event from 10-12 June 2009 at the Kuala Lumpur Convention Centre. IRO, together with a local Dutch consultant, organized a network reception in the Petroleum Club at the Petronas Twin Towers. During this reception IRO signed a Memorandum of Understanding with its Malaysian sister association MOGSC for a good cooperation in the future. This exhibition project was sponsored by the EVD. The Dutch pavilion was 117 square meters and 12 companies were represented in the stand.
Exhibitions 2009 The IRO exhibition programme is selected upon experience, interest shown by the member companies (during meetings, visits, the annual exhibition survey and so on) and advice of the Committee on Commercial and Financial Affairs, which reviews the programme. In 2009 IRO participated in the following exhibitions:
OTC – Houston, USA Attendance at the 2009 Offshore Technology Conference (OTC) reached 67,721 people, strong despite a global economic recession and initial concerns about swine flu. Energy professionals from more than 120 countries met at the world’s largest offshore resources industry event, held 4-7 May at Reliant Park in Houston. The attendance was a little less than in 2008, but exceeded expectations considering economic conditions. The 2009 exhibition was the second largest in OTC’s 40-year history, with more than 557,000 square feet of exhibition area filled to capacity by 2,500 companies from 38 countries. Because of the new regulation about space restriction, IRO only received 10,100 square feet instead of the requested 12,300 square feet. IRO unfortunately had to disappoint some companies who subscribed for a private booth in the Dutch Pavilion. New in the 2009 edition was the combined open booth. In this booth, companies had their own space of 6 square meters.
Gastech – Abu Dhabi, UAE Gastech is the leading conference and exhibition for the Natural Gas, LNG and LPG Industries. Here business leaders from across the gas supply chain gather to discuss the latest trends and developments affecting the commercial and technical gas worlds. Gastech 2009 was held from 25-28 May 2009 in the brand new Abu Dhabi Exhibition Centre. This exhibition project was supported by the EVD. The Dutch pavilion had the size of 120 square meters with 10 participants. The next edition of Gastech will be held in Amsterdam, the Netherlands, in March 2011. IRO will represent its members with an information stand.
Brasil Offshore – Macaé, Brazil The fifth edition of Brasil Offshore, which took place from 16-19 June in Macaé, was an even bigger show than previous editions. Compared to the last issue in 2007, the number of international exhibitors from outside Brazil increased by 100% this year with a total of 138 companies. Most were concentrated in the six international pavilions organized by the Netherlands, China, France, UK, USA and Germany that totalled more than 1,200 square meters of space at the exhibition. A number of 49,224 people visited the event, an increase of 5,000 visitors compared to 2007. IRO participated, in cooperation with NML, with a Dutch Pavilion with a total size of 72 square meters. 10 companies were represented in the Dutch pavilion.
Offshore Europe – Aberdeen, UK A record-breaking week at SPE Offshore Europe saw the international event raise the bar even higher with record crowds and the largest ever exhibition alongside a conference which featured many of the world’s leading energy industry and political figures. The upstream oil and gas event drew more than 49,000 attendees, 20% more than the previous record-breaking edition in 2007, and featured more than 1,500 exhibiting companies from around the world. This includes 330 companies participating at the show for the first time. The biennial event was held in Aberdeen, Scotland from 8-11 September. The Dutch Pavilion was located in Hall 2 with a total size of 336 square meters. In total 31 companies were represented in the pavilion.
KIOGE – Almaty, Kazakhstan At the request of the EVD, IRO organized a Dutch Pavilion at the Kazakhstan International Oil & Gas Exhibition (KIOGE). The application and communication was done by the EVD but IRO was on site to coordinate the matchmaking programme and to support the participants. The exhibition and Dutch pavilion were both opened by the Dutch Minister of Economic Affairs, Mrs. Maria van der Hoeven. The exhibition was held from 6-9 October 2009. In total there were 526 exhibitors and 7,974 attendees. Over the last 17 years, the KIOGE exhibition has consistently demonstrated the latest technology in oil and gas production and exploration, covering 10,000 square meters. In total, 30 countries were represented at the exhibition, including national group stands from: the Netherlands, Canada, China, France, Germany, Italy, Norway, Finland, Turkey and the UK. In the Dutch Pavilion 18 companies were represented.

Murmansk, 6-9 July 2009 During the visit to Murmansk by the Dutch State Secretary Mr. Frank Heemskerk, an oil and gas trade mission was organized in which 28 companies (of which 9 are IRO members) participated. Murmansk, as an ice free port, has the potential to become an offshore base for the Arctic oil and gas developments at Stokhman and Yamal. A well organized individual matchmaking programme by the Murmansk Chamber of Commerce was the main activity for the companies. Other activities included a seminar, a network cocktail reception and a harbor tour for a select number of participants. As a follow-up the State Secretary, in cooperation with IRO, requested the Stokhman management to give a presentation for the Dutch supply industry. Location and date are to be decided. The Murmansk mission was an activity of the 2g@there Russia programme in which IRO is a partner.
Norway, 27-30 September 2009
Trade missions and visits Angola, 29 March-3 April 2009 26 companies, of which 11 are IRO members, participated in this Oil & Gas mission to Angola organized by the Netherlands African Business Council with IRO support. The programme gave a good overall picture about the opportunities Angola is offering and the challenges companies are facing. However, the individual matchmaking was rather disappointing. Lessons learned from the mission are that it is very difficult to do business in Angola: it takes a long time to get visas, air connections are not optimal, there are no taxis at the airport in Luanda, it is difficult to make appointments, there is overall congestion because of the fast economic growth and a poorly developed company infrastructure. The huge financial support given by the Chinese government also makes it difficult for Dutch companies to do business. The best way in which to do business is perhaps via the large international companies that have a joint venture with national oil company Sonagol.
Iran, 20-24 April 2009 11 companies participated in the mission to Iran organized by IRO. Head of Mission was IRO board member Mr. Alex Enthoven. Mr. Khosrow Salour of Adriaco Consulting Company was appointed by IRO to organize the programme. He is the former commercial officer of the Dutch Embassy in Tehran and has excellent contacts in the Iran oil and gas industry. This resulted in an excellent programme with regard to both group visits and individual matchmaking. The mission was combined with a visit to the Iran Oil Show from 22-25 April 2009 where some of the participants were also exhibiting.

26 companies participated in the IRO oil and gas mission to Stavanger, Norway organized in cooperation with the Dutch embassy in Oslo. Head of Mission was Mr. Hans de Boer, Managing Director of IRO. Group visits were organized to Statoil Hydro, Shell, Total, Talisman, ABB and Aker Solutions. There was a big difference in the quality of these visits as some of the presentations did not exceed the level of a public relations talk, while others went to great lengths by not only giving presentations but also having engineering and purchasing managers present to meet the Dutch companies. The matchmaking was a disappointment as no relevant counterparts showed up. Though the embassy made a great effort it proved very difficult to arrange an individual matchmaking programme. Though it was anticipated by IRO that organizing a matchmaking in Norway would be a difficult task, lack of funds made it impossible to hire the assistance of a Norwegian consultant who had a good knowledge of contacts in the Norwegian oil and gas industry.
21 October 2009, Rosneft visit On 21 October 2009 a delegation of 4 persons from Rosneft, Russia’s leading petroleum company, gave a presentation for IRO members in Amsterdam. The Rosneft message was that the company is in need of suppliers and that to become a supplier one has to register on the Rosneft website (www.rosneft.com).
Mexico, 8-12 November 2009 With hardly any oil and gas development in the Mexican section of the Gulf of Mexico, Mexico is probably one of the last oil and gas frontiers in the world; an excellent reason for IRO to organize an oil and gas mission to Mexico. Due to last minute cancellations of 3 participants, only 6 companies participated in the IRO Oil and Gas mission to Mexico. Visits were made to Villahermosa and Ciudad del Carmen, cities where important Pemex companies are located: the Pemex deepwater team is located in Ciudad del Carmen. Several appointments, including one with ICA Fluor, were made in Mexico City, and the programme also included matchmaking and networking events. Many thanks are extended to the Dutch embassy in Mexico for organizing the excellent programme of the mission.

Memorandum of Understanding IRO - MOGSC
2g@there programmes
During the Oil & Gas Asia (OGA) exhibition in Kuala Lumpur Malaysia from 10-12 June 2009, at which IRO participated with a Dutch pavilion, IRO signed a Memorandum of Understanding with the Malaysian Oil and Gas Services Council. MOGSC and IRO agree to establish a strategic relationship of business cooperation between the Dutch and Malaysian service providers in the oil and gas industry in the following fields: business development, innovation & technology, human resources and health, safety & environment. Activities to be undertaken include the exchange of information, seminars, dialogues, trade missions, matchmaking and networking events. The MOU was signed on 11 June 2009 at The Malaysian Petroleum Club in Kuala Lumpur, Malaysia by Mr. Sofiyan Yahya, president MOGSC and Mr. Hans P.de Boer, Managing Director IRO.
2g@there (to get there) are EVD support programmes that instead of providing support for an individual activity such as an exhibition or trade mission, it grants support for a sequence of activities for a 3-year period for getting access to a market. The 2g@there programmes also envisage a close cooperation between companies, IRO and all governmental organizations involved. The 2g@there programmes do not only focus on export promotion but also on investments, transfer of knowledge, training, economic diplomacy, taxation and investment protection treaties. IRO as partner/ participant was granted support for three 2g@there programmes in 2009.
Seminar on Doing business in the oil and gas industry in Kazakhstan On 2 March 2009 this seminar was organized at Shell in Rijswijk by the Ministry of Economic Affairs in cooperation with IRO, NCH and EVD as a preparation of the participation at the KIOGE 2009 exhibition. The seminar was opened by the Minister of Economic Affairs Mrs. Maria van der Hoeven. The seminar was well attended by many IRO members. 2g@there Dutch Energy Solutions The IRO and FME 2g@there Dutch Energy Solutions programme, that is focused on assisting companies getting access to Gulf States oil and gas industry markets, was approved by EVD. On 2 November the programme started with a kick off meeting where oil and gas market reports on the Gulf States were presented. More than 100 companies attended the kick-off meeting. In 2010 the programme will start with an oil and gas mission to Saudi Arabia and Abu Dhabi. Coordination of this 3 year project is in hands of FME.
2g@there Ports and Logistics Brazil KIOGE 2009 activities As the visit to Kazakhstan of Minister of Economic Affairs of The Netherlands, Mrs. Maria van der Hoeven, coincided with KIOGE 2009, a number of additional promotional activities were organized for the participants in the Holland Pavilion. This generated huge publicity. The Dutch Minister opened both KIOGE and the Holland Pavilion. Following on, an individual matchmaking event was organized for the participants and a network reception was held at the Holland pavilion hosted by the Minister where a participants brochure, specially printed for the occasion, was handed out. Lighthouse Intelligence in Almaty, Kazakhstan was responsible for the excellent matchmaking programme. Eighteen companies participated in the Holland pavilion at KIOGE from 2-9 October 2009. Due to the economic crisis KIOGE 2009 counted 35% less participants than previous years. IRO organized the KIOGE 2009 participation on request and with generous support from EVD.
As a participant in the 2g@there programme, IRO has been allocated a budget to organize a Holland pavilion at Rio Oil & Gas from 13-16 September 2010. The programme is aimed at the development of ports and logistics in Brazil and coordinated by Amports.
2g@there Russia In this 2g@there programme focused on Russia, IRO is participant together with HME (Holland Marine Equipment). There were no activities in 2009.
Dutch exhibitions In 2009 IRO supported three Dutch oil, gas and offshore related exhibitions.
On & Offshore Gorinchem Evenementenhal Gorinchem organized the On & Offshore Gorinchem trade fair, which focuses on the oil, gas, petrochemical and dredging industry. Almost 120 exhibitors and 3,430 visitors were present at the first edition of this event. IRO was a supporting partner for On & Offshore for the 2009 edition and will be again in 2010.
Offshore Energy Navingo, organizer of Offshore Energy 2009, welcomed 2363 visitors (600 more than last year) from the Netherlands and abroad in Den Helder on 8 October. As many as 116 companies presented their products and services at this event, aimed at the (inter) national offshore and (wind) energy sector. As in previous years, IRO supported this event and was present with an information booth (together with NOGEPA) to promote the oil and gas industry.
Europort In November 2009 the Europort Maritime international exhibition took place in Rotterdam. Sectors in the maritime world such as inland shipping, dredging, mega yachts, work boats, ship construction, marine fisheries and offshore were represented at the exhibition. IRO had an information stand at the exhibition. Unfortunately the visitor profile was not of great interest to IRO members.

Network events Several times a year IRO organizes meetings with and for members. The main goal of these meetings is that members meet other members and have the opportunity of using the vast network of the association. In general the host company gives a presentation about itself followed by an excursion. For the host company this is a great opportunity to give greater insight into the business it is in. To create a larger network, IRO also organizes meetings where non-members are invited.
IRO New Year’s Reception One of the returning and most successful events every year is the New Year’s reception in January. In 2009 the reception at the ‘Glazen Zaal’ in The Hague was very well attended by 225 guests. IRO chairman Gert-Jan Kramer welcomed the guests and toasted on a happy and successful business year. Besides IRO members there were also a number of special guests, including representatives of oil companies and ambassadors of prominent oil countries.
Oil & Gas Industry Forecast 2009 The Oil & Gas Industry Forecast 2009 (formerly known as Gulf Forecast Meeting) is an annual event held in February where the Gulf Publishing Company (‘World Oil’ and ‘Hydrocarbon Processing’ magazines) gives its predictions about the developments in the oil and gas industry for the coming year. As in 2008, the event was sponsored by Ernst & Young. Ernst & Young presented the results of a survey held among suppliers in the oil and gas sector with questions about the current market trends, market conditions and future expectations in the oil and gas sector. This study shows that a large majority of the suppliers in the oil and gas sector expect that their position for the next five years will virtually remain unchanged despite the current negative economic trends.

The main condition is that large investment projects have to be developed. If not, or to a lesser extent, growth will be delayed accordingly. The meeting sees a growing popularity; with 210 participants it was very well attended.
Members meeting at Twentsche Kabelfabriek On 24 March 2009 a members meeting was organized at Twentsche Kabelfabriek (TKF) in Haaksbergen. TKF produces cables for various industrial market sectors including oil & gas, marine and rail infrastructure. With its range of industrial cables TKF can address the challenges of extreme environmental conditions such as oil, chemicals, sun and high temperature swings that frequently occur in industrial environments. After several presentations the participants were given a guided tour through the factory. During the extensive and interesting tour, the whole process of producing cables was made clear.
Members meeting at Bayards Aluminium Structures On 21 April 2009 Bayards Aluminium Structures in Heijningen was host company for a members meeting. Bayards specializes in aluminium structures and supplies the offshore industry with helicopter decks and support structures. After a presentation about the benefits and the use of aluminium structures, the attendees were given a tour on top of a helicopter deck with a complete support structure equipped with facilities for fire fighting, electrical instrumentation and communication as well as heating and lighting of the deck. Also demonstrated were the aluminium stairwells for the Valhall project which are constructed by Bayards.

Members meeting at SMIT The last members meeting before the summer period was held on 9 June 2009 at SMIT Marine Projects and SMIT Subsea in Rotterdam. With over 100 participants the meeting was very successful. SMIT is active with the divisions Harbor Towage, Terminals, Salvage and Transport & Heavy Lift. SMIT Marine Projects and SMIT Subsea focuses on the implementation of projects, particularly in the offshore oil and gas industry. After a presentation on the activities of SMIT, the participants were divided into groups and given a guided tour on the Taklift 4; a floating sheerlegs with a lifting capacity of 1600 tonnes. An ROV and a decompression cabin for divers were also demonstrated.
Annual General Meeting at Damen Shiprepair + Award of Excellence On 18 November 2009 the Annual General Meeting took place at member company Damen Shiprepair Rotterdam in Schiedam. The company provides services to the maritime and offshore industry in the form of maintenance, repair and conversion of all kinds of ships and floating structures. In the formal part of the Annual General Meeting the finances of the association were discussed. The financial result for 2008 was again positive. The 2008 annual accounts were approved. It is expected that 2009 will also be closed with a positive result. The budget for 2010 has also been approved. Due to the sound position of the association the Board has decided that all contribution amounts for 2010 remain the same as in 2009 however each existing full member will receive a one-time 25% discount on its contribution for 2010. This year the Annual General Meeting was a special one due to the ceremony of the Award of Excellence, which was received by winner Jaap den Ouden (see box on page 10). Besides members, non-members were also able to attend this part of the meeting. As well as a presentation by Damen Shiprepair Rotterdam on its activities, the attendees had a guided tour of the yard. The Annual General Meeting was very well visited by 190 attendees.

IRO Family Day Once every few years IRO family members are involved in a so-called IRO Family Day. This time, it was held on 18 April 2009 at NEMO Science Centre in Amsterdam. Young people are playfully brought in contact with technology, which fits entirely within IRO’s focus on Employment & Education. NEMO has five floors of exciting, funny things to discover and experience. Around 350 enthusiastic IRO members and their children enjoyed the day. Lunch and drinks were offered by IRO and the children could choose a little present at the end of the day.

Besides Jaap den Ouden, there were two other eminent persons nominated for the IRO Award of Excellence 2009: Goof Hamers, CEO of IHC Merwede who in recent years developed IHC Merwede into a top player in the design and construction of offshore vessels. And Jan Vugts, former professor at the Technical University Delft, Offshore Engineering department, and an expert in the field of offshore structures (fixed and floating), structures for offshore wind, hydro mechanical, design and evaluation of structures and fatigue of structures.
Winner IRO Award of Excellence 2009 – Jaap den Ouden! Jaap den Ouden, founder and co-owner of Mercon, received the IRO Award of Excellence 2009 during the Annual General Meeting on Tuesday 17 November 2009 at Damen Shiprepair Rotterdam in Schiedam. The jury praised Jaap for his entrepreneurship and the business he has created into an international top player in the field of offshore steel structures, bridges, locks and storage for oil and gas.
The IRO Award of Excellence is presented twice per 5 years to a person involved in the oil and gas industry in the development of an industrial activity or product/ application, who has been innovative, someone who excels in business, is commercially successful and dared to enter ‘new countries’ or someone who has done much in terms of safety and environment. Photos on the presentation of the Award of Excellence and the Annual General Meeting can be viewed at the IRO website at heading Award of Excellence ’09.
It was a huge surprise for Jaap den Ouden that the jury chose him to be the winner. Jaap thinks that the strength of Mercon lies in the knowledge of the product, the organization and professionalism to accomplish complex projects in a short time and within the set budget. “What you need are plans, dreams, vision, and the ability to communicate this to your people, to enthuse them and particularly to enjoy the success that they create. This is one of the main characteristics of a manager, to enjoy the success of the people who actually deliver”. Therefore Jaap is understandably proud of a big project that ‘his people’ have put down in the Caspian Sea for British Petroleum. And what is the secret of the entrepreneur Jaap den Ouden? “You must have a dream and just go for it! Where there is a will, there is a way! “

Cooperation with other organizations Over the year much attention was again paid to cooperation with other organizations and associations in order to exchange information and to share common areas of interest. In the field of export promotion, a number of activities and events was organized jointly or with the support of the Netherlands Foreign Trade Agency (EVD), Dutch embassies and consulates abroad, the Dutch Maritime Network (NML) and FME-CWM. Exchange of professional information took place with the Netherlands Diving Centre (NDC), the Royal Institute of Engineers (KIVI NIRIA), the Central Dredging Association (CEDA), FME-CWM and various NML partners. Several joint activities such as technical seminars and presentations were organized during the year. IRO would like to thank these organizations for their generous cooperation. On a national level IRO maintained its close ties with NOGEPA and a frequent exchange of views took place on the implementation of the Dutch mining legislation, HSE issues and other subjects of mutual interest. The joint IRO/NOGEPA project on employment and education was further extended during the year and will be continued in 2010. NOGEPA also initiated a new project to improve safety conditions, harmonization and cooperation in the industry. IRO, together with IADC and NVDO are partners in this project. A first joint ‘Industry Day’ was held in November and proved to be a great success with 125 participants. This project will be further extended in 2010. IRO also participated again in the quarterly consultation meetings with the State Supervision of Mines (SodM), NOGEPA, IADC and the Dutch labour unions. These meetings have proven to be a very successful medium to exchange information and to agree on common stands regarding topics like legislation, HSE issues and labour conditions.

On an international level, the useful and pleasant cooperation with IRO’s European sister organizations was maintained through the informal EURONET network. A joint meeting and industry seminar was held in Aberdeen in March, organized and hosted by Scottish Enterprise and ITF. EURONET now consists of the national associations of the United Kingdom (EIC, ITF, and Scottish Enterprise), Norway (Norsk Industri), Denmark (DMOG), Belgium (Agoria CEC), France (GEP) and the Netherlands (IRO).
Industry Day 2009 Much enthusiasm was encountered when NOGEPA launched the idea that parties should meet at industry level with both operators and contractors to work on improvements in efficiency, health, safety & environment. The idea to create clusters to address subjects to help prepare the Industry Day on 27 November 2009 and to work out topics resulting from the Day, received wide support. Four clusters were created: Drilling & Wells; Logistics; Operations & Maintenance; and Projects, Engineering & Construction. The choice was made for an interactive programme, with a host and a guest speaker. Much of the programme of the day was taken up by animated break-out sessions and interactive sessions with an expert panel which was composed of the partners in this project: IADC - GertJan Windhorst, IRO - Hans de Boer, NOGEPA - Bram van Mannekes and NVDO - Hans van Selm. Guest speaker Eddie McCullough gave an impressive speech where ‘Care for people’ was the central subject. Care imbedded in an organization, will get the best out of the people working for the organization and will result in improved HSE performance. Putting hands together made this first Industry Day a success. Working together as an industry on the subjects and continuing to strongly support the effort to help and stimulate completing the action topics resulting from the Industry Day was highly appreciated. In 2010 this project will continue and a second Industry Day will be organized on 29 October.

Employment & Education IRO, in cooperation with NOGEPA, will be paying much attention to employment and education in the coming years. It is generally known that many companies encounter more and more difficulties in filling their vacancies. IRO and NOGEPA think that in spite of a financial crisis a great demand for well trained, educated (technical) employees remains. The upstream oil and gas industry is still in desperate need of personnel to compensate the outflow of older people, mainly technically schooled employees, in all levels and disciplines. The year 2009 has definitely been an interesting year. This year, IRO was involved in many individual projects with students and other people, guiding them in their search for a job in the upstream oil and gas industry. Much attention was paid to getting younger people interested in the maritime and offshore industry. Development of various educational programmes formed an important part of the activities in 2009.
Education To IRO it is important to maintain good contacts with all relevant education and training institutes in the Netherlands. IRO aims to maintain and develop good quality training programmes and is therefore involved in several school committees. Throughout 2009, IRO participated in many educational projects such as the Maritime Campus Netherlands, the ‘Spetters gezocht’ campaign and others. Apart from the typical offshore/oil & gas related studies there are, throughout the country, several Secondary (MBO), Higher Vocational Education (HBO) and Academic studies in more general directions like Mechanical, Electrical, Instrumentation, Process, Operations, Maintenance and Civil Engineering. IRO realizes that these studies are also very important for the inflow of personnel to the oil and gas industry. When needed, IRO mediates/coordinates traineeships, graduating projects and site visits. In 2009 IRO assisted a student in obtaining an internship at an offshore gas production platform in the North Sea. Tjalling Visser studied ‘Petrochemicals & Offshore Operations’ at the Noordelijke Hogeschool Leeuwarden. In August 2009, Tjalling graduated and is now ‘Production Chemical Engineer’ for an E&P organization. This has been a great result, and IRO and all parties involved in this project are very happy with this great example for future projects. In September 2009, the minor course ‘Offshore Engineering & Automation’ from Avans Hogeschool Den Bosch kicked off very successfully with more new students than the year before. The Haagse Hogeschool organized the Get2Gether Innovation Event in November 2009. Students worked on business cases and were made aware of the importance of technical education. Offshore technology was well represented there as well. Also in September 2009, ROC Kop van Noord-Holland started a minor course ‘Petrochemistry & Offshore’. The MIWB, Maritime Institute Willem Barentsz, is a school specialized in maritime educations. IRO has strong connections with the institute and is very pleased to see that the popularity of the school has increased in 2009, even more than in 2008.
Events In 2009 IRO was present at several events and fairs to promote the oil and gas industry and to give information about employment & education. Some of the events were: - Onderwijsbeurs West-Nederland; - Onderwijsbeurs Groot-Amsterdam; - Maritime & Offshore Career Event; - Maritime Career Expo; - Sp!ts Nobiles Career Event. IRO also participated in organizing an exhibition, named ‘Oil, Gas and Dredging’ at the National Dredging Museum in Sliedrecht. The exhibition ran from October 2008 until the end of March 2009. Free entrance was offered to IRO members and families.
Dutch Maritime Network An important task of IRO is to promote the upstream oil and gas industry with the younger public. To do this IRO is involved in the ‘Taskforce Jongeren’, a task group within Stichting Nederland Maritiem Land (NML). The taskforce aims to reach youngsters between 10 and 18 years old via educational material like ‘Gave Haven’ and ‘Work@Water’. Also the use of new media and exhibitions is encouraged by the taskforce. An annual returning project is the ‘Vlettenproject’. A number of schools in the Rotterdam area participated in this competition of building and racing a steel flat bottomed sailboat to the finish line. This year IRO sponsored the Helinium Beta Techniekschool from Hellevoetsluis. In 2009 the Maritime Campus Netherlands started taking shape. This new initiative is founded by various local governments and organizations. IRO supports this initiative. Main goal of MCN is to bring research, companies and education closer together. This in order to strengthen the economic infrastructure in North Holland North through creation, development, expansion and securing an international authoritative Marine, Maritime and Environmental Technology cluster in and around Den Helder.

Training course ‘Oil and gas well sourced’
Again this year, IRO participated in a ‘Scholieren.tv’ project; making short video clips of people working in the oil and gas industry. The clips can be viewed at www.scholieren.tv (Aardolie en aardgas) and at the IRO website at Employment & Education. The main goal of this project is getting more young people interested in the oil and gas industry. In cooperation with NOGEPA, IRO created a presentation wall, to promote the whole oil and gas market at various (educational) events. IRO made a poster showing all oil and gas fields on the Dutch Continental Shelf. This poster is handed out at career events and other educational initiatives. In 2009 the first edition of the Maritime Education Guide was published. ‘Kies Maritiem’ or ‘Choose Maritime’, contains much information about the different institutions associated with the maritime and offshore industry. The guide was published in collaboration with Navingo and NML. Publisher Zorn was commissioned by HISWA, NML, Scheepsbouw Nederland, Vereniging van Waterbouwers and IRO to create an educational game for primary schools. Attention in this game centres on all maritime activities, including the offshore industry. The development of this educational programme is part of the MIP, Maritime Innovation Programme, of which IRO is a member.
This non-technical course is set up for people who work in the industry but lack the basic knowledge about it. This can either be new employees or present employees who need to have a general understanding of how oil and gas came into being, how it is found, how it is produced, what technology is used and how the industry is organized. The course is not only useful to people who work for a company in the oil and gas industry, but also for people who provide products and services to the sector. More and more companies find it useful for their new employees and add it to their introduction programme or organize in-house courses. In-house training courses give the company the flexibility to train a larger group of employees at once. The company can choose to discuss the same training material as the regular course, but can also emphasize subjects of importance for this particular company. In 2009, the training course was given ten times, of which five were in English. In addition, two in-house training courses were organized for Dockwise and IHC Merwede. In 2009 the two lecturers George Lagers and Willem Schoonmade taught over 200 participants a lot of interesting details about the oil and gas industry.
Employment IRO helps its members by advising them on various industry related topics. HRM is a big part of that. Part of IRO’s focus is the Maritime Human Capital Roadmap (HCR). Main goal of the HCR is to explore and promote possibilities in attracting and holding onto personnel. Another employment related initiative by IRO in 2009, is the ‘IRO job pool’, in which members of IRO can exchange employees when there is a temporary demand. The oil and gas industry offers excellent opportunities for a successful career. The IRO website features a list of job opportunities with IRO member companies. Committees and Working Groups IRO attaches great importance to the opinion of its members. Therefore IRO has called into being several committees and working groups that deal with important issues and focus on specific areas.
Committees IRO has three committees that focus on specific areas of the association: Commercial & Financial Affairs; Public Relations and Technical & Regulatory Affairs. The committees have a policy advisory role and also serve as a sounding board for the association. They are chaired by a member of the Executive Board of the association. In order to create a good link between the Board, committees, the association and its members, all committee members are IRO members. The committees are a reflection of the companies that IRO represents as an association.
Committee on Commercial and Financial Affairs (CCFZ) As the number of Committee on Commercial and Financial Affairs (CCFZ) members has dropped considerably and also the attendance of the existing members is very low, it was decided to attract new CCFZ members. As advising on next years’ IRO export promotion programme is an important task of the CCFZ these new members should have experience with doing international business. While making a selection of suitable IRO members for the CCFZ, the conclusion was made that most of these companies were already active in the IRO Export Group. As a result it was decided to combine the CCFZ meeting with an IEG meeting when next years’ export promotion programme is on the agenda. IEG members are invited to join the CCFZ meeting, after the CCFZ meeting they continue with a regular IEG meeting. Due to a lack of subjects other than the 2010 export promotion programme the CCFZ only gathered once in 2009.
Committee on Public Relations This committee advises the Board on communication with the members and other parties. Means of communication are evaluated and new means introduced. The CPR met four times in 2009. A continuing point of discussion was the IRO Newsletter. The conclusion remains that there is a need for international promotion of the Dutch oil and gas suppliers industry. As it proves to be hard to find member companies to advertise, other formats were discussed but without a positive result. Other options were discussed like promoting IRO members in other media. In the beginning of 2010 it was decided that the newsletter will no longer be published, talks on inclusion of news of IRO members in an international magazine continue. In November the Award of Excellence was presented during the Annual General Meeting of the association. The CPR members agreed that the Award of Excellence should be used as a way to promote the Dutch suppliers industry and therefore more press coverage should be generated. Important input was delivered on the composition of the jury. Another subject on the agenda was the emergence of oil/gas/offshore related exhibitions in the Netherlands and whether IRO should support them. The conclusion is that the Netherlands is already a relatively small world for the existing two exhibitions in this area (Offshore Energy and On & Offshore Gorinchem) and IRO should stay very critical when asked to support other similar events. A further point of discussion was the export lounge at the exhibitions abroad and whether this should be open to all IRO members and non-participants in the Dutch pavilion or only for participants. Opinions on this point differ between the CPR members and discussion continues whether this is a subject for the Committee of Commercial and Financial Affairs or the CPR. IRO was asked to make Lounge Rules, which will be discussed in the Board. The last meeting of 2009 was also the last meeting for Michiel Wijsmuller, who has been chairman of the committee for at least twelve years. On behalf of IRO and all CPR members we would like to thank Michiel for his many years of enthusiastic chairmanship. As from 2010 Raymond Kerkvliet, SAS Gouda will be chairman.
Committee on Technical and Regulatory Affairs The CTR met once on 12 February 2009. At this meeting the outline for the IRO Innovation seminar on 15 October was discussed as well as the progress of the Maritime Innovation Programme. Seaway Heavy Lifting informed IRO on the new proposed legislation to protect marine life. This legislation might make offshore piling impossible in the near future. In a letter dated 28 October 2009 IRO expressed its concerns to the Ministry of Economic Affairs about this development. As a number of CTR members left, new members were appointed; persons that have some relevance and/or experience with IRO activities with regard to technology and regulatory affairs.

Working Groups
IRO Offshore Wind Energy Group (IOWG)
One of the ways for IRO to promote the interests of its members is by providing a platform with the IRO Working Groups. Companies that are active in a specific sector can exchange experiences and knowledge and form a collective group towards the government. The joint promotion and gathering of information are important activities of the working groups.
The thriving offshore wind energy industry resulted in a record number of 24 IOWG members in 2009. The IOWG came together three times in 2009. A meeting was held on 29 January 2009 at Heerema Fabrication in Vlissingen where, at that time, a transformer platform (offshore HVDC station) was being built for Eon Nord 1. On 8 April 2009 an IOWG meeting took place at Gusto in Schiedam where Airtricity gave a presentation about their projects. On 3 September 2009 the IOWG was held at Siemens in The Hague with presentations of Siemens’ offshore wind power activities, Enerpac (a company specializing in bolting and aligning systems for wind turbines) and TNO, which conducted a study for the Dutch government on the effects of offshore noise (piling) on the eco system at sea. The fourth IOWG meeting was hosted by Suction Pile Technology (SPT BV) that presented their offshore turbine concept: a fully onshore assembled turbine with suction pile foundation that can be installed with low cost barges in one go. IRO and the Netherlands Wind Energy Association (NWEA) agreed to exchange information. The IOWG chairman is welcome to attend the meetings of the NWEA Offshore committee and NWEA representatives are welcome to participate in the IOWG and ISTG meetings. A number of IOWG members participated in the European Wind Energy Exhibition and Conference (EWEC) on 16-19 March 2009 in Marseille and Offshore Wind Stockholm on 14 -16 September 2009 in pavilions organized by the province of North Holland. After many years of organizing participation at the Dutch pavilion at EWEC, IRO has decided from a view point of efficiency and maximum exposure, to leave the organization with the province of North Holland which aims to have all Dutch participants in one large Holland Pavilion. We@Sea, the innovation technology programme for the offshore wind energy programme, in which a number of IOWG members participated, came to an end in 2009. The results of the 5 year energy research programme were presented in a conference on 1 and 2 December 2009 in Den Helder. ‘Flow’ is a follow-up of We@Sea and is a research and demonstration project for far and deep offshore wind park projects (www.flow-windpark.nl).
IRO Export Group (IEG) The IRO Export Group comes together at the premises of one of the IEG members. In this group the companies exchange information on international business related subjects like projects, trade fairs etc. Sometimes guest speakers are invited to highlight a country. Three IEG meetings were held in 2009. On 23 February 2009 there was an IEG meeting at Fabricom Oil & Gas (now Cofely Oil & Gas) with 20 participants, on 26 May 2009 an IEG meeting took place at Kenz Figee (16 participants) and on 23 September 2009 an IEG meeting was held at Statendam Steelplates/ Staal Snij Techniek (16 participants).
IRO Well Services Group (IWSG) The only IWSG meeting in 2009 was organized on 28 April 2009 at Bukom Offshore & Industrial Services. Guest speaker was Mrs. Xuan Le of PricewaterhouseCoopers who gave a presentation on the consequences of the change in the social security position of the Dutch Continental Shelf. Furthermore attention was given to the expected revision of the law on explosives for civil use and the film ‘Ships that pass in the night’ was shown. This film shows the ‘near accident’ when the ship Ice Flower passed an oilrig at a very short distance. Based on this case NOGEPA developed a simulation game to let people experience what happened and let them make a decision on what action should be taken to prevent a disaster from happening. The Ministry of Social Affairs informed by royal decree of 3 July 2009 that the request of the IWSG for a flexible switch from a regular working pattern to an irregular pattern was approved. Now it is possible to switch from a regular working pattern to an irregular pattern after only 6 days of rest instead of the obligatory 14 days. However, this switch is only allowed twice a year.

IRO Safety and Training Group (ISTG)
IRO Personnel Services Group (IPSG)
The ISTG met twice in 2009. Once at the IRO office in Zoetermeer and once at the new training centre of SAIO (now STC-SAIO) in Rotterdam. The NOGEPA training manual was one of the principal issues governing the ISTG in 2009. Main expected adaptations for 2010 are: the use of Lotus victims at first aid trainings and that crane drivers have to have had 40 hours of practical training and have their task book signed before they can do an exam. There are also changes with regard to Radio Operator Aviation and Offshore Medic Entry Course. Furthermore there will be an adjustment on ‘Medical aspects of fitness for offshore work’. Other ISTG subjects were ‘e-learning’. On the subject of the standardization of safety training for offshore wind energy personnel, it was learned at a meeting with the Netherlands Wind Energy Association (NWEA) that for offshore safety training they will follow the NOGEPA training manual with some adaptations specifically for the offshore wind energy industry.
The IPSG met twice in 2009, on 20 May and 24 November 2009. Alex Enthoven, Managing Director Inventheon succeeded Mr. Menno van der Ploeg as IPSG chairman. One of the first activities of the new chairman was to set out a new direction for the IPSG. One of the suggestions was to also invite personnel managers to join the IPSG. In a meeting on 7 October 2009 the Ministry of Social Affairs presented the proposed legislation with regard to the intended change of Dutch social security legislation on the Dutch part of the continental shelf. The result of this new legislation will mean that coverage by the National Insurance (Volksverzekering), the Health Insurance (Zorgverzekeringswet) and the Employers Insurance (Werknemersverzekering) will be mandatory for all employees who are working on the Dutch part of the continental shelf regardless of the duration of the working period. Mr. Alex Enthoven, IPSG chairman attended the meeting on behalf of IRO. He brought forward the possible implications of the suggested legislation which does not take into account whether or not foreign employees who do not live in the Netherlands are entitled to claim social security benefits despite having paid social security premiums both in their country of residence and in the Netherlands. The new legislation may result in higher personnel costs and foreign workers not willing to work on the Dutch Continental Shelf anymore.
IRO Gas Group (IGG) On 16 April 2009 the IGG paid a visit to the Wintershall remote control operation center in Den Helder and on 14 October 2009 the Gate LNG receiving terminal on the Maasvlakte in Rotterdam was visited. Furthermore the IGG was present at the Holland pavilion at Gastech from 25- 28 May 2009 in Abu Dhabi. As Gastech 2011 will be held in Amsterdam the IGG will make use of the occasion to organize a Holland Gas technology branding campaign.
IRO Decommissioning meeting 12 March 2009 Though IRO does not have a formal decommissioning working group one or two activities on decommissioning are organized annually. Presentations were made by Scottish Enterprise and Pilot on a ‘North Sea Decommissioning Forum’. Other activities and reports on Decommissioning conferences in Aberdeen November 2008 and Bergen, Norway February 2009, were presented by Thor Sterker of Platform brokers. About 60 IRO members attended the meeting.

Information and documentation The gathering of information which is of interest to IRO members is an ongoing process. Documents on file include: - operator fact sheets - general country information - annual reports - operator presentations - other documents of general interest. Companies and students are always welcome to use the IRO Documentation and Information Center to gather information about companies, trends, figures etc. The Documentation and Information Center has a vast collection of magazines and other interesting publications and reports which give access to specific information. Also, information about countries and regions is gathered and available. The IRO library has subscriptions to many oil and gas magazines and newspapers which keep the information up to date.
Enquiries IRO received more enquiries in 2009 then in the year before, mostly by new members. Most of the enquiries came via e-mail and telephone. In the majority of the cases people could be provided with the requested information or at least guided in the right direction. The majority of the queries concerned contact persons, telephone numbers, websites and the like.
Netherlands Oil & Gas Catalogue Every year around 7000 copies of the Netherlands Oil and Gas Catalogue are sent to embassies and international parties all over the world and are handed out at exhibitions, members meetings, training courses, career events etc. The catalogue provides a good overview of the activities, products and services of Dutch suppliers to the oil and gas industry and is an important tool for companies to present themselves. The number of advertisers (IRO members and non-members) reached 141 of which 90% were IRO members. The online version of the catalogue can be found at www.iro-noc.nl.
Offshore Visie Offshore Visie is a publication for the oil-, gas- and petrochemical industry published by Uitgeverij Tridens in IJmuiden, The Netherlands. It is a bimonthly magazine in which IRO contributes with editorial pages. Every IRO member receives a free copy of Offshore Visie. From 2009 the online version of the magazine is also published online at www.offshorevisie.nl.
