Purpose
Who Does It Affect?
Reduce Emissions of High Global Warming Potential (GWP) Refrigerants Refrigerant Handlers: Any person who recycles, recovers, reclaims, or sells high Global Warming Potential refrigerant Owners / Operators: Anybody who installs, repairs, maintains, services, relocates or disposes A/C systems Registration Plan Report (Required Every 2 yrs)
Reporting Requirements (Registration Plan & Annual Audit)
Facility Name/Address & Business Info Number of A/C Units in Operation (Manufacturer, model, & serial number for each unit) Type of Refrigerant in each A/C Unit Full charge of refrigerant in each A/C system in pounds (lbs.) Date of last audit/or maintenance for each A/C system Amount of additional refrigerant charge every year for each system, in pounds
Leak Audit Report (Required every year) The owner/operator shall conduct audit of A/C no later than 1yr after beginning operation Yearly Leak Inspection: exam for deficiencies for potential leak Determine amount of leak and quantity of any additional refrigerant charge per system
Leak Detection and Monitoring Requirements
Handler Certification Requirements
Any person who owns or operates A/C system shall ensure that the leak is repaired no later than 14 calendar days after being discovered. Maintain log of repair activities beginning at time of leak discovery & ending when repaired If timely repair is not possible within 14 days, proper records are required and need to be kept No person shall install, service, repair, modify, or dispose of any A/C system that may cause release of high GWP refrigerants, unless they have EPA tech certification and they recover, recycle, or reclaim the refrigerant using certified recovery/recycling equipment & processes approved by U.S. EPA. No person shall sell, distribute, offer for sale any high GWP refrigerants unless: Buyer is a certified tech or Buyer is authorized rep of a certified tech Refrigerant is sold only for eventual resale to certified tech or A/C manufacturers No Person reclaiming refrigerant shall release into atmosphere more than 1.5 % of refrigerant received for reclamation.
Owner/Operator required to maintain the following records for each A/C System
Recordkeeping Requirements Maintain Records for a minimum of 5 yrs (Note: Some items are specific to Distributor, Wholesaler & Reclaimer)
Reporting Documents (Audits, Dates, and details per A/C System) Maintenance records with name of person(s) who completed inspection and repairs (name, address, telephone number of company) Log of repair activities, technician certificate numbers Log of additional refrigerant charged to the A/C system Log of system malfunctions by date, along with cause and type of repairs Bill of lading & transportation documents, required if recycling happens off-site Records of refrigerants purchased in a calendar year (by date and vendor) Distributor/Wholesaler to document refrigerant purchase & details on certified technician Reclaimers to maintain all records of materials being received & sent for recycling Records on certified refrigerant recovery equipment and processes as mandated by EPA
