District Governor Dear Pacific Northwest District Key Clubbers, On behalf of the Pacific Northwest District Board, we would like to welcome all students, advisors and Kiwanians to our 68th Annual District Convention here in Portland, Oregon. For this action-packed, elemental weekend, there will be numerous activities: fun icebreakers to meet Key Clubbers who share the same passions as you, amazing workshops to ensure you’re ready to take on the year ahead of you, the Service Fair network of idea sharing, and much more. As you’ll soon learn, this is just the beginning of what this weekend has to offer. There is something for everyone to enjoy and we cannot wait to see what you will make out of this weekend. The Pacific Northwest District Board and Key Club Administrators have dedicated countless hours to ensure you enjoy every minute of DCON. One of our District’s major focuses for the past year has been the Kiwanis Children’s Cancer Program (KCCP). Every penny donated helps fund fellowships for doctors who are further specializing in pediatric hematology and oncology. These pediatricians work directly with patients from infancy to young adulthood, as well as conducting research work and clinical trials at Doernbecher Children’s Hospital here in Portland, Seattle Children’s Hospital in Seattle WA, and B.C. Children’s Hospital in Vancouver, British Columbia. By funding these doctors in their chosen field of specialty, we are raising not only money but also awareness in the fight to find a cure for children’s cancer. When our goal of $75,000 has been reached, the funds will be divided equally amongst the three hospitals. I’d like to personally thank all those who have already donated, and you can continue to support this important cause by purchasing KCCP branded merchandise or by participating in our Miracle Minute during the opening session. Please help support this fight! This year, we have more than 13,500 members in over 300 clubs throughout the Pacific Northwest District. I would like to thank you all not only for the support you have given me, but more importantly, the support you have given to your homes, schools, and communities. I urge you to both reflect on your year, and to look ahead to the future for how you can continue to make this world a better place. It’s been a great honor serving you as your 2016-2017 District Governor. Witnessing the depth of your passion to serve, and your determination to do so, has left me in awe! I really look forward to meeting you all this weekend, so feel free to say hello, ask me how I feel or even what the secrets to becoming the Master of Elements are! I hope we can enjoy this weekend together because DCON can be a positive life-changing experience, so we hope that you will allow it to change yours. Convention Chair Hello Convention Attendees! It is my honor to welcome you to the 68th Annual District Convention. After a year of hard work and determination, the day has finally arrived. Take this time to experience DCON to its fullest and take advantage of every opportunity presented to you. This is truly a special time– never again will this same group of people gather for the same event. So make memories right now. Learn right now. Rejoice in the positive changes we have created as part of this organization right now, because this celebration of service is meant to be a reflection on our year of hard work together, building our homes, schools, and communities. I hope that this special time and this special year never fade from your memories. DCON, however, is much more than a simple celebration of service. It is an event that represents our District, and the Key Clubbers within it. The love, kindness, compassion, and acceptance that can be found in every corner of the Oregon Convention Center are things that each of you carry within yourselves. The safe and secure environment that allows people to step out of their comfort zones is something that has been created by you. The energy and spirit that courses through each session, each workshop, and each moment come from your hearts. I cannot thank you enough for making DCON special for me, and for every other attendee this year. You truly make these past 369 days of planning worth it. To those returning to DCON: learn something new, invite and include other attendees. You all know what made DCON so special for you, now make it special for someone else. To those who are experiencing their first DCON: thank you. Thank you for making the choice to grow as a Key Clubber, as a leader, and as a person. Thank you for choosing to attend an event that will truly change your life. And thank you for allowing me to help recreate the same feelings that I experienced at my first convention. International Trustee Hey PNW! Thank you all for the work that you’ve done over the past year to serve your homes, schools, and communities! I am honored to have been invited to your convention here in Portland, Oregon and to have the chance to meet the amazing PNW Key Clubbers that I’m consistently so impressed by. As your International Trustee, I have been working with your District leaders to keep them updated on all things happening on the International level. Everyone is lucky to have had such an outstanding group of individuals leading you this past year! Your Governor, Juliet Yu, is extremely dedicated, and I can attest to the hard work that she has done over the past year to ensure that your Key Club experience is a good one. In addition, your District Board has worked extremely hard to ensure that this convention is the best DCON that you’ve ever had. On the International level, this Key Club year has been incredibly exciting! We announced our new partnership with The Thirst Project; began a new strategic plan; launched Breakthrough, a new hands on service experience; and expanded to a total of 41 countries around the world. Thank you for being a member of Key Club International. We wouldn’t have been able to accomplish all that we have over the past year without you! I commend you for being here this weekend and admire each of your drives to serve and to learn more about Key Club and how you can continue to benefit your communities. Together, through the service and caring of Key Club International, and through our joint efforts, we are making a real difference, and you are an integral part of that. International President Greetings Pacific Northwest Key Clubbers! I would like to welcome you all to the Pacific Northwest District’s 2017 District Convention! I hope you all are as excited as I am for this amazing weekend packed full of meeting friends old and new, celebrating your accomplishment during the service year, and getting reading for the new service year to come. Whether this is your first time at DCON or your fourth, you will find joy in participating in the shared spirit for Key Club. Key Clubbers are gathering here, in Portland, Oregon, to show their undying love for service. I can assure you that seeing hundreds of Key Clubbers like you is quite the sight. By seeing all of the other Key Clubbers that care so much about our beloved Key Club, you might just find your own personal passion that drives you. Among showing your spirit for service, discovering how you fit into the big picture that is Key Club International, and celebrating your achievements during this service year, you will also be tasked with the responsibility of helping to select next year’s District Officers. These will be the very individuals who will determine the future success of the amazing Pacific Northwest District as a whole; such a responsibility may seem overwhelming, but you will ultimately help to select the next leadership that will lead your district to great things. As a term in the Pacific Northwest District comes to end, I would like to thank you and your District leaders for your help in making Key Club what it is today. Code of Conduct Key Club members, adult advisors, and invited guests are expected to demonstrate behavior consistent with the high ideals of Key Club and should abide by the provisions of the Code of Conduct while in attendance at any Key Club International event. Every member will respect the authority of chaperones, Key Club administrators, and designated staff. RESPONSIBLE BEHAVIOR 1. All participants are expected to abide by all government laws and regulations. 2. Members must respect the personal property of others as well as the property of any meeting or lodging facility. The placing of signs or messages on the windows of hotel rooms is prohibited. No material may be affixed to any hotel walls. Any damage caused by a member must be paid for by that member. 3. Members may not possess or consume any alcoholic beverages. 4. Members may not possess or use any drugs or other controlled substance, with the exception of medication prescribed for the attendee. 5. Members may not possess or use tobacco products. 6. Members are expected to abstain from any activity of a sexual nature. 7. Members are expected to not tolerate hazing or any action that creates unnecessary physical or mental discomfort, embarrassment, harassment or ridicule of others. 8. Members may not possess weapons, firecrackers or anything of a dangerous nature or act in any way unbecoming of a Key Club member. LODGING 1. Members staying in a hotel or other lodging facility must sleep in their assigned rooms. 2. Female members are not allowed in the room of any male members and male members are not allowed in the room of any female members. 3. Male and female members may be present together in hospitality suites when an adult chaperone is present. 4. All members are expected to abide by a curfew beginning at 12:30AM and lasting until 5AM unless otherwise specified by the hotel. No Key Club members shall be allowed on balconies after curfew. 5. Items within this section may be modified by the Key Club District Board with the approval of the District Administrator.

DRESS CODE 1. All participants are expected to abide by the designated dress code of each session. 2. “Professional” refers to a dress shirt, slacks, neck tie, sport or suit coat and appropriate shoes for males and dress or suit, skirt or slacks, blouse and appropriate shoes for females. 3. “Business casual” refers to slacks, collared shirt and appropriate shoes for males and slacks, skirt or skort, blouse or collared shirt and appropriate shoes for females. 4. “Casual” refers to shorts or jeans, collared shirts, sweatshirts or appropriate tee-shirts and casual footwear for males and shorts, skirt, skort or jeans, collared shirt, sweatshirt or appropriate tee-shirt and casual footwear for females. 5. At no time will any clothing with inappropriate language or graphics be allowed. Any shirts, shorts or skirts deemed to be of inappropriate length will not be allowed. 6. All participants are required to wear name badges for all convention events. ENFORCEMENT 1. Violations of this code will result in notification to the respective event chaperone and District Administrator. 2. Violations involving destruction of property, or the possession, consumption, or use of alcoholic beverages or controlled substances will result in dismissal of the attendee from the event at their expense. 3. Notification, in writing, will be made by the Key Club District Administrator or his representative to the Key Club’s sponsoring organization and parents of any member disciplined under this section. 4. These rules are effective as of the time you arrive at the event until the time you depart.

Convention Rules DUES District and International dues for the 2016-2017 year must be paid for each Key Clubber attending District Convention. ARRIVAL AT CONVENTION Only advisors or chaperones may pick up their club’s registration materials and room keys upon arrival. There will be a meet and greet area set up for Key Clubbers, as well as a safe area to store luggage until Key Clubbers are able to check into their rooms. TRAVELING BETWEEN THE CONVENTION CENTER AND THE HOTELS Key Clubbers may not leave the Oregon Convention Center without first obtaining permission from their chaperone. In addition, Key Clubbers must travel in groups of three or more when not accompanied by their chaperone. DON’T FORGET YOUR NAME BADGE AND WRISTBAND! To gain admittance to any convention activity, you must wear your convention name badge and wristband. If you lose your name badge, please report to the Key Club Help Desk for a replacement. FOOD IN THE CONVENTION CENTER No outside food is allowed inside the Oregon Convention Center.

The Election Process Kiwanis International Board policies strictly prohibit adults or other non-Key Club members from involvement in the Key Club election process. Suspected violations should be reported to the District Administrator.

Caucus PURPOSE To evaluate the qualifications of each candidate. All convention attendees are required to attend. After caucus, all club members will discuss their reactions to each candidate’s qualifications with their club’s delegates. This will ensure club delegates vote for the most qualified candidate for each designated office during the House of Delegates. FORMAT There will be a set period of time per candidate to make a speech and answer questions from the attendees. After every candidate has spoken, caucus attendees will discuss reactions with their respective club delegates. MODERATOR Members of the District Board will be assigned by the District Governor to each caucus room to act as the moderators. The moderators have the authority to disallow any question that they deem to be inappropriate, and are allowed to expel anyone from the caucus room who does not abide by the rules. QUESTIONS All questions must be related to Key Club and should explore the qualifications of each candidate. Questions related to sex, race, religion, or politics are not allowed and will be called out of order by the moderators. Adults are not allowed to ask questions or suggest any questions to be asked by the Key Clubbers. ETIQUETTE Candidates are not to be touched, asked to ingest any materials, or asked to partake in any behavior that is in poor taste. Objects may not be thrown or propelled in the caucus room. Persons are not allowed to enter or leave the rooms while candidates are present.

House of Delegates PURPOSE To vote for Executive Officers of the District Board and endorse candidates for international office. PROCEDURE The members of the House of Delegates will hear speeches and vote by ballot for the candidate of their choice. Delegates include executive officers, lieutenant governors, and two representatives from each attending Key Club. Only those candidates that submitted their paperwork by February 1st will be presented to the House of Delegates for consideration. STANDING RULES FOR THE HOUSE OF DELEGATES 1. The official language of this Convention shall be English. 2. Only delegates with official delegate credentials may present or speak on motions and vote. 3. Only delegates may be seated in the area designated for delegates. Access by nondelegates shall be limited to those designated by the Administrator of PNW Key Club. 4. The House of Delegates shall remain open. Delegates shall be allowed to leave and reenter; however, ballots shall not leave the House. 5. Delegates may not leave or enter the House of Delegates while any vote is being taken. 6. The maker of a motion shall be entitled to speak first in support of such motion or may immediately yield the floor to another delegate. 7. No delegate may speak more than three minutes at a time unless allowed to do so by the orders of the day or by a majority vote of the delegates. 8. No delegate may address the assembly a second time on the same question until all delegates who desire to speak on the topic have spoken. 9. Debate shall alternate between those speaking for and those speaking against a motion. 10. Microphones shall be designated by number. Speakers for the main motion shall use the odd-numbered microphones, and speakers against the main motion shall use the even-numbered microphones. The chair will recognize microphones in rotating order. 11. A delegate shall not speak for or against a motion and move to close debate on the same recognition. 12. Debate on any proposed resolution or amendment to the Bylaws, including all amendments thereto, shall not exceed 20 minutes. 13. A motion to move the previous question shall not be in order until ten (10) minutes of debate has taken place or all microphones are clear. 14. Any main motion or amendment shall be written in English, signed by the maker, and presented to the Administrator before it is moved. 15. A member of the Sergeant-at-Arms Committee shall be positioned at each microphone to relay to the chair priority motions, such as a point of order, a request for information, etc. 16. All candidates shall be allowed to address the House of Delegates for two (2 minutes). 17. Any of the above rules may be suspended by a two-thirds (2/3) vote. 18. Robert’s Rules of Order Newly Revised shall be the parliamentary authority for all matters of procedure not specifically covered by the Bylaws of the Pacific Northwest District of Key Club International, the Board policies, and these standing rules.

Advisor Awards OUTSTANDING FACULTY ADVISOR This award is given to one Key Club faculty advisor during the 2016-2017 Key Club year. This individual upheld the core values of Key Club International (leadership, character building, caring, and inclusiveness) to the best of their ability. Some of their contributions may have included: attending District Convention and other Key Club events, advising at club board meetings, overseeing club meetings, assisting in publicizing Key Club in the school, and participating in club service projects. OUTSTANDING KIWANIS ADVISOR This award is given to one Key Club Kiwanis advisor during the 2016-2017 Key Club year. This individual has upheld the core values of Key Club International (leadership, character building, caring, and inclusiveness) to the best of their ability. Some of their contributions may have included: attending District Convention and other Key Club events, advising at club board meetings, overseeing club meetings, assisting in publicizing Key Club in their Kiwanis club and community, and participating in club service projects.

Club Officer Awards OUTSTANDING CLUB PRESIDENT This award is given to a 2016-2017 Key Club President who, during their term, has maintained strong attendance at various Kiwanis-family events including Kiwanis meetings, District Convention, Key Leader, board meetings, and DCMs, all while leading and participating in club projects during their term. An Outstanding Club President has helped to achieve timely submission of dues and monthly reports, increased membership over the year, ensured that his or her club undertook meaningful and necessary service projects, involved their club in joint activities with their sponsoring Kiwanis Club, and arranged club elections for an incoming board. OUTSTANDING CLUB VICE-PRESIDENT This award is given to a 2016-2017 Key Club Vice-President who, during their term, has maintained strong attendance in events such as Kiwanis meetings, District Convention, Key Leader, board meetings, and DCMs, all while participating in and leading club projects during their term. An Outstanding Club Vice-President was proactive, helpful, and ready to step in for their President whenever needed.

OUTSTANDING CLUB SECRETARY This award is given to a 2016-2017 Key Club Secretary who has maintained strong attendance which may have included Kiwanis meetings, District Convention, Key Leader, board meetings, and DCMs, all while participating in and leading club projects during their term. He or she also helped follow up to achieve timely dues remittance and prepared and submitted at least 10 written monthly written reports in a timely manner to their Lieutenant Governor. OUTSTANDING CLUB TREASURER This award is given to a 2016-2017 Key Club treasurer who maintained strong attendance at Kiwanis meetings, District Convention, Key Leader, board meetings, and DCMs, all while participating in and leading club projects during their term. He or she also helped follow up to achieve timely dues remittance and prepared written financial reports for their club. OUTSTANDING CLUB BULLETIN EDITOR This award is given to a 2016-2017 Key Club Bulletin Editor who, during their term, has maintained strong attendance at Kiwanis meetings, District Convention, Key Leader, board meetings, and DCMs, all while participating in and leading club projects during their term. Additionally, they created at least 10 bulletins that were timely, well-designed, and informative.

Member Awards MALCOLM LEWIS OUTSTANDING CLUB MEMBER This award is given to a Key Club member who has gone the extra mile and put forth a special amount of time and effort in his/her work with Key Club. This member has demonstrated the true spirit of Key Club, through upholding its objects and core values to the best of his/her ability. MASTER OF THE ELEMENTS This award is given to a convention attendee who has best represented the Elements of Service theme in their outfit.

Club Awards DISTINGUISHED CLUB This award is given to outstanding Key Clubs that uphold the objects of Key Club International as detailed in their Annual Achievement Report. All eligible clubs will be recognized at convention. 6 FOR 65 This award is given to clubs that have at least 6 club members who have each performed a minimum of 65 hours of community service during the Key Club year. All eligible clubs will be recognized at convention. SERVICE HOURS This award is given to the Key Club that has completed the most service hours per member in the District for the 2016-2017 service year. CLUB MEMBERSHIP GROWTH This award is given to the club with the highest percentage of membership growth in the District. Multiple awards are given based upon club size. CONVENTION ATTENDANCE This award is given to the club that brings the highest percentage of members in good standing to the 68th Annual District Convention. Multiple awards are given based upon club size. DISTRICT PROJECT This award is given to the club that has done an outstanding service project related to our District Project, the Kiwanis Children’s Cancer Program. PREFERRED CHARITIES This award is given to the club which raises the most money for any preferred charity of Key Club International. Key Club’s Preferred Charities are the following: Children’s Miracle Network, March of Dimes, UNICEF, and Thirst Project. #PNWKCCP This award is given to the Key Club that has submitted an exceptional picture regarding this year’s District Project, the Kiwanis Children’s Cancer Program.

CLUB WEBSITE This award is given to the Key Club that has developed the best Key Club website during the 2016-2017 Key Club year. Recognition Programs SINGLE SERVICE AWARD The Club Single Service Award provides recognition to individual Key Clubs for their single best service project. Clubs compete in 4 categories based on membership. Entries are judged based upon the following categories: service need, project plan, project implementation, final results, public awareness, and member participation. MAJOR EMPHASIS INVOLVEMENT Key Club’s Major Emphasis is called “Children: Their Future, Our Focus.” It not only creates endless possibilities to strengthen the common goal of service, but also allows each Key Club member to develop into a well-rounded individual community leader and lifelong advocate for children’s health. The Major Emphasis Award is given to the Key Club which, through its unselfish efforts, has produced during the year, the best Major Emphasis project according to the following criteria: need, plan, implementation, final results, partnership with Kiwanis, percentage of club members participating, and the club’s overall Major Emphasis involvement.

CLUB POSTER These awards are given to the Key Clubs that produced the most exceptional membership recruitment poster in either the digital or non-digital category. The criteria upon which they are judged include originality, creativity, artistic ability, promotion of Key Club, effectiveness for member recruitment, ease of reproduction, and overall appearance. These posters are designed to recruit new members for Key Club and do not bear the name of any school, community, or district. CLUB VIDEO This award is given to a Key Club that best produces a video that promotes Key Club as an organization and/or Key Club within its respective school and community for under $300. The video will be judged on its originality, creativity, promotion of Key Club, clarity of message, portrayal of idea, sound quality, picture quality, and overall appeal. This video also needs to encompass the core values of Key Club—caring, inclusiveness, character building, and leadership. YEAR IN REVIEW There are two categories for this award: traditional and non-traditional. Key Clubs enter this contest by creating a memoir full of pictures, newspaper clippings, and other artifacts depicting club activities and accomplishments during the 2016-2017 Key Club year. Traditional entries must be submitted in a scrapbook binder, while non-traditional entries may take on more abstract forms. Each “year in review” is divided into the following categories: Service to School, Service to Community, Fundraising Projects, Assistance to Kiwanis Projects, and Miscellaneous. TALENT Showcase the talent that makes the Pacific Northwest District the best of all time. Don’t be afraid to make a fool of yourself...who knows, you might win! Paperwork must be turned in at the Awards and Contests Desk at the start of Convention. Refer to Convention Details for audition information. ORATORICAL Contestants in the oratorical contest are judged based on their five minute speech on the following topic: “The three domains of the Key Club experience are Call to Lead, Courage to Engage, and Heart to Serve. Students will be encouraged to take advantage of their leadership potential to make an impact during their time of service by utilizing key learnings from the workshop. Bloodworks Northwest Bloodworks Northwest, the regional non-profit blood center, now offers scholarships to students that host blood drives in summer and winter in their communities. Students that host a blood drive during these time frames can earn up to $500 for college! There are also special scholarships available for student organizations that host drives at their high schools. Find out more about these and other service opportunities offered by Bloodworks Northwest by attending this workshop. Each blood donor can save up to three lives, so organizing a blood drive is a great way for students to have a big impact on their communities while gaining valuable leadership skills.

Ribbon Leis Want to take home a small souvenir from DCON 2017? Come to this workshop! Here we will be making leis out of ribbons (you can also make bracelets, anklets, headgear, etc.). There will be a bunch of different colored ribbons; you can even choose your division’s colors to show some divisional pride at DCON and any Key Club event in the future! No prior skills needed.

Designed to help you learn how to ask someone out without having any regrets, this workshop will not only give you some new tricks, but it’ll also boost your self confidence. Come learn from the (self-proclaimed) masters, PNW!

Dinner on Your Own Get dinner with other Key Clubbers at any nearby restaurant! This is your time to explore Downtown Portland and hang out with Key Clubbers outside of the convention center. If you are not eating with your club, remember that you may only travel in groups of three or more and only with explicit permission from your chaperone. This time should also be used to change from your convention gear into professional attire for Closing Session and the Governor’s Ball.
