PROGRAM A ABOUT

Main Goal

Teams:

Conditions

With the help of architectural planning methods reveal the peculiar identity and potential of the area of Kontraktova square as an open public space, a safe one for residents and the environment and appropriable for everyday use.

- The workshop will last for five days. - 4 international teams take part in the workshop. 3 architectural teams “professionals” (executor) - and Team “CITY” (plays role of customer)

- The design task does not imply competition. While working on the project, teams are encouraged to communicate and share opinions. The main objective is to create the atmosphere of understanding and learning.

Description Modern society suffers from communication conflict within professional communities. It is extremely hard to make a decision with misunderstanding of sides. The mechanism of making decision in the field of general urban questions is not defined within the city which population is represented by millions of own minds. Constant opponents like “commissioners” and “executors” become stable pair of city - architects within urban processes. The idea of the workshop is to establish a new practice of cooperation between different social and professional groups in the process of development of urban areas. The workshop participants are “CITY” team that consists of sociologists, economists, geographers, social and environmental activists, transport planners, representatives of art community, employees of relevant departments of the local authorities, and three teams of “Architects” that consist of young architects that have practice in different scale projects and students that has unlimited view on practical design (scheme 1). During the workshop the teams of architects and the interdisciplinary “CITY” team perform different roles: architects act as contractors, “CITY” acts as customers. While the purpose of the teams of architects is to create alternative projects for development of the Kontraktova Square, the role of the “CITY” team is to generate mechanisms for engagement of the square’s community into the urban development process, as well as to develop a model and rules for the formulation of technical specifications by the residents to urban planners – teams of architects in this case.

Architectural teams: - There are 5 members in each team: 3 ukrainian participants and 2 foreign participants - While forming the teams, the organizers take into account personal preferences of the participants. - The final decision on the team members is taken by the curator and the organizers. Team CITY: - There are 5 ukrainian participants and 5 foreign participants. - Each team will be working under the guidance of a tutor. Organizers invite three experienced foreign architects to work with teams as tutors. The work within the group “CITY” will also organize an experienced tutor. - Overall facilitation of the workshop and interaction between teams of architects and the interdisciplinary team will be done by a workshop trainer/curator.

- Presentation materials are at the discretion of the participants: reference images, texts, schemes, drawings, etc. -The teams work with one and the same OBJECT: “Kontraktova Square: Scenarios for Development” - Organizers of CANactions expect, without giving any guarantees though, that municipal authorities will be interested in involving workshop participants in the further development of the territory.

SITUATION AND PROBLEMS B KONTRAKTOVA SQUARE

Location B 1.1.

The design area consists of Kontraktova (Contract) square (names of square: from the end of XVIII – Kontraktova, from 1869 – Oleksandrivska, from 1919 – Red, from 1990 - Kontraktova) which is defined by crossroads of next streets: Sagaidachnogo, Frolivska, Kostiantynivska, Mezhygorska, Spas’ka, G. Skovorody, Illinska; Andriivskyi descent; by ribbon development and complex of Bratskiy Monastery (pic.9). Site is situated in the central planning zone of Kyiv, central historical area, in the historical area “Podil”, in 1,3 kilometers to Maydan Nezalezhnosti (The Independence Square).

Kontraktova square is one of the oldest squares of the city, cultural and community center of Podol. In the times of the Kievan Rus kontraktova Square was a place of trade. In 1132-36s the Church of Our Lady Pirogoscha was built (destroyed in the 1930’s, 1990’s – rebuilding years, reconstruction of architect Aseyev Yu.), that is a memory place of the Archaeology (its parts and pieces of wall are the monuments of the XII century). After the destruction of the Upper City (1240) and till the nineteenth century it was the center of Kiev-Podol city. In the XIV-XVIII centuries all the cultural and trading life of the city was focused here. In the XV century with the adoption of the Magdeburg law City Hall was built here. In the XVI – XVIII centuries some building were built such as Fraternal monastery, the old building of the Kiev Academy, the old Guest Yard, Greek monastery. From the end of the XVIII century Kontraktova fairs were held here. For the first time in the more closed appearance to a modern one, Kontraktova Square appears after 1811, after the fire which destroyed almost all wooden buildings of Podol and led to the complete redevelopment of the district. According to the project of the architect Geste (1815) town-planning ensemble was created here, that was composed of magistrate building (demolished, Gostynyi Dvir (built in 1809-28, rebuilt in 1980-82) and the Kontraktovyi house (1815-17). Buildings were designed by architect Geste V., Ruska L., Melenskiy A. In the XX century Square ensemble was complemented by the House of the Club “Kharchovyk” (Palace of Culture “Slavutych”) in 1931-33 – example of Kyiv constructivism. There are small architectural forms on the square, which became a symbol of Podol such as the fountain of “Samson” (1748-49, restored in 1982), monument to Skovoroda G. (1976), monument to Sagaidachny P. (2001). Modern buildings of Kontraktova Square were preserved from the XIX century (medium and low-rise buildings), in conjunction with the architecture of the XX and the XXI centuries. Kontraktova square including Church of the Virgin Pirogoscha (Church of the Assumption of the Virgin Pirogoscha) and complex of Kyiv-Mohyla Academy is a high valuable territory with the rate of 9-10 points according to historical-architectural Kyiv basic plan 2001, General Plan of Kyiv development to 2025. From the historical and cultural point of view, value and function of the Kontraktova Square as an urban phenomenon are determined by two factors: 1. Kontraktova Square as educational, scientific and artistic center; 2. Kontraktova Square as a center of commerce, finance and trade.

City architectural monument:

Design site is situated within Historical-Architectural Reserve “Ancient Kyiv”, on the territory of archeological monument of IX-XVIII c. of local significant – “Cultural layer of Podil”(pic.7). It is included into architectural reserved area and archeological reserved area. It includes two architectural reserve “Kontraktova square” and “Bratskiy monastery”. Country-seats and streets of ancient Kiev dated end of IX – beginning of X c.c. are well reserved under Kontraktova square. These were discovered during construction of metro line in 1972-1973 by excavation of the ground. From that on there are tries of creation of underground museum. But for now this project exists only on paper. Nowadays archeological discover is conserved.

Present B 1.3.

Square is important transportation hub. It is surrounded by roads of local significance (Sagaidachnogo, Mezhygorska, Kostiantynivska streets), is connected with metro station “Kontraktova”. There are train and bus terminus. There is a river station and funicular in half of kilometer (pic. 6,13) Problems: - PRESERVATION AND PROTECTION of historical environment - Chaotic PARKING and traffic disorder - Absence of quality PUBLIC SPACE - Commercial function oversaturation: mainly by concession STANDS AND PAVILIONS. - Spontaneous street commercial activity that cumbers pedestrians - Complicated NAVIGATION: big amount of cars and concession stands obstruct visual comprehension of square - Bad condition of URBAN ECOLOGY: transport noise and smell (including smell from fast foods) - PRESENCE OF BARRIERS for people with limited mobility - GARBAGE ACCUMULATION: little amount of litter-boxes - Unsatisfactory condition of PEDESTRIAN UNDERWAY - Much OUTDOOR ADVERTISEMENT

URBANISTIC CONTEXT Ancient Kyiv В 2.1.

State historical-architectural reserve “Ancient Kyiv” (Starodavnii Kyiv) (about 175 hectares) was founded due to resolution of Council of Ministers in 1987. The idea of Reserve creation was caused by necessity of providing of preservation of historical and cultural heritage of core city that was based on results of continuous researches in meaning of territory definition. Unfortunately, nowadays reserve territory is not used in accordance to usage mode that is defined in Law “About Preservation of Cultural Heritage” (pic. 7)

Andriivskyi Descent

Location It runs from Kontraktova Square to the Volodymyrska street and the Church of the Tithes. Andriyivsky Descent and passes between the hills Uzdykhalnytsia and Castle Hill. Vozdvyzhenska street goes till Andriyivsky Descent (it took its present look not so long ago in connection with the construction of the new elite residential area “Vozdvyzhenka, Borychiv Tik, Pokrovska). The street of the historical downtown of Kyiv. The length of the street – 750 meters, height balance – 70 m. B 2.2.2. Present Today’s situation: a large number of shopping places and MAFs that creates significant dissonance with the historical environment, insufficient landscaping and debris; some random parking of cars; poor state of the facades of many buildings (some of them are in disrepair), the total disorder of almost every yard spaces. At present time, Andriyivsky Descent is the most famous place of sale of Ukrainian and Kyiv souvenirs, jewelry, clothing, etc. copyright, the most popular place for tourists. There are Literature-memorial House-Museum M. Bulgakov, Museum of One Street, Museum-workshop of I. Kavaleridze (pic.7)

Kontraktova square: C 1.1.

- to give strategic and tactic proposals, to define restrictions - to give proposal of functional use of square and its separate areas - to give proposal of pedestrian traffic, bicycle traffic and disabled traffic - to give proposal of transport traffic and its development, car parking - to give proposal of planting of greenery - to give proposal of appropriateness of new construction and renovation of existing buildings - to give a proposal to landscape the area - to indicate the feasibility of using underground space - demonstrate and develop the area as one of the major attractions in Kiev - to link Kontraktova with “The Edge” (see Materials of Competition) through Andriivsky street and Sagaidachnogo street - to demolish everything that can be demolished (retaining walls, necessarily – all kiosks, “temporal” buildings, “small forms”). Free space should be tiled – for access of people and birds - To speak about the advisability of conversion facilities at first floors for restaurants and other service functions and on the land plot - tables under umbrellas - to take the stink out of fast food restaurants that are situated in the surrounding houses Do not repeat the mistakes of the Independence Square: - the center should be free from business functions, and it shouldn’t be saturated - people have to act above the ground and vehicles should act underground - square is a public urban space for the physical presence of people - not for the “design” objects

Architectural surrounding: C 1.2.

- To stop the building up floors in the existing buildings - Do not consider “historical” style as only possible for the historic center - Do not saturate, do not bring new ones, just clean up and remove for improving landscaping, small forms and sculpture. Return the pavements for pedestrians

- To take into consideration the high degree of cynicism, corruption of authorities and the danger of transformation of good intentions in this place into a terrible construction. As an option to create a moratorium on any sort of construction during e.g. decade - To prescribe forms of utility works on the Square (e.g. load for commercial facilities and collection of garbage from the area at night time) - Prescribe rules for the activity the Kontraktova square and organize supervision of their execution
